Of all the war work by the Bureau of Mines none ultimately covered such a variety of processes and equipment, employed as many men, or called for as large an outlay as that started in con- nection with the solution of problems relating to the use of noxious gases in warfare. Beginning with an investigation to develop the best type of gas mask, the scope of the work extended until it included researches relating to a wide range of devices, such as different types of poisonous and irritating gases and smokes, smoke screens, gas shells and gas bombs, flame throwers, trench projectors for firing gas bombs, signal lights, and incendiary bombs. The Bureau of Mines in starting this work selected the necessary personnel, pro- cured the early equipment, and for some months, from the begin- ning to June 30, 1917, paid the cost of the work from its own funds. The Bureau of Mines built up a research staff of more than 700 chemists, including many of the most prominent chemists in the country, and obtained the cooperation of many of the universities and chemical companies. When the results obtained through this research were to be applied by the War Department, the Director of the Bureau of Mines cooperated in the selection of men to have charge of manufacture or further development, recommending chemiste who subsequently received commissions in the Army. The personal cooperation with the War Department was thus very close. The bureau can fairly claim that because it started this work on gas warfare and received the hearty support of the Department of War, the Navy Department, the National Research Council, and State, educational, and private institutions, the country was in July, 1918, months ahead of where it would otherwise have been in the production of gas masks and other devices. The production of toxic gases then far exceeded the supply of shells. In addition the later work in gas-mask manufacture by the Surgeon General's Office of the Army, which resulted in the development of the best mask produced anywhere; in gas manufacture and gas proving-ground tests by the Bureau of Ordnance, and in the chemical warfare pro- gram of the Navy, including the use of smoke screens, shells and toxic gases, were the direct results of the bureau's experimental work. The American charcoal and soda lime, developed through the research work, are the best used by any nation. The Bureau of Mines was instrumental in developing satisfactory methods of manu- facturing chlorpicrin, phosgene, mustard gas, brombenzylcyanide, cyanogen chloride, and other noxious substances on a large scale. The bureau also developed a smoke funnel for the Navy which no doubt saved many ships from submarine attacks, and devised smoke barrages, signal lights, incendiary darts, etc., for the Army. The Ordnance Department of the Army asked for incendiary bombs and were furnished with bombs better than any made previously. Perhaps the greatest single result of the research work has been the demonstration of the value of the services that the chemist and chemical engineer can render in time of need and the recogni- tion of chemical investigations as a necessary function of the Gov- ernment.

The U.S. Bureau of Mines has estimated the potential availability of copper from 204 mines and deposits in market economy countries (MEC's). The evaluated properties have demonstrated resources totaling 436.4 million metric tons of contained copper and account for 90% of the Bureau of Mimes reserve base for copper in market economy countries. Total recoverable MEC copper resources are 340.8 million metric tons, 69% of which is from producing mines and 31% from nonproducing mines and deposits. Chile had the lowest estimated average total cost from producing mines of W.48 per pound of recoverable copper at a 0% discounted cash-flow rate of return (DCFROR), with estimated average total costs ranging from $0.40 to $0.81 per pound. The estimated average total cost of production, per pound of copper, for producing mines in the United States amounts to $0.57 in January 1988 dollars at a Wo DCFROR, with estimated total costs ranging from $0.36 to $0.85 per pound. In both real and nominal terms, the United States has, on average, significantly lowered its copper production costs since 1981. Rationalization of the industry and significant increases in productivity have made a strong improvement in the competitiveness of the U.S. copper industry to the extent that the United States should no longer be considered as a marginal producer of copper.

Provide the U.S. mining industry with the means to measure and control exhaust emissions of diesel engines used in underground mines. Approach Diesel research is divided into four primary areas: exhaust aerosol measurement, particulate control, gaseous emission control, and chemical and biological characterizition of particulate matter. Diesel research is frequently cosponsored by industry; collaborative research ventures between industry, academia, other government agencies, and the Bureau arc common. Diesel research at the Bureau is conducted in the diesel engine research facility at the Bureau?s Twin Cities Research Center (TCRC). This facility is a state-of-the-art laboratory capable of performing emissions testing, exhaust control evaluations, and safety tests. Background Exposure of mine workers to airborne contaminants from diesel engine exhaust is potentially harmful. The National Institute for Occupational Safety and Health has recommended that whole diesel exhaust be regarded as "a potential occupational carcinogen" and that ?reductions in exposure to diesel exhaust in the workplace would reduce the risk." The U.S. Mine Safely and Health Administration (MSHA) convened an Advisory Committee on Standards and Regulations for Diesel-Powered Equipment and is beginning to implement its recommendations, which cover health, safety, and certification and approval issues surrounding the use of diesels underground. In January 1992, MSHA published an advance notice of proposed rulemaking to regulate diesel particulate matter in underground mines.

Gold continued to dominate mineral production in the group of volcanic islands and atolls of Melanesia in the southern Pacific Ocean, which comprise the British Commonwealth nation of Fiji. The Fijian mineral sector, however, remained of minor importance in terms of export earnings, Government revenues, and employment to the economy of the country, which was primarily agrarian with sugar as its mainstay. The Vatukoula gold-silver mine on the north side of the main island of Viti Levu remained the largest and most important mining operation, as well as Fiji's only operating metalliferous mine. In October, Western Mining Corp. (Fiji) Ltd. (WMCF), a wholly owned subsidiary of Australian-registered Western Mining Corp. Holdings Ltd., increased its interest in the Vatukoula joint venture from 10% to 20% by exercising its option with Emperor Gold Mining Co. Ltd., also of Australia. The assumption of mine management operations at Vatukoula in 1983, with its attendant influx of additional capital and technological expertise, enabled WMCF to increase both efficiency and output at the mine during 1984. Higher output was obtained owing to an increase in underground ore production, which was partly offset by a reduction in opencut tonnage, as well as to modifications in the recovery circuit. Rate of recovery increased from about 15% to over 82% of the gold contained in the ore and from about 40% to 45% of the contained silver.

Pulmonary inflammation is accompanied by increased microvascular permeability and leakage of plasma into alveolar spaces. Serum has been shown to affect superoxide (O2-) production from pulmonary alveolar macrophages (PAM) in vitro, and in some cases serum has been shown to be necessary for stimulation of PAM. An electro-optical method was used to measure O2- production from single PAM by measuring the reduction of nitroblue tetrazolium (NBT) to a diformazan precipitate (NBTH2) from videorecorded images of individual cells. PAM were stimulated by their initial attachment to culture dishes independent of serum. The addition of 2% serum to the culture medium increased NBTH2 production during attachment, whereas concentrations of 5 and 10% serum had no additional effect. In contrast, PAM incubated for 2 hrs could not be stimulated by phorbol myristate acetate (PMA) or zymosan particles to produce O2- unless serum was present during the incubation and/or stimulation; however, NBTH production was similar in all cases of serum addition. Also2, serum alone did not stimulate adherent PAM indicating that serum is necessary but not sufficient for stimulation of attached. PAM. These results suggest that changes in microcirculatory permeability may have a pronounced effect on superoxide production by PAM and that serum may help regulate or condition these cells during inflammation of the lung. The U.S., Australian, and United Kingdom coal and the Canadian hard rock mining industries have long recognized the significance of high horizontal stresses as a factor affecting the stability of roof and rib conditions in underground mines. Recently, a growing segment of the U.S. underground stone mining industry has also begun to recognize that horizontal stresses occur in some of its more than 90 mines. Considering the typically high strength and massive nature of limestone, this fact is a revelation in itself. High horizontal stresses produce extensive and sudden rock failures and, in some cases, resulted in injuries to mine workers. Through the years diverse control strategies have been proposed and experimented with. Reorientation of mine entries to reduce stress concentrations have proven successful and are widely accepted in practice. Other solutions, like rock reinforcement, are poorly understood and less accepted in practice. It is the purpose of this National Institute for Occupational Safety and Health (NIOSH) study to develop a better fundamental understanding of these ground control strategies under high horizontal stress conditions through a series of field and laboratory studies. To this end a design technique is presented which provides stone miners with a method for making stability assessments. The consequences of widening rooms, changing geology and horizontal stresses, and different rock bolts on roof beam failures are discussed.

The Maslach Burnout Inventory (MBI) was administered and scored for 154 Mine Safety and Health Administration (MSHA) employees kom the US Department of Labor. These employees serve as accident investigators for serious accidents and fatalities as part of their job duties. During a workshop on stress designed for them, subjects volunteered anonymous written anecdotes, confirming and illustrating the findings. The subjects represented locations across the USA and all mining commodities: coal, metal, non-metal, stone, and sand and gravel. The Maslach Burnout Inventory assesses three aspects of experienced burnout: emotional exhaustion, depersonalisation, and reduced personal accomplishments. The average results of the scores for each of the three subscales for the study group of MSHA accident investigators fell in the moderate range. These scores show that the subject population was at some risk for emotional exhaustion and depersonalisation, tending toward burnout. The group evidenced a lower sense of personal accomplishment in their jobs, indicating a higher risk for burnout. From this outcome accident investigators may be at moderate (note: this does not mean average) risk for burnout. The authors recommend follow-up with this population - specifically in training to work with grieving families; and greater organisational support for the accident investigators in this area would be appropriate. GLOSSARY TERM DEFINITION ACCOMODATION The process by-which the eye changes focus from one distance to another. ADAPTATION The process by which the retina adjusts-to more or less light then it was exposed to during an immediately preceding period. Also involved, to a lesser degress, is the change in the size of the pupil which regulates the amount of light entering the eye. Adaptation results in a change in the sensitivity of the eye to light. CENTRAL VISION (FOVEAL) The seeing of objects in the central or foveal part of the visual field. It is approximately two degrees in diameter and permits seeing much finer detail than does peripheral vision. DIRECT GLARE The effect of brightness or brightness differences within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. FOOT CANDLE A measure of the amount of light falling onto a surface. FOOT LAMBERT A measure of the amount of light that is being reflected by a surface. GLARE The effect of brightness or differences in brightness within the visual field sufficiently high to cause annoyance, discomfort, or loss in visual performance. LAMP A generic term for a man-made source of light. By extension, the term is also used to denote sources that radiate in regions of spectrom adjacent to the visible.

Two of the major ground control safety issues confronting underground mine operations today are shaft pillar stability and the failure of rock around active mine openings. Failure of a mine shaft can lead to the entrapment of workers. Failure of rock around active underground mine openings can lead to roof falls, which in turn can result in worker injuries and fatalities. Finite-element analysis has proven to be a reliable method for predicting stresses and displacements around underground mine openings. However, this is a complex and time-consuming technique and is not used as often as it could be in mine planning. The purpose of this paper is to demonstrate one technique developed at the Spokane Research Center that allows the user to create a finite-element model of a two-dimensional section of an underground mine in a relatively straightforward manner. This model is then used to calculate stresses, displacements, and safety factors around mine openings. With this information, mine planers can evaluate the stability of mine openings as well as the stability of pillars and mine shafts. This analysis will help develop mining sequences and layouts that minimize stresses in that section of the mine. This, in turn, should minimize the occurrence of shaft failure, roof falls, and other hazards associated with underground mining.

Recently, a collection of programs that will simulate a ventila¬tion system with extensive analyses and report-generating capabilities and error diagnostics has been developed (Didyk, 1974). It has pro¬visions to handle air injections, methane or gas emissions, and leakage. Additionally, it will solve problems where fixed and/or maximum air quantities are specified for some airways. Finally, the simulator has been structured to be extremely modular so that additions and revisions to the model can be easily made. The general aspects of the information flow and logical structure of the mine ventilation simulator are shown in Figure 14. The output from the methane emission model is input into the ventilation simulator for calculation of the concentrations in all branches of the network. The methane model and the ventilation simulator provide powerful tools for the analysis and planning of mine ventilation systems. INPUT DATA REQUIREMENTS In all of the mathematical models, several coefficients that de¬fine the characteristics of the ventilation system are used. For the ventilation simulator, these include the frictional characteristics of the ventilation regulatory devices. Considerable work has been done on the experimental determination of these coefficients for smooth pipes and well-defined mediums, but only limited data are available for actual mining conditions. Improve the efficiency of stainless steel pickling (chemically cleaning) operations by providing the industry a quick and convenient method to estimate pickling solution behavior and to estimate recommended ranges of nitric and hydrofluoric acid concentrations for effective pickling of stainless steels. Background Iron, chromium, and nickel in stainless steels react with nitric and hydrofluoric acids during pickling. Ions of these dissolved metals complex or combine with the acid anions. When the total metal concentration reaches about, 50 grams per liter of pickling solution, the solution no longer serves its purpose and is considered spent. Knowledge of cation and anion species in these pickling solutions contributes an insight into pickling chemistry and allows estimates to be made of the most effective ranges of acid concentrations. The Bureau developed a computational model of the complex equilibrium chemistry occurring among iron, chromium, and nickel and the pickling solution. Total concentrations, in grams per liter, of nitrate, fluoride, iron, chromium, and nickel were used as input; output was 17 cation and anion molar concentrations. The model, in the form (if an equilibrium program on a mainframe computer, was used extensively to facilitate Bureau research by determining chemical complexes in numerous stainless steel pickling solutions. However, the program's availability to members of the stainless steel industry, its intended users, was limited because of lack of mainframe compatibility and the difficulty of program maintenance.

The most time-consuming research segment was assembling the ref¬erences. These are provided immediately after the conclusions but are divided into two categories. The first is directly applicable publi¬cations, correspondence and personnel communications. The second listing contains those publications that are not directly tied to the research but where a probable application exists. In both listings, all important USBM publications are provided. The reference numbers used in the report apply only to the first reference portion. Further¬more, it should be noted that all entries are not used but are retained to help anyone who wishes to look further into different or allied areas of this research topic. Explosion-proof enclosures have been researched since approxi¬mately 1906. Even so, little is understood about the mechanism by which they are effective. Due to the voluminous literature published, there is a good probability that the assembled list is still incomplete. The literature search took the following directions. Work was first directed to reviewing the several references assembled by the Department of Mineral Engineering - Mining Section prior to the present project year. As a result, some duplications and inapplicabilities were found and eliminated. The primary sources of the previous search were the commonly available and usually superb library listings, such as Engineering Abstracts. Because these sources have enormous content on all subjects, they were cross-checked in the first semiannual period several times by different individuals to make sure all normally avail¬able literature were uncovered.

Coal Workers Pneumoconiosis is the leading cause of death due to occupational illness among coal miners. This disease is caused by miners’ exposure to respirable coal mine dust. A Personal Dust Monitor has recently been developed to provide near real time feedback to miners regarding the number of milligrams of respirable coal mine dust in the air they breathe. This paper was prepared by the National Institute for Occupational Safety and Health to document coal miners’ reactions to this new device, and how they make use of the information it provides. Structured interviews were conducted with 30 coal miners at four mines. A four-stage conceptual model of miners’ decision processes with respect to how they interpret and respond to the dust exposure numbers from their personal dust monitor is proposed. The stages are: Diagnosis, Action Planning and Intervention, Evaluation, and Institutionalization. The interview responses provide considerable support for the model. Most miners paid attention to Personal Dust Monitor feedback and made efforts to reduce their dust exposure. Their efforts included: changing where they positioned themselves, making ventilation system improvements, and using respirators more often. The 29 miners who reported having experience wearing both the old and new type of dust monitors were asked which dust sampling system they preferred. Eighteen (62%) preferred the new monitors, 7 (24%) preferred existing monitors, and 4 (14%) had no preference. The most frequently cited advantage of the new monitor is its ability to provide relatively quick feedback on dust exposure. Miners provided several suggestions for improving the design of the instrument.

"It has only been in recent years that the proper ventilation of metal mires has received serious consideration. Increasing temperature and humidity with greater depth in some of the larger mines of the West prevented the efficient operation of the mines and made the installation of mechanical ventilation systems necessary. Doors that interfere with tramming are generally needed to control properly the mechanically induced air currents and are one of the inherent disadvantages of the system. In fact the necessity for the use of doors in the main haulageways has discouraged the installation of mechanical ventilation in some metal mines.A number of mining companies in Arizona are using ventilation doors which can be opened and shut mechanically by the motorman without leaving his seat or stopping his train, end thus interfere very little with the transportation of the ore. The Copper Queen Branch of the Phelps-Dodge Corporation at Bisbee introduced these ventilation doors and adapted them from those in use in the company's coal mine at Dawson, New Mexico. Other mining companies have installed the same type of door and it is now being used in a number of districts in Arizona.The doors at the Calumet and Arizona mine in the Bisbee district are representative of those in use. The doors at this mine are substantially built of 2-inch lumber, are air tight, are well placed and have two openings or passageways. The main door, which is used for the motor trains, is 5 feet wide by 6 feet high and is opened by compressed air and closed by a counterweight. At the side of the motor door is the man door, which is 16 inches wide by 5 feet high and is opened and closed by hand."

Provide the mining industry with a method for determining the gas content of ore bodies and associated strata for use in mine planning, Approach Samples of various rock types are collected and tested to determine gas content in conjunction with sample size, the collection method (i.e. whether the sample was collected from a core sample or by hand) mine gas emission, and the geologic location from which the sample was taken, such as near a fault, outburst area, or other geologic anomaly. How It Works Two methods were developed by the Bureau of Mines to determine the gas contents of rock samples. The first method developed involved dissolving minerals to measure gas emission. This method, however, can only be used with soluble minerals. A second method, therefore, was developed for use with insoluble minerals. With this method, the sample is crushed in a ball mill. Although the dissolution method is faster and more accurate to use, the crushing method is also advantageous because its use can more closely approximate a mining situation; the sample is crushed as in mining and the amount of gas released relates to the amount of gas that would be released during a mining operation. The dissolution method is applied to soluble minerals, such as rock, salt, or trona, in a sealed chamber. Gases released during dissolution are collected for analysis by gas chromatography. One advantage in using the dissolution method is that the test apparatus is relatively inexpensive. In addition, test can be performed at any scale, from single crystal samples to a solution mining operation.

"The fire boss in coal mining and the shift boss in metal mining, though held responsible to a large extent for safety of underground employees and of the mine, are, it seems to me, not always vested with sufficient authority nor given compensation commensurate with their duties. The metal-mine shift boss, although his position as regards his relations between employer and employee, is frequently an unenviable one, has as a rule much more authority than the fire boss and is not expected to perform the menial tasks required of the latter by many coal-mining companies.In most coal-mining States the coal-mine foreman and the fire boss are re¬quired to possess a certificate of competency obtained by passing an examination. The foreman is legally responsible for the safety of the miners, as in most instances the superintendent is not required to pass an examination. Although the foreman is held legally responsible for the safety of the miners, the law does not, in general, compel the superintendent or other higher officials to delegate sufficient authority to the foreman to enable him to put his wishes or judgment into effect; and this condition has tended in many instances towards perpetuation of unsafe conditions.The fire boss is held legally responsible for conditions in his ""beat"", but he is generally given only such authority as the mine foreman sees fit to delegate, frequently very little, Moreover, the fire boss is generally required to cover his ""beat"" within two hours before the entrance of the underground workers. Only too often his territory is so great that in order to reach all the working faces and chalk the required date at the face, he must travel at a rapid walk or even run. When such haste is necessary to cover the required ground, it is manifestly im¬possible for the fire boss to make a careful inspection or examination of the roof, timbering, wiring, gas, etc., at each place, and doubtless in his hurry many unsafe conditions escape his notice."

This paper contains the results of an examination of accident, injury, employment, and production information reported to the U.S. Department of Labor's Mine Safety and Health Administration (MSHA) and provides information on some of the measures longwall mine operators are using to prevent accidents In all industries, technological advances play a key role in determining those who will survive as competitive participants in an increasingly global marketplace. While mining is among the most basic of industries, technological change is neither unfamiliar nor unwelcome to miners. Historically, technological advances in mining, particularly coal mining, have tracked closely with fluctuations in demand. In the early 1900's, coal accounted for more than three quarters of all the fuel consumed in the U.S. To meet this tremendous demand, underground cuffing machines were introduced, resulting in faster, more efficient coal extraction. Transporting coal to the surface, however, remained labor intensive. In the 1920's, nearly all underground coal was still being hand loaded. Demand for coal then declined as the price of oil, natural gas, and electricity became competitive. In the late 1930's and throughout the duration of World War II, coal demand and production was high. By 1940, more than half the coal mined was being mechanically conveyed to the surface. In 1948, the continuous mining method was introduced in the U.S., further accelerating the extraction process. By the 1950's and 1960's, however, coal production again declined as railroads converted to diesel fuel and gas and oil provided a larger share of the home heating market. Underground coal mines required even more mechanization to remain competitive as an energy source. The first longwall system was introduced in 1960. By 1995, longwalls were producing more than 189 million tons of clean coal annually, surpassing continuous mining production for the second straight year. The mining of coal and other materials has not come without a huge loss of life and considerable human suffering. More than 103,000 workers died from injuries in U.S. mines in the last 85 years. Between two and three thousand miners died each year from the turn of the century until 1931, many from underground fires and explosions. The U.S. has witnessed a tremendous drop in fatalities in underground coal mines. Credit for that is due to safety inspections and enforcement activities, better safety awareness and practices among management and labor, improved ventilation, the use of safer equipment, and increased mechanization which removed many miners from the hazards at the face and also reduced the size of the mining work force. There is little doubt that longwall mining has greatly increased underground coal mine productivity. The degree to which longwall mining has contributed to a safer work environment for underground miners is more difficult to ascertain.

This chapter focuses on smoke as it relates to escape from underground mine fires. Among the topics discussed are the measurement of visibility in smoke; smoke-related hazards such as the production of CO, hydrochloric acid (HCI), or other byproducts of combustion; and miners' personal experiences while escaping through smoke. Smoke Measurement and Visibility In general, smoke consists of hundreds of thousands of very small particles. These particles have some "size," usually expressed in terms of their diameters, and they have some concentrations, usually expressed either in the number of these particles per unit volume or the total mass of the particles per unit volume. Humans cannot see individual smoke particles because they are too small. Similarly, "umber concentrations" and "mass concentrations" of smoke particles do not have much meaning to people unless they are trained technically. Still, individuals know that they can see smoke, independent of all the technical jargon used to describe it. Also, they know that when the smoke level gets too high, it is no longer visible. In fact, nothing is visible because the smoke absorbs all of the light in its surroundings. The eye is only sensitive to light in the wavelength region from about 400 nm to about 700 nm. The maximum sensitivity of the human eye is to light that has a wavelength of about 555 nm. It is important to know how the eye responds to light because if its response is known, it is possible to use a light detector that has almost the same response as the eye. Such a detector can then be used to quantify the visible characteristics of smoke because it responds in the same manner as the human eye. Smoke is visible because it either scatters or attenuates (diminishes) light. In some instances, smoke is visible because the smoke particles reflect light which is then detected by the eye. The eye actually "sees" an intensity of light that has been reflected from a cloud of smoke particles. Imagine shining a flashlight into a cloud of smoke. Someone off to the side can actually "see" the beam of light as it traverses the smoke cloud. This is called scattering. Smoke is also visible be¬cause it attenuates light. Imagine having someone shine a flashlight into your eyes. As smoke begins to build up along the beam of the flashlight, the light begins to dim. The smoke is visible because it is now reducing the intensity of light that falls upon the eye. As the smoke level increases, it is said to obscure our visibility. When the beam is no longer visible, the smoke obscuration is said to be 100%. In other words, none of the light energy from the flashlight makes its way through the cloud of smoke. Another way of saying that the obscuration is 100% is to say that the transmission of light through the cloud is zero.

Rock mass classification is widely used throughout the underground mining industry—in both coal and hard-rock mines.
