Decrease dust concentra¬tions of longwall face workers by keeping them up¬wind of the headgate stage loader and crusher. Approach Direct the face airflow from tailgate-to-headgate, the direction of coal transport. How It Works Ventilation is the primary method of dust control on longwall faces, and the most effective ventilation control is to put workers upwind of dust sources. Recent ad¬vances in longwall dust sampling by the Bureau have shown that on some faces, the headgate crusher and transfer points are signifi¬cant sources of dust -some¬times making up more than half of the total dust to which the face workers are exposed. Also, when the air is coursed from head-to-tail, the relative velocity between the air and moving coal on the face conveyor can cause dust entrainment from the conveyor, particularly if the coal is dry. On the faces where these dust sources are a signifi¬cant problem, they may be eliminated by coursing the air from tailgate-to-headgate, provided that the mine roof is stable enough to permit the necessary intake of the tailgate along with an aux¬iliary intake at the headgate.

The major fire and fire injury findings for all metal/nonmetal mining categories for 1990-2001 are shown in tables 64-65. Table 66, partly illustrated in figure 22, shows the number of fires, fire injuries, fire fatalities, risk rates, employees' working hours, and lost workdays for all metal/nonmetal mining categories by time period. For all metal/nonmetal operations (including stone and sand and gravel), a total of 518 fires occurred during 1990-2001; 296 of those fires caused 308 injuries and 4 fatalities (Ewhr = 4,012 x 106 hr, In = 0.015, LWD = 36,204). Thirty fires and 26 injuries involved contractors. The greatest number of fires and fire injuries occurred at surface operations; the highest risk rate values were also calculated for surface operations. The number of fires increased during the first four 2-year time periods (1990-1991, 1992-1993, 1994-1995, and 1996-1997), then decreased during the last two periods (1998-1999 and 2000-2001). The number of injuries showed a decrease throughout the periods, accompanied by an increase in employees' working hours. Twenty-five firefighting interventions by mine rescue teams in underground mines and at least 30 interventions at surface operations were required to combat these fires. However, 45 fires destroyed or heavily damaged facilities and equipment (including 19 pieces of mobile equipment) because of failure of firefighting methods, late fire detection, undetected fires, or fire size. Ninety-seven fires were detected late, and 30 fires were undetected. The ignition sources that caused the greatest number of fires were flame cutting/welding spark/slag/flame (169 fires or 33% with 137 injuries), hydraulic fluid/fuel sprayed onto equipment hot surfaces (89 fires or 17% with 46 injuries and 3 fatalities), heat source/explosion and flammable liquids/ gas/refueling fuel on hot surfaces (98 fires or 19% with 73 injuries), electrical short/arcing (51 fires or 10% with 16 injuries), and spontaneous combustion/hot material (46 fires or 9% with 17 injuries). The flame cutting/welding spark/slag/flame source caused fires usually involving welders' clothing or oxyfuel/grease and other materials (including chute and dust collector liners, flammable liquids, belt material, crusher, hopper and shaker deck materials, washer plants, equipment mechanical components, stampler breaker, hydraulic fluid, rubber tires and hoses, gear boxes, bin feeder, dump rope cables, screen liner and screen panel, kiln and shaft material, pipelines, liquor pumps, wood pallets, electrical junction boxes, handrails, grease, refuse, shop and wood). The spontaneous combustion/hot material and electrical fires were usually detected late due to lack of combustion gas/smoke detection systems. Bench-scale laboratory tests were made by the Bureau of Mines of a segregation-flotation concentrate, assaying 20.43 percent copper, to investigate the influence of various ratios and concentrations of ammonia and carbon dioxide on copper extraction. Leaching the concentrate with a solution containing 900 pounds of ammonia and 360 pounds of carbon dioxide per ton of feed, followed by washing the leach residue with 1.75 tons of a 10-percent solution of ammonium carbonate and about 1 ton of water (as steam) per ton of solids, resulted in a copper recovery of 96.3 percent. Resegregation and flotation tests of the washed residues revealed that 85 percent of the copper in the residue could be recovered. Steam distillation tests of a typical ammoniacal leach liquor, assaying 39 grams copper, 105 grams ammonia, and 77 grams carbon dioxide per liter, recovered over 99 percent of the copper as a mixed oxide-carbonate precipitate. The ammonia losses in leaching, filtering, washing, and distillation were 0.12 pound per pound of copper recovered in the precipitate. Calcination and subsequent hydrogen reduction of the precipitate yielded a metallic copper powder assaying 98 percent Cu, 0.87 percent Si02, 0.10 percent MgO, 0.54 percent CaO, and 0.41 percent R203.

Mineral industry activity in many of the smaller Caribbean Island countries has remained minimal. For this reason, specific references to Bermuda, Guadeloupe, Martinique, and the Netherlands Antilles have been removed from textual and trade table presentations. Any significant future developments will be reported as they occur. Readers are referred to earlier Minerals Yearbook editions for previous information. Table 1 production statistics have been modified in some instances. References to certain nonmetal commodities were eliminated because information has often been unreliable. Their inclusion in table 1 was not considered important to either an overview of the area or to compatibility with volume I of the Minerals Yearbook.

At its annual meeting on March 5, 1928, in Washington, D. C., the Joseph A. Holmes Safety Association gave to the Ford Collieries Co., Curtisville, Pa., a certificate of honor for "having worked 922,628 underground man-shifts from August 14, 1920, to December 31, 1926, producing 5,755,669 short tons of coal without a fatality." This remarkable record certainly deserved recognition. It developed that this company's freedom from fatalities continued until October 2, 1929, hence the full period during which no underground fatalities occurred was from August 14, 1920, to October 2, 1929, or 9 years, 1 month, and 18 days, the total tonnage being over 7,700,000. Table 1, shows the complete safety record of the Ford Collieries Co. since 1920 as given by the officials of the company. The first item in Table 1 shows a remarkable performance. This company since 1920 has mined 15 times more coal per fatal accident than the average pro- duction per fatal accident for the State of Pennsylvania in 1928 (255,257 tons). Excluding the two fatalities (one in 1922 and one in 1929) the severity rate for the same period has been 1.259 per thousand hours worked, a record of which the company may justly be proud. However, including the fatal accidents the rate is 2.407. This compares favorably with an average of 12.4 in 1928 for 66 mines in the National Safety Competition. The Ford Collieries Co. operates three mines located in the vicinity of Curtisville, Allegheny County, Pa. One of these mines, Benjamin No. 1, is idle at the present time. The officials are: A. R. Pollock, general manager, Curtisville, Pa., and C. W. Pollock, assistant general manager in charge of safety and operation.

PURPOSE The Temporary Face Support System (TFSS) consisting of beams, posts and carrying-emplacing equipment was developed to provide temporary supports between the working face and the permanent roof supports. 2. GENERAL DESCRIPTION The system consists of: ? A Beam And Post Carrier And Deployer (BAPCAD), a self-propelled machine that carries as well as emplaces the beam-and-post sets. ? Lightweight mechanically self-deploying posts designed to safely support a load of 10,000 pounds each. ? "Usually a newly developed machine leaves the factory ""on a wing and a prayer."" The manufacturer hopes that the operator will hasten to report defects. In turn, when the suggestions arrive the manufacturer makes the required changes and maintains close collaboration with the operator. Thus the history of our machines of today is written.Laboratory concentration tables are exceptions to growth by experiment and collaboration. Their operation never enters directly into the cost sheet; they are seldom used for longer periods than 10 minutes; and the experimenter, while hurrying to another job, accepts the table, good or bad, for a quick test on his ore. Thus we go back about 50 years when we use the preset in factory-built laboratory table.The Southern Experiment Station, Bureau of Mines, in cooperation with the University of Alabama, recognized the existence of a tabling problem net usually considered. That is, instead of using the table to test the ore, the ore was used to test the table. In this critical examination of laboratory table six defects were encountered (and remedied). They are:"

The Bureau of Mines investigated the presence and extent of methane accumulations in mine roof cavities using a full-scale mine model. Methane was released at a constant rate into the roof of a cavity built onto a 700-ft wind tunnel. Two box-shaped roof cavities were used in the study: one had a volume of 114.7 cu ft; and the other had a volume of 57.3 cu ft. Methane concentration was measured at 28 sampling points in the cavities using 21 different combinations of gas emission rates and air velocities. Brattice hung in the cavity helped reduce methane concentrations without auxiliary ventilation. It was also found that the effective ventilation rate increased by a factor of 40 in the large cavity and by a factor of 20 in the small cavity when air velocity was increased from 100 to 600 fpm.

The purpose of this study was to examine the lifting capacity of low-seam coal miners in four restricted work postures (roof heights of 36", 40", 44", and 48"), investigate the associated metabolic costs, and to examine electromyographic (EMG) data from eight trunk muscles during the lifting procedure. Subjects were thirteen underground miners accustomed to handling materials in restricted work postures. Each subject performed two twenty-minute periods of asymnetric lifting in each of four postures during the day of testing. The. frequency of lifting was 10 lifts per minute. A specially designed lifting box incorporated microswitches in one handle of the box and another in the bottom of the box, in order to examine the trunk muscle function at specific points during the lfting cycle. The data collected will be used by the Bureau of Mines to make recommendations for lifting materials in low-seam coal mines.

Growing concern from labor unions, regulatory agencies, and industry about the safety of a prevalent underground coal mining method which utilizes remote control has prompted human factors field evaluation of mining activities. Remote control operations were implemented with little consideration given to human-system interactions. Ideally, collecting and analyzing information prior to implementing new technology would have helped to address potential problems. One such problem that operators and other mine personnel are faced with is the question of where they should safely position themselves to avoid injury while remotely operating machinery. To determine work methods employed by machine operators before and after implementation of the new method, work sampling techniques have been used to provide data about positioning of face crew members at different points in the mining cycle. This data provides information for optimal positioning, leading to safer operating procedures and identifying training shortfalls.

The extremely sluggish oxidation of steel scrap was appreciably accelerated when the charge was pretreated in aqueous solutions of sodium metavanadate or sodium molybdate. The degree of oxidation acceleration was inversely correlated with the melting point of the promoter oxide possessing the highest valency. The magnitude of oxidation enhancement exhibited a systematic inverse dependence on the duration of pickling processes; mere dipping of the oxidizable charge in the vanadate bath was most effective. In general, the rate of steel scrap oxidation increased with increasing concentration of the pickling reagent. The results are explained on the basis of the hydrolytic decomposition of the pickling agent with subsequent slow interaction with the metal surface, coupled with the tendency of vanadium to form polyanions in alkaline media. The data not only served to elucidate the mechanism by which catastrophic oxidation takes place, but also showed that the accelerating species need not be alloyed with the oxidizable metal; surface impregnation by minute amounts of the accelerating species can still produce catastrophic effects.

"The underlying principle of the storage battery was discovered within the memory of many still living, hence storage-battery locomotives, which were made possible by this discovery, represent a still more recent development. The Journal of the Franklin Institute for December, 1883, gives an account of the building of an electrical omnibus by The Electrical Storage Battery Co., of Millwall, London, This, if not the first, was among the first attempts to, use the storage battery as the source of energy for locomotion.During the period 1888 to 1893 occasional attempts were made to apply this idea practically, but not much was achieved along useful lines.. The progress during the next, 15 years was slow, and little success was achieved. Therefore, the last two decades may be considered the successful development period of the storage-battery locomotive.In coal mining, the application of the storage-battery locomotive is chiefly in gathering service in competition with animal or cable-reel locomotives. The locomotive delivers empty cars to the rooms or working places where the coal is being mined and hauls the loaded cars from the rooms. The length of haul depends upon the distance of, the junction point from the active workings of the mine. As a rule the haulage from the junction point to the foot of the shaft or bottom of the slope is done by trolley locomotives, but in some instances where the grades permit this main-line haulage work it: performed by storage-battery locomotives.As the place storage-battery locomotives occupy with respect to safe haulage in gassy mines appears to be misunderstood, it is the purpose of this paper to clarify this point.Those who originally designed storage-battery locomotives had no thought of safety in mind and it is just as well that they did not, as these early types of storage-battery locomotives with open controller open motor, open rheostats, flimsy headlights, and crude wiring were very dangerous electrically and not at' all suitable for use in a gassy mine. These locomotives, however, were placed in mines in which open lights were permitted and they replaced considerable animal haulage. Later they were gradually introduced in mines where closed lights were used, but in most cases these mines were not extremely gassy."

The Technical Study Panel on the Utilization of Belt Air and the Composition and Fire Retardant Properties of Belt Materials in Underground Coal Mining (hereafter referred to as the Panel or the TSP) was established by Section 11 of the Mine Improvement and New Emergency Response Act of 2006 (MINER Act). The Panel was charged with providing “independent scientific and engineering review and recommendations with respect to the utilization of belt air and the composition and fire retardant properties of belt materials in underground coal mining.” The TSP was impaneled by the Honorable Elaine L. Chao and commenced its work on January 9, 2007. At this first meeting, Mr. Richard E. Stickler, Assistant Secretary of Labor for Mine Safety and Health, asked the Panel to report on many issues including how recent technological advances could be applied to atmospheric monitoring systems, point-type heat sensors, current state of fire-resistant vs. fireproof belt materials, and belt fire suppression systems to improve miner safety. In addition, Mr. Stickler asked the Panel to review belt air velocity limitations. The Panel members attended 12 days of public meetings over a nine-month period. Three of the public meetings were scheduled for the Panel to hear from technical experts and those persons or organizations interested in providing input. The meetings were held in Coraopolis, Pennsylvania with emphasis on belt fires, belt maintenance, belt flammability and toxicity, ventilation, and escape issues; in Salt Lake City with emphasis on ground control and convergence issues; and in Birmingham with emphasis on fire detection, sensors and atmospheric monitoring systems. National Institute for Occupational Safety and Health (NIOSH) researchers, Mine Safety and Health Administration (MSHA) personnel, representatives of the major belt conveyor manufacturers and a representative of the National Mining Association provided discussions at the Coraopolis meeting. In Salt Lake City, Utah, MSHA district managers and ventilation specialists, a member of the Aracoma Mine No. 1 investigation team, a representative of the Bureau of Land Management, and industry and consulting representatives of the Utah Mining Association and the Colorado Mining Association made presentations. In Birmingham, Alabama, atmospheric monitoring system representatives, NIOSH researchers, representatives of coal mining companies, and UMWA workers from two Alabama mining companies made presentations. In addition, a staff member of The Center for Regulatory Effectiveness also presented comments to the Panel. In conjunction with the meetings in Salt Lake City and Birmingham, three-member subcommittees of the Technical Study Panel made field visits to the Skyline Mine, the Aberdeen Mine, and the Jim Walter Resources Mine No. 4. The mine visits were scheduled to see first-hand the mining conditions under which belt air was being utilized as an additional source of intake air for working sections.

Rivers in industrial and raining areas frequently are contaminated by material dumped into them causing the water to carry in suspension large amounts of silt, which subsequently is deposited alone; the banks and, ultimately on the agricultural lands if the water is used for irrigation purposes. Two common examples of this practice are the dumping of breaker refuse in the anthracite region of Pennsylvania and the dumping of tailings from the metallurgical mills in various metal-mining districts. Studies in stream pollution and its resultant problems are very important, and surveys are constantly being made by Federal and State agencies, as well as by private companies, to determine the quantity of solids actually being carried by these watercoarses. These studies require accurate sampling of the silt-carrying water to determine the amount of solids within reasonable limits. A device that will obtain reasonably accurate samples of material from silt-bearing streams is described in this circular.

"This paper deals with the description of the capabilities of a unique rotary coal cutting simulator which has been designed and fabricated at West Virginia University. It operates under the simulated mining conditions with in-situ stresses (horizontal and vertical stresses) being applied to a coal block of 18 in. x 15 in . x 6 in located in a suitably designed confining chamber. Cutting drum rotation can be varied from 1 to 40 rpm with the capability of stopping the drum after a predetermined number of rotations. Tests can be performed with four different bit angles, 15, 30, 45 and 60 degrees . A maximum of seven bits could be used in seven different orbits. Various cutting depths up to a maximum of 4 in. is possible.Monitoring devices constitute, Linear Variable Differential Transformers (LVDTs), pressure transducers, cascade Impactors, flow meters, flow controls and drum cutting speed. LVDTs are used to monitor the displacement of the coal block as well as the depth of cut. Pressure transducers are used to monitor the changes in pressure, both due to the thrust and due, to the intermittent cutting nature of the rotary cutting. Flow controls will be used to run the drum at a set rpm between 1 and 40 and to provide a different rate of advance. All the above mentioned devices can be operated and monitored by a fully automated control system. Six-stage cascade impactors are used to determine the mass distribution of dust along the rotation path of the drum. The fracture size, shape and Intensity can be studied by optical microscopy and the dust entrainment by using high speed photography.This equipment will basically be used to study the fracture mechanism in coal, associated with operating and in-situ parameters and further relate It to dust generation and entrainment In underground coal mines."

Kettlebottoms are columnar masses of rock--the preserved casts of ancient tree stumps--embedded in coal mine roof strata (of which they are a part). Because unsupported kettlebottoms can detach from a mine roof without warning, they are a hazard to miners. The primary objectives of this investigation were (1) to better define and describe kettlebottoms and (2) to evaluate kettlebottom support techniques in terms of safety and effectiveness. A telephone survey of mine operators, interviews with Mine Safety and Health Administration (MSHA) personnel, and underground mine visits were conducted in Pennsylvania, West Virginia, and Kentucky. Information gathered during this investigation indicates that the size and frequency of kettlebottoms in mine roof are dependent upon past geologic events and biological processes active during the deposition of roof sediments. To ensure the safety of mine personnel, all undermined kettlebottoms should be supported. The roof should be bolted next to kettlebottoms less than 3 ft in diameter, close enough to allow a portion of a wood or steel header to be extended beneath each kettlebottom for support. Two bolts and a wood plank or steel strap should be employed to support kettlebottoms over 3 ft in diameter.

The Bureau of Mines conducted corrosion tests of 18 commercial alloys in H3 P04 -phosphate rock or A1,03 slurry, in 10 pct HF, and in 25 pct H2 SiF6 to simulate three environments anticipated in a Bureau process to extract fluoride values from phosphate rock. Small alloy coupons were rotated in duplicate tests at 4.4 to 21 fps in the slurry at 170° C to determine rates of erosion-corrosion. At 4.4 fps the lowest rates, in mils penetration per year (mpy), were measured for Hastelloy C-276 (<20), Hastelloy B (30), and Inconel 625 (150);the rates increased at 21 fps to 55 mpy, 45 mpy, and 1,000 mpy, respectively. The corrosion rate for all alloys exceeded 40 mpy in either the equilibrium vapor or liquid phases of aqueous solutions containing 10 pct HF or 25 pct H2SiF6 at 100° C. Uniform corrosion in 10 pct HF at 50° C was observed only for Inconel 625 (22 mpy), Hastelloy C-276 (43 mpy), and Illium 98 (17 mpy). Inconel 625 (0.75 mpy), Hastelloy C-276 (1.3 mpy), Illium 98 (1.7 mpy), and Incoloy 825 (0.45 mpy) were attacked uniformly in 25 pct H2SiF6 at 50° C.

In 1927 Coghill5 showed that there is considerable liberation of the iron oxide mineral from gangue when the Alabama red iron ores are ground to a size suitable for classification and tabling, but that there is not sufficient to make possible a high extraction and a high grade of concentrate. Coghill states: High extraction and high grade of concentrate cannot be obtained without grinding to a size comparable with flotation or cyanide practice. If grade of concentrate be sacrificed the grinding need not be so severe.
