This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

East Guangdong tin province overlaps the southmost part of the mesozoic magmatic arcof continental margin type in Southeast China and is dominated by mesozoic syntectic magmatism,which associated to tin mineralization. It is distinguished from Nanling tin province but quite close to NW Bolivian tin province in both tectonic and magmatic relations.Tin deposit's mostly of cassiterite-sulfide, cassiterite-silicate formations are localized along exsocontact zone of granitoid batholith or stock, boundary area of volcanic depression, or, within volcanic edifice. Petrochemistry studies show tin was concentrated as intermediate-acidic magma evolved by fractional crystallization. Xiling tin deposit of vein type related to extrusive... the lava dome was formed at T C 221-301 and at very shellow depth,seems to correspond to type A in classification for Bolivia tin deposits by J.N.Grant. Tashan tin deposit of dissemination type related to hypergene intrusive facies,with mineralization occured in endocontact zone of granite porphyry dykes is considered as porphyry type,which spported by H-0 isotope and gas-liquid inclusion evidences. It formed at T C 250-430, comparable to Bolivia porphyry tin deposits,but at a greater depth 1.3 3.0km.A model for known tin deposits in East Guangdong was worked out. A good prospecting perspective was revealed for the potential type of tin deposit in East Guangdong--subvolcanic porphyry tin deposit.

The major coalfields of Australia are almost unique in the occurrence in some areas of CO partly or almost completely replacing CH4,t1e normal seam gas from metamorphism of coal due to time and depth of burial. This CO2 situation has some benefits but mostly it introduces particular safety problems result- ing from the high density of CO2 relative to air, magnifying problems of gas dilution in ventilation, and the greater affinity which coal has for CO2 than for CH4 increasing proneness to gas-dynamic phenomena. The occurrence of most CO2 seam gas can be directly related to igneous intrusion and to its associated pneumatolytic injections. Whilst intrusions locally increase the rank of coal by their contact metamorphic effect, normal coal metamorphism due to time and depth of burial continues after intrusion and injection together with the ongoing metamorph- ic production of CH . This new CH slowly displaces any CO to leave some present-day intruded coals with seam gas with reduced CO2 or even without any significant CO2 associat- ions. The seam gas maps of the Bowen and Sydney Basins and more detailed maps of specific areas exemplify these situations. Mining progress, plus more searching studies of igneous-coal relationships provide improved understanding of the factors involved.

In the Renison Bell area of western Tas mania, a series of Lower Cambrian quartzites, shales, carbonate beds ("dolomites"), cong- lomerates, tuffs and argillites have been folded into a broad monocline whose general strike is NW-SE, plunging slightly north and dipping NE. The downwarped eastern side of the monocline is disrupted by a steep (50-800) east dipping normal fault, known as the Bassett Structure, whose throw is in excess of 500 m. A series of flat north dipping normal faults, each with a throw of approximately 50 m, further disrupts the sequence. All major faulting was pre-mineralization. A cassiterite- bearing Devonian quartz porphyry body intrudes this Cambrian sequence 2 km south of the currently operating mine. Of economic importance is the presence of three carbonate beds in the sequence. These carbonates consist of a mixture of calcite, dolomite and siderite. The No. 1 (youngest) and No. 2 carbonate beds are each approximately 15 m thick and are separated by 20 m of hematitic conglomerates and tuffs. The No. 3 (oldest) carbonate bed is approximately 5 m thick and is separated from the No. 2 horizon by 50 m of dark grey, finely laminated shales and quart- zites. The development of low displacement, moderate to high-angle reverse faults during the formation of the Argo gold deposit within a tholeiitic gabbro host-rock involved a four stage evolution of deformation and associated hydrothermal alteration. Fault zone evolution and Au mineralisation were associated with high fluid flux, fault-valve behaviour in a severely misoriented fault zone. The far-field maximum principal stress was approximately east-west and horizontal, and the far-field minimum principal stress was subvertical. The fault system developed at approximately 400¦C in a transitional brittle-ductile regime. Initial Stage 1 deformation involved ductile shear and the development of potassic (biotite-rich) alteration assemblages and associated reaction-weakening in shear zones; minor quartz extension veins were formed. Stage 2 is marked by the onset of predominantly brittle shear failure, the widespread development ofmatrix-supported breccias in fault zones and a change to sodic (albite-carbonate-quartz) alteration styles. Extension veins have limited development. Stage 3 is also dominated by brittle shear failure and characterised by a change to quartz-carbonate assemblages in fault-fill veins and breccias. However, large arrays of extension veins are also well-developed adjacent to faults. In Stage 4, widespread subhorizontal quartz-carbonate-biotite extension veins were developed, but shear failure was limited. This is an ABSTRACT only. A full-length paper was not prepared for this presentation.

Lower Silesia Coal Basin/SW Poland/ is adjacent to highly gas saturated igneous massiv and since the beginning of this century more than 1500 outbursts have occurred in four existing mines, including 1295 in the most hazardous mine Nowa Ruda. Prevailing part of these are carbon dioxide/coal outbursts of ejected masses 50-5000 tonnes/av.200/t and gas volume released from 200 m3 to 800,000 m3 Magnitude of these phenomena is growing with the depth and for present extraction levels/ 375-753 m/ may be expressed by a formula: M = 4.25/H-400/, where M-masses ejected, t and H - depth of extraction, m. Regulations obligatory hitherto call for gas pressure measurements to be made in 3 m long and 42 mm dia. boreholes spaces not more than 25 m along the longwall face and taking sample of drillings for desorption testing. Criteria of a hazard are following: pressure higher than 30 kPa /for C02/ or 80 kPa /for CH4/ and desorption more than 1,44 cm3/g. These criteria are not satisfactory because many outbursts occurred in spite of low values of parameters measured and for several times no hazard was evident after very high values were obtained. Moreover, observations show that a huge majority of case outbursts occurred in coal weakened by local geological distortion.

The balance of knowledge and understanding among these participants combined with the competition for capital, contributes to the standards for our mining market in a way that the market operator simply cannot replicate by market rules alone.

Mineral occurrences of the Hillgrove Au-Sb-W district are hosted in late Palaeozoic polydeformed, hornfelsed metasediments and Permo-Carboniferous granitoids of the NewEngland Orogen. In excess of 204 individual occurrences have been identified to date with the mineralisation developed as strike extensive (>20 km of known veining) and potentially depth extensive steeply dipping fissures. These are contained within an elongate area measuring some 9 km by 6 km in surface dimensions. Recorded gold production of 720 000 ounces along with current resources in the order of 340 000 ounces highlight the significance of this district. Historical antimony production is estimated at in excess of 50 000 metric tonnes. Significant tungsten of over 2000 t in the form of scheelite has also been produced from the field. Mineralisation is developed in veins, vein breccias, sheeted veins, network stockworks and as alteration sulfide haloes to the main structures. The vast majority of fissures are subvertical and vary in widths of up to 20 m in places. Paragenetic studies have previously indicated that the earliest mineralising event was a scheelite-bearing phase of quartz veining. Subsequent phases of arsenopyrite-pyrite-quartz-carbonate veining were accompanied by gold and minor base metal sulfides. Alteration is typically sericite-ankerite-quartz. Overprinting stibnite-quartz veining with gold-electrum, aurostibite and arsenopyrite form an important subsequent phase. Veining can be inferred from historical records to extend for vertical depths of over 1 km.

The West Coast of South Africa is well known for its placer gem quality diamond deposits and also associated with these hosts of Cenozoic unconsolidated marine and aeolian sand and gravel are significant concentrations of heavy minerals. Exploration for economic concentrations of zircon, ilmenite and rutile along the coast started in the mid-1980s. This resulted in the discovery of an inferred 1.6 billion tonne resource with a grade of ten per cent total heavy minerals (THM), which developed into the Namakwa Sands Mine, a world-class producer of heavy minerals. Several other resources, including satellite deposits proximal and distal to the mine area, extensive diamond mine dumps and present day beach placers, demonstrate the vast heavy mineral potential along the West Coast. The favourable gangue to economic mineral ratio, a higher zircon content compared to other similar deposits, relatively lower U+TH content of zircon, low slimes content and effectively pristine low chromium-manganese ilmenite of these deposits, render them attractive exploration targets. Negative factors that will affect conventional mineral beneficiation and liberation include secondary mineral coatings and the regional coastal development of several layers of superimposed duricrust. The economically attractive heavy mineral assemblage along the West Coast is the result of erosion of the proximal, gneissic Namaqualand Metamorphic Province and mature Table Mountain Group sandstone, concentration by marine and aeolian processes and preservation under arid climatological conditions over a period of more than 100 Ma.

The use of dolomite as a refractory began in England about 1870 when the basic Bessemer process for the removal of phosphorus from steel was developed by Thomas and Gilchrist.Knowledge of dolomite as a refractory in this country goes back to the early part of this century, at the time when the Hoskins Brothers took over the Lithgow Iron and Steel Works from W. Sandford. The practice then was toimport burned dolomite in casks from England. It is reported that much of the material was powdered when received, but was still serviceable. The earliest. used sources of local stone were in the Bathurst and Mudgee areas of New South Wales, and these dolomites were first used raw. Later, dolomite was burned in cupolas at Havilah near Mudgee, coke being obtained from the South Coast of New South Wales. This plant supplied burned dolomite to the Lithgow steel plant, later to the Australil1n Iron and Steel plant at Port Kembla, and also to the electric steel furnaces at Newcastle, Sydney and Melbourne until the plant was closed down in 1946.The Broken Hill Proprietary Company first obtained its dolomite from George's Plains near Bathurst (this was, really a magnesium limestone) and later from Mount Knowles, a deposit near Mudgee, which was eventually taken over by the CO:plpany in 1918. Since the advent of plate tectonic modelling, the Ramu-Markham valley has been thought the site of a classical island-arc/conti- nent collision zone. In this interpretation the units south of the Markham Valley are held to be island are / micrcontinental mate- rial accreted to Australia and those north of the valley are thought to represent a separate Finisterre island-arc terrane. Recent remapping by the Geological Survey of Papua New Guinea shows: (1) there is no terrane boundary along the Ramu-Markham valley (2) the Finisterre Volcanics are probably part of either a fore-arc sequence or oceanic plateau obducted onto a microcontinent/ volcanic-arc composite terrane, accreted to the continental Australian plate. A new tectonic model is proposed for northern PNG and involves: (I) Eocene to Late Oligocene subduction below a microcontinent remote from Australia to produce the Sepik are and related intrusives, the Finisterre Volcanics (fore-arc or possible oce- anic plateau), together with the Alife blueschist. (2) obduction of the Sepik arc in Late Oligocene-Early Miocene times over the advancing Australian plate. This resulted in crustal melting, some of the products of which are the Mid- dle to Late Miocene Akuna and Bismarck intrusive complexes of the Maramuni arc. (3) obduction of the Finisterre Volcanics began in Early Pliocene times and continues today. (4) post-Middle Miocene mineralisation is the result of melting after obduction of the Sepik microcontinent.

Arsenic-containing waste was dissolved into molten slags and the leaching behaviour of the quenched arsenic-doped slags (containing up to 2.3 wt per cent arsenic) was ascertained to evaluate the potential of this method as a means for arsenic disposal. The leaching behaviour was evaluated using acetic and sulphuric/nitric acid based solutions.From short-term (18 hour) leach tests, the amounts of arsenic in the leach solutions were found generally to decrease with an increase in the Fe(III)/Fe(total) ratio of the slag or an increase in pH of the leach solution. The amount of arsenic in solution increased with an increase in the slag basicity, the slag arsenic concentration or the surface area of the slag exposed to the leach solution. From longer term leach tests (up to 40 weeks) in the pH range 5 to 8, the arsenic remaining in the leach solution was believed to be controlled by sorption processes. The sorbent was an iron oxide-rich material which had the capacity to lower the arsenic concentration in the leach bottles to well below 1 ppm in some cases. At a leach solution pH over 9, the arsenic concentration in the solution increased with time, although the rate of solubilisation was much slower due to the high pH.Slags have the potential to stabilise arsenic and prevent it entering the environment provided attention is paid to the slag chemical composition and oxygen potential.

Fluid inclusions and sulfur isotopic compositions were studied in a possible extension of the Toyoha polymetallic vein deposit. The objective of this work was to gain a better understanding of the ore depositional conditions, sources of ore constituents, and distribution of mineralizing fluid in the region. Fluid inclusions in sphalerite and quartz show that most homogenization temperatures range between 190¦ and 290¦C. Most salinities range from 0.0 to 3.4 wt per cent NaCl equiv. Sulfur isotopic compositions of ore minerals (pyrite, sphalerite and galena), determined by a conventional technique, range between 1.3 and 7.7 per mil. The mineralizing fluids were characterized by relatively low and various temperatures and low to moderate salinities compared to those at the southeast region of the main ore bodies (Izumo and Shinano veins) where rare elements such as tin, tungsten and indium occurred. Obtained temperatures and salinities were attributed to the mixing of hydrothermal fluids with groundwater. Sulfur isotopic data suggest sulfide sulfur was of magmatic origin. Isotopic temperatures, estimated from the isotopic fractionation factor between sphalerite and coexisting galena, are between 195¦ and 322¦C. The temperatures are only consistent with fluid inclusion homogenization temperatures in sphalerite or coexisting quartz when sphalerite was a honey-yellow coarse crystal lacking conspicuous colored growth bands. This suggests the detailed classification of mineral pairs growth textures will be necessary for precise in situ measurements to obtain reasonable eothermometric results.

The equipment and general smelter layout for the Mount Isa Copper Smelter were designed by engineers associated with the American Smelting and Refining Company and by Mount Isa staff engineers. The final notice of site was dictated by the need for 'building the smelter near the existing Mount Isa power house to enable full use to be made of the steam from the waste heat boilers. Although much excavation work was necessary before concrete foundations could be poured, the location lends itself to further expansion should it become necessary. The plant is designed and constructed to involve straight line smelting operations which include the following major steps in the overall scheme.1. Charge make-up.2. Roasthig.3. Reverberatory smelting.4. Converting.5. Refining.6. Casting.CHARGE MAKE-UPA system of proportioning bins is provided for preparing the feed mixture for the roasters, Sulphide concentrate containing 24% copper wiil be delivered by belt conveyor from the filter plant to the smelter storage patio. This is a large roofed concrete floor that provides a maximum storage capacity of 8,000 tons of concentrate. Eight proportioning bins located below but adjacent to the south end of the patio will be used for actual charge make-up from which concentrate, ore and flux will be proportioned to the feed belt and conveyed to the roaster feed hoppers. The Fairbanks Mining District in central Alaska was discovered in 1902 and since then approximately 7.5 million troy oz of placer gold, 250,000 troy oz of lode gold, and several thousand short tons of antimony and tungsten hap been produced from an area of about 1000 km . Historic lode production was from high grade gold-quartz veins that averaged 1.3 OPT free milling gold. Five main types of mineral deposits' are recognized in the district. I. Conformable, stratabound volcanogenic zinc, antimony, lead, and copper sulfides in places containing gold, silver and tungsten in bimodal metavoleanics (Cleary Sequence). II. Complex precious metal-bearing lead sulfosalt-quartz veins in Cretaceous granitic intrusives. III. Tungsten skarns adjacent to granitic intrusives. IV. Gold-bearing polymetallic sulfide-quartz veins crosscutting metavolcanics and metasedimentary units of the Cleary Sequence. V. Antimony-bearing gash veins along axial plane shears in various lithologies of the Cleary Sequence. Type I and Type IV mineral occurrences are currently being evaluated as low. grade bulk tonnage (target model 16-20 'million tons of 0.05 to 0.15 OPT)'and high grade moderate tonnage (target model 0.5 to 2.5 million tons of 0.5 OPT) gold deposits. The host rocks for Type I mineralization occur over a 30 km strike length and are at least 300 meters thick. Historical exploration of the Ballarat East goldfield defined two primary quartz vein lode types. Tracking the intersection of these lodes with vertical lines of enrichment (or so-called æindicatorsÆ) was the basic practice for historical mining. This strategy proved highly successful in terms of identifying quartz veins associated with mineralisation. However, it provides little understanding of the timing or processes involved in the formation of these veins, or the associated emplacement of gold. Current underground mapping shows the Ballarat East gold deposit can be subdivided into four stages of vein formation. The earliest veins (V1 and V2) strike north-south and formed during bedding flexural slip and limb thrust fault propagation in parasitic chevron folds. V3 veins are subhorizontal and relate to further fold tightening involving a transition from east-west compression to north-south extension that initiated re-shear of bedded slip surfaces and additional strike-slip faults. Sporadic V4 veins overprint the shallow-dipping sections of V2 and V3 veins and are associated with weak north-south compression. The V4 veins mineralogy is distinguished by a high carbonate content and sphalerite-galena sulfide assemblage. Vein sampling indicates a significant increase in gold mineralisation where overprinting by the later deformation/veining has occurred. As a result of these observations, a new model is emerging that identifies the chronology, structural control and spatial distribution of respective quartz vein types. This is a major advance in terms of exploration targeting, resource modelling and mine planning.

Many narrow-vein gold deposits are characterised by a high to extreme nugget effect and the presence of coarse gold. They rank amongst the most difficult of deposits to produce an accurate and precise resource estimate. This contribution presents a case study from the Nalunaq Gold Mine in Southern Greenland. The mine commenced operation in May 2004 and is currently operating at a rate of 400 tonnes per day, to produce about 100 000 oz gold per annum from a total resource base of 1.2 Moz. Mineralisation is characterised by quartz veins that are hosted within a shear zone that is continuous over about 1000 m. The principal orebody is the Main Vein structure, which ranges up to 3 m in width, maintains an average dip of 35¦SE, and contains significant gold grades (1000s g/t Au). Gold particles are often visible, with 25 per cent being greater than 250 microns in size. Variography using underground development samples indicates a nugget effect of about 75 per cent. For the 2005 resource estimate, a 2D metal accumulation ordinary kriged block model was used to produce a global grade for the Target and South Blocks of the Main Vein. Grade control chip-channel samples are collected from æshantyÆ drive footwalls, and used as the basis for both the kriged block model and to determine the grade of individual stope blocks by peripheral weighted averages. Geology plays a key role in mining efficiency, given the locally variable nature of the ore zone.

A background characterisation study was carried out in the Sangre de Cristo mountains, New Mexico, to: quantify naturally occurring contaminant loads from mineralised areas; define site-specific background concentrations; and to determine key factors controlling spatial and temporal variations in contaminant concentrations. The study included a comprehensive sampling and testing program (paste pH/EC, ABA, leach extraction tests) of soil/bedrock from mineralised areas (including erosional scars), and a ground water and surface water quality monitoring program in selected mineralised watersheds. Results demonstrate that high concentrations of contaminants occur naturally in ground and surface water draining the mineralised area of the Red River basin. The erosional scars were found to represent the major source of acid rock drainage (ARD) (~66 per cent) in this area due to: high rates of weathering and erosion, which continually exposes sulfide-bearing outcrops; and high rates of run-off as a result of high elevation and lack of vegetation. The scar material is generally very acidic (paste pH ranges from 8.5 to 1.5; average = 3.6) with highly elevated concentrations of sulfate and leachable metals. The composition and concentration of leachable metals vary significantly, not only between scars but also within a given scar. While all streams draining the various scar watersheds are highly acidic, each has a characteristic æfingerprintÆ of sulfate and metal concentrations. Most of the run-off from the scars infiltrates into alluvial debris flow aprons and reaches the Red River via groundwater flow.

BHP BillitonÆs Yandi channel iron deposit has a large resource of approximately 1.3 billion tonnes. This is a bulk mining operation with a high degree of selectivity not being practical. In contrast the deposit geology is a complex interrelationship of primary channel facies, secondary enrichment of iron and a secondary redistribution of the major contaminants. These variations in geology and alteration can occur over ranges of hundreds of metres down to knife edge contacts. In addition, differences in primary facies and mobility during alteration often result in the iron and contaminants having different patterns of enrichment and depletion. Despite the scale of these operations, if the geological domaining is not optimal, significant errors in the resource estimate of grades and tonnage will occur. Getting the geology right has become a common clichT among mining professionals. However, in many situations, obtaining optimal geological domains for resource modelling is best achieved when there is input from geology, statistics and geostatistics. In this paper, moving window statistics are utilised to see through locally high variability to identify trends that assist in locating difficult to identify geological boundaries. After the creation of geological domains, univariate and multivariate statistics and principal component analysis assist in validating and characterising geological domains. Finally, variography and domain contact analysis are used to analyse the nature of the boundaries between geological domains. At the Yandi channel iron deposit, the inter-relationship between geological and geostatistical analysis has resulted in significant improvements to geological domaining and the treatment of domain boundaries during estimation of iron and contaminates.

It is proposed to deal with those raw materials which are produced in South Australia to meet the needs of the country's steel industry. They are chiefly, iron ore, limestone and quartz.Iron ore and limestone are fed to the blast furnaces of Newcastle and Port Kembla together with coke to produce the hot metal charge for the open hearth steel furnaces.They are also qsed in the raw state in the steel furnaces to assist in the conversion of the hot metal to steel. The iron ore is quarried from' Iron Knob and shipped from Whyalla to Newcastle and Port Kembla, whilst the limestone is supplied from the deposits at Rapid Bay and shipped in the same manner.Quartz is used in the manufacture of ferro-silicon, an alloy which is added to the ladles of molten metal tapped from the open hearth furnace in the case of almost every grade of steel. It is obtained from a quarry situated between Iron Knob and Whyalla, and shipped to Newcastle.IRON OREWith the exception of several small quarries situated at Breadalbane, Cadia, Cowra, Crookwell, Michelago, Jerrawa and lerraama in New South Wales, the iron ore requirements of Australia's steel industry to date have been met from Iron Knob and the Middleback Range in South Australia.Several of the small deposits in New South Wales were worked during the war years of 1941-44 during the shipping emergency and produced 1,355,417 tons, compared with an output of approximately 43,000,000 tons from Iron Knob between 1901 and 1949.
