A Peer Review Panel for the Golden Cross Mine in the upperWaitekauri Valley, Coromandel was initiated in December 1989, before mining, as a requirement of the conditions of the Mining Licence and Water Rights. The panel's function is as a technical audit and advisory team - to provide independent technical review of design, construction, and execution of mining operations, slope remediation works, and reclamation/mine closure activities. The primary role of the panel is to act in the public interest by providing assurance to regulating authorities that the design and application of on-site mining operations accords with 'good industry practice'. Panellists are not involved in design nor as advisers, although until 1997 when explicit terms of reference were written, the panellists were a sounding board for some operational proposals. The panel functions to ensure that best mining industry technical standards are met. The costs of the peer review process are met by the mining company. Review of mining operations includes environmental matters such as land rehabilitation and water quality. The focus of this paper is on the process of peer review for environmental management factors rather than for structural and mine engineering.

The outstanding environmental management initiatives undertaken by Novacoal at its Western Main Site near Lithgow in New South Wales over the past five years are detailed in this paper. These initiatives have been based on a combination of proven and innovative investigation and implementation techniques, close consultation with regulatory authorities and full support by colliery management. The results of these initiatives have enabled the colliery to exceed its pollution control obligations from a base well below industry standards. The initial poor condition of the mine was the result of over 50 years of traditional mining which paid little regard to environmental management. The transformation of the colliery within such a short period, with limited capital, is considered a model for the N.S.W. coal industry.

The purpose of this paper is to provide an illustration of the Resource Management Act processes at their best. Many of you will be aware of the Martha Mine situated in the middle of Waihi Township in Hauraki District. Underground mining ceased on Martha Hill in the 1950s. A new mining licence was issued in the late 1980s and since that date open cast mining has continued at the site. The Hauraki District Council notified its proposed plan in October 1994. Prior to that date numerous discussion papers and draft sections of the plan had been disseminated in the community. Considerable consultation was undertaken with all interest groups. As an indication of the success of that consultation process only 17 references to the Environment Court were lodged following the making of decisions on submissions and further submissions. Those references, which included a number from the Minerals Industry, were all resolved by consent. Out of the reference and consent order process EMMA (Extended Martha Mineral Area) was born.

At times of high metal prices, mining projects that have previously been put into the ætoo hard basketÆ are now being more closely examined. Typically these projects include the potential recovery of small mineable tonnes with high contained metal values and often with poor ground conditions. For many underground mining projects, the drift and fill method is viewed as a high-cost method and a æmethod of last resortÆ. As a result the method is not well known in Australia and it is the authorsÆ view that the method is under utilised. The drift and fill method can be applied to a variety of underground mining situations and is a preferred method for some orebody geometries and where ore recovery is viewed as a key to project success. This paper examines some of the critical mine planning and backfill issues involved with the drift and fill mining method.

I HAVE to thank the members of the Institute most cordially for the honour conferred upon me in selecting me President, which position my poor services have prevented my filling adequately. I have, therefore only been able to stumble through my year of office under the guiding direction of our esteemed Secretary. I fully appreciate the honour done to me; and, now that it is over, I can look back with pride and pleasure at having occupied the chair; but I am told that it remains for me to fill one of the requirements of our Institute and present you with what has been dignified by the name of a presidential address. My relief in complying with this is in the knowledge of its freedom from the usual discussion which appertains to papers presented by our worthy members. It has been usual in the past for the subject chosen to be specially connected with the work immediately engaging the attention of your president, and on this occasion I would like to break away from this time-honoured custom and engage your attention for a brief space on what is equally dear to us all namely, Ideals of the Profession. In doing so, the retort of Whistler to an art student gives me, I must admit, much misgiving, for, on being asked how he developed his artistic talents, replied that he painted what he saw, which produced the immediate reply, "Ah, but the tragedy will come when you see what...

The Ernest Henry Mine is a copper-gold open pit operation situated in northwest Queensland, Australia. It is owned and operated by Xstrata Copper, with a current throughput of 11 Mtpa, however, open pit operations are scheduled to cease in mid 2011. The deposit dips approximately 45º and extends for at least another 400 m vertically below the final 530 m deep pit design.Construction and development of a sublevel caving (SLC) operation beneath the open pit was approved in December 2009. The feasibility design requires 39 km of development to be completed prior to production, which will commence in the fourth quarter of 2011. Initial ore production will be trucked and will increase to 3 Mtpa by the end of 2012, after which a hoisting shaft will be used. Ore production will then increase to 5 Mtpa in 2013 and ultimately to 6 Mtpa in 2016.Two 3000 kilo watt of refrigeration (kW(R)) modular refrigeration plants will be installed, as well as two 1600 kW mixed-flow fans capable of a combined flow rate of 780 m3/s at a total pressure loss across the mine of 2000 Pa. The main fans will be installed underground and will exhaust into the base of the pit.The following challenges were faced in the development of the ventilation and refrigeration network:•a relatively steep geothermal gradient,•tropical ambient conditions,•working under a wide pit shell, and•a large underground trucking fleet prior to shaft commissioning.A considerable number of ventilation studies were conducted with later studies extensively using Ventsim Visual™ mine ventilation software to complete the design process of the ventilation and refrigeration networks, including the comparison of several alternative designs. The paper focuses on design challenges prior to the commissioning of the hoisting shaft, and discusses resistance optimisation and occupational hygiene-related design parameters, such as heat and diesel emissions, production level ventilation, main fan selection and location, and refrigeration requirements.

The Cliffs Nickel Mine extracts a narrow near vertical nickel vein using a mining method of underhand bench stoping with paste backfill. In 2014, at a depth of 400 m below surface, the Northern block of the mine began to experience squeezing within ore development. At first the deformation was localised, within 30 m of the stoping front, but later became pervasive extending across the Northern block and resulting in a hiatus in mine production. The global mechanism is a progressive pillar failure, where the inter-level pillars in advance of the production front could no longer withstand the induced load and progressively yielded. The local mechanism of failure was observed as crushing of the massive sulphide ore and ‘punching’ of the pillars into the ultramafic hangingwall exhibited as floor and sidewall dilation and unravelling of the mafic footwall. The cause of the global mechanism was attributed to a combination of factors, including: high overall extraction ratio, small vertical pillar heights between ore development, high stress in relation to the low rock mass strength, shallow stope front angle, and insufficient ground support capacity. Following the progressive failure, the remnant rock mass conditions across the northern block were severely degraded, with numerous falls of ground that led to a reassessment of the mine plan. Recovery of the Northern block started in 2016 as a staged process. Development of the safe recovery work methodology involved a number of considerations, such as: production sequencing, development access design, ground support, and development of specific procedural controls. The Northern block was then broken into smaller mining precincts based on tactical factors such as location, ease of access, scale of rock mass damage and nickel content. A specific ground support standard and work methodology are employed, while cycle sheets are used to ensure quality and completeness of work. Large intersections showing signs of deformation have either been bypassed or treated using Rocprops to maintain stability during stope production. This approach has been successful in safely regaining access and restarting production in areas that had previously been removed from the mining reserve.

In 2011 the forecasted world demand for iron ore continues to grow, and during this time Australia is looked upon as a reliable supplier of high quality ore. The expansion of the current Australian mines is unlikely to meet the forecast demand. New mines are therefore being actively explored for and when discovered, are quickly being developed into mines in order to meet the world’s hunger for steel.The Solomon Project area is a large new iron ore discovery, located in the central Hamersley Ranges of the Pilbara province in Western Australia. The first Fortescue exploration drill holes commenced on the project in 2007 and to date three billion tonnes (Bt) of iron ore have been defi ned within the project area. Fortescue is fast-tracking the development of the ‘Solomon Stage 1’ project, with rail and mine construction commencing during 2011, and ore to be railed to Fortescue’s existing shipping operations at Port Hedland commencing in 2012. At a designed production rate of 60 Mt/a, the Solomon operation will be one of the biggest production centres of iron ore in the Pilbara.Deposit types include the three dominant mineralisation styles of the Pilbara province, being bedded iron deposits (BID), Channel iron deposits (CID) and detrital iron deposits (DID). All these mineralisation styles are present in large concentrations within the Solomon project area, and when mined will produce two product streams. These are a single product of CID, and a combined product from a blend of BID and DID material.This paper defines the geological characteristics of the Solomon iron deposits as recognised through the exploration and development of this vast resource over the three years since exploration commenced on the project.

Whether you are an employee, contractor or consultant working in the mineral industry, there are pressures to deliver the best possible performance. Technical professionals are usually driven by an internal desire to perform to a high standard because of personal pride in their profession, but there are an increasing number of external requirements to demonstrate that the actions taken were based upon reasonable grounds and that the work conformed to current best practice. People expect these best practice procedures to be followed and governments are now requiring those tendering for contracts to be registered in some way and to be participants in quality assurance schemes. One is not immune to these pressures just because you are working in a less legislatively sophisticated developing country in the circum-Pacific rim (pacrim) region.   Among the external pressures are the general ethical requirements of the professional body to which the person usually belongs, e.g. The Australasian Institute of Mining and Metallurgy (AusIMM), which are further elaborated upon in various Codes and Guidelines on specific matters, e.g. JORC (ore reserves reports) and VALMIN (assessment and valuation reports). These are outlined and discussed. Also, AusIMM's Chartered Practicing Status (CPS) Proposal is outlined in the context of other Pacrim countries approach to registering of technical professionals, which is a way of ensuring that minimum standards of qualifications, experience, competence and repute are demonstrable to ones employer (or client), peers and the wider community, including government.   Today, in the external working scene, there are many laws (particularly those applicable to the corporate and environmental spheres), with which contractors/consultants and even employees must fully comply, or else face criminal sanctions involving huge fines and imprisonment. These, too, are outlined and discussed. One must be able to mount a due diligence defence to avoid or mitigate these consequences.   Personal liability in the context of the day-to-day performance of one's duties has thus become a major concern to the technical professional and the ways in which it can be ameliorated, or insured against, are described. However, for some mineral industry practitioners, the problem is exacerbated because. of their general ignorance of the extent of their personal liability exposure. This paper intends to address this ignorance and to heighten general awareness of personal liability issues, as well as proposing some simple ways to limit this liability.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. The characterisation and assessment of waste rock has been the subject of considerable research, and many guidance documents have been published both internationally and within Australia. While these documents provide detailed information on how to characterise waste rock, there is not a great amount of detail on how to determine the optimal waste management options from an operational viewpoint. For example, typical questions that a mine operator would seek answers to include: What placement method should be used (eg end tipping versus paddock dumping)? What is an optimal tip head height for waste placement in a storage facility? How should sulfide grade control be carried out?Defining the contributing factors to waste management and waste material placement and assessing the contribution of each variable directs these assessments towards a semi-qualitative and quantitative methodology. Quantitative methodologies show an increase in the confidence of these assessments by providing logical, measureable assessments.As part of a strategic assessment for waste management at an active mine site, a detailed risk-based investigation of the influence of variables common to waste placement was completed. These variables included placement method, placement height, sulfur grade and material conditioning (eg compaction) on the associated risks of waste material storage. The assessed risks include temperature assessments (potential for thermal take-off as a result of spontaneous combustion), toxic gas production and flow and acid production potential. Applying a numerical modelling approach to the assessment of the different waste material placement strategies allows for the variation in risk to be graphically presented and communicated through risk matrices and histograms.CITATION:Pearce, S and Lehane, S, 2015. Mine-derived solutes from Energy Resources of Australia’s (ERA’s) Ranger uranium mine have been closely monitored for decades. Ranger is surrounded by the Northern Territory’s Kakadu National Park and is upstream of Ramsar convention wetlands. Modelling of groundwater flow and solute egress from mine wastes to surface waters has helped ERA successfully assess closure options and secure intermediate regulatory approvals during the site closure process. Potential environmental impacts were assessed using groundwater modelling in support of three ERA applications involving disposal of tailings-derived mine waste. Model results were an important part of the basis for obtaining regulatory approval. Three case studies are presented describing the three applications and how the groundwater modelling supported approval of the applications. For case study #1, INTERA supported ERA in addressing stakeholder concerns in 2017 regarding two aspects of tailings deposition in Pit 3. The first was the potential for flow of tailings fluid into the surrounding formations during tailings deposition. The second was the difference in post-closure magnesium (Mg) loading to surface water for two tailings deposition scenarios. INTERA developed a two-dimensional (2D) model that showed excess tailings pore pressures would not cause outflow and solute egress from the pit during deposition. INTERA’s three-dimensional (3D) models demonstrated that post-closure Mg loading to creeks for both tailings scenarios differed marginally and would be a small fraction of natural creek Mg loads. The modelling results helped avoid delays in completing tailings deposition driven by stakeholders’ environmental concerns. Case study #2 consisted of supporting ERA’s 2019 request for approval to change the tailings deposition method and final tailings level in Pit 3. INTERA’s model results for the permitted and proposed deposition methods showed minimal differences in post-closure Mg loading to creeks. The model results helped ERA obtain the needed approval for the tailings deposition method and water and tailings levels in Pit 3. For case study #3, INTERA modelled the comparative impacts from leaving the entire contaminant plume from the temporary tailings storage facility (TSF) in situ or excavating a portion of the contaminated material from beneath the TSF floor and placing it in Pit 3. The modelling results supported an approved TSF contaminated material application important for ERA to stay on schedule and minimise both closure costs and environmental impacts.

Springvale Colliery is an underground longwall mine situated approximately 10 km north-west of Lithgow in the western coalfields of New South Wales. Following a full-scale review of the mineÆs ventilation system in mid-2010, it was clear that the mine by early 2013 would become ventilation constrained as a result of the increasing size of the mine workings, the predicted worsening tailgate conditions and plans to introduce a fourth continuous miner unit. This realisation led Springvale to embark on a major upgrade of the mine ventilation system that would meet short-term and life-of-mine (LOM) requirements.Included in the upgrade project was the installation of a new high pressure centrifugal main exhaust fan that is capable of overcoming the high resistances imposed frequently on the circuit by restrictions in the tailgate airway. The new fan featuring a 2.5 MW motor is designed to be capable of operating at a quantity of 250 m3/s at a pressure of 7.9 kPa, a substantial improvement over the previous system, which had an operating duty of approximately 145 m3/s at 1.9 kPa. The new fan is of a centre hung design and features a backup diesel motor to maintain ventilation in the event of a power outage.Structural engineering analysis determined that under the operation of the new main fan the existing standard of ventilation control devices (VCDs) at Springvale would not be adequate to withstand the increase in differential pressures. As such, an upgrade of critical VCDs was undertaken utilising a novel high flexural strength (9 MPa) shotcrete and thin spray-on liner, which help serve to safeguard the structural integrity of the appliances and prevent increased leakage as roadway conditions at VCD sites deteriorate over time (a serious problem in many areas of the workings at Springvale).In addition to the main ventilation system upgrade, a separate upgrade focusing on improving development face ventilation was also undertaken. This upgrade included the purchase of two high capacity (22 m3/s) variable inlet vane (VIV) auxiliary fans to facilitate comfortable development face ventilation.The upgrade of the mine ventilation system at Springvale has been three years in the making, but has removed a major business risk in that it has afforded mine planning and operational flexibility (a fourth unit can now be introduced) for the LOM, and importantly provided unprecedented levels of comfort to operators at the working faces where previously ventilation and heat issues were frequently reported. Steinert provides a wide portfolio of Sensor Based Sorting (SBS) technologies, including the possibility to combine different sensor data in the development of the separation applications. This multi sensor approach provides a larger applicability and extensive flexibility for the technology. This effect is emphasized for mining applications, once every ore body presents its own features that can also comprise a large material variability. In this sense, every sorting application is customized and comprises a personalized solution. This means each project development includes a test work stage that approaches from the project discussion, test definition, up to test outcomes and processing development. In relation to very complex and large projects, a sorting pilot scale plant has become a crescent tendency. By having a pilot plant stage can represent a chance to test larger amounts of material from different mining areas, different mining projects, such as to consider different processing targets and application approaches. Based on that, a better understanding about the technology application can guide a more assertive development of large and complex ore sorting projects. The aim of this paper is to provide information about the applicability of the Steinert multi sensor technology at different pilot plants in South America. It consists in a compilation of laboratory test results, plant design and operational results. For that, a chromite, an IOCG deposit and a sulphide gold ore projects are presented. Additionally, the paper discusses the application of different sensor technologies combinations such as various processing targets, thus providing a wider understanding about sorting applications and flexibility.

The main factors which influence disposal of mine waste under New Zealand conditions are identified and discussed: namely, geological conditions which produce soft weather-sensitive waste, wet and cold winters which affect productivity in such waste, elevated seismicity which affects stability and the need for water rights which involve public participation. The waste disposal scheme for the Martha Hill Project is described, thereby illustrating how these factors influence the planning of a current mine strippings and tailings disposal scheme.

The multi-reversal direct shear test (MRDS) method is commonly used to measure the residual shear strength of soils. However, when the standard direct shear (DS) apparatus is used, the MRDS method is prone to two major sources of error: load cap tilting and specimen loss. These two sources of error can cause erratic behaviour in the residual shear strength curve, making it difficult or even impossible to determine the correct residual shear strength value of the specimen being tested. This paper presents the results of new modifications to the standard DS apparatus that prevent load cap tilting and specimen loss. Consolidated drained testing was performed on highly-over consolidated cohesive soil samples from a Latrobe Valley open pit mine, with results obtained from the modified DS apparatus showing a great improvement in the residual shear strength profile compared to those obtained using the standard apparatus. Large numbers of reversals (up to 14) conducted on a single specimen in the modified DS apparatus showed no notable load cap tilting and no specimen loss occurred. Optimisation projects are regularly undertaken without knowing the root cause of an issue. It is all well and good to trial a multitude of flotation reagents, change the operating characteristics of your flotation cells, or add more media into your ball mills, but time and again, root cause analysis traces issues back to the performance of hydrocyclones. In JKTech's experience, hydrocyclones are poorly operated and maintained (in both primary grinding and regrind circuits), exacerbating issues that many operations commonly experience.Recent case studies are presented where JKTech has been engaged to improve the process only to discover that the hydrocyclones were the main issue. At one operation it was found that the hydrocyclone feed density gauge was reading significantly lower to the actual density. Following re-calibration of the gauge, and with further improvement of cyclone operational and design parameters using JKSimMet, a significantly sharper efficiency curve was achieved. This resulted in improvements to downstream recoveries while alleviating pumping capacities that were previously constrained by fines and water caught up in recirculating loads.Several other case studies are presented which may seem to be relatively basic, but many basics seem to be getting lost in the day-to-day responsibilities of the modern plant metallurgist. Large deposits present computational challenges to todayÆs commercial orebody modelling systems that are based on conventional block models. We describe a system that is specifically engineered to model and visualise large deposits. Central to the system is linear octree encoding of conventional block models and real-time conversion of three-dimensional (3D) meshes to linear octrees. We provide both methodological treatment and practical experience in implementing such a system. A commercial implementation is also presented to demonstrate the validity of the approach.

The paper continues an account, begun in a previous paper, of experimental work carried out by the author whilst a member of the metallurgical staff at the Cockle Creek Works. The general method of the description of the plant and works practice adopted previously has been followed.The paper is a short account of the methods used in and the results of an investigation of the fume losses from the various parts of the plant.MEASUREMENT OF VOLUMETwo independent methods were used. The first depended on a number of pitot-tube measurements of velocity. These readings were taken in the stacks leading from the various furnaces at a considerable height above the ground so as to obtain as regular conditions as possible at the points where the readings were taken.Three openings were made in each stack and the pitot tube inserted into each opening in turn and readings taken at the centres of imaginary areas of equal size. The average velocity in the stack was thus obtained.After four tests had been made at the smelter stack, which removed the gases from all blast furnaces in use, the centre of velocity of the gases for each test was calculated and was found to be practically constant in position. The previous procedure was varied in subsequent tests on this stack by taking a succession of readings at the centre of velocity instead of at various points...
