INJURY DATA and experience at coal mines in the United States for 1956 and 1956 are presented in this publication with a minimum of interpretation and comment because of the numerous tables required to afford detailed comparisons between the 2 years. Corresponding table., for 1955 and 1956 follow in consecutive order under the following general sections: (A) General injury experience: Tables I to II: contain current data on number of fatal and nonfatal injuries, frequency and severity rates, and average severity. (B) Selected injury data: Tables 12 to 77: Contain current data on causes of injuries, distribution of injuries by part of body injured, clays of disability, extent of hand and machine loading, experience by employment and production groups, and various other operating factors and physical conditions related to the occurrence of injuries at the Nation's coal mines. (C) Injury experience, by States: Tables 78 to 87: Contain data on injuries, injury rates, employment, cause of injuries, aid severity rates by States. (D) Major disasters: Table 88: Contains data on major disasters, 1947 -56. A major disaster is defined as a single accident in which, or as the result of which, five or more persons are killed instantly or died at any time thereafter. (E) Historical coal-mine-fatality experience: Tables 89 to 93: Contain data on fatalities and their causes at bituminous-coal and anthracite mines from the earliest records through 1956.

Producing oil, gas, and coal in sufficient amounts to satisfy U.S. demands for fuels, electrical power, and chemicals promises to be one of the country's major challenges during the 1970's. Adding significantly to this challenge is the urgent task of satisfying soaring fuel and power demands without destroying the natural environment or jeopardizing long-range requirements for resources. The Bureau of Mines, U.S. Department of the Interior, is engaged in a comprehensive program of research to help industry meet this challenge. This report reviews the aims of the research program and accomplishments in 1970; the first 11 sections cover coal programs, nine sect ions are then devoted to petroleum, and the concluding five sections deal with oil shale research. Figure 1 shows the nationwide distribution of Bureau of Mines energy research installations; Full addresses are given in appendix A. Many of the publications resulting from the Bureau?s energy research efforts are discussed throughout the report; others are listed in appendix B.

A mineral resource survey of the 940-square-mile (2,434 km2) Hells Canyon study area, which includes Hells Canyon Wilderness, Snake and Rapid Wild and Scenic River's, and adjoining roadless lands in Oregon and Idaho, indicates the area is highly mineralized. Thirty-four lode deposits within the study area have resources totaling about 31 million tons (28 million t) containing copper, silver, zinc, gold, and lead; another 42 lodes, not sufficiently exposed to allow resource estimates, are believed to have mineral potential. The most important deposits are copper-, silver-, zinc-, gold-, and lead-bearing volcanogenic occurrences, followed by silver-and copper-bearing contact replacement (tactite) deposits; other lode occurrences are relatively unimportant. The most important placer deposits occur at Dry Diggins; placers along the Snake River are small and scattered. The study area has extensive deposits of limestone and sand and gravel; it has little potential for energy resources.

This report is a proceedings of a briefing recently sponsored by the Bureau of Mines at which Bureau personnel presented findings from their research efforts to improve steelmaking techology currently used in the United States. The papers contained in this report address many areas of concern to the iron and steelmaking industry. Among these are improving arc stability in electric arc furnaces, preheating ferrous scrap to reduce energy consumption, fluorspar substitutes in steel-making, basic steelmaking refractories, corrosion of iron-based materials, improvements in stainless steel acid pickling processes, recycling of stainless steel dusts and other wastes, and use of wastes as a source of zinc for electro/galvanizing.

Literature review and extensive field survey of line and check curtain materials and practices showed: ? Miners, in general, know how to set tight curtains, and do so when needed. ? The tradeoff is economic; tight ventilation is labor-intensive. Line and check curtain techniques found are catalogued and evaluated. A fieldworthy 10 ft extensible brattice to maintain a 10 ft setback was found in use in two mines on continuous miner faces. This technique was evaluated in the laboratory for leakage and methane control at the face. Significant results include: 1) Air leakage through a gap in the extensible curtain depends upon the ratio of the cross-sectional areas between entry and return as well as gap area; 2) Gap shape has no significant effect on methane concentrations at the face -increasing gap area diminishes ventilation effectivness; and 3) Substantial reductions of CH4 concentrations at the face were accomplished by brattice extensions with gaps of up to 5 ft2 in area. An "inby hook," inserted in the roof automatically to make possible the deployment of a longer (20 ft) brattice extension in the context of a remotely controlled miner, was tested in various roof types. Insertion of this design succeeded only in coal.

The Bureau of Mines investigated the availability of potash from 68 mines and deposits in 12 market economy countries (MEC's) containing, at the demonstrated resource level, approximately 11.7 billion metric tons (mt) of potash in assay terms of contained K2O; K2O as used by industry as a standard of comparison for the different forms of potash. These resources include almost 190 million mt in the United States, 9.63 billion mt in Canada, approximately 430 million mt in Western Europe (France, Federal Republic of Germany, Italy, Spain, and the United Kingdom), 1.24 billion mt in the Middle East (Israel and Jordan) and over 220 million mt in other countries (Brazil, Chile, and the Congo). This analysis his determined that future production of potash in MEC?s will most likely continue to be from the large resources associated with producing operations in Canada. Based solely on the demonstrated resources included in this study, potash mining in the United States would decline while overseas production from MEC's can continue into the next century at near current production levels. However, timely development of new or inferred resources would offset any such decline. Producing mines in Canada have the resources to increase and maintain increased production well into the next century. For U.S. potash users, Canada is a long-term stable and secure source.

The wearing of self-contained oxygen breathing apparatus, although relatively safe if proper precautions are taken, is dangerous if defective apparatus -is worn, if men with inadequate training, experience, and physical requirements are used, or if improper procedure is followed. This is proved by the fact that at least 26 men are known to have lost their lives while wearing-oxygen breathing apparatus since its introduction in this country about 35 years ago. Self-contained oxygen breathing apparatus, commonly called "mine rescue apparatus" and sometimes improperly referred to as "oxygen helmets," is the only equipment that can be used for respiratory protection against poisonous mine gases, regardless of concentration or against an atmosphere containing little or no oxygen.3/ Apparatus of this type was introduced in this country in 1907, and since that time it has been widely used in conducting rescue and recovery work after mine fires and explosions and in some other work. All oxygen breathing apparatus used in this country before 1918 was imported from Europe, and although this equipment provided safer, more rapid means of conducting recovery work after mine disasters, there were many mechanical deficiencies in the apparatus which resulted in the death of some of the wearers. This led to the research and experimental work by the Bureau of Mines that resulted in the development and manufacture of more reliable and efficient types of apparatus in this country.

Caesium, rubidium, and lithium are sometimes described as the minor or rarer alkali metals. They generally occur together in nature, although, lithium is distributed more widely and is far more abundant than either of the other two. The chemical, and even the physical, properties of these three elements can best be considered In conjunction with the more familiar members of the alkali group, sodium and potassium. The five elements lithium, sodium, potassium, rubidium, and caesium show an interesting gradation properties from member to member with the increase in atomic weights. All are silvery white and soft enough to be cut with a knife. They tarnish rapidly in air and decompose water at ordinary temperatures. The lowest temperature at which the action of the several metals on water can be de¬tected is -98°C. for sodium, -105°C, for potassium, 108°C. for rubidium, and -116°C. for caesium. The safety record of the coal-mining industry in 1968 worsened appreciably .in fatality experience but was slightly better in nonfatal-injury experience. Work fatalities in 1968 totaled 311 and occurred at a frequency rate of 1.33 per million man-hours or worktime. The fatality total was 89 higher, and the rate of occurrence was 45 percent higher than the corresponding figures of 222 fatal injuries with a frequency rate of 0.92 in 1967. The worsened fatality record in 1968 resulted primarily from two major disasters (a single accident which results in the death of five men or more) which killed 87 men, nine in one and 78 in the second. The total of 9,639 nonfatal injuries was the lowest annual figure in complete records back to 1930. The frequency rate of 41.12 nonfatal injuries per million man-hours of worktime for 1968 was the second lowest annual rate of occurrence. The severity rate of all injuries, 10,513 days lost or charged per million man-hours, and the average severity, 248 days lost per injury, in 1968 were the worst annual data in the series started in 1944. Total worktime of 234.4 million man-hours and coal output of 553.3 million tons in 1968 were, respectively, 3 and 1 per- cent lower than in 1967.

The objective of this program was to determine the minimum luminance requirements for underground coal mining work from the working face to the first transfer point. The resulting data encompasses 114 visual tasks from conventional continuous and longwall mining methods representing the salient visual tasks found in the jobs listed. In its study of methods for reducing metal losses in the non- ferrous metal industry, the Bureau of Mines has conducted a long series of experiments on electric brass melting and collected much data on the experiments of others. Reports bearing on this work that have already been published by the Bureau of Mines are Bulletin 73, "Brass-furnace practice in the United States," and Bulletin 77, "The electric furnace in metallurgical work." A comprehensive report describing the design and operation of all types of electric brass furnaces and showing their performance in experimental tests on a commercial scale is in course of preparation. However, commercial tests of several new and promising types of furnaces are still under way, the results of which should be included in any general discussion of the subject. For this reason it has seemed desirable to issue a preliminary bulletin giving the data on a type of furnace developed in one stage of the bureau's work.

Continuous experimentation utilizing a 3- by 36 - foot rotary kiln was conducted to demonstrate the feasibility of simultaneous induration and reduction of magnetic taconite concentrate . Lignite , or lignite - anthracite mixtures , and green magnetite pellets (64.2 percent Fe , dry basis ) were heated in a rotary kiln to about 2,100 ° F. After separation from excess reductant , the product pellets were found to be highly reduced and acceptably hard . A total of 140 tons of prereduced pellets with an average Fe content of 79.0 percent was produced at Minneapolis and smelted in the Bureau's experimental blast furnace at Bruceton , Pa . Two additional supplies of prereduced pellets were obtained from The Steel Company of Canada , Ltd. , Hamilton , Ontario , which contained 83.8 and 91.3 percent Fe , respectively . Smelting of prereduced pellets was compared with that of unreduced pellets obtained from The Hilton Mines , Shawville , Quebec , and from the Erie Mining Co. , Hoyt Lakes , Minn . Blast furnace tests established that a substantial decrease in coke rates and higher production result from the use of prereduced pellets .

Reports technical progress in designing four machines to be used in mining coal underground, applying innovative concepts at the design stage (instead of add-ons). A study phase was followed by design activity, including calculations supporting the designs. Scale models of three machines were built, and a full-scale mock-up of the conventional loader was used to measure human factors parameters.

Accidental contact of overhead electrical power lines by mobile equipment is a leading cause of occupational fatalities in the United States, accounting for 20% of on-the-job electrocutions. Overhead electrical power line proximity warning devices (PWDs) are intended to warn personnel if mobile equipment moves within some preselected minimum distance of an energized overhead electrical power line. Two commercially available PWDs were tested at the National Institute for Occupational Safety and Health?s (NIOSH) Pittsburgh Research Laboratory (PRL). The objective of the tests was to document performance capabilities and limitations for these PWDs by identifying factors that can influence their operation. The two PWDs evaluated in this research are the SIGALARM Model 210 marketed by Allied Safety Systems, LLC, and the ASE Model 2100 from Allied Safety Engineering. Both of these devices operate by measuring the electric field present around energized power lines. The PWDs were installed on a government-owned 22-st (20-mt) rough terrain crane. A purpose-built test site used for this research at PRL allowed operation of the crane near a variety of power line configurations operating at up to 25 kV. Most of the tests involved positioning the crane adjacent to one or more overhead power lines, adjusting sensitivities of the PWDs to alarm when the crane boom was approximately 20 ft (6.1 m) from the power lines, swinging the crane boom toward the lines under a wide variety of test conditions, and finally, for each unique set of test conditions, documenting the deviation from 20 ft (6.1 m) for actual alarm activation. Test results show that several factors can adversely affect PWD performance. PWD alarm accuracy generally deteriorated when operating with a boom position significantly different than that used for the device?s last sensitivity adjustment. Another factor that can affect PWD performance is configuration of the overhead power line(s) involved. Accuracy of alarm activa­tion distances was best for simple single-circuit installations, but degraded for multiple circuits on the same poles. This degradation was slightly greater for installations with different voltage levels and/or a combination of vertical and horizontal conductor arrangements. Performance also degraded for crane operation between two intersecting power line installations, especially for intersecting lines at different voltages. An additional aspect of power line configuration shown to influence PWD accuracy was phase sequence on the power line circuit(s). Specific phase con­ductor arrangements and combinations, particularly in multiple circuit installations, resulted in either improved or degraded accuracy.

As part of its program to provide technology for reducing undesirable environmental impacts of mineral processing operations, the Bureau of Mines developed the citrate process for desulfurizing industrial stack gases that contain from 0.1 to 2 vol pet S02. In this regenerable flue gas desulfurization (FGD) process, S02 is absorbed from cleaned and cooled industrial flue gas with a citric acid-sodium citrate solution. The absorbed S02 is subsequently reacted with H2S to precipitate marketable elemental sulfur and regenerate the solution for recycle. Laboratory investigations of process parameters provided information for designing larger scale continuous operations. Information gathered from operation of two pilot plants, one at a copper smelter and one at a lead smelter, confirmed the laboratory results. Data were obtained for design and construction of a commercial-sized demonstration plant at the George F. Weaton Power Station, Monaca, PA. A preliminary operation of the plant was demonstrated, under a cost-sharing Bureau-industry contract. This bulletin describes the citrate process and gives results of the laboratory, pilot plant, and demonstration plant studies, as well as corrosion investigations.

In this Bureau of Mines study, an equation is derived for the limit burning velocity for divergent, spherical propagation from an ignition kernel of radius, r: (Su)e = ( ) . For flame propagation into a preexisting, stretching velocity gradient of magnitude dv/dx, the limit velocity is (Su)e = (a dv/dx)1/2. These formulations are shown to be equivalent to the fluid dynamic concepts of Damkoh1er, Kar10-vitz, and Markstein. Existing data for the b10woff limits of flames are shown to give excellent agreement with those concepts provided that proper account is taken of two dilution effects: composition dilution caused by entrainment and velocity gradient dilution caused by flow expansion. Approximate flow-field solutions are also derived for the unburned gas motion above an upward propagating, spherical flame kernel in buoyancy-induced flows. It is shown that;, the upward hemisphere propagates toward a stagnation plane in a counterflow configuration involving the balance between the combustion force, which accelerates the cold gas upward, and the buoyancy force that accelerates the cold gas downward. The position of the stagnation plane above the upward propagating hemisphere is related to the ratio of the buoyant velocity, vb, to the burning velocity, Suo Extinction of the upward propagating wave occurs by flame stretch in that counterflow configuration when n = Vb/Su begins to exceed the expansion ratio, Pu/Pb' and the wave is blown off by its own buoyancy-induced flow field.

This Bureau of Mines report describes a shaft closure demonstration project in which 11 inverted pyramid-shaped plugs were used to plug abandoned open mine shafts in Galena, KS, The inverted pyramid-shaped forms, fabricated from steelplate, were designed so that the inverted base would be larger, by 4 ft on a side, than the approximate size of the shaft opening at the surface residuum-solid rock interface. After the surface openings of the shafts were trimmed with a backhoe, the steel forms, complete with reinforcing, were lowered into the openings and filled with concrete; the remaining portions of the openings above the plugs were backfilled to slightly above the surrounding surface level with waste rock and soil. Location and elevation monuments were installed for long-tern evaluation of the success of the project.

Two different techniques were used to make measurements of the absolute value of electromagnetic noise in an operating coal mine, Itmann No. 3 Mine, located near Mullens, West Virginia. The electromagnetic environment created by 250-volt-dc and 550-and 950-volt-ac machinery in two longwall panels was measured and is reported. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. It is recorded using broadband analog magnetic tape, and the noise data is later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific, measured results are given in a number of spectral plots and amplitude probability distribution plots.

"An active list of permissible explosives was published in July, 1930 as part of the United States Bureau of Mines Report of Investigations 3025, under the title of “Active List of Permissible Explosives and Blasting Devices Approved Proir to June 30, 1930”. Unlike other types of mining accidents, where an incident generally involves only a few workers, the danger of a mine fire extends to every person working in the underground environment. Mine fires can trap or kill those working underground by blocking avenues of escape and rapidly creating heat, asphyxiating gases and toxic fire products that can quickly spread throughout the mine. The National Institute for Occupational Safety and Health (NIOSH), in partnership with the Mine Safety and Health Administration (MSHA), is conducting research to test, evaluate and improve or modify coal mine fire-fighting strategies and methodologies through large-scale tests. Because wood is the second most abundant fuel available during a coal mine fire, it was decided that a series of large-scale wood crib fire tests was needed to measure the products of combustion and to observe the capability of commonly available direct application fire suppression equipment, namely, fire extinguishers, water and gas-enhanced foam. This paper discusses the wood crib fire tests, provides insight into the products of combustion and describes observations made during the application of the fire suppression agents.1
