In its role to provide technology to prevent or limit adverse environmental impacts associated with mining or minerals processing, the Bureau of Mines has conducted research at its Tuscaloosa Research Center to asess the environmental impacts of phosphogypsum produced by the Florida phosphate industry. Over the years, stockpiles containing 335 million tons of phosphogypsun have accumulated and the industry continues to generate an additional 33 million tons a year. Samples from approximately 1,000 feet of drill core, obtained from nine stockpiles were characterized using chemical, X-ray diffraction, emission spectrographic, radiological, and physical means. The data developed indicated that phosphogypsum is not a corrosive or toxic hazardous waste as defined by Environmental Protection Agency criteria. Radium concentration averaged 21 picocuries per gram and its content was inversely related to particle sizes. Thirty-nine elements were detected in phosphogypsum; concentrations of these elements did not vary with depth within the stockpiles.

The U.S. Bureau of Mines Information and Analysis Directorate collects world-wide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

"IntroductionOn May 27, 1927, a coal-dust explosion occurred at the Palagua No. 5 mine of the Victor American Fuel Company, Delagua, Colorado, resulting in the loss of even lives and in and in considerable damage to the main slope and to several overcasts the explosion did not extend into the mine working where 125 additional men were employed but escaped uninjured. It is believed that the saving of these 125 men and the evidence of large property loss were due in a large measure to coal-dusting and of other sanity measures taken by the coal company management. A number of features connected with the explosion and mine safety practice seem worth the attention of the mining public and grateful acknowledgment is made to the Victor American Fuel Company for its aid in assembling the data herein contained."

Coal degasification boreholes drilled from the surface have been success-fully hydraulically stimulated to increase the flow of gas from the coal. This Bureau of Mines report describes the hydraulic stimulation procedure for a coalbed, the equipment required, and design criteria for the treatment. Three examples of stimulation treatment show from fivefold to twentyfold increases in gas production. The tests were conducted in the Pocahontas No. 3 coalbed, Buchanan County, Va., the Pittsburgh coalbed, Washington County, Pa., and the Mary Lee coalbed, Jefferson County, Ala. Two sites where the coal was hydraulically stimulated and exposed by subsequent mining show no adverse effect on mining operations through the treated zones. The induced vertical partings were confined to the coalbed and did not in any way affect either roof or floor rock.

"INTRODUCTION Scheelite occurring in tactite at the Black Rock tungsten mine, near Benton in Mono County, Calif., was investigated by the Bureau of Mines in cooperation with the Geological Survey as part of their search for additional sources of supply of strategic minerals authorized under the Strategic Materials Act. 3/4/The work accomplished by the Bureau, and the assays of samples taken are described in this manuscript. The ore found aided materially in prolonging the operating life of the mine during the recent national emergency, supplying much-needed tungsten for war use. ACKNOWLEDGMENTSIn its program of investigations of mineral deposits, the Bureau of Mines has as its primary objective the more efficient utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. As part of a joint U.S. Atomic Energy Commission-Federal Bureau of Mines program for using nuclear energy to supply process heat, a simulated nuclear loop has been constructed to test components. This loop has been operated for more than 1,800 hours at 100 p.s.i.g. Of this period, 23 hours were at 2,500° F. and higher; 540 at 2,000° to 2,500° F.; 840 at 1,500° to 2,000° F.; 200 at 1,000° to 1,500° F.; and 260 below 1,000° F. Leakage at flanges and welds was not a serious problem. A helium-recycle system with gas temperatures of 2,300° to 2,500° F. and a static pressure of 250 p.s.i.g. appears feasible. Difficulties were encountered with the recycle compressor due to thermal distortion of the impeller and shaft. The use of sealed bearings limits compressor operation to the life of the bearings.

The Copper King copper-gold-silver deposit was discovered about 1880. Various individuals and companies have been interested in the deposit and considerable work has been done, although production, if any, has been small. The deposit is located in the western part of Laramie County, Wyo., and is favorably situated with respect to rail and truck transportation and high-tension power facilities. Mild summers and cold winters characterize the climate. Precipitation averages between 16 and 17 inches annually, with considerable snowfall in the winter. Permanent streams are small and most available water in being stored for use by Cheyenne, Wyo. Range grasses comprise the bulk of the vegetation, with small trees and shrubs common in the most rugged areas.

This publication describes further research by the Federal Bureau of Mines in beneficiating domestic manganese ores. The ores selected for treatment were typical of many manganese deposits in California and Nevada in that they have not been economical to mine because they are low grade or contaminated with siliceous minerals and are not amenable to physical concentration.3 4/ It would be desirable to develop a simple treatment method resulting in nearly complete extraction of manganese from these ores and applicable to small-scale operations. Sulfation reduction appeared to be such a method. The studies reported in this publication were directed toward sawdust or lignin-sulfonates as reducing agents. Sawdust, as waste from lumbering, and lignin-sulfonates, byproducts of woodpulp papermaking, are comparatively cheap and may be available in areas where manganese ores are found. Sugar, oils, and coal were also tried as reducing agents.

"INTRODUCTION The manganese deposits of the Drum Mountain area were investigated as two separate projects. The first was begun in November 1940 and completed in August 1941, and the second began in January 1945 and ended in May of the same year. The first project was initiated as part of the Bureau of Mines program for development of strategic minerals for national defense. Subsequent operations disclosed conditions somewhat different than were expected, and it was decided that additional drilling should be done to delimit the ore bearing horizons further.The more promising manganese deposits in the Drum Mountains are situated on properties known as the Staats manganese mine and the Pratt manganese mine. The property controlled by the Pratt interests is under lease to the Ward Leasing Co. The 1941 project investigated the deposits on both properties, whereas the 1945 project was planned to explore further the oxidized ore bodies of the Pratt mine, although one hole was drilled in an attempt to extend the carbonate ore body on the Staats property (fig. 1).ACKNOWLEDGMENTSIn its program exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. To pinpoint dust sources and to improve dust control on longwalls. Approach Use short-term gravimetric sampling to determine the severity of various dust sources, and to evaluate dust control techniques used in longwall mining. Short-term gravimetric sampling can be used to isolate dust levels produced by various dust sources. How It Works Traditionally, gravimetric samples have been collected over an 8-hour shift, yielding time-weighted, average dust concentrations. This method gives a good indication of the full-shift respirable dust exposure of underground workers, but is less than satisfactory for identifying dust sources, determining their severity, or for evaluating the effectiveness of dust control techniques. Short-term gravimetric sampling uses equipment available to all mine operators. Two individuals composing the survey team each collect multiple (three to four) gravimetric samples during selected segments of the mining cycle. Multiple samples are necessary to insure accuracy, and to obtain a valid average measurement of the respirable dust concentration when sampling for short periods of time (typically 20 to 30 minutes). The gravimetric instruments may be carried in a sampling package or in a "sampling vest." A fishing vest with four large pockets can be used for this purpose. The sampling pumps are carried in pockets and the sampling head assemblies arc hung across the front of the vest.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of Volume I and in the State chapters of Volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is normally termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

Detailed comprehensive assessment of the performance of Afghanistan's mineral industry during 1987 is virtually impossible, owing to the paucity of reliable published information. It was evident, however, that the level of civil disorder, now in its eighth year since the arrival of significant numbers of Soviet troops, was in actuality little removed from open civil war. Insurgents controlled substantial areas of the country and imperiled any industrial activity in many places. Assistance programs by the U.S.S.R. and other Eastern European nations were directed at developing the country's meager mineral industry, but the economy was generally viewed as chaotic. The inflation rate was somewhere between 20% and 30%; major food shortages contributed to the discontent of the population, and numerous villages were devastated by Soviet and Afghan Government campaigns to destroy the insurgents and cut their supply routes. Moreover, proposals by the Soviets and the Kabul Government aimed at reducing tensions with the rebels and scaling down the warfare seemingly were taken by the opposition as signs of weakening by the Soviet-backed Government, and rather than reducing aggressions, seemed to heighten insurrectionist activities. Efforts to entice the substantial number of Afghans who have fled to nearby areas of Pakistan and Iran to return to their country seemingly were failures, and indications near yearend that the Soviet Union might soon begin withdrawal of its occupation force of nearly 120,000 did little if any to reduce disorder.

Methane concentration peaks were measured by the Bureau of Mines at coal mine working faces during entry development. The statistical distribution of peaks was found to be normal or log normal depending on how well the methane was being mixed into the ventilation airstream. A normal distribution indicated good mixing, whereas a log-normal distribution indicated that mixing was poor. In addition, the "highest" peaks over selected intervals were found to fit a type I extreme-value distribution, a result similar to that obtained while mining longwall faces.

A geologic study of Mines 32 and 33 in Cambria County, Pa., was conducted as part of a methane control research program. Areas of high methane emission and roof instability are encountered which are related to the structural and stratigraphic features that characterize the geologic setting of these mines. Locally the folds trend N 20° E ±2°, the direction of the butt cleat in the Lower Kittanning coal. The face cleat strikes at N 69° W ±2° and the systematic rock joint in the surface bedrock strikes N 67° W ±2°This suggests that a directional stress oriented N 70° W produced the folds and influenced the directions of coal cleat and systematic joint sets. Analysis of SLAR indicates three directions of prominent regional lineation: N 39° E, N 31° W, and N 70° W. Little gas was encountered during development mining; large volumes of gas are encountered when roof falls. Most of the gas comes from strata above the mined coal; therefore, to control methane, roof instability must be controlled. Roof falls and high rates of methane emission are most likely where less than 30 feet of many thin layers of limestone, shale, and sandstone occurs between the Lower Kittanning coal and the next coal and in zones along the margins of a sandstone channel.

Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

How It Works Five fire hazard areas identified for special attention are: electrical control room, high voltage transformer enclosures, circuit breaker rooms, collector ring/roller path area, and the automatic lubrication rooms. Statistical data on injuries in the metal and nonmetal industry of the United States first became available to the Bureau of Mines by collecting reports from the operators for the calendar year 1911. Since then reports have been collected annually. The present bulletin, covering the calendar year 1954, is the 31st publication (1933-34 was published as Bulletin 398) containing statistical data on injuries at metal and nonmetal mines and related plants, and it 1s the first such bulletin to be published since 1942. The last publication was Bulletin 461, Metal and Nonmetal-Mine Accidents in the United States, 1942. The unpublished statistics for 1943-53 may be found in the Appendix of this bulletin. The Bureau of Mines is authorized to collect data on injuries and related employment at metal and nonmetal mines, but there is no Federal law that compels operators to submit such information. Therefore, all materials submitted are voluntary responses to the Bureau's requests for information. The figures presented herein may not be complete for the entire industry, nevertheless, every effort has been made to make them so, and the data given are believed to be representative of the hazards to which metal and nonmetal workers are exposed. Moreover, the figures are comparable as between States-which is significant in view of the lack of uniformity among the States as regards classes of plants covered by State laws, classes of injuries covered by State reports, and other factors that tend to make it impracticable or impossible to compare the injury experience of one State with that of another or comprehend the relative importance of the various causes of injuries in the industry as a whole.

"INTRODUCTION Considerable interest was shown .prior to and during World War II in the winning of metallurgical-grade alumina from anorthosite, kaolin, siliceous bauxites, diasporic clays, and other aluminum-bearing ores. Laboratory and pilot-plant investigations were made on many of these ores by the Bureau of Mines, and a series of reports on them is being prepared. This report covers the tests made on the application of the lime-soda-sinter process to anorthosite, which is a mixture of albite, NaAlS1308, and anorthite, CaAl2Si208. Extensive deposits of anorthosite occur in the Laramie Range in Wyoming and extend into Colorado; other deposits are found in New York, with outcroppings appearing in Vermont, Maine, and Labrador.Anorthosito can not be treated by the Bayer process for the production of metallurgical-grade alumina, because excessive losses of soda and alumina occur from the formation of sodium-aluminum silicate due to the large amount (50 percent) of silica in the ore.RESULTS OF INVESTIGATIONSSmall-scale laboratory tests supplemented by pilot-plant runs have demonstrated that the alunina and soda occurring in the Wyoming anorthosite from the Laramie Range can be extracted and recovered satisfactorily by the lime-soda process. It has been shown that liquors containing approximately 95 gram of A1203 per liter can be consistently produced at Na20:A1203 ratios from 1.75 to 2.27, and that these liquors can readily be desilicated and carbonated to yield high-grade alumina trihydrate of quality comparable to that essential for cell-grade alumina. The optimum results were obtained with Na20:A1203 mol ratio of 1.03 and Ca0:Si02 ratio of 2.14 in the sinter when calcined at an average temperature of 2,444ºF. for 25 minutes."
