The major development in stabilization of the oil industry during 1933 was the transition in the United States from state control to federal control in many of the functions that government is presumed to exercise. A brief review of the influences leading to that transition is given here to suggest its significance and to assist in forecasting its further development. Bitumens were known to the ancients and have been applied to minor uses since earliest historic times, but it was not until after the discovery of oil in considerable quantities near Titusville, Pennsylvania, in 1859 that it was made the basis of extensive commercial undertakings. In 1859 little was known about the origin of oil and gas, the nature of these deposits, and the physical laws that controlled their accumulation. Scientists soon began to study them, but 50 years or more of active oil-field development had elapsed before sufficient geological information had been accumulated to point the way toward efficient recovery of these products. In fact, only within the past five years has the function of reservoir energy become widely understood, yet it is a primary factor in oil recovery. discovery near Titusville, this infant industry has developed into an industrial giant. In complete ignorance of their destructive effect, wasteful development methods were initiated in Oil Creek and these became industrial habits. These habits in turn became oil and gas law. Under that law vast sums of money have been expended, rights have become vested and development methods fastened on a great industry that not only bring upon it periodic demoralization but cause ruthless destruction of the nation's reserves of these important natural resources. This is occurring in the midst of a petroleum era when oil is essential to the nation's security, its industrial supremacy, and the personal convenience of every citizen. Its conservation, therefore, has become a question of grave national concern. The bituminous coal industry faces a real problem, if it desires to retain the position in the power-generation field to which it is economically entitled. More power is probably produced today for electrical energy, for steam-driven and steam-heating industries and processes, for transportation by rail, water, highway and air, collectively, than ever before, and yet the total bituminous coal production has decreased about 38 per cent, from 575,000,000 tons in 1926 to 357,500,000 tons in 1934. It is not the intention of the writer to recommend coal as a fuel for automobiles and airplanes, but rather to point to these forms of transportation as being responsible in a very measurable degree for reducing the coal consumed by railroads. Petroleum products may still further reduce consumption of locomotive fuel through the extension of the use of Diesel-driven trains. Oil-burning steam-driven locomotivcs are replacing coal in some places, where railroads operating high-speed passenger trains are willing, temporarily at least, to pay a premium for the fuel that is low in ash and produces less smoke and practically no cinders. In the navy and ocean-going passenger ships, oil is so firmly established, and has such definite advantages over coal as formerly fired, in steaming radius, in ease of bunkering, cleanliness, and reduction in firing labor, that very outstanding developments in the handling and burning of coal will be rcquired in order to replace oil. For freighters on the Great Lakes, coal is the logical fuel, but there is great and immediate need of radical improvements in its use, else that market also may be lessened. It is not within the scope of this paper to discuss in detail bituminous coal for either locomotive or marine use, but, rather, generation of power in stationary plants, consisting of electrical generating stations and that very large group of miscellaneous industrial plants, such as paper, rubber, textile, steel and other industries that use electrical, mechanical, and steam power, derived from either hydro or some form of fuel.

The application of wet cleaning processes for the beneficiation of bituminous coal has created in some localities a problem in the recovery and disposal of fine solids in the washery water. The maximum allowable concentration of these solids in the washery circuit that is consistent with satisfactory operation of the cleaning units remains a controversial point. It has, however, been generally recognized for a number of years that some degree of control should be exerted over the concentration of such material. Early methods of control involved intermittent or continuous discharge of a portion of the plant slurry into near-by streams or settling ponds, and this persisted even after the adoption of settling tanks or cones. The practice is not always economical, for two reasons: first, because of the waste of coal, and, second, because it is sometimes difficult and expensive to obtain an adequate supply of water. The latter condition often is aggravated by chemical treatment of the make-up water that is necessary to prevent excessive corrosion of plant equipment. The modern approach to this problem has been the adoption of continuous thickening devices. However, because such equipment occupies considerable plant space and is somewhat expensive to construct, the practice of loading these thickeners beyond their rated capacity is widespread, therefore often the performance of such units is not altogether satisfactory. In recent years, European washeries have increased the rate of settling of the fine coal from the slurry by the addition of specially prepared starch solutions. These reagents cause flocculation of the solid particles and thereby increase the rate of sedimentation. The first important work on the flocculation and clarification of coal slurry was done by Henry, who developed the Henry process and used it successfully in Belgian preparation plants. Soon after the initiation in Belgium, the process was introduced into England, where subsequent, investigation developed similar processes, which were successfully used in

At the head table, Scott Turner, retiring President, pre- sided as toastmaster, with the new President, Frederick M. Becket, on his right, and the Chairman of the New York Section, Sydney H. Ball, on his left. Many other distinguished Institute members, medalists, and representatives of organizations and committees, ranged to the east and west. Each had the opportunity at least to rise and bow.

(written discussion*).-It is some-what difficult to discuss the paper of Mr. Stork, when the description of the cupola melting occurrences indicates that his practice is open to question. The evident burning of much of the steel charged,. coupled with the remarkably low silicon content of the mixture as shown by the resulting product, throws the entire melting practice into that of making cupola malleable. If anything is wanted here, it is a. high bed to melt upon, and yet Mr. Stork in the very beginning of his paper speaks of the evils of oxidation due to a "high" bed, etc. The experienced foundry-mall would judge at the outset that Mr. Stork has kept his bed in the cupola too low, and naturally got a lot of oxidation from the blast. The oxidation of steel when used in large quantities in cupola mixtures is a well-known phenomenon, and is readily understood. One has but to. put a file into the forge fire and watch it burn when heated high enough. The melting point of steel being higher than cast iron, heavy pieces may dig way into the bed before being completely melted away, the last por-tions being directly exposed to free oxygen from the blast. Another situation not to be forgotten is the oxidizing effect of carbon dioxide at high temperatures. A serious oxidation of the steel is quite conceivable if in the zone of maximum carbon dioxide and minimum carbon monoxide-free oxygen being entirely absent. Hence the well understood practice of never melting a mixture with much steel unless the bed is kept exceed-ingly high; or again the above-mentioned malleable practice. Mr. Stork mentions the impossibility of deoxidizing a heat. after the steel contained has been oxidized. This is true to a great extent with the ordinary deoxidizers, such as silicon and manganese, but can be brought about by vanadium, titanium, magnesium, etc. Proper melting, however, makes this unnecessary.

[Secretary's Note.—At the Spokane meeting of the Institute, in discussion of President Brunton's address on "Modern Progress in Mining and Metallurgy in the Western United States," and at the request of members present, Mr. Ayres gave an oral account of his new separator, which is here published as an independent paper, partly because of its inherent importance and partly because it describes an improvement which did not originate in the Western United States, and therefore does not fall, strictly speaking, under the title of President Urunton's address.—R. W. R.] A brief history of the growth of the anthracite-coal preparation will give a better view-point from which to judge the present problem of separating slate from coal. At the beginning of the commercial value of anthracite, 70 years ago, only the pure portions, or " splits," of the veins were mined and shipped to market, and without any preparation or screening other than the selection, while loading, of the glassy lumps, and the rejection of the fine material and the slate that had strayed accidentally into the coal. The next step was the crushing or breaking of the coal (hence the name "breaker" as applied to the preparation-building), and the sizing of it by means of bars or revolving screens. This stage of its development marked the advent of the " breaker-boy " as a slate-picker, with his ever-increasing capriciousness. As the richer veins or a splits " became exhausted and the market demanded a still greater output, the less-pure " splits " and the thinner veins were utilized to produce the coal. Carrying as they do a far greater percentage of impurities, particularly when removing the pillars, it became necessary to build new and better equipped preparation-plants. Finally, we are now at the highest stage of complicatioii yet known to the art of coal-preparation. In previous classifications of coal, it has been customary to regard moisture eliminated from coal samples between 20 and 100 C. as extraneous matter, rather than as a constituent part of the coal. It seems, however, that the physical character and use properties of the low-rank coals are directly related to the amount of such moisture present, and recent chemical work has shown' that such coals contain unstable groupings which decompose between 20 C. and temperatures somewhat above 100" C., with the splitting off of moisture. According to this view, the moisture eliminated from air-dried coal below boiling point is similar in all essential respects to moisture eliminated above 100" C., and is produced by analogous reactions; and inasmuch as the moisture given off above 100" C. has always been treated as a constituent of the volatile matter of coal, it would seem that consistent usage would include as a part of the volatile matter all moisture present as an essential component of the coal as it occurs in nature. As a matter of experience, it seems clear that the general physical and chemical characteristics of the low-rank coals are largely determined by or related to the moisture, whether chemically or physically combined, present in air-dried coal; it is also demonstrable by trial that the low-rank coals cannot be satisfactorily classified on a purely chemical basis by using the moisture free form of analysis. The low-rank coals of the western United States include numerous well-defined types, many of which were referred to in a classification proposed by Ashley,2 in which the physical and use properties of the coals were made the primary basis for their systematic grouping. When testing this classification by replotting analyses of these type coals according to the Seyler scheme of classification,3 a satisfactory parallelism between use properties and chemical constitution of the dry coal was found among

INTRODUCTION In the preceding chapters we have discussed the various elements of mineral economic analysis, their interrelationships, and the most accepted and advanced techniques by which these elements are manipulated to provide the decision maker quantitative measurements for judging alternate investment opportunities. Regardless of how carefully the economic evaluation is made, and how comprehensive the study of economic parameters has been, uncertainty still remains a significant factor in the outcome of the analysis. The investor or money manager is acutely aware of the uncertainty factor. Many of the economic parameters are functions of economic forecasts and value estimates that can- not be known with any degree of certainty. The postulated DCF-ROR is based upon certain estimates representing "best guess" values, and a single point parameter DCF-ROR analysis represents a combination of "best guesses." The wise decision maker looks at such an analysis and asks the "what if" questions. What if the production cost is 10% higher than the estimate? What if there is an overrun in construction costs? What if the mineral price falls lower than expected? What will be the effect of a higher royalty rate? Many more such questions may arise in trying to assess the total risk involved in funding a mineral project. Prior to the advent of the computer it was difficult to answer all such anticipated questions because of the many laborious calculations involved. Now, with the aid of the computer, most of these questions can be answered by the analyst at the same time the original computations are made by using the process of sensitivity analysis. Sensitivity analysis shows the effect of critical parameter changes upon the DCF-ROR or other profitability measure. When probability of occurrence can be associated with the various parameter value levels, sensitivity analysis becomes probabilistic analysis, and the risk factor can be quantitized in terms of total probability. SENSITIVITY ANALYSIS The determination of the sensitivity of the profitability index (usually the DCF-ROR) to changes in the various economic parameters, taking them one at a time, is called sensitivity analysis. The analysis may be performed for any number of parameters involved in the DCF-ROR computation. Generally, in mineral evaluations the most sensitive and most tested parameters are: the metal or mineral price, the operating cost, the annual production grade, and the initial capital invest-

This paper presents a simple and practical method for the estimation of effective permeability and reservoir pressures from the rise in bottom hole pressure when a well is shut in. The equations on which the method is based consider a stabilized well producing from a uniform formation when flow is shut off at the sand face followed by the unsteady state flow of a compressible liquid from regions far from a well to points closer in during the build-up period. An approximation for extending the method for two-phase flow in the reservoir is also presented. In order to compare the effects of extremes in the conditions existing at the external boundary of the reservoir, two general equations defining the build-up characteristics of the reservoir are shown: first, for a reservoir with constant pressure maintained at the radius of drainage, and second, for a reservoir with no influx over the radius of drainage. These equations define the build-up characteristics for the shut-in well as functions of time, the permeability and porosity of the drainage area, the viscosity and compressibility of the fluid flowing, the production rate prior to shut-in, and the radius of drainage of the well. When a well is shut in at the surface, rather than at the sand face, flow will continue into the well bore after shut-in due to the compressibility of the fluids in the bore. The effect upon the build-up characteristics of this flow into the well after shut-in has been studied by means of the electrical analyzer. From the basic relationships and consideration of the limitations due to continued flow after shut-in, methods have been developed for the estimation of the effective permeability of an area from the plot of the build-up characteristics of the well producing that area. Likewise, equations are presented for the estimation of the reservoir pressure from an early portion of the build-up curve. By means of the electrical analyzer, studies have been made concerning the variations in the build-up characteristics resulting from damaged or improved permeability in the immediate vicinity of the well bore. These studies show that the permeability estimated from the build-up curves represents the average effective permeability of the majority of the drainage area and that the permeability in the immediate vicinity of the well does not affect this estimate. Since the major portion of the drawdown is in the immediate vicinity of the well, variations in the permeability of this area greatly affect the productivity of the well as expressed by the productivity index. From pressure build-up and productivity index tests the ratio of the permeability of some arbitrarily specified area immediately surrounding the well and the effective permeability in the majority of the drainage area can be computed. This ratio is a measure of any damage to the well incurred in drilling or reworking and likewise any benefits as a result of remedial measures. In build-up tests and many other tests that are made on a producing well it is at least desirable, if not absolutely necessary, that the well be stabilized prior to testing. A method is presented here for relating the time required to stabilize a well and the reservoir and fluid properties. An equation is also presented for approximation of the length of shut-in time required to obtain sufficient build-up data for the estimation of permeability and reservoir pressure.

When I first went to Arizona in 1925, mining was primarily an underground job. Ajo, Sacramento Hill in Bisbee and Jerome were the only open pit operations in the state. Thousands of men, however, were employed in underground mining at Morenci, Miami, Inspiration, Globe, Ray, Bisbee, and Superior. The grade of ore in the larger operations was about 1-1/2% copper while a few of the smaller ones mined ore better than 2% Cu. In Utah, the Bingham pit was doing well and growing; in Montana, the vein mines of Butte still yielded ore running 6% Cu.

A considerable number of experiments in recent years have definitely established the fact that the internal friction or mechanical hysteresis of a metal under cyclic stress is a property that is highly "structure sensitive." Because of this fact, it has been suggested that an observation of this property, which often is referred to as "damping capacity,'' might be a useful indicator of structural changes taking place when a metal or alloy is subjected to any of a number of metallurgical treatments. Damping capacity is of interest to both engineer and metallurgist, but from a rather different point of view, and the information that each desires from such observations is of a different nature. The metallurgist is in search of various external indications of changes taking place in the interior of a metal; changes which are in themselves not directly observable. Even if the observed phenomenon cannot be explained in fundamental terms, it may be empirically related to certain characteristics of the material and prove of real value in research. Internal friction or mechanical hysteresis occupies such a position, and, although it is not well understood in terms of basic metallic theory, an observation of its changes can serve in a very useful capacity. Of course, there is nothing new in the measurement of damping, but the use of this property in metallurgical research constitutes a vast field, which has received all too little attention. The present work is essentially of an exploratory nature in this field and is an attempt to evaluate the process as a research tool. The phenomenon of age-hardening was chosen as a typical example of a structural change and one method of measuring damping was examined in considerable detail. SAMPLES of REZn2 (RE = rare earth) intermetallic compounds prepared by a variety of techniques have been shown to exhibit an extensively twinned micro-structure.1-4 We have recently conducted compression tests at room temperature on specimens of HoZn2 prepared by a powder metallurgy technique.' Since the days of Newcomen and Watt, when men first sought to turn the energy of fuels to useful purposes, coal-generated steam has supplied most of the power needed for both stationary and mobile applications. The low efficiency and large water requirements of the nineteenth century steam-power plant caused many engineers to turn their thoughts toward more direct means of converting heat into power. As far back as 1791, John Barber secured an English patent on a combination' which he might well have called a "gas turbine." He proposed to generate producer gas from coal or charcoal, to burn it under pressure in air obtained from a reciprocating compressor, and to drive a turbine wheel with the resultant hot combustion products. With the optimism characteristic of the inventor, he hoped that the turbine would not only operate his compressor but also perform useful work. There is no record that Barber ever built his machine, but if he had done so he would have learned that useful power can result from such a combination only when both turbine and compressor are highly efficient and when the temperature of the gas entering the turbine is not far below 1000°F. Hot-air prime movers continued to attract attention, and both Stirling in England and Ericsson in America2 built reciprocating engines that operated with some success upon coal-heated air. The internal-combustion engine, burning liquid fuels, supplanted the hot-air type, and, for the first time, challenged the supremacy of both the steam cycle and its familiar fuel, coal. Liquid Fuels Compete with Coal As the increasing use of the automobile multiplied the demand for gasoline, the supply of residual fuel increased rapidly, and heavy oil declined in price to the point where it became competitive with coal. First in the marine field and later in stationary plants in areas adjacent to refineries, oil began to be widely used. Oil's greater convenience and higher heating value per pound of weight or per cubic foot of bunker space have caused it to take over much of the marine field. The introduction of the highly efficient diesel engine, capable of burning a fuel that is cheaper than gasoline, again threatened the position of coal, for the operating costs of the diesel became directly competitive with those of coal-burning equipment. In isolated power plants and smaller marine installations, the diesel provided the medium by which oil again successfully invaded fields formerly dominated by coal. He proposed to generate producer gas from coal or charcoal, to burn it under pressure in air obtained from a reciprocating compressor, and to drive a turbine wheel with the resultant hot combustion products. With the optimism characteristic of the inventor, he hoped that the turbine would not only operate his compressor but also perform useful work. There is no record that Barber ever built his machine, but if he had done so he would have learned that useful power can result from such a combination only when both turbine and compressor are highly efficient and when the temperature of the gas entering the turbine is not far below 1000°F. Hot-air prime movers continued to attract attention, and both Stirling in England and Ericsson in America2 built reciprocating engines that operated with some success upon coal-heated air. The internal-combustion engine, burning liquid fuels, supplanted the hot-air type, and, for the first time, challenged the supremacy of both the steam cycle and its familiar fuel, coal. Liquid Fuels Compete with Coal As the increasing use of the automobile multiplied the demand for gasoline, the supply of residual fuel increased rapidly, and heavy oil declined in price to the point where it became competitive with coal. First in the marine field and later in stationary plants in areas adjacent to refineries, oil began to be widely used. Oil's greater convenience and higher heating value per pound of weight or per cubic foot of bunker space have caused it to take over much of the marine field. The introduction of the highly efficient diesel engine, capable of burning a fuel that is cheaper than gasoline, again threatened the position of coal, for the operating costs of the diesel became directly competitive with those of coal-burning equipment. In isolated power plants and smaller marine installations, the diesel provided the medium by which oil again successfully invaded fields formerly dominated by coal. The growth of aluminum oxide particles in a nickel matrix was studied eve?. the temperature vange of 2140° to 2470°F. The instability of the dispersed alumina was shown to be independent of the crystal structure of the alumina. The activation energy for the growth of the dispersed alumina was found to be 84.7 1 2.0 kcal. The particle radius increased as a function of time. These results indicate that the growth is not diffusion controlled. It is believed that the rate controlling mechanism is the dissolution of the aluminum and oxygen atoms into the nickel lattice. THE strength properties of alloys which consist of a finely dispersed second phase in a metallic matrix depend upon the spacing between the second phase particles. It is therefore desirable to achieve very fine dispersions in these alloys. Furthermore, to retain the properties these very fine dispersions must be stable during fabrication and service of the alloys. The best known of the dispersion strengthened materials, the SAP type alloys, which consist of a dispersion of aluminurn oxide in aluminum, have exceptionally good stability up to the melting point of aluminum. There is evidence, however, that other dispersion strengthened alloys, even those consisting of refractory oxides in a metal matrix, may be less stable. This investigation is concerned with the stability of Ni-Al2O3 alloys in the temperature range in which these alloys are usually fabricated. The mechanical properties of Ni-Al2O3 alloys at elevated temperatures have been previously investigated by Crelnens and rant,' and Gregory and Goetzel.2 The behavior of these alloys in stress rupture tests appears to indicate that at temperatures below 1800°F they are highly stable. There is some doubt, however, as to their stability at the higher temperatures used during the conventional fabrication. Cremens and Grant, in preparing their test alloys, cousolidated, by powder metallurgical techniques, nickel powders as fine as 0.13 µ diam and alumina powders as fine as 0.018 µ. Metallo- graphic examination of the alloys following fabrication revealed that none had interparticle spacings of less than 2 µ. Considering the size of the original component powder particles, it is likely that the dispersions coarsened during fabrication. Gregory and Goetzel, in their studies of extruded alloys of 80 pct Ni—-20 pct Cr matrixes with nonmetallic dispersion, observed a definite coarsening of the alumina dispersions in alloys sintered at 2280°F as cantrasted to those sintered at 2000oF. Similar observations on the spheroidization and growth of thoria particles finely dispersed in a nickel matrix were made by D. K. Worn and S. F. Marton.3 As a result of such coarsening, much of the effort expended in the preparation of very fine powder mixtures would be lost. The mechanical properties of the alloys which had experienced coarsening would be expected to be poorer than if the original dispersions had been retained. EXPERIMENTAL PROCEDURE Ni-Al2O3 alloys were produced from powder prepared by a coprecipitation technique. Aluminum hydroxide and nickel hydroxide were coprecipitated from chloride solutions of the metals. The mixed hydroxides were calcined to form metal oxides and the nickel oxide in the mixture was selectively reduced to nickel by treating it in hydrogen. Specimens were compacted from the resultant powder which consisted of a fine, uniform mixture of aluminum oxide and nickel particles. The compacts were sintered by resistance hot pressing4, a densification technique which requires exposure times of the order of only a second or less at elevated temperatures. A conventional sintering process was not used, since the temperature required for densification would have to be in the region in which the stability of the dispersion was to be studied. A series of hot pressed specimens were treated in hydrogen at temperatures from 2140o to 2470°F (1171o to 1355oC, for times up to 120 hr. Changes in the microstructures were studied by electron microscopy using the two-stage preshadowed carbon replica method.5 In performing a lineal analysis on a series of micrographs from each specimen it was found more convenient to determine the mean free path between alumina particles rather than particle radii as the parameter of growth.
