The ocean floor, often called the last frontier, is increasingly discussed in terms of its resource potential û from near shore building aggregate and placer deposits to massive sulfide orebodies in the deeper ocean. Consequently there is an increasing incentive to mine the seafloor. But, do we have the social license to explore and mine the seafloor? Does this nascent industry have support amongst the wider community? If not, why not? And what should be done? To answer some of these questions, the Wealth from Oceans National Research Flagship has explored the social viability of an expanded seafloor exploration and mining (SEM) industry inAustralia. The results show that there are significant geological and environmental data gaps and that, in the absence of sufficient information, stakeholder reaction to the prospect of an SEM industry expansion may be reactionary and negative. This uncertainty means that the perception of risk from the industry is variable and often dependent on individual values. The acceptability of an expansion to the SEM industry is currently precarious, in particular due to the high levels of uncertainty regarding the environmental impacts of seafloor activity. While there are existing federal regulatory frameworks and government processes for the licensing of seafloor mineral exploration and extraction, there is little precedent in the application and implementation of these regulations. The future viability of the industry will be highly dependant on AustraliaÆs ability to improve the knowledge-base underpinning its regulatory regime and also to generate open and transparent communication channels between stakeholders. It will also be dependent on the SEM industryÆs ability to communicate an acceptable value proposition to society. This proposition will need to include the relative impacts of terrestrial and marine mining, the alternative potential uses of the ocean and the multi-use conflict that SEM might engender. Experimental data on the production of fines as a function of specific grinding energy consumption show that in general the energy utilisation in a choke fed high-pressure roll mill is higher than in a ball mill, but lower than in the single-particle mode of comminution under slow compressive loading. There is some evidence to suggest that the presence of water in feeds improves the energy efficiency of pressurised roll milling somewhat. Within a wide range of energy input, the size distributions of the ground product are self-similar, the logarithmic median size decreases linearly with the amount of fines produced and the inverse of the median size increases linearly with the energy spent. The production of fines as a function of energy expended follows essentially the same pattern as the one frequently encountered in media mills. The kinetics of grinding in the high-pressure roll mill can be simulated satisfactorily by modifying the standard particle population balance equation in order to account for energy dissipation in the tightly compressed bed. Common characteristics and important differences in grinding by the media mill and the high-pressure roll mill are highlighted.

There are countless petroleum and mineral fiscal systems throughout the world. This is because many petroleum and mineral producing countries have developed their own methods of calculating government take through fiscal evolution or individual negotiation. Those countries fortunate enough to have petroleum and mineral reserves within their national boundaries are naturally reluctant to yield this resource without a reasonable return for their population. As resource companies are perceived to be enormous conglomerates with endless amounts of cash and resources, governments and the general public demand reasonable division of production while these finite resources last. On the other hand, because companies engaged in the exploration for, and production of, minerals, oil and gas have to be large or lucky (preferably both) to sustain the great physical and commercial risks involved, the income and profit figures look so large that the general public sees them as an acceptable target for taxation. Taxation of the resource industry has been one of the industry's greatest cash flow problems through the years. Allen and Seba (1993) attribute this to the fact that the most equitable tax systems are those that affect the widest possible total of the population.

An underground mine, a treatment plant and supporting facilities have been constructed at Lebong Tandai in Sumatra, Indonesia by PT Lusang Mining. Throughput is initially 50,000 tonnes per annum of ore with an inbuilt capability to expand to 100,000 tonnes per annum. Construction proceeded in parallel with design work on a tightly controlled critical path schedule. The very remote location of the mine, the difficult access and the fact that equipment was imported from many parts of the world presented a challenging project management problem. The transport system, which involves road, river and rail and support facilities on site had to be brought into full operation prior to the arrival of major equipment. Mine development involved the reopening of the old access drives and workings, refurbishing two shafts and the haulage system together with redevelopment of old stoping areas and the opening of new stoping areas. Ore production is now from three main areas using shrink and underhand stoping methods. Ore breaking and drive development is with conventional airleg mounted rockdrills and ANFO explosives. Exploration to locate and develop new reserves to replace ore mined is an ongoing activity.

China has abundant bauxite resources, but these resources are mostly of a diaspore, which has a feature of low Al2O3 to SiO2 mass ratio, typically ranging from four to six. Compared to other materials, this kind of raw materials consumes more alkaline and energy in the process of metallurgy, and incurred a high alumina production cost. To solve this problem, researchers in China have done a lot of work on removing of the silicon from bauxite. Under the impetus of these works, in 2003, the first flotation plant of diasporic bauxite in the world was constructed in Zhongzhou, Henan, China. Seven years of operating experience shows that this technology can signifi cantly reduce the costs of following-metallurgy processing. These efforts are an important reference for the processing of similar resource. In general, for Western scholars it is diffi cult to fully understand these works because most of them are published in Chinese. In this paper, a detail introduction for the research progress on China bauxite de-silica flotation was presented, these works involved crystal chemistry, wettability of bauxite minerals, collector and modifi er in bauxite fl otation and flotation practice, etc.

Even though flotation is one of the most important unit operations of mineral processing, accurate modelling of this process for plant performance prediction has remained elusive. In the last four to five years dramatic changes have occurred in our ability to make credible model based predictions. This paper briefly traces the history of flotation modelling from simple (lumped pulp-froth) æchemical kinetic analogueÆ models for single cells to more detailed multi-phase, multi-component population balance models for banks of cells. It then focuses on recent developments in physics-based modelling tools. This includes current efforts to model the forces of attachment and detachment at the individual event level as well as multi-event levels in individual cells and circuits. Two examples of these tools are presented. The first is DEM modelling of the mechanics of motion of bubbles in froths. The second is population balance modelling of the dynamics of flotation circuits describing how they are influenced by upstream processes (such as crushing and grinding) as well as internal process variables (such as aeration, agitation and reagent addition). Applications of each of these tools are discussed.

Exploration on the Callide Coalfield by Thiess Bros. Pty. Limited had reached the stage in mid 1976 where there was a need for a comprehensive appraisal of the coalfield geology. Exploration strategy in 1977 - 1978 was defined by the selection of the most attractive targets. All available literature, reports and plans were reviewed and borehole records assessed. The geology of the coalfield was placed in its regional setting and the genesis of the Callide Coal Measures described in a structural and sedimentological context. Their general form and extent was then examined by the technique of stratigraphic analysis through the interpolation and extrapolation of the available data. A "localized" reserve classification was drawn up and reasonable estimates of the various geological reserves produced, in terms of their reliability and depth of overburden. Quality trend maps were also produced. The resultant "base map" was virtually a summation of all the information to June, 1977, and the basis for the exploration programme in the 1977 - 1978 financial year. The technique allowed for "base maps" to be produced at almost any stage, each one a refinement of its Predecessor.

To discuss this relationship both the problems of the mechanisms of ore accumulation and the origin and cause of volcanism must be faced. Volcanic activity is associated with hydrothermal activity but the causes of volcanism are inseparable from the problems of the origin of magmas generally. To be more in accord with the inevitable reaction between water and silicates at high temperature, it is suggested that reconsidera- tion be given to the role of water in magmas such that our general concept of magmas becomes one of hot hydrous pastes rather than melts with water in them. It is claimed that a general concept of magmas as gelatinous hydrosilicate masses is a far better assumption because the rheological and diffusive properties of such materials enables an adequate explanation of a greater number of observations. It is consistent with the mergence of magmatic and metamorphic rocks and requires low to modest temperatures at the time of liquifaction allowing convergence with mobilised and disturbed sediment masses. The physical and chemical properties of both wet sediment pastes and magmas envisaged as hydrolised silicate masses are entirely dependent on the enormous internal surfaces of their disordered solvated components. The engineering geological mapping of Metropolitan Area of Jopo Pessoa in the littoral zone of the Parafba State, northeast of Brazil, made possible the ambient characterisation for space using and its implications on the environmental resources. This region comes lately denoting an accented industrial growth and this work would help future projects of urban planning, distinguished by quick ground occupations for residential, industrial installations, farming, beyond mineral extractions. The mineral sector supplies material and substance demanded by industry and civil constructions, like as clay deposits, sands, calcareous rocks and mineral water. Many companies working there do not have the permission or inspection of ambient agencies for planned extractions of mineral resources. The consequences of this activity pass for the low profit of the reserves, bad uses of the sources, ground degradation, vegetation suppressions and physical impacts on landscapes, beyond noises and vibrations. These activities have causing accelerated alterations and transformations in the environment, compromising the sustainable development. It thus becomes clear that urgent solutions must be find to solve the problems with human interferences by closer inspection and management for disciplined use of its natural resources.

The Diavik Diamond Mine is a world-class operation located in an extreme environment 220 km south of the Arctic Circle in CanadaÆs Northwest Territories. The mine has a number of distinctive characteristics û such as limited winter access via an ice road, mine infrastructure being located on an island, with mining taking place behind dykes holding back a lake, temperatures at the mine that get down to -45¦C in winter, and the presence of bears, wolves, foxes and wolverines! One thing that Diavik does have in common with other mines around the world is the need for reconciliation. In late 2005 Diavik implemented SnowdenÆs Reconcilor software system to facilitate the process of reconciling geological models, mine plans, production data and plant results. This paper provides a case study of the reconciliation system implementation. It outlines the migration of Diavik away from a comprehensive and effective spreadsheet-based reconciliation process to a commercial grade, automated and web-based information management system. This paper documents the reasons for moving away from the spreadsheet system, the key parameters used for reconciliation, and the benefits gained by closing the loop between reconciliation and ongoing process improvement.

A sustained eight-year major research effort has been undertaken in South Africa to develop integrated passive water treatment systems for the sustainable removal of sulfates, while simultaneously addressing the removal of metals and acidity. The research effort addressed the problem both at a fundamental science level and at the more empirical pilot plant level. Whereas there are numerous anaerobic sulfate reducing reactors in operation on mine waters that remove some sulfate together with metals and acidity, these are typically plagued by low sulfate removal efficiency and gradual reductions in overall reactor efficiency with time. The South African research effort has focused on understanding the fundamental microbiological and biochemical reactions that occur in anaerobic reactors filled with lignocellulosic material and subjected to high sulfate water. Hypotheses have been developed that differentiate the reactions occurring in such a reactor into groups that should be individually optimised and these hypotheses have been verified through rigorous laboratory and pilot scale studies. The results of this research are incorporated into a patented multi-stage integrated passive treatment system that is capable of sustained high rate removal of sulfates, metals and acidity.

Mineral processing is at the hub of the exploration-mining-metals production system. Because of the large volumes of material processed, incremental technology investments can pay off better than for other parts of the system. However, much of mineral processing remains a 'black art', because we are behind in investing in modem technologies. Consequently, we have one of the best opportunities to improve efficiency and competitiveness through the application and transfer of technologies that have already been developed for other industries. The reluctance of minerals companies to place priority in our area is not because we lack new ideas; our senior management has not been convinced, based on our previous results, that such investments will pay off as well as other investment opportunities competing for the same resources. The key is the proper establishment of technology strategy and more effective transfer of technology. The presentation will identify the failure mechanisms of technology transfer and will present a model for improving the success rate, a prerequisite for raising the priority of mineral processing investment. Topics emphasised include strategy formulation, human resources planning, and total quality management principles applied to improving technology transfer.

In July 2004 a flotation concentrate regrind circuit was commissioned in the æHigh GradeÆ Ridgeway concentrator at NewcrestÆs Cadia Valley Operations. This was the culmination of two years of project testing, process design and planning which commenced shortly after commissioning the concentrator in March 2002. During the two-year project evolution alternative grinding technologies were evaluated from conventional ball milling through to sand milling. A Detritor mill was eventually selected for the duty and the criteria on which this selection was based will be presented. As the project evolved so too did the equipment sizing with the concentrator quickly exceeding design capacity of 4 Mtpa and currently averaging 5.6 Mtpa, the process design had to accommodate this and future potential throughput increases. This paper will focus on the supporting testwork, circuit surveys and concentrate properties which were used as the design basis for the project. The economic evaluation which led to the project receiving board approval in November 2003 will also be presented. Detailed design and construction management issues will be discussed as will preliminary results and findings up to November 2004.

BHP Billiton Iron Ore initiated a program in January 1995 at the Mt Whaleback operation in Newman, Western Australia to develop a closure plan for the overburden storage areas (OSA), which have the potential to generate acid rock drainage. The primary research program includes the development of technology for the long-term performance of OSAs with respect to slope stability, surface run-off, erosion, water infiltration and vegetation. The objective is to control acid rock drainage by preventing moisture movement into and through the OSA material. Infiltration to the underlying OSA material and closure costs are minimised due to the presence of the run-of-mine (ROM) cover material. A summary of the field data is presented to illustrate low percolation rates to the underlying OSA and key performance characteristics of the moisture store and release cover system design. Field data collected to date demonstrates that a moisture store and release cover system constructed with suitable ROM material has good potential as a final cover system at the Mt Whaleback site. The performance of the cover system on a sloped surface was significantly different as compared to placing the cover system on a horizontal surface.

The Bowdens Silver Deposit is a low sulfidation epithermal silver-base metal deposit that has formed on the northern margin of a hydrothermal system within air-fall breccias, ignimbrites and crystal tuffs of rhyolitic composition. The deposit lies near the north-eastern margin of the Lachlan Fold Belt and the rhyolitic host rocks are of Early Permian age. The silver mineralisation occurs as flat-lying zones of disseminations and silicic fracture-filling within the Rylstone Volcanics and is closely associated with sulfides of iron, arsenic, lead and zinc. High-grade silver mineralisation is also found in steeply-dipping fracture zones which host banded sulfide veins. Studies of the alteration products indicate that high temperature fluids, flowing from south of the current project area, resulted in quartz (¦adularia) û illite/sericite alteration. Cool, low pH steam-heated waters on the northern and eastern margins of the prospect area resulted in siderite û smectite-illite clay û Fe-carbonate û marcasite û kaolinite alteration. Mixing of the two fluid types resulted in the deposition of iron and base metal sulfides, a decrease in both sulfur activity and pH of the mineralising fluid, and subsequent silver mineralisation.

In order to study conditions under which SiO(g) may be formed in a blast furnace, equilibrium phase diagrams were constructed for the combustion of high and low ash cokes with oxygen-enriched blast and oil injection under conditions of high and low raceway pressures. Free energy minimisation techniques were used to calculate the composition of gaseous and condensed phases. Where coke ash is assumed, for simplicity, to comprise Si02 only, the coke can be comple- tely gasified, mainly to SiO and CO, under restricted conditions of coke to blast ratio and at temperatures greater than 1600 - 1650¦C, depending on system pressure. The formation of SiO(g) is partially suppressed by the introduction of alumina into the ash, because of the formation of solid and liquid alumino- silicate compounds. The minimum temperature for complete silicon gasification is raised to about 1700¦C. The results of the equilibrium calcula- tions are related-to actual raceway conditions. It is proposed that virtually all silicon in the coke ash is gasified such that, on condensation, it affects hot metal chemistry and slag properties and secondly, that the effects will be greater with higher ash cokes.

The central Taupo Volcanic Zone is a region of intense Quaternary silicic volcanism accompanying rapid crustal extension. Modem central TVZ is the most frequently active and productive silicic volcanic system on Earth, erupting rhyolite at c. 0.28 m' s'. The rhyolites show no major compositional changes with time, but the total extent of magma chamber zonation has changed with the advent of rifting and crustal extension at c.0.7 Ma. At least 34 caldera-forming ignimbrite eruptions have formed a complex sequence of relatively short-lived, nested and/or overlapping volcanic centres in central TVZ. Taupo contrasts with other large silicic magmatic systems in the exceptionally high frequency, but small size, of caldera- forming eruptions. This contrast reflects the thin, rifted nature of the TVZ crust, that precludes the development of long- term magmatic cycles at Taupo.Within central TVZ, non-rhyolitic compositions have been erupted apparently irregularly in time and space; in particular there is no evidence for a geographic separation of basalts from andesites. TVZ is a rifted arc, but its segmented nature, high thermal flux and voluminous rhyolitic volcanism make it unique on Earth.

Since 1958 there have been 16 major coal mine explosions in the U.S. claiming 323 lives. Whilst the exact cause of a number of these incidents has not been determined, the majority has involved gas ignitions in one way or another. In addition there have been fatal gas explosions in salt mines and vapor explosions in oil mines. Furthermore, many of the oil shale mines in the U.S. have proven to be gassy giving cause for concern. Compounding these problems is the fact that frictional ignition of methane in coal mines has dramatically increased over the past several years; over 100 such ignitions were reported in 1979. While, no fatalities have been attributed to frictional ignition in the U.S. since early 1978, a recent mine explosion in Nova Scotia which resulted in 11 fatalities was attributed to a frictional face ignition. Research being conducted at the Bureau of Mines is aimed at the prevention and suppression of gas explosions. Emphasis is placed on new coal cutter bits for reducing ignition frequency, machine-mounted water sprays for preventing frictional face ignitions and automatic devices for quenching incipient ignitions and fully developed gas explosions.

Direct smelting of copper in a single vessel has long been the extractive metallurgist's dream. Such a process offers the important alvantage. of (i) maximum use of the energy available from oxidizing the sulphur and iron of the concentrate: (ii) restriction of SO2 emissions to a single constant-strength source; (iii) minimum materials handling and (iv) elim-ination of at least one process step. Extensive developmental work was carried out in the 1960's and 1970's to implement such single-step processes. Some of the processes reached the prototype stage and it appeared that copper smelting technology was on the thresthold of a new, efficient, minimum-pollution era. Since that time, however, the forward thrust has slowed and single-step copper smelting is still a process of the future.The paper describes the potential advan-tages of single-step smelting; its history and current status; and the reasons why it has not been adopted industrially. It concludes that the potential benefits of single-step smelting are powerful and that many of the difficulties encountered in the 1970's will be overcome in the 1980's.

The New Guinea Mobile Belt is the northern zone of the Melanesian Orogeny (Dow and Sukamto, 1984), which consists of a complex zone ofupthrusted and accreted, regionally metamorphosed geosynclinal sediments and volcanics of Mesozoic to Eocene age and the overlying sediments. On the northern margin of this accreted terrane, formed an Eocene to Middle Miocene island arc. The North New Guinea Basin formed during the Upper Oligocene on the accreted margin. The depositional history of this basin is complicated by major crustal movements during the Upper Miocene to Holocene. During the Middle to Upper Miocene two magmatic arcs were emplaced. The northern magmatic arc is in part, spatically and genetically related to the Eocene to Middle Miocene island arc. The Maramuni-Utawa Magmatic Arc (southern) is a result of the Oligocene accretion and regional metamorphism. Coincident witt these magmatic arcs are belts of mineralization containing porphyry Cu-Au, epithermal/hydrothermal Au, Ag + Cu-Pb-Zn, exhalative Cu-Pb-Zn + Ag-Au, lateritic Ni-Cr-Co + PGE and alluvial Au, PGE, Cr occurrences and deposits. An intergrated tectonic model is presented for these and other data for the northern zone of the Melanesian Orogeny.
