"INTRODUCTIONCapital Cost considerations are basic to feasibility in the achievement of success for Mineral Processing Projects as much as or more than in many other industries. Capital cost is an important factor ae it 1R the unit of measurement for process engineering economic decisions. As a result of ever increasing complexity, alternatives of process and remoteness of site, there is an ever increasing emphasis on accurate estimating and the attendant cost control systems in the international market of today for the Mineral Industry where initial plant costs are becoming a more important factor than operating costs. An undervaluation means trouble ahead. An over-cautious assessment may bring an unnecessary abandonment of a project. Consequently, the ultimate cost must be predicted early and accurately and must be controlled to this parameter during the design and construction phases. Cost Est!~ mating is one of a variety of project management tools used to assist in planning and achieving the optimum balance between Quality, Cost and Time, the eternal triangle of evaluation, namely obtaining a project of acceptable quality at minimum cost and on time. In order to attain these established objectives, proper planning, organizing, coordinating, monitoring, adjusting and controlling the design, procurement and construction elements of the project are essential.This project management approach based upon the principle of a Task Force under single management, comprising a complete service organization, requires a substantial number of qualified individuals specialized in their own field and capable of working together as a team to perform their various functions effectively. "Dust control is an increasingly important consideration for all mining operations from a health, safety, environmental and maintenance perspective. Modern mining operations incorporate a variety of mechanical dust control techniques into design however in many cases these engineered systems are unable to meet desired fugitive dust level targets. In these cases a variety of chemical dust suppression options are available to operators to assist in meeting their targets. This paper provides an overview of available chemistries, discussion of application techniques and equipment requirements and available performance monitoring technologies. This paper will also include a number of case histories discussing the treatment approach chosen, challenges encountered, chemical feed, storage and application equipment, monitoring techniques employed and results achieved.INTRODUCTIONDust FundamentalsFugitive dust by definition is an aerosol consisting of particulate matter suspended in a gaseous medium. Aerosols can include suspensions of particulate (solids) or sprays (liquids) or a mixture of both. Of particular concern from an occupational health and safety perspective are aerosols of particulate matter due to their involvement in classical occupations lung diseases such as silicosis, poisoning through chronic exposure to compounds such as lead and beryllium and expected involvement in more modern identified conditions such as cancer, asthma, and a host of other respiratory and non-respiratory conditions which may be caused or influenced through exposure to dust.According to the ""Glossary of Atmospheric Chemistry Terms"" (IUPAC, 1990), ""Dust: Small, dry, solid particles projected into the air by natural forces, such as wind, volcanic eruption, and by mechanical or man-made processes such as crushing, grinding, milling, drilling, demolition, shoveling, conveying, screening, bagging, and sweeping. Dust particles are usually in the size range from about 1 to 100 µm in diameter, and they settle slowly under the influence of gravity."" It should be noted that the behavior of particulates with respect to settling rate in air is a function of particle mass and shape and therefore the geometric size of the particle can be misleading. Occupational hygienists utilize the concept of particle aerodynamic diameter as a more representative reflection of particle size. Particle aerodynamic diameter, is defined as ""the diameter of a hypothetical sphere of density 1 g/cm3 having the same terminal settling velocity in calm air as the particle in question, regardless of its geometric size, shape and true density."" The expression of particle size as aerodynamic diameter allows for a more consistent understanding of particle behavior both from a settling perspective as well as from the perspective of how dust particles will behave in the respiratory tract. Figure 1 illustrates settling rates for particles of various aerodynamic diameters. The relationship between particle size and settling rate is important for understanding what size of particles must be addressed by dust control strategies as well as what particle sizes represent the most danger from an exposure and occupational health perspective."

"Niobec has been using vibrating screens and screw classifiers as a double stage classification in its grinding circuit since the very beginning of its operation in St-Honoré. Most of the other mineral processing plants around the world uses cyclones as the classification device in their grinding circuit. The difference between these two methods are well known in terms of capital cost and grinding efficiency but the differences in terms of the impact on the downstream processing stages are a lot harder to predict and are case specific. In the interest of lowering the capital cost of a future expansion project, Niobec decided to test the cyclones in its actual grinding circuit and evaluate their impact on the recovery of the downstream processing stages as well as the operating cost of the mill. We switched between cyclones and screens for 8 month in 2013 and early 2014 and we are now operating only with cyclones since march 2014.INTRODUCTIONThe Niobec mine and concentrator were built in the mid 70’s and at that time, the mill was processing 1 500 tons per day. Over the years, many expansion projects have brought the plant to 7 000 tons per day. Throughout the initial concentrator design and commissioning, screens have been chosen over cyclones because of their higher classification efficiency which is known to reduce variability and limit the fine generation especially due to a high undersize classification efficiency. Just like many other plants, fine particle generation is a major problem at Niobec because of its negative effect on downstream processing stages. In the interest of lowering the capital cost of a future expansion project, Niobec’s engineering team decided, 35 years later, to test the cyclones in its actual grinding circuit and evaluate their actual impact on the final recovery and the operating cost of the mill.The grinding circuit is separated in two lines which will be called Circuit #1 and Circuit #2 along this paper. Circuit #1 is, as you can see in Figure 1, composed of a rod mill and two parallel ball mills in closed circuit with screens and screw classifiers. The screens oversize are sent to the screw classifiers while the undersize are sent to the next processing stage. The screw classifiers overflow are both sent back to the pump box while their oversize streams return in their corresponding ball mills for further grinding. Circuit #2 is, as you can see in Figure 1, quite the same as Circuit #1 except it has only one set of screw classifier and ball mill. Figure 1 also shows the modification in arrangement each circuits went through to integrate the new cyclones. One of the ball mills in Circuit #1 now appears dotted because it can still be used but is not now"

"Since presenting a technical paper regarding their unique capabilities in Forged Steel Mill Gearing at the SAG-2006 Conference, Australian heavy engineering company Hofmann Engineering has pioneered a number of new manufacturing processes and design concepts for components of large comminution equipment. These include: 1. Novel design improvements for HPGR Rolls with forged steel tyres and a unique patented tungsten carbide insert designed to improve wear life, enhance autogenous layer build-up, and to reduce breakage & chipping under load. 2. Development of forged fabricated Mill Heads using rolled & welded high-tensile steel plate as alternatives to cast conical mill heads. 3. Insitu Girth Gear measurements for profile and wear via portable 6-axis CMM. 4. Gear and Pinion designs to AGMA-6114 for SAG mills of 38’-40’ diameter to 24MW and for Ball Mills of 26’ diameter to 18MW. The paper presents case studies from the Australian heavy manufacturing facilities of Hofmann Engineering, combined with news of their new gear manufacturing and gearbox overhaul facility in Canada."

Two groups of methods are usually used in design procedures of underground excavation of dimension stone: the analytical and numerical methods of analysis. In all of these methods the in situ rock mass strength represents the main problem. This is due to massive rocks in dimension stone deposits, consisting of large blocks of rock separated with particular discontinuities, for which the Hoek-Brown empirical criterion, developed for jointed rock masses, cannot be realistically used to estimate rock mass strength, especially for a particular block of rock mass or a particular pillar. On the basis of the regular underground excavation process of dimension stone by separating blocks with the flat jack application, we developed the in situ flexural strength testing method. We carried out numerical analyses and evaluation of uncertainty of measurement in order to validate the in situ flexural strength testing method. On the basis of very good validation results, as well as results of the in situ flexural strength testing of exploitable layers on the ?Kanfanar? quarry, we introduced a new coefficient of reduction, which can be used for correction of other strength parameters determined by laboratory testing for obtaining a realistic value of rock mass strength.

I N the introductory chapter to "Man and Metals," T. A. Rickard wrote "Five hundred thousand years ago the first footfalls of man's oncoming echoed down the corridors of time." This phrase has always appealed to me, not only for its resonance but because it seems to place in some perspective man's place in the cosmos. As we go about our daily occupations and as we meet here tonight, we must agree that we have come a long way slowly at first through the ages of change but with a quickening pace that has brought to man's know-ledge and use, within the last hundred years, more ideas, more material advantages, more opportunities and more comforts than were ever imagined or dreamed of in those long corridors of time. Looking back to the dawn of his-tory, a mere five thousand years ago, there is one aspect of the birth and growth of civilization that has particular significance for the miner and the metallurgist.

"Continuous control of the final grinding product size is important to optimize gold liberation for Gold Milling operations. At Meadowbank Mine an on-line Particle Size Monitor has been employed successfully to achieve the targeted final grind which leads to optimizing the gold recovery at maximum grinding circuit throughput. The live monitoring of the final product particle size leads to a maximum grinding circuit throughput every minute during the process. This paper discusses the optimal utilization of the Particle Size Monitor to assist the Mill operator to maximize the grinding circuit throughput as the milling conditions change due to variable ore processed at Meadowbank Mine. Also the paper includes the usage of the Particle Size Monitor to guarantee the final grind target at each instant of the process.IntroductionAgnico-Eagle is a Canadian-based company that Trades on the TSX & NYSE (AEM). It owns eight mines (8) operating in Nunavut, Quebec, Finland and Mexico and has more than 7,500 employees (Figure 1). 1.6 M ounces of gold were produced in 2015 and the annual average annual production from 2016 to 2018 is forecast to be approximately 1.53 million ounces of gold.The Meadowbank Mine is located in Nunavut, Canada (Figure 2). The mine opened in 2010 and from 2010 to 2014 a total of 1.8M oz of gold was produced. The milling rate is 4.2 Mt per year with an average mill throughput of 11,900 tpd or 496 tph. Average annual gold production over life of mine is expected to be 450,000 ounces. Meadowbank has 775 employees, of which 265 are Inuit or 36% of the total workforce. Estimated life of mine is 2010 to 2018. Gold production in 2015 was 381,804 oz. Meadowbank was Agnico-Eagle’s largest Gold producer in 2015."

"HudBay’s Constancia project is a copper molybdenum concentrator located in southern Peru. In 2010 Ausenco was contracted to perform a feasibility study optimization review which resulted in an improved design with significantly increased throughput capacity at a minimal increase in capital cost. Construction began in 2012 with commercial operation commencing in May 2015. This paper outlines the process plant design as well as describing the plant’s major equipment selections, start-up and early operations experiences.IntroductionHudBay Mineral’s Constancia project is located at 4200 meters above sea level (masl) in southern Peru, approximately 630 km south-east of Lima, Peru. The property can be accessed by road from Cusco, Peru, (approximately 110 km to the north), or from Arequipa, Peru (approximately 215 km to the south). Matarani, accessed via Arequipa, is the closest port.Constancia is located within the Yauri-Andahuaylas metallogenic belt. The region contains several large copper-gold-molybdenum porphyry deposits such as Antapaccay (by Glencore) and Los Chancas (by Grupo Mexico), and copper skarn deposits such as Tintaya (by Glencore) and Las Bambas (by MMG). Constancia’s ore reserves contain copper and molybdenum with trace amounts of gold and silver.Ore is mined by an open-pit operation. The process plant recovers copper and molybdenum concentrates, storing tailings in a conventional tailings management facility. Infrastructure at the site includes a grid power supply (via a 70 km overhead transmission line from Tintaya), water supply, workshops and an accommodation camp. Mine life is 22 years.Site construction works began in 2012 with first copper concentrate produced in late 2014. The project was executed for approximately 1.75B$USD.Ausenco’s design approach focussed on developing a capital efficient copper molybdenum concentrator. This paper outlines key features incorporated in the concentrator design, plant layout and equipment selection, as well as start-up experiences and early operational results."

A new rhcoforming processing of Al alloys with component shaping systems apart from slurry preparation systems is experimentally exploited, using the reversible multilevel-speed electromagnetic stirrer, the slurry transfer tool and its coating, the thin plate sample with five steps and rheocasting mould, all of which are independently developed. The results show that semi-solid A356 alloy slurry with shape factor of about 0.85 and particle size of 70~80 µm (under air-cooling condition) could be prepared in 20~25 s, fully meeting the production rate of high pressure die casting. The slurry could be smoothly transferred from the slurry preparation equipment to the rheocasting shot chamber while the slurry temperature of slurry decreases by no more than 3 . The tensile strength and elongation of the semi-solid rheocasting samples could be respectively increased by 11.6~18.2 % and 42.5~50 % compared with the traditional liquid die casting ones, and the rheoforming processing has close affinity with the traditional hot working processes.

The Iberian Pyrite Belt (IPB) is one of the world's largest reserves of primary sulphides containing base metals (Cu, Zn, Pb), precious metals and some special metals such as indium. Estimated resources are over 1,500 million tonnes of volcanogenic massive sulphide ores. From 1980´s Europe lives the decline in its mines mainly motivated by the low price of the metals. One aspect that contributed equally to this was the ecological disaster produced by the discharge of more than seven million tonnes from the tailings dam of Boliden-Apirsa (Aznalcollar) in 1998. Today the situation is different; the companies present in the IPB have given evidence that it is possible to reconcile mining projects and care on the environment, and the regional authorities are opening a public tender to re-start Aznalcollar mine. A new challenging era has been started at this Spanish/Portuguese mining area. This paper presents the results and preliminary economics of a project devoted to IPB primary sulphides processing through different technology approach, e.g. conventional selective flotation against bulk flotation or mixed metals flotation combined with hydrometallurgical processing.

"Nitrogen compounds produced by cyanide destruction and/or blasting are often a cause of concern for environmental compliance and at times, for water re-use in metallurgical circuits. Natural attenuation in tailings ponds and wetlands is not always sufficient to ensure compliance and/or achievement of overall water management objectives. This paper provides a general overview of active treatment methods for nitrogen management followed by an investigation of selective adsorption combined with electro-oxidation as the potential treatment method for thiocyanate. Results from bench scale treatability study are presented. The concept of holistic assessment of nitrogen management at mine sites using Risk Adjusted Life Cycle Cost is introduced and discussed in the context of gold mining operations using sodium cyanide.INTRODUCTION Unlike metals, nitrogen compounds present in mine waters originate entirely from anthropogenic sources rather than mineral deposits. Table 1 summarizes the main sources of nitrogen compounds reporting to mine wastewater.The best management practice related to the use of ANFO involves minimizing contact between ANFO and water, control and monitoring of blasting to reduce the occurrence of misfires, and reducing the consumption of blasting reagents for a given ore body. The most common practice for the management of NaCN is the incorporation of cyanide destruction in the metallurgical flowsheet and the use of tailings impoundments and holding ponds for natural attenuation of cyanide destruction residues such as NH4-N and CNO. At most mine sites there is no active management of NO3-N and SCN in wastewater. While current practices have produced satisfactory results, new enhanced methods to manage nitrogen compounds at mines are needed due to: 1) Increased scrutiny over the adverse effects of nitrogen compounds released into the environment; 2) New effluent standards; and 3) The shift away from wet tailings towards dry stack systems resulting in diminished natural attenuation and dilution of nitrogen residues prior to effluent discharge or water re-use in mineral processing."

Under the requirement to define the economic advantages of using hydrogen fuel cell vehicles, a broad-scoped project was initiated to quantify the costs associated with operating fuel cell vehicles and diesel vehicles. While ventilation savings are clearly an advantage for the former, a complete and detailed analysis of this and other operational and capital cost elements was undertaken in order to provide the mining industry with factual information in considering the changeover from one technology to another. This paper outlines the results of the investigations to date defining the costs/benefits associated with capital purchases, operations (electrical/diesel, mine air heating fuel, ventilation, openings, surface and underground infrastructure, maintenance, labour, etc.), delivery of energy, regulatory obligations, and mine production. Considerations are given to the type and size of a mining operation, the depth, and location in North America. Significant ventilation power, equipment, and infrastructure savings are possible with the application of fuel cells for shallower mine applications. At depth, where heat is an issue, there is a reduction in benefit. Specific qualifiers such as minimum air velocities, dust dilution, shaft, and heating system velocity limits must be considered on an individual mine basis. While the capital cost for fuel cell mining equipment is currently higher than diesel versions, the high cost of fuel cells is anticipated to be reduced significantly in the near future with the intensification of manufacturing. In either case, the operational savings would probably be sufficient to balance the supplementary capitalization costs. Comprehensive reports have been issued.

"Environmental issues have evolved considerably over the last two decades. The main contributing factors, to name a few, have been the changing values of modern societies, the globalization of trade and its linkage to environment, evolution and accessibility of information/ communication technologies, better educated populations, climate change, longrange transport of toxics, and the increasing influence of non-governmental organizations (NGOs) and multistakeholders.As well, environmental management of mining operations had to be realigned in order to meet these new realities and to respond to more elaborated regulations oriented towards sustainability. Environmental management systems (EMS) have been introduced not only to meet the assurance of conformance to regulations but also to prevent pollution and to apply the continuous improvement of mining processes. EMS models have been developed and certification to international standards (e.g. ISO 14 001) is a common practice.Globalization has imposed challenges and additional requirements to environmental management. Developing a mine in emerging countries implies dealing with international agencies, local communities, and a variety of government infrastructures to obtain a “license to operate.” This paper presents the structure of Cambior’s EMS and how it was adapted and implemented in the company’s operations in South America."
