Deposits of manganese oxides and silicates in the Tamworth area were re-examined. The major deposit at Danglemah consists chiefly of rhodonite and the rare silicate tephroite. It is considered that the manganese was deposited with the original sediments, the silicates being formed later during the intense folding and low-grade metamorphism of the enclosing rocks.INTRODUCTIONMany small deposits of manganese oxides and silicates occur along a belt of eastern New South Wales and Queensland.Some fifty occurrences, most of which have been subject to mining activity, were described by Lloyd (1943) and some of this information was summarized by Knight (1947). The ores have been mined on a small scale since 1884. Small supplies of battery grade ore were won from a number of deposits, while larger quantities of metallurgical grade were sold to the steel industry. Maximum production was in 1918, when 6,500 tons were mined.The siliceous nature of many of the ores and their occurrence in the neighbourhood of granite batholiths led earlier investigators to consider the deposits to be of hydrothermal origin, associated with the granite intrusions. The present work questions this viewpoint.In this investigation, three of the chief deposits in the Tamworth area were seen. These were at Danglemah, which is being mined at present, and Mount Jasper and Manganese Mountain, which were mined in the past. The issue of fine coal and tailings dewatering has become of increasing concern to many coal preparation operators, both in Australia and overseas due to a variety of factors. Increasing mechanisation and mining of thinner seams over the past decades has resulted in an increasing amount of fines generation while increasing international trade in coal and tighter environmental constraints on tailings disposal have resulted in the production of these same fines to be an increasing problem. However, technology to date has not always been able to supply a cost-effective solution to the handling of these fines in an efficient and environmentally benign manner. This paper will review the key issues associated with the dewatering of fine coal and tailings, will describe the major current practices and constraints, and finally will indicate alternative technologies that may have to be considered in the near future. For the purpose of this paper, "fine" coal is described as that material less than 0.5 mm in diameter (as this is the most common cutpoint between various plant circuits in Australian practice), although the technological constraints are very much dependent upon the fraction less than 45 micron. The amount of minus 0.5 mm material fed to plants varies, depending upon the type of coal and mining operation, but in Australia may range from less than ten per cent to greater than 30 per cent of the feed in higher rank coals.

The design of soil covers as part of the remediation initiatives for mine waste facilities is common practice and more and more engineers are faced with designing these facilities. The design issues associated with these soil covers are complex and requires a good understanding of unsaturated flow. More engineers are making use of numerical models to predict how cover designs would perform, and this has been necessitated by the high non-linearity associated with solving unsaturated flow problems. There are numerous numerical models available to the prospective users and they are all simplifications of reality using different assumptions. The users of these models often do not understand the limitations of the models but rather select a model based on ease of use, and that lends to increasingly erroneous designs being proposed for construction. This paper describes a comparative evaluation of a cover design using four different codes available today; SoilCover, SWIM, HYDRUS-2D and HELP. The paper does not propose to measure these codes up against each other and make statements about which is better than the other but rather illustrates how the assumptions in each code affect the outcome. The data set used for the comparative study is a well calibrated data set that that has been collected over a long period in time and that has been collected according to strict controls. The authors present the pitfalls of numerical modelling of the surface flux boundary conditions, as well as present guidelines towards appropriate use of these modelling tools.

A large open pit is planned at the site of an existing underground mine. Strategic planning work has been undertaken to investigate the project value associated with an expansion of underground operations in conjunction with the proposed pit. Previous analysis determined that any depletion of the available pit resource that changes the optimum pushback sequence has a significant negative impact on overall project value. Therefore, to investigate the viability of an underground expansion requires a system to identify the stope resource that would add value to a combined operation if mined ahead of the pit. The key solution to this problem was to generate a resource model variable that defines the blocks, which have greater discounted value if mined by stoping rather than by the open pit. A key assumption was that the open pit is the main driver of overall project value. From the identified potential underground resource, series of mineable stope shells were generated at a range of cut-offs. This stope reserve data formed the input to a mixed integer program based software tool that was developed and used to optimise the underground mining plan, at conceptual level, for various project configurations. A dynamic programming tool was then applied to evaluate the optimum value of a combined open pit and underground operation. The overall objective of this project was to determine the strategic plan that yields the optimum value for a combined undergroundûopen pit operation. The results provided a clear focus and direction for more detailed design and planning.

At BHP Billiton Iron Ore operations, run of mine ore from the several Newman Joint Venture (NJV) mines is railed in 12 kt rakes to Port Hedland. Rakes are processed sequentially, with the lump and fines components from each rake sampled after crushing and screening. The grade of ore from the individual mines varies around consistently different means. Although a discrete sample is attributed to each rake, the sample contains some material from the following and/or the preceding rakes due to dilution by ore from the neighbouring rakes during the dumping, screening and crushing processes. Individual rake grades at the port are therefore biased according to the mine sources of adjacently processed rakes. Dilution does not affect the grade of the overall NJV product or the accuracy of port stockpile grades; however, it does limit the ability to use port rake grades to review the quality performance of individual mines and provide meaningful lump-fines algorithms and port to mine biases for individual mines, information that is useful when scheduling ore for mining. A non-linear regression model has been used to estimate the average dilution from the preceding and following rakes. It has been shown that the lump and fines samples for 12 kt rakes are each diluted within the Port process with about 8.3 per cent of the sample coming from the preceding rake and about 3.6 per cent from the following rake. This can bias the reported rake grade by up to one per cent iron. The results of this analysis have been incorporated into the daily grade scheduling system to provide more accurate individual mine grade data and consequently better decision making.

During the design of a new production facility for a greenfields or significant brownfields expansion many design decisions are made driven by an unquestioning objective to achieve 'lowest cash-cost' production costs. In many cases this translates to a design and operating philosophy based on largest-available, single-line equipment. Although acknowledged as an approach that is efficient from an operating cost perspective does this approach always maximise shareholder value? There is an increasing awareness in the mining industry of the value of project flexibility, robustness and value options. The design of a new production facility creates a window of opportunity which should be structured to ensure that project value options and robustness are understood and exploited. This requires the use of emerging valuation methodologies, such as Value-at-Risk and Real Options, as well as tried and trusted NPV/IRR approaches. The paper provides an overview of the basis and application of these less well known techniques in the context of metallurgical plant design. Design guidelines that demonstrate how value options and flexibility can be quantified from both a risk and value perspective are presented. Issues such as use of single versus multiple line equipment, optimum cut-off grade and improved exploitation of the inherent variability of the orebody are also examined. Finally the management issues and approaches to achieving this will be briefly discussed; for example it is common during project development to drive towards increasing certainty as rapidly as possible to facilitate 'accurate' estimation of costs. Understanding and exploiting value options requires a project culture that tolerates, and revels in, ambiguity and uncertainty û something that would make many project teams uncomfortable!

Welcome to this 13th Congress of The Council of Mining and Metallurgical Institutions. It is twenty one years since The Australasian Institute of Mining and Metallurgy last hosted this congress and it is a privilege and a pleasure for The AusIMM to have that responsibility once more. The theme of this congress "The Twenty-First Century - Mining for Mankind" stimulates many thoughts. The first thought that it generates in me relates to the reference to the 21st Century. We are still 14 years away from it and already consideration of the beginning of the next millenium is becoming something of a cliche. If we feel like that about it now, how will we feel at the 14th Congress of the CMMI in 1990, or the 15th in 1994 or the 16th in 1998? If we do all the crystal ball gazing about the 21st Century this week, those poor devils in the 1990s will in fact have nothing to talk about. Of course that is not the case. This is a very appropriate time for those of us concerned with mining and metallurgy to contemplate the next century. Fourteen years is about the extent of forward planning necessary in the mining business. I sometimes feel that most people do not take seriously the need for long range planning in our industry. Politicians, investment fund managers, and others under severe short-term pressure to perform in our hyperactive world may nod in apparent appreciation of our long term plans but their actions in the interests of expediency often betray-them.

This paper provides a brief fundamental insight regarding the fabric media concept for liquor filtration. The subject matter will be of interest to metallurgists and engineers with professional responsibility for world class design of solid liquid separation processes and efficient lowest cost operation of existing mineral process plant. Avocet Mining commissioned the worldÆs first mineral liquor clarification process incorporating a fabric media liquor filter at their Lanut gold mine in Sulawesi, in 2004 with design consulting provided by the Australian company SLS Technology Pty Ltd. Development of the technology continues with applied research focused on selecting textile parameters to apply filtration to a wider range of particle and contaminant types, higher solids concentrations, and different process liquors. Liquor filtration with the Fabric Media technology offers an array of attractive benefits. For Avocet Mining, filtration of pregnant liquor directly from the heap leach pad has enabled removal of the sediment pond and sand filters from the traditional process flow sheet, thus providing significant cost and installation time savings. Avocet Mining has recently expressed confidence in the technology indicating selection preference of the technology for the expansion at Lanut and for a new project. The application design window for the Fabric Media concept is extremely flexible with the technology now successfully applied to many different liquor chemistries and application objectives around the world. Potential cost savings for solid liquid separation process plant, such as counter current decantation circuits, clarifier vessels and thickener tanks can be calculated from laboratory measurements or pilot plant demonstrations.

The potential of air rate profiling to significantly improve the flotation performance of a bank of cells has been shown by numerous studies. To date many profiles have been evaluated; balanced, increasing, decreasing and combinations of these. An increasing air rate profile, where the air rates are increased proportionally to each cell down the bank, has been typically found to yield improved flotation performance compared to other profiles. Air rate profiling has two distinct components; determining the correct total air rate for the bank, and determining the correct distribution of that air. This can be done simultaneously by finding the optimal air rate to each cell in the bank in turn through air recovery optimisation. Air recovery is the fraction of the inlet air which overflows the weir of a cell as unburst bubbles. The peak in air recovery (PAR) is a robust measurement of optimal performance for the operating conditions in the cell, and sets the PAR air rate. In this study, plant trials of different air rate profiles and profiling based on PAR, were evaluated. The total air rates to the bank for all profiles tested were approximately equal, allowing direct comparison. The highest cumulative mineral recovery was achieved by operating at the PAR air rates for each cell down the bank. Different distributions of the same total air rate to the bank gave the same cumulative upgrade ratio, but lower cumulative recoveries. In this work the upgrade ratio is defined as the ratio of the concentrate grade to the feed grade. The increase in cumulative mineral recovery, at the same upgrade ratio, in this study was greater than 33 per cent. Air recovery based optimisation of air rates to banks of cells significantly improves flotation performance as it simultaneously determines the optimal air rate to the bank, and the optimal distribution of that air.

The disagregation and privatisation of the mining and power gene ration operations of the former State Electricity Commission of Victoria has being taking place over the past five years. This has transformed the service provision to the new organisations and has resulted in major change to the working lives and professional relationships of thousands of Australians. The authors wish to take this opportunity to explore the issues arising as the program of privatisation of public assets continues. Changes within the workplace which resulted from the outsourcing of the 'investigation and design' functions and more lately as a result of privatisation of the operating, generating and distribution businesses are discussed. The responsibility of managers retaining the services of design engineers has changed. There is an added responsibility of contract administration and an increased focus on intellectual property and strategic issues. The way in which the sectors are adapting is discussed and future directions are explored. We welcome this opportunity to explore the changes in professional life which have taken place over the last five years in the Latrobe Valley Power industry. Engineers and earth scientists have a pivotal role in the continuing successful operation of the three Latrobe Valley Mines of the generation companies. The Mines' collectively excavate annually over 13 million cubic metres of overburden and 48 million tonnes of coal for delivery to mine-mouth power stations and for briquette manufacture.

SustainabilityÆs imperative of economic development in tandem with social advancement and environmental protection is widely accepted, but much debate remains about the practical implications for the minerals processing technologies and practices for the future. Experience in other industry sectors however suggests that sustainability can be a value-adding framework for innovation in processing technologies, business models and management systems. This position paper explores how sustainability can drive innovation in minerals processing, by reviewing pertinent ideas and experiences gained in non-minerals sectors. Sustainable innovations can generally be broadly ranked from incremental to transformative, with each category having its own typical improvement potential, timescale and technological and operational challenges. This leads to a æmud mapÆ for sustainable innovation in minerals processing with three distinct tracks: eco-efficient operations; sustainable plant design and sustainable processing. Competing models for the sustainable innovation process through either forecasting or back-casting, have in common the strong reliance on vision, perspective and competency, which in turn highlights the importance of sustainability frameworks. Such sustainability frameworks provide normative goals and option elicitation prompts to assist with the analysis of current processes and scoping of more sustainable alternatives. A comparative analysis of five prominent environmental sustainability frameworks revealed three cross cutting sustainability themes that challenge current resource processing technologies and practices. These are: fate of materials (zero dissipation of materials); compatibility of materials and processes; and materials intensity of industrial products and processes. Although the sustainability concepts presented in this paper have not been extensively road tested in the minerals processing industry, there is ample evidence that recent initiatives in the Australian resource sector illustrate the applicability of the proposed framework. It is therefore argued that more in-depth assessment of sustainable innovation concepts would be a valuable contribution to the sustainable resource processing theory and practice.

Mineral policy is now generally regarded as a function reserved to government. Government is reponsible for the economic health and progress of nations, and must therefore interest itself in minerals as a basic national resource. Government should therefore identify objectives which it sees as suitable and necessary for the mineral industry so that the industry can play its part in achieving national goals. It should provide the legislative framework and policy guidelines to enable these objectives to be achieved. The essential objective of a national mineral policy should be rational development of the nation's minerals resources. To achieve this, it need not be too formal; broad guidelines are enough. But it must be dynamic, to keep pace with the changing circumstances of the mineral industry in the world scene and the changing requirements of government. It should be flexible, recognising that there is no such thing as a "typical" mineral deposit; above all it should represent the outcome of a continuing dialogue between government and industry. Both government policy and corporate planning need to be formulated on the practical understanding of the potential economic value of the mineral sector and what it can contribute to the nation's prosperity. There needs to be a common understanding of the wide range of the costs of risks that may arise through the exploration and development stages and of the uncertainties affecting ventures at the production stage. There needs to be a common understanding that the size and importance of the mineral sector is determined in the long run by the level of investment in exploration. The development of a continuing understanding between government and industry should lead to the formulation of ground rules which ensure the continuance of a strong industry able to adapt to the changing world scene and make its contribution to national growth and wellbeing.

Magnetic Separators have a wide application in dry separation processes, frequently in conjunction with High Tension Separation. Dry processes can frequently be superior to established processes in more commonplace mineral associations. A system of dynamics is postulated and the forces operating ar'e examined, together with a method of evaluating the effect of operating variables. Practical applications of these theories to obtain optimum results on an individual separator, and various separations using a laboratoryroll type separator are described.Practical Flowsheets are of two main types, the first consisting of a series of scalping operations, the second for rougher, cleaner, and scavenger operations with middling recirculation. Some common separation problems with certain mineral associations illustrate the need for different approaches for different mineral associations. A table of mineral separation characteristics is appended, from which amenability may be tentatively estimated.INTRODUCTIONMagnetic separators are widely used, either alone or in conjunction with other wet and dry concentration devices, for the upgrading of a variety of minerals. The high standards of efficiency attainable in dry mills, together with reduced operating and labour costs, are slowly becoming apparent in a wide variety of plants. The combination of wet and dry concentration plant familiar in beach sand mining is finding application for such processes as upgrading a crushed chromite product, and production of clean scheelite,cassiterite, and other concentrates. Other dry beneficiation processes (such as the high tension beneficiation of iron ore, and the benefiGiation of asbestos) avoid the use of wet processes completely.Dry separation processes are likely to be applied more widely as their possibilities become more generally known.

The manganese in solution was derived from the weathering of Precambrian manganifer.ous s.edimexsts, None of the deposits are of hydrothermal origin, nor are they related to igneous rocks in any war, other than as ultimate source rocks. There is ho evidence-'t.o.:sugge,st that meta- morphism has been responsible for.the emplacement of any deposit. The tenor of the ore varies'aec'ording'to the quantity of gangue in the orebody and- also to the nature of the part- icular ore minerals. The main ore.mine.rals are the oxides pyrolusite and cryptomelane and the 'o'xide-silicate braunite. The main gangue minerals are hematite, limonite and quartz. The deposits of high grade oreò(-above.45 per cent Mn) range in size from 50 tons to many thousands of tons but most of them are in the 500-5,000-tons r .nge .

The mineral sands deposit of Australia pose a number of unique, and quite unusual problems for the explorationist. Most concentrations of heavy minerals have been found in the unconsolidated sediments of the east and west coasts. Mineral sands mines open larger areas per tonne of concentrate than most other mines. This is because of the shallow depth of the sands containing the heavy mineral concentrations. Obtaining tenure can, by mining industry norms, be a massive operation due to the large areas to be examined and, particularly on the east coast, the large number of land holders encountered. A commercial development can still emanate from anything ranging from a small high grade body to a massive low grade deposit, the prices currently being obtained for rutile, zircon, ilmenite and monazite, although still modest when the remarkable properties and applications of these minerals are considered, is nevertheless attractive when compared to the prices being obtained for the base metals with the exception of gold. The current interest in the location and definition of new reserves of heavy minerals reflects this relative price attractiveness. The discovery of heavy mineral concentrates does not necessarily ensure the early establishment of a mine. Because of the cyclical nature of market prices, the average returns likely over the life of the mine permit the employment of only relatively simple, low cost, mining, concentration, and separation processes. If difficult mining conditions are encountered or the removal of small contaminants by complex metallurgical processes are required, then higher market prices must be obtained. Until the market is prepared to pay more for the commodities so produced, the resource will not be economic and lower cost reserves will be mined in preference. The Australian mineral sands industry has seen many closed mines because of past failures to properly assess the data base collected during the exploration and development phases of the failed projects.

Having worked as a consultant for most of his 40-year working life, mostly as a mineral property valuer, the author has seen many poor valuations. Most were valuations of exploration tenements where the selection of the rather subjective, but necessary, geological inputs raised the main concerns. Those valuations involving iron ore prospects raise particular problems due to the special characteristics of such deposits. Iron ore is more like an industrial mineral rather than precious or base metals and Reserves are determined not by a traditional cut-off grade but by customer specifications. This is intended to be an overview/keynote paper on the current state of the growing (yet consolidating) Australian Iron Ore industry. It has now moved beyond Western AustraliaÆs æPilbara Big TwoÆ of Rio/BHPB (with the emergence of the irrepressible FMG and Hancock Prospecting) to include the YilgarnÆs æMidwest ManyÆ (including US re-entrant Cleveland Cliffs through Portman) and projects in other States. Ore types have moved from haematite Brockman to martite-goethite Marra Mamba (including the RobeÆs mesas and below water table Yandicoogina CIDs) and magnetite ore types. There are DSOs and secondary process feed. Mineral valuers have to reflect today upon these and many other determinants of value when choosing the most appropriate methodologies to adopt when technically assessing and valuing exploration tenements containing iron ore. Set against a frame work of the JORC Code (2004) and VALMIN Code (2005), the general valuation issues involved in using the cost methods (eg multiple of exploration expenditure), market methods (eg comparable sales, rules-of-thumb and joint venture terms) and income methods (eg synthetic discounted cash flow (DCF)/net present value (NPV) modelling) are discussed. Relevant factors when valuing iron ore properties are discussed, eg ore type, lump/fines ratio, stripping ratio, water table, impurities and grade, particularly the JORC confidence category of the identified mineralisation. Remoteness and access to existing rail infrastructure is a key consideration.

Highwall mining is a specialised and largely automated mining method developed in the United States for the extraction of coal left under a shallow overburden cover after cessation of economical open cut mining operations. As the name indicates, coal is extracted from the seam exposed along a highwall by a remotely controlled continuous miner operating in a single unsupported opening and brought to the surface by a string of conveyor segments. The single entries are separated by coal .pillars and driven normal to the highwall, over areas where the thickness of cover and volume of recoverable coal is insufficient to allow or justify conventional underground mining. An additional highwall mining method is augering. The success of high wall mining operations depends significantly on geological features, notably the stability of the working roof, determined by the type and mechanical properties of the immediate roof strata. Stability of the ribs, absence of floor heave, faults and dykes are further important prerequisites for profitable highwall mining. The geometric relationship between the spatial attitudes of existing joint systems, the direction (azimuth) of the single entry opening and its vertical profile determine the unimpeded depth of penetration into the coal and thus its economic success. The mechanical implications of the lithological transition zone from a coal seam to either primary or original roof strata, compared to an interface between the coal seam and overlying strata, characterised by a sharp erosional boundary between coal and a secondary immediate roof stratum, are very significant. The compatibility between the response to mining by the geological system (floor-seam-roof) and the capability of the mining equipment to prevent the development of instability are essential requirements from a mechanical viewpoint. The minimisation of vibrations, very good horizon control, an ability to vary the profile of the opening, and the maintenance of consistently high advance and retreat rates, are also important aspects of profitable highwall mining.

Groundwater geochemistry is controlled by chemical interactions with aquifer rocks, and offers a powerful geochemical exploration technique for locating concealed mineral- isation. Techniques are applied for identifying constituents of aquifers using the compositions of their groundwaters, collected from the surface through drill holes, water bores or springs. Even slowly moving groundwaters have passed through large volumes of rocks which surround any sample site. Products from these rock-water contacts modify the groundwater. By relating water composition to the minerals from which the dissolved species may have been derived, geochemical exploration information is obtained for a significantly larger zone than is represented by drill hole rock samples. In this paper we describe some solution chemical tech- niques we are applying in mineral exploration, particularly in areas of Australia where ground- waters are highly saline and contain enhanced concentrations of trace metals. EQUILIBRIUM MODELS FOR SALINE GROUNDWATERS Central to our technique is the assumption that in low rainfall regions, aquifer rocks and contained groundwaters are in chemical equili- brium. Solubility calculations then allow us to predict upper limits to the soluble products of groundwater interaction with aquifer rocks and to identify minerals with which the groundwater is saturated. Whilst equilibrium calculations require input of concentrations of all dissolved species, they are actually based on "activity" of dissolved species rather than the analysed concentrations. Unless waters have very low ionic strengths (a measure of total dissolved solids), activity of a solute is not equal to its analytical concentration but equals concentration multiplied by an "activity coefficent". The conventional ammonium nitrate fuel oil (ANFO) loader utilises a pneumatic system to control the flow of ANFO (via rotary actuator/ball valve) and air (via an auxiliary air valve). This system, though relatively simple and reliable, has several drawbacks with respect to ease of control and level of automation. In this paper, a radio frequency (RF) remote control for explosives charging is discussed. The system design incorporates electric solenoid valves to control the rotary actuator and the auxiliary air valve. All operations associated with explosives charging are selectable at the remote and are completed according to a modifiable time sequence. This allows the following charging sequence to be reduced to a single momentary application of the remote:removal of water from the hole prior to charging with ANFO; charging of the hole for a preset but adjustable period of time; and removal of the remaining ANFO from the ANFO hose. A specially developed remote switch allows the operator to maintain two-handed control of the ANFO hose whilst achieving full control of the charge-up process. Failsafe electronic architecture is incorporated into the systemÆs design to increase safety to the highest level. Should the RF remote control fail, a wired remote is included in the system to allow for the charging process to continue, albeit at a reduced level of control. The application of the RF remote control system in an underground explosives charging operation minimises and/or eliminates many problems associated with the use of the conventional charging system. These include: the wet-hole problem, trip and entanglement hazards, air embolism and the two-man loader control requirement. The developed remote control unit proved to be effective at removing water from wet holes leading to increased face advance per drilling operation. It proved to be economically feasible, allowed for an increase in systemÆs dependability and safety factor and for a truly one-man operation which resulted in reduced manpower.
