The coal reserve base in the Western United States is presented for coalbeds amenable to extraction by underground mining methods. The Federal Bureau of Mines has abstracted data on the quality and quantity of coal resources/reserves from numerous State and Federal publications and modified such data as necessary to allow computer storage and retrieval. Tonnages are compiled by State, county, coalbed, and rank, and allotted to sulfur categories by statistical apportionment. The coal reserve base in those States west of the Mississippi River, amenable to underground mining, is estimated to be approximately 131 billion tons. Of this total, about 30.8 billion tons are bituminous coal, 100.2 billion tons are subbituminous coal, and 126.4 million tons are anthracite. Lignite is not considered for underground mining in this report. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves as jointly defined by the Bureau of Mines and U.S. Geological Survey. The purpose of this system is to provide for direct comparison or compilation of various resource/reserve data.

The Federal Bureau of Mines conducted extensive studies on solid-state defluorination (laboratory scale) and tests on molten defluorination (intermediate scale) of siliceous fluorspars. The studies were made to develop a pyrohydrolytic process for liberating fluorine from offgrade fluorspars. Test results showed that more than 90 percent of the fluorine can be evolved by solid-state defluorination at 1,300° C., and more than 97 percent can be liberated by molten-state defluorination at 1,420° C. Solid-state defluorination conditions were established by conducting tests on mixtures of ceramic-grade fluorspars and high-purity silica flour. Pelletized mixtures were defluorinated under varying conditions of time, temperature, and relative concentrations of silica, calcium fluoride, and water. The effects of adding various amounts and combinations of aluminum oxide and iron oxide on defluorination were also studied. Investigations of solid-state defluorination indicates that the following two reactions are involved: 2CaF2 + 3SiO2 = 2CaSiO3 + SiF4, and CaF2 + Sio2 + H20 = CaSiO3 + 2HF, The second reaction is dominant, although significant defluorination can be achieved by the first reaction.

The Bureau of Mines conducted laboratory studies to investigate methods for desilicating sodium aluminate solution derived from leaching a limestone-anorthosite sinter with 10-pct Na2C03 solution. Desilication tests were made at atmospheric pressure to determine the effects of time and additions of lime and desilication residues. A two-stage, countercurrent desilication procedure was developed to reduce the Si02 content sufficiently to meet specifications for cell-grade A1203. Both stages were conducted at boiling temperatures at atmospheric pressure. Reagent lime was charged as desilication seed to the partially desilicated solution in the second stage, and a product (desilication residue) precipitated by the lime addition was charged to the freshly leached solution in the first stage. Average A1203 loss in the desilication circuit was 5.8 pct, and the product solution contained less than 0.04 g/l Si02. Complete precipitation of A1203 by carbonation resulted in a hydrate containing less than 0.01 pct Si02. Calcination of this hydrate would produce A1203 meeting the 0.015 pct Si02 specification for cell-grade material.

The value of Alabama's nonfuel mineral production in 1984 was $409.8 million, and established a new record high for value of nonfuel minerals in the State, at 13.4:% over the previous high of 1983. Output of nearly all nonfuel minerals increased; phosphate rock was one of the exceptions, with no recorded output in 1984. Cement, crushed stone, lime, sand and gravel, and clays were the major commodities produced in Alabama. Alabama led the Nation in the production of crushed marble; was second in bauxite; third in fire clay and kaolin; fourth in bentonite, ferroalloys, and dimension marble; fifth in masonry cement, lime, and recovered sulfur; and sixth in portland cement. Alabama ranked 22d in the Nation in value of nonfuel minerals produced.

This study compiles data on the zircon resources of the Pacific Northwest States, Alaska, and California, to determine the productive capability of industrial concerns to make ductile zirconium and hafnium, and to investigate markets for the nonmetallic products of zircon. West coast zircon resources are large but mostly marginal to submarginal. Development of a stable and profitable zircon mining industry on the west coast will depend upon recovery and utilization of the other associated heavy minerals needed by regional and national markets. The west coast has the only completely integrated facility for processing zircon sand to reactor-grade zirconium and hafnium and for making fabricated products from these metals. The future of the zirconium metal industry appears to be good because of increased use of the metal for nuclear propulsion and power-generating plants.

A high-pressure intensifier system was designed, constructed and field tested as part of a program to determining the feasibility of applying high-pressure water jets on conventional mechanical rock excavation equipment to increase advance rates. Also developed were a high-volume swivel, capable of transferring the high-pressure water to a rotating cutterhead and manifold system for locating and protecting the jets on the cutterhead. Field tests were conducted in a granite quarry near Skykomish, WA, approximately 90 miles east of Seattle. The concept of improving excavation rates by using water jets to assist mechanical cutting was proven to be successful, with an average increase in excavation mete of 50 to 60%. For some tests, the excavation rate was more than doubled. Machine torque requirements were reduced approximately 25% when the water jets were used. It was suggested this was due to reduced cutterhead friction in the presence of the water jets. A comprehensive economic analysis was undertaken as part of a concurrent study to determine the degree of cost benefits attainable from increased advance rates. Very significant savings were seen to be possible. It was concluded that the basic concept of combining a water jet capability with a mechanical excavating machine is definitely possible.

Five preparation plants employing concentrating tables for washing 3/8- inch to 0 raw coal were tested. Two of the plants were washing Pittsburgh-bed coal, two were washing Pocahontas-bed coal, and one was washing Elkhorn-bed coal. Samples of the feed to and products from the tables were collected over the normal operating shift. These samples were analyzed, and complete performance criteria were determined. The results of this study show that the concentrating table is an effective fine-coal cleaner even when operating at 40 percent over the recommended 10 tons per hour feed rate. Recovery efficiencies for the 3/8-inch to 200- mesh size fraction ranged from 97.3 to 99.3 percent; maximum yield errors and ash errors were 2.4 and 1.0 percent, respectively; probable errors ranged from 0.074 to 0.115 specific gravity units and error areas from 52 to 73 square centimeters. The amount of minus 200-mesh material in the water used for feed water and dressing water to the table had no significant effect on the sharpness of the separation achieved but did have an effect on the ash content of the clean- coal product. In the one plant studied, the substitution of fresh water for plant circulating water reduced the ash content of the clean coal by about 6 percentage points.

During the past five years under contract with the U. S. Bureau of Mines (BOM Contract J0308002). West Virginia University's Mining Extension Service (WVU-MES) has designed, developed) and delivered to the mining industry a comprehensive training program for Mine Rescue (MR) teams and a management planning tool for Mine Emergency Preparedness. The Mine Rescue team program is systematically built on a set of training objectives, backed up by content, allowing mine operators to conduct team training activities. These materials are user-ready, provide the MR principles and practices for both initial and advanced training, and supply teams with exercises geared to problem-solving activities. In addition to an instructor's program guide, the eight (8) modules that comprise the initial (20 hour) MR training are: an Introduction to Mine Rescue, an Introduction to Self-Contained Breathing Apparatus (SCBA), a set of modules covering each approved minimum 2-hour SCBA (i.e.) the Draeger BO 174-A. the McCaa) the Aerolox. & the Scott Rescue-Pak), and a manual on Auxiliary Apparatus as well as the Chemox Auxiliary SCBA. Advanced, annual refresher training (40 hour) is covered by seven (7) modules that spell-out the principles and practices needed to establish surface organization, to handle mine gases as well as mine ventilation, to conduct exploration, for fires, firefighting, and explosions, to rescue survivors and recover bodies, and to accomplish a mine recovery. Approved by MSHA in 1984 to meet requirements for 30 CFO. Part 49, these materials provide a basis for trainers' instruction, for comparison of team capabilities, for modifying programs resources, and services, and for program planning. The Mine Emergency Preparedness Program (MEPP) is used by management as a tool in the preparation of company personnel for handling a mine emergency operation. As a wholly new program. MEPP depends upon development of a Mine Emergency Organization and Emergency Operations Procedures. It also requires regular scheduling of drills) periodic mock emergencies, and evaluation of organizational responses and program performance beyond required training of mine rescue teams. MEPP materials are arranged into three sets of guides: 1) the Preparedness Program System Guides include an Executive Summary, a Program Director's Guide Mine Emergency Organization, and Emergency Operations Procedures; 2) the Emergency Organization (MEO) User's Guides cover the Rescue and Advisory Division, the Technical/Safeguarding Division, and the Surface Support Division; and 3) the Emergency Procedures (EOPS) User's Guides detail Containment Level Procedures, Notification Level Procedures. Mobilization Level Procedures, and Deployment Level Procedures.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. This report has been prepared in response to a request by the Bureau of Land Management (BLM) Fairbanks Alaska District Office that the Bureau of Mines quantitatively assess the potential supply of minerals from undiscovered deposits in the White Mountains National Recreation Area (WMNRA) and the western part of the North Steese National Conservation Area (SNCA) in Alaska. The assessment will be used to assist in future land-use decision-making. Resource Management Plans (RMPs) for the WMNRA and the SNCA were approved by the BLM in 1986. These plans imposed significant restrictions on new mineral development in the two areas. The level of public concern regarding these actions, especially on the part of the mining industry, has spurred BLM to seek additional information about the potential supply of minerals from the two areas with assistance from the Bureau of Mines. The assessment focuses on an area within the WMNRA and the SNCA which has been administratively closed to mineral entry. The study area encompassed approximately 1.24 million acres and included all of the WMNRA and the western portion of the North SNCA (fig. ES-1). Three quantitative estimates of the potential supply of minerals from the study area were developed: 1) For all lands in the study area, assuming that they are open to mineral entry-the baseline analysis; 2) For those lands which have been closed to mineral entry; and 3) For eleven prospective mineral activity areas, assuming that all are open to mineral entry.

Coal, gas, and oil in many geological formations of the Eastern United States are intimately associated but have traditionally been recovered independently of each other. Oil and gas wells, however, are often spaced sufficiently close to cause the subsequent loss of up to 50 percent of the recoverable coal in the form of pillars or barriers left for mine safety purposes. A long-range planning technique was devised for exploiting oil and gas wells simultaneously with the mining of coal to recover the maximum fuel potential of the formations. Planned plugging of oil and gas wells, determined partly from production predictions via decline curve analysis, is coordinated with a mine development plan to achieve maximum coal recovery and reduce overall production losses of gas and oil due to plugging of the wells.

Primary, low-temperature tars are generally known to alter with time. The effect is believed to occur, in some instances, without the external influence of air, light, or heat. Since one of the processes occurring during extended storage is oxidation, the action of mild oxidation induced by air and heat, in addition to the effect of storage, was studied. The principal effect in aging and oxidation is formation of pitch at the expense of the distillate fraction. The fraction boiling above 270° C. is mainly involved in pitch formation due to storage, whereas all fractions are affected to some degree when tar is heated at 125° C. in the presence of air. If the effects of air are considered, the aromatic and tar-acid fractions seem to be important in pitch formation.

Lignite tar made by low-temperature Lurgi-Spülgas carbonization of North Dakota lignite was hydrocracked in single-pass, fixed-bed operation at 3,000 pounds per square inch over cobalt molybdate catalyst to produce gasoline, and at the same pressure, over zinc chromite catalyst to crack the high-boiling phenolic compounds to low-boiling phenolics. Hydrocracking the raw tar or the creosote-oil fraction from the tar over cobalt molybdate removed most of the oxygen, sulfur, and nitrogen in the forms of water, hydrogen sulfide, and ammonia, and produced gasoline yields from 31 to 59 volume-percent. The gasoline fractions contained from 0.1 to 7.7 volume-percent tar acids, but tar-base percentages were too low for reliable measurement; removal of these materials with dilute caustic and acid solutions also reduced the sulfur and nitrogen to 0.01 weight-percent or less.

Burning coal-mine refuse banks were surveyed in 15 States. The following characteristics were tabulated for 495 hanks: County; name, population, and distance of nearest town; size and status of bank; status and stage of fire; and topography. Ways of controlling fires were reviewed, the compacting and sealing method proving most satisfactory. Means for preventing refuse-bank fires by proper construction of banks are described.

The principal mineral commodity in the Orleans Mountain RARE II area (No. 35019) is gold. Gravel deposits along the Salmon River contain placer gold. Lode gold with associated silver is contained in quartz veins. Many placer mining claims have been located within the study area in the Salmon River district. Four placer patents totalling 230 acres were issued for claims on the Salmon River between Lewis Creek and Forks of Salmon. On this same reach of river, adjoining and overlapping the study area boundary, approximately 3.3 million cu yd (2.5 million cu m) of gold bearing gravel with values ranging from $0.51 to nearly $5 per cu yd (50.66 to $6.50 per cu m) (gold valued at $400 per troy oz), are contained in three placers, the Bloomer, Pot Luck, and Horn (table 1). Within the study area boundary there are approximately 950,000 cu yd (726,000 cu m) of gold bearing gravel in these three placers. These three mines yielded nearly 12,000 oz (373,000 g) of gold and more than 300 oz (25,000 g) of silver between 1872 and 1913.
