"The objective of this paper is to describe the potential impact of inter-provincial competition f or new output capacity on the Canadian potash industry. It will be shown that the ramifications of such actions are potentially severe, especially since the potash industry is one of the few non-fuel minerals in which Canada purportedly possesses a significant degree of market power. More specifically, the paper addresses the impact of possible expansions in New Brunswick, Manitoba and, perhaps, Saskatchewan. The findings suggest that such initiatives could result in substantial excess capacity and the dissipation of monopoly rents. In summary, given the market structure of the industry, it is unlikely that the employment and economic effects associated with industry expansion will offset the loss in national welfare attributable to rent dissipation.IntroductionThe objective of this paper is to discuss the potential impact of inter-provincial competition for new output capacity on the Canadian potash industry. "The original grinding circuit at East Malartic consisted of two 8 by 8 C.A.C. mills in closed circuit with two 72 inch Akins Classifiers and an 8 by 10 secondary mill in closed circuit with two 48 inch duplex classifiers. With this circuit, we experienced a drastic drop in tonnage from one month to another, due to variations in the hardness of the ore. The first step to overcome this difficulty was made by increasing the critical speeds of the mills from 78% to 82%. This resulted in an increase in the secondary mill throughput; but, when the change was made on the primary mills no increase was obtained.The drastic drops in tonnage were still experienced and through working with Allis Chalmers the 8 by 10 mill was converted to a rod mill and the two 8 by 8 n1ills to secondary mills. This change eliminated the two 72 inch Atkins classifiers and the scoops on all the mills, since the 48 inch Akins classifiers sands could then be fed by gravity to the secondary mills through feed pipes.The rod mill and secondary mill discharges were fed to a common pump box using 5 by 5 S.R.L.'s running at 1085 R.P.M. with a twenty-five foot head. When this was done the pumping costs jumped from $105. 00 for 6 months to $1050. 00 in one month, or from 0. 0004 to 2. 75 cents a ton milled. "Since its startup in 1975, the Rabbit Lake mill has been modified (0 process both increased tonnage and higher grade ore. Ore initially came from the Rabbit Lake pit . In 1985, a major mill expansion was commissioned to allow treatment of B-zone pit ore, which is mineralogically and metallurgically different fromRabbit Lake pit ore.Mill modifications, and the changing ore characteristics and processing targets which made them necessary, are described. Mill LocationThe mill complex, shown in Figure I, comprised of milling facilities, acid plant, power generation , warehouse and administration offices, is located approximately 1.5 Ian south of the Rabbit Lake pit, and about 8 Ian southwest of the B-zone open pit mine.Original Milling CircuitOre feed to the mill commenced June 10, 1975. The mill was designed to process 1500 tonnes per day , 483 000 tonnes per year with an average grade of O.44OJo Ups and an annual production of 2000 tonnes UPs' Run-of-mine ore was dumped directly onto a 60 em square opening grizzly. Oversize was broken with an Ingersoll-Rand hydrauli c rock breaker. Minus 60 cm ore was fed to a 6 m diameter by 1.8 m long Hardinge semi-autogenous (SAG) grate discharge mill. Mill discharge was screened over a Tyler double-deck vibrating screen, with screen oversize returned to the SAG mill feed chute via conveyor belt. Screen undersize (minus 2.4 mm) was pumped to 51 cm diameter Krebs cyclones in closed circuit with the SAG mill. Cyclone overflow (about 50% minus 74 micron) was thickened to 55% solids in a 30 m diameter neutral thickener .Thickened pulp was stored in two mechanically-agitated wood stave tanks (5.5 m diameter by 6 m high), to which sulphuric acid was added to obtain a pH range of 1.5 to 2.0. The fmalleaching was carried out in five more identical tanks. Sulphuric acid and sodium chlorate were used to maintain a pH of 1.5 and a terminal emf of -450 to -500 mV. Steam sparge was utilized to obtain a temperature of 45°C."

Abstract The aqueous oxidation of pyrite in caustic solutions under oxygen pressure was investigated by measuring that effect of reaction variable on oxygen consumption by the reactions. From the results of this investigation, a model for the process has been proposed. In this model, sulphur diffuses as a positive ion through an oxide layer which forms on the sulphide particles and is then oxidized to sulphate ion. Iron is oxidized by substitutional diffusion of oxygen atoms into the oxide layer. The effect of most reaction variables on the rate of oxygen consumption can be explained with this model. Introduction Recent investigations (1,2,3) have shown that certain sulphide ores can be readily leached by agitating the ore in the form of a pulp under pressure in the presence of oxygen. Since very little was known of the mechanism of this oxidation, a programme of investigation was inaugurated in 1949 in the laboratories of the Department of Mining and Metallurgy of the University of British Columbia. Financial support for the investigation was received from the National Research Council in the form of student grants and bursaries, from the Canadian Liquid Air Company, Limited, and from the Consolidated Mining and Smelting Company of Canada, Limited. The first objective was to devise a technique to study the primary oxidation reactions in aqueous solutions and to apply the technique to a detailed study of the oxidation of pyrite in caustic solutions.

"In order to determine its capabilities and to aid in the interpretation of fie ld results, a scale model study and field tests were carried out on the Crone borehole pulse electromagnetic (PEM) system. The model results indicate that if a borehole passes in the vicinity of a tabular conductive body, the system will not only detect the presence of the body, but will also return information as to its conductivity-thickness product, size, altitude and position.The effect of variation of these electromagnetic and geometric factors on the shape of the response curve from a borehole PEM survey is displayed by a number of suites of scale-model response curves. These model curves can be used directly as type curves in the interpretation of field results. Field tests of a prototype PEM system provide a check on the scale-model results and also summarize the procedure of interpreting field data using the model type curves.The borehole pulse EM system can be effectively used as a follow-up geophysical instrument for locating and delineating known conductive bodies. It can also be profitably utilized as a primary geophysical exploration tool in areas of deep mineralization below the depth limit of conventional airborne and ground geophysical systems. The probed area of a diamond drill hole in these cases is increased from a 1- inch drill core to a zone extending hundreds of feet from the hole."

"Experimental and pilot operations in bituminous sand processing require due care and attention in the design and analysis of measurement programs. This paper deals with a case study in experimental design and data analysis for a series of experimental campaigns that have been conducted over the past five years by Kilborn Western Inc., acting on behalf of Bitmin Resources. Beginning with the design of the experiment and following into the use of linear and nonlinear regression models, the phenomenology of bitumen extraction is illustrated. The final testing program tested 13 oil sand types as well as a wide range of process variables for all the unit operations of the complete process.The program was successful in developing process fundamentals and scale-up criteria. Several phenomenological models were proposed and tested. Their range of applicability was explored. This paper illustrates the range of applicability of these models and discusses the development of alternative models.IntroductionOver the past five years Kilborn has conducted a series of bench scale and pilot scale experiments designed to explore the phenomenolgy of a new concept in medium temperature processing of bituminous ores. These experiments at feed rates ranging from .1 to 24 t/h were conducted on water wet sands from the .Athabasca region near Fort McMurray. They were based on experimental designs chosen to provide a systematic means of identifying the response surfaces of the process over a range of conceptual designs. "BILMAT is one of the most powerful algorithms in existence for material balance computation in mineral processing flowsheets. It is based on a hierarchical decomposition coupled with the Lagrange multipliers method widely reported in the literature. Flowrates can be calculated optionally for pulp, solid or water. Assays are adjusted for a variety of subnetworks, such as assays of the solid as well as assays of fractions of the solid called level 4 data (l: pulp, 2:solid and water, 3:assays of solid, 4:assays of classes of solid).BILMAT4 is a new implementation of BIU1AT that operates in a new microcomputer environment and makes the method more accessible than ever. Its main features are a full-screen colour editor allowing graphic flowsheet drawing and data entry with automatic error checking. Mass balance equations are automatically generated by analysis of the graphics and corresponding data, thus relieving users from the error-prone definition of networks. Sensitivity analysis is performed to assess confidence intervals of computed flowrates and adjusted assays.BILMAT4 incorporates an option for gold leaching circuits where the element to be balanced appears in both the solid and liquid phases with negligible effect on the mass flows of solids. Recoveries are computed in all streams. This program is currently released by CANMET as part of the CAMP collection for Computer Aided Mineral Processing. A complete sample run of the program is discussed."

"Canada doesn't really have a tax system for mining - it has eleven separate tax systems! The consequent maze adds some undefinable margin of difficulty to making investment decisions in Canada. But, this 11U1Ze is not likely to be simplified. Solution: learn it and sell it! Intricate Network of Winding PathwaysWebster's New World Dictionary defines the word ""maze"" as follows: ""a confusing, intricate network of winding pathways; labyrinth ... a state of confusion or bewilderment"". Webster's does not go on to give an example of a maze, but the dictionary could easily have referred to the taxation of a Canadian mining operation. The uninitiated would almost certainly look upon such taxation as a maze of the most perplexing sort.Twenty years ago, Canada's tax system was really quite simple. It is true that Canadian mining profits were subject to three levels of taxation (federal income tax, provincial income tax, and provincial mining tax), but this didn't pose a problem. Prior to 1974, at least the provincial income tax systems were somewhat the same in terms of rules .and rates, and even the provincial mining tax systems resembled one another. Mining profits were subject to pretty much the same rules, no matter what province or territory hosted the mine. Those were the “good old days” one could even dare to generalize about tax rates without fear of being labelled an imbecile!"

"INTRODUCTION A pilot heap leach project was conducted on the B. P. Selco Hope Brook ore located in southwestern Newfoundland. The pilot heap leach was undertaken to assess and confirm the following:1) To confirm that heap leach technology now currently used in the United States could be applicable to Canadian sites.2) To confirm gold recovery by the Heap Leach technology3) To assess and study potential heap leach environmental concerns in cold and wet climate.PROJECT LOCATIONThe Hope Brook Project is located near the southern coast of the island of Newfoundland, approximately 100 kilometers southeast from Stephenville, approximately 25 kilometers west of Burgeo, Newfoundland. Access to the property is limited to helicopter, float plane or by sea through Couteau Bay. The property was covered with muskeg and very few trees. Surface relief was moderate with many poorly drained boggy sections confined to small areas. Many small unnamed lakes were located on the property which provided water to small brooks and streams flowing to Couteau Bay.Several locations were reviewed for the installation of the pilot heap leach facility. Important parameters used to select a suitable location included sufficient land area, close proximity to but not on the ore body, reasonable protection from wind, sufficient supply of fresh water, close to a suitable location for a portable crushing plant, reasonable access to aggregate material for preparation of the test pad and ponds and suitable contours to minimize site preparation."

The reduction of copper sulfide and copper oxides originated during artificial tarnishing of copper was studied using potentiodynamic potential/current density experiments. Six copper surface treatments were considered: mechanical polishing; indoor exposure for 7 days; chemical etching in 1.6 M nitric acid; chemical etching and heating at 160°C; and chemical etching and dipping in a 9x10-4 M or 0.9 M potassium sulfide (1(25) solution at 70°C. Cuprite (Cu20) and chalcocite (Cu2S) were the main compounds formed. A linear relationship with the square root of the scan rate (v) was obtained by plotting the potentiodynamic potential/current density for the tarnish dissolution processes. A relationship between potential and current density cathodic peaks was not obtained, according to Müller's model, showing a proportionality factor with the dimensions of a resistance.

The carbonation reaction of steelmaking slag has been known for many years. However, the size of blocks manufactured from this by-product material has been limited due to the difficulty of achieving a uniform reaction throughout the block. Using newly developed conditions, large porous slag blocks (1.0 x 1.0 x 0.5 m) were produced by car¬bonation of steelmaking slag with the optimum amount of water and supplying CO2 deep into slag powder compacted in molds. The development of these blocks has great poten-tial to solve the problem of slag utilization, for example, by recycling slag in large car¬bonated blocks for artificial fish reefs and seaweed cultivation beds. This paper de¬scribes the carbonation reaction, the new process for producing large slag blocks, and the utilization of blocks in past and recent years.

La Direction générale du développement de l?Industrie minérale (DGDIM) du ministère des Ressources naturelles et de la Faune (MRNF) du Québec tient un inventaire de toute l?activité minière sur le territoire. Cet inventaire s?est enrichi, au cours des dernières années, d?un grand nombre de projets dédiés au fer ou à des substances qui y sont associées (titane, vanadium, phosphate). Actuellement, cinq régions du Québec sont principalement touchées par la recrudescence de projets dédiés au fer : Fermont, Schefferville, Baie d?Ungava, Baie-James et Chibougamau. Fermont et Schefferville sont les régions les plus actives. Les infrastructures en place, telles que les routes, les chemins de fer, les ports, les lignes électriques et les municipalités, ont atteint, dans certains cas, leur capacité et de nouvelles infrastructures devront être construites pour satisfaire les besoins. À la Baie-James et sur le flanc ouest de la Baie d?Ungava, des projets d?exploration sont aussi en cours. Le manque d?infrastructure pourrait peser lourd sur le développement de projets miniers dans ces régions. Enfin, dans le secteur Chibougamau/Matagami et à quelques sites ailleurs au Québec, des projets d?exploration qui visent le vanadium, le titane ou le phosphate pourraient aussi fournir comme produit secondaire des concentrés de fer. Tous les projets, décrits dans cet article, sont situés sur le territoire du Plan Nord du gouvernement du Québec.

"The Drumbo Mine is a new gypsum mine located at exit No. 32 of Highway 401 between Woodstock and Kitchener, Ontario. The flat-lying 6-foot (1.8-metre) bed of gypsum is near the base of the Silurian Salina Formation, about 380 feet (116 metres) below surface. The mine is owned and operated by Westroc Industries Limited. A shaft, 12.5 feet (3.81 metres) in diameter, was drilled and then lined with a liner-sinking technique new to this continent. The shaft was completed in the fall of 1977. Gypsum production was started in December 1978, employing a conventional room - and - pillar method of mining.Historical BackgroundA brief mention of gypsum in the Drumbo area is included in a survey of the Ontario gypsum industry by Guillet. This occurrence was discovered in 1958 when National Gypsum conducted some widespread diamond drilling. Western Gypsum Products Limited acquired leases in 1960 and concentrated a drilling program in Blenheim Township near the village of Drumbo; 79 holes were drilled in an area of 1900 acres (770 hectares). Mining rights were then acquired for 170 0acres (690 hectares). A test shaft, 44 inches (1.1 metres) in diameter, was drilled to obtain a 50-ton (45-tonne) bulk sample. This opening will be used as an emergency escape way and for ventilation.Westroc Industries Limited, a wholly owned subsidiary of BPB Industries, has its head office at Mississauga, Ontario and operates gypsum board plants at Mississauga, Vancouver, Calgary, Winnipeg and Montreal. Other gypsum mines are at Windermere, B.C. and Amaranth, Manitoba."

Adaptive Processing as proposed in geometallurgy has to rely on spatially interpolated information on geometallurgical parameters like phase composition, size distributions of particles of different phases, grain shape parameters, and portions of value elements in different grains. Using the geostatistically predicted values for adaptive processing, e.g. for the selection of milling diameters, thresholds in physical separation, or choices on using an extra pre-separation step, is typically not optimal. Mathematically this effect is introduced by two forms of nonlinearities: 1) The nonlinear scales of compositions, distributions, and shapes have special properties with respect to geostatistics. Classical geostatistics creates some artefacts for these nonlinear scales. On the other hand, modern geostatistical procedures adapted to these scales do not provide unbiased results with respect to linear transformations of the data (e.g. biased block estimates). 2) Neither economic nor ecological effects (e.g. monetary gain) of processing decisions are linear in the interpolated geometallurgical parameters. These nonlinear transforms are not unbiasedly estimated by the likewise transformed unbiased geostatistical predictions of the geometallurgical parameters. Furthermore, we need to optimize the conditional expectation of the gain, rather than obtain an unbiased estimate. Standard geostatistics as such does not provide the "right sort" of estimates for adaptive processing. A nonlinear kriging procedure is needed to approximate the nonlinearities mentioned before. We propose to solve these problems simultaneously using a nonlinear geostatistical technique for predicting the target function (the monetary gain), rather than to predict the geometallurgical parameters and compute the gain from them. The optimization can then be performed directly on this estimated function. It can be shown that this optimization performed on the conditional expectations, not on unbiased predictions, would yield the best possible processing choice. We propose a procedure choosing the processing parameters on an approximation of the conditional expectation. The difficulties with the classical approach and the effectiveness of this new approach are illustrated by a simplified simulation example with a single processing parameter and a simple dependence on the microstructure.

"This paper discusses the changing nature of reserve/consumption ratios, using data from Canadian operations and focussing particularly on copper.IntroductionStudies in world metal consumption and world metal reserves are done regularly by the U.S. Bureau of Mines, the German Federal Institute of Geosciences and Raw Materials, and other institutions. Formerly, on the basis of these data, the following figures were calculated:• a static lifetime of reserves-reserves at year end divided by the consumption of the previous year;• a semidynamic lifetime of reserves-reserves at year assumed constant growth rate.These figures were severely criticized because they were purely theoretical and did not consider the availability of the raw materials.Recent practice is to calculate reserve/consumption ratios (R/C ratios) for periods(1) or for different years(2,3) and to interpret the trend. For base metals, these R/C ratios are increasing (Table 1). This had led to the conclusion that today the relative availability of base metal reserves has increased as compared to 10 or 15 years ago(4,5) As there are normally numerous deposits for each commodity, the anticipated production rates of deposits are irrelevant to this conclusion as long as the statistical distribution of possible production rates does not change significantly.The above conclusion is only justified if the quality and the nature of the data base remain the same. This is certainly the case for the consumption data. It is also assumed for the quality of the reserve figures, which usually take into account only proven and probable reserves. For the nature of the reserve figures, however, this does not seem to be true.Undoubtedly, the reserves increased in absolute terms between 1966 and 1978. To put the absolute reserve figures into perspective, it is common, as said above, to compare them with the mine production, which increased in the free world between 1966 and 1978; e.g. for copper by 40%, for Pb by 17% and for zinc by 36%. However, the reserves are also influenced by other factors, such as average size of the mines, changes in the grade of the mined ore, price-to-cost relationships and the like.The purpose of this paper is to examine the nature of the reserve figures in more detail. Because the completeness of mining data published in Canada is rather exceptional, Canadian .data serve as an example and it is assumed that the conclusions can be extrapolated to other mining countries or at least to those with free market systems."

"The results of a series of model stope pours designed to investigate working pressures on bulkheads during hydraulic pouring of classified tailings backfill are reported. Total bulkhead pressures and fill water pressures were monitored under the condition of a fully saturated backfill. Similitude of the model testing is discussed and equations are developed to estimate bulkhead pressures under prototype conditions. The model results show that good base drainage, combined with a bulkhead setback, can reduce the expected bulkhead pressures to values such that timber or concrete block structures should be capable of supporting a saturated backfill. Introduction Bulkheads are used in underground running operations to block drift openings in order that hydraulically placed sand backfill can be contained in stope pours. Whenever possible, the sand fill is designed to have sufficient percolation rate so that excess hydraulic transport water will gravity drain out through the bulk headed drifts. This avoids costly decanting systems. Early bulkhead design assumed that the bulkhead pressure could be as high as 0h = Hy where H is the fill height and ""y is the saturated unit weight of the fill (Thomas et al., 1979)(1). A typical design pressure for a 50 m fill height would be 1250 kPa giving a design force of 12,500 kN on a bulkhead located in a drift of 10m2 in area . Typical bulkheads were 1 m thick heavily reinforced concrete structures formed and poured into a notched drift. Not only were these expensive structures but the associated problems of inside drainage systems and curing time delays increased production costs. As experience with bulkheads for large bulk pours increased and fill pressure measurements became available [see, for examples, Libby et al., 1975(2), Askey et al., 1978(3)] , 'free drainage' timber and concrete block bulkheads were designed. Substantial savings have been realized using these types of bulkheads but greater engineering design and monitoring of backfill pours is necessary to ensure that backfill pressures do not exceed the bulkhead design pressures.The effective and total stress components of fill pressure, the engineering concepts associated with the 'free drainage' design and some detailed design considerations have been discussed by Smith and Mitchell (1982)(4) . It is important to the safe use of these designs, however, that the basic engineering concepts be demonstrated and communicated to those responsible for the day-to-day backfill operations. This paper describes and explains observations from a series of model studies designed to measure bulkhead pressures in a saturated fill."

"The Kettle River Operation of Echo Bay Minerals Company is located about thirty kilometers north of the town of Republic in northeastern Washington State. In tum, Republic is about a hundred and seventy kilometers north and a little west of the city of Spokane, Washington. It is also about fifty kilometers south of the town of Grand Forks, BC, Canada. At this time it is the only gold mining and milling operation in the State.Tailings are stored in a double lined, zero discharge facility. It became evident in mid 1996 that the rate of free water accumulation in the tailings pond was going to result in the level in the pond reaching its permitted freeboard elevation long before the solids plus pore water capacity was reached.We then embarked on a mission to manage tailings pond water on several fronts: reduce fresh water usage in the process, divert spring seeps and surface runoff and install a system to enhance evaporation.IntroductionThe Republic area is an historic gold mining district. Hecla operated its Republic unit from 1892 until closure in 1994. The Kettle River Operation processing plant is located in the San Poi! river valley at an elevation of just under a thousand meters. The facility consists of a ninety thousand ton ore storage pad as the mines are remote and truck haulage is subject to interruption due to weather and road restrictions, jaw and cone crushing with screening, rod and ball milling to an eighty percent passing size of seventy five microns. This is followed by preaeration with high purity oxygen supplied by a vacuum pressure swing adsorption plant plus lead nitrate addition to achieve passivation of the sulfide mineralization such as chalcopyrite, pyrite and pyrrhotite. Conventional cyanide leaching and carbon in pulp adsorption completes the loop. Tailings are treated with air/S02 to achieve cyanide destruction. Plant capacity is 1,815 tons per day. Our license requires that there be no detectable free cyanide in the tailings pond water and a maximum of forty parts per million weak acid dissociable cyanide. The operation started in 1989 with production from the Overlook Mine located about five kilometers further up the same valley at an elevation of twelve hundred meters, hence the location of the mill. Current mine production comes from Lamefoot in the Curlew Lake valley, about ten kilometers distant, and K2 in the Kettle River valley about fifty kilometers away. Both are at an elevation of about 800 meters. Lamefoot produces 1,360 tons per day and K2, 455. Both are underground operations."

"Backfill practices at the Williams mine have evolved significantly since underground mining began in 1986. The use of conveyors as a means of transporting fill material to stopes has been discontinued in favour of load-haul-dump equipment. The method of adding binder to the fill product has been refined along with the placement technique. Slurry preparation has been fully automated and flyash is now included as a binding agent. Surface preparation of the fill product has evolved substantially with the quarry operation coming into full operation and the construction of pennanent crushing, screening, and storage facilities. Company personnel have replaced all contracted labour involved in backfill operations. Some changes have been made to achieve a higher standard of quality control while others were implemented as a matter of cost reduction. BackgroundThe Williams mine is one of three mines operating at the Hernlo gold deposit, located 40 km east of Marathon, Ontario, along the north shore of Lake Superior. Daily production at the mine is 6000 Ud yielding an annual gold production of approximately 500 000 oz. The orebody extends from surface to a depth of 1300 m dipping north at 70 degrees. The average orebody width is 25 m, but varies from 45 m on the eastern boundary to about 10 m at the western probable limit and at depth. Proven and probable reserves currently stand at 32 million tonnes grading 6 g/t.The Williams orebody has been divided into four separate mining zones: the A-zone, the West-of-Dyke zone, the B-zone, and the C-zone (Fig 1). Ore production originally was from the A-zone open pit operation while the A-zone and B-zone underground workings were being developed. The mining method employed underground is blasthole open stoping with delayed rockfill. Mining block dimensions are nominally 20 m along strike by 25 m high. Stope extraction is sequenced to achieve a relatively short pillar life and 100010 ore recovery. Pillars are extracted as soon as the adjacent primary stopes are two cycles ahead. Primary stopes are filled with consolidated rock fill after mining. This allows pillars to be blasted right against the consolidated fill, but also requires that the fill be self supporting to a height of 30 m.The Williams mine places approximately 1.4 million tonnes of rockfill and 50 000 tonnes of binding agents each year, with about three quarters of the fill placed being consolidated. The consolidated fill placed at the Williams mine contains Portland cement and flyash as binding agents."
