An increased demand for brown iron ore in the Birmingham district during the past 18 months has caused renewed activity both in prospecting and mining these ores. In recent years the production in Alabama has ranged from 41,559 tons in 1932 to 639,351 tons in 1928. During the last 9 years about 83 per cent of the total brown ore produced in the United States has come from Alabama (Tables 1 and 2). Prospecting Two methods of prospecting are used in this district: (1) test pits, (2) churn-drilling. Usually there is certain quite definite information on an area to be prospected; some of the indications are float ore such as small gravel or small and large boulders known as "dornicks" scattered over the surface, and ore exposed by erosion in gulleys and ravines, which have cut or eroded through the overburden. Often these natural erosions furnish an indication of the thickness of the ore and to some extent of the area of the ore body. Deposits of brown ore are very irregular both in thickness and extent. Deposits are often lens-shaped or long narrow leads, some of which may be parallel and separated from one another by sand, clay or gravel. The bottom—the footwall—is also very irregular. This footwall is usually lime clay—disintegrated limestone, locally called "white horse," which usually is found at a depth of 6 in. to 20 ft. overlying the limestone. At some places sand and gravel is found under the ore instead of clay. No ore is found under the lime clay, although often the ore has sunk or slumped and is found in the upper portion of this clay, as at some of the Sloss workings at Russellville. The origin of these ores has been discussed by Major E. C. Eckel and Dr. E. F. Burchard in U. S. Geological Survey Bulletin 400, and recently the latter has done further work on ores in the Russellville district, of which reports undoubtedly will be published.

Mine financing, or providing adequate capital for developing and bringing a mining property into production, is an essential requirement for a successful operation. Today it presents a different picture than even twenty-five years ago. The day appears to be gone when a mining property could pay its own way from grass roots to production. The country has been quite thoroughly combed for surface showings from which sufficient initial profit could be immediately garnered to pay for further development and production facilities. The four M's for success in mining-mineral, market, management, and money-are still essential, but doubled or tripled wage costs and steep advances in cost of equipment and supplies throw increased emphasis on adequate capital funds for converting a prospect into a producer. Consequently, the old picturesque, although seldom rewarding, grub- staking procedure where a single venturesome citizen might advance funds to a prospector on a fifty-fifty basis for whatever discovery he might find, has largely disappeared. Its place, to some degree, has been taken by the small syndicate of venturesome members who band together for furnishing funds to a group of prospectors for the same general purposes. Such a syndicate has a definite organization and is usually assured of sufficient initial funds, or flow of funds, to carry on work for several years. It is usually headed by an engineer-promoter or an entrepreneur trader who has had considerable field experience as well as personal knowledge of his prospecting crews. For the owner of a potential mining property who has ample capital, the problem is to determine (1) justification for the necessary investment in exploration and development, and (2) the economics of the enterprise as to size and degree of integration of the ha1 operating entity. If the owner of such a property has little or no capital, he also faces these same basic problems but, in addition, must be able to present the findings of fact and persuade the prospective investor that the enterprise will produce

PUBLIC lands in Florida were first withdrawn from entry by President Taft on July 2, 1910, as a conservation measure because of their possible phosphate content. The reserve thus established was subsequently modified by further withdrawals and by restorations, so that on Jan. 1, 1934, it contained 66,796 acres, of which only a small part had been definitely classified. The reserved land was in scattered parcels, ranging from less than 40 acres to 320 or more, distributed in many counties. For administrative purposes and for final disposal of any of the numerous parcels, mineral classification of the land is legally necessary. In 1934 and 1935 the United States Geological Survey, under two successive grants from the Public Works Administration, prospected some 83 tracts of these lands in Polk County, comprising in all about 3300 acres, and six tracts comprising 240 acres in Citrus and Marion Counties. The tracts in Polk County were all in the so-called land-pebble field and the others in the hard-rock field. The Survey field party was under the direction of P. V. Roundy, from whose unpublished report the material in this paper is largely taken. The foreman of the prospecting crew was J. H. Wingate of Zephyrhills, Fla. The individual tracts were identified through the cooperation of the General Land Office, by transitman Hugh B. Crawford. This prospecting work fitted well the classification adopted for Public Works projects in general: it could not be done on any considerable scale under the Survey's usual appropriations; it gave employment to unemployed labor; and it may be expected ultimately to repay the Government in royalties more than the cost of the exploration. COMMERCIAL PROSPECTING METHODS Commercial methods of prospecting for phosphate in Florida have been briefly described by Mansfield.1 In the hard-rock field, where the floor of the phosphate deposit is extremely irregular, it is customary to drill as

IN 1888, Howard,1 working at the Watertown Arsenal on the tensile properties of ferrous materials at various temperatures, noted the curious fact that the stress-strain diagrams of low-carbon steels tested within a certain temperature range (200° to 350° C.) departed more or less from the normal regularity of such diagrams as secured by testing at either above or below these temperatures. This same jagged appearance of similar diagrams for steels has been observed by at least one other investigator, and de Forest2 has reported similar irregularities in the tensile testing of some nonferrous alloys. Recently again, this anomaly in diagram contour has been shown in a most striking fashion, apparently because of its accentuation by the method of testing employed, by Dr. Albert Sauveur.3 He described (for nonaustenitic steels) two quite distinct types of torsional stress-time diagrams: (1) those with a regular and smooth outline, derived normally by testing at temperatures above 300° C., or below 200° C. (as, for example, Figs. 4a or e); and (2) those presenting a decided "stepped" appearance, which are invariably produced when twisting is done within the 200° to 300° C. range (examples, Figs. 5a and b). The torsion test brings out so much more sharply (and convincingly) the irregularities occurring at 200° and 300° C. than does the tensile test that they can no longer be considered as resulting from simply idiosyncratic or accidental and inconsequential causes. Clearly, from the temperatures involved, the "stepped" type of diagram, or more accurately, the peculiar manner of response to torsional stress which manifests itself in the diagram, is an aspect of the "blue-heat" phenomenon. One's curiosity if, nothing else, prompts an inquiry as to the nature and significance of these "steps." What do they mean? What causes them? To these questions there are no completely satisfactory answers. The following experimental observations are offered as suggestions towards the solution of the problem.

DRILLING CONSIDERATIONS In considering blasting it is necessary to consider the drilling and explosives since one is generally concerned with the total cost of muck of a certain size in the pit or through the crusher. To get a current idea of the drilling situation in open pit mines plotted in Fig. 1 are the drilling costs per ton of material vs. hole diameter for rotary drill holes in large limestone, iron ore and taconite operations. The exception is the 2-in. diam hole which was drilled with a percussion drill in limestone. Each curve in Fig. 1 represents a different operation and the data cover many months of production drilling. The costs are total operating and maintenance and do not include machine depreciation. As the hole size is increased so are the machine size and the investment. Providing the tonnage is available to be drilled, then as the machine size goes up so does the productivity-markedly-and this same shape of curve applies. In some instances it is even steeper. The interesting thing to note is that in each case studied there is a substantial drop-off in cost/ton as the hole size is increased. This is true for the softest material considered, limestone, through to the hardest, taconite. How has this come about? In going from 10-in. to 123-in. diam holes, the powder factors have generally stayed about the same and the same type of muck has been produced. To date this has been mainly in the softer materials but it has also been steadily taking hold in the harder ones. On this basis, then, patterns are generally expanded as the ratio of the hole diameters or close to it, if the explosive type is kept the same. In the harder rocks the cost per foot of hole has increased somewhat so that the overall reduction in drilling cost per ton is about 25 pct. For relative gravity measurements, the author in 1918 described an instrument1 of which the essential part consists of a highly astatized, standing pendulum turning about a horizontal elastic axis. This type of instrument has been used recently in practical field work, therefore a description of its principle and technical development is given herein. Part I, describing the principle, is a direct translation of the original Swedish paper.l Part II gives an account of the practical elaboration of the instrument, together with some description of measurements performed. I. Principle of Using Astatized Pendulums1 In order to reduce the trouble and waste of time attending the use of ordinary pendulums in measuring the force of gravity, various instruments of another type have been suggested for relative determinations, as a rule arranged in such a way that the attraction of the earth on a certain body or mass of fluid is balanced by elastic force from a spring or a shut-in mass of gas. A change in the force of gravity is then made manifest as a change in the position of equilibrium of the body, in that the deformation of the spring (or compression of the gas) is changed. With such instruments there are, however, great difficulties in keeping the elastic force constant or its variation known with sufficient exactitude, because of elastic after-working, influence of temperature, and so on. The author suggests for relative determinations of gravity another type of instrument, in which two directional forces (control coefficients) rather than two forces are compared with one another. By "directional force" or "control coefficient" is meant that quantity in a rotatable system that, multiplied by the angle of deflection, indicates the moment counteracting the deflection. In this way it will be possible greatly to reduce the influence of the elastic after-working, which in instruments with spring devices acts so disturbingly. CHARGING of an open-hearth heat is begun as soon as possible after the previous heat has been tapped. Ordinarily, about 40 min is required to drain and dress the furnace hearth, make up the taphole, and perform routine repairs of the banks. Repairs to the upper back wall and to the front wall and jambs can ordinarily be done while the first scrap charge is being heated and are therefore allowed to wait in order to save furnace time. Any major repairs required on the hearth or other parts of the furnace necessitate longer delays because such repairs must be made while the furnace is empty. Although charging practice varies considerably in detail with the type and proportions of scrap and iron used, many factors are common to all varieties of charge. Such general considerations are dealt with first. CHARGING EQUIPMENT AND STOCK HANDLING The physical equipment available for loading and weighing the stock, transporting it to the furnace, and charging it, may have a major effect on charging practice. Limestone, scrap, and all other solid melting stock are charged mechanically by means of equipment illustrated in Fig 2-1. The charging of hot metal is shown in the background of this figure. Mechanical equipment and plant layout for stock handling are described in Chapter 1. It is generally desirable to charge the scrap about as fast as the physical volume can be put into the furnace. Charging scrap that is too heavy or adding the charge too rapidly (less than 45 min) may be detrimental to melting rate because of excessive chilling of the entire furnace system and also because of poor conduction of heat to the lower layers in the furnace; but the more common problem is the reverse one of charging light 'scrap fast enough to maintain a normal heat time. It was stated in a former paper1 that an intensive study of anthracite costs was being made by the engineers of the United States Fuel Administration. The results of this study are now available and are offered as a supplement to the former paper. Anthracite costs as reported for the 6-months period, December, 1917, to May, 1918, inclusive, as compiled by the Federal Trade Commission, were used as a base, and charts similar to those described in the former paper were made for the standard white ash anthracite and for red ash and Lykens valley coals. Adjustments The adjustments of cost from a reported to a price-fixing basis, as described for the bituminous methods, were applied but showed only minor adjustments as necessary. The great spread in anthracite prices on the varyingsizes, which for the 6-mo. period under review ranged in average from $5.244 for nut to $2.074 for barley coal, makes the question of the percentage of sizes produced at the different collieries a vital one. The realization with the same prices for each size must be within very wide limits, when it is considered that the percentage of prepared coal reported from different collieries varied from over 80 per cent. to below 30 per cent. for fresh-mined coal. Hence, as the spread in prices for the various sizes must be predicated on some percentage, it is essential to find some method of adjustment to allow for this variation. The logical method of adjustment is to calculate actual costs to costs as of the standard percentage of sizes, so that the margin between the adjusted costs and the average realization shall be the actual margin for each colliery between its actual costs and actual realization due to its particular percentage of sizes. As a base for realization the actual percentage of sizes for fresh-mined coal for the 6-mo. period was adopted. This percentage is given in Table 1.

The construction and operation of a simple and accurate vacuum-fusion apparatus are described in detail. Absolute accuracy of the oxygen analysis has been determined by the reduction of oxides weighed to 20.01 mg. The Bureau of Standards steel samples have been analyzed repeatedly, and their inadequacy for the acceptable range of oxygen is presented. The limits of interference of manganese, aluminum, and titanium, and the effects of tin and water-cooling of the furnace tube have been investigated in detail. ANALYSIS by the vacuum-fusion method consists of melting a sample in a degassed graphite crucible under high vacuum and extracting oxygen as carbon monoxide, and nitrogen and hydrogen as gaseous elements. The resulting gas mixture is analyzed for its constituents, from which oxygen, nitrogen, and frequently hydrogen may be determined within 1/2 hr or less. The history and summary of methods1-4 and extensive reviews of literature'.' for the determination of gases in metals have been published in detail. The foundation of the modern vacuum-fusion method of analysis was laid by Jordan and Eckman,11 and Oberhoffer and his associates.1, 10 Diergarten,11, 12 Meyer,13 Thanheiser et al.,14, 15 Ericson and Benedicks,16 Ziegler,17, 18 Sloman,16-23 Thompson et al.,24 and later many others contributed to the improvement, accuracy, and limitations of the method. In some investigations, however, the limitations of the procedure and the errors involved in the analysis require further critical examination and evaluation. In many apparatuses, lunnecessarily complicated and cumbersome features and elaborate precautionary measures do not have conclusive advantages. The purpose of this invest:igation was, therefore, a) to construct a very simple and accurate apparatus, b) to determine the absolute accuracy of results, c) to establish the limits of interference of manganese. aluminum, and titanium, d) to reexamine critically the reduction and recovery of oxygen from oxide powders of various sizes, and e) to evaluate critically the eight steels of the Bureau of Standards."' Apparatus The apparatus used in this investigation is shown in Fig. 1. It has been used for over three years, during which several modifications were made. A brief description of the apparatus is as follows. The transparent silica or Vycor tube, E, is joined to the Pyrex head, B, by mean of a face to face ground joint sealed with mercury. A similarly sealed ball and socket joint would also have been satisfactory. A standard tapered ground joint, successfully used by some investigators, was tried, but in the absence of grease or vacuum cement it was very difficult to disassemble the joint. The graphite crucible, G, 15/16 or l 1/8 in. OD, 2 1/2 or 3 in. high, 1/10 in. wall, shown enlarged in Fig. 3a, is made from the rods containing less than 0.08 pet ash. Two baffles, overlapping sufficiently to prevent spattering, are inserted in two opposite slots cut on a band saw. Two small holes in the baffles permit the temperature measurement of the melt. A second type of crucible, Fig. 2, G, shown enlarged in Fig. 3b, is also satisfactory, though not as convenient as the crucible shown in Fig. 3a. Somewhat similar but more elaborate crucibles with baffles were first tried by Ericson and Benedicks,'" but were abandoned in favor of a crucible with a stopper and a peripheral graphite powder filter. Various versions of their crucible with a stopper have later been used by other analysts, 10-27, 27-30 The crucible is packed directly in E, Figs. 1 and 2, with —35 + 48 graphite powder for shielding and insulation. A minimum layer of 7 mm of powder is necessary for keeping E cool and minimizing the blank. The first use of graphite powder was made by Sloman,10-23 Who found that —200 mesh was the most satisfactory. The author tried various size powders from +20 to —100 mesh and found that a) particles of 28 mesh or larger were not sufficiently insulating and were heated by the induction current, b) the powder finer than 60 mesh packed too much and did not readily permit the escape of gases even when the crucible was heated very slowly; hence, the powder was occasionally blown out of the side in the crucible and in the mercury pump. The optimum size powder is, therefore, 35 to 48 mesh size or 0.4 mm in average diameter. The furnace is designed to eliminate excessive amounts of

MANY processes for cleaning coal that are in use depend primarily on physical properties of coal and refuse other than specific gravity and surface conditions relating to froth flotation. These properties are shape, coefficient of sliding friction, resilience, friability, magnetic susceptibility, and electrical conductivity. In many of these processes specific gravity does have some effect and many separators are designed to utilize more than one of the physical properties cited. Although the processes described herein do not have a widespread application, yet for specific coals and specific conditions, they are economically important. A problem confronting many coal-mining districts is the marketing of the slacks or screenings and dust passing the final sizing screens. Processes in commercial use installed primarily to increase the form value, and hence the market value, of these slacks and dusts include briquetting, packaging, and low-temperature carbonization. MECHANICAL PICKERS Machines utilizing shape, frictional resistance, and differences in resilience of coal and impurities are usually called mechanical pickers. They require a closely sized feed, therefore their use is confined to the pea, nut, and egg sizes. Various types of these devices are described by Berrisford, 1, 2 Taggart,3 and Peele.4 Shape In general, coal differs in shape from its accompanying dirt throughout the range of commercial sizes. Coal, breaking into roughly cubical particles, contains a greater number of axes that are approximately the same length than does the dirt. The latter, consisting of pieces of slate and shale and lenses of pyrite, is flatter in nature. Further, flat coal often has a dirty, slaty appearance, even though of high quality. Mechanical pickers known as flat pickers, or "flatters," are widely used in the Pennsylvania anthracite region to remove flat coal .from the final clean coal. This practice greatly improves the appearance of the final market product. In the early days of the lithium industry most of the production was from lepidolite, zinnwaldite, and amblygonite. Nearly all the early extraction processes described in the literature involve heating the finely ground mineral with sulphuric or hydrochloric acid. On subsequent water leaching most of the bases present in the mineral (especially aluminum) are dissolved as sulphates. As a result, the leach solution required extensive chemical purification before the lithium could be precipitated as carbonate. Following the remarkable growth of the lithium industry to its present size, zinnwaldite and amblygonite ores must be considered of minor importance only. Attention is now focused on spodumene, abundant enough in North America to be a major source of supply, and there are important supplies of lepidolite and petalite in Africa. The extraction processes described below all apply to spodumene, although several will also operate on other lithium minerals, such as petalite. Base Exchange with Alkali Sulphates: A distinct advance was made with the disclosures of Wadman and von Girsewalt. In these methods the finely ground silicate ore (spodumene or lepidolite) is intimately mixed with an excess of alkali sulphate (usually K2S04) in at least a 1 to 1 proportion, and the mixture was heated to a relatively high temperature. Base exchange results, with the formation of lithium sulphate. A water leach dissolves the lithium sulphate, together with the excess potassium sulphate. Successful operation of this type of process requires very thorough grinding and mixing, as well as careful temperature control. The use of K,SO, is objectionable from cost considerations since purification of lithium carbonate re- quires the use of potassium carbonate, if the K2S04 is to be recovered and recycled. The lower solubility of K,SO, as compared with Na,SO, is also objectionable, since it limits the concentration of the Li,SO, solution to be precipitated by K,CO,. Early laboratory-scale investigation of this process by Lithium Corp. was not encouraging

Russia produced over one-half of the world's petroleum in 1901. It dropped to a low figure in 1920 during the reorganization of the new government. Since then it has had a remarkable growth under the constant demands from the Central Bureau at Moscow. The five-year plan called for the development of all industries, many of which had permitted their equipment to gat out of repair or become obsolete, so that when the magic wand of authority demanded that they double, triple or quadruple their former production they looked to the oil industry for aid. This plan made necessary the building of new factories, dams and power stations; the developing of mines and agriculture, and in many places the building of cities and railroads. Exports were the solution and petroleum was the logical one to carry the load of development of the more backward industries. It had a ready market and fields located advantageously for transportation, which was cheap, and there was sufficient oil to meet the market demands at that time, as domestic consumption was not great. Fig. 1 shows the advance in production since 1925. There has been a. steady increase since 1920, and with the improved drilling equipment and improved methods it will increase as long as the now proved fields continue to produce new wells. The fields of Baku and Grozny have yielded 95 per cent of this production. THE serious objections to the Leblanc soda process may be enumerated as follows : 1st. The total loss of sulphur employed, equal to about one-third of soda produced. Various processes have been proposed to regain this sulphur, but none have come into practical operation on a large scale. 2d. The great bulk of waste products, equal to nearly twice the amount of soda, which forms a serious annoyance about the works. 3d. The complicated series of operations necessary. 4th. The large amount of labor and fuel required. 5th. The production of noxious gases which necessitate extensive condensing arrangements. 6th. The large capital necessary for the erection and maintenance of the plant. These objections have long been recognized, and many attempts have been made during the last thirty or forty years, to discover and introduce a cheaper and more direct method for the manufacture of this important staple. The reaction between bicarbonate of ammonia and common salt, whereby bicarbonate of soda, insoluble in a solution of chloride of ammonium, is precipitated, has been closely studied for the last twenty-four years, on account of its simplicity and the purity of the product it affords. This ammonia-soda process is now so far developed, that while it is not .in position to entirely replace the Leblanc process, yet it can successfully compete with it where the conditions and localities are favorable. The advantages of the ammonia-soda process may be summed up as follows : 1st. It is independent of the essential agent in the Leblanc process, viz., sulphuric acid, and hence can be established in those localities where salt is abundant, and yet where sulphuric acid could not be made, or where it could not be transported profitably. 2d. The ammonia-soda process being a " wet" process, the evaporation of salt brines to obtain the solid salt required in the Leblanc process, is rendered unnecessary. 3d. The direct conversion of chloride of sodium into bicarbonate of soda, which can readily be converted into the maketable monocar-

CHARGING of an open-hearth heat is begun as soon as possible after the previous heat has been tapped. Ordinarily, about 40 min is required to drain and dress the furnace hearth, make up the taphole, and perform routine repairs of the banks. Repairs to the upper back wall and to the front wall and jambs can ordinarily be done while the first scrap charge is being heated and are therefore allowed to wait in order to save furnace time. Any major repairs required on the hearth or other parts of the furnace necessitate longer delays because such repairs must be made while the furnace is empty. Although charging practice varies considerably in detail with the type and proportions of scrap and iron used, many factors are common to all varieties of charge. Such general considerations are dealt with first. CHARGING EQUIPMENT AND STOCK HANDLING The physical equipment available for loading and weighing the stock, transporting it to the furnace, and charging it, may have a major effect on charging practice. Limestone, scrap, and all other solid melting stock are charged mechanically by means of equipment illustrated in Fig 2-1. The charging of hot metal is shown in- the background of this figure. Mechanical equipment and plant layout for stock handling are described in Chapter 1. It is generally desirable to charge the scrap about as fast as the physical volume can be put into the furnace. Charging scrap that is too heavy or adding the charge too rapidly (less than 45 min) may be detrimental to melting rate because of excessive chilling of the entire furnace system and also because of poor conduction of heat to the lower layers in the furnace; but the more common problem is the reverse one of charging light scrap fast enough to maintain a normal heat time. THE mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "square" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment of a law similar to that in force in British Columbia. Objections have been raised by representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the present apex law; and the statement has been made to me personally by one of the largest English operators, that he would never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the "square location," it should be sufficient to say to those who are inclined to "let well enough alone." and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extralateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square.
