In the past, mining has represented between 11% and 12% of the gross domestic product (GDP). In 1982, mining contributed over $150 million to the estimated $1.4 billion GDP.2 Overall economic growth for 1983 was projected at about 2%, primarily as a result of increased tourism. The inflation rate remained at or fell below the 1982 level of almost 4%. The Government continued its efforts to strengthen the industrial base by improving infrastructural systems and the establishment of a free trade zone. Laws against property ownership by foreigners or foreign-owned companies were strengthened, but the prohibition was softened to allow for close family inheritance. Otherwise, Government approval must be obtained to retain property acquired through inheritance, court order, mortgage, or other means. Special consideration was granted to foreign investors seeking to promote industries beneficial to the economy.

[The Harrington-Hickory mine in the Star raining district, Beaver County, Utah, has produced approximately 20,000 tons of lead-zinc-silver ores since 1910. Production previous to 1910 is not known. The mine is owned by the New Majestic Mining Co. The property was rehabilitated and operated by James D. Williams under a 10-year lease with option to purchase from April 1943 to May 1949, Loans from the Reconstruction Finance Corporation in the aggregate of $41,000 wore used in construction of an access road, rehabilitation of the mine, and purchase of equipment for full-scale operation. The improved, all-weather access road extends from loading ramps on the Union Pacific Railroad at Milord to the urine storage bins 5 miles west o f town. The mine is serviced electrically by a. 5,000-volt line owned by Telluride Power Co. Mine transformers step the voltage down to 440/220/110 for surface and underground service.]

Five conclusions that emerged from ADL's Contractor Noise Measurements Assessment done for the Bureau of Mines and the 7 December 1971 Bureau of Mines Contractors' Round Table Meeting in Boulder, Colorado were: ? a limited amount of good data has been obtained for characterizing the noise environment for electromagnetic (EM) coal mine operational/emergency communications systems; ? significant noise date gaps still exist; ? suitable instrumentation and data analysis methods are available for filling these data gaps; ? the immediate and most important data gaps should be filled by means of a timely field measurement effort that is purposely limited in scope and duration; ? this field measurement effort should preferably be carried out by a team knowledgeable and experienced in coal mine EM noise measurements.

The nickel-bearing laterite deposits in the Pine Flat and Diamond Flat areas, Del Norte County, Calif., were investigated by the Bureau of Mines to determine the extent and nickel content of the two deposits and the amenability of the ores to metallurgical treatment. The work was based on drill-hole sampling and metallurgical tests in which attrition scrubbing and sizing, reduction roasting, and magnetic separation were used. Results of the sampling indicated that the deposits are comparatively small and are marginal or submarginal in grade. Metallurgical tests showed that no separation of cobalt from nickel and iron was made by sizing; however, a large portion of the chromium was separated. Reduction roasting and magnetic separation did result in upgrading the iron, nickel, and cobalt, and the simultaneous rejection of chromium.

It is recognized that the determination of electrical resistivity of the earth within a given area may furnish information concerning the location of certain mineralized strata of economic importance. Present knowledge of the electrical resistivity of the various rock formations is almost nil, and the geophysicist who is detailed to make a survey of an area without any data as to the relative resistivity of the underlying rocks is greatly handicapped. Such surveys are usually made within areas known to contain mineral deposits to aid in locating desirable points for drilling. Usually these areas have been prospected by diamond drilling, and drill cores of the various rocks and ores are usually obtainable. Were it possible to make resistivity tests in a laboratory of the drill cores or from pieces of the rocks and ore within an area before attempting a field survey, this would indicate not only the advisability for such a survey but would aid considerably in the interpretation of the results of such a survey. To be of most value a definite method should be used for all such tests, and as yet such a method has not been established.

"Introduction.Atmospheric conditions relative to high temperature and humidity are of great importance in mining, as well as in such allied fields as railroad and vehicular tunnels. An extended investigation into the effect of these factors on men has been in progress for some time, both in the field under actual working conditions, and at the Pittsburgh experiment station of the bureau in cooperation with the American Society of Heating and Ventilating Engineers and the U. S. Public Health Service.For several years one of the writers (Dr. Sayers) and L. Harrington, supervising mining engineer of the bureau, have been studying the effects of hot humid atmosphere in metal mines on the comfort and efficiency of the workers. Some of the reactions experienced in still and in moving saturated mine air at temperatures of 90 to 100°F., with men at rest are presented in a recent paper.****The present paper is based on experiments made under carefully controlled conditions to determine the relative feeling of warmth experienced by men in atmospheres of various degrees of temperature and humidity. The work was conducted by the research laboratory of the American society of Heating and Ventilating Engineers, at the Pittsburgh experiment station of the Bureau of Mines, in special physchrometric chambers built for this purpose. It was carried on under the direction of F. Paul Anderson, director of the laboratory, Dr. R. R. Sayers and A. C. Fieldner of the Bureau of Mines. The results given in this paper are for still air only. Investigations of the effects of moving air are being continued, and will be reported later."

"The potential health effects of quartz-bearing airborne dust in mine and mill atmospheres point to the need for the quantification of quartz content in the source material for determining the source-sink relationships and for choosing applicable control measures. While a standard method exists from a regulatory point of view for the sampling of coal mine atmospheres for determining (i) respirable dust concentrations and (ii) the amount of quartz in the samples, there is no generally accepted standard method for quartz analysis in bulk samples of coal and host rocks. Generally, the bulk sample is reduced to a powder for producing quartz analysis samples. Extensive controls arc necessary to ensure representativeness of the analysis samples when these are very minute fractions of the bulk samples. Since the amount of analysis sample is not limited, alternative methods for quartz analysis may also be tried. It is, however, necessary to adopt a procedure which will satisfy several statistical requirements to guarantee representativeness of the quartz analysis samples.In this paper, the important factors in the preparation of quartz analysis samples from the host rocks and bulk samples are discussed. The method developed to prepare the analysis samples is outlined. The results of application of the procedures are presented. The procedure developed for quartz analysis sample preparation is based on sound statistical foundations. The procedure has been validated for reproducibility and homogeneity.The current methods used for quartz analysis in powders are the P-7 infrared spectrometry and quantitative X-Ray Diffraction (XRD). Both have similar restrictions concerning the sample characteristics and operational problems, which arc intrinsic to radiation beams, device geometry, mechanics and controls of the radiation behavior. Although improvements can be made in the spectrometers and diffractometers, some of the most important steps are the procedures for analysis sample preparation from bulk samples and for calibration of the instruments. The sample preparation process is often referred to as one of grinding and sizing the bulk sample to generate the powder for the scanning devices. The particle sizes are referred to and their influence emphasized but the representativeness of the sample is assumed. Assuring sample representativeness during the sample preparation procedures is critical.For the sampling of airborne respirable dust in coal mines, the collection devices, the collection procedures and the analysis procedures are defined. This is not true for bulk samples where weights must be reduced thousands of times to generate the analysis samples for the scanning devices. The specifications to be developed may include bulk sample amount, sample reduction procedures, sample particle size distribution and sample amounts. However, the common problem of insufficient sample amount which is often encountered with mine airborne dust samples need not exist for bulk samples. Further, the same bulk sample can yield analysis samples for several experiments. The latter, of course, requires sample homogeneity.Three concepts are important in the selection of any procedure for sample preparation and analysis. These arc accuracy, reproducibility and representativeness. The adopted procedure has to guarantee a homogeneous sample representative of the population, a defined level of accuracy and reproducibility. Important statistical concepts are embedded in these requirements, particularly with respect to estimation and dispersion errors. Accuracy and reproducibility are totally different though not independent concepts. Estimation is related to accuracy and the true value. Dispersion is related to reproducibility and is measured by the classical statistical standard deviation of the distribution of a series of measurements or analysis performed over the same lot or analysis sample. The Bureau of Mines developed hypereutectic aluminum-silicon alloys which 11.7.d better mechanical properties than the unmodified hypereutectic alloy. A commercial aluminum-20 weight-percent silicon LIr alloy was selected as a ary base for improvement. The primary silicon. grains were reduced from ASTM 4-5 to ASTM 8.5 by the use of phosphorus and phosphorus compounds. The remaining eutectic matrix was refined by sodium metal additions of 0.2 weight-percent. Solid solution strengthening of the alpha aluminum was obtained by adding 2 percent copper and 0.5 percent magnesium. Also, 1 percent nickel was added to harden the alloy. Optimum thermal treatment consisted of a solution treatment for 10 hour:, at 480° C with hot water quench, followed by aging for 6 hours at 175° C. The final alloy exhibited a Rockwell B hardness of 75 ±2 in the heat-treated condition. The ultimate tensile strength was 39,5O0 psi with no recordable elongation. The coefficient of linear thermal expansion was 20.4 x 10-6 per °C in the temperature range 20° to 300° C. No wear resistance data were collected.

The present trend of chemicometallurgical research toward widespread and inclusive use of thermodynamic methods requires the inclusion of available data of this sort in any comprehensive metallurgical report . Such data for manganese are far from adequate for the full utilization of these methods . Even if our knowledge of these properties is weak , the collection of available figures is nevertheless well worth while , especially if their utilization in an approximate way may show inherent possibilities of application . No less important is the necessity for discovering the vital gaps in the existing information , to serve as a basis for further pertinent study . The utility of the thermodynamic methods of Lewis and Randall ( 234 ) 3 has become increasingly evident to metallurgists . It is true that at present no better approach to the general , fundamental problems of chemical metallurgy is available than close adherence to these methods . The effort is here made to collect and correlate , as far as possible , significant quantitative thermodynamic data on manganese and its metallurgically important compounds . There are considered here only the intrinsic properties of pure materials . The order maintained as far as possible will be as follows :

This report describes development of the fusion-leach crystallization precipitation process for producing a hafnium content feed material for hafnium-zirconium separation plants. Mixtures of zircon, potassium silicofluoride, and potassium carbonate (or potassium chloride) were fused to prepare soluble potassium zirconium hexafluoride-potassium hafnium hexafluoride salts. High extraction of these salts was obtained by countercurrent leaching the fused material in dilute hydrofluoric acid. About one-half of the hafnium was recovered in hafnium-enriched mother liquor by cooling clarified lead: liquor to crystallize most of the zirconium salt. Additional hafnium was recovered from the primary crystals in a multiple dissolution-recrystallization step. Hafnium-enriched oxides having a hafnium-zirconium ratio of more than three times that of zircon were precipitated from the combined mother liquors. The hafnium and zirconium recoveries in the precipitate were 83 and 24 percent, respectively. About 71 percent of the zirconium and the remainder of the hafnium were recovered in potassium zirconium hexafluoride crystals of low-hafnium content.

A preliminary examination of the Houston strip-coal mine, situated on the Alaska Railroad at milepost 175 (61 rail miles north of Anchorage, Alaska) and a review of all available information resulting from early coal exploration activities in the area resulted in plans to investigate the coal-bearing formations at depth by means of diamond core drilling to indicate the existence of additional reserves of coal in close proximity to railroad transportation, where it would be quickly available to meet rapidly expanding military and civilian fuel requirements. From the date of mobilization of equipment, August 28, 1951, until date of suspension, August 18, 1952, 2,010 feet of diamond drilling was completed. Ten definable coal beds were cut, of which 2 appear to be persistent and minable over an area of approximately 1/2 square mile. Within this area the 2 minable beds contain approximately 5,000,000 tons of coal in place. Of the remaining beds, at least two others may be minable to the eastward near their projected outcrops; however, these and deeper beds (at least in the vicinity of the drill holes) lie beneath a zone of pressurized gas and brackish water. From a practical standpoint, continued development and utilization of the coal in this vicinity will depend on the operators' ingenuity in developing cheap mining methods and on diligent prospecting for strippable coal under the comparatively light glacial cover.

To provide a relatively structurally stable form of dried lump lignite, two North Dakota lignites from Mercer County were dried by the Fleissner process in an atmosphere of saturated steam at 200, 300, and 370 p.s.i.a. pressure, corresponding to steam temperatures of 382°, 417°, and 437° F., respectively. Two series of experiments were made at each test pressure with the individual lignites. In one series, the autoclave was preheated to the processing temperature before charging the lignite; in the other the lignite was charged into the autoclave at room temperature. In each case, heat losses were determined by blank tests of steam consumption over a similar operating cycle with the empty autoclave. The degree of moisture removal and net steam consumption were calculated from material balances. The amount of water removed as a liquid from the two North Dakota lignites during the heating and steaming periods was compared with results calculated from previously published data on drying Austrian lignite and Australian brown coal. These lignites, covering a wide geographical area, had original moisture contents ranging from 35 to 49 percent. The Austrian lignite and Australian brown coal are considered to be of Miocene Age, and the Dakota lignites belong to the Paleocene.

"In recent years efficient safety organizations have been considered essential at all well-managed metal mines. Statistics from numerous mines throughout the country show that the expense of operation of these safety departments is repaid many times by the saving due to fewer accidents. Men trained in first aid, mine rescue and fire-fighting are important parts of the safety organization at most mines. It is more desirable, however, to lay stress ma accident prevention and fire precautions rather than on first aid and fire fighting. Both of these phases of safety work have been well developed in the Globe Miami district. The co-operative mine rescue organization* in this district under Orr Woodburn, is one of the best in the country. Mine rescue teams are kept trained at all the mines and the oxygen breathing apparatus is constantly maintained in good condition. Miners are also trained in first aid, and are offered incentives to make themselves proficient both in mine rescue and first-aid work.The Old Dominion Company is among the leaders in the safety movement in the Globe-Miami district. The safety department at this mine was established January 1, 1914, and has been developed to a high degree of efficiency. W. G. McBride, general manager of the company, takes an active part in the safety work and has given Albert Talon the safety inspector, his active support in developing the organization. The success of the department is dos largely to the ability, tact, and personality of the men directing the work.The following description of the establishment and operation of the safety organization at this mine was prepared from information supplied by Mr. Tallon."

The following is a Maintainability Design Checklist for coal mining equipment. The purpose of the checklist is to provide a summary of design review points for the maintainability assessment of new or existing underground equipment. It specifically focuses on the identification of equipment design features, tasks, or procedures that impact equipment downtime, repair costs, labor hours and maintainer skill level requirements. Some checklist points are general in nature. The checklist was designed to be used across all categories of underground equipment. The intent is to draw attention to design features and maintenance procedures that will increase maintainability requirements. You are encouraged to adapt this checklist to site specific or machine specific requirements by: Inserting specific performance criteria for various categories of maintenance tasks. For example; all hydraulic lines on a shuttle car should be replaceable in 15 minutes or 25 minutes, etc. Adding or deleting checklist items for different categories of equipment. You would include environmental control equipment, for example, on face equipment and not on shuttle cars or man trips. Adding additional checklist items based on site or equipment specific maintenance histories or experience, company maintenance standards, or other factors.

The object of this investigation by the Federal Bureau of Mines was to evaluate the workability, recrystallization characteristics, and mechanical and physical properties of high-purity electrorefined vanadium. The low level of interstitially soluble elements in electrorefined vanadium results in a soft ductile metal which responds readily to cold working by rolling, swaging, and press-forging. Hardness, strength, and resistivity increased with an increase in impurity content, but thermal expansion was independent of impurity content. The work-hardening of vanadium occurs rapidly. Most of the hardness increase occurs in the first 15 pct. of reduction in area. When vanadium is annealed, its hardness increases to a maximum when the annealing temperature is between 200° to 400° C. A sharp decrease in hardness develops as the annealing temperature is increased. An anomaly in the hardness versus annealing temperature curve is present in the 600° to 800° C. range, while all evidence of cold-work is removed at annealing temperatures above 900° C.

Underground miners are exposed to some of the highest levels of diesel particulate matter (DPM) in the United States. Therefore, it is important to monitor the exposure of miners to DPM, but it can be difficult because of the complex composition of DPM and the number of interferences. Currently, elemental carbon (EC) is used as a surrogate because it makes up a significant fraction of the DPM and is not affected by interferences. Standard measurement methods for EC can be time consuming and only record end of shift results. In this research, a laser absorption technique that enables one to measure EC concentration in near real time was shown to be a beneficial tool. The real time data showed that the fresh air being drawn into a stone mine was not properly reaching the working area and needed to be redirected to decrease DPM concentrations. The real time data also provided a more accurate efficiency ofan environmental cab compared to just using the standard method by detecting the opening of the cab's window and door. The EC optical monitor was also worn by researchers in a mine to show how it can give not only the average concentration for the shift but also reveal when and where a miner is exposed to DPM. The productive capacity of natural-gasoline and cycling plants in the United States on January 1, 1958, was 48.8 million gallons per day, according to the Bureau of Mines biennial survey. This represented an increase of 2.4 million gallons per day during the 2-year period since the last survey. In the previous 2-year period, capacity had increased 7.5 million gallons per day. The major increase in operating capacity occurred in Texas and New Mexico. In New Mexico, capacity increased 43 percent. The total number of plants decreased from 600 on January 1, 1956, to 584 on January 1, 1958. The number of operating plants decreased from 571 to 558. Five new plants were completed in Colorado, increasing the number of operating plants from 7 to 12.

Prevention of coal-mine explosions depends largely upon thorough knowledge of the causes that initiate explosions. A review of coal-mine explosions in one geographical area when supplemented by nationwide data of similar nature, should serve as a guide for the adoption of measures for explosion prevention. Explosions in bituminous-coal mines of the United States during the 10 years ended December 31, 1932, ranked third in the causes of fatal accidents and constituted 16.1 percent of all fatal accidents in bituminous mines. Kentucky now ranks fourth in coal output in the coal-producing States of this country; a study of the coal-mine explosions in this state will be of definite interest locally among coal-mining people, as well as to those in the coal-mining industry who are concerned in preventing coal-mine explosions. This circular reviews gas and dust explosions in Kentucky coal mines to show their hazards, to point out the influence of certain factors in causing explosions, and to indicate the effectiveness of preventive measures.

The National Institute for Occupational Safety and Health (NIOSH) has conducted research to determine the influence of mining machine-mounted scrubbers on airflows and methane concentrations at the face when blowing ventilation systems are used. Tests were conducted in a full-scale ventilation gallery with a model mining machine that simulated airflow created by a dust scrubber. During the tests, ultrasonic anemometers were used to measure airflow speed and direction at several locations near the face. For the same test conditions, methane was released from the face and gas concentrations were measured at 21 locations above the machine using fixed point methanometers. Changes in airflow speed and direction are correlated with scrubber airflow and the measured methane distribution above the mining machine. The research results showed that operation of machine-mounted scrubbers improved face ventilation when blowing ventilation is used by increasing both the intake flow and the quantity of air reaching the face.
