A complete list of permissible mining equipment, rescue apparatus and gas masks tested. Prior to Jan. 1, 1929, w s published in Bureau of mines Information Circular 60972. The present list includes practically all equipment tested and. approved by the Bureau, up to and including July 1, 1929. It covers electric air compressors, coal drills, mining machines, loading machines, conveyors, mine pumps, room hoists,, mine telephones, rock-dusting machines, switches, electric cap lamps, flame safety lamps, electric hand and trip lamps, flash lamps, methane indicators and detectors, blasting units, storage battery locomotives, tandem locomotives, power trucks, concrete mixers, self-contained oxygen breathing apparatus and gas masks. The system under which these devices were tested permits the manufacturer, after his equipment has passed certain tests prescribed by the Bureau of Mines, to mark his equipment with a seal showing hat it has been "approved" by the Bureau. These tests are designs to insure that the equipment has the minimum requirements for safety in use. The only object of the Bureau in making such tests and publishing lists of permissible equipment is to safeguard the lives of workers and to help lessen the hazards of mining.

The effect of wind speed upon aerosol penetration into an idealized enclosure was studied The idealized enclosure was a painted plywood box that was 1 2X1 2 XI meters in volume Two fans supplied 1 7 m3 /min of filtered air to this enclosure at a static pressure of 2 8 mm of water The enclosure had a 7 5 cm diameter vent port which was isolated from the air flow around the enclosure To simulate holes in real enclosures, three 16-cm diameter holes were drilled on the front and back sides of the enclosure This simulated enclosure was placed in a tunnel-like structure The air flow from an ultra-light air craft was directed at the front of the enclosure The air speeds were varied between 14 and 36 km/hr as measured by rotating vane anemometer Static pressure in the enclosure was measured with an electronic manometer Two optical particle counters measured the particle number concentration of particles between the 0 35 to 0 5 µm inside and outside of the enclosure Aerosol penetration into the enclosure was computed as the ratio of the aerosol concentration inside the enclosure to the concentration outside of the enclosure The enclosure static pressures measured increase from 2 8 to 3 4 mm of water (P=00001) Aerosol penetration into the enclosure increased linearly with air velocity above 20 km/hr Theoretically estimated penetrations were correlated with observed penetration into the simulated enclosure When simple linear regression was used to model the observed penetration as a function of the estimated penetration, the value of the slope was 0 69±0 12 and the P value for the regression model was less than 0 0001 These results indicate that enclosure static pressure needs to be higher than the wind's velocity pressure in order to minimize aerosol penetration into these enclosures

"Dust abatement by water sprays involves the subprocesses of 1) collision between dust particles and water droplets, 2) adhesion of particles to droplets, and 3) engulfment of particles by the droplets. A review of the fundamental aspects of these subprocesses shows that collisions between particles and droplets are determined by aerodynamics and the size and surface charge of the particles and of the droplets. However, the adhesion and engulfment subprocesses depend upon the wetting characteristics of the particles. Although wetting agents (also known as surfactants) have been used as dust suppressants in several investigations, conflicting results are available regarding their effectiveness. In this paper, we show that these results can be explained if the effects of coal rank on surfactant adsorption and wetting characteristics are taken into account.The influence of several nonionic surfactants containing polyethoxy adducts on the wetting behavior of coal is presented. The wetting was determined by a modified Walker Test method, and contact angle measurements. The results show that the wettability of coal depends upon coal rank, structure of the hydrocarbon chain of the surfactant, and the number of ethoxy groups in the molecule.IntroductionDue to the inherent nature of the mining process, a large number of particles are generated, a portion of which becomes airborne to create dust. Dust can be aesthetically and environmentally unacceptable and it can also be explosive. Fine particles in the respirable size range ( < 5 urn) are con-sidered to cause lung diseases, namely, silicosis, pneumoconiosis, etc.(1) Several approaches to reduce dust in mine environments are practiced throughout the mining industry. These include decrease in generation of dust through improvements in mine machinery, ventilation (in which lower dust levels are achieved by dilution of contaminated air with clean air), and dust removal methods. Water sprays are most commonly used to remove dust par-ticles. Recently, scrubbers are reported to have been installed on mining machines to remove dust,(2,3) which also make use of water sprays to reduce dust."

"ObjectiveDevelop a portable emissions measurement apparatus to sample and measure tailpipe concentrations of diesel particulate matter (DPM), carbon monoxide (CO), carbon dioxide (COJ, nitric oxide (NO), and nitrogen dioxide (NOJ under steady-state engine load and speed conditions during a 1-minute test.BackgroundThe U.S. Bureau of Mines (USBM) has a comprehensive research program to develop ways to reduce exposure of miners to diesel exhaust pollutants. Engine maintenance has been shown to have important effects on such exposure.Accurate measurements of tailpipe emissions are becoming an essential part of a good maintenance program for underground mines that use diesel-powered vehicles. Past studies of particulates in U.S. underground coal mines have shown that DPM alone may be present at concentrations greater than 1 milligram per cubic meter (mg/m3), half the 2-mg/m3 limit for respirable coal mine dust. A poorly tuned (smoking) diesel engine may be the sole cause for respirable dust concentrations exceeding the limit. Although there is currently no standard specifically for DPM in U.S. mines, regulatory steps are underway, and significant reductions of DPM levels in both coal and metal mines will most likely be required.Tailpipe emission measurements can provide diagnostic information to identify engine malfunctions such as clogged air cleaners, faulty injectors, or incorrect injection timing. In some cases, mine vehicle tailpipe DPM concentrations have been reduced up to 50 percent by engine maintenance and adjustments.An accurate measuring instrument would also be useful for determining the effects of exhaust control devices on tailpipe emissions. Little information is currently available about the overall effectiveness of exhaust controls after long-term use. Raw exhaust concentrations with and without the control device can be measured in underground mines, and from these data a control efficiency can be calculated. Knowledge of the effectiveness of exhaust control devices over time is needed to make intelligent decisions on bow to use and maintain these devices, and when to replace them."

The use of radio signals for underground communications was considered as early as the mid-1920&apos;s [1] - [4] . However, early experiments did not produce promising results with the type of equipment that was available then [5] . With advancements in solid state technology many of the schemes considered impractical in the early days suddenly became practical. The properties of electromagnetic wave behavior in conducting media have been intensively studied by Wait [ 6] and others and can be utilized not only in communication with trapped miners, but also as a means of locating their position. This report deals with the development of portable electromagnetic equipment, powered by the miner&apos;s conventional lamp battery, which can be used to alert surface rescue personnel of the trapped miner Is location. The Westinghouse Georesearch Laboratory (WGL) under BUMINES sponsors hip initially approached the trapped miner location problem using seismic techniques. It was learned from this effort that two serious shortcomings of seismic techniques are (1) the extremely weak signals available on the surface from miner generated hammer blows, requiring long processing times at the surface receiver, and (2) the relatively slow procedure of deploying geophone arrays to sense the seismic uplink signals. By contrast, the electromagnetic techniques have proven much more practical from a deployment time standpoint and in most cases have also proven to be more accurate in determining location. Furthermore, these techniques have been successfully tested using a receiver in a heli- copter for reconnaissance purposes. However, before any electromagnetic location technique can become fully operational, the miners themselves must be equipped with emergency transmitters to be carried with them on each work shift. Consequently, much emphasis has been placed on the development of extremely lightweight transmitting equipment. The performance of some of the electromagnetic location equipment developed by Westinghouse will be described in the following sections. 2.0 Basic Concepts Theoretical concepts for locating magnetic dipoles in the earth have been treated by Wait [ 7] and Olsen [ 8] . The mineral industry in Burundi was a minor contributor to the country&apos;s gross domestic product (GDP), which was estimated at just $1 billion for 19812. Coffee and tea continued as the Nation&apos;s major export commodities. Mineral exports consisted of small tonnages of wolframite, cassiterite, and baetnasite. Burundi&apos;s trade balance of payments situation worsened in 1981, with import payments more than double export revenues. Petroleum imports alone equaled 46% of the export revenue total. By year-end, the only indigenous fossil fuel source to have been found in Burundi was peat, which the Government had been attempting to develop to alleviate some of the petroleum import requirements. In June 1981 the Irish Peat Development Authority, Bord na Mona, signed a 4-year contract with the Burundian Government to supply technical staff for the ongoing peat project work there. Funding for the project was provided by the VS. Agency for International Development and the Government of Ireland. The new contract, which was an extension of ongoing peat research there, represented Burundi&apos;s increased awareness of the value of its large peat reserves for both energy and agricultural uses. At yearend, Burundi&apos;s Ministry of Public Works and Mines was does to selecting a contractor to study the feasibility of developing Burundi&apos;s phosphate deposits. The study would determine the potential for establishing fertilizer production facilities based on the country&apos;s phosphate reserves at Matongo-Bandaga, The study&apos;s specific objectives are to prove mineral reserve tonnage and grade, draw up mining and processing facility designs, estimate capital and production costs, and conduct a regional market and distribution survey. The cost of the study was estimated at slightly over $1 million, and it should take approximately 16 months to complete. The proposed project will mark the Burundian Government&apos;s first step in its plan to exploit on a large scale its natural mineral resources for advancing its agriculture-based economy. Burundi was dependent on imports, which are expensive to transport inland from coastal ports, to supply its domestic requirements for fertilizer. A series of alkyl-dithiocarbamic acid amine salts was prepared and tested as collector for slimed lead minerals contained in the waste material from a commercial lead ore concentrator. The reagents, members of a homologous series differing only in the number of alkyl radicals in their structure, were prepared by reacting stoichiometric amounts of primary amines and carbon disulfide in a cold alcohol solution. Subsequent purification was by recrystallization from absolute ethyl alcohol solution. Evaluation was through froth flotation of a mill tailing containing 0.2 percent lead. Results show that maximum recovery (38 percent) was obtained with the reagent containing 8 alkyl radicals, but that maximum rougher concentrate grade (4.8 percent) was obtained with the reagents of intermediate number of radicals.

The U.S. Bureau of Mines conducted a worldwide literature review of bleederless ventilation practices to evaluate their use as a spontaneous combustion control measure in U.S. coal mines. Factors that must be taken into account in the design and use of these systems include seal construction, the use of ventilation control devices, the use of methane-drainage systems in gassy mines, and the ground control plan. Monitoring for the detection of spontaneous combustion and the control of methane when methane-drainage techniques are employed is critical to the successful use of a bleederless ventilation system. This report describes the types of ventilation systems used throughout the world and the spontaneous combustion risks associated with these systems. Methane-drainage systems used in conjunction with bleederless ventilation systems are discussed. Ground control considerations such as pillar design, entry stability, and seal usage are reviewed. Monitoring systems for spontaneous combustion detection, methane-drainage control, and behind seals are examined. Finally, methods for evaluating the spontaneous combustion hazard of a mining operation to determine when the use of a bleederless ventilation system is warranted are reviewed.

A PRELIMINARY PROGRAM, dated April 25, 1974, was prepared for Development Engineering, Incorporated (DEI) on research and development laboratory, field and other engineering studies for the disposal of retorted oil-shale materials. This PRELIMINARY PROGRAM included a discussion on the peculiarities of the retorted shale materials to be investigated and a discussion of the various laboratory and field tests which would need to be conducted to define their physical and chemical properties. The PRELIMINARY PROGRAM was divided into eight work phases as follows: I -- Program Development II -- Exploratory laboratory tests on old USBM retorted shale III -- Laboratory tests on pilot plant retorted shale. The Sullman, Picard & Ballot patent, No. 835120, is a process of concentrating ore which consists in mixing the powdered ore with water, adding a small proportion, a fraction of 1 per cent on the ore, of an oily liquid having a preferential affinity for metal- liferous matter, agitating the mixture until the oil-coated mineral matter forms into a froth and separating the froth from the remain- der by flotation. The process is known as an air-flotation process which consists in the use of a frothing agent in conjunction with such agitation of the ore pulp as will distribute the metallic particles of the ore throughout the mixture and produce bubbles of air and bring them in contact in the mixture with the metallic particles so dis- tributed. The bubbles will become attached to such metallic par- ticles, carrying them separately from the particles of gangue up through the surface of the mixture where they can be readily collected by skimming, by overflow, or by the use of other well-known devices. The air-flotation process was a patentable invention in the discov- ery made in March, 1905, and was not anticipated and is valid. Prior to that time there had been no suggestion in the arts that a propor- tion of 0.1 per cent of oil to ore or of any other fraction of 1 per cent of oil to ore would or might result in successful concentration. While the ascertainment that such a minute proportion of oil would affect a successful concentration of ore through a flotation process was a discovery, it was nevertheless of such a character, viewed with respect to the circumstances under which it was made, as to involve inven- tion and confer patentability. Claims 1 and 12 of the Sullman, Picard & Ballot patent, No. 835120, for a process of concentrating ore, known as the air-flotation process, are valid; but claim 9 is so indefinite as to render the claim void. The object of the Sullman, Greenway & Higgins patent, No. 962678, dated June 28, 1910, for improvements in ore concentration, is to separate metalliferous matter, graphite, and the like from gangue by means of oil, fatty acid, or other substances which have a prefer- ential affinity for metalliferous matter over gangue, and it is valid. The Greenway patent, No. 1099699, dated June 9, 1914, for improve- ments in the concentration of ores is invalid, as in view of the prior art the omission to use acid in the process can not confer patenta- bility.

The Bureau of Mines conducted laboratory tests to devise a procedure for recovering a marketable grade of tungsten from the brine of Searles Lake, Calif. The brine contains only 56 parts per million of tungsten (70 parts per million of W03). Using ion exchange resins synthesized by Bureau chemists, 98 percent of the tungsten was extracted from the brine and 92 percent of the tungsten was recovered as a marketable iron-tungsten concentrate containing 44 percent tungstic oxide. Although major technical problems have largely been resolved, research is progressing to escalate testing in a process-development unit to provide more reliable data for an economic appraisal.

This Bureau of Mines report presents data on the changes in the use of steel in motor vehicles over the past 35 yr. Sources of supply of steel for the automotive sector have shifted from almost all domestic in the 1950&apos;s to about 50% domestic and 50% foreign in the 1980&apos;s. Downsizing, design changes, and substitution of lighter weight materials to achieve energy efficiency also contributed to the market loss of the domestic steel industry. Although plastics and aluminum have displaced some steel in motor vehicles over the years, heavy low-carbon steel is now being replaced most rapidly by lightweight high-strength steel. If the percent of domestic steel used in motor vehicles had not declined since 1950, domestic industry would have supplied 9.3 million more short tons of steel than it supplied in 1985. Downsizing and design changes accounted for 43% of the loss; steel imports, 32%; and substitution of plastics and aluminum, 25%. In 1985, the total value of market share lost by U.S. steel producers was $5.1 billion, of which $1.6 billion was lost to foreign steel producers and automobile manufacturers. Through aggressive marketing and increased efficiency, however, the domestic steel industry may be able to recapture some lost markets, as applications for high-strength steels expand, and as foreign-owned automotive plants in the United States provide fresh sales opportunities.

As part of its program to help decrease the dependency of the United States on foreign imports of nonfuel minerals and to devise technology for the efficient and economic use of domestic resources, the Bureau of Mines smelted and sulfation-leached an ilmenite from northern Minnesota. The objective was to assess the feasibility of preparing chlorination-grade titanium feedstock. The concentrate was smelted with woodchips, coke, and soda ash in 91-kg-and 1-metric ton (mt)-capacity electric arc furnaces to form Ti-rich slag and commercial-grade pig iron. The slag contained from 67 to 77 wt pct titanium oxides and from 1.8 to 7.2 wt pct iron. Sulfation occurred in a 4.5-kg/h moving-bed reactor using S02-air mixtures at temperatures of 8000 to 8500 C to form soluble salts of the Ca, Mg, Mn,and Na impurities, which cause plugging of fluidized-bed chlorinators. Subsequently, the sulfated slag was leached in acid to remove the soluble sulfates. The final product from small-scale testing contained up to 95.5 wt pct Ti02, a minimum of 0.6 wt pct Fe, and a minimum total of 0.3 wt pct of the four impurities of interest. The final product meets charge specifications for chlorination. However, more large-scale testing is necessary.

Applicability of the fluosilicate sintering process to recovering beryllium from beryl-spodumene concentrate analyzing 1.4 to 3.7 percent BeO (10 to 30 percent beryl) was investigated. The work was one phase of a Bureau of Mines research program undertaken to assess applicability of conventional processes and to devise new procedures for treating various potential beryllium feed materials. Beryllium recovery of about 70 percent in a product of 99-percent BeO grade was achieved in treating 3D-percent beryl concentrate. The process consisted of (1) sintering a briquetted charge of concentrate, soda ash, and sodium fluosilicate for 3 hours at 750° C.; (2) extracting the soluble beryllium by multiple stages of water leaching; (3) adding caustic to the leach solution and boiling to hydrolyze and precipitate crude beryllium hydroxide; (4) dissolving the crude beryllium hydroxide in sulfuric acid and separating the solution from undissolved silica; (5) sulfidizing the acid beryllium solution to precipitate heavy metal impurities; (6) adding ammonia to the clarified sulfate solution to precipitate beryllium hydroxide; and (7) converting the hydroxide to beryllium oxide (beryllia) by calcining at 900° C. About 60 percent more sodium fluoSilicate was required per unit of beryl than is used industrially in treating 10-to 12-percent BeO concentrate (80 to 90 percent beryl). Recovery decreased, and flux requirements increased, when treating concentrates containing less beryl.

Dust surveys were conducted around small truck-mounted rock drills operating at surface coal mines to assess their airborne respirable dust generation and in-service dust control methods. Of four out of seven drills sampled, respirable dust concentrations measured around the drill deck ranged from 8.68 to 95.15 mg/m with3concentrations ranging from 1.37 to 2.69 mg/m at distances 12.2 to 30.5 m downwind of these drills. The other3drills had noticeably lower respirable dust concentrations measured around the drill deck at or below 1.30 mg/m.3Rotoclone-type dry dust collectors were commonly used with dust being emitted from around the drill deck shroud, collector exhaust, and collector fines dumping. Wind speed and direction was also a factor in the dust concentrations measured on the bench. Dust control modifications were made to three rock drills to reduce their airborne dust emissions. Dust controls tested included water injection into the Rotoclone exhaust, Rotoclone exhaust extension, improved sealing of drilling deck shroud, shrouding the Rotoclone hopper dump process, and wet drilling. These control techniques showed noticeable improvement in dust concentrations measured around the drills. Finally, repositioning the drill operator showed that operator dust exposure can be improved by avoiding the dust cloud around the drill.

This chapter presents MSHA data on mine employment and active mining operations during 1986-1995. Figures 3-1 through 3-10 show, for each commodity, the location of mine operations in 1995, and employee hours and active mining operations by year during 1986-1995 for mine operators. For coal and nonmetal operators, the number of active mining operations and the number of employee hours decreased over the 10-year period. For metal operators, the number of active operations decreased, while the number of employee hours increased. For stone and sand and gravel operators, the number of active operations and the number of employee hours remained about the same. Figures 3-11 and 3-12 show that over the 10-year period, there was an increase in the proportion of hours worked by contractors in coal mining, while the overall employment decreased. For metal, nonmetal, stone, and sand and gravel combined, the proportion of contractor hours increased, with overall employment also increasing. Table 3-1 shows the distribution of hours worked during 1986-1995 by commodity and type of operation. For coal, the majority of hours worked were in underground mines. For metal, nonmetal, and stone, the largest number of hours worked were in mills and preparation plants. For sand and gravel, all work hours other than office were in surface mines. [ ]

Ecuador&apos;s economy continued to slow in 1982 due, in part, to declining foreign demand for oil, depressed world oil prices, and high international interest rates. Real growth of the gross domestic product (GDP) was estimated to be in the 2% to 3% range, down from the revised 4.3% recorded in 1981 and the 4.5% anticipated officially. In current prices, the GDP in 1982 was estimated at $12.1 billion.2 Inflation abated slightly from that of 1981 to an estimated 13.9% annual rate. The sucre was devalued in May by 32%, the first time in more than a decade, as a result of the pervasive flow of capital abroad. Ecuador&apos;s production of petroleum increased an estimated 1.9% in 1982 compared with that of 1981. The consortium of Corporación Estatal Petrolera Ecuatoriana (CEPE), the state oil company holding a 62.5% interest, and Texaco Inc. (37.5%) produced an estimated 98%, or approximately 211,000 barrels per day, of the total from the northern part of El Oriente, the eastern jungle region, where a Texaco-Gulf Oil Corp. partnership discovered oil in 1967. Gulf subsequently sold out to CEPE in 1977 for $117 million, Remaining production was from the Santa Elena Peninsula Fields on the Pacific coast where production has been steadily declining for several years.

Optical technologies have progressed rapidly in the past 15 years. One application of laser technology in underground coal mines currently under evaluation is the remote measurement of explosive methane gas. Federal regulations require that atmospheric monitoring systems used in gassy underground mines where permissible equipment is required shall be intrinsically safe. Mine Safety and Health Administration criteria for the evaluation and testing of intrinsically safe apparatus and associated apparatus contain no specific guidance for optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting a study to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in under- ground coal mines. Results of experiments involving ignition of methane-air mixtures by collections of small heated particles of Pittsburgh seam coal and black iron oxide are reported. The inert but more strongly absorbing iron oxide targets consistently ignited methane-air mixtures at lower powers than the coal targets. Minimum observed igniting powers for laser energy delivered by 200, 400 and 800 pm core fiber optic cables and directed onto iron oxide targets in methane-air atmospheres were 0.6, 1.1, and 2.2 W, respectively. Comparisons with the results of other researchers are made. A thermal layer theoretical approach to describing the process is included as an appendix.

The Bureau of Mines studied airblast from surface mining to assess its damage and annoyance potential, and to determine safe levels and appropriate measurement techniques. Research results obtained from direct measurements of airblast-produced structure responses, damage, and analysis of instrument characteristics were combined with studies of sonic booms and human response to transient overpressures. Safe levels of airblast were found to be 134 dBL (0.1 Hz), 133 dBL (2 Hz), 129 dBL (6 Hz), and 105 dB C-slow. These four air- blast levels and measurement methods are equivalent in terms of structure response, and any one could be used as a safe-level criterion. Of the four methods, only the 0.1-Hz high-pass linear method accurately measures the total airblast energy present; however, the other three were found to adequately quantify the structure response and also represent techniques that are readily available to industry. Where a single airblast measuring system must be used, the 2-Hz linear peak response is the best overall compromise. The human response and annoyance problem from airblast is probably caused primarily by wall rattling and the resulting secondary noises. Although these will not entirely be precluded by the recommended levels, they are low enough to pre- clude damage to residential structures and any possible human injury over the long term.
