[The use of vapor-tight tanks has proved so effective in reducing the evaporation losses of petroleum that today practically all operators are using this typo of equipment. It has boon shown, however, that vapor-tight tanks should be supplemented with additional measures which will further reduce evaporation. Probably the most effective use of the supplemental measures are found on the small producing leases where the breathing losses from vapor-tight stock tanks materially affect the volume and gravity of the stored oil. The breathing loss from a vapor-tight stock tank that is filled and emptied daily is a negligible quantity. Also, the filling loss, which on the average varies between 0.1 and 0.2 per cent, usually is not of a sufficient quantity to affect materially the value of the crude. However, the combined breathing and filling losses from a vapor-tight tank requiring several days to fill are of sufficient importance to warrant the use of measures in addition to the vapor-tight tanks. The breathing losses are caused by atmospheric variations. Probably the greatest are the changes in atmospheric temperature which cause changes in temperature of the vapors in the tank. During the day, as the temperature increases, the gasoline-saturated vapors in the tank expand and are forced out into the atmosphere. At night the vapors are cooled and contract, drawing into the tank fresh air, which becomes saturated with gasoline vapor and is forced out of the tank during the following day. In Addition to the maximum and minimums temperature variations there are many smaller variations throughout a twenty-four period caused by showers, clouds, winds, and other atmospheric conditions which likewise cause the tank to breathe. The two mist common measures used by lease operators for reducing breathing losses in vapor-tight tanks are, first, operating; lease tanks under pressure, and second, the use of light colored paints anti tank houses. In this report these two methods are discussed together with their adaptability to lease operation. Results of experimental observations are given which show the reduction of evaporation looses where these supplemental measures have been used.]

"The regrettable death of James S. Cunningham, Foreman Miner, attached to Bureau of Mines Rescue Car No. 2, while wearing a half-hour type oxygen breathing apparatus in a gasoline storage tank at Trinidad, Colorado, raised the question as to the possibility of gasoline vapors permeating the rubberized fabric of the breathing bags of such apparatus.It is known that most gases and especially certain organic vapors permeate rubber, by solution or a similar process. The rubber becomes saturated with the gas and if a concentration of gas is maintained on one side of the rubber sheet it slowly gives off gas from the other side. It of course takes some time for the gas to diffuse through the rubber and the length of time before it reaches the other side is proportional to the thickness of the rubber. The amount of gas that passes through per unit of area in unit time increases with the concentration of gas and also varies with the structure and composition of the rubber.It has been suggested that the gasoline vapor could not have penetrated into the interior of an oxygen breathing bag because the pressure is greater on the inside, but this is not true as the process of permeation by solution in the rub¬ber is affected only by the difference in the partial pressures of gasoline vapor on the inside and outside of the bag. The positive oxygen pressure on the inside can only prevent the entrance of gasoline vapor through measurable holes, and has no effect on permeation by diffusion through the rubber.A sample of gasoline was obtained from the tank in which Cunningham met his death. Examination by Dr. E. W. Dean of the Petroleum Division of the Bureau of Mines gave the following results.This shows the gasoline to be heavy and typical of the gasolines sold throughout Colorado for motor fuel A. Salvus half hour oxygen apparatus was arranged with the breathing bag only in a gas tight box in which the space was kept saturated with the vapor of this gasoline. The main part of the apparatus was outside the box. Oxygen from the apparatus was breathed by a man in the usual manner. Gas samples were taken from the box at intervals to determine the concentration of gasoline vapor, also samples of the oxygen breathed were taken from a side tube in the mouthpiece. The room temperature was 75°F. The concentration of gasoline vapor in the box at the beginning of the test was 4.3%. The man breathing from the apparatus thought he detected gasoline in his oxygen in two minutes after starting the test. Analysis of the inspired oxygen at this time showed 0.03% gasoline vapor. The same man remained on the apparatus for 18 1/2 minutes without suffering any ill effects. His place vas then taken by another man who wore the apparatus until the oxygen was exhausted without noticing more than a trace of gasoline at any time. At the end of the test the inspired oxygen contained 0.07% gasoline vapor. The total time of test was 38 minutes."

INTRODUCTION It's a pleasure to be with you and to share in this opening session for the 27th Annual Institute on Mining Health, Safety, and Research. As we come together today, I would like to reflect for just a moment on the past Institutes. Much of the progress in Mine Health and Safety has been the subject of presentations and discussions at the previous Institutes, either by identifying the issues, proposing techniques to overcome the problems, or presenting new findings to address important issues for the mining industry. May I extend our thanks and congratulations to VPI and to the planners and organizers of all of these Institutes for their important contributions to our mutual goals of improving mine health and safety. In the time available today, I would like to accomplish two objectives: 1. Provide my assessment of the current status of the Mining Health and Safety Research Program; and 2. Share with you the continuing need and direction for the Mining Health and Safety Research. MINE HEALTH AND SAFETY RESEARCH TODAY Mine Health and Safety Research was conducted formerly at four geographical locations within the USBM, specifically: Pittsburgh, Spokane, Twin Cities, and Denver. Although the Twin Cities and Denver Centers were closed, we have been successful in relocatingfmaintaining much of the core competencies to conduct a responsive, multidisciplinary Mine Health and Safety Research Program. The current staff at Pittsburgh and Spokane directed toward Health and Safety Research totals 397. This includes Lake Lynn Laboratory, about 60 miles southeast of Pittsburgh, where large-scale mine fire and explosion research is conducted. With the closures and transition we have worked to maintain the core competencies necessary to address Health and Safety issues. In some cases we have made arrangements to provide the requisite core competencies through external organizations. An example is the reassignment of the diesel particulate instrumentation capability from Twin Cities to Pittsburgh. In the case of diesel emission control, due to the cost of relocating laboratories and the lack of the appropriate skills at Pittsburgh or Spokane, the emission control laboratory is now being operated in Minneapolis through a contractual arrangement with the University of Minnesota.

The preliminary tests referred to in this report wore made at the Bureau's Experimental Mine under the general supervision of G. S. Rice chief mining engineer, to determine whether rock dust way be used to extinguish or control mine fires. DESCRIPTION OF THE DUST USED The dust used for application by hand was made from draw slate taken from the Experimental Mine. This draw slate was crushed in a hammer-type crusher fitted with 1/16 inch by 2-inch slotted screens. A sizing test of the dust showed 96.5 per cent through 20 mesh, 69.4 per cent through 48 mesh, 46.2 per cent through 100 mesh, end 33.5 per cent through 200 mesh.

Electrical resistivity surveys were conducted at three sites in Wyoming in an attempt to detect underground rubble zones in oil shale and to determine their size and resistivity contrast. The zones were detected at Rock Springs sites 4 and 5, but none were detected at Green River site 1. The resistivity of the rubble zones at sites 4 and 5 is greater than that of the surrounding rock. The zones at sites 4 and 5 are concluded to be roughly ovaloid in shape, with a horizontal diameter of 33 m and a vertical thickness of 24 m. Both rubble zones and the blasting that created them are considered to be centered at a depth of 24 m.

Native asphalt was produced in 1980 by six companies in four States. Leading States were Texas and Utah. Output decreased 22% in 1980 to 1.25 million tons while value decreased 2% to $25.0 million. Bituminous limestone was produced by Whites Uvalde Mines and by Uvalde Rock Asphalt Co. in Uvalde County, Tex.; by Southern Stone Co. in Colbert, Ala.; and by Barton County Rock Asphalt Co. in Barton County, Mo. The product was used mainly in street and road repair. Gilsonite was produced by American Gilsonite Co. in Uinta County, Utah, and by Ziegler Chemical and Mineral Corp. in Weber County, Utah. This material was used for purposes other than road repair.

The characteristics of leaders under the duress of an emergency are important in the development of emergency planning, training, and in the management of an actual emergency. Knowledge of human behavior is an important component in the formation of emergency strategies. The U.S. Bureau of Mines analyzed the leadership behavior in three underground mine fire escapes. The subjects described their escapes during open-ended interviews. Data were coded according to: (1) evidence of leadership behavior, (2) evidence of lack of leadership behavior, and (3) characteristics of the individual in each group who led the subjects out of the mines. This paper discusses the profile of six individual leadership characteristics which emerged from the data.

A.5 Conclusions and Recommendations The illustrative simulations in the previous section have demonstrated 1. Flexibility of the program to simulate a wide variety of configurations and cases. 2. Ability of the program to predict evacuation time within a small margin of error (5 percent -.n a case considered). 3. Usefulness of the program in making some of the evacuation decisions. The above leads to a conclusion that the computer program can provide a useful tool in evaluating mine evacuation in the event of a fire. At present the program can be used to make decisions regarding evacuation scheme improvement, while the scheme is being studied. However, significant software and hardware developments are

"INTRODUCTION A soluble mediator has been described which is released from activated rabbit leukocytes and induces histamine secretion from rabbit platelets (Barbaro and Zvaifler, 1966; Siraganian and Osler, 1971). This factor has been isolated, characterized and named platelet activating factor, PAF (Bcnveniste et. al., 1972). PAF has since been chemically identified as l-0-alkyl-2-acetyl-sn-glyceryl-3-phosphocholine (Benveniste et. al., 1979; Demopoulous et. al., 1979).PAF is a lipid mediator of broad biological activity. It causes smooth muscle contraction, contraction of lung tissue and decreased FEV 1; while enhancing capillary permeability thus causing edema (Pinkard, 1983). In addition, PAF is a chemoattractant and can lead to inflammation.PAF has been reported to stimulate the release of lysosomal enzymes, leukotriene B,, and lipid metabolites from neutrophils (Smith et. al., 1983; Shaw et. al., 1981; Lin et. al., 1982; O'Flaherty et. al., 1984). The objective of the present investigation was to further characterize PAP-induced stimulation of granulocytes and to develop a bioassay, i.e. chemiluminescence, for screening PAF receptor antagonists and inhibitors of PAP-induced activation of granulocytes. The possible use of the chemiluminescence assay to monitor PAF synthesis by human granulocytes is also described.METHODSBlood was drawn from healthy volunteers into a blood storage bag containing CPD anticoagulant. Granulocytes were partially purified by dextran sedimentation and further purified by centrifugal elutriation as described previously (Jones et. al., 1980). Granulocytes obtained by this procedure were approximately 95 percent pure. The number of granulocytes in this preparation was determined using an electronic cell counter (Coulter Model Z1, Coulter Instrument Co., Hialeah, FL). Isolated granulocytes were used to monitor membrane potential, hydrogen peroxide and superoxide release, oxygen consumption, calcium uptake and, in some cases, chemiluminescence. Studies of PAF receptor antagonists were conducted using neutrophils isolated by density centrifugation. Briefly, blood was layered onto Mono-Poly-Resolving Medium (Flow Laboratories, McLean, VA) and centrifuged at 22 °C and 300 g for 30 min. Neutrophils collected from the second band of this gradient were at least 90 percent pure."

Considerable current interest is evident[l,2] in the use of transient electromagnetic methods for subsurface remote sensing. A transient method is discussed which uses a periodic video-type pulse containing a wide frequency range. A video pulse is used as an interrogating signal both for "target" identification and detection for relatively short depth (c 20 meters) applications in soil and soft rock media. If the medium is favorable, e.g., hard rock, greater depth applications appear to be feasible. The same procedures would be applicable for deep geological exploration but would require a substantial reduction in frequency and increase in target size. It should be noted that video pulse generators with 35 kv peak voltage and nanoseconds base widths are now within the state-of-the-art, thus significant power over broad spectral ranges is possible. In the design of a video pulse sounding system, 5 main problem areas can be identified; 1 ) selection of the pulse shape or spectral content of the video pulse, 2) design of a radiating structure which effectively couples such a pulse into the medium, 3) isolation of the radiating and receiving mechanisms, 4) realistically accounting for the dispersion and attentuation of the medium and the air-medium interface, and 5) interpretation or processing of the received signal waveform. Each of these problem areas will be discussed and illustrated with experimental and/or theoretical results. The Video Pulse Selection of the proper video pulse signal is dictated by 3 considerations, the maximum desired depth of penetration, the attenuation of the medium and the required resolution and size of the target. For a lossy medium, penetration and resolution are clearly at cross purposes and a compromise is necessary. The exact nature of the compromise is dictated by the application, but the spectrum of the video pulse should not contain any frequencies higher than the predicted cut-off, i.e., that frequency which is attenuated to the threshold level of the receiver. "This Bureau of Mines publication presents a statistical analysis of official U.S. Mine Safety and Health Administration (MSHA) metal and nonmetal mine fire reports from 1950 through 1984, plus accounts of selected nonreportable fires (less than 30 min and no injury) and opinion data on fire hazards from mine safety directors. Fires were analyzed by time trends, ore type, ignition source, burning substance, location in mine, equipment involved, means of detection, duration, number of injuries and fatalities, mining method, and successful extinguishing agent. The leading ignition sources were electricity in underground fires and engine heat in reported surface fires. The most frequent burning substance was combustible liquids for all nonreportable fires, reported surface fires, and reported underground fires from 1978 to 1984. For underground fires reported prior to 1978, timber was the leading burning substance. Mobile equipment was the type most frequently involved in both underground and surface fires. Underground fires occurred most often in haulageway or drift areas, and reported surface fires occurred most often in plant and mill buildings, while most nonreportable surface fires occurred in other areas. The most common methods of extinguishment were water hose lines for reported fires and dry chemical handportable extinguishers for nonreportable fires. INTRODUCTIONIn support of the Bureau of Mines research on mine fire protection, two separate baseline studies on mine fire incidents have been prepared. The first study addressed coal mine fires. The results of that study are summarized in the Bureau's Information Circular 8830, ""A Statistical Analysis of Coal Mine Fire Incidents in the United States From 1950 to 1977."" This second report, addressing metal and nonmetal mine fires, is the companion to IC 8830. Together, these two reports provide a comprehensive, factual summary of the mining industry's fire experience.This report, like IC 8830, covers (1) MSHA fire incident reports, (2) records of nonreportable fires (less than 30 min and no injury), and (3) mine safety directors' opinions on fire hazards. The MSHA fire reports provide the most reliable, objective, and accurate historcial record of the major noncoal mine fires that occurred during the study period (1950 through 1984). However, MSHA fire reports alone understate the true magnitude of the fire problem because metal and nonmetal mines have been legally required to report fires to MSHA only since 1968. Although some fires were reported prior to 1968, doubtless a great many were not. Also, the reporting regulations that took effect in 1968 specify that only fires lasting 30 min or longer or involving an injury need to be reported. MSHA fire reports are thus limited in scope by MSHA's legal authority. In order to provide a more comprehensive data base, it was also necessary to gather and analyze mine company records of nonreportable fires."

The Bureau of Mines studied 780 acres of the 24,130-acre Sheldon Contiguous Wilderness Study Area (CA-020-1012) in 1985. The study was done at the request of the Bureau of Land Management and authorized under the Federal Land Policy and Management Act (Public Law 94-579, October 21, 1 976) in order to evaluate the mineral resources. The study area is located in Washoe County, NV, about 35 miles northeast of Cedarville, CA. A search of county courthouse records and an examination by foot traverses through and adjacent to the study area did not reveal evidence of any mining or mining exploration activity past or present. In addition, evidence of any form of rock alteration was not observed. Evidence of mineral resources is not apparent. Although basalt, the only rock-type present in the study area, can have some limited industrial applications, sources closer to potential markets probably would preclude rock from this area being economically competitive. INTRODUCTION This report describes the USBM (U.S. Bureau of Mines) portion of a cooperative study with the USGS (U.S. Geological Survey) to evaluate mineral resources and potential of the Sheldon Contiguous study area at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will be used to help determine the suitability of the study area for inclusion into the National Wilderness Preservation System. Although the immediate goal of this and other USBM mineral surveys ;s to provide data for President, Congress, government agencies, and the public for land-use decisions, the long-term objective is to ensure the Nation has an adequate and dependable supply of minerals at a reasonable cost.

As part of an overall goal to develop technology that can maintain an adequate supply of minerals to meet national economic and strategic needs, the Bureau of Mines is evaluating a method for selectively extracting nickel and cobalt from low-grade domestic laterites. The method involves electrowinning to recover the metals in pure form; therefore, preliminary laboratory-scale electrowinning tests were conducted in both a nondiaphragm and a diaphragm cell to determine the effect of variables on energy efficiency under controlled conditions. Electrolytes were generally reagent-grade sulfate solutions that were prepared to simulate electrolyte that could be obtained by stripping nickel-and cobalt-rich solvent extraction reagents. Limited tests were conducted with electrolyte generated from laterite leach solutions. Electrical energy consumption in a nondiaphragm cell was 2.06 kwhr/lb Ni with the cell operated at 50° C, a cell feed of 90 g/l Ni, a pH of 3.5, an extraction of 3.2 g/l, and a cathode current density of 20 amp/ft2. The energy requirement decreased with increasing concentration and temperature, and increased with increasing. extraction and current density. At 50° C, energy consumption in the nondiaphragm cell was 21 pct greater than in the diaphragm cell, but it was only 5 pet greater at 65° C. For this reason and because of overall cost considerations, operation at 65° C with the nondiaphragm cell was preferred. Smooth sheets of cobalt were obtained by electrowinning in a nondiaphragm cell at selected temperatures from 50° to 85° C and with cobalt concentrations from 55 to 87 g/l. The energy consumption (1.48 kwhr/lb) was 22 pet lower with a cobalt concentration of 75 g/l and a cell temperature of 65° C than with a cobalt concentration of 55 g/l and a cell temperature of 50° C.

A mineral survey of the 20,792-acre Sand Butte WSA (Wilderness study Area), ID-57-8, was conducted by U.S. Bureau of Mines personnel in 1985, at the request of the Bureau of Land Management. The WSA is in Lincoln County, south-central Idaho, about 15 miles south-southeast of Carey. There are no mines, prospects, or claims within the WSA. Basaltic lava is the only rock type exposed within the WSA. The only mineral resource is a few tons of a platy variety of lava (slab pahoehoe) which is suitable for use as decorative stone. Similar slab pahoehoe, produced from other lava fields in southern Idaho, retails for approximately $125/ton. The deposit in the WSA is too small to be mined commercially but may have value to consumers who gather their own decorative stone. INTRODUCTION A mineral survey of the Sand Butte WSA (Wilderness Study Area) 1/ was conducted in June 1985 by the USBM (U.S. Bureau of Mines) and the USGS (U.S. Geological Survey) at the request of the BLM (U.S. Bureau of Land Management). The USBM examines individual mines, prospects, claims, and mineralized zones, and evaluates identified mineral and energy resources. The USGS evaluates potential for undiscovered resources based on areal geological, geochemical, and geophysical surveys. Results of the investigations will he used to help determine the suitability of the WSA for inclusion into the National Wilderness Preservation System. The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989(1), which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This report reviews, available diesel exhaust aerosol and gas measurement techniques. Measurement of human exposure to toxic agents is the first step in determining the exposure-dose-response relationship. It is a fundamental step in risk assessment. Measuring exposure to diesel exhaust pollutants is particularly challenging due to the complexity and variability of exhaust components. This paper reviews current occupational health standards for diesel emissions and available diesel exhaust gas and aerosol measurement techniques. Although surveys in mines have primarily assessed diesel exhaust exposure using diesel particulate matter (DPM) some exhaust gas measurements have been used as indicators of exposure. DPM is emphasized because it is a major component of diesel exhaust, is suspected to make a major contribution to the health hazard, and is measurable. OCCUPATIONAL HEALTH STANDARDS Occupational exposure surveys of diesel exhaust frequently measure regulated pollutants, or pollutants that are suspected carcinogens, even if no permissible exposure limits (PELs) have been established. In the United States, various organizations recommend a range of allowable values for diesel exhaust gaseous constituents, including carbon monoxide (CO), carbon dioxide (CO2), sulfur dioxide (SO.), nitrogen dioxide (NO2), nitric oxide (NO), and formaldehyde (HCHO). Table I summarizes these recommended levels, showing 8-hour or 10-hour time-weighted-average values where available; where these are not available, 15-minute short-term [ ]

Explicit expressions are presented for the input admittance and effective height of several buried metal antennas, namely: (i) prolate spheroidal; (ii) spherical; (iii) oblate spheroidal; (iv) parallel plate; (v) parallel plate with protruding dielectric in the same plane of the plates; (vi) parallel plate with protruding dielectric in a plane normal to that of the plates (H-shaped antenna). Computations were carried out for bare antennas, the extension to insulated ones being, however, straightforward. Although a rigorous theory of the antenna performance in a realistic semi-infinite conductive medium has not been developed, the results quoted should also be applicable when antennas are a few skin depths below the earth's surface. In particular, for the evaluation of radio-links under up-over -and-down operating conditions, the antennas can be replaced by dipoles of length equal to the effective height. Since the antenna's parameters are given in analytical form, it is also possible, by using Laplace transform techniques, to compute the transient response of the antenna. The transient is described by pole (short-time behavior) and branch-cut contributions (large time behavior). For these last terms, an asymptotic evaluation is possible, so obtaining closed form expressions for the response at large observation times, which is closely related to the dispersion characteristic of the environment.

"Explosive gas mixtures are characterized by their ability to undergo a self-accelerating reaction that may culminate in ignition. In the case of methane and air there are two interdependent causes of this acceleration. First, if a sufficiently fast reaction is induced, heat may be evolved faster than it is lost to the surroundings; consequently, the temperature rises and the reaction rate increases. Second, the reaction rate is determined not only by temperature but by the concentration of reactive intermediate products if the latter increases during the course of the reaction the rate will increase. To understand the role of these active intermediates, it should be realized that molecules of methane and oxygen, per se, show little tendency to react with each other even at high temperatures.(1) If, however, free radicals like OH and CH3, are present in the mixture, the methane and oxygen are attacked in the reactions(2):In these reactions the radicals are regenerated, and thus a chain of reactions is set up by an individual radical or chain carrier which is broken only if the latter is destroyed in some process. Not all collisions of a chain carrier with CH4 or 02 result in reaction, since one requirement for a successful collision is that the colliding particles have a certain minimum energy. The percentage of collisions in which this energy condition is fulfilled increases with temperature, so that for equal chain-breaking probabilities the length of the reaction chain increases with increasing temperature. Thus, there exists an interplay of temperature and concentration of chain carriers that determines the reaction rate. To carry the rate to the stage of self-acceleration, higher temperatures are required for lower than for higher chain-carrier concentrations, other conditions being equal."

The Federal Coal Mine Health and Safety Act of 1969 (sec. 303 (b)) stipulates that no working section of the mine shall contain more than 0.5 percent carbon dioxide and no harmful quantities of other noxious or poisonous gases such as the oxides of nitrogen. The concentration of methane should at all times be maintained below one percent. A split of air returning from any working section shall contain no more than 1.5 percent of methane (sec. 303 (i) (2)) and air that has passed by an opening of any abandoned area shall not be used to ventilate any working place in the coal mine if such air contains more than 0.25 percent of methane (sec. 303 (j)). Methane concentration in the returns from the bleeder entries should not exceed 2.0 percent (sec. 303 (i) (3)), and no air that has passed through an opening which is inaccessible for examination shall be used to ventilate any active areas. While the air quantity requirements alone can easily be met, the governing condition in most mines is the dilution requirements for quality control. A sufficient quantity of air is required to render harmless and carry away noxious and respirable pollutants. In recent years, changes in coal extraction methods, rates of advance, location of available reserves, position of prominent methane sources and horizons, and geological sequences have contributed sig¬nificantly to alterations in rates, patterns and character of numerous methane emissions. Gas production of 10 to 15 million standard cubic feet per day is not uncommon from deep mines (Cervik, 1969). This report presents the results of a washability study of 322 coal mine samples showing the sulfur forms and distribution in the coals. The samples were collected from mines which were principally utility coal producers. Generally, the data show the total sulfur content of the coals evaluated could be significantly reduced by some combination of stage crushing and specific gravity separation. However, few coals could be upgraded to a final product containing 1 percent or less total sulfur. The complete washability data are presented for each sample processed. A statistical evaluation is included for the coalbeds from which more than 10 samples were collected and for the geographical coal producing regions. A graphical summation is presented for the coal producing regions and selected coalbeds.
