The successful `marriage' between a company seeking to raise funds to develop a project and their financiers calls for a strong mutual understanding of each other's needs. For a company attempting to raise funding, the alternative methods are ever expanding. The optimum method will vary depending on the financial position, risk/reward outlook of the company and the strength of the project for which development capital is being sought. It is likely that small mining companies will need to raise equity funds for advancing projects to the development stage. At that time, they will probably still require a reasonable level of shareholder equity to meet the requirements of banks and other parties to cover potential cost over-runs on the project and feasibility costs. Larger companies, however, are likely to find it much easier and cheaper to raise debt from banks. When evaluating companies and projects for funding, banks will pay particular attention to the quality and experience of management in developing similar projects and it may be necessary for some companies to retain the services of outside consultants. Before a project needs funding, companies should meet with potential financiers to develop relationships to select and ensure a smooth transaction to funding in the future.

Zinc and lead sulphide flotation con centrates containing from 0.02 to 0.20% Cd are roasted on an updraught sinter machine at the Cockle Creek Works of Sulphide Corp- oration Pty. Limited to provide sinter for simultaneous smelting of zinc and lead in an Imperial Smelting Furnace (I.S.F.). The major portion (about 85%) of cad- mium in concentrate feed to the Sinter Plant is eliminated with sinter fume and is rec- overed by weak acid leaching in the Cadmium Plant'followed by counter-current decantat- ion, ion exchange concentration, precipitat- ion of cadmium sponge and partial refining to caustic refined cadmium metal. Cadmium not eliminated during sintering is volatilised in the I.S.F. and subsequently recovered as zinc alloy by distillation in the zinc ref- ining columns of the Zinc Refluxer. The partially refined cadmium metal and cadmium- zinc alloy are blended as feed to the cadm- ium refining column where separation and recovery of cadmium is effected. Condensate from the column is further refined under caustic soda flux and cast into anode shapes. Production is 200 t.p.a. at 85% recovery of cadmium in concentrates. Most mineral products exported from Australia to Japan, with the notable exception of coal, are purchased with weight and quality determined on discharge. Sampling of imported minerals for purpose of payment is done at facilities owned and operated by the purchaser. The selling shipper is represented at the weighing, sampling and testing by an independent inspection group who supervises the whole procedure. Sampling and testing are done within the provisions of the contract between the two parties, and normally in accordance with the relevant Japanese Industrial Standards (JIS). These JIS specify such things as the number and mass of increments to be taken; the practice of taking these increments; the method of determination of moisture, size distribution and quality. The JIS concerned with sampling however, are meant to be basic guides rather than rigid rules. Hence sampling and testing practice varies from plant to plant. In general Japanese sampling facilities and methods are elaborate and efficient. Opportunity is given for the discussion of varying technical viewpoints between consumer and shipper. However the resolution of differences and the implementation of changes normally takes a long time. Such discussions seem best reduced by prior contract agreement on reasonable specifications and detailed testing methods. The independent inspectors

This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

Maximising shareholder value is a widely stated strategic goal of many mining companies. Mining projects can be capital intensive and achieving good returns is essential to encourage future investment in the industry. Despite the widely accepted importance of shareholder value, the minerals industry is often accused of providing relatively poor returns when compared to other industries. There are many recent and well publicised examples of minerals companies that have failed to deliver value to their shareholders. There are numerous business improvement initiatives employed within the mining industry to assist mine operators improve performance. Some are more effective at creating value than others. Benchmarking is one technique that is commonly used to identify performance gaps and target and prioritise opportunities for improvement. However to be effective, Benchmarking must be used appropriately and result in actions that lead to measurable operational improvement. When conducting a Benchmarking project it is important to remember that the aim should be to improve value. For this to be achieved, the strategic goals must be incorporated into the process. This paper details a structured and comprehensive approach to conducting a successful Benchmarking project. Focusing on Benchmarking as a technique for measuring and improving operational performance in underground mines, the underlying drivers of best practice in underground mining are identified.

The so-called COMAT process provides a method for leaching low grade sulphide mattes in an acidic ferric sulphate medium in such a way that non ferrous base metals such as Ni,Cu and Co are substantially all dissolved; the concentration of residual acid and dissolved iron remaining in the leaching solution is low, and a large portion of the sulphide sulphur is converted to elemental sulphur. Thus the quantity of neutralising agents required to remove residual acid and dissolved iron from the leach solution prior to subsequent recovery of the dissolved base metals is greatly reduced. The leach residue and iron precip- itate report in a readily filterable form. In this paper results obtained on a pilot plant scale are presented for the leaching of a typical low grade matte in the manner describ- ed above; for the solvent extraction and elec- trowinning of copper, and for the removal of residual acid, copper and iron from the copper solvent extraction raffinate. Processes tested on a laboratory scale for the further recovery of cobalt and nickel by solvent extraction and electrowinning, and for the recovery of sulphuric acid and ammonium hydr- oxide from the dissolved ammonium sulphate salt contained in the final plant effluent, are also briefly described.

The wide application of computers in beneficiation plants has resulted in the creation of a number of complex automatic control systems at all stages of ore dressing processes. To create such systems it is necessary to solve complex problems of analysis and calculation. The application of computers to solve these problems demands development of simple and effective methods of investigation and simulation of ore dressing process dynamics because all the known methods are complicated in usage and cannot guarantee the desired accuracy and quality of process control. A new grapho-analytical method of investigation and calculation of ore dressing flow sheet dynamics, worked out by the authors of this paper, is based on proportion method development and is used to construct dynamic characteristics of the investigated processes. It is possible to use the given method for investigating benefication schemes with flotation machines having non-linear static characteristics and circulating loads. The suggested method of investigation of concentration flow sheet dynamics allows us to obtain dynamic characteristics of technological process parameters in both linear and non-linear systems. Moreover, the final result can be obtained without labour consuming analytical calculations by a simple graphical construction based on the static characteristics of the known equipment and processes.

Grinding is a critical part of nearly all mineral processing operations. It is the largest consumer of energy on the mine site (and thus indirectly a producer of greenhouse gas through the generation of electrical energy at the power station). Since comminution is one of the main consumers of electrical energy worldwide, efficient control of grinding mills is of paramount importance. Mill Auto-Pilot is a control system developed for SAG mills to stabilise load and power and improve the efficiency of control and increase throughput. A dynamic, mechanistic model of the grinding circuit is used to determine circuit parameters which can not normally be measured using conventional instrumentation. The circuit model is built from models of the unit operations (such as conveyors, SAG mills, cyclones, sumps, etc), and so captures the dynamic complexities and interactions of real circuit operation. CSA Mines at Cobar NSW accepted an offer to be the reference site for Mill Auto-Pilot and the system was installed in March 2004. In this application the model is used to predict mill load mass, mill solids residence time and cyclone underflow density. These parameters are used to control mill load, power and mill discharge density. The outcomes of the introduction of Mill Auto-Pilot at the CSA Mine are discussed.

Most of the copper deposits in the Lachlan Geosyncline fall within areas having either a common host rock, mineral assemblage, form of ore body or time and method of emplace- ment. On this basis a Cobar-type ore has been recognised in the deposits of the Cobar -- Mt. Hope - Melrose region. The copper ores in the Tottenham-Girilambone area to the east have a different mineral assemblage. In the more rugged Central Highlands nearer the coast copper deposits are generally concentrated either in one of several Ordovician andesite belts, particularly between Wellington and Woodstock, or within Silurian acid volcanics developed in irregular fashion over a considerable portion of this region. In only a few instances is copper known in the granite batholiths which adjoin these volcanic belts. Native copper and magnetite are characteristic of the deposits of the andesite province and it is possible that future mineragraphic studies will indicate significant differences in the base metal sulphides of both the andesitic and the more acid volcanic belts. Ores having similar mineralogy and form to the Captain's Flat deposit are known at various localities in the eastern segment of the latter belt. In the Gundagai area several small copper deposits with associated nickel minerals have been developed in the Coolac Serpentinite belt.

Queensland Mines Limited operates a small uranium treatment plant at Nabarlek in the Arnhem Land Aboriginal Reserve, some 265 km due east of Darwin. It was the wish of the local Aboriginal people that the ore be treated over an eight year period and that no township be constructed in Arnhem Land. Due to these wish- es it was decided to house employees and their families in Darwin and fly the employees to the minesite for work rosters. A singleman's style camp only was constructed at Nabarlek. To satisfy the Aboriginal people's wishes all recreation time is spent offsite thus lead- ing to a roster system whereby employees spend three distinct periods of 6, 6 and 4 days on- site, broken by recreation periods of 3, 4 and 5 days in Darwin, during each 28 day period. Employees are divided into four opposing rosters, which allows at any given time for approximately half the workforce to be onsite and the other half on rest and recreation leave in Darwin. This method of staffing has generally proved to be most satisfactory although at times problems arise, in terms of both product- ion and social effect not normally encountered when operating within more conventional circum- Stances.

Improvements in mining by the application of electronics necessitates analy-sis of the objectives and problems. A detailed analysis has shown that increased tunel-ling performance is one of the most important objectives. In mining, the environmental conditions for machines, their handling and servicing are very hard. Therefore a health monitoring system for tunnelling machines in hazardous areas has been developed. This system measures operational parameters, such as-flow, pressure, temperature, etc., de-rives forecasts of possible failures from these values, and assists maintenance person-nel. Important data are transmitted to a surface computer via telephone cables. Health monitoring is based on the cognition that slow deterioration of characteristic parame-ters, e.g. fluid loss, are symptoms of wear. Sudden changes of machine parameters indi-cate sudden destruction. Computer technology is very advanced, but transducer technolo-gy has not,been able to keep pace. Filling the yawning gap in the mining industry is a challenge to technology and requires special techniques. Machine monitoring and automa-tion in underground mining is still in its infancy. A lqt of development and research work is still necessary. The risks are great-The expected benefit due to increased min-ing performance (up to 5 %) justifies the risks in development.

The mining and minerals industry has had and will undoubtedly continue to have a considerable impact on the development of this State. For the first 60 years of its history the colony of Western Australia made slow progress; its population in 1889 being only 43,000. However, as a-result of discovering gold at Coolgardie and Kalgoorlie the Eastern Goldfields alone had a population of 25,000 by 1897. The income generated by the gold mining industry allowed the Premier of the day, Sir John Forrest, and his Government to support the proposal put forward by the State's Engineer in Chief, C.Y. O'Connor, to construct a pipeline to carry water from the Darling Ranges to Kalgoorlie ; a distance of 600 kilometres. The demand for people knowledgeable in the science and art of mineral exploitation also prompted the State Government to establish a School of Mines in the Goldfields in 1902, where it has remained ever since. The gold mines of this region have been a major source of employment for over 70 years and there is no doubt of the fact that their continued prosperity minimised the effect of the world recession on Western Australia in the 1930's.

Competitive commercial circumstances internationally provide a prime impetus for miners to seek new technologies as a means to profitability and survival. Engineering and project management activities play a vital role in establishing, operating and developing the capital facilities used by miners. Computer based technologies are the single most important technology for maintain- ing competitiveness in engineering and project management into the future. Current applications of computers in engineering design and drafting are finding economic applications, computer-aids are more readily introduced, accepted and profitable. Computing technology is advancing very rapidly and on a broad front in hardware, software and communications. This technology advance is improving the ability of engineers and project managers to provide a high quality, responsive and low cost service which will improve in parallel with computer technology. As this technology advances, a key challenge is created for managers in selecting hardware and software, in developing people and organisations and in marketing the technology to advantage. While the future holds many exciting developments, people will still hold the key roles. While the nature of their roles may change, the final acceptance or rejection of technology will be by people, whether as users or owners, who will judge on the basis of whether their stake is improved or not.

A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

This paper deals with the design and implementation of a 17 MW (nominal) surface cooling installation at Impala Platinum No 14 shaft located in Rustenburg, North West Province, South Africa.The cooling requirements included the installation of a surface ammonia refrigeration plant complete with the storage of hot and cold mine service water for underground use. It was also necessary to install a surface bulk air-cooling facility, which cools 400 kg/s of ventilation air going to the underground workings. Primary cooling is to the surface bulk air cooler. The cooling duty of a surface bulk air cooler is heavily dependent on the ambient wet-bulb temperature. Because of the daily wet-bulb temperature variation in this part of the world, use was made of a cold thermal storage facility of four million litres. The excess chilled water is stored during the night, for use by the main drilling shift during the day. This keeps the refrigeration machines as close as possible to full load during the summer, thus maximising the use of the capital expenditure. This paper discusses the control philosophy used to maximise the cooling output, as well as the thermal process. The project consisted of two phases resulting from the underground development phases of the mine. The first phase started in January 1999 and was commissioned by the end of the same year in record time. The final commissioning of the second phase took place at the end of 2002. The most difficult part of the construction phase was the tunnelling of a subsurface air duct from the bulk air cooler to the operating vertical shaft. This was done without disruption to the hoisting of men, material and ore in the shaft. Owing to the size of the refrigeration machines, the ammonia quantities involved and the application on a mine (no ammonia can go underground, either in the service water or in the mine air) special precautions had to be taken. South Africa has developed high standards for ammonia refrigeration plants used on mines, which will be partially dealt with in this paper.

Diagnosis of the surface chemical factors playing a part in flotation separation of a value sulfide phase requires measurement of the hydrophobic and hydrophilic species that are statistically different between the concentrate and tail streams. Statistical methods, based on the monolayer-sensitive time of flight secondary ion mass spectrometry (ToF-SIMS) technique, have been developed towards this ultimate aim by measuring hydrophobic species (collector ions, dimers and metal complexes, polysulfides) as well as hydrophobic metal ions, precipitates and added depressant species. Reliable identification of specific mineral particles is central to this statistical analysis. A chalcopyrite/pyrite/ sphalerite mineral mixture conditioned at pH 9 for 20 minutes to study transfer of Cu from chalcopyrite via solution to the other two mineral surfaces, since this mechanism can be responsible for their inadvertent flotation in copper recovery, showed no statistical difference in the copper intensities on pyrite and sphalerite (selected from Fe and Zn images) after this conditioning. Principal component analysis (PCA) identifies combinations of factors strongly correlated (positively or negatively) in images or spectra from sets of data. In images, PCA selects these correlations from the mass spectra recorded at each of 256 ¦ 256 pixels in a selected area of particles. In the image mode, PCA has proved to be a much better method of selecting particles by mineral phase with clearer definition of particle boundaries due to multi-variable recognition. It has clearly separated a statistical difference in copper intensities between the sphalerite and pyrite phases. The PCA method has been applied to concentrate and tails samples collected from the Inco Matte Concentrator demonstrating extensive CuOH and NiOH transfer between the chalcocite (Cc) and heazlewoodite (Hz) minerals. Statistical differences illustrate the important discriminating depressant action of NiOH in flotation despite the activation of Hz by Cu transfer. The adsorption of the collector at specifically-identified Cu sites has been elucidated by the study. Importantly, the statistical analysis has been able to confirm some mechanisms and deny others proposed to control recovery and selectivity giving more focus on the control factors.

This paper describes how water is being planned, managed and used in Queensland as both a precious natural resource, vital for healthy ecosystems, and as a valuable tradeable commodity, necessary to secure economic prosperity. Queensland has been progressively implementing a planned package of water industry improvements agreed by the Council of Australia Governments in 1994. The Water Act 2000 provides the legislative basis for implementing the COAG water reform framework in Queensland and sets out statutory water planning processes. A Water Resource Plan (WRP) is a strategic document that specifies water sharing and environmental flow outcomes across a whole catchment over a period of up to ten years. A Resource Operations Plan (ROP) sets out the details of implementing a WRP, including environmental flow rules, establishment of tradeable water allocations that are separate from land, rules for water trading, rules for operating water infrastructure, arrangements for the release of any unallocated water identified in the WRP, and requirements for monitoring and reporting. Water Resource Planning and Resource Operations Planning are progressing in priority catchments and aquifers across the State. Ways to obtain a water entitlement now depend on whether a WRP and/or a ROP exist in a particular catchment. Water trading provides for the buying and selling of water entitlements on a permanent basis where permitted under a ROP. Details of tradeable water allocations are securely registered on the Water Allocations Register, which is similar to a land titles register. Leasing and temporary transfers of water entitlements are also possible. Water brokers are emerging to facilitate water trading which aims to improve water use efficiency and move water to higher value uses. Queensland is leading the way in the implementation of the COAG water reform framework and the pursuit of sustainable water resource management. The StateÆs progress in this regard is increasing certainty for water users, while ensuring that considerations of equity amongst existing and future users and amongst various uses, as well as considerations of ecological sustainability and the wider community, are all taken into account. The mining sector stands to benefit substantially from these new approaches to planning, managing and using this precious resource.

Optimising the blast is a major issue in the blasting business. It generally means acting on the blasting pattern (drilling, charging, detonating) in order to get a given æresultÆ. This result may either be related to economic reasons, such as the fragmentation influencing productivity, or technical reasons, for example vibrations and projections. Within the frame of the EEC funded Brite-Euram project entitled æBlast-ControlÆ, involving academic research and applied expertise, a general methodology was developed to approach such a problem and currently applied to the industrial partners of the project and final end-users of the generated results. These partners are the limestone ALZO quarry of the CALCINOR group in the north of Spain and the dolomite DMD (Dolomies-de-Marche-les-Dames) quarry of the LHOIST group in the east of Belgium. A first part of the project, over 18 months, was dedicated to establishing a clear relationship between productivity of operations from drilling to primary crushing and the fragmentation resulting from the blast. Extensive monitoring of blasting, production performance and fragmentation data was carried out and automatically collected into a database on both quarries. As expected, it appeared that excessive amounts of fines or boulders were substantially reducing productivity and thus profitability of the operation. Furthermore, an æoptimalÆ fragmentation was assessed for the quarries to run at the best (high throughput, low cost). The second and last part, for the remaining 18 months, was then dedicated to adapting the blasting practice in order to orientate the fragmentation towards a æbetterÆ one. A very common problem normally addressed by any consultant. Nevertheless, the target was not limited to solving the problem for these two quarries, but also to develop a generic method to address this blasting adaptation process and to implement it into a computerised tool. At this stage, it is then obvious that portability of the method and the system are major qualities to be looked for. This paper is aimed to present how this method was developed, how the system was implemented and how it was finally used.

Fleet management systems have been adopted by many open pit mines throughout the world and the resulting improvement in truck cycle times has been one of the most significant contributors to mine efficiency. Ongoing enhancements to fleet management systems such as interfaces for vital signs monitoring have given incremental efficiency gains. Each incremental improvement is another step towards a grand vision of a totally automated mine. A relatively new fleet management system is being integrated with two other technologies to provide a highly reliable platform for a networked information system which monitors mine machinery and production. The paper reviews the integration project, the features of the new mine site information network platform and the contribution to productivity and safety. The new fleet management system has a predictive truck dispatch algorithm. It also has a distributed database that replicates rapidly so that each machine in the fleet has an identical database, thereby making each machine aware of other machinesÆ locations on the site. High precision systems for navigating and monitoring machinery such as drills, dozers, draglines and shovels provide individual machine operators with cockpit style real-time information to increase their operational efficiency. The integration of the new fleet management systems capabilities with the high precision systems that provide production information, machine vital signs data and operator information means that the mine operations and maintenance managers have real-time access to the whole mine siteÆs production data. Such a mine monitoring and reporting system is dependent on reliable wireless communications and reliable positions. Positions in fleet management and high precision systems for open pit mines are usually provided by global positioning system (GPS). Other global navigation satellite systems (GNSS) such as Glonass, and in the future Galileo, will provide additional satellite cover; however, some parts of open pit mines do not have enough sky visibility for reliable GNSS positioning and so a new centimetre level wireless positioning system called Locata is being integrated with the fleet and high precision systems to augment and backup the GNSS positions. The final integrated system will provide the highest levels of reliable position-based information to all stakeholders in a mineÆs operation, ensuring gains in productivity and safety.

Geothermal anomalies of different types occur within distinct geological/structural settings in Papua New Guinea. According to R.F. Herring, geothermal occurrences in Papua New Guinea can be classified into two types, those related to vulcanism (Lihir, Rabaul and other series of islands along the volcanic arc) and those resulting from a regional heat flow probably caused by radiogenic sources, for instance those in the Wau/Bulolo area. The manifestation of this potential source of energy generally coincides with either converging or diverging tectonic plate boundaries. Previous inventories on thermal waters were carried out by vulcanologists from the Rabaul Observatory in the early 1960s. However, these studies rarely included chemical analyses of water and gas emissions and the investigations were carried out in an ad hoc manner, generally as a secondary activity. The most recent investigation on thermal waters was conducted on Lihir Island in connection with the development of the open pit gold mine. These studies included detailed exploratory drilling to a maximum depth of 730 m, and a water chemistry isotopic sampling and analysis programme. The hydrothermal waters were not considered as an energy source but as a hazard during the development stage of the mine. Nevertheless, the geothermal anomaly observed at Lihir includes hot springs emerging along the coastal zones with temperatures that approach 100¦C, steam, and thermal borehole waters with temperatures that exceed 200¦C. Chemical analysis results of thermal fluids from Rabaul, Talasea and other areas in Papua New Guinea generally show high total dissolved solids and low pH. In contrast, recent results from the deepest and hottest thermal source at Lihir shows a neutral pH, a Na-CI-SO4 composition and temperatures above 200¦C. Despite the concentration of chloride being similar to that of sea water, other chemical results and stable hydrogen and oxygen isotopic compositions of thermal fluids imply the source to be mixture of local meteoric water and deep thermal water rather than sea water. Results of geothermal modelling suggests that the total geothermal uptlow is equivalent to 54 MW.
