This Bureau of Mines report summarizes experience and past research on methods for sealing abandoned areas of a coal mine and areas from which the pillars have been wholly or partially extracted. The Federal Coal Mine Health and Safety Act of 1969 requires that such areas be ventilated or sealed with explosion-proof bulkheads, but the present study indicates that bulkheads alone cannot isolate areas in a coal mine in which methane and other dangerous gases have accumulated. Gas-air exchanges between sealed and open areas must be controlled.

"To prevent the propagation of mine explosions, the Bureau of Mines recommends:1. That all coal and lignite mines, except anthracite mines shall be rock dusted.2. That rock dust shall be distributed upon top, bottom, and sides of all underground openings of every description, to within. at least 4o feet of all working faces and the areas not rock dusted shall be kept wet.3. That the rock dust shall be maintained in, such quantity that the incombustible material in representative samples of dust collected shall not be less than 65 percent. Where methane gas is present in the ventilating current, the minimum percentage of incombustible matter in the mine dust shall be increased 1 percent for each 0.1 percent of methane.4. That when the rock dust in any area becomes caked so thatit cannot be dispersed readily as a cloud in the air, that part of the mine shall be redusted immediately.5. That the dust to be used shall not contain more than 5 percent of combustible matter nor. more than 25 percent of quartz or free silica; all of the dust shall pass through a sieve having 20 meshes per linear inch and 60 percent or more shall pass through a sieve having 200 meshes per linear inch; the dust shall not absorb moisture from the air to such an extent as to cake and destroy its effectiveness as a dry dust.6. That rock-dust barriers shall not be regarded as a substitute for generalized rock dusting.Research and experience have shown that maintenance of an adequate percentage of rock dust in all underground openings, whether gassy or not, of bituminous and subbituminous coal and lignite mines (anthracite dust does not propagate explosions) is the best means of preventing coal dust explosions. In rare instances where all fine coal particles on the floor, ribs, roof, and timbers are in a muddy condition continuously rock dusting is unnecessary.The term ""underground openings"" refers to all unsealed openings whether they contain track or not, and includes rooms, entries, crosscuts, breakthroughs, rock tunnels, slopes, haulageways, airways, and travelingways. The sealing of unused or abandoned parts of a mine in accordance with Mine Safety Board Decision avoids the necessity of rock-dusting the sealed-off openings.The kind of rock dust to be used should have the approval of the State Mine Inspection Service. Pure limestone or pare dolomite produces the best rock dust, as these dusts have low silica content, little tendency to cake, and a light color that aids illumination. To reduce tendency to cake it is preferable that not more than 75 percent of the dust pass the 200-mesh sieve. All sieve sizes are those of the Tyler screen scale. If the mine personnel is repeatedly exposed to breathing high concentrations of the dust, the percentage of free and combined silica should be as low as possible, preferably less than 5 percent. Persons engaged in the application of rock dust should wear approved dust respirators as listed in Bureau of Mines Information Circular 7030 or revisions thereof."

As part of a program for improving, the safety of permissible explosives, the Federal Bureau of Mines has undertaken an investigation to establish the ability of sodium chloride to reduce the incendivity of permissible explosives to firedamp atmospheres. A motivating influence for this investigation has been the comparatively extensive experience of British and other European investigators, who used sodium chloride as a component of their permitted explosives (1, 5, 6 7).5/ In the United States research and development work of this type has been less extensive, although sodium chloride has been added to permissible explosives as a cooling agent (9) for many years. The results of the first phase of this investigation were presented in a previous paper (8), which established that adding up to 10 percent sodium chloride to permissible explosives reduces the likelihood of ignition of firedamp in the gallery test; however, the results were somewhat inconsistent, and the conclusions were qualified. Accordingly, the investigation was continued with a study of the effect of added sodium chloride as a function of the quantity added and of the particle size of the salt.

There was little change during 1988 in the production of minerals in Burundi. The Government of Burundi, which banned all commercial mining operations in the country in 1979, lifted the ban on mining of alluvial gold deposits and started a program of small-scale artisan gold mining in October. Along with the legal mining of gold, licensed gold trading counters were established. Other mineral commodities produced were kaolin clay, lime, and peat. In compliance with the Government ban, the only mineral wealth exploited for commercial sale and export was alluvial gold. Through financial assistance from the International Bank for Reconstruction and Development (World Bank) and the United Nations Development Program (UNDP), a study to inventory the country's mineral resources continued throughout the year. As part of this study, during the year, a West German company undertook a drilling program to further outline the nickel reserves of the Musongati area in central Burundi. Results of the work as of yearend were disappointing, with only 12 million tons of ore identified with better than 2% nickel content proven. Investigations also continued during the year regarding the centrally located deposits of vanadium-bearing titaniferous magnetite. A Norwegian company contracted to prepare a prefeasibility study for developing the deposit. The British Sulphur Corp. Ltd. was nearing completion of its $1.2 million2 study of the phosphatic limestone deposit at Matongo-Bandaga at yearend. Ore reserves of about 17 million tons grading 11% phosphorus pentoxide (P2O3) had been identified. The phosphate zone overlies a carbonatite rock, which could provide the basis for a cement industry. Additional drilling was planned for 1984. Exploration for gold was underway in 19S3 in northern Burundi through UNDP funding. Several primary deposits of shallow semimassive sulfides with gold values ranging from traces to 11 grams per ton had been discovered. The function of the Metallurgical Division is to conduct investigations relating to the treatment of mineral products from the state in which they are mined to the refined metal or other unfabricated product. These investigations include scientific and practical studies of ore dressing, covering the crushing and grinding of ores, separation by gravity, flotation. and magnetic methods; the hydrometallurgical treatment of ores, including cyanidation and amalgamation of the precious metals; the smelting and refining of copper, lead, and zinc, as well as the rare metals; and steel-melting practices from the raw ore to the finished steel. The object of this work is to conserve natural resources and eliminate waste by furnishing information on current methods of metallurgical practice. making fundamental studies of metallurgical processes, and developing new processes to the point of demonstrating their practicability. The Division is made up of sections devoted to the several phases of this work, each section being headed by an investigator capable of supervising his particular work. The work is carried on at the experiment stations and field offices or in the field, whichever seems best suited for the work in hand. The following, projects should be mentioned as particularly outstanding among those consummated successfully during the year: 1. Application of the type of chemicals known in the textile industry as wetting-out agents to flotation and agglomeration of ores, particulary soluble salts such as sodium and potassium chloride which must be treated in saturated brine. 2. Demonstration or a linear relation between surface and coercive force in magnetic minerals and Its application to magnetic separation and to the determination of grinding efficiencies and other metallurgical data which require surface determination at very fine sizes. 3. Pilot-plant demonstration of the practicability of the reduction of iron ore by natural gas and conversion of this direct iron into steel by direct melting and by forging and rolling before melting. The structure and properties of the iron so produced were studied in detail. This report covers the fiscal year July 1. 1934, to June 30, 1935.

In 1985, U.S. Bureau of Mines and University of Kentucky researchers began a series of studies relating to self-contained self-rescuer (SCSR) donning proficiency. During the next 5 years investigators examined a number of factors that have a bearing upon miners' ability to put on and use the apparatus in an emergency: the procedure being taught; availability and utilization of training models; opportunities to practice; hygiene; and on-the-job training. This report presents an overview of that research. It is concluded that companies should adopt a hands-on training protocol that allows them to integrate SCSR donning practice into other workplace routines such as fire drills.

As part of its overall program of coal-carbonization research, the Bureau of Mines is studying the coking properties of coals from various fields of this country. Few of the coals included in this survey are used for the manufacture of metallurgical coke, although some well-known coking coals necessarily are tested to provide comparative data, particularly on blending properties. The overall objectives of the study were given in detail in a previous report.3/ The inherent suitability of coal for metallurgical purposes, as distinguished from economic considerations, depends primarily on (1) the available reserves, (2) chemical composition, (3) preparation characteristics, and (4) carbonization behavior. These items are considered in selecting coal for carbonization tests.

While investigating methods for determining the best temperatures for hot-working experimental stainless steels, the Bureau of Mines Albany Metallurgy Research Center developed a machine in which hot-twist tests could be made in a few minutes. This machine is similar to some used previously except that specimens are heated by induction instead of by radiation, and their temperature is measured by a calibrated radiation-detection unit instead of by a thermocouple. In. developing the technique for using the new machine, tests were made on specimens of medium-carbon steel, mild steel, and AISI (American Iron and Steel Institute) type 304 stainless steel. Tests also were made on as-cast specimens and preworked specimens of experimental AISI type 202, low austenitic stainless steel, and as-cast specimens of AISI type 301 experimental stainless steel. The optimum hot-working temperatures were determined for all types of steel tested. Also, data were gathered on the effects of test speed and temperature on torsional strength and the effect of twisting on tensile stress in the specimen.

In 1988, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied part of the 12,740-acre Blue Canyon Wilderness Study Area (OR-003-073) in order to evaluate its identified mineral resources. The study area is in Malheur County, OR, about 27 miles northwest of Jordan Valley. The study area is underlain by Tertiary welded tuff, tuff, perlite and tuffaceous sedimentary rocks capped by basalt. Jasper has been mined from several localities. Some mining has been done by hobbyists. However, the area has been covered by mining claims since 1964, with mining done by commercial operators. This region has been a source of "Owyhee picture" and other similar jaspers. More recent exploration has focused on the gold potential of nearby areas such as Quartz Mountain and Red Butte.

The objectives of the research were to determine whether a model health and safety program could be defined in terms which would enable its application to mines of all types, and, if such a model program could be defined to determine through evaluations in two mining companies whether it would achieve measurable improvements. This volume describes the model, how it was applied in the field, and how it was evaluated. Anecdotal data to illustrate common kinds of safety problems and their solutions are included. The literature and field research that preceded the model definition is discussed in Vol. 2, which covers the period of September, 1980 to September, 1981.

The Bureau of Mines investigated the potential availability of magnesium from 45 properties in market economy countries (MEC's). The 38 significant deposits evaluated have demonstrated resources of approximately 29 billion short tons (st) magnesium-bearing material containing 416 million short tons (MMst) magnesium oxide (MgO). Using data it gathered, the Bureau determined the magnesium production potential for each property including a 15-pct rate of return on invested capital. Total and annual availability assessments for the next 30 yr were completed for magnesium (Mg) metal, deadburned MgO, and caustic calcined MgO. At a January 1984 market price of $1.34/Ib Mg metal, the properties evaluated could economically produce an estimated 13 MMst Mg metal. At a market price of $400/st nonmetal magnesium product, these properties could economically produce 109 MMst deadburned MgO and 43 MMst caustic MgO. These properties could produce approximately 301,000 st Mg metal, 3.0 MMst deadburned MgO, and 430,000 st caustic MgO annually at current full production levels and 1984 market prices until at least the year 2000. Total 1984 MEC production assessed in this study was 153,000 st Mg metal and 4.3 MMst nonmetallic MgO products.

This report documents the need for formal health and safety, and equipment operations training in the mine construction industry. The outlines, objectives, and training texts were developed based on the recommendation of needs of mine construction personnel, and those of Dames and Moore (Safety Analysis of Shaft Sinking operations, 1977) and Kinton, Inc. (A Training Program for Conventional and Raise Drill Construction Personnel; Phase I, 1979). The training material samples contained herein (and under separate cover in its entirety) are designed to improve the safety and production of those in mine construction. An instructor-directed presentation is recommended. The results of the study are presented in the Findings and Recommendations section of this report.

The Bureau of Mines issued three Information Circulars on marble many years ago (5), (6), (7).2/ They have long been out of print; furthermore, conditions have changed considerably in the industry in succeeding years. A presentation of current data is therefore desirable. This report furnishes general information on marble, including its properties, distribution of domestic and foreign deposits, methods and equipment used in quarrying and milling, economic and marketing problems, and recent advances in marble technology. INTRODUCTION Most marbles are crystallized limestone. The term "marble" is derived from a Greek word meaning to sparkle or flash, because the calcite crystals in marble sparkle as they reflect light. The word "marble" is employed frequently to mean a small ball used in the game of marbles with which nearly every child is familiar. Although the little spheres were originally of marble, few of those made in recent years contain that material; nevertheless, the expression "playing marbles" has persisted.

The Mine Safety and Health Administration (MSHA) defines an independent contractor as “any person, partnership, corporation, subsidiary of a cor-poration, firm, association or other organization that contracts to perform services or construction at a mine.” Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

This Bureau of Mines study assesses the economic significance of the Florida phosphate industry to selected counties in Florida, the State of Florida, and the Nation: it also includes a brief survey of the industry's international impact. Based on forecasts of Florida phosphate production in 1981, and using constant 1977 dollars. estimates are given for 1981 for regional and national output the value of this output, income, and employment created by the phosphate industry in Florida, Federal, Stale, and county tax revenues generated by the State's phosphate industry are also estimated for 1981. The concentrated impact of the phosphate industry on certain areas of Florida and on the State?s regional industries is examined using economic base analysis complimented by an industrial complex approach. The industry's impact at the Stare and national levels is examined through input- output analysis. In addition, an attempt to forecast for 1990 the effects of constraints on phosphate rock mining as a result of economic conditions and other factors is included as an appendix to the report. Also discussed is the phosphate industry's importance to the U.S. balance of trade: U.S. agricultural production. Including forward linkages; the U.S. sulfur industry; and the phosphate industry's importance to the production of fluorine and uranium by- products from fertilizer manufacturing.

This report presents the results of a program to improve, using existing and proven technology, unstable highwall conditions through better blasting practices in Appalachian strip coal mines. Better borehole blasting agent distribution and optimization of burden, spacing, and delay periods allowing satisfactory breakage with minimal backbreak were the objectives. At a selected field site, geologic conditions were closely examined with regard to joint orientation and spacing, and resulting slope stability considerations. A test series of eight blasts was completed and the resultant highwall monitored by repetitive photography. The study of drilling and blasting economics along with equipment performance led to an economic model of blast parameters and the identification of blast design cost benefits. The work demonstrated that small strip mining companies' are able to achieve a more stable highwall excavation utilizing presently available technology, equipment, and explosive products at improved operational cost and safety.

Fires in anthracite refuse banks are troublesome and may become exceedingly costly to combat. Instances are known in which refuse-bank fires have grown to such magnitude that entire mining properties have been endangered. In one instance4/ a refuse-bank fire cost the mine management several hundred thousand dollars to extinguish. The exact number of fires formerly existing or now active in the anthracite region of Pennsylvania is not known. There are hundreds of anthracite refuse banks in this region, some very high and large in area, that have never caught firs, although a few are over 50 years old. This would indicate that spontaneous ignition of the material in these banks is improbable, a conclusion confirmed by recent laboratory research.
