[The shrinkage of coke after formation is one of the variables that affects the net expansion of the change in both industrial and test ovens. Various test results have been interpreted as indicating that cokes from certain coals shrink to a marked extent and that other cokes show very little shrinkage; out no comprehensive experimental study of the shrinkage of coke after its formation and of the factors influencing this shrinkage has come to the attention of the authors. While investigating the reactivity of cokes made by the BM-AGA method,6/ Reynolds7/ found that granular low-temperature cokes shrink considerably then reheated to higher temperatures. This shrinkage was large enough to influence the behavior of the charge (net expansion or contraction) in a coke oven to a marked extent. Since that time the Bureau of nines has investigated the shrinkage of coke different methods, all of thick had one common objective - the elimination of the effect of other factors, such as swelling in the plastic range, which could either partly or completely mask the shrinkage of the coke. A major emphasis of the U.S. Bureau of Mines is to perform research on the prevention of fatal accidents at mining operations. The leading cause of fatalities in the underground coal mining industry is groundfalls. This proceedings volume presents several new developments that are helping to prevent fatalities and reduce injuries by groundfalls. The papers focus on the problem from two different perspectives. About half of the papers present information and techniques that can be used to train and motivate miners to protect themselves from groundfalls. The other papers explain how to identify and respond to various geologic conditions that affect the stability of the mine roof. Of the 95 groundfall fatalities that occurred during 1986-90, 75% took place in Kentucky, West Virginia, and Virginia. The rate of groundfall fatalities was much higher at small mines. During 1986-90, the rate of groundfall fatalities at mines employing fewer than 20 people was 4.3 times higher than the rate for larger mines. Because so many groundfall fatalities are occurring at relatively small mines in the southern Appalachian coalfields, many of the papers focus specifically on the needs of this category of mine operations.

"Summary: Fibroblast proliferation and enhancement of collagen synthesis are key steps in the development and progression of pulmonary fibrosis. The current investigation presents a fibroblast proliferation assay to detect the release of competence factors from pneumocytes. The specific objective of this study was to define cell culture conditions for fibroblasts that would allow selective detection of competence factors in test media. The results indicate the following: (a) fibroblasts should be cultured for 2 days in plasma-free medium rather than 2% plasma to assure complete quiescence; (b) 1% plasma was optimum for producing progression activity for the bioassay of a competence factor, while 0.5% plasma did not produce sufficient progression activity (yielding false negatives) and 2% plasma often contained significant competence activity (yielding false positives); and (c) fresh plasma should be used since the progression activity of plasma was adversely affected by freezing and thawing. Under these conditions, this bioassay can be employed with either rat or human lung fibroblasts to detect competence factors such as platelet-derived growth factor (PDGF), at levels as low as 25 ng/ml.Fibrotic lung disease, as a consequence of occupational exposure to silica dust. is characterized by the development of concentric hyalinized nodular lesions in the lung and the progressive loss of pulmonary diffusion capacity. Proliferation of pulmonary fibroblasts and enhanced synthesis of collagen by these pneumocytes have been shown to be key steps in the development of chronic silicosis ( 1 ). The regulation of lung fibroblast proliferation by cytokines released from alveolar macrophages may be an important pathogenetic mechanism in the development of the fibrotic process (2). Some cytokines stimulate fibroblast proliferation by activating specific phases of the cell cycle (3,4). In particular, platelet-derived growth factor (PDGF) promotes fibroblast proliferation by inducing the movement of quiescent (G0 ) cells into the G1 phase of the cell cycle (5). Insulin-like growth factor (IGF) and transforming growth factor-P (TGF-P). on the other hand, regulate the rate of transition of fibroblasts from G 1 into the S phase (5,6). These two classes of cytokines have been termed competence and progression factors, respectively. One approach used to examine the release of cytokines from macrophages is the fibroblast proliferation assay in which quiescent fibroblasts are exposed to culture supematants from macrophages exposed to various stimuli. In most of these assays, the supernatant contains fetal calf serum (FCS), which provides the competence factor(s) necessary to facilitate the proliferation of fibroblasts (7-9). Recently, a fibroblast proliferation assay using platelet-poor .plasma [lacking competence factor(s)] as a substitute for FCS bas been described (I 0, 11 ). In this assay, the release of a competence-inducing PDGF-like growth factor from rat and human macrophages can be distinguished from other cytokines that act as progression factors."

The work of the United States Bureau of, Mines is concerned primarily with the prevention of accidents in the mining, petroleum, and allied industries. This report analyzes the fatal accidents in the coal mines of Tennessee and gives the pertinent factors in tabular and descriptive form, with interpretations and suggestions to operators, workers, and the State Division of Mines for the future prevention or reduction of accidents in coal mines. In-1992, the U.S. Bureau of Mines conducted a mineral investigation of the Anderson Mountain study area, including RARE II area 4-942, in Lemhi County, Idaho. The 7,340-ha study area lies within the Salmon National Forest about one kilometer north of the old mining town of Gibbonsville (pop.: 100). The eastern boundary of the study area is formed by the crest of the Bitterroot Range. The crest also serves as the continental Divide, and as the border between Idaho and Montana. The study area lies within the Gibbonsville Mining District, an important past producer of gold from lode and placer deposits. Since the 1870's, several hundred claims for both types have been located in the study area. Thirty-six current (1992) lode claims and two patented claim groups (one lode and one placer) are wholly or partially in the study area. No placer claims are current. In all, twenty-seven lode and five placer properties in and adjacent to the study area were investigated. Workings on the properties included 2 caved shafts; 36 caved adits; 8 open adits; 120 small pits, cuts, and trenches; and 4 large dozed cuts.

The safety analysis of shaft-sinking operations included a review of accident reports from coal and metal-nonmetallic mine shaft-sinking projects in the United States, a review of foreign and domestic shaft laws, and discussions with shaft contractors and Federal mine inspectors. Accident data were studied to identify the most common and the most severe types of shaft accidents and to determine their immediate and contributing causes. Additional factors such as worker training and experience, equipment and sinking procedures, regulations and enforcement practices were also investigated to determine their impact on shaft safety. The results of the study are summarized in recommendations for improved training of shaft miners and clarification of Federal shaft-sinking regulations. A guide to assist mine inspectors in examining shaft-sinking projects is also included.

In its efforts to reduce waste, and increase efficiencyin oil production, the Bureau of Mines is investigating methods of increasing the recovery from the underground sources of supply, which are the foundation of the petroleum industry and the many allied industries wholly or partly dependent on it. In the face of a demand that is increasing faster than the production and that, in the consensus of opinions of well-informed authorities, is soon likely to outstrip the productive capacity, it is well to consider whether it is not possible to extract more oil from the known sources of supply. It is universally acknowledged that by the usual production methods much oil is left underground, the general opinion being that at least 50 per cent of the oil in a field remains unrecovered when the field is abandoned as exhausted. From the writer's own investigations he believes the average recovery is even less, and if any considerable portion of this oil being left underground could he made available it would have a tremendously favorable influence on the petroleum industry and all the industries dependent on it. In this publication are considered the principles involved in increasing recovery and methods of extracting more oil from the oilbearing formations than by the usual ways of producing. These methods are: The use of gas or vacuum pumps, forcing compressed air or gas through the oil-bearing formations, displacing the oil by water, and better utilization of the natural pressures in the oilhearing formations. Especial attention is being given to a processcommonly known as the Smith-Dunn-for forcing compressed air through oil-bearing formations because it is believed to hold most promise for the future.

Measurement and sampling of diesel particulate matter in mine air presents a challenge due to the complexity of the diesel aerosol. The results of a series of tests carried out by the National Institute for Occupation Safety and Health, Pittsburgh Research Laboratory, in an underground mine were used to evaluate several measurement methods that are currently used to characterize particulate matter emitted by diesel-powered equipment. This paper presents an overview of these techniques and examples of the results along with a discussion of the advantages and information gained by each technique. The measurement methods discussed include particle size measurements using a scanning mobility particle sizer, total particulate matter measurements using a tapered elemental oscillating microbalance, a size selective sampling method for workplace and personal exposure assessment and a size-selective high volume sampling method for carbon analysis.

1. Under the conditions of the tests described herein, the proper use of an incombustible stemming plug of the type discussed prevented ignitions of gas in all tests during the firing of 21 single shots of permissible explosive in cool. In two tests with multiple blasting (four and five shots each) no ignitions resulted. 2. The results of a few tests in this investigation and of numerous tests made previously indicate that fire-clay stemming of the same weight as an incombustible plug provides about the same degree of protection as the plug against gas ignitions during blasting of coal by permissible explosives. 3. The hazard of gas ignition on firing charges of non-permissible 40-percent gelatin dynamite in coal was reduced but not eliminated when the shot holes were stemmed with one or two incombustible plugs or with an equivalent weight of fire clay. 4. On the basis of this investigation, the Bureau of Mines considers the proper use of incombustible stemming plugs of the design tested, under the conditions of the tests described in this paper, to be of equivalent safety as the same weight of fire-clay stemming. This report does not constitute approval or disapproval of the incombustible stemming plugs by the Bureau of Mines. 5. The test data indicate that misfired charges in shot holes stemmed with the incombustible stemming plug cannot be disposed of with certainty by the procedure recommended by the manufacturer. In this investigation the misfired charges failed to detonate in 30 percent of the trials.

[For a year or more, statements have appeared in the technical press, and Especially in various trade journals, indicating that valuable metals such as gold, silver, platinum, and other rare metals, have been found and also have been successfully extracted from oil shales. These reports stated tat decarbonization and special methods of chlorination treatment, leaching and subsequent Precipitation, also cyanidation followed by table concentration of the residues after cyanidation, all indicated that told ad silver and other metals could be, and were, successfully recovered. Such articles have caused much misunderstanding, and as the correctness of some re of the statements made in them were questioned by some of the technical journals and by various chemists and metallurgists, an investigation of the subject. was begun by the metallurgical division of the Bureau of Mines, in order, if possible, to determine to what extent, if any, metals of value do occur in oil shales, and if so, the feasibility of attempting their recovery by tie processes said to have been used for teat Purpose. Inasmuch as the Bureau's station at Salt Lake City is investigating the recovery of oil from oil shales, the investigation of too recovery of metals from oil shales was assigned to my direction as superintendent 'of that station. An agreement had been entered into with the owner of m extensive oil shale deposit in Wyoming whereby I would personally collect the samples' of shales for use in the investigation.]

Among the many engineering problems directly related to conservation in the petroleum industry, that of crude-oil emulsions continues to be important. Emulsions of water and oil always have constituted one of the most serious forms of waste in the oil fields, and the necessity of dehydrating emulsified crude petroleum to obtain marketable or pipe-line oil confronts operators in many fields with a major operating problem. In 1926 the Bureau of Mines published a comprehensive treatise s on oil-field emulsions dealing with field conditions, practical methods of dehydration, and physicochemical characteristics of the formation and resolution of emulsions. Although this bulletin is still available and may be obtained from the Superintendent of Documents, Washington, D. C., and although its contents are a valuable reference on the subject of emulsions, knowledge regarding the physical properties of emulsions and the phenomena of dehydration has increased greatly within the last decade. With the information gained through continued scientific research, substantial improvements have been made in the art of resolving petroleum emulsions. Moreover, in recent years there has been a growing realization of the importance of emulsion-preventive measures that has led to more critical examination of the causes of emulsions and methods of eliminating or at least reducing the degree of emulsification. Conditions causing agitation and commingling of oil and water and the formation of "cut oil" often are within the control of the producer, thereby making it possible to utilize preventive or remedial measures by which emulsification may be minimized or avoided. In fact, many companies have materially reduced their treating costs as a result of careful studies in emulsion prevention and proper handling of "wet" production. Of course, in many instances preventive measures or the correction of conditions causing emulsification cannot be achieved practically or economically, and the emulsions that form must be treated regardless of the care exercised or the money spent in attempting to prevent their formation.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Through the hearty cooperation of the State coal-mine inspectors, the bureau is able to present in this paper a a complete statement of the coal-mine fatalities occurring throughout the United States during the calendar year 1919. The reports received from the inspectors for the year just closed show a reduction of 10.58 per cent in coal-mine fatalities as compared. with 1918, while in 1918 the reduction was 4.3 per cent from 1917 figures. The total number killed was 2,307 in 1919 and 2,580 in 1918, a reduction of 273. There was a decrease of 128, or 25 per cent, in fa tali ties resulting from mine cars and locomotives, and a decrease of 198, or 15 per cent, in the fa tali ties due to fall of coal or rock. Surface accidents show a decline of about 25 per cent as compared with the previous year. There were, however, increases in accidents due to gas and dust explosions and also explosives. There occurred during the year nine disasters in which five or more men were killed, representing a total of 201 fatalities. The worst disaster of the year was the one occurring at the Baltimore Tunnel No. 2, Wilkes-Barre, Pa., resulting from the explosion or burning of a number of kegs of powder, by which 92 lives were lost. This disaster emphasizes the need for stricter regulations relating to hauling men and explosives into the mine at the same time. The question of whether electricity was responsible or not does not affect the consideration of the various dangers which arise in underground transportation and handling of explosiveB. At best the handling and hauling of explo.sives is hazardous and such being the case, no one, other than the necessary attendants, should be permitted to ride in cars or cages transporting explosives. As a result of this disaster, the report b of the coroner's jury to the governor of Pennsylvania brings out some important dangers to be avoided in the use and transportation of explosives.

The enormous and constantly increasing demand for limestone to supply a multitude of uses is a remarkable feature of the mineral industries. As approximately 130,000,000 tons of limestone are produced annually, it is not surprising that deposits at or near the surface are gradually being exhausted and that less advantageous supplies are being worked. Quarries are becoming deeper and wider year by year, and in many places the volume of overburden that must be removed to allow open-pit work has increased alarmingly. Quarrymen are also gradually learning how expensive it is to sort and clean stone from a deposit overlain by poor material. As such conditions confront the limestone industry, the natural tendency is to seek some modification in method whereby the handicaps of increasing cost may be met and overcome. Operators, some of them unwillingly, have been forced to conclude that underground work in drifts and tunnels is the most logical solution of the problem. The unwillingness of some is largely due to unfamiliarity with mining and to the unfounded fear that costs must increase and dangers multiply when mining is undertaken.

The National Institute for Occupational Safety and Health (NIOSH) has initiated a study of a roof bolter to reduce noise exposure to mine roof-bolter operators. An important segment of this research entails determining the affect of various drilling configurations on the performance (penetration rate) and sound power emissions when drilling into granite. Test conditions included using various combinations of rotational speeds and thrusts, using 2.54- and 3.49-mm- (1- and 1 3/8-in.-) diameter hexagonal and round drill steels, using vacuum and wet conditions and using drill media of differing compressive strengths. This paper details the affects of each of these variables on the performance and sound power level emission. When drilling into granite, it was found that wet drilling generated lower sound power levels and performed better than vacuum drilling.

Biennially the Bureau of Mines issues a list of equipment that has been accepted as approved or permissible during the two calendar years immediately preceding the date of publication of the listing. By so doing the mining industry is kept informed of the availability of the latest equipment for safe use underground. This list supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953; Information Circular 7722, Permissible Mine Equipment Approved During the Calendar Years 1953-54; Information Circular 7840, Permissible Mine Equipment Approved During the Calendar Years 1955-56; and Information Circular 7957, Permissible Mine Equipment Approved During 1957-58. This list includes equipment meeting those standards that have been revised since Information Circular 7957 was .issued. Schedule 16E,4 a revision of Schedule 160, was approved May 19, 1960.

This is the fourth progress report in the series on the use of detachable rock-drill bits in the metal mines of the United States. It contains comparative statistics and costs or drilling at eight mines not reviewed in previous reports, comparison of the use of detachable bits at small mines and large mines, a discussion on the life of drill rods, and general conclusions derived from an analysis of the rock-drilling practice at all the mines investigated on this survey. This paper completes the descriptions of operating practice in rock drilling at individual mines. Data on drilling practices at 28 mines are given in appendices I and II and drilling costs are shown in appendix III. Research in the fundamentals of rock drilling, including the use of detachable bits, has been undertaken by the Bureau of Mines in its testing adit at Mount Weather, Va. Reports on the progress off this investigation will be issued when results warrant their publication.
