There are no producing or developing mines or active mining claims in the Deschutes Canyon RARE II study area. Only two prospects were found; they have no identified potential for mineral resources. Thin diatomite deposits occur in the Pliocene Madras Formation. Development of sand and gravel deposits in the area could not favorably compete with similar deposits in the surrounding area which are closer to points of use. By mid-1982, active oil and gas lease applications covered about 25 percent of the area, a reduction from nearly 100 percent in early 1981. No holes were drilled for oil and gas exploration. INTRODUCTION Personnel of the Bureau of Mines, Western Field Operations Center conducted a mineral investigation of the Deschutes Canyon RARE II area during the summer of 1982. The area, about 10 mi (16 km) southwest of Madras, Oregon, covers 10,890 acres (4,407 ha) in the Crooked River National Grasslands (fig. 1). The Deschutes River has incised a deep canyon into the north sloping elevated lava plain near the transitional boundary of the High Lava Plains and the Deschutes-Umatilla Plateau geomorphic divisions (Baldwin, 1964, p. 20).

Fluidized - bed roasting was investigated as a means of decomposing gypsum and gypsum mixtures to produce a gas rich in sulfur dioxide and a lime or portland cement residue . Ninety- eight percent desulfurization of gypsum in a 10 - inch fluidized- bed reactor took 1.5 hours at an operating temperature between 1,200 ° and 1,225 ° C. A cement- type residue was obtained but had to be refired at 1,450 ° C before mortar prepared from it met the physical specifications for cement .

Lower accident rates were the outstanding feature. of the second annual sand and gravel safety competition conducted in 1930 by the United States Bureau of Mines in cooperation with the National Sand and' Gravel Association. Both the frequency and, severity rates for accidents were greatly reduced as compared with those shown by the first year's contest, that for 1929. Three times as many plants were enrolled, and the number of man-hours of work represented was more than doubled. Seventy-six sand-and-gravel plants, situated in 20 States, participated in the Competition, as compared with 26 plants, located in 13 States, in the year before. The number of man-hours of employment, which indicated the amount of exposure to occupational hazards, was 4,915,592, an increase of more than 100 per cent over the previous year's total of 2,259,572 hours. The frequency of accidents declined from 74.4 per million hours for all plants enrolled in the first year's contest to 42.7 per million man-hours for all plants enrolled in 1930. The accident-severity rate was reduced from 9.7 days of disability per thousand man-hours of exposure in 1929 to 5.9 days of disability per thousand man-hours of exposure in 1930. The actual number of accidents reported for 1930 by 76 plants included four deaths and 206 injuries whereas the 26 plants that were enrolled in 1929 reported three fatalities and 165 injuries. Under the rules of the contest all "lost-time" injuries are reported--that is, all injuries that disable an employee for more than the remainder of the day on which the accident occurred. If the employee is physically able to resume his work on the day following the accident, the injury is not classed as a lost-time injury. The contest covered accidents and man-hours worked by all employees at the plant who were employed by the same company, and included work up to the point of delivery of the material directly to consumer or to independent agency of transportation--in other words, to point of relinquishment of control of the material by the producer.

The current list of permissible explosives includes 124 different brands. Fifteen of these are gelatinous, and the rest are the more commonly used granular ammonium nitrate type. Their rates of detonation range from 1,300 to 5,600 meters per second, and the weights of 1-1/4 x 8-inch cartridges range from 86 to 244 grams. The list of permissible blasting devices includes 1 Cobra, 2 Hydrox, and 9 Cardox models. All of these devices are based on discharge of high-pressure gas from a pressurized shell in a shothole. INTRODUCTION To be approved for use in underground coal mines in the United States, explosives and blasting devices must pass certain schedule tests prescribed by the Bureau of Mines. The explosives listed here were tested under Schedule 1-G,3 which has since been replaced by Schedule 1-H;4 the blasting devices were tested under Schedule 26A.5

The Automated Breathing Metabolic Simulator (ABMS) is a versatile machine capable of performing almost any physiologically appropriate respiratory simulation. The first ABMS was delivered to the Bureau of Mines by IBM in 1973. Since then efforts have been made to refine the systems and components which make up the ABMS including the Breathing Simulator Module (BSM), Gas Analysis Module (GAM), and Supervisory Controller (SC)-each of which are also capable of stand-alone operation. Since September 1980, Reimers Consultants has been testing and modifying the ABMS and its components in order to improve the equipment and to develop simulation criteria and parameters. Changes have been made to the Phase I Design Plan and Performance Specifications; future improvements based on current experience are recommended; and test results of full scale testing conducted by Reimers Consultants in November 1983 on several types of breathing apparatus are reported and illustrated.

"INTRODUCTION AND SUMMARYDuring 1946 several high-grade limestone deposits in western Washington were examined by the Bureau of Mines. This report presents the data obtained from investigation of the Sauk Mountain deposits in east-central Skagit County, Washington.The investigation consisted of transit and topcgraphic surveys and sampling. The areas selected for sampling were first cleaned by blasting; channel samples up to 40 pounds were cut where practical. Chip samples averaging 30 pounds were taken where channel samples could not be cut. A total of 21 samples in the Sauk Mountain area were taken and. analysed. The locations of the samples are shown in figures 2 and 4, and the analyses are listed in tables 1 and 2. This investigation is a part of a long-range program of general investigation of mineral resources for future industrial development of the Pacific Northwest. The Sauk Mountain deposits were investigated for the purpose of disclosing now sources of high-purity limestone, which could be mined and shipped at low cost to Seattle and other industrial cities in the Pacific Northwest."

In a previous study, the e?cacy of commercial and prototype impactors for sampling diesel particulate matter (DPM) in coal mines was investigated. Laboratory and ?eld samples were collected on quartz-?ber ?lters and analyzed for organic and elemental carbon. Coal dust contributed a minimal amount of elemental carbon when commercial cascade impactors and prototype impactors, designed by the University of Minnesota (UMN) and the US Bureau of Mines (BOM), were used to collect submicrometer dust fractions. Other impactors were not as e?ective at excluding coal dust. The impactors evaluated in that study were either not commercially available or were multi-stage, expensive, and di?cult to use for personal measurements. A commercial version of the BOM impactor, called the DPM Cassette, was recently introduced by SKCs. Tests were conducted to evaluate the performance of the DPM Cassette for measuring diesel-source elemental carbon in the presence of coal dust. Bituminous coals from three mines in two di?erent coal provinces were examined. The dust particle diameters were small and the coal dust contained a high percentage of carbon, there by giving a worst-case condition for non-anthracite coal mines. Results for the DPM Cassette were essentially identical to those obtained by the BOM impactors in a previous study. At a respirable coal dust concentration of 5.46mg m3, which is 3.8 times the regulatory limit, the DPM Cassette collected only 34µg m3 of coal-source elemental carbon.

The last section contains strategies for reducing absenteeism.

The objective of this condensed handbook is to provide the inspector with guidance for recognizing hazards from inhalation contaminants in above ground work areas of underground and surface coal mining and processing facilities and evaluating these hazards by collecting samples or making field determinations and interpreting the analytical results. It will be carried with the inspectors during their surveys. The complete handbook should be left in their offices except for Appendix II which lists the compositions of products found in previous surveys. There are several portions of the condensed handbook which should prove most useful to the inspectors. As a part of our study of how coal mine dusts injure the lung we have studied the effects of dusts and dust-exposed pulmonary alveolar macrophages (PAMs) on the growth of lung fibroblasts (LF). Fibroblasts were cultured near confluence in low-serum medium, either alone or in the presence of dusts, dusts plus PAMs, dust leachates or superriatants of dust-exposed PAM cultures. We report here provisional conclusions, based on initial observations. Rat LF were relatively unresponsive to direct effects of dusts, showing weak stimulation in only a few cultures, and there was no evidence that dust-exposed rat PAMs had released any growth-regulatory products. In contrast, guinea pig cells were more responsive to the dusts. The pattern of responses was quite complex. Three of the dusts stimulated LF directly (with no mediation by PAMs). Two dusts were essentially inert when added directly to fibroblast cultures, either with or without PAMs, but their leachates were active: 867 leachate was inhibitory and RF leachate was stimulatory. Dust 1361, either directly in the cultures or as an aqueous leachate, was stimulatory, and it activated cocultured PAMs to stimulate LF growth; however, supernatant products of 1361-stimulated PAMs were inhibitory. Direct exposure to 1192 stimulated LF, but its leachate was inert; cocultured PAMs exposed to 1192 had weak stimulatory effects, but supernatants of 1192-exposed PAMs were mildly inhibitory. MP3-3 had effects similar to 1192, except that the cocultured, dust-exposed PAMs had no effect on growth. We conclude 1) that guinea pig lung cells are more responsive to dusts than are rat lung cells, 2) that dusts can influence growth of LF by four kinds of interaction (by direct dust-cell interaction, by release of soluble dust components into the culture medium, by activating P AMs to exert direct cell-cell interactions, and by activating P AMs to release growth regulatory products into the culture medium), 3) that each kind of interaction may be neutral, inhibitory or stimulatory, depending on the dust tested, 4) that four of the dusts tested were neutral, inhibitory or stimulatory, depending on the assay (the fifth <lust was either neutral or stimulatory), and 5) that the effects of soluble mediators (leachates or products of activated PAMs) frequently did not correspond with the direct dust-cell or PAM-fibroblast effects. These results suggest that the nature of the dust-lung interaction at the level of cells and molecules is exceedingly complex. These observations need to be confirmed and extended to determine what characteristics of the dusts determine the nature of the cellular responses, and to determine which patterns of responses are detrimental and which are beneficial in the overall health of the dust-exposed lung.

This report is concerned with the conditions affecting the methods and costs of mining phosphate rock in that part of the western phosphate field that is in Bear Lake and Caribou Counties in southeastern Idaho ( see fig . 1) . The area was selected because it contains most of the known phosphate reserve and because its geology has been studied more extensively than that of other sections . Deposits of phosphate rock on public land may be leased from the Government under the terms of the Mineral Leasing Act of 1920 , subject to the regulations of the Bureau of Land Management . Public interest in phosphate production is growing , as shown by an increasing number of applications for leases . Two mines are being operated steadily for the production of phosphate rock by companies that have also the necessary processing plants for the manufacture of fertilizer . Total western phosphate - rock production in 1947 is reported by the Economics Statistics and Division of the Federal Bureau of Mines to have been 1,193,000 long tons , mined in Idaho , Montana , and Wyoming . The average grade was 30.7 percent of contained phosphorus pentoxide (P205 ) ; the average value at the mines was $5.67 per long ton . Idaho contributed 905,000 tons , or somewhat more than 75 percent of western production . Western fertilizer plants took 23 percent of total production; 76 percent was exported . Strip mining accounted for 75 percent of the Idaho tonnage; the remainder was stoped from underground workings . Rock must contain a minimum of 30 percent P205 to be commercially useful for the production of superphosphate fertilizer by current acid treatment methods . Research by corporations and Government agencies has been directed toward the use of lower - grade ore . So far , only by smelting can rock containing as little as 25 percent P205 be used economically . Any development of processing or use pattern that would render the mining of , say , 20 percent rock profitable would have important effects in reducing the unit cost of mining . In the search for metallurgical improvements , consideration should be given to the saving of valuable components of the rock, such as vanadium and fluorine , both of which are present in the beds .

In the past, Westmoreland County together with Fayette County produced about one-third of the bituminous coal mined in Pennsylvania. The Pittsburgh bed in Westmoreland County has furnished enormous quantities of coal to the by-product and beehive ovens, gas-manufacturing plants, and general industrial manufacturers over a wide area until about 20 years ago. Little attention was paid to the thinner beds because of the superior quality of the Pittsburgh. The approaching exhaustion of Pittsburgh coal will require accelerated-exploitation of these coals if Westmoreland County is to continue as an important source of bituminous coal, Much of the Pittsburgh coal in Westmoreland County is low-sulfur and requires no mechanical cleaning for the preparation of a metallurgical fuel. Even those areas where the sulfur percentage increased to a maximum of about 2 percent, a relatively easy washing operation usually produced a cleaned coal, which found ready acceptance by the coke industry. Davis reported the remaining recoverable reserves of the .Pittsburgh bed in Westmoreland County to be 255,439,000 tons as of January 1, 1937. Since that date, more than 100,000,000 tons of Pittsburgh coal has been extracted so that the time is not too distant when this important coal bed will be depleted. A study of the Pittsburgh bed in Westmoreland -County has not been made a part of this report as the remaining reserves of the coal can be used in coke making with a, minimum of preparation. The production from the Upper &apos;Freeport bed will increase as the supply of coal from the Pittsburgh bed diminishes, and as of the present time it supplies a substantial proportion of the county&apos;s coal output.

In studies conducted by the Bureau of Mines, two test areas were hydraulically stimulated and exposed by mining: One in the Pittsburgh coalbed at the Vesta No. 5 mine, Washington County, Pa.; and one in the Illinois No. 6 coalbed at the Inland mine, Jefferson County, Ill. Induced fractures were contained totally within the coalbed with no adverse effect on the stability of associated rock strata. Induced fractures were vertical and were propagated normal to the direction of least residual tectonic stress. Gas production was increased fivefold to twentyfold by hydraulic stimulation.

The commonly used exact methods (1-2) to determine the WL measure the total a activity or the total number of a counts during three preselected time periods. Due to the half-lives involved (TRaB = 26.8 min, TRaC = 19.7) I these methods take 3S minutes to complete the a activity Ra measurements. Methods using the total a counts, obtained at times less than about one RaB half-life after the end of sampling run into statistical 214 problems. These methods are almost blind to RaB (Pb214) as a consequence of its relatively long half period (see above) and the fact that RaB is a ß emitter. The way out of this dilema is to measure RaB directly through its ß activity. Since RaB&apos;s daughter Rae (Bi214) is also a ß emitter, the two f3 spectra have to be separated to obtain RaB alone. How this is accomplished 1s described in subsequent sections describing the theory of the IWLM and its calibration. 2.0 THEORY The IWLM samples air for two minutes and counts this airs ample for two minutes starting 3 sec after the end of the sampling period. The instrument has three channels. The lower a channel, the upper a channel, and one ß channel. The total RaA counts observed are accumulated in the lower a channel, the total RaC? counts are stored in the upper a channel. The total ß counts from RaB and RaC are recorded in the ß channel. These three quantities are functions of NA, NB, and NC, the unknown concentrations

The proper disposition of phosphatic clays has been the subject of research and debated for years by phosphate producers, State and Federal research agencies, regulatory authorities, and environmentalists. To date, no "universal" solution exists for the ultimate disposl of phosphatic clays. This Bureau of Mines report examines the state of conventional clay disposal technology and reviews the technical progress of innovative alternatives. Twenty impoundment sites were investigated by the Bureau of Mines using geotechnical methods and laboratory analysis of cored samples. In addition, quasi-static cone penetrometer soundings were conducted to define clay and/or sand-clay interfaces en masse. Samples of the top, middle, and bottom hole segments were obtained at each station for laboratory studies of clay densities, pore fluids, plasticity, and mineralogical properties. The results of this study support the continued use of initial clay settling impoundments but emphasize the need for "in-line" systems to reduce the initial volumes of plant-generated phosphatic clays. The effective use of sand tailings is also encouraged to promote further consolidation of clays via self-weight stressing, sand-clay admixtures, and/or surcharging sand caps.

When electric current of any appreciable magnitude flows from a power line into the earth, a change sometimes takes place in the conditions of resistivity immediately surrounding the electrode or medium of contact. If the conducting medium is composed of moist earth or clay the effect is to increase rapidly the resistance. If the conducting medium is coal or a coal bed, the effect is one of slowly decreasing resistance as the coal is carbonized, If, however, the flow of current is not enough to carbonize the coal, it will dry slowly, with a resultant increase in resistance. Measuring ground resistance, or impedance, with conventional commercial ground testers does not always indicate the current that will flow in the earth circuit from a direct-current or an alternating-current power circuit. The exact reason for this has not been determined however, it is thought to be due to the comparatively minute currents used for such testing. A typical ground, tester used by the authors for this work indicated a maximum current of 25 milli-amperes. The frequency of this testing current also has an effect on the readings in all probability. While the possibilities of the effects of varying frequencies has by no means been fully explored in this investigation, there are very definite indications that the impedance of a circuit through a section of earth will vary in some inverse relationship to the frequency of the applied voltages. This is evident at ordinary power-line frequencies ns well as at higher frequencies up to 200 kilocycles, which was the highest frequency available for tests in this investigation. This report is written in the hope that it will stimulate further investigation of the possibilities suggested for communication and the development of safety devices for increased electrical safety in coal mining.

The prevention of accidents is considered a necessity at all branches and divisions of the Phelps Dodge Corporation copper-producing operations, and since there is a continual exchange of data on safety accomplishments between the various units, their safety programs are fundamentally similar. Variations in accident-prevention methods result from a difference in emphasis rather than from a difference in the elements themselves. The main copper-producing operations of the corporation ore conducted in Arizona and distributed as follows: Copper Queen Branch, mines division, Fisbee, and smelter division, Douglas, Aria.; Morenci Branch, mines division, Morenci, and smelter division, Clifton, Ariz.; New Cornelia Branch, Ajo, Ariz.; and United Verde Branch, mines division, Jerome, and smelter division, Clarkdale Ariz. As it is not feasible to describe here the safety programs of all branches and divisions, the program at the Clarkdale smelter has been selected for discussion. The United Verde Brach includes the mine and smelter purchased by the Phelps Dodge Corporation in February 1935 from the United Verde Copper Co. The mine at Jerome and the reduction works at Clarkdale are designated, respectively, as the mine and smelter divisions.
