Factors leading to the necessity for some individual testwork in solving most specific hydraulic transportation problems are listed and a description is given of a method used in determining critical flow conditions. An outline is given of the basic theory of the purpose of the testwork, and a means of applying test results for varied pipeline diamet.er and material conditions follows. Engineering and economic factors are applied to the solution of a specific hydraulic transportation problem and the use of the test results in plant practice is illustrated. The advantages of connecting pumps in series in centralised pumping stations rather than individually along the pipeline are stressed. SOME notes on the works of the Electrolytic Refining and Smelting Company of Australia will no doubt be of interest to members of the Institute, more especially as much of the work is new to Australasia. As many of the members who may read this paper have not been in a position to visit works of this kind, and are consequently not thoroughly acquainted with all the operations carried on, the author has taken the liberty, in some cases, to enter into explanation which would otherwise be unnecessary. The works are situated at Port Kembla (New South Wales), about fifty miles south of Sydney, and are approachable both by rail and water. The Government has recently built a low-level jetty upwards of five hundred feet long, and intends installing at an early date an electrically operated portable crane to facilitate the handling of material to and from the boats. This will mean: a considerable reduction in the length of time that boats are laid up at the jetty. The mechanization of the coal industry in New South Wales involved the introduction of large face and transport machines. The trend is towards still higher capacity units with .greater horsepower and it became apparent that a potential risk of damage to the hearing of workmen existed. In order to assess whether the sound levels were SUfficiently high to impair the hearing of workmen a sound level survey of all major operations in the industry was carried out by the Mining Engineering Division of the Joint Coal Board.The results indicated ·that the operations could be classified into three categories of risk, probably hazardous, of doubtful hazard due to the intermittency of the operations, and of low hazard.Legislation has subsequently been enacted requiring the wearing of hearing preservation aids in some of the probable risk operations.

(This paper reviews the reasons for and the principles followed in designing and constructing complete new surface works at the mine of the Zinc Corporation Limited, Broken Hill, New South Wales, and describes the layout, plant, buildings and services.)The Zinc Corporation mine produces high grade lead, silver and zinc sulphide ore. Lead and zinc concentrates are sent by rail to Port Pirie, where the lead is smelted and the zinc concentrate is shipped to Tasmania, England and other overseas countries.Some time ago consideration was given to the advisability of sinking an additional shaft. For some years the old main shaft had been working at full capacity and developments underground had indicated that the mine would eventually be capable of an output greater than that which could be handled through the shaft. It was therefore decided to sink a new main shaft and the site chosen was in footwall country 900 feet south of the old main shaft. The reason for the move south was so that the new shaft would be opposite the centre of gravity of the ore-bodies at depth. The size of the new shaft is 27 ft. ,6 in. x 15 ft., and the work was put in hand early in 1936.It was intended to haul the whole mine output through this shaft, which was 1,600 feet from the mill then operating. As one of the four basic sciences, the study of geology is intrinsically worthy as a means of increasing fundamental knowledge of the behaviour and evolution of the universe. Geological knowledge can also be translated into practical outcomes for society such as resource discovery and protection of the environment. Australia has a long tradition of providing very high quality geoscience programs to prepare graduates for a range of occupations. We are, however, reaching a nexus in the way universities should or can deliver engaging programs. This has been triggered by the rapid evolution of the digital world (the Internet of Things), new technologies, unprecedented access to information, better understanding of the processes by which we learn and adapt our thinking, growing complexity in the problems we must face or opportunities to grasp, and university funding models. Designing education programs for the next generation of geologists extends far beyond tinkering with syllabuses. We must develop skills sets that will allow graduates to work in rapidly changing landscapes, but in doing so may have to sacrifice content to build capability in our graduates. Whereas universities must respond to changing demands on graduates by ensuring degree programs contain an appropriate balance of material and high quality of delivery, industry and government must also fulfil their responsibilities to provide additional training programs for graduates to assist their rapid transition into independent professionals. This paper examines various educational issues being considered in developing the new Decadal Plan for the Earth Sciences, and reflects on directions that education is heading in many of our universities.CITATION:Cohen, D R, 2017. As it is probable that a large proportion of the members of the Institute attending this meeting are connected with the metalliferous side of mining, the writer thought that, as coal and coke are required for various purposes in considerable quantities by their companies, some particulars of the coal industry might be of interest, especially when visiting such an important coal-mining centre as Newcastle. It is proposed to deal with the matter from the mining and economic point of view, as the geology has been so well and exhaustively dealt with in various publications referred to in the bibliography at the end of this paper. In the immediate vicinity of the city of Newcastle the collieries are gradually being abandoned, and during the past few years the Wickham and Bullock Island, Stockton, Hetton, Newcastle Coal Mining Company's "B," and the Australian Agricultural Co's Sea pit, have disappeared from the coal-producing list of collieries. AIl of these collieries worked the Borehole seam, from which, up to date, the largest quantity of coal has been produced in the northern district.It is the bottom seam of any present commercial value in the Upper or Newcastle coal-measures, and although the coal-in this seam has not been entirely 'exhausted in the collieries referred to, they have been abandoned for various reasons. The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision.   The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand . In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand , these matters will all be addressed in what are referred to as 'minerals programmes'.   The Crown Minerals Act 1991, which is the legislation governing the allocation and management of permits for Crown owned minerals, requires that the Minister of Energy prepare minerals programmes. Minerals programmes establish the policies, procedures and provisions that the Minister shall follow in exercising his or her functions and powers under the Crown Minerals Act. Minerals programmes set out the principal reasons for and against adopting these policies, procedures and provisions and also restrictions on prospecting, exploration and mining for Crown owned minerals. Essentially minerals programmes define the mining regime for the minerals to which they apply, other than the taxation regime, environmental and health, safety provisions, land access matters and general matters concerning the investment climate.

"The industry that supports operations and new projects is suffering a rapid decline in the currently severely curtailed capital investment environment. This is evidenced by a decline in the number of skilled teams, who are now centred in fewer locations. Other features are an aging and retiring ‘Baby Boomer’ generation, coupled with a low uptake of new graduates and the uncertainty in predicting future capital expenditure programs and requirements. Combine this with a reluctance of cash-poor operations to modernise and adapt in an environment of low metal prices, and there is a real uncertainty in how service providers will meet industry needs as they evolve.The industry that supports operations and new projects is suffering a rapid decline in the currently severely curtailed capital investment environment. Combine this with a reluctance of cash-poor operations to modernise and adapt in an environment of low metal prices, and there is a real uncertainty in how service providers will meet industry needs as they evolve.Trends amongst service providers will be put forward as well as developing options and alternatives. These embrace a whole gamut of agile alternatives in the areas of partnering, alliances, commercial and shared risk models and mutual innovations. These will be discussed with some case studies and suggested approaches.Particular emphasis will be upon brownfield expansions and upgrades which have emerged recently as a preferred lower capital and focused way to achieve best practical outcome at lowest cost. There are a number of specific features of such brownfields projects including the requirement for very close cooperation between the execution team, operators, maintenance and suppliers and a maximum usage of site resources and ingenuity. Often, required investment hurdle rates are high, downtime allowed is minimal and site resources usage is maximised. This requires mutual trust, good planning and high health, safety, environment and community (HSEC) standards and practice. In many ways the practices and skills needed are the exact opposite of the historical ‘big greenfields’ project with which the industry has been geared for more recently.Another developing area has been with innovative commercial models and practices. These have been as a direct result of the more challenging investment criteria being adopted and the relative hunger of service providers. It has become more common to look at these commercial/costing alternatives very early in the project cycle as an essential project tool and not just as a possible option. These commercial solutions cover such alternatives as leasing and rental, deferred payments, build–own–operate–transfer (BOOT) and build–own–operate (BOO), whole-of-mine preferred spares and maintenance terms, and aggressive performance targets with real assurance penalties. The Tolukuma gold-silver prospect is located approximately 100km N of Port Moresby in the Central Province of Papua New Guinea (PNG). Epithermal "adularia-sericite" style mineralisation crops out over 1200m within an en echelon quartz veined zone 1 to lOm wide. At a 4g/t cut-off grade, a geological resource of approximately 1.47Mt @ 13.77g/t Au is indicated from 38 diamond drill holes completed since discovery by Newmont Pty Ltd in September 1986. At a regional scale, Tolukuma miner- alisation appears localised in a dilatant zone at the intersection of a 1150 magnetic structure, and the western margin of a N-S trending graben which is filled by a Pliocene volcanic complex contemporaneous with the Mt Davidson Volcanics 30km to the W. A l0km diameter circular Landsat feature, which may reflect magma emplacement at depth, occurs immediately N of Tolukuma and nearby mineralisation. Mineralisation at Tolukuma occurs in sub-vertical quartz veins at, or adjacent to the faulted contact between Pliocene basic and intermediate volcanics/intrusives, and quartz mica schists and phyllites of the Cretaceous Kagi Metamorphics. Most veins display evidence of multiple episodes of brecciation and textures indicative of cyclic boiling, including crustiform rhythmic banding and quartz pseudomorphs after platy calcite.

Hargraves (1983) has reviewed the phenomenon of instantaneous outbursts of coal and gas with special attention to Australian occurrences. The purpose of this discussion is to highlight some problems and omissions in his review that reflect particularly on the authors' structural geological investigations of outburst-prone coal seams.It is surprising to find that much of the authors' reported work has either been glossed over or the results distorted by Hargraves (1983) and it is, therefore, important to clarify the contribution that structural analysis of coal seams can make.For many years it has been known that faults provided preferred loci for gas outbursts (for example, Briggs 1920-21) but the roie that faults played in outburstprone seams was unclear. The present authors reviewed the association of faults and outbursts drawing upon local investigations and the world-wide literature (Shepherd et aI., 1981), and discussed some wideranging aspects that result from the high coincidence of faults and outburst sites. Without repeating large segments of this article the authors will discuss four aspects of coal seam faulting and fracturing.

Sedimentary pyrites from Tasmania have Se contents that are high for it province showing no overall Se enrichment. Sulphides from Devonian granitic rocks, and related cassiterite-sulphide deposits, Sn-Wand PbZn-Ag fissure veins have similar and relatively low Se contents, and pyrites from Devonian gold-quartz veins have very low Se contents. The high concentrations of Se at Mount Lyell are consistent with enrichment in pyritic Cu deposits in volcanic rocks elsewhere, and the dispersion of Se is consistent with a surface volcanic origin for several of the orebodies. In contrast, sulphides from Cambrian volcanic rocks and associated granitic rocks, and from the Rosebery and Hercules pyritic PbZn deposits, also believed to be of volcanic origin, are impoverished in Se.In the Mount Bischoff cassiterite-sulphide deposits there is no relationship between Se content of sulphides and temperature of formation as indicated by fluid inclusion studies, and sulphides from Devonian ores with different temperatures of formation have similar Se contents.The Se content of Tasmanian sulphides appears to be an unsatisfactory discriminant of their genesis and temperature of formation but in volcanic terrains may be a useful pathfinder for Cu concentrations.

With the increased focus on the need for more uranium mines, this paper presents the design process currently underway for the development of the Millennium deposit in northern Saskatchewan, Canada. This deposit, located 630 - 750 m below surface, will be accessed by two shafts and will be mined by blasthole stoping methods at less than 500 t/d. Mining grade will approximate two per cent U3O8 and mine life is expected to be six to seven years. The project is a joint venture between Cameco, AREVA and JCU. This paper discusses in detail methods used to predict worker radiation exposures, the methods used to monitor the work environment and procedures unique to the uranium industry necessary to minimise worker radiation exposures.

Kudremukh Iron Ore Company Ltd, a wholly owned Government of India Enterprise, was established in the year 1976 to develop mine and plant facilities to produce 7.5 Mtpa of high-grade iron ore concentrate at Kudremukh. The mine and plant facilities were commissioned in 1980. In view of high demand for iron oxide pellets in iron and steel industry worldwide and as a diversification activity, a pelletisation plant of 3.0 Mtpa capacity was commissioned in the year 1987 at Mangalore for production of high-quality blast furnace and direct reduction grade pellets for export. The pellet plant capacity has been increased to 3.5 Mtpa by technological improvement which included installation of roll press for quality and productivity improvement. In addition, the pellet capacity is being increased to 4 Mtpa by the addition of Shaft Pelletising Furnace plant.

All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

THE following really forms the second part of, or a sequel to, a paper, " Ventilating Metalliferous Mines: a Method of Attack," read before the Broken Hill Branch of the Australasian Institute of Mining and Metallurgy in May, 1920. In that paper the writer advocated a consideration of the question of ventilation in metal mines from a different aspect to that 'which had hitherto prevailed locally. Various factors regarded as having an important bearing on the subject were set forth, together with the results of observations made during ventilation tests carried out at the mining department of the Zinc Corporation.During the subsequent discussion the question was raised of the possibility of any practical application of the method of attack described, and also whether the theoretical considerations mentioned were likely to be of any real utility to the mining engineer engaged in ventilation work in a metalliferous mine.

This iron ore mine site, located in the Pilbara region of Western Australia, commenced operations in 1998, with ore derived by mining of open-cut pits in Channel Iron Deposits (CIDs). A portion of the ore extracted at the mine is processed at wet processing plants that produce both ore saleable product and waste fines (i.e. tailings) slurry. The waste fines produced at the wet plants are presently stored within Waste Fines Cells (WFCs).Waste fines cells A (WFCA) and B (WFCB) are located within an Autonomous Haul System (AHS) area and consist of embankments that span the width of the pit in east-west alignments. Technical studies and design analyses were carried out to support embankment raises and ongoing development of the WFCs. During operation and development of the WFCs, a multitude of simultaneous activities took place to the immediate north and south of WFCA respectively. These activities included the construction of the embankment raises using the AHS fleet, mining of the CID to not only mine the ore but to also create future deposition space for WFCB, blasting next to the WFC embankments as part of the mining activities, seepage collection and dewatering of the pit in the vicinity of the WFC.This paper discusses the material characteristics, design approach, construction staging and equipment requirements, blasting near embankments, water management, facility consequence category and closure concept.CITATION:Boshoff, J J, 2018. A review is made of the limited published experience of the effects of cemented fill in flotation.A general approach is adopted in listing and discussing possible sources of, and reasons for, ore contamination by cemented fill, together with basic, fundamental approaches to minimizing this contamination. These approaches involve basic mining design, effect of fill placement density, optimization of curing time and of cement content, variation of fill particle grading, use of flocculants and of pozzolans, fill placement and dewatering, and or blasting and handling practice.

As a result of the world depression and the consequent heavy fall in the price of tin, Malaya joined with other great tin producing: countries of the world in a restriction scheme that heavily restricted production from its individual mines. This condition, together with the knowledge that it was becoming more and more difficult in, Malaya to acquire further areas and so prolong the existence of a specific company's activities, induced Mr. H. G. Scott, managing director for the Siamese Tin Syndicate Ltd., to consider other possible sources of production. Mainly because of the conditions that obtained in Tasmania, he turned his attention to that country, where, not only could mining be carried on without restriction as to output, but where the incidence of the exchange position created favourable conditions for operation. Agglomeration for Copper Heap Leaching Agglomeration of ore is a method which can be used to eliminate the migration of fine grained particles throughout a leach heap. Without agglomeration, fine ore particles are able to migration within the heap, clogging flow channels and producing large areas where access of the solution is poor. In order to gain the benefits of agglomeration and improve agglomerate strength even further in copper heap leaching, an economical, acid-resistant binder is needed. However, most binders have been used without any systematic reasoning. A set of novel testing methods were developed, including a soak test, percolation flooded columns, and larger long-term leach columns. The soak test compares the degree of breakdown when agglomerates are subjected to an acidic environment. While the percolation flooded columns and larger long-term leach columns evaluate the flow of leach solution throughout the ore bed. Systematic studies have been completed on a wide range of binders using these novel testing procedures. It was found that for a low grade chalcocite ore, which was rich in silica, from a southwest US mine, polyacrylamides reduced the fines migration the best in the novel soak test. The non-ionic binder, in particular, was found to reduce fines migration as much as 93 per cent. Several of the binders tested were shown to increase the hydraulic conductivities of the agglomerated ore up to 2.5 mm/sec, compared to a hydraulic conductivity of only 0.25 mm/sec when no binder was used. These binders also prevented 'slumping' of the ore, which indicates a decrease in breakdown of the agglomerates. The use of a binder also showed no interference with leaching reactions in long-term leaching experiments.
