California’s Monterey Peninsula, noted for its beaches, resort hotels, and beautiful homes, also harbors a pioneering beneficiation operation. Here for more than 35 years the Del Monte Properties Co. has provided sand products from large dunes, some over 300 ft high, located in the Del Monte Forest. Raw material-the dunes derived by wave action from Santa Lucia granite of Jurassic age-has unusually consistent chemical and physical composition. Coarse crystalline feldspar is the principal constituent, followed in abundance by quartz, with some biotite, ilmenite, garnet, zircon, and monazite.

A few months ago I had the honor of addressing the Society of Mining Engineers annual banquet in Sun Francisco. I have since been asked to amplify some of the remarks I made at that time concerning the management policies of the Kaiser organization and various aspects of our corporate thinking. This is a difficult task for an insider like myself. I look at the different companies, and the men who run them, and it is hard to think of these men in terms of policy or procedure. Actually I prefer the term management philosophy to either policy or procedure. My father, Henry J. Kaiser, is not only the founder but the guiding spirit of our organization. His philosophy, and in turn that of the organization, centers around two concepts, service and accomplishment.

The Interior Department has been in a state of disarray for many months. At first this was attributed to Interior Secretary Walter Hickel's inability to anticipate how his words would be interpreted by Press-Radio-TV. But then the already disquieted ernployees in the Department became aware that plans were afoot to take bits and pieces of the various antipollution programs from Interior; Health, Education and Welfare: the Atomic Energy Commission and other agencies and lump them together into a new Federal agency. Interior, many predicted, would be a shell of its former robust self. Hardly had this rumor started to add to employee uneasiness before the other big shoe hit the floor. The new rumor had it that the Bureau of Mines was being stripped of most of its research functions and that the Office of Coal Research and allied research groups would be abolished altogether.

As already announced, the Arizona Meeting of the Institute is to be held from the 18th to the "25th of September. There will be a special train from New York City to Arizona and return, to take members and guests of the Institute to the meeting., The Committee in charge consists of Walter Douglas, Chairman, Cleveland E. Dodge, John C. Greenway, Arthur S. Dwight and Julius Kruttschnitt, Jr., and while the plans of this Committee are not complete, it may he announced that 'the train will be run with the requisite number of Pullman, dining and baggage cars to accommodate those who desire to go, which will accompany the party during the entire week of the Arizona Meeting as per the following program, including, of course, the visit to the Grand Canyon. It is especially desirable that the Committee should know, at as early a date as possible, the number of those who desire to make the trip; and those who desire special accommodations such as drawing rooms, state rooms, etc., are especially requested to communicate as soon as possible with the Secretary of the Institute, stating the number in their party.

A new method for open-pit design has been devised by G. MATHERON and the writers: it replaces the search for an optimum contour by the determination of a parametrizing function. The isovalue curves of this function give the optimum pit design corresponding to varying economic parameters; The method is described and indications are given about the corresponding program. Simulated data have been processed by the program and by a standard program using LERCES-GROSSMAN graphical method: the comparative results are described.

Surface coal mining productivity in the US and Illinois has declined since 1969. The US Department of Energy conducted an analysis in 1980 of the causes of declining productivity in different states. This paper presents a detailed analysis of changes in overall productivity and productivity in different functions, such as overburden preparation and stripping, reclamation, and coal handling, from 1970 to 1982. Statisical analysis techniques, including multiple regression were used in the study.

North Carolina is the leading state in the US in lithium mineral production. Spodumene is mined in open pits and concentrated by flotation by the two companies, Lithium Corp. of America and Foote Mineral Co. North Carolina State University has a mineral research laboratoy in Asheville, N. C., with trained personnel, batch and pilot plant facilities to assist in the state's mineral development. The NCSU Minerals Research Laboratory assisted both lithium-producing companies with spodumene concentration problems and has lately worked closely with Lithium Corp. of America to develop the best flowsheet for spodumene and byproduct recovery. The concentration of North Carolina spodumene and byproducts from pegmatites is presented and illustrated with figures.

Three rapid cold bonding production methods wing sponge iron powder as a binder for low temperature pellets have been successfully developed. These methods differ from ordinary bonding by the elimination of salt and other catalyzers, equipment corrosion and environmental pollution. Experiments show that these pellets have good metallurgical properties. A semi-industrial test has proven the laboratory results, with the continuous and stable production of metallic pellets. These methods replace traditional high temperature firing of oxidized pellets for direct reduction. As a result, the plant for oxidized pellets can be saved and substituted for grate in the grate-kiln system. Thus, 20% of the investment could be saved, and production cost may also be decreased because the production of cold bonding pellets does not need additional space.

ARSENIC and orpiment are two mineral substances of a similar kind, and they are by nature pure, without admixture of other species. In regard to their apparent qualities we shall say that their composition is scorched, well-purified earth; and because of a certain subtlety and easy digestion they penetrate very easily into fused metals, indeed they act in such a way that they corrupt and convert almost into another nature any metal with which they find themselves. Orpiment and arsenic act in almost the same way as do tin and mercury. With these the fraudulent alchemists blanch copper, brass, and even lead to the whiteness of silver. According to the physicians they are in fourth part hot and dry. They are also corrosive because of certain powers; indeed, they are a most powerful poison to the life of all things. Arsenic is found in white and citrine colors. Orpiment seems to be a separate thing, although both are formed in the same ore and both are in lamellae or scales. The value of the semi-coke thus produced would doubtless go far toward solving the problem of smoke prevention, and suggests the possibility of the substitution of a smokeless fuel for anthracite and so-called smokeless coals. Whether such coke would have any value as metallurgical coke is a question which cannot be answered for lack of any experimental data in the use of such material. Of course interest is accentuated, at the present time, in the amount and character of the tars, which promise greatly to exceed in values the products obtainable from. the high-temperature process. The difficulties encountered in adapting the principles of low-temperature carbonization to industrial methods are well nigh insurmountable. More economical methods of rock disintegration are needed for mining and for rapid excavation. Two major systems are drill and blast and mechanical excavation, including tunnel-boring machines. Current drill and blast methods are cyclic and there- fore limited in speed of operation. Boring machines are limited to moderately hard rock due to bearing and cutter wear. The recent development of ANFO, which has reduced blasting costs markedly, was largely fortuitous because of the method of manufacturing AN prills. New slurries and fluid explosives are easy to load and have high energy-pressure characteristics.

Percolation infers the passage of a liquid through, the interstices of any material or materials permitting it. Leaching is the process of extracting soluble matter by percolation. Lixiviation is analogous to leaching. Percolation and leaching may occur simultaneously. A filter may be used either to strain suspended or finely divided matter from a liquid, when it is known as a clarifier, or to separate a liquid from a solid. Clarification usually infers the addition d: some settling or flocculating agent which permits the decantation of the clear supernatant liquor. The simple separation of solid from liquid, such as occurs when a thickened flotation concentrate is filtered, is usually termed dewatering. The word filtration is used more to cover the complex process of separating, as far as possible, solid from liquid by vacuum or pressure, removing the residual solution by wash, and at the same time leaching any recrystallized, absorbed, or undissolved matter, by percolation with the solvent. The final product of metallurgical treatment should be reported as a recovery when the yield is refined metal. When the metallurgical operations are incomplete and a concentrated but not refined-product is obtained, the metal content should be reported as an extraction.

Use of concrete underground at No. 4 mine, Cornwall, Pa., has become increasingly important. Starting with small amounts at finger openings, occasional raises, piers, its use has expanded to entire slushing drifts and haulages. Besides eliminating costly timber repairs, concreting costs of slushing drifts have proved cheaper than timbering. Higher haulage-concreting costs are offset by no maintenance charges during the life of the haulage.

The implementation of the Clean Air Act (CAA) Amendments of 1970 has resulted in a clean fuels deficit that has significant adverse environmental, energy and economic implications, according to the Project Independence Report. The CAA Amendments charge the Environmental Protection Agency (EPA) to establish national air quality standards as well as national standards for significant new pollution sources and for all facilities emitting hazardous substance. Section 110 of the CAA provides the framework for states to establish "emission limitations, schedules, and timetables for compliance with such limitations, and such other measures as may be necessary to insure attainment and maintenance" of ambient air quality standards. State implementation plans (SIP) are subject to EPA approval. EPA is authorized to enforce federal and state requirements by order or civil suit, including injunctive relief.

Field testing was conducted at the Strassa Iron Ore Processing Plant to evaluate high-gradient magnetic recovery of iron from the plant's tailings. The installation is the first commercial application of the Sala Continuous High-Gradient Magnetic Separator (HGMS) Model 480 Carousel. The objectives of the five-month testing program included optimization of the operating parameters using SSDEVOP techniques to maximize iron recovery, along with establishing a long-term operating history for the SALA 480 HGMS Carousel. The effectiveness of the optimization procedure, the net benefit in term of iron recovery, and equipment performance are discussed in the paper.
