The U. S. Bureau of Mines has investigated the domestic primary and secondary lead smelting and refining industries to determine the economic impacts of existing and proposed environmental, health, and safety regulations. The impacts are assessed in terms of capital and operating costs for existing and alternative smelting/ refining technologies. Industry response to regulatory implementation is estimated and quantified in terms of import value from lost lead production. For the primary lead industry, regulatory compliance may add up to 1.15 ¢/lb refined lead to operating cost for rehabilitated plants. Alternative smelting/refining methods could reduce net operating costs by as much as 4.36 ¢/lb refined lead. Capital expenditures would vary from $750 to $1,000 per annual mt of smelter capacity. Secondary lead smelter operating costs would increase about 3.8 ¢/lb refined lead to comply with existing regulations. Capital expenditures would average about $124 per annual mt of smelter capacity. Implementation and enforcement of proposed regulations would result in closure of the primary lead industry and additional expenditures for compliance by the secondary lead industry. Enforcement of the most extreme proposed regulations would force the secondary lead industry to close.

An electrochemical process was developed for the preparation of vanadium from vanadium carbide. Commercially available vanadium carbide (V2C) was used as the starting material. Vanadium was obtained by electrolysis of the V2C in a BaCl2-KCl-NaCI-VCl2 electrolyte at 670° C using a helium-atmosphere, molten-salt electrolytic cell. Vanadium products were recovered with purities high as 99.6 percent. Current efficiencies of 87 percent and vanadium recoveries of 84 percent were attained. The cathode products were amenable to electrorefining to high-purity vanadium of 99.96-percent purity.

Background Carbon monoxide (CO) is an odorless, colorless gas that can cause illness and death by asphyxiation. Although the toxicity of CO is understood, CO exposure can occur from unrecognized sources. On April 2, 2000, a couple and their newborn infant were poisoned by CO migrating through the ground from blasting at a nearby coal strip mine into their home near Kittanning, Armstrong County, PA. They were treated at the hospital and diagnosed with CO poisoning. The infant had a carboxyhemoglobin level of 31%, the father 28%, and the mother 17%. Carboxyhemoglobin is the compound formed in the blood when CO is breathed. Persons not exposed to CO have carboxyhemoglobin levels of 0.3%-0.7%, and cigarette smokers have levels of up to 9%. Following release from the hospital, the family installed a CO detector in the basement of their home with the help of the local fire department. This Technology News briefly describes this incident to help increase awareness of the problem. It is discussed in more detail by Eltschlager et al. [2001]. Figure 1 shows the coal strip mine believed to have generated the CO. The initial suspect for the source of the CO was the furnace in the house. Only later did it become apparent that blasting at the nearby strip mine might be the culprit. A State investigation concluded that CO had migrated approximately 500ft from the blast, through the ground, and into the home. Figure 2 shows the locations and order of blasts at the mine. Initially, the mine did not plan to blast. Overburden generally consisted of weathered shale that could be dug without blasting. However, the mine decided to blast when hard sandstone that could not be dug out was encountered within 3 ft of the coal top. The blasting was intended to break up the sandstone. Blasting was done using bulk ammonium nitrate-fuel oil (ANFO) in 6.25-in holes 25-30 ft deep on a 16-ft by 16-ft pattern, with charge weights ranging from 17 to 170 lb. The closest blast to the home was 430 ft on April 17, 2000. The distance from the home to the blast area on the day when CO was first reported (March 31, 2000) was 500 ft. Twenty blasts were detonated at the mine between March 7, 2000, and April 20,2000. The blaster was careful to prevent fly rock since another home was only 150 ft away and a garage was 50 ft away. The quantity of explosive used in the blasts was sufficient to break the sandstone, but was less than would normally be used to blast overburden. The holes were typically one-third explosive and two-thirds stemming, with powder factors averaging 0.43 lb/yd3. Additionally, the muck was not immediately excavated after each blast. The heavy confinement on the explosive acted to prevent the typical release of blasting fumes into the atmosphere. Instances of CO migrating from blasts into homes have occurred before, but generally the distances involved were under 150 ft. It is believed that the blast design contributed to the confinement of CO in the ground, and discontinuities in the ground strata facilitated migration toward the residence. Upon inspection of the blast pitwall, a regular system of joints was observed. These joints are oriented roughly from the blast pit toward the house (figures 3-4).Blast-generated CO appears to have been driven into the joint system, displacing the air. When the joint system was saturated, the next succeeding blast pushed the CO into an uncased well next to the house (a high level of CO has been measured in the well shortly after a blast). From there, the CO entered the French drain system and then the basement of the house. The joints are vertical cracks through rock layers that occur on a regular spacing (figure 3). They are most common near valley slopes and are caused when valley walls converge as the stream cuts down through the rock layers. Often called hill seams, they roughly parallel the valley walls, but can curve and split, creating a pathway for gas movement (figure 5). These fractures are often encountered when underground mining proceeds close to outcrop. The system of fractures at the Kittanning blast pit was well developed and provided a path for transmission of CO both through the sandstone and up and through the overlying shales. Blasting engineers should be able to distinguish naturally occurring fractures from blast fractures and note the frequency, development, and orientation of the hill seams and their proximity to occupied houses. DOMEST1C production of carbon black in 1963, remained at about the same level as in 1962. Carbon black produced by the furnace process increased 2 percent to 1,880 million pounds in 1963 and accounted for 91 percent of the total output. Channel black production continued to decline and was 14 percent less than a year ago. Shipments during 1963 totaled 2,098 million pounds, a 1 percent increase for the year. An increase of 88 million pounds in domestic sales was partially offset by a decrease of 72 million pounds in carbon black exports. Total value of carbon black production in 1963 was $148 million. The average value per pound was 7.18 cents or 0.12 cent per pound more than in 1962.

The Bureau of Mines reviewed the chemical vapor deposition (CVD) literature on the nonmetal binary and ternary compounds of the group IVB, VB, and VIB elements, with emphasis directed to the following nonmetals: B, C, N, O, and Si. This review examines each of these binary and selected ternary compounds of the group IVB, VB, and VIB elements as coatings and gives some of their preparative methods, uses, and properties. A total of 259 references were found for these compounds of the nine elements. This review was utilized in the Bureau's research to provide abrasion-, erosion-, and corrosion-resistant coatings in order to conserve critical metals and protect various metallic surfaces in metallurgical, mining, and energy conversion systems.

Unusual circumstances may require that a longwall retreat into or through a previously driven room. The operation can be completed successfully, but there have been a number of spectacular failures. To help determine what factors contribute to such failures, a comprehensive international database of 131 case histories has been compiled. The cases include six failures where major rock falls occurred in front of the shields, and seven even more serious failures involving major overburden weighting. The case studies suggest two types of room failure mechanism. The first is a roof fall type failure caused by loading of the immediate roof at the face as the fender or remnant longwall panel narrows. The second is an overburden weighting type failure caused by the inability of the roof to bridge the recovery room and face area, and affecting rockwell above the immediate roof. The data indicate that the roof fall type of failure is less likely when intensive roof reinforcement (bolts, cables and trusses) is employed together with higher-capacity shields. The overburden weighting failures, in contrast, occurred when the roof was weak and little standing support was used. Weighting failures were not greatly affected by the density of roof reinforcement. In one of the overburden weighting cases, in a Pittsburgh coal bed mine, stress cell, convergence, bolt load and extensometer data have been used to analyze the failure in detail. The Bureau of Mines investigated severe coal mine roof support problems along a section of main entries in the Pittsburgh coalbed in southwestern Pennsylvania to identify the causative factors. The mine roof was examined in detail, and various sedimentary structures are described that contributed directly to irregular and unstable roof. Small-scale paleochannels, scours, and related slickensides were identified as the leading cause of bad roof, and isopach maps were prepared to illustrate a method whereby the presence of these structures could be inferred in advance of mining. Probably second in importance was the occurrence of relatively incompetent flaggy, poorly cemented sandstone, weakened by coal and micaceous laminea. No effect of in situ stresses on roof stability was detected.

The Bureau of Mines, U.S. Department of the Interior, is conducting research to devise substitute corrosion-resistant materials by using ion implantation to form alloyed regions near the surfaces of metals. These alloys were prepared by implanting 25-kev Cr+ and/or Ni+ ions into iron. Their resistance to corrosive attack was evaluated by determining their anodic polarization behavior under potentiodynamic conditions in a solution containing sodium chloride, boric acid, and sodium borate. These electrochemical studies have shown that the general corrosion resistance of ion-implanted alloys was comparable to nominally equivalent bulk alloys. The pitting-corrosion resistance of the ion-implanted alloys was superior to that of iron, although not as good as that of most of the bulk alloys tested.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating hardrock mine, Grace Mine, located near Morgantown, Pennsylvania. Diesel-powered haulage equipment is used in this mine, and the electromagnetic noise environment it creates was measured to see how it differs from the environment created by electric-powered haulage equipment. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. Data are recorded using broadband analog magnetic tape and are later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and in amplitude probability distribution plots.

To suppress the natural bacterial action in acid mine drainage (AMD), the major contributor to acid formation. Approach Recycle partially-treated affluent back to the source of AMD within a mine, or to the coal or coal-waste stockpile. This effectively eliminates any further biologically-promoted AMD by inhibiting catalyzed weathering or oxidation by acid-forming bacteria. How it Works AMO-type effluents can be largely reduced by "recycling" the acidic outflow back to the source of AMD within a mine or to the Input side of a waste pile to percolate through the reactive pyrite and bacteria mixture. The bacteria in the cell thrive on the oxidation of ferrous to ferric iron through the electron transfer, Fe2 +[=]Fe3 + + e. Its reaction product [s, therefore, essentially ferric iron. "INTRODUCTION The purpose of this circular is to correlate the information obtained during personal investigations at the sites of four rock tunnels in the process of construction and information obtained from the records and personal views of the constructors of two other tunnels that were not visited during the, excavation phase of construction and to present this information for the benefit of those who contemplate future construction of rock tunnels.Modern mechanized coal mining requires better, safer, properly alined haulageways and beltways; consequently, better understanding of tunneling methods by coal-mining men will be necessary. The possibility of future high-speed haulage systems utilizing rock tunnels in the more solid rock strata above or below the coal beds must not be discounted. In the past, tunnels have been driven for use in draining and unwatering inundated coal mines. At present, the need for such tunnels is very evident in some parts of the coal-mining regions, notably in the Pennsylvania anthracite fields, and studies along these lines are in progress. The average coal-mining man has little time or opportunity to visit tunnels while they are being exca-vated; therefore, it is hoped that this information will assist him in constructing tunnels safely if he is required to do so in the future.The tunnels described herein differ in size, shape, usage, and, in many instances, in their geological aspects. Full-face, heading and bench, and pilot-tunnel, and enlargement methods of excavation were utilized.The roof-support methods show diverse designs and materials of construction to suit each purpose and condition. The superiority of steel roof support over wood is demonstrated beyond doubt and is shown clearly in the photographs included in this circular.The illustrations (photographs taken by the U. S. Bureau of Mines, the U. S. Corps of Engineers, and others) show many of the necessary steps taken during the excavation and the erection of roof support in tunnels under construction."

The ultrasonic pulse measurement system described measures velocities of longitudinal (compressional) and shear waves in rock to give values that can be used with density values to determine the dynamic elastic constants of rock. A special feature of this pulse measurement system is its unique acoustical bench that minimizes errors in pulse transit times that are commonly associated with coupling, sample alinement, and sample orientation. Some special features of the acoustical bench are its highly versatile transducer cartridges, a pneumatic ram coupling device, an orientation mechanism, and a vacuum chuck sample holder. The lathe-bed-like construction of the acoustical bench assures automatic alinement of samples and versatility in accommodating samples of various shapes and sizes.

The Bureau of Mines evaluated the properties and anisotropy in properties of rolled Zn-Ti and Zn-1.0 wt pct Cu-Ti alloys containing up to 0.36 wt pct Ti. Finish rolling was at varied temperatures to total reductions as high as 92 pct. Alloy properties are very sensitive to various combinations of composition, rolling temperature, and reduction. Properly rolled Zn-1.0 Cu-Ti alloys are superior in strength to Zn-Ti alloys. Conditions are described that lead to best tensile properties. Creep resistance for Zn-Ti alloys decreases with increased rolling temperature when finish rolled to 92-pct total reduction: but not when finish rolled to 33- or 67-pct reduction. Creep resistance for 7n-1.0 Cu-Ti alloys improves with increased rolling temperature to about 480° F. Heavily cold-rolled Zn-1.0 Cu-Ti alloys have fine grain sizes and poor hardness, tensile, and creep properties, but high ductility. Thermal expansivity is markedly affected by the copper addition. Data show the anisotropy of tensile, creep, and thermal expansivity properties. Large idiomorphic crystallites of TiZn15 appear in both Zn-Ti and Zn-Cu-Ti alloys when more than about 0.2 pct Ti is present. A new Zn-Cu-Ti intermediate phase was also identified. Empirical equations are presented relating creep rates with major process variables.

The Federal Bureau of Mines provided five test materials--amosite, short-and long-fiber chrysotile, crocidolite, and nonfibrous tremolite--to the National Institute of Environmental Health Sciences (NIEHS) for studies on the biological effects of orally ingested asbestos-related materials. An inter-agency agreement between the Bureau and NIEHS made possible this program to characterize these test materials. The Bureau in turn received support through contracts with the Ontario Research Foundation for the milling of amosite and crocidolite, and with the University of Maryland for microscopic measurements. The five test materials, which were supplied in quantities of 960 to 1,200 pounds each, were characterized by chemical-instrumental analysis for elemental composition, surface area, density, X-ray diffraction, infrared spectroscopy, thermogravimetric analysis, mineralogy, and particle size analyses. Particle size distributions were emphasized because of the current theories relating adverse biological effects to length-width characteristics of durable elongated particles.

" Oil shale contains little or no oil as such , but it contains an organic material from which oil may be produced by destructive distillation" . This statement , or others conveying the same meaning, appears in many popular and techni cal articles on oil shale . It is based on the belief that the ordinary solvents of petroleum have but little action on the organic substances contained in oil- yielding shales , although on distillation these same shales may yield upwards of 50 gallons of crude shale oil per ton . A 50 - gallon shale thus yields by distillation 18.73 per cent of its weight as oil ( assuming the specific gravity of the oil to be 0.900 ) , although only a relatively small part of this can be recovered by extraction with such solvents as chloroform , carbon tetrachloride , and the like . In the course of certain experiments designed to determine the solubilities of different shales after they had begun to yield oil by distillation , it was found desirable to determine the quantity dissolved from certain unheated shales by various solvents , at or near the boiling points of these solvents . The method used and results obtained are presented below. These experiments were made in connection with the oil - shale investigations being conducted by the U. S. Bureau of Mines , in cooperation with the States of Colorado and Utah .

This chapter analyses the parameters influencing initial design of communication systems, for new mines and upgrading existing systems. Paragraph 5.2 outlines those variables that must be taken into account during the design stages of a new wired phone system. Recommended features, general requirements, and how they can be implemented are treated in this section. Paragraph 5.3 describes ways of improving or extending the range of trolley carrier phone systems and pager phone systems already installed in the mine. 5.2 New Phone System Design The task of designing an adequate communication, control, and monitoring system for an underground mine must be addressed on a system basis. In addition to insuring that effective voice communication is established, any new system should take into account present and future requirements of remote control and monitoring functions. Chapter 4 illustrated the drastic savings in response time that can be realized when remote control and monitoring are integrated into the overall communication system. The importance of including control and monitoring in the overall design plan for any system cannot be overemphasized. Because each mine is unique, and thus usually has its own special operating characteristics and communication requirements, there is no such thing as "the one best system" to meet the requirements of all mines. The optimum communication, control, and monitoring system for a mine must be one that has been tailored to meet the special requirements of that particular mine. Factors that must be considered during system design include- a. Type of mine and mining methods (low- or high-seam coal, deep hardrock mine, stope caving, longwall, room and pillar, etc.). b. Maximum number of working sections. c. Expected mine growth rate and eventual maximum size. d. Haulage methods (tracked trolley, diesel, belt, etc.). e. Underground power distribution system (dc, ac, or both). f. Features desired (two-way radio paging, private line capability for emergency use, etc.). g. Redundant or backup systems for use during outages of the normal system. Although no two mines are alike, the following items have been established as the main characteristics desired for any underground communication system: 1. Multiple Communication Paths to Outside--the objective here is to give all telephones a second method of communicating with the surface. 2. Audible Emergency Signaling--the communication system provides the main means of alerting miners during emergencies. The system should include means to broadcast distinct audible signals for emergency signaling. Initiation of these signals should probably be controlled from. a central outside point, such as a surface control room. 3. Emergency Override--provisions should be included to permit any conversation to be overridden with emergency communication. 4. PURPOSE: Evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. RESEARCH SUMMARY: The results of previous NIOSH research show that miners develop hearing loss much more quickly than nonoccupationally noise-exposed individuals and that miners experience a greater severity of hearing loss than would be expected for nonoccupational noise-exposed persons of the same age and gender. Using hearing thresholds at 4,000 Hz as an indicator, coal miners experience hearing loss 2.5 to 3 times greater than would be expected for persons not exposed to occupational noise. At age 50, 90% of coal miners and 49% of metal/nonmetal miners were found to have a hearing impairment. In comparison, only 9% of a nonoccupationally exposed control group had a hearing impairment at age 50. There are numerous barriers to the prevention of hearing loss among miners. In an effort to overcome some of these obstacles, this work was initiated to evaluate practical technological advances in level-dependent hearing protectors and inexpensive personal acoustic monitors. Experiments will involve analysis of this new technology under both laboratory and field conditions. Laboratory components will consist of controlled studies using an anthropometrically correct test fixture as well as human subjects to evaluate the adequacy/effectiveness of various hearing protective devices. Electroacoustical performance testing of new noise monitors will also be conducted in a laboratory setting. Subsequent field studies will determine the actual usefulness and practicality of the personal protective/monitoring equipment as used in different mining situations. It is anticipated that increased on-the-spot awareness of hazardous noise levels and the availability of better-suited hearing protectors will provide a degree of protection beyond what is currently attained in different mining environments. Therefore, the intent of this project is to identify and adapt new acoustical technologies and products that have a direct application to individual mine workers. With increased knowledge of these technological advances, a greater demand for similar devices will likely occur, which, in turn, will lead to a better understanding and awareness of hearing loss prevention methods throughout the mining community. The performance of the U.S. economy in 1977 was similar to that in 1976 which, in turn, had been a considerable improvement over 1974-75. In 1977 real gross national product (GNP) showed a similar, but some-what slower, growth pattern compared with 1976. Real GNP increased sharply in the first quarter of the year followed by smaller increases for the remaining three quarters. With only two exceptions, the monthly unemployment rate declined or remained steady throughout 1977, falling to a low for the year in December. The inflation rate in 1977 was slightly higher than in 1976, but the rate still remained far below that of 1974-75. Total U.S. output as measured by GNP in current dollars rose 10.8% in 1977. Real GNP in constant 1972 dollars increased 4.9%, and inflation, as measured by the implicit price deflator, rose 5.6%. In real terms, gross private domestic investment for residential structures increased 19.3% in 1977, only slightly below the 22.9% rise in 1976; State and local government expenditures increased 1.1 % in 1977; and personal consumption expenditures for services rose 4.5%.

A rig was constructed to burn 100 to 125 lb of coal per hour at 4,000° F in a cyclone burner with oxygen-enriched air preheated to 1,500° F to ascertain the problems in the coal-fired MHD generation of power. Potassium carbonate was added to the coal at several concentrations up to 1.23 g-moles/kg of coal (17 lb K2C03/100 lb coal). Boiler-tube materials maintained at wall temperatures of 800° to 1,500° F were exposed to the combustion effluent of 1,800° to 2,500° F. Practically complete removal of sulfur dioxide from the stack gas was achieved with the seed addition. Nitric oxide formation followed theoretical expectations at combustion temperatures with some decomposition of the NO occurring as the gas cooled flowing through the system. Nitrates in the fly ash were less than 1.7 percent of the total fixed nitrogen. With aqueous extraction of the fly ash a maximum recovery of 75 percent of the potassium was obtained. Haynes 25 was unattacked at a wall temperature of 1,500° F in combustion gas at 2,500° F; the stainless steels 310, 316, and 446 were resist-ant at a metal temperature of 1,100° F in gas at 2,100° F.

"Introduction.The third annual mine-rescue maneuvers of the Globe-Miami District First Aid and Mine Rescue Association were held at Globe, Ariz., on November 5 and 6, 1923. The first demonstration was held in October 1922, and the results** from that experiment, both in the practical training and the interest aroused in the apparatus men, were so much more satisfactory than those from the ordinary smoke-chamber training, that Orr Woodburn, director of the Association, decided to hold similar maneuvers at frequent intervals. The second test was held on March 21-22, 1923, in connection with the meeting of the Southwest Mining Section of the National Safety Council at Globe.Place and Organization.The recent maneuvers were held in the same mine and conducted in the same general manner as the first, and the points of interest not brought out previously are described below. By studying the accompanying map the movement of the teams can be better understood.Thirty-three apparatus men were out on the first day and thirty-two on the second day, a total of forty-three men being trained.Mr. Woodburn was aided in directing the work by his two assistants from the mine-rescue station, two local safety engineers, and an engineer from the Bureau of Mines. Local mine superintendents and the State deputy mine inspector were interested spectators."
