It is a great pleasure to accept the invitation to open this Joint Conference of The Australasian Institute of Mining and Metallurgy and the American Institute of Mining, Metallurgical and Petroleum Engineers. It is the second invita- tion to participate in the Conference that I have accepted. When it was being planned, the President wrote to me to invite me to be one of the speakers in one of the technical sessions. I wrote accepting the invitation, and when my present appointment was announced, there was a nice question about the earlier commitment. The upshot of it all is revealed by the present arrange-., ment: you get me as opener and the more sub- k stantial speech is to be given by Professor Rupert Myers, my friend and former colleague who will not only be able to contribute from the standpoint of an experienced University admini- strator, but will also speak from a professional training and experience much more closely relat- ed to the concerns of this Conference than I possess. Though it is a joint meeting and the speakers will include distinguished figures from North America, I hope that since the venue is Australia, I may be permitted to speak with an Australian emphasis. I have recently had a brief glimpse of part of the Australian mining industry. In the course of a journey through the Northern Terri- tory we-my wife and I-visited Gove, Groote Eylandt, and Tennant Creek. At Gove we saw the remarkable Nabalco development in bauxite and alumina and the very impressive town plan- ning development at Nhulunby, the major man- ganese enterprise at Groote Eylandt, and the gold mining activity at Tennant Creek. For lay people like us, a gold pour was arranged at Tennant Creek and that was a spectacular sight. On earlier occasions, and before my present appoint- ment, I had visited Mount Isa and the Utah fields, and Queensland Alumina at Gladstone. I have not seen the cradle of the modern mining industry, using cradle perhaps loosely, at Broken Hill, nor have I seen the great Pilbara develop- ment, nor Weipa. This is not for want of generous invitations and it is my hope that within the not too far distant future this will be rectified. Then there is the Australian petroleum industry and the great industries which make their products from the minerals mined which I have yet to See.

Ventilation challenges are often encountered when an underground mine expands to new zones and it often is the case to make a thorough review of the existing system and assess immediate and future airflow needs at the desired quantity and quality. An unexpected mine plan change that calls for increased development and production from new areas can impose a strain on the existing ventilation system. Budgetary constraints can also demand creativity in design on the mine ventilation engineerÆs part. Since the addition of several mining horizons it had become obvious at the Meikle mine that something had to be done to increase airflow quantity and quality in the old main zones because most of the ventilation resources had been channelled for development in the new mining horizons. An airflow assessment of the existing system had to be performed and it was determined that the airflow quantity had to be increased by at least 30 per cent and the quality of the air had to be improved by reducing nuisance and respirable dust and at the same time reducing the airflow temperature before it was used in a few mining zones. At the conclusion of the airflow assessment it was determined that a third centrifugal fan would be installed on a new 3.05 m diameter borehole from surface to underground. By a careful study of temperature conditions over time it was determined that an evaporative cooling spray chamber would be sufficient to cool the airflow down from the high dry bulb temperatures observed down to saturation at the wet bulb temperature. At the same time excessive nuisance dust generated as a result of the airflow travelling a long way in a haulage drift will be knocked down in the spray chamber resulting in cool, clean air in the mining districts. Expansion of the existing surface ammonia refrigeration plant was out of the question for several reasons. The fact that the airflow was hot and dry meant that evaporative cooling spray chambers could achieve lower working temperatures at a very low cost compared to the expansion of the chilled water plant. The expansion of the ventilation system at Meikle mine and the use of evaporative cooling spray chambers were demonstrated to be very successful and the information presented in this paper can be of benefit to other mines experiencing the same ventilation problems as was the case at the Meikle mine.

Blasting is at first sight a simple operation. Blastholes are drilled in a suitable pattern, primed, charged with explosives, stemmed and finally the blastholes are connected together to give the appro- priate initiation sequence. In practice the action of the explosive takes place in the interior of an opaque rock mass and only the external faces of the rock mass to be blasted can be easily observed. The mechanisms of blasting cannot be observed directly and must be inferred from observations of the free face and meas- urements of particle movement made by sensors grouted into holes in the rock. Explosives react very rapidly, in some microse- conds and any instrumentation of a blast must have an appro- priate response time. In many mines several rock types can be encountered during production. Several different methods of blasting may be necessary to cope with changes in rock types espe- cially if weak rocks are found in the final limits. This also makes it difficult to be sure of getting a large enough volume of rock to perform a series of reproducible experiments. While there appears to be agreement on the mechanism of blasting it is unlikely that a detailed understanding of how all the variables that can be encountered in practice affect blasting. The ease of assessment of the results of blasting depends on the criteria used. It is easy to isolate, measure and count over- size boulders. It is however difficult and costly to get a complete fragment size distribution. Methods used to assess blasting can vary significantly from site to site and the ways in which data are collected, presented and analysed will vary making compari- son of blasts at several locations very difficult. The definition of an optimum blast can also vary with the type of blasting. The muck-pile profile and fragmentation will be different for a dragline to that for a truck and shovel operation. In order to be able to assess blasting the mechanism has to be understood. Th rock and explosive properties considered rele- vant to blasting can then be determined. This paper discusses the generally accepted mechanism of blasting. The on-site observa- tions to assess blasting are-then listed. Ridgeway Gold Mine is part of Cadia Valley Operations which is wholly owned and managed by Newcrest Mining Limited. Ridgeway is an underground sublevel cave (SLC) operation mining approximately 5.6 Mt of gold-copper ore per annum. Ore tracking and accounting systems monitor gold and copper grades, copper mineralogy, host lithology and ore sizing. These factors have material impacts on concentrator throughput and metal recovery. Drawpoint recovered grades are routinely reconciled back to design data to monitor and assess draw performance. Grade control at Ridgeway has been based upon sampling the ore from SLC drawpoint bunds using 15 kg grab samples combined to form 30 kg samples prior to assay. This large sample size was selected in an attempt to representatively sample the coarsely-sized broken ore, the samples collected having a nominal diameter of about 130 mm. The assay results for gold and copper from these samples are extremely variable and the usefulness of the results has been questioned by the mine, particularly given the onerous and OH&S hazardous activity of handling large sample masses. Granulometry testwork at Ridgeway confirmed the extent of the relationship of decreasing sample grade variability with particle size. Based on this relationship, drawpoint sampling tests were carried out using 9 kg samples sieved to -45 mm at the drawpoint site. The gold and copper results from the finer 9 kg samples were significantly less variable than those from the normal, coarser 30 kg samples. The variance reduction was similar to that predicted from broken ore sample theory for the selected sample mass and nominal particle size. This relationship therefore allowed Ridgeway to assess the sample mass and particle size required to achieve a particular precision. In addition to improving the precision, the reliability of assay results from smaller samples from the fine particle fraction for drawpoint control depends on the accuracy of the results. The assumption is that the grade of the finer ore is similar to that expected from the lot, or that if a bias exists, then the extent of this bias is acceptable and consistent enough to be accounted for in the grade control system. The distribution of grade with particle size and the reconciliation of drawpoint sample and mine results is currently under investigation.

The economic valuation of mineral prospects usually involves DCF analysis of expected revenues and costs. Traditional approaches deal with price uncertainty by considering different price scenarios and may even consider cases where prices drop sufficiently for production to be suspended temporarily. This paper outlines recent extensions to the methodology derived from finance theory. We present a simple analytical model that focuses on the value of operational flexibility where future prices are uncertain.

The integration of historic exploration geoscientific data with high precision multi-element and isotope geochemistry can provide explorers fundamental information on mineral potentiality, tectonic setting, source signatures, fluid migration, mineralisation environment and the timing of mineralising events. Such knowledge is crucial for ore modelling and target generation, particularly for concealed ore systems in both brown and greenfields. An EXTENDED ABSTRACT is available for download. The paper will review the fundamental policy issues and options that have been considered in the determination of the proposed allocation and pricing (ie royalty) regime for minerals under the Crown Minerals Act 1991. It will consider such influences on the new disposal, allocation, pricing and management arrangements for the Crown's mineral estate as the existence of prior ownership claims, exclusivity in access, the requirement for cost recovery and the treatment of contingent liabilities.

Reliability is also most important, and indeed is fundamental, to successful coal exporting.Coal preparation, blending, distribution, marketing and utilisation are areas of the coal industry in which reliability can be critical to coal exporting. Major elements of reliability which impact on coal exporting include coal quality, supply performance, -coal ownership changes, governmental regulations and policies, market reputations and differences in export markets.

High resolution airborne multi-spectral scanner data (MSS) has proven suitable for a number of applications including environmental management and monitoring. A shallow water mapping research. project completed on the Gold Coast has shown that- remote sensing can be used as a cost effective tool for environmental management and Monitoring.

The Japanese gold mining industry has a long and productive history and is presently undergoing a period of revitalisation encouraged by the Hishikari discovery. Deposits exhibiting the characteristics of epithermal mineralisation are very widely distributed throughout the island chain and an encouraging number of these are large, seven containing gold in excess of one million ounces. The objectives of grade control remain unchanged but new methods are being developed to attain them. Since the early-1990s, an improvement in the power of mine site computers has made the geostatistical tools of conditional simulation more accessible. Optimisation of the grade control process on mine sites now involves two stages: optimisation of the sampling regime and optimisation of the interpretation of ore and waste boundaries. Optimisation of the sampling regime first requires an understanding of the nature of the mineralisation and in particular the impact of particle size on the sampling precision. This relationship, termed the Fundamental Error of sampling, enables an optimum subsampling protocol to be defined for the sample preparation and assaying. However, the actual sample collection method, whether drilling or trenching, must be correctly selected and the sampling grid should be optimised. The relative costs and benefits of various alternative sampling methods and grids can be determined using the method discussed. The use of the grade control data can also be optimised. In the past ore and waste boundaries were often defined using a linear interpolation algorithm that smoothed the data (such as polygonal, sectional, inverse distance squared or even kriging methods). Frequently the relative impact of ore loss and dilution could not be estimated. Conditional simulation to generate equiprobable alternative maps (realisations) can now be adopted to address these issues. A transfer function is then used to evaluate the similarities and differences between the maps. The Ore Block Optimisation (OBO¬) process is a transfer function that produces a three-dimensional model of the optimal ore block outlines. This provides a clear guide for the mining geologist to refine and mine. The nature of the transfer function and the inputs and outputs are discussed. In the past, reconciliation has been the `acid test' for any grade control system. Any ore blocking method based on conditional simulation can make use of the exhaustive data set to ensure that reconciliation between prediction and production will improve significantly. The OBO¬ method provides a guide to the mining geologist to ensure that the best ore blocks are mined. Misclassification between ore and waste is reduced, ore loss and dilution are minimised (and are measurable) and ore is optimally assigned to stockpiles of various cut-off grades. These advantages significantly enhance mine profitability and control of the mined grade.

Prediction of rock cuttability by various excavation machines such as tunnel boring machines, road headers, rippers, picks, roller disc cutters, excavators, etc is of major concern to both civil and mining engineers and rock mechanics. In principle, the design of a rock cutting tool is based on achieving maximum excavation with minimum input energy, minimum applied force, minimum equipment weight and volume and, more importantly, minimum tool wear. When a rock material is indented by the force of a cutting tool and then unloaded several material zones form underneath and around the tool. As the tool moves into the rock the volume of its associated rock cavity (ie volume of displaced rock) expands and depending on the indenter's shape various phenomena may occur. Immediately beneath the tool a small zone in which the stress state is more or less hydrostatic, is formed which is underlain by an inelastic, or damaged, material zone. Both size and shape of this damaged zone control the magnitude of the indentation force and the chip formation mechanism during unloading. The rock is unable to store the whole strain energy induced by the tool and consequently the extra energy is expended either in forming new fracture surfaces and/or in plastic deformation in the damaged zone. Therefore, it is not surprising to see that both perfect-elastic and rigid-plastic constitutive models are not generally suitable for modelling indentation of rocks. In contrast elastoplastic constitutive models are more appropriate as they can include both elastic and plastic deformations (Kral et al, 1993). Elastic solutions for several half-space indentation problems can be found in most text books on elasticity and in particular in Timoshenko and Goodier (1951), Sneddon, (1951), Poulos and Davis (1974) and Johnson (1985a). If a failure criterion, eg the Mohr-Coulomb failure criterion, is applied to delimit elastic solutions for indentation problems, a lower bound limit of the applied indentation force (for a given indentation depth) can be estimated. It may be noted that elastic analyses, without any delimiting failure criteria, normally overestimate the indentation force. Plastic solutions for a few indentation problems may be found in Hill (1950), Johnson, (1985a) and Alehossein et al (1992). When analysing the behaviour of indented rocks the choice of an appropriate constitutive model describing effectively the behaviour of the rock at various stages and phases during indentation is a challenging issue. Several questions need to be answered before starting an effective analysis. The first question is of course: Which one of these is more appropriate for modelling zones underneath and around a cutter, elasticity or plasticity theory, continuum damage mechanics or fracture mechanics, and what is the bridging link between these various theories? Which mode is more dominant in fracturing rock, tensile or shear mode? What governs the mechanism of chip formation? What is the function, shape and the behaviour of the pulverised zone that forms just underneath a cutter? Is the hydrostatic stress state assumption reasonable for this zone? How does the rock change during the absorption and dissipation of the input energy and how does the indentation energy vary with rock type and depth of penetration? How can we model the damaged zone under the indenter? Furthermore does a plastic material form beneath the pulverised zone? When and how do radial and ring cracks form around and under an indenter?

The substantial growth in world demand for Queensland coking coal has seen a number of new coal mine developments in the Bowen Basin in recent times. The Bowen-Broken Water Supply Scheme (BBWSS) is presently based on water supplied from Eungella Dam and storages at Collinsville to two major pipelines. In early 2004, three successive years of well-below average rainfall had left Eungella Dam at critical levels, threatening the regionÆs mines, which rely on it for their essential water supply. SunWater noted that without significant inflows into Eungella Dam, or the development of a new water supply to the region, existing mines would be severely restricted in water supply, and downstream economic impacts to the region would follow. SunWater investigated the opportunities for additional supply capabilities, including combinations of off-stream storages, additional pipelines, and raising Eungella Dam. An off-stream storage (OSS) was selected as being the preferred option to improve the reliability of the system and head off impending falls in announced allocation for the system. The integrated quantity quality model (IQQM) is the Queensland GovernmentÆs preferred model to define and assess total catchment performance against water security and environmental objectives. Modelling of the performance of the water supply system, with and without the proposed OSS, was required to provide justification to the customers of the system that the OSS was in fact required, and also to optimise the configuration of the OSS within time and budgetary constraints. In the case of the BBWSS, no environmental base flows are dictated by the Department of Natural Resources, Mines and Water (NRM&W) at present and the primary reason for applying IQQM was therefore to investigate the trade-offs between supply options and reliability. SunWater produced IQQM outputs for a range of scenarios for the proposed off-stream storage, and these IQQM outputs were then used as input to a decision-support tool based on the GoldSim modelling package. The GoldSim model was then applied to investigate the water supply reliability for high priority users resulting from various existing and/or proposed water supply infrastructure configurations coupled to the hydrologic system. The GoldSim model included the ability to assess the long-term water supply reliability impacts for each of the water supply end-users for a wide range of user-defined scenarios. Non-technical model users were able to change the size of the off-stream storage, pipeline capacities and assumed climatic conditions and test for themselves the relative benefits (in terms of water supply reliability) of different infrastructure configurations under consideration. The decision tool was of significant benefit in assisting the decision process to SunWaterÆs mining customers. These customers needed to decide if they felt that the increased reliability in their water supplies from the system that would be created warranted the estimated increased charges that would require to be levied to recover costs of the new infrastructure with appropriate profit margins. The conjunctive use of IQQM and GoldSim was successful in demonstrating the impact of both hydrological and non-hydrological issues on the future water supply reliability in the BBWSS and resulted in a decision to proceed with the construction of a new OSS.

New Zealand Steel Limited is nearing completion of the environmental reporting and planning procedures for its proposed fivefold expansion to steelmaking at Glenbrook, and supporting mining operations at Waikato North Head. A report on the proposal to transport concentrate from the mining operations to Glenbrook has also been prepared and is awaiting release. This paper draws from these events, and by discussing some of the problems encountered, gives some guidelines for the preparation of an Environmental Impact Report.

This work describes preliminary laboratory testwork to study the relative leaching response to cyanidation and thiourea leaching of an oxidised low grade gold ore. The potential of an alternative lixiviant like thiourea to commercial processing of mine dumps is discussed by specific reference to selected case histories. An understanding of the way that solutes are transported in mining or natural environments is essential to the development of sound strategies for managing waste disposal. Research on miscible pollutant movement in unsaturated porous media is carried out both experimentally and numerically. Results of numerical modelling are obtained by solving the groundwater flow equation and the solute transport equation. The finite element method is employed and comparisons between simulation results and experimental data are found in remarkable agreement.

Roof falls and failures of powered supports were major threats at longwall face. Abnormal geological conditions were caused roof falls and shield damage. Therefore continuous monitoring and analysis of strata behaviour was imperative on real time for forecasting adverse behaviour. Novel PXI instrumentation system was successfully developed for continuous monitoring and analysis of supports pressure, leg closure and gate roads convergence. However, this paper briefly examines the novel gate roads convergence monitoring system with field applications.

The natural semiconducting mineral rutile and sphalerite exhibited highly photocatalytic activities on degradation of methyl orange under visible light irradiation. The isomorphous substitutions of host metal ions by foreign ions and other defect states in natural semiconductors altered the band structure, decreased the intrinsic band gap, and then made them very attractive for solar energy utilisation. Our study indicated that natural semiconductor minerals might be suggested as a new class of cost-effective and solar light-responsive photocatalyst.

THE Mount Morgan mine has, from the time of its historical discovery, been the subject of investigation and speculation by geologists and mining engineers. The first examination was made by Dr. R. L. Jack, in 1884. He came to the conclusion, from theevidence then available, that nothing but a thermal spring in the open air-otherwise a geyser-could account for the formation of the ore body. This report attracted world-wide attention at the time. Since then the mine has been examined by most of the leading geologists of Australia, and by many from elsewhere. In all cases the examination has only extended over a period' of a few days or weeks, and in the light of present knowledge of the deposit we know that sufficient data could not be obtained in such a short time to warrant the statement of definite conclusions. It is not to be wondered at, therefore, that a considerable difference of opinion exists as to the genesis of the deposit. That the company considered more detailed investigation necessary is shown by the fact that some thirteen years ago it employed Mr. Charles Walker as geological surveyor on the .mine. At that time also the data available was insufficient to give satisfactory results. It is, however, a matter for comment that none of the geological reports on the property took notice of the increase of copper values in the ore with depth, though the present workings and diamond-drilling...
