The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.

Sampling and metallurgical test work during various phases of engineering?studies?is of?paramount importance for a robust processing plant design. When developing a process flow sheet, risks in achieving desirable financial outcomes are minimised by ensuring appropriate sampling and adequate metallurgical test work supports the engineering and cost estimation at each phase of project development.The quality and type of samples used for metallurgical test work are just as important as the metallurgical test work itself. The key characteristic required of any sample is that it represents some defined portion of a mineral deposit. Representivity should take into account the spatial orientation, lithology, alteration, degree of oxidation, mineralogy and competency of the ore such as hardness and abrasiveness. Statistically representative sampling procedures and an appropriate metallurgical test work program should be designed to bring metallurgical understanding up to feasibility study standard and to give a basis for process plant design.Snowden has observed that the quality of sampling and quantity of metallurgical test work carried out during the various phases of engineering studies are often insufficient to truly support a robust plant design. Air quality is a big topic of discussion in regional mining communities as well as urban environments situated close to port terminals handling bulk solids. Community perception of poor air quality can significantly affect the reputation of the mining operation and handling facilities. Dust monitoring for regulatory compliance relies on using a handful of accurate but very expensive sensors, usually situated at the boundary, relatively far from the activities that generate the airborne dust. These reference monitors measure dust leaving the site but dust mitigation and management on-site largely relies on operator judgement. At a fraction of the cost, small wireless solar powered units can be used to supplement reference monitors in real-time. Due to their compact nature, portability and low price, these units can be implemented on a mass scale to increase spatial resolution of dust measurements and, more importantly, in much closer proximity to both the dust generating activity and the sources of dust. This can provide valuable insights into the origins and timing of dust generation thus producing datadriven decision-making while minimising subjectivity. Similarly, light detection and ranging (LiDAR) is another supplemental technology that can be used to increase the spatial resolution of dust measurements in near real-time, however, the cost of commercial systems even exceeds that of regulatory monitors. LiDAR also presents difficulties in quantifying dust plume concentrations. This study presents learnings of implementing both technologies for dust emissions management. Several low-cost sensor units and a fast-scanning custom-built 3D LiDAR system operating at a range of 1.5 km with a resolution of 1.5 m were deployed on a surface mine to monitor dust emissions from different activities. The project explores the use of real-time sensor data to quantify LiDAR measurements in parallel with integration into mine planning. The approach can assist in prioritising dust mitigation activities thereby reducing instances of emissions exceedance and minimising water use through databased and targeted application. Demonstrated is an opportunity for a step-change in industry best practice as well as commercialisation and operationalisation of the method across different industries, including future mineral extraction.

Arrium’s OneSteel Whyalla Steelworks in South Australia is a fully integrated plant which operates a single blast furnace. The key operational objective has been to maintain high process availability and stability while maximising the process efficiency and the produced hot metal quality. All ferrous raw material input feeds are sourced exclusively from company iron ore deposits in the nearby Middleback Ranges. The Whyalla blast furnace has mostly operated using a combination of a high percentage of pellet feed, produced in Whyalla, together with screened lump ore.The unique ironmaking challenge has always been to extract the maximum value from the ferrous burden feed available locally. In earlier times, high-grade hematite lump ore was available for both screened lump ore and pellet production. Blast furnace trials from acid to fluxed pellet feed commenced in 1977. The furnace pellet feed has been wholly fluxed since 1981. Many pellet/lump ore feed mixes and significant pellet chemistry composition design changes have been made over the years. These changes have been aimed at best balancing the ferrous burden availability/cost and the optimum reducibility/high temperature melting behaviour of the charged ferrous feed within the blast furnace. In more recent times since 2007, the Whyalla blast furnace operation has transitioned from a hematite based pellet feed to a magnetite based pellet feed while there is an ongoing contest dealing with diminishing absolute quality/increased variability raw material feed inputs.The paper will detail key elements of the Whyalla blast furnace operational philosophy with regards to ferrous feed use and process optimisation. Fine coal is defined as material with a maximum size of 1/2 in. Various methods for separate washing of such coal are discussed briefly because separate treatment can lead to a higher overall recovery of coal or to a product having a lower ash content.A felspar jig is discussed in detail because it is the method most recently adopted in Australia, and because it has the advantages of compactness, flexibility and automatic Gontrol, with minimum operator attention. This jig has a variety of adjustable controls to enable the desired results to be obtained from a wide range of coals and the general application of each control is discussed.The only separate treatment of fine coal in the Illawarra district is by felspar jigs on Bulli seam coal.INTRODUCTIONAll reasonably large Australian collieries now win coal by mechanical methods. but while mechanization leads to more economic production of high tonnages, it also changes the characteristics of the coal won. In particular there is an increased proportion of fines, and an increased ash and moisture content. However, specifications of coal for sale have become more stringent, and consumers now require coals in a definite size range with a lower and more uniform ash content, as well as with a low and uniform moisturecontent.These factors have led to the need to wash and grade run-of-mine coal at the pithead. In' plants where the whole of the run-of-mine coal is treated in a jig, some of the fine coal in the feed is beneficiated; the extent depending on factors such as the type of coal and the feed rate. However, for dense medium treatment, fine coal must first be screened out, and there may then be no washing of fine coal at all.

Chelopech Mining EAD (CMEAD) is a wholly owned subsidiary of Dundee Precious Metals Inc (DPM) and operates the Chelopech underground mine and processing facility located in Bulgaria. The final product sold is a flotation concentrate containing copper minerals with associated gold and silver. The increase in production from 0.6 to 1.0 Mt/a by 2009 occurred with the original (1975) secondary/tertiary crushing, and primary/secondary ball mill circuits. As part of the mine/mill upgrade project to 2.0 Mt/a, a new single stage semi-autogenous (SAG) mill and ancillary equipment was installed, replacing the original circuits, with commissioning occurring during the first half of 2011. Aspects of the design, commissioning and operation of the new comminution facility are the subjects of this paper.An extensive program of comminution characterisation test work was completed in 2004/2005, which indicated moderate hardness and competency characteristics. The characteristics were considered suitable for a range of comminution approaches which were assessed with respect to power requirements and capital and operating costs. Retention of the existing primary crushing facility, and installation of a new single stage SAG mill located within the existing mill building, was selected as the design for the expansion.An extended ramp-up schedule for the overall concentrator upgrade turned out to be necessary as the comminution and flotation circuits were completed prior to several downstream unit processes (concentrate filtration and tailings thickening), which were required to reach the design mill feed throughput rate on a sustainable basis. This resulted in the opportunity to gradually increase the SAG mill ball charge as necessary, to obtain the throughput corresponding to the various downstream processing constraints.A relatively fine cyclone overflow stream particle size distribution is a feature of the Chelopech comminution circuit that has not been fully overcome with increasing ball charge conditions. The classical metal-slag-gas equilibrium technique was used to study the thermodynamic activity of cobalt, iron and their oxides in iron silicate based slags containing under controlled oxygen potential (3.70 x 10-8 to 2.95 x 10-7 atm) at 1573 K. The measured activity of cobalt oxide in FeOx-25 wt per cent SiO2 slags showed positive deviation from ideal behaviour for melts with up to ten wt per cent CoO. At higher silica contents, the behaviour became closer to ideal and in accord with previous studies on silica saturated slags. The activity coefficient of FeO in these slags had virtually no dependence on the CoO content. Partial substitution of silica by lime resulted in an increase of the activities and activity coefficients of CoO, FeO, Fe2O3 and Fe3O4. The results indicate that saturation of the slag with a magnetite phase occurs at CaO contents of five wt per cent and higher. Phase equilibria studies SiO2-FeO-Fe2O3-CaO slags containing cobalt were also carried out using the drop-quench technique. Results from these experiments confirmed the formation of a magnetite solid solution containing about three wt per cent CoO at lime contents of five wt per cent and higher at 1573 K and 2.9 x 10-7 atm of oxygen.

PlannersÆ optimism (or maybe commercial necessity) means that most mine plans use equipment rates that are rarely achieved (Lumley and Beckman, 2009). This lack of understanding of what equipment actually moves is causing erroneous equipment forecasts, leading to incorrect mine development plans and economic evaluations. Compounding this problem is a downward trend in actual equipment performance in some areas. Consequently, the presentation of realistic mine plans that are actually achieved in practice is not a common occurrence. However, rational, fact-based mine planning is available to those who want it. Hundreds of millions of cycles of data from open cut mining equipment has been collected from mines around the world since 1992. This unique and highly valuable databank is growing at an exponential rate and is being used by a number of our big miners to support rational and fact-based decision-making. However, neither the use nor the appreciation of the value of this data is universal. There is a challenge to everyone in the mining industry - how do you access value from it? The databank was drilled into and the results analysed for, the Australasian Mining and Metallurgical Operating Practices (AMMOP) publication (Lumley, in press). For this paper the analysis has been extended to include interpretation of trends for draglines, shovels, excavators and trucks. It investigates trends between coal and non-coal mines and across geographic areas. It is known that mining equipment performance in most sections of the industry is falling. This paper attempts to quantify the fall and provide explanations. The trends are analysed to extract the reasons behind the changes and most importantly, what can be done about it.CITATION:Lumley, G, 2012. The Mogalakwena North Concentrator of Anglo Platinum Operations was built with the capability to allow for future projected expansion. Several research groups, currently working with Anglo American on collaborative research over a range of projects, were brought in to review the existing operation, with a view to releasing some specific bottlenecks and providing specialist design input to the potential plant expansion.Based on a thorough review of the high pressure grinding rolls (HPGR) and crushing circuit, a wide range of de-bottlenecking opportunities were identified. This was followed by a series of surveys to provide performance measurements and to model the circuit in detail. From this effort a full simulation of the plant has been developed, including updated models of the HPGR, crusher, bins and screens. These models have been implemented in the researchersÆ Model Development Kit (MDK) version of JKSimMet, and in a prototype dynamic simulator based on the Matlab Simulink software.The observations, measurements and simulations have provided guidance and quantified the benefits of some proposed circuit modifications. Based on these findings a number of upgrades are being planned, with the aim of ensuring full utilisation of the installed equipment. Iron ore sinter quality depends heavily on the mineralogy, textures and physical structure of the sinter, which is formed upon solidification of the primary sinter melt. The interactions of the initial sinter melt with its surrounding materials will impact on the properties of the primary sinter melt and consequently the solidified structure of the sinter. By using a high-temperature visualisation system, in situ studies have been conducted on the effects of melt compositions (Al2O3, SiO2 and MgO) on the interfacial phenomena of the sinter melt on a natural iron ore substrate. It was found that the melt composition significantly influenced the wettability between the sinter melt and the iron ore substrate. The interactions between the sinter melt and the natural iron ore substrate were also examined. Such interactions can lead to further changes of sinter melt composition and hence the sinter melt properties that, in turn, further affect the wetting behaviour of the sinter melt.CITATION:Ma, M P, Lu, L, Hapugoda, S and Manuel, J R, 2013. There are two major aspects to wall control blasting – the potential for any blasthole to cause wall damage and the potential for a delayed sequence of blastholes to cause damage. The damage potential of individual blastholes is governed by standoff distance and charge weight. However, for locations sufficiently close to a highwall, dynamic finite element models and field measurements show that there is also a critical nature to those blastholes very close to the wall, over and above standoff distance. At many mine sites, the charge weight/standoff-distance is set by trial and error. Thus, a significant aspect of the present work is the determination of dynamic stress radiating from a blasthole. Unfortunately, the modelling and measurement of this dynamic stress is still faced with many difficulties. Typical models have questionable aspects, which casts serious doubt over their predictions, and it is shown that the Hustrulid Bar experimental technique does not correctly account for stress wave attenuation in extended media. In an attempt to solve the dynamic stress problem, the present work describes a model based on an exact solution under the assumption of viscoelastic material. The model takes full account of the rock mass elastic/viscoelastic properties, the explosive type, geometry and primer location and predicts a dynamic stress for direct comparison with the unconfined compressive strength of the local rock mass. This model predicts the standoff distance required to avoid damage due to a single blasthole. The behaviour of a delayed sequence of blastholes is analysed using an upgraded waveform superposition model, covering a range of initiation delay combinations, which predicts the peak particle motion (PPM) induced in the wall for each combination. This approach shows that there is no need to fire dedicated trim shots close to walls; all that is required is a carefully modified production shot. The mechanism of vibration screening is discussed, and its use in a superposition model highlights the potential of reverse firing (shield blasting) to reduce wall PPM. A conceptual model is also introduced to give a further insight to vibration screening and damage (via ground heave). This model predicts that a centre-lift blast will have a central heave profile and that a reverse-fired shot will produce a smaller power trough than that produced by a standard shot. It is demonstrated that the mechanism of presplit formation is not well understood; nevertheless, experimental evidence shows that presplits can be an effective method for reducing wall vibrations.CITATION:Blair, D P, 2015. Industrial Minerals production in New Zealand is limited in both quantity and range, but imported in quantities that make New Zealand the world's biggest consumer per head of population. The use of industrial minerals is assured as both population and standard of living increase regularly. But to develop these minerals in the New Zealand environment requires the mineral, or its market (both local and export), to have characteristics that negate the remote geographical location. Volume and/or uniqueness can achieve this.

A mine waste dump progression plan can provide a clear outlook of the mining operation. To produce such an output requires detailed placement schedule of the mined material, including the volume (or tonnage) and the allocated dumping location. However, current practise mainly focuses on the ore production, over-simplifying the waste material scheduling. As a result, a rock dump is often treated as a single point in long-term planning, making it difficult to predict the waste dump progression pattern over the life-of-mine. Without such a guidance, it is almost impossible to carry out progressive rehabilitation on the waste rock dumps. The lack of dumping schedule could cause delay in development construction, ie tailing storage facility and run-of-mine pad. Other downstream effect due to the over-simplification is inaccurate estimation of required truck hours, which could have huge financial impact on the operation.In this paper, mixed integer programming (MIP) models of different objective functions, ie maximise truck productivity by minimising the overall haulage distance, minimise required truck deviation between adjacent years, and a hybrid between the two objectives, are utilised to generate the long-term optimum rock placement schedules under the criteria of satisfying site specific conditions. All three MIP models are implemented in a large scale open pit mine. The numerical solutions from the models forms three different rock placement schedules, based on which, the yearly truck requirements are easily calculated and compared. The transgressive sedimentary sequence of the Noumea Basin contains rhyolitic lavas and less voluminous mafic and intermediate volcanics of shoshonitic affinities which erupted simultaneously during the late Cretaceous. The shoshonitic volcanism shows a trend froIn early mafic to younger evolved intermediate lithologies. The rhyolites are consistently calcalkaline. There is no evidence of mixing of the two magma types. The shoshonitic volcanism is the result of a short-lived subduction event related to spreading in the New Caledonia Basin and involved reactivation of an earlier esozoic subduction zone.

Gold is extracted by cyanidation of a sulphide-rich concentrate at Macraes mine, and after cyanidation, the concentrate is discharged to tailings impoundments. The concentrate tailings were discharged to a dedicated concentrate impoundment from 1989 to 1993, afterwhich they were blended with the flotation tailings. Since mid-1998, concentrate tailings have been redirected to the dedicated concentrate impoundment. The concentrate tailings contain up to 1 ppm gold, and will be reprocessed in the future. However, it is a regulatory requirement that a contingency plan be in place to rehabilitate the concentrate tailings should the mine operation cease for any reason. Initial predictions suggested that the sulphide-rich tailings would oxidise and acidify, creating a potential long term environmental problem. Investigations of the state of the tailings after 4 years show that these predictions were overly conservative. Only minor oxidation has occurred in the upper 2 metres of the tailings where the pH has locally dropped from 10 (discharge condition) to between 7 and 8. Below 2 metres, the tailings are essentially unchanged from their deposition state. The low rate of change in the tailings is due to their very low permeability which in turn is a consequence of the fine grain size (ca. 15 ¦m). Dewatering is extremely slow, and incursion of oxygenated water is negligible. Calculations suggest that water movement over 30 m will take at least 100 years and possibly 1000 years. The contingency plan is to capitalise on the very low permeability and keep the tailings from drying with a semipermeable cap. A layer of limestone will be added to the top of the tailings, beneath the cap, to enhance alkalinity of any percolating water. If acidification does occur, contrary to expectations, any acid produced will be neutralised by underlying calcite-bearing schist, schist in the concentrate impoundment wall, and the flotation tailings immediately downstream. In addition, dilution by alkaline ground and surface waters would further ameliorate any acidic discharge.

The grouping and segregation error is one of Gy’s seven errors that cannot be measured in any qualitative manner because of its transient and changing characteristics each time the sample is handled mechanically. Attempts to calculate the mean and variance of the segregation error is considered by some as ‘an exercise in futility’ that would not help us achieve representative sampling. This research is aimed at understanding the process of segregation of dense, finely divided and dilute particulate materials supported in a clean quartz substrate during intense agitation. Several mixtures of fine-grained materials including steel, tungsten carbide and gold grains were used in these experiments. Four hundred grains of each of the minerals and metals at a top size of 2 mm were mixed with approximately 600 g of finely ground quartz material (95 per cent passing 2000 microns) in a 500 ml plastic jar with a sealable lid. The mineral–?metal mixtures were analysed in three steps using microfocus X-ray computed tomography. Step one consisted of rolling the containers on a flat surface in an attempt to concentrate the mineral and metal grains in the core of the supporting substrate; this is a base case that can be reconstructed after each session of analysis. The second step involved gentle and vigorous shaking of the mixtures in order to segregate the denser minerals and metals from the supporting quartz substrate. In some cases, a third step involved splitting the sample through a riffle splitter. Three-?dimensional images of the surface of each grain, its volume and its X-, Y- and Z-coordinates, before and after intense agitation of the container, were interpreted from the reconstruction of the tomographic X-ray data. The spatial analysis of grains using cell declustering and 3D variography provided a useful means of characterising the distribution of the grains in space and the extent to which they had become segregated during the process of agitation. Spatial analysis indicates that in general, grouping and continuity of grains is weakly developed. The modelled nugget effect remains high for most tests, indicating that grains of similar size did not group together strongly. Agitation through rolling provided the best continuity, although not consistently in the long axis of the plastic jar. The nugget effect was consistently highest, and the range of continuity shortest in samples that had been split, indicating that the grouping and continuity were reduced through splitting the sample. Initial results indicate that very little segregation of the minerals and metals occurs in the quartz substrate. This is somewhat counter-intuitive, but suggests that the effects of agitation on mixtures of dense minerals and metals in substrates of lower density do not lead to excessive segregation. Differences in behaviour between dense materials in response to agitation are evident. Grains of different composition and shape did not group and segregate in a predictable manner in response to the agitation methods. This paper describes how Brisbane-based PanAust Limited develops process control strategies that are implemented at all operations and are used in functional descriptions for plant upgrades and new projects.The process control strategies are determined by operating management philosophies designed to maximise returns from the company’s assets.The approach is endorsed in the project planning and design phases to ensure facilities and equipment that form the major production assets are fit for purpose and capable of enabling the production managers and operators of the projects to maximise shareholder returns.PanAust’s process control approach has been to develop sets of process control standards which focus on two key areas. The first area covers hardware requirements and architecture, software objectives, control models and individual loop tuning methods. The second area defines control room layout, graphic standards and the alarm philosophy. The application of these standards in a new plant or upgrade decreases the time required to achieve design capacity and optimal performance.The PanAust process control strategy changes the operator’s role from one that controls a number of individual loops to one that sets the control objectives of the processing plant. To achieve optimal performance, all the process areas of the plant are analysed to identify opportunities to improve throughput, recovery and stability. Once a key opportunity is identified, a process control strategy is developed which defines the objective of the control, its functionality and how an operator will interact with it. After development of the control model the operators assist engineers to test and debug it.
