AMONG the petroleum-producing countries of the world, Roumania occupies the fifth place; in Europe, it occupies second place, coming after Russia. The extraction and the use of petroleum in Roumania, may be trace( as far back as 1856, but the production on an industrial scale started in 1896, when the "Steaua Romana," was formed. From that time until the beginning of the war, the petroleum industry had a rapid growth the number of the producing companies increased to 37, and production FIG. 1.-ROUMANIAN OIL AND GAS FIELDS. increased from 81,571 tons, in 1896, to 1,898,545 tons, in 1912, when the greatest production was reached. In 1916, when the Germans invaded Roumania, the oilfields, at the order of the Allies and under British supervision, were destroyed, to pre vent their exploitation by the Central Powers; the wells were blown in the refineries and the storage tanks burnt, and pipelines put out of order This voluntary destruction, which weakened the resistance of the Central Powers, set back the petroleum industry at least one decade. Reconstruction after the war was slow, because of bad transportation conditions the scarcity of drilling and refining material, the insufficiency of. electric power, and the continuous depreciation of the Roumanian money, which made difficult the buying of the necessary materials for reconstruction.

MUCH has been written of late regarding the flotation of coal as a means of reclaiming the valuable portion of the fines encountered in nearly all methods of coal preparation. Whether the process be wet or dry, whether the dust be sent through the entire process or removed prior to the cleaning by some such method as screening or aspiration, one of the final products consists of a considerable proportion of -48-mesh material. The percentage of this -48-mesh material depends upon the mining method, transportation, storage, and method of preparation. The ton-nage of this dust material ranges from 1 to 10 per cent of the total output of the cleaning plants. Four methods of disposal are available for this coal: 1. Disposal with the refuse from the plant. 2. Addition, after being reclaimed from the wash water, or dust collectors, without cleaning to the larger sizes. 3. Separate disposal as a pulverized fuel. 4. Cleaning so that addition to the larger sizes benefits the product as a whole. It is also true that flotation in one form or another is the only known way to effectively clean this material. While some processes do a reason-able cleaning job down to and including +100 mesh, by far the greater-majority stop at or short of the +48-mesh size.

IN his well-known work,1 published in 1867, P. Ritter von Rittinger gives the following formula for the velocity of a particle settling in still water: v=C/D(a -1) and for average grains he assigns to the constant C a value of 2.44. As is well known, the value of C depends on the shape of the grains resulting from crushing, and it is obvious that values obtained for coal particles will not only be very different from those for ore particles but will even be characteristic of coal from a certain seam. The only way of finding an accurate value of C, applicable to conditions in Russia, where all coal-washing plants are built on German principles, is to conduct a series of tests of which the results will determine what value of C is to be used. In the investigation outlined in this paper the theories of Prof. Robert H. Richards2 were taken as the basis of the tests; the slimes were removed from the charges to eliminate the trouble of handling them; and to obtain accurate results free from errors inevitably resulting from human observation, photographic apparatus was used and a series of pictures taken which form the basis for constructing a suitable diagram of velocity vs. time.3

The outstanding engineering accomplishment of the last three decades has been the development and application of more and cheaper power and its use instead of the labor of men and animals. Substitution of power for manual labor has taken effect on every hand in the United States. With the aid of energy mechanically available to his hand, one man does the work that only a few years ago required two, three or even a greater number of laborers. The results in respect to the favorable economic effects are well known; namely, increased production, higher wages and lower costs. On the other hand, the vast social effects, both good and bad, have been none the less important, even if less understood and only casually regarded. The chief sources of energy today are the mineral fuels, coal and petroleum. In the United States they yield more than 90 per cent of the total energy demand. Thirty years ago the proportion of energy supplied by the mineral fuels was likewise above 90 per cent, but the division according to origin was very different. These relations are shown for the years 1900, 1930 and 1950 in Table 1. Method or Preparation and Interpretation of Statistical Data The fuels comprised in this study are: (1) the coal group including both bituminous and anthracite coal; (2) the petroleum group, taking in not only petroleum but natural gas and natural-gas gasoline. In polycrystalline Zircaloy-2 the orientation of zirconium hydride precipitates is influenced by an applied stress during hydride precipitation; hydride platelets are oriented nearly parallel to a compres-sive stress and perpendicular to a tensile tress. 1,2 A similar effect has been observed in the Ti-H system, where precipitation of the low-density hydride platelets occurred on habit planes made energetically favorable by the application of stress. 3 Recently, stress activation of hydride habit planes in zirconium and Zircaloy-4 was also demonstrated. The hydrides precipitated on {101l), {112l} and (2131) planes in both zirconium and Zircaloy-4; however, no platelets were found near the prism-plane positions in the Zircaloy-4 samples. Investigations at the Savannah River Laboratory, using polycrystalline Zirc_aloy-2 samples, have confirmed the (101l) and (1121) habit planes but also showed that the prism planes were active hydride habit planes. Using single-surface stereographic analysis and back-reflection Laue techniques, most of the previously reported habit planes for a zirconium were observed.4"1 and one additional plane, the (1013) plane, was noted, Table I. All the habit planes observed had the form (101l) or { 112l) indicating that these planes are the habit planes for hydride precipitation in poly-crystalline Zircaloy-2. The specimens used in these studies were cut from large-grained weld areas of seam-welded tubing and were hydrided in either a static steam autoclave at 400°C and 1500 psig or in a modified Sieverts apparatus at 400°C.

OF late considerable experimental and theoretical interest has been shown in the rates of transformation from a single phase, usually a supercooled solid solution, into one or more phases. Such reactions may involve both diffusion and transformation of the major constituent, as in iron alloys, or it may simply involve diffusion, as in superstructure formation and in age-hardening systems. Most of the work has been confined to ferrous alloys1-9† although two investigations have been made on copper alloys 10-11. That such work may be of considerable practical importance has been demonstrated by Bain12, by the workers at the Kaiser Wilhelm Institut für Eisenforschung13, 14, and by the everyday use of precipitation and age-hardening principles15. Experiments in this country have generally followed Davenport and Bain's technique of rapid supercooling followed by isothermal treatment. In Germany16, 17 the work has been extended to the study of the influence of accurately controlled and measured rates of cooling. The work on steel indicates that there are two subcritical temperature ranges where reaction starts sooner after quenching and proceeds at a more rapid rate than at other temperatures. At subcritical temperatures above Ar" where reaction is dependent upon atomic migration there is a period of time of which the length depends upon the alloy content and the temperature, before which no reaction has been detected. A pressure fall-off test on the injection well of a forward combustion project may permit us to calculate the distance to the burning front. In the mathematical description and analysis of test data, we have considered the effect of temperature on the thermodynamic properties of reservoir fluids. The temperature distribution predicted by Chu' for a combustion wave has been used in analyzing a field test. Numerical solutions were obtained by simultaneous solution of the flow equation, the continuity quation and the equation of state. Although this analysis conccntrated on isotropic systems, the results can be extended to systems having directional permeability. INTRODUCTION Conventional pressure fall-off tests have been used extensively to determine reservoir characteristics in gas- or water-injection projects.- such tests consist of injecting fluid into the formation at a constant rate until steady state is nearly achieved, then discontinuing injection and measuring the bottom-hole pressure as a function of time. A plot of pressure vs the logarithm of time (measured from the instant of shut-in) yields a smooth curve characterized by three distinct regions (Fig. 1): Region I reflects the permeability alterations in the vicinity of the wellbore; Region II reflects the reservoir characteristics further away from the wellbore; and Region 111, the characteristics in the displaced fluid bank. The curves in Regions II and III are straight lines! the slopes of which are proportional to the reciprocal of the flow capacity of the formation behind and ahead of the interface as shown by Eq. 1, respectively:

The following tests were made, during 1889, for the Susquehanna Coal Company, to determine the relative efficiency of several styles of mine-car wheels in use at their collieries at Nanticoke, Pa. The wheels experimented upon may be divided into two classes: The "old style" (Figs. 1 and 2), which are oiled at every trip; and the "new style" (Figs. 3, 4, and 5), which require oiling about once in two to four months. Fig. 1 shows a section of a plain cast wheel, with patent annular oil-chamber. This is held in position on the axle by a square, split cotter-pin. Fig. 2 is a similar wheel, with a patent cast bushing, which is readily replaced when worn. The lubrication is effected by a simple oil-hole, but the oil is delivered a little inside of the gaugeline of the wheel, where it is most needed. Figs. 3, 4, and 5 are sections of a " new style " patented, self-oiling wheel. In this, the outer end is cast closed, and the wheel is fastened to the axle by a spring cotter-pin passed through one of the plugged holes. Dirt is prevented from entering the open end by a cap, with faced end and packing-ring, fitting over the end of the hub. The lubricant is introduced into the oil-chamber through one of the plugged holes in the hub. Since 1571, when the Institute was founded, many of the most important papers in the English language, on the various phases of mining and metallurgy, have appeared as Institute publications. As members of the Institute regularly receive the publications in which they are interested, this discussion is primarily for nonmembers who wish to know of them. The Institute has several means of issuing papers which have been submitted and accepted. The monthly journal, Mining and Metallurgy, is the magazine of the Institute. In it appear notices and reports of official business as well as many papers and contributions which do not appear otherwise. The annual subscription price of the magazine to nonmembers is $3 per year; Canadian and foreign postage $1 extra; single copies 50 cents; back issues $1 each. Many papers are published separately each year. They are issued in one or the other of two numbered series; namely, Technical Publications and Contributions, and of the latter there are four forms: Preprints, Mimeographs, Reprints, and Unpublished Manuscripts. A Technical Publication or Contribution (in any form) is issued by the Institute when it is listed in Mining and Metallurgy. Technical Publications are sent automatically to members who have asked in advance for papers on a given subject. All members are entitled to a copy of every paper in either series, except when a Contribution is an Unpublished Manuscript. Con¬tributions in the form of Unpublished Manuscripts are filed in the Engineering Societies Library and copies of some of these papers may be found in a few selected libraries throughout the country.

There are several methods described in the literature for the determination of the order and the rate constant for the flotation of minerals. These often involve some type of computational or graphical procedures. A relatively simpler method developed on the basis of a technique used by Chang" in chemical kinetics is described in this paper. Chang's technique, like most others in chemical kinetics," is based on the law of mass action which states that the rate of a chemical reaction is proportional to the active masses of the reacting substances at any given time. Application of this law to the flotation of minerals would involve the adaptation of the terms "flotation" for "chemical reaction" and "floatable amount of the minerals" for "the active masses of the chemical reactants." There are indeed a large number of physical processes controlling the actual flotation rate. The most inefficient one of these could be considered equivalent to the slowest reaction in a series of chemical reactions. If variables such as aeration rate and agitation are kept at constant levels, the rate of flotation under free flotation conditions (i.e., conditions under which the suspension is dilute) will be given by the following equation: where C is the concentration of the floatable minerals in the pulp at any given time t, K is the rate constant, and n is the order of the reaction. If we represent the floated fraction of the floatable mineral at time t as m (0 m - 1) and C at t = 0 as Ca, integration of Eq. 1 yields

MAGNESIUM is an exceedingly strategic material but the importance of its production at the time this war started was not realized. Our Government then suddenly became much alive to the need of a tremendous increase in magnesium output, and became a participator in the industry. In this paper an attempt will be made to given an over-all picture of the industry as it has been, and is being, developed. The present war is giving a great acceleration to the use of lighter metals. Development of facilities for production of great tonnages of aluminum and magnesium is bound to bring about some interesting changes in later peace times because costs will be low and production capacities high. As our knowledge of the metallurgy of magnesium alloys increases, this metal will become of vital peacetime importance and will be used in ways we do not now imagine. Household refrigerators, furniture, automobiles, even houses will all be lightened through the use of magnesium.

The slip and twinning behavior in extended titanium crystals were studied in some detail. The formation and appearance of coarse kink bands are discussed. Their crystallographic geometry was determined by X-ray analysis. A phenomenological interpretation of the complexities in kink band development is also presented. The critical resolved shear stress, coefficient of shear hardening, and plane of fracture were determined for several crystals extended at room temperature. THE slip and twinning elements observed in the room-temperature deformation of titanium were enumerated in a previous paper1 in which considerations were advanced regarding the nature and selection of these elements and their effect on the known mechanical properties of this metal. The present study concerns the crystallographic, microscopic, and mechanical aspects of flow in relation to the slip and twinning elements, and includes a prediction of slip systems, nature of slip and twin markings, inhomogeneities of plastic flow, and stress-strain characteristics. Unless otherwise noted, arc-melted titanium sponge (99.77 pct) was used in these experiments. The method of production of crystals, their dimensions, and the surface preparation for micrographic examination have been reported.&apos; For obtaining stress-strain characteristics, only those crystals which traversed the entire width of the specimen and were at least 8 mm in length were used. Tensile deformation of the crystals was performed with conventional grips for sheet specimens and a constant-stress loading beam, designed after the method of Andrade and Chalmers.&apos; The specimens were loaded by allowing sand to flow from a reservoir into a bucket suspended from the longer end of a balanced 6:1 lever arm at a rate controlled to load the specimen approximately 2 kg per min. Strain measurements were made using the Baldwin SR-4, bonded, resistance-wire strain gage, Type A-8, which permitted a reading accuracy of 2 microinches per inch. The formulas used in the evaluation of shear stress and shear strain, as in deriving the coefficient of shear hardening, are given by Schmid and Boasv n terms of the original orientation and change in length of the crystal. For calculating the critical resolved shear stress, the standard equation was used. The crystallographic nature of the unpredictable slip observed in a number of specimens was determined by the single-surface X-ray method of analysis as described in ref. 1. Experimental Results Prediction of Slip System: It was reported&apos; that room temperature slip in titanium takes place predominantly on {10i0} and in a <1120> direction, giving three potential slip systems. Hence, it should be possible to predict the operative primary system in the manner used by Taylor and Elam&apos; for alu- minum (i.e., the one with the greatest component of shear stress in the direction of slip). The stereo-graphic construction in Fig. 1 shows that this is true. In all cases, slip was found to occur initially on the (0110) plane and, in a number of cases, in the [21f0] direction. (The direction of slip was not determined for all orientations.) It follows that duplex slip can be expected when two slip systems are geometrically equally favorable for slip, as demonstrated in Fig. 2. In both crystals slip took place simultaneously on the (1700) and (olio) prismatic planes, as indicated by Fig. 2a and b. In the case of crystal B the movement of the specimen axis with increasing extension was toward the (10i0) direction, which represents the stable end orientation resulting from alternate slip on the [2ii0] and [1120] directions. This is analogous to the duplex slip process in face-centered cubic metals." Unpredictable Slip: In a number of crystals whose orientations were well within the operation of a single slip system, secondary slip occurred on planes not predicted by the criterion of maximum shear stress. Many Americans will judge the energy crisis by the picture shrink on their TV screen. And they are right to make this assessment considering the large areas of the country with marginal generating capacity, (See Fig, 1). The Federal Power Commission (FPC) recommends 20-25% reserve generating capacity above peak summer loads and 15-20% as minimal. The New York metropolitan area is the most concentrated power service area in the United States, and a spot check with Consolidated Edison, serving this area, revealed that on Friday, August 18, the company was operating at 5% reserve.

Postscript to the paper read by Prof. William P. Blake at the Lake Superior meeting, September, 1904. POSTSCRIPT.*-Since the publication of my paper upon the blackening of the surface of rocks in desert regions, I have noted that similar views of the origin of superficial discoloration in the case of certain rocks from the Salt Lake basin of Utah have been expressed by Prof. George P. Merrill. In the pamphlet, he described the brown-coated weathered boulders from Tooele county, reaching the conclusion that the discoloration was due to the solution of the manganese and iron compounds &apos;in the interior of the boulder, while they were in the water, and the gradual bringing of this material to the surface through capillarity and its oxidation when exposed.

A field neutron activation analysis technique suitable for determining uranium in ores has been tested. The method is based on the measurement of the 74.7 keV gamma ray from &apos;U. When the thorium/uranium ratio is greater than one or the vanadium is greater than 1%, a low uranium analysis is obtained. No satisfactory correction for thorium has been found, but a correction for vanadium can be deter¬mined. For ore containing greater than 0.01% uranium, the uranium can be deter¬mined with an accuracy of about 10% which is quite adequate for a field exploration technique.

It was recently reported&apos; that the initial transformation in (100) iron whiskers grown in the bcc condition can be nucleated on heating in regions of the whisker which are not necessarily the hottest. Although this behavior was observed1 several times, its sporadic nature precluded any documentation other than occasional visual observations during hot-stage optical-microscope heating experiments. The purpose of this communication is to report how, in one instance, the a-y transformation in such a (100) iron whisker was initiated in a region which was clearly at a lower temperature than an adjacent region which did not transform at all.
