Coal deposits in the Boulder-Weld County coalfield in Colorado are analyzed in relation to economic factors governing the growth, stability, and competitive potential of the coal industry. Recoverable reserves, estimated to be 571 million tons, are discussed in detail, particularly those in the Erie and Frederick Quadrangles. Geology of the coal measures, quantity and quality of water resources, and chemical and physical properties of the coal are described. Coal production factors, including mining techniques and equipment, labor requirements, transportation facilities and rates, and markets, are considered for coal's position in competition with alternate fuels. Growth of the fuels market, through increasing thermal-electric power generation in the Denver Metropolitan Area, will stimulate coal production in Colorado. Reserves of the contiguous Boulder-Weld coalfield, if mined in a sustained, year-round, high-tonnage operation, could be used to supply much of that fuel demand.

1. A total of 14,413 mining operations reported employment to the Mine Safety and Health Administration (MSHA). Nearly half (48.9%) were sand and gravel operations, followed by stone (28.5%), coal (14.7%), nonmetal (5.7%), and metal mines (2.1%). 2. Mine operators reported 240,000 full-time equivalent workers1 (down 3.9% from 1999). Independent contractors reported 42,000 full-time equivalent workers working on mine property (up 8.6% from 1999). Coal operators accounted for 26.8% of reported employee hours, followed by stone operators (25.9%) and sand and gravel operators (12.1%). 3. Eighty-four (84) work-related mine fatalities occurred in 2000 compared to 90 the year before. •The mine fatality rate was 29.8 per 100,000 full-time equivalent workers compared to a fatality rate of4.6 per 100,000 employees for all private industry. •Thirty-one percent (31%) of the fatalities occurred in underground work areas, which account for only17% of total employment. •Although the largest number of fatalities (28) occurred among miners who work for coal operators, coal contractor employees had the highest fatality rate (61.1 per 100,000 full-time equivalent workers). 4.There were 10,839 nonfatal lost-time injuries reported to MSHA, occurring at a rate of 3.8 injuries per 100full-time equivalent workers, and resulting in a total of 417,918 lost workdays.2 •Among all employees,3 the highest injury rate occurred among coal operator employees (5.6 nonfatal injuries per 100 full-time equivalent workers). •The highest percentage (34.7%) of nonfatal lost-time injuries were due to handling materials (e.g., over-exertion in lifting, pulling, or pushing objects), which also accounted for the greatest percentage of lost workdays (29.3%). •Among the most frequently occurring injuries, the most severe (as measured by the median number of days lost) were associated with accidents involving falls of ground, the use of powered haulage, and slips or falls. •The most frequently reported part of the body injured was the back (22.9% of all injuries). Back injuries accounted for the highest percentage of lost workdays (21.6%). 5.Seven hundred sixty-seven (767) cases of occupational illness were reported to MSHA. •The most frequently reported illness was repetitive trauma, resulting in joint, tendon, or muscle inflammation or irritation (37.3%). •There were 155 (20.2%) illnesses reported as hearing loss. The majority (68.4%) of hearing loss cases occurred among surface workers. •Coal workers' pneumoconiosis accounted for 14.5% of reported illnesses.

A series of explosive detonation experiments was conducted in NIOSH’s Bruceton and Lake Lynn Experimental Mines to evaluate low level (<6 psig) detonation wave propagation behavior in single and multiple entry configurations. Entry cross-sectional area varied from 5 to140 m2 and explosive weights of Pentolite ranged from 0.24 to 2.4 kg. Behavior of the detonation wave was evaluated through recording of the pressure as a function of time and distance from the explosive detonation in single and multiple entry interconnecting tunnels. Peak pressure from detonation of an explosive in an underground mine maintains magnitude for a greater distance than is the case on the surface and is shown to follow the simple scaling rela-tionship P = 702.8(W/Vt)0.514(0.65)n, where P is the peak detonation pressure in kPa, W is the weight of the explosive charge in kg, Vt is the total volume in m3, and n is the number of splits, n = 0, 1, 2, …n. The total energy, or impulse, I, generated by these detonations can be expressed as I = 1.34(W/A)0.64n, where W is the weight of the explosive charge in kg, A is the area of the main tunnel in m2, and n is the number of side en-tries, n = 0, 1, 2, …n.

The work described was performed to determine whether sulfur compounds of the thienothiophene class occur in crude oil. The presence or absence of various classes of sulfur compounds in crude oils is of interest and value to petroleum science. The Bureau of Mines, for the first time, identified hydro-carbon products of desulfurization that point directly to the identity of two individual thienothiophenes, namely 3-methylthieno[2,3-b]thiophene and 2-meth-ylthieno[3,2-b]thiophene, in Wasson, Texas, crude oil. These identifications, described in detail, were accomplished using microdesulfurization, mass spectrometry, and gas-liquid chromatography.

"INTRODUCTION Because of its interest in accident prevention, the Federal Bureau of Mines has cooperated with city officials and utilities in investigating the causes of explosions in sewers, manholes, and other underground spaces and has aided in the development of means to prevent such explosions. For several years this Bureau has cooperated with the Boston Edison Co. and the Boston Consolidated Gas Co. of Boston, Mass.,for the purpose of detecting and eliminating combustible and physiologically harmful gases in manholes in Boston and vicinity.These investigations 5/ have shown that combustible gases from the usual sources — leakage from gas—distributing systems and underground tanks and gasoline wastes — can be located and the dangerous conditions remedied by a well—planned, adequately supervised, systematic, and continuous manhole survey. However, other types of gas contamination, termed ""soil"" gases, are present in manholes at times and are more difficult to eliminate because they have no fixed origin and because seasonal and barometric chances affect their production and passage into the manhole. Soil gases usually are abnormally high in carbon dioxide and low in oxygen and contain varying amounts of methane. They are especially dangerous to men entering manholes because they lack sufficient oxygen to support life."

A brief resume follows of some recent activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code for Bituminous-Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consultation with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors during their inspections of bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior October 8, 1953, following further consultations with representatives of management and mine workers, and was incorporated by reference in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. The inspectors were active in making prompt investigations of hazardous mines that had been closed by order of the Coal Mines Administrator to determine if enough improvements had been made to allow the mines to reopen. Federal coal-mine inspectors also had temporary authority to close mines they found to be imminently dangerous, but such authority (under Executive Order 9728) was removed on June 30, 1947, when Government control of the mines was terminated.

The original work statement of this contract was entitles: &apos;A Accident Analysis Model for Use in Underground Coal Mines.&apos; The contract was scheduled for a duration of 26 months and was to be in three phases: Phase I - Model Development, Phase II - Application of the Model, and Phase III - Installation, Monitoring and Evaluation of the Model. Alter three months in Phase I, it became apparent that much of the needed data for the model was nut available and could not be made available within the original study schedule. Proceeding as plumed would have resulted in a model of limited utility. Personnel from Theodore Barry and Associates and the Bureau discussed the problem in detail and mutually decided to utilize the majority of remaining funds to assist the Bureau in solving these data problems and develop a stronger ongoing capability for safety analysis within the Bureau. Both tie contractor and the bureau officials involved believed that this decision greatly enhanced the Bureau&apos;s ability to develop future accident prediction models, whose rigor would greatly exceed what was currently possible.

Under the seventh 5-year plan (1986-90), the Chinese Government continued to implement reform and to open the country further to the outside world in order to accelerate the growth of its national economy. As a result of expanded foreign economic exchanges and domestic achievements in education, science and technology, and cultural and public health undertakings, the national economy was strengthened. In 1988, there was impressive growth in the Chinese economy. The gross national product (GNP) grew by 11.2070 reaching $373.4 billion; 2 the national income grew by 11.4070 to $310.9 billion. The major problem in the Chinese economy was the imbalance between high demand and insufficient supply. Chronic shortages resulted in price increases and high inflation, which averaged 19% for China as a whole and about 30% in urban areas. Macroeconomic stability took precedence over market-oriented reform initiative. Because of rapidly growing inflation, the Government re-imposed price controls and rationing in major cities in the fall of 1988. China continued to be a major world producer of minerals, metals, and fuels. Output of the principal commodities continued to rise. The largest in-crease in production was salt which rose 24% in output in 1988; followed by sulfuric acid, 14%; cement, 12%; soda ash, 9%; caustic soda, 7%; and steel, 6%. For fossil fuels, the increase in output of natural gas was 14% in 1988; followed by coal, 3%; and crude oil, 2%. The output of electricity by thermal-fired powerplants rose by 9% while that for hydroelectric power-plants rose 7%. Although China&apos;s overall energy output has increased annually since 1980, the growth in demand continued to outstrip the supply.

The top-slicing system of mining, has been used ever since the present operating company took control of the property in 1903, the main level and sublevel layout being chanced only as local conditions required and the use of mechanical equipment increased.

The leasing or tribute system has been an important factor in the development of our metal-mining industry, particularly in the gold and silver mines of the Western States. It has received its widest application in. the early history of many camps and in the last stages of many mines. The system is especially adapted to mining where the ore&apos;s occur in narrow veins or are erratically distributed in small bunches or pockets so that selective mining, hand sorting, screening, or hand cobbing is required to produce shipping or milling-grade ore. The leasing system is also applicable to the development of prospects where the owners are unable or unwilling to assume the risks of searching for ore. The virtue of the system lies in the opportunity it affords miners with little capital to get started; at the same time, it rives owners an opportunity to have their property developed at small cost.

This U.S. Bureau of Mines report provides a detailed description of the Bureau-designed modified shearer clearer system. Engineering drawings are provided for all major components of this system. The modified shearer clearer system is a revised version of the original system and is intended to improve the ventilation around both cutting drums. The original shearer clearer technique was solely a dust control technique that has been effective in lowering shearer operators&apos; dust exposures. The technique uses a series of water sprays that not only knock down a portion of the dust cloud but also act as small fans that move a substantial amount of air and keep the dust cloud from dispersing over the shearer body. The modified version is composed of two additional spray blocks for improved air movement around both cutting drums, thus lowering methane levels and the likelihood of an ignition. A laboratory study performed with the modified version in a full-scale longwall gallery resulted in a 73-pet reduction in methane concentrations at the shearer machine for both cut directions. The air-moving capabilities of the system provide more turbulence at the cutting drums and reduce methane levels.

A mineral survey by Bureau of Mines personnel identified no mineral resources or mineral occurrences with development potential at prospects in the Mecca Hills Wilderness Study Area (WSA). Bentonite occurrences are in Skeleton Canyon and Surprise Canyon. Sand and gravel occurrences are numerous in and near the WSA. Much of the Mecca Hills WSA was leased for oil and gas exploration in 1983. No current mining claims or other leases were found in the study area. The Skeleton Canyon Clay Mine yielded clay to seal irrigation canals, Clay to seal ponds was also mined from the Red Top Clay Mine west of the USA. A sand and gravel pit south of the study area (near Box Canyon Wash) supplied material for local construction projects. A commercial sand and gravel pit was operating in 1983 near the mouth of Thermal Canyon 4 miles west of the WSA.

"A convective dispersion model has been utilized to calculate the real-time airborne dust concentration in mine airways using re-entrainment as the only source term for airborne dust. It incorporates two important sources of re-entrainment in mines -- air velocity and movement of objects. The model has a sink term accounting for the deposition of particles along the airway. The model is solved using a finite difference scheme which is coded for computer. The computer model outputs airborne respirable and total dust concentrations along the airway as a function of time. The real-time and average gravimetric concentrations from several in-mine experiments were compared with the results from the simulation of the experimental conditions. This model can be used for estimating airborne dust entrainment due to air velocity, equipment movement, and persons walking. INTRODUCTIONEdwards and Ford (1988) developed a model for coal dust explosion suppression and utilized a predetermined value of threshold velocity for flowing air to pick up dust from floor. Depending on the strength of the removal forces, re-entrainment can increase the airborne dust concentration in mine airways. The most prevalent forces causing re-entrainment in mine airways are the drag and lift forces due to flowing air, and removal forces due to the movement of persons and vehicles. Shankar and Ramani (1991) have investigated the unique characteristics of the re-entrainment phenomenon in mine airways. Experiments on re-entrainment of coal dust particles were conducted in mine airways, and in a wind tunnel (Shankar and Ramani, 1994a, and 1994b). The results from the two experimental studies were found to compare well (Shankar and Ramani, 1995). There is no reported model to determine the airborne dust concentrations due to airflow or persons walking under conditions existing in mines. The present study is a part of a continuing research project in the Generic Mineral Technology Center for Respirable Dust on the spatial and temporal behavior of airborne dust in mine airways (Ramani, 1983)."

The Bureau of Mines conducted corrosion research to determine suitable construction materials for geothermal resource recovery plants. Weight loss, pitting and crevice corrosion, U-bend stress corrosion, and electrochemical polarization measurements were made on selected metals in brine and steam process environments produced from high-enthalpy hypersaline brine from geothermal well Magmamax No. 1 at the Salton Sea Known Geothermal Resources Area, Imperial Valley, Calif. Cadmium (and by extension cadmium coatings) and a 6061-T6 aluminum alloy were unsatisfactory because of high general corrosion rates and, in the case of aluminum, severe pitting Molybdenum and niobium (columbium) were resistant to general corrosion, pitting, and crevice corrosion, Copper alloys corroded at rates that may preclude their use in wellhead brine, The presence of iron accelerated the corrosion of the copper alloys Titanium alloys were resistant to general corrosion and stress corrosion cracking in all of the environments. They exhibited crevice corrosion in some of the brine and steam environments and Ti6A14V pitted in the brine environments. They exhibited passive behavior over a broad range of potentials. Exposure tests were conducted on a high-temperature polyphenylene sulfide thermoplastic (Ryton) in the same environments. A 40-pct-graphite fiber-reinforced Ryton composite deteriorated readily in wellhead brine and failed in all of the brine and steam process environments; Ryton coatings on 316L stainless steel were adherent and performed well.

The following information on accidents in Alabama during 1930 was compiled from data obtained from the companies represented in a course on accident prevention given by the United States Bureau of Mines in Birmingham. These mines produced nearly three-quarters of the tonnage of that State for the year, and included most of the larger operations in the district. The figures are probably representative of the mines which are doing recognized safety work, and are better than the average for all the mines in Alabama. Table 1 lists the days lost in accordance with the weights given to fatalities and permanent disabilities, part and total, which is the scale used in the National Safety Com¬ petition for Mines, conducted by this bureau. By way of explanation, temporary disabilities are weighted according to actual number of calendar days of disability, including Sundays and holidays — that is, all days are counted except the day of accident and day of employee's ability to return to duty. Hernia is classed as a temporary disability to be charged with the actual number of calendar days during which the employee was unable to work. Table 2 gives the number of accidents and the days lost from each cause at 45 coal mines and 7 iron ore mines, also the average frequency and severity rates.

While coal occurs beneath about 18 percent of Utah, only 4 percent of the state has minable reserves. Utah&apos;s coal fields are mostly bituminous. Current coal production in Utah is largely by underground mining, making Utah unique among the coal-producing states. Most coal seams are more than 8 feet thick. Utah&apos;s coal resources are about 6.3 billion tons, 1.3 percent of the national reserve. Most of Utah&apos;s coal resources are held by the Federal Government and Indian tribes and are mined under lease. The climate of the Utah coal region is characterized by hot, dry summers and cold, relatively moist winters. Normal precipition varies from 6 inches in the lower valleys to more than 40 inches on some high plateaus. The growing season ranges from 5 months in some valleys to less than 3 months in mountainous regions. These extreme climatic conditions make reclamation difficult. Utah gained primacy when its regulatory program was conditionally approved January 21, 1981. Full program approval was obtained March 7, 1983. The Abandoned Mine Land Program was approved June 3,1983. A Federal Lands Cooperative Agreement was signed in March 1987; Utah performs all enforcement activities and some permitting activities on federal lands.

Calcareous rocks, of which the principal varieties are marble and lime¬stone, are used extensively for building and ornamental purposes. Onyx and travertine, subdivisions of these groups, are sufficiently distinctive in origin and use to merit separate classification. The purpose of this paper is to define the terms "onyx" and "travertine" and to describe the occurrences and uses of the materials bearing these names. ORIGIN AND CHARACTER Confusion exists in the use of the word "onyx." True onyx is a banded chalcedony, a form of silicon dioxide related to jasper, agate, and flint. Calcium carbonate is commonly deposited from solution in successive layers of varying color closely resembling onyx, and for this reason such calcareous rock is also called "onyx." When explosions have occurred in mines where rock dust has been used to some extent, generally to a very limited extent, the press has immediately characterized those mines as "rock-dusted." To persons familiar with the method of rock-dusting, it is apparent that if rock-dusting is done properly, if all mine surfaces are rock-dusted to within at least 40 feet of the faces of rooms and entries, and if the incombustible content of the dust is more than 65 per cent, there is little likelihood that an explosion of coal-dust will occur. The report that an explosion has occurred in a "rock-dusted" mine immediately conveys to the mind of the alert safety advocate the information that the mine is inadequately rock-dusted or that either dust sampling of the rock-dusted surfaces has not been done or, if done, the mine has not been redusted with sufficient promptness. Rules for Collection of Samples Collection of dust samples is by no means intricate, but a few simple rules must be kept in mind if the results are to be dependable. A sample must represent the true average conditions of the dust in the section or zone in which it is taken, and therefore &apos;the point at which the sample is to be collected must be selected with care. During an explosion much if not all of the dust on the ribs, roof, timber, and road in the affected region is blown into the air; the sample, therefore, should contain all loose dust and material on: the surfaces to a depth of about 1 inch, if that amount is present. If there is considerable sand locally along the track, care must be taken not to include enough of this material to vitiate the sale and distort the results; however, if the sand is distributed throughout the region being sampled it should be included. Dust should not be collected from recesses in the ribs, such as hitches cut for timber, as the character of the dust in such places is often different from that on the ribs proper. Samples should not be collected at points where the dusting machine has been loaded or at a point where the machine has stopped and discharged for a longer period than at other points on the entry or in the rooms. In short, the sample must represent AVERAGE CONDITIONS, and if there is any doubt as to the character of the dust it is far better to have too much combustible matter than too much incombustible matter in the sample, as it is best to err on the side of safety if it is necessary to err.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine. Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

The U.S. Bureau of Mines has developed a portable, inexpensive teleoperation system for mobile hard-rock mining equipment. The system was tested on a compact loader-trammer in a simulated stope. The teleoperation system includes radio remote control and computer-assisted navigation. A recent enhancement includes video cameras mounted on the machine to provide visual information to the operator. This system allows the operator to remain in a safe location while operating the machine from a distance, thus increasing both operator safety and mining productivity.
