Incidents associated with spontaneous combustion of coal have resulted in the loss of many lives and considerable capital and equip- ment. Nevertheless, the factors controlling the propensity of coal to spontaneous combustion are not clearly understood and there is a need for research to study the effects of rank, petrog- raphy, moisture contents, etc. This has been attempted in a study of the propensities of selected Queensland coals to spontaneous combustion. An adiabatic calori- meter was constructed to study the self-heating of a large number of coals. Chemical and petro- graphic analyses of the coals were determined and an attempt was made to relate these propert- ies to the self-heating characteristics of the coal. The results show a strong relationship between rank and self-heating characteristics and that petrographic composition of coal may also be of importance. Some observations on the application of the laboratory results to the practical situation are made as are recommendations for future research.

This paper points to the timely importance of commencing a centrally recognised perpetual collection of mineral specimens in the Northern Territory which has as one of its objectives the collection and preservation of Northern Territory minerals of scientific, educational and heritage value. Currently in the Northern Territory there is no government department or institution that has a resourced coordinated state-wide objective to collect and document collectable mineral specimens. Specimens held in storage by the Department of Mines and Energy and the Museum and Art Galleries of the NT are not catalogued and owe their existence to fortuitous circumstances, not as a result of a planned systematic scientific approach to mineralogy. Northern Territory mineral species and unique specimens have and will continue to be driven to extinction while no central and active, recognised repository exists. This situation persists despite the fact mineral production is the Territory's largest income earner. The paper presents the arguments that hopefully will assist decision-makers to commence development of a state mineral collection lodged within an appropriate institution in the Northern Territory.

Mount Isa Mines' Hilton Mine was brought into large-scale production in 1990/91 at a time of sharply falling metal prices. To ensure the operation's survival and eventual prosperity there was an urgent need to reduce operating costs and increase revenue. A target of a 40 per cent increase in productivity over five years was set. Strategies to obtain the required improvements were developed on the basis of greater involvement and increased contribution from the workforce, major changes to the mining methods and the development and application of new technology. This paper describes the organisational, operational and technological changes that have been implemented at Hilton and presents the results achieved to-date.

Since the introduction of the Neil George Five Point Safety System, to the underground sections of The Zinc Corporation, Limited and New Broken Hill Consolidated Limited mines in March, 1969, the Disabling Injury Frequency Rate has been halved and shows signs of contin- uing to fall. The total accident frequency rate has also fallen, although the decrease has not been as significant. Before the introduction of the Neil George Safety System, analyses of the direct causes of accidents showed that approx- imately 25 per cent were caused by "unsafe conditions", while 75 per cent were attribu- table to "unsafe acts". Within twelve months of introducing the system, these percentages had significantly changed to 7 per cent unsafe conditions and 93 per cent unsafe acts. Today, the figures are 3 per cent and 97 per cent respectively, and these figures clearly show that the main emphasis in the current programme must be directed towards making the operating men safety conscious. The effort must be focused on changing the minds of men.

An intensive safety campaign at Mount Isa Mines Limited from 1956 to 1966 saw the lost time accident frequency rate fall to half its original level. A review of the safety programme was carried out in 1967 and in 1968 the Five Point Safety System was introduced. The seven years since its introduction have been years of significant achievement both in production and safety. Improving safety is a fundamental part of Mount Isa Mines Limited's policy and this system has been a major tool in implementing that policy. To be successful personnel need to be prepared and trained for its introduction and subsequently counselled on its use. A carefully prepared programme is required to phase in various aspects of the system and to make use of complementary steps. The system has been a success and it is anticipated that the continued drive to improve the use of principles of the system will further improve safety. It is hoped that this paper will be of value to those personnel concerned with industrial safety in Australia.

The extinction of zinc from steelmaking dusts has been studied with a laboratory scale reduction-vapour deposition (RVD) process in the absolute pressure and temperature ranges of 13 - 1300 Pa and 1333 - 1513 K respectively. This process consists of pre-reduction of iron oxide by carbonaceous agent, carbothermic reduction of zinc oxide under reduced pressure to produce zinc deposits and subsequent re-evaporation of the deposits to liquedify the zinc. In the RVD, the gas mixture of Zn and CO quenched from the hot zone is separated into Zn deposit and CO which is transferred to the pumping system. The Zn are a layer of fine metallic zinc powders accumulated on the cold wall and removed to the vacuum distillation chamber. The experimental works have been carried out according to the following items: carbothennic reduction of zinc oxide under vacuum, carbothermic reduction o zinc ferrite under vacuum, and 3. distillation of the Zn deposits. It has been concluded from these experimental results that the recovery of metallic zinc from the EAF dusts is successful by this process, and a new concept for a practical zinc winning process has been proposed.

Extraction under very mild conditions - a few minutes at room temperature with poor solvents - yields results characteristic of surface properties for a variety of coals. Such superficial extractions preferentially remove long-chain aliphatic compounds. As coal becomes more oxidized, less of these yellow- colored compounds is extracted, forming the basis for a simple colorimetric test for coal surface quality. The fact that these aliphatic compounds are responsible for surface hydrophobicity is supported by good correlation between extraction results and floatability, which decreases with decreasing extractability. This extraction test is very sensitive to oxi dationb even the effect of heating for an hour at 100 C can be detected. A second extraction test using mild alkali conditions has shown good correlation with plant dewatering Operations.

Infrastructure is defined as all those parts of a mining development which are not directly concerned with mining and mineral processing. Infrastructure is of significant and growing importance in the overall develop- ment of mines, and the costs could be critical in determining the viability of a project. Prior to_project authorisation, feasibility studies are required, often in considerable detail, to determine costs with adequate reliability. It is necessary that the Engineer should be adequately briefed for carrying out these studies and that good liaison and communication with the Owner be maintained. Methods, costs, order of accuracy, and some special requirements of these studies are discussed. After project authorisation, rapid im- plementation of the proposals is generally desired. A suggested organisation and method for this implementation is presented and dis- cussed. Comments on fees, and particular points in the relationship between Owner and Consulting Engineer are given. Particular reference is made to differences in conditions compared with public works projects. Realistic attitudes of mind towards environmental matters, industrial relations, and contractual relationships are advocated.

A wide range of models are available to computer process simulators that require a large number of parameters which often are physical measurements, coefficients, calibration factors and functional forms. This makes it intuitively difficult in the majority of cases, to tune the parameters in order to simulate a circuit in agreement with experimental results. Unit calibrators operating on the principle of least squares minimisation of the difference between predicted and observed plant data, are relatively successful when the parameters are unconstrained and independent of each other. In the case of constrained parameters, a set of carefully chosen transforms is presented which map the unconstrained variables being minimised into the constrained parameters required for the model. This technique has been used successfully with the Powell minimisation algorithm and it may also be applied to other unconstrained minimisation methods. Necessary model characteristics are discussed to enable these transforms to be applied to interdependent model parameters such as points of a graph. Examples of the calibration of several unit models using these transforms are presented. KEYWORDS: Calibration, optimisation, transforms, process simulation.

The Joint' Venture Method is a procedure for assessing the value of exploration properties, particularly those for which resources have yet to be delineated. It aims to convert the terms of an actual or synthetic joint venture into the equivalence of an arms- lengths cash transaction between a willing seller and a willing buyer. This paper sets out one approach to achieving that conversion. It discusses both simple and complex cases and gives some examples from both public and private documents. It also includes some case studies in which the Joint Venture Method of valuation can be compared with values derived for the same project using other methodologies including actual cash deals. The Method has failings in both mathematics and logic. However because it does reflect or simulate an arms-length deal which takes into account past exploration effort and expenditure and an assessment of prospectivity at a particular point in time, it is felt that it can provide a reasonable approximation of trade value or asset value of a prospect, particularly if used in conjunction with other methods.

Backfill in the form of mine waste tailings has inherent problems associated with attaining adequate strengths upon placement. Fines are usually removed to ensure adequate drainage, which lowers the cohesive strength of the fill, leaving the fines to be placed in a tailings dam. Electro-drainage and electro-chemical grouting is examined to investigate its effects on densification and shear strength within a silty clay tailing having low permeability and shear strength. Two separate grouting mechanisms are observed for the iron and silica grouts used. Electroosmosis is associated with iron grout that deposits within the tailing matrix under a converging pH gradient, and increases the permeability of the tailing. This process initiates cation exchange and causes cementing of the granular contact points between the clays. Electro-phoresis causes sodium silicate solution to deposit silica grout in the voids of the tailings. The resultant effect of these mechanisms results in an increase in cohesion, leaving the void ratio of the iron grouted tailings as it was but significantly reducing the void ratio of the silica grouted tailings.

Sophisticated control systems require sufficient and reliable information from the process to be controlled. At the Pyhasalmi concentrator two novel measurements, a particle size indicator (PSI) and a mill level monitor (MLM), have led to significant progress in the control of the grinding circuit. The PSI and the MLM measurements have brought additional information from the process. The PSI has been an absolute prerequisite for determining the overall grinding circuit efficiency and the design of the integrated grinding and flotation control system. The MLM measurement has enabled studies on the volumetric filling of a mill to be utilised for maximising the mill throughput. The paper describes the operation principles of the PSI and MLM devices and the additional process information received. The results of a metallurgical pre-control audit are discussed and finally the design of the integrated control system is outlined.

Ernest Henry Mining commenced operations on its copper-gold project in August 1997, some two months ahead of schedule and ten per cent ($35 million) under budget. The mine is located in the highly prospective Mount Isa/Cloncurry mineral district in north-west Queensland, approximately 38 km north-east of Cloncurry. The developer and operator of the project is Ernest Henry Mining Pty Ltd (EHM), an incorporated joint venture between MIM Holdings Limited (51 per cent) and Savage Resources Limited (49 per cent). The deposit is located approximately 40 km north of Cloncurry in North West Queensland and lies beneath a featureless black soil plain with no significant creeks or gullies cutting across the site. Vegetation is sparse and consists essentially of Mitchell grass with occasional low shrubs and trees. Up to nine million tonnes of ore and over 43 million tonnes of waste will be extracted each year from an open pit operation to produce approximately 350 000 tonnes of concentrate when in full production.

I take it the character of addresses to conventions, should, following precedent, avoid details, and treat subjects rather from a philosophical point of view so far as they will permit.In the subject about to be treated on, an endeavour will be made to find here we stand as regards the past, in order that we may the better, hope to look correctly in the direction to be followed.It may be assumed that the main object of the Institute is to forward mining interests and the ways in which engineers can aid those interests are many. If all of us were to try to follow many of those interests we should become like" jacks of all trades and masters of none". Mining engineering is consequently subdivided, all are necessary to the common end, and it is on one of those divisions I have undertaken to address you. The subject or steam pumping is a large one, and I regret, not having received such longer notice as would have enabled me to do better justice to the subject, and more respectful regard for yourselves. I must, however, under the circumstances, crave your generous consideration, and hope the topics mentioned may furnish material for discussion and future papers of far more value than this one, Ind.eed, the subject is so illtimately and historically associated with mining that if treated on its merits would be highly interesting or could be made so in more capable hands.

The legacy issues from mining can, and have often, extended well beyond the closure of operations. However, conventional cost-benefit analysis provides little incentive to implement initiatives at the project development stages of a new mining project as the costs that will be incurred towards the end of the mine life, 20 years or longer, appear minor in net present value (NPV) terms. This analysis can be misleading as the true costs of managing post-mining land can continue for many years, or decades, after mining ceases and any resulting unfavourable legacy issues can delay or prevent government permits or licences to develop new resources. Proper upfront planning is critical for implementing successful rehabilitation and closure strategies. The investment in this planning needs to be done in a structured and rigorous manner taking into consideration the long-term and broad benefits of sustainable land uses after mine closure. The advantages of such an approach could include the streamlining of regulatory approvals by early advice to the regulator of identified issues and responses to those issues, and clear evidence that a strong social licence to operate ethic with local, regional and national benefits is included in the decision-making process. This paper investigates the potential closure options for two case studies at the early stages of project development - concept and prefeasibility. By using a sustainability framework that can identify opportunities and risks, prospective initiatives that deliver enhanced environmental, community and social benefits will be compared with compliance-orientated approaches. This comparison is made across the Five Capitals Sustainability Model - natural, human, social, manufactured and financial. The results of this analysis demonstrate that upfront planning during project development and due care and effort during the life of the working mine will reduce the risks of long-term detrimental legacy issues. The detailed engineering of a coal preparation plant is important from the point of view of optimum constructibility, operational security, ease of maintenance, operating costs, meeting environmental goals, safety, plant housekeeping and reduced corrosion and erosion. This paper reviews the several large coking coal preparation plants engineered by Fluor Australia in the past 10 years, and changes and trends apparent for detailed engineering of future plants. Areas of engineering to be covered are coal feed preparation, conveyor design, plant layout, electrics and instrumentation, noise attenuation, erosion and corrosion protection, magnetite handling, rejects and tailings disposal and coal stockpiling and blending.

The completion of the 3rd expansion at Queensland Alumina added 725,000 t.p.y. capacity to what was already the world's largest alumina refinery. Rated design capacity is now 2.0 million t.p.y. The expansion was achieved by adding a separate liquor circuit, interconnected with the old at strategic points. This effectively linked a new facility to the existing plant. The resultant problems in controlling plant flow highlighted problems which required considerable operator retraining. The process control problems caused by an inexperienced work force are discussed as are some of the solutions now under study at Q.A.L.

"Falling commodity prices and a rising supply surplus have ushered in a period of restraint in capital project investment across the global mining and metals sector. Competition for capital project funding has seen fewer projects progress through investment gates and a stronger focus on projects that deliver gains in capital productivity and strategic outcomes.Over the course of the 2015 financial year, EY conducted a study of 108 projects in the global mining and metals sector (EY analysis; Larsson and Ericsson, 2014; SNL Financial, 2015). The projects studied were at various life cycle stages and related to the development of copper, iron ore, gold, coal, nickel and other commodities. Each individual project investment exceeded US$1 B, and the studied group represented a cumulative investment value of US$367 B.The research found that the majority of projects were delayed and/or over budget when measured against the initial estimates made during the early stages of the project life cycle. Of the surveyed projects, 69 per cent were identified as facing cost overruns with an average overrun of 62 per cent above the initial estimate and 50 per cent reported schedule delays, even after remedial acceleration initiatives.The analysis found that budget and schedule overruns could be attributed to five key causes:project management factorsstakeholder conflictsresource constraintsregulatory, and policy-related challengesunfavourable external environment.Improving project delivery performance starts with successful planning, followed by rigorous management during delivery. The mining of Australia's rich and diverse mineral resources has been central to the development of the continent by "Europeans" over the past two hundred years. Mining has historically been encouraged (to varying degrees) by development-orientated state governments (the. managers of largely Crown-owned resources) and since Federation, by successive Com- monwealth governments (which have seen mineral development as a means of generating export revenue to fund predominantly social-welfare orien- tated budgets). This marriage of convenience between governments and the mining industry has to date served all parties well. However, Australia's entry to a new world economic environment at a time that community percep- tions are changing (owing to an education-inspired challenge to "old" values) is challenging the hitherto held assumption that mining develop- ment is always aligned with the well-being of the State and community. Issues such as the type and extent of State/Commonwealth government taxation, resource ownership and control, the environment, land use con- flict, the extent and desirability of secondary processing and infrastruc- ture funding are being debated in the public arena. Opponents of mining in the community are well-organised and are well funded, articulate and more importantly, they have effective communication channels with most governments, irrespective of political complexion. Apart from some television-orientated corporate image building and recent efforts by AMIC, the industry's response to this challenge has been unco-ordinated, poorly directed and arguably ineffective. Professionals working in the industry are concerned about the community's perception of themselves and their industry. Recognizing that the Australian democratic system ensures that, in the large, government at its various levels, is reflective of and responsive to the views and aspirations of people, the industry's response must be wide- ranging, equally articulate and couched in a form which is politically acceptable. New objectives in providing information to the public and its educators must be formulated. Moreover, professionals are looking for new directions from industry leaders. The Institute is well placed to facilitate this process.
