The economy of Belize continued to be relatively unaffected by activity in the minerals sector. Mining production consisted of limestone, marl, and sand and gravel. All production was used for domestic construction projects. By the end of 1979 the major oil companies had, temporarily at least, ceased active exploration efforts. Esso Ventures, Inc., after drilling three dry holes in southern Belize, planned to reappraise its activities. The Reef Exploration, Ltd., concession was acquired by Anschutz Oil Co. (81.25%). with minority interests held by Anglo Oil Co. and Carolina Oil Co. The Anschutz group drilled offshore in the Gulf of Honduras and in Belize Harbor. Echo Exploration has a con-cession along the Mexican border and Spar-tan Petroleum Corp. obtained seven exploration licenses covering 768,000 acres in northern Belize. Spartan's concessions included about 130,000 acres offshore, with the remainder along the southeastern rim of the Yucatan Peninsula. Placid Oil Co. took an interest in the Spartan acreage and became operator. Seismic exploration was underway in 1979. A Mexican company, Pan American Oil and Gas, S.A., was awarded two exploration concessions, one in southern Belize and one near the Mexican border.

Techniques are being developed for measuring the mass concentration of respirable diesel exhaust particles found in underground coal mines. Studies have been conducted over the past five years to investigate size selective 18Dlpling techniques to measure the respirable mass concentrations of diesel exhaust and mine dust aerosol particles in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler.Three personal diesel exhaust aerosol samplers have subsequently been designed and evaluated in both laboratory and field settings. These samplers use size selective classifiers for the determination of respirable mass concentrations of mineral dust and diesel exhaust particles. Their designs are based on the premise that diesel exhaust particles are predominantly less than 0.8 µm while mineral dust is greater than 0.8 µm.One design, selected for field evaluation, consists of a 10 mm nylon respirable dust cyclone followed by a 0.8 µm cutpoint impactor and afterfilter. The cyclone removes the nonrespirable particles while the inertial impactor state, collects the mineral dust on an impaction plate and allows the diesel particles to penetrate to an afterfilter. The two sample fractions of the respirable particles ( <0.8 µ.m and >0.8 µm) are gravimetrically analyzed to determine the concentrations of the diesel and mineral dust portions in the respirable coal mine aerosol."

This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Bolivia has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State. SYNOPSIS OF LAW All useful substances of the mineral Kingdom belong originally to the State. The soil and subsoil are regarded as two distinct parts, the latter extending indefinitely in depth (Art. 2). The subsoil is under the dominion of the State, which may either abandon it to common use, grant it gratuitously to the owner of the soil, or alienate it, in return for an annual fee, to any individual or association that applies for it. A previous report of the Bureau of Mines dealt with the toxicity of dichlorodifluoromethane, a new refrigerant that has a remarkably low toxicity. Continued research by the Frigidaire Corporation and toxicological experiments performed in the Laboratory of Applied Physiology of the University of Cincinnati revealed another organic fluoride, dichlorotetrafluoroethane, whose toxicity also appeared to be of a very low order and whose physical and chemical properties make it suitable for refrigeration purposes. In addition to low toxicity, safety in its use is further enhanced by its physical properties, which permit the design of equipment that operates at comparatively low pressures and hence mitigates the dangers and problems of leakage. The investigation described in this report was performed by the Bureau of Mines at the request and with the cooperation of the Frigidaire Corporation.

REAM is a unique method of rock breaking using high energy projectile impact. This report-describes the most recent in a series of tests demonstrating mining applications for the REAM method. In an underground limestone mine at Greer, West Virginia, REAM was used to drive a short tunnel and drill a large diameter borehole. Along with breakage data from these tests the goal of the program was to examine environmental problems which might result from the use of cannons under-ground. A total of 103 shots was used to advance a 14-l/2-feet high by 10-feet-wide face a distance of 5-1/2 feet. It is estimated that the 9.3-pound-concrete projectiles launched at 5000 feet per second will break an average of 0.78 tons of limestone or 67 percent of the 1.125 tons of granodiorite broken in previous tests. The 9-inch-diameter borehole was drilled horizontally by repeated axial impact for 7 feet, 2-1/2 inches by 21 shots giving an average of 4.12 inches per shot. Scaling this result to compressible impact energy yields an estimated 5.8 inches per shot for a 12.8-inch-diameter hole compared to 8 inches per ~hot for a 16-inch-diameter hole in granodiorite. Noise measurements indicate that a silenced cannon can be used within a few hundred feet of mine personnel in a room and pillar mine within the legal limit of 140 dB impulse without additional protection. Some fume measurements were made with satisfactory results, even though the military propellants used produce much greater quantities of toxic fumes than the liquid propellant proposed for the future.

Limited geographically by size and geo-logically by origin, smaller countries and territories of the Caribbean are nonetheless engaging in efforts to encourage the initiation of mineral and mineral-related industries. Petroleum dominates the minerals sector, which otherwise consists principally of minor quantities of construction-oriented materials, usually for local consumption. The increased cost of petroleum has adversely affected most of the world, but these islands with their economies precariously balanced on the uncertainties of agriculture and tourism are especially vulnerable to petroleum&apos;s direct and indirect costs. In 1975, the Government of Antigua acquired the financially troubled West Indies Oil Company refinery at St. Johns. The refinery ceased operations in 1976. In 1979, negotiations were underway to sell Ashland Oil Co. an interest in the small, 20,000-barrel-per-day refinery for $6.6 million. In 1977, Antigua granted petroleum exploration rights to the Antigua Mineral Exploration Company, which planned to drill in an undefined offshore area, possibly between Antigua and Barbuda. The company expected to spend about $200,000 per year through 1982. There have been no reports on its activity.

[Iron oxides, when reduced at temperatures below 900° form a dark gray substance, very porous bait otherwise in almost the same form as the original particles. In the temperature ire range of 1,000 to 1,100° the product is pertly sintered but still shows the outlines of the original particles. Those products are known as "sponge iron." At temperatures of 1,100 to 1,2000 the metallic iron begins to flow together and to a semifused, pasty, porous mass called a "bloom," which can he worked under a hammer to form a product similar to wrought iron; it contains slag inclusions and is too low in carbon to make steel. If the temperature is 1,300 to 1,300°, part of the iron will fuse enough to absorb more carbon. The dissolved carbon lowers the melting point and still more carbon is absorbed. The melted portion acts a flux for the unmelted metallic particles until the entire mass becomes a high-carbon fluid known as "cast iron." Sponge iron was probably the form in which the first iron was recovered from the ores. As early as the eighth century the Catlan forge3 developed into a low-shaft furnace known as the "high bloomary," in which iron eras produced in the form of a pasty mass. In 1340 the first blast furnace was built in Belgium. The greater part of the iron was made into wrought-iron blooms by crude puddling processes. Charcoal was used as the fuel until tie latter part of the 17th century when coke was used in England. In 1865 Bessemer built his first converter in. England, and within a few years the Siemen&apos;s regenerative open-hearth furnace was developed, also in England. Enormous expansion in the metallurgy of iron followed. The idea of "direct processes" for the production of iron arid steel has persisted throughout all this time. The production of steel from sponge iron has theoretical advantages over the present-day standard methods, and handreds of so--called "direct processes" have been proposed or tried during the past century.4]

The Black Rock mine is located in the northeast corner of the Butte district, about 3 miles from the center of the town of Butte, and is owned and operated by the Butte & Superior Mining Co.

The United States is the world&apos;s largest consumer of tin and depends entirely upon foreign imports for its major source of supply. Only a small quantity of tin is produced on the North America continent. The advent of the war in Europe in 1939?brought a threat to our foreign sources of supply, and the Congress took steps to forestall shortages of tin and other metals. By authority of the Strategic Minerals Act, passed by Congress in 1939, and subsequent legislation, the Bureau of&apos; Mines ?and Geological Survey conducted investigations of domestic tin deposits. Most of the tin that has been produced in North America came from the Seward Peninsula, Alaska.

As part of the Bureau of Mines research program on recovering alumina from domestic resources, methods for extracting iron from aluminum sulfate solutions (obtained by leaching kaolinitic clay with dilute sulfuric ,acid) were investigated. In countercurrent extraction experiments at a l-gal/hr flow rate of aluminum sulfate leach liquor, the iron concentration &apos;was decreased from 1.4 g/l to 0.01 g/l after four stages of using a primary amine extractant. The iron-loaded amine solution was regenerated in five stages using 3[N] sulfuric acid or in four stages using 6[N] sulfuric acid. The aluminum sulfate solution obtained was suitable for the preparation of alumina meeting cell-grade standards of less than 0.01 pct iron.

This U.S. Bureau of Mines (USBM) report discusses the results of research conducted in the USBM experimental mine at its Lake Lynn Laboratory to determine the alarm times of smoke and carbon monoxide(CO) sensors, and a point type heat sensor (PTHS) to slowly developing coal-conveyor belt fires. The tests were conducted at air velocities of 0.44 and 0.97 m/s. The data clearly indicate that smoke sensors provide earlier warning of fire than 10 ppm CO sensors, and that 10 ppm CO sensors provide earlier warning than PTHS. A success rate of 1.0 (indicating detection of every test fire) was obtained for both smoke and CO sensors. For the PTHS, the success rate was 0.57 at the lower air velocity, decreasing to 0 at the higher air velocity. Data are also presented showing the sequence of fire events and detection events at the two air velocities as a function of time. Results show that early detection and warning of underground mine fires will improve the probability of miners’ escape.

This U.S. Bureau of Mines report details the results of a series of large-scale experiments where small coal fires were used to ignite the conveyor belt at air velocities ranging from 0.76 to 6.1 m/s. In the tests, electrical strip heaters imbedded within a pile of coal were used to heat the coal to a point of flaming ignition. The flaming coal subsequently ignited the conveyor belt located approximately 5 to 10 cm above the coal pile. During the tests, temperature, CO, and smoke levels were continuously measured in order to determine both alarm time and level as the fire intensity progressed through the stages of smoldering coal, flaming coal, and flaming coal plus flaming belt. Analysis of the data leads to certain conditions of air velocity and sensor alarm levels that are required for early detection of conveyor belt entry fires. Two nomographs are presented, which define sensor alarm levels and sensor spacings as a function of belt entry cross-sectional area and belt entry air velocity.

Mining did not contribute significantly to the economy of Benin, a small country on the coast of West Africa, during 1978-79. During these years, Benin continued to be rated by the United Nations as one of the 25 least developed countries in the world; its gross domestic product was under $200 3 per person per year. Salt from seawater, sand and gravel, bricks, and imported clinker for cement were the only minerals which contributed to the economy. Minerals were not expected to play an important role in the commercial sector of Benin&apos;s economy during the next decade. Joint projects included infrastructure development to create a coordinated road and rail system between Niger and Benin that was begun in 1960 as ?Operation Hirondelle." In 1976, an agreement for the construction of a rail link from Niamey, Niger, to Parakou was signed. At Parakou, the rail line would join the existing line to the port at Cotonou. Construction of the rail line was expected to take 6 years, and the cost was estimated at $287 million in 1979. During late 1979, the Federal Republic of Germany granted Benin a loan of $12 million for reconstruction of the port at Porto Novo. Benin and Nigeria were discussing a joint adventure in crude salt exploitation.

"The American Consul at Guatemala City reports that the Guatemala Marble Mining Company is preparing to operate a marble quarry about 13 miles from the railroad station of Zacapa, which station is a little over 100 miles from Puerto Barrios, the nearest port from which the product may be shipped. The deposit is extensive, and though somewhat broken up in places, great quantities of sound marble are available. It is claimed that the marble is equal in quality to the best product of the Italian Carrara quarries.Access to the quarry by rail is obtained by a spur track of the International Railways of Central America (Ferrocarril Internacional de Centro America) from Marmol, 3 miles south of Zacapa. This spur is about 5 miles long and terminates at the foot of the mountains. A double-track incline cable-way 2000 feet in length has been constructed to bring the marble down the mountain. From the top of the incline to the quarry there is a railway six miles in length over which the rock will be hauled by two side-geared Shay locomotives."

Some of the geochemical relationships that exist between subsurface fluids and the associated geologic strata in petroleum producing areas of Louisiana have been determined. Samples of petroleum-associated water were obtained from 126 wells in Louisiana that produced from sediments of three geologic ages: Tertiary, Cretaceous, and Jurassic. The samples were trans-ported to a central laboratory for analysis of chemical composition, using standard methods, to determine if the compositions varied with the geologic strata of their source and, if so, why. The dissolved constituents were com-pared with those of a brine that was concentrated by evaporation. The concentrations of bromide, calcium, and strontium were useful in distinguishing the brines produced from sediments of a late age from those of an earlier age. The concentration ratios of Mg&apos; (total equivalent magnesium) and bromide indicated that dolomitization probably had occurred and altered the composition of the brines. A principal-components analysis of the data indicated an inverse relationship between depth and concentrations of bromide, strontium, calcium, and lithium.

The helium resources base of the United States was estimated by the Bureau of Mines to be 1,040 Bcf as of January 1, 1987. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas reserves, 265 Bcf, (2) helium in probable natural gas resources, estimated at 228 Bcf, (3) helium in possible natural gas resources, estimated to be 320 Bcf, and (4) helium in speculative natural gas resources, 227 Bcf. These helium resources are further divided into depleting and nondepleting, with the helium in storage being in a separate classification. The depleting resources are those associated with natural gasfields that are, or will be, produced for the natural gas they contain. Almost all of the helium in potential (probable, possible, and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 951 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, i.e., those in shut-in, abandoned, or otherwise nonproducing natural gasfields, are estimated to total 53 Bef. There is 36 Bcf of helium in storage in the Federal Government-owned Cliffside Gasfield near Amarillo, TX.

Demand for arsenic trioxide exceeded supply in 1978 and 1979, and the major domestic and foreign producers allocated available supplies to customers. Major demand has been from the cotton-growing and wood-preserving industries. Ample supplies of arsenic metal produced in the United States and Sweden were available in 1978 and 1979. Major demand for metal was from the automobile battery industry in Japan, Europe, and the United States. Legislation and Government Programs.-The Occupational Safety and Health Administration (OSHA), promulgated the final standard on the occupational exposure to inorganic arsenic, effective August 1, 1978.2 The need for the standard was a result of OSHA&apos;s conclusion that inorganic arsenic is a human carcinogen. The purpose of the standard was to minimize the incidence of lung cancer among workers exposed to inorganic arsenic. The maximum exposure to arsenic was lowered from the previous ceiling of 500 micrograms per cubic meter of air to 10 micrograms per cubic meter over an 8-hour time period. OSHA had originally recommended a ceiling limit of 4 micrograms per cubic meter in January 1975. Provisions of the new standard require exposed employees to wear respirators and undergo continuous medical monitoring. Other provisions establish regulated areas limited to authorized employees and require the construction of special lunch-room and worker hygiene facilities and the posting of signs and labels warning of the presence of arsenic. The new arsenic standard will have a significant economic impact on copper, zinc, gold, and lead smelters as well as consumers of arsenic trioxide. A number of copper companies have joined together to contest the standard in court. However, measures to comply with the standard have been initiated by ASARCO Incorporated at its Tacoma, Wash. plant.

Differential thermal analysis measurements were used to characterize a phase diagram for the KF-YF3 system at compositions between 0 and 60 mole-percent YF3, A congruent melting point compound was observed at 3KF?YFs, which melts at 965°±5° C and undergoes solid-state decomposition at 725°±2° C. One peritectic and two eutectic compositions are also defined.
