To the members of The South African Institute of Mining and Metallurgy I have audited the annual financial statements of The South African Institute of Mining and Metallurgy set out on pages 641 to 644 for the year ended 30 June 2006. These annual financial statements are the responsibility of the Institute?s Council members. My responsibility is to express an opinion on these annual financial statements based on my audit. Scope I conducted my audit in accordance with International Standards on Auditing. Those standards require that I plan and perform the audit to obtain reasonable assurance about whether the annual financial statements are free of material misstatement. An audit includes: ?examining, on a test basis, evidence supporting the amounts and disclosures in the annual financial statements, ?assessing the accounting policies used and significant estimates made by management, and ?evaluating the overall financial statement presentation. I believe that my audit provides a reasonable basis for my opinion. Audit opinion In my opinion, the annual financial statements present fairly, in all material respects, the financial position of the Institute at 30 June 2006 and the results of its operations and cash flows for the year then ended in accordance with generally accepted accounting practice appropriate to the Institute. Supplementary information The supplementary schedule does not form part of the annual financial statements and is presented as additional information. Austenitic manganese-steel castings are very widely used in crushing and grinding in the' gold-mining industry in South Africa, The service life of a casting in a short-head crusher is difficult to predict because there are no clear-cut criteria by which such a judgement can be made, The addition of molybdenum and zirconium to the castings for crushers failed to result in improved performance, The results of extensive tests with through-hardened steel castings were very disappointing, mainly because of a design factor in the bowl liner. The design of the bowl liner is an important determinant of the life and performance of these castings. The extent to which the material in a crusher is reduced in size has profound effects on the consumption of metal and power, and on the effective life of a casting. Tests on manganese-steel castings in an 8 ft by 12 ft rod mill provided data on the total consumption of metal, and on the variations in the pattern and rates of wear of liners over lengthy periods. Progressive changes in the wear profiles of the lifter bars and the other liner components showed unexpected features. There are clear indications that, whereas a set of lifter bars will at first lift the charge strongly with relatively little slippage, there is a later period characterized by more slippage and greater wear on all the liner components.

Iron ore pellets with or without additives are commonly used as alternate charge material in both conventional and newer ironmaking processes. The performance characteristics of these pellets are normally assessed on the basis of their reducibility values, reduction strength and resistance to clustering. These properties depend mainly on the type and amount of additives and on the sintering phenomena of the pellets during firing. In the case of composite pellets (ore-coal pellets), reduction and sintering of the iron ore fines occur simultaneously. The thermodynamic and reaction mechanisms of the processes involved in the reduction of iron ore pellets with and without reductants, additives, etc., may not necessarily be identical. The reduction and sintering characteristics of pellets greatly influence the reaction mechanism and the surface morphology of the reduced pellets. The approaches in the literature to the analysis of these reduction and sintering phenomena are broadly categorized as follows: (i) empirical models, (ii) models based on kinetics, and (ill) models based on morphological changes. The relative merits and de-merits of these models are illustrated by their application to the reduction of fluxed ore-coal composite pellets. A critical analysis of the investigations that have been conducted on the reduction and sintering behaviour of such pellets is given. It is shown that, although elegant empirical models and kinetic equations have theoretical significance and can be usefully employed in elucidating the reaction mechanisms of iron ore lumps, they are sometimes not directly applicable to fluxed ore-coal composite pellets. In studies of the latter, the approach should be to correlate the morphological changes with the reduction mechanism. The paper also gives a brief account of an investigation on the reduction and sintering aspects of fluxed composite reduced iron pellets.

This paper gives a brief review of the main environmental and ecological problems of slimes dams, both those created in the immediate vicinity of the dams and those influencing the region or catchment. Methods of dealing with these problems and influences on existing dams are described. The difficulties encountered in the growing of grass on steep slopes are explained, and, after an analysis of the conditions, a plea is made for flatter slopes on the sides of dams.

Robert Rampton Porter died on 8th September, 1985, in Salt Lake City, Utah, at the age of 75. Bob Porter was born in Salt Lake City in 1910, and he attended the University of Utah, where he obtained an M.Sc. degree in metallurgy. Galvanizing In conjunction with the National Institute for Materials Research of the CS I R, the South African Hot-Dip Galvanizers' Association has organized the First International Conference on Galvanizing in South Africa. This event will take place at the C SIR Conference Centre in Pretoria from 3rd to 7th November, 1986. Environmental effects of mining A one-day meeting entitled 'The environmental effects of mining and restoration' will be held on 23rd September, 1986, at the University of Manchester Institute of Science and Technology, Manchester, England.

The effect of microstructure on the deformation and fracture properties of 3CR12 steel was investigated at different strain rates in the temperature range -196 to 200°C. The yield stress of the as-received steel, showing a banded dual-phase microstructure, was much lower than that of the flake-like dual-phase microstructure produced by heat treatment. The heat treatment also resulted in an increase in the volume fraction of martensite. The fracture toughness of the as-received 3CR12, on the other hand, was significantly higher than that of the heat-treated material. These changes in both yield stress and fracture toughness were attributed to the effect of microstructural parameters on the constraints imposed on the deformation and subsequent failure of the ferritic phase in the as received and heat-treated steels. The exceptionally low resistance to crack extension in a plane parallel to the roiling plane of the as-received material was ascribed to the delamination process, which is typical for controlled-rolled steels. The yield stress and fracture toughness were found to depend on temperature and strain rate. The appearances of the fracture surfaces were found to be consistent with the mechanical properties.

The paper reviews the restrictions imposed by the Department of Mines (now the Department of Mineral and Energy Affairs) on the surface use of ground that has been undermined at shallow depths (down to a depth of244m). The reasons for the restrictions are discussed, with special reference to the early records kept by the Department of Mines on subsidence and fracture of the surface. A discussion of the nature of the strata overlying the ore-body, and the effect of undermining, is followed by a detailed account of investigational work, particularly since 1970, on the stability of shallowly undermined ground. The significance of the data collected during the investigations is considered next, with special reference to the social and economic implications. These are so farreaching, that it is proposed that the already flexible approach of the Department of Mineral and Energy Affairs in considering what structures may be built on undermined ground should become even more flexible. To this end, the appointment of a Commission is proposed to collect as much information as possible on the stability of ground undermined at shallow depth, and to revise the current overrestrictive conditions or guide lines that are in use.

The use of dilute sulphur dioxide (SO2) gas mixtures for the oxidation/precipitation of manganese has been explored widely in recent years. The technical merit of the concept is well proven and implementation of the technology on commercial scale is imminent. This paper reviews the technology of manganese removal by means of dilute SO2 gas mixtures and highlights some of the challenges associated with its implementation on industrial scale. A brief review of the technology is presented; the review considers both the mechanism and chemistry of manganese oxidation/precipitation with dilute SO2 gas mixtures. The impact of variables such as temperature, pH and SO2 concentrations on the manganese removal process is assessed. Challenges associated with implementation of the technology on industrial scale are discussed. Gas dispersion is highlighted as a critical design consideration.

This paper presents a method that enables one to estimate the risk-adjusted discount rate. that should be used In project discounted cash-flow analysis. The risk-adjustment process is carried out via the capital asset pricing model of modern finance theory, in which the appropriate measure of risk is the beta coefficient of the project concerned. The resulting discount rate thus depends on the properties of the project Itself, and not on the nature or cost of the capital of the firm considering the investment.

A group of 23 underweight men weighing less than 50 kg were subjected to an acclimatization procedure in which the work rate was gradually increased from 35Watts on the first day to 70Watts on the eighth day. Excessively high body temperatures and heart rates were observed on these subjects throughout the acclimatization period and on their performance they must be rated as heat-intolerant. It can be concluded that such underweight men should not be subjected to acclimatization at such high work rates and that they should not be allocated to tasks involving these rates in a hot environment. The fact that their body surface areas are inadequate to enable them to get rid of the internal heat produced during strenuous work plus their low work capacities are the major reasons for their inability to tolerate heat.

Statistical summary of the mineral industry world production, exports and imports 1964-1969 Published by Her Majesty's Stationery Office, London, on behalf of the Institute of Geological Sciences (1971) The Statistical Summary contains a wealth of care fully garnered information on the production, exports and imports of the principal minerals and mineral products throughout the world for the period 1964-1969, and it should therefore be of particular interest to economic geologists and others concerned with marketing and selling minerals. In view of the intractable nature of the source data it is quite an achievement to have published figures for 1969 so expeditiously. On picking up the Summary this reviewer instinctively compared it with the Annual Yearbook published by the United States Department of the Interior. The Yearbooks have been issued annually since 1882, and today each consists of a set of three separate books containing five volumes. Apart from abundant statistics on the domestic and international mineral industries, the Yearbooks are known for their perspicacious reviews and articles on a host of different facets of the world's minerals industry. Physically the Summary is a much slimmer publication than the Yearbook, and it contains no commentary whatsoever other than occasional footnotes. The principal contents are a series of tables showing production, exports and imports of fifty-nine of the world's more important minerals and mineral products. Each table shows the weight of the material produced or traded, by countries, with figures for each of the six years in adjoining columns. In some cases (e.g. diamonds) values in British currency are quoted in addition to weights. Most of the data have been abstracted from national reports and returns, although in some instances estimates are quoted where national sources are silent--as for example the production of platinum in South Africa. One wonders in passing if any useful purpose is served by the continued suppression of this particular figure. The four South African producers must surely be able to estimate each other's production fairly accurately by now, and one imagines that the national export figures can likewise be synthesised. This reviewer has two minor criticisms of an otherwise praiseworthy publication. Firstly it seems an unnecessary anachronism to perpetuate the split between 'Commonwealth' and 'Other' countries-the split can have little practical significance today. Secondly, what is one to make of the statement that the 1966-1969 figures for exports from Rhodesia of chrome ore and copper, to take two examples only, are 'not available'? It seems improbable that no estimates of these figures have been made since the imposition of sanctions, and inevitably one suspects that the figures have been excluded on policy grounds. Hopefully this problem will have been solved when the next Summary is published. M.J.M. South Africa, land of Challenge by Maurice Tyack France Interpresse, 323 pages, price R18-00. Is South Africa God's richest acre? In its mineral wealth it certainly is, but what of the many other complex overlays of emotions, traditions and racial problems? South Africa, Land of Challenge, provides the background. This is reported to be the first comprehensive documentary work of its kind on South Africa. It is a handsome volume measuring 12ft by 9f', is illustrated by at least 600 photographs of South Africa, more than half of which are in colour, and contains 21 original maps and charts. The book covers the full spectrum of South Africa's very existence, its geography, pre-history, its customs, countryside, natural resources and its cities. The more controversial categories are thoroughly discussed, the people, their policies and politics. Mr Tyack is eminently qualified to write on South Africa, being the author of over 20 books on other African countries and having spent more than three years of research, in the field, in South African archives and also in various libraries and museums, in preparation for this book. The book claims to be free of any party political bias and appears to be an honest attempt at a factual survey. However, a work of this magnitude will undoubtedly leave an impression on the reader and the tone of this book is decidedly patriotic. This is a useful reference work on South Africa that most South Africans will be proud to own. J.P.H. Ergonomics and physical environmental factors This publication by I.L.O. of a symposium in Rome in September 1968 has much useful information for the mining industry in regard to the health and productivity of its labour force. The first subject dealt with is mechanical vibrations. From this section it is clear that men who drive, for many hours each day, vehicles which vibrate in the 6 Hz range are subject to serious physiological and psychological effects. The former may show as changes to the vertebral column (which has a resonance in the 4-5 Hz range). The circulatory system is adversely effected by values in the 6-10 Hz range and the vision is impaired at between 40-100 Hz. Less definite knowledge exists of the effects of vibration on the hand-arm system from mechanical drills etc, although Raynauds disease of the blood vessels of the hand and degenerative diseases of the elbow and shoulder joints occur in men using drills which vibrate, respectively, in the higher and low frequency ranges. On Friday, 6th June, 1986, an SAIMM party of32 set out at 06h30 for a tour of Duvha Opencast Colliery, Lesedi Village, and Duvha Power Station-all situated just outside Witbank. Duvha Colliery On arrival at the mine, the party was met by Mr. Colin Kolver, Assistant General Manager, and the guides for the morning. After refreshments had been served, Mr. MacDonald, General Manager, welcomed the tour, and a series of slides on the opencast mine and Lesedi Village were shown.

The Witbank/Middelburg Branch of The South African Institute of Mining and Metallurgy hosted a colloquium entitled 'Recent Mining and Metallurgical Developments in the Eastern Transvaal', at the Witbank Civic Centre on Wednesday, 25th September, 1985. An attendance of close on 300 delegates bore testimony to the popularity of the theme. Two well-attended cocktail parties were held at different venues on the evening prior to the Colloquium. These were hosted at the South African Coal Estates Recreation Club and Middelburg Country Club.

Discussion: T. L. Gibbs,* (Honorary Vice-President and Fellow): In terms of the Pneumoconiosis Compensation Act of 1962, a Pneumoconiosis Risk Committee was established whose function it is to estimate (by whatever means the committee deems fit) in respect of every controlled mine the pneumoconiosis risk to which persons employed in a dusty atmosphere at that mine are exposed. In estimating such risk the committee may estimate different risks in respect of individual mines or parts of mines or classes or groups of mines or occupations or localities at mines. The pneumoconiosis risk may be reviewed and re-estimated at any time. The Act provides further that the General Council for Pneumoconiosis Compensation shall apportion the levy imposed on owners of controlled mines on the basis of the pneumoconiosis risk determined by the risk committee and the numbers of persons employed in a dusty atmosphere. The task of the risk committee is a most responsible one and also a very difficult and complex one in view of the many different types of mines, rock formations, dust conditions, etc. Quite obviously, comparisons between mines cannot be made on dust concentrations alone as different mineral dusts have different toxicity or pneumoconiosis response factors. However, with its present knowledge, the risk committee is satisfied that the risk at mines, other than coal mines, is related to the mean quartz-equivalent dust concentration to which persons are exposed and the estimation of risks is based on this relationship. From the above, it will be clear that the work done by Dr du Toit on the problem of basing the current rate of levies to provide for pneumoconiosis compensation on the current dust hazard at mines has been of immense value to the risk committee. Up to now the risk committee has not been able to obtain complete and accurate information on the dust exposure of persons at all mines - and, in fact, it is doubtful whether it will be economic or practicable to obtain this in the foreseeable future - but reasonable assessments have been possible from routine dust sampling in some cases and from periodic comprehensive dust surveys in others. As a temporary measure the risks of some mines were estimated initially on a group basis relating to average dust conditions and the type of rock and mineral mined, but as more information became available, differentiation between individual mines became possible. It is the aim of the risk committee to eventually apply such a differentiation in all cases and to ensure that within the bounds of practicability each mine pays for its risk and for its risk only. In this connection, the relationship between the levies and the amounts actually paid out in compensation are examined regularly. In conclusion, I wish to add my congratulations to the author on his excellent paper. His findings will assist materially in the just administration of that very important piece of beneficial legislation, the Pneumoconiosis Compensation Act. G. K. Sluis Cremer MD (Visitor): Dr du Toit has made a valiant attempt to relate dust hazard and the rate of collecting funds for the purpose of paying compensation for Pneumoconiosis. In doing so he has had to make a number of assumptious, some of which touch on the medical aspects of pneumoconiosis. It is worth discussing whether these assumptions are justifiable. Pneumoconiosis is defined in our Pneumoconiosis Act as permanent disease of the cardio-respiratory organs which is caused by the inhalation of mineral dust. To a non-medical person this definition has probably a clear cut meaning. The doctors however have to deal with such conditions as silicosis and asbestosis where there is a well defined dose response relationship to the inhalation of quartz and asbestos respectively and on the other hand chronic bronchitis where the relationship to dust inhalation is poorly defined and where certainly no clear dose response relationship has emerged after many investigations in this country and overseas. Nevertheless since 1953 about half of our certifications for Pneumoconiosis are on the grounds of chronic bronchitis i.e. the X-rays show no evidence of silicosis, asbestosis or other relevant disease. This fact must affect Dr du Toit's computations. The next assumption we should examine is the manner in which toxicity factors have been allocated to the various mineral species. These allocations have in part been based on a restricted number of animal experiments carried out overseas but mostly in South Africa by Webster at the Pneumoconiosis Research Unit. To extrapolate the findings in a relatively small number of animal experiments to the expected reactious in man is a notoriously dangerous exercise. Furthermore the bracketing together of all silicates (except asbestos) and the insoluble metal oxides is entirely unacceptable. Talc (a hydrated silicate of magnesium) and muscovite mica (a silicate of aluminium and potassium) cause pneumoconiosis in their own right. On the other hand

Designing and optimising flotation circuits are critical for mineral beneficiation plants, and therefore several procedures have been published. The modelling of flotation circuits with the objective of design and optimisation is problematic in that different approaches are used for the modelling of flotation units and regrinding units. Usually, regrinding models are based on particles characterised by their size, while flotation models are based on species characterised by fast and slow classes. The relationship between particle size and liberation can be used, but it requires laboratory studies that are time-consuming and costs are high. It is therefore not surprising that few studies on flotation circuit design and optimisation include flotation units and regrinding units simultaneously. In this paper, it is proposed to model the regrinding stage using species characterised by fine-slow, medium-fast, and coarse-slow flotation species. In deep, the regrinding model is derived from a population balance approach based on flotation species. The fraction of these species at the feed and product of the grinding unit is determined by flotation tests. Then, based on these data, the model parameters can be determined by a regression estimation procedure. A local ore was used to validate the model.
