APPARENTLY the widespread agitation for the codification of our mining laws has had its effect, and it is quite possible that Congress will take up the question during this present session. The greatest objection to our present statutes pertaining to metalliferous deposits seems to be directed against the law of the apex. Those who are not in favor of changing this law are very far in the minority and they apparently realize that it is useless to urge its retention. Next in importance to the repeal of the law of the apex, seems to be a widespread advocacy for the repeal of the law requiring discovery of mineral before a valid location of a mining claim can be made. To a lesser extent there appears to be a desire to have the law changed so as to allow patent for claims without mineral discoveries. The purpose of this article is to review the arguments in favor of the proposed change of the discovery requirement, to show some of the evils that may be expected to result therefrom, and to consider whether a system may be devised to correct the undesirable features of the present law in this respect and at the same time not expose the mining fraternity and the general public to the evils which would result from the repeal of this fundamental requirement. Under the law as at present framed, the validity of a mining location is dependent upon the fact of discovery of mineral within the boundaries of the land claimed.

Illinois supplies coal to seven states in the Upper Mississippi Valley —Illinois, Missouri, Iowa, Minnesota, Wisconsin, and portions of the Dakotas, Nebraska and Kansas. In this same area are marketed large quantities of coal from West Virginia, Kentucky, Pennsylvania, and elsewhere; fuel oil from the crude petroleum supplies of the Mid-Continent fields, and natural gas from Louisiana, Kansas and the Texas Panhandle. The boundaries of this "Illinois coal-market area" are determined by competition from other coal fields and from other forms of fuel. Within the area so described 90 per cent of Illinois coal is marketed. Thus in the Southwest, an abundance of fuel-oil supplies and natural gas dominates the market almost to the exclusion of coal. The westward movement of Illinois coal in Kansas, Nebraska and the Dakotas is met by an eastward flow of high-grade coals from Colorado, Wyoming and Montana. In the lake-shore counties of Minnesota and Wisconsin, the market is dominated by Appalachian coals, cheaply carried over the Great Lakes and reaching the ports of Lake Michigan and at the head of Lake Superior. Illinois coals find their largest market in the southern and western sections of these two lake states. Only small quantities of Illinois coals are shipped east of the state line. This market area is occupied entirely by the neighboring coal fields of Indiana and the Appalachian coal fields in Ohio, West Virginia, Kentucky and Pennsylvania. Illinois Coal-makket Area , With these factors in mind, the map of the Illinois coal-market area may be drawn. Within this boundary is the area that is logically and economically served by Illinois coal. However, this area is by no means exclusively dependent upon coal from Illinois mines. The preponderance. of Appalachian coal in Wisconsin and Minnesota has been mentioned. Appalachian coal, also, moves in large tonnages into Illinois itself, particularly the Chicago district. The Iowa and Missouri local coals share the market with imported coal from Illinois; throughout the market area, fuel oil and natural gas are important factors in the total energy supply.

Changes in coke hardness affect the working of the blast furnace, for soft coke is an obstacle to proper furnace operation. Soft coke is due to a low hydrogen-oxygen ratio in the coal charged; increasing this ratio increases the hardness of the coke. The best means of determining the hardness of coke is the combined tumbler and ball-mill. What is Good Coke? It is not always appreciated that the correct answer may be such a reliable forecast to the physical condition of the blast furnace, and incidentally its entire operation, that among the ordinary variations in other raw materials and also in operating conditions, it assumes a position of primary significance. Inasmuch as coke forms two-thirds of the total bulk of material charged, this assertion will not seem exaggerated, and in the subsequent discussion its applicability will be presented. Coke is the ideal blast-furnace fuel because it is strong and hard enough to resist the crushing and grinding effects of the furnace burden, and its porosity allows the ready passage of gas upward through the charge, and rapid combustion before the tuyeres. Coke deprived of its strength and with a cell structure physically frail and chemically susceptible to solution by carbon dioxide has its chief asset eliminated. When the melting zones are approached the fluid cinder trickling toward the hearth will envelope the small pieces of coke and form a sticky mass that will retard the free passage of gas. Blast pressure will then rise, driving will slow up and fragments of coke will lie inert before the tuyeres, rendered practically incombustible by their slaggy envelop. It is believed also that coke messes at cast are attributable to quantities of such coke floating unburned in the hearth. The D'Arcy Exploration Company Ltd. has been granted prospecting licenses in Great Britain to explore four different types of prospect. In the south of England (Dorset, Hampshire and Sussex) the objective lies in Jurassic and Lower Cretaceous beds. In an area of approximately 4470 sq. miles, covering parts of Nottinghamshire, Lincolnshire and Yorkshire, the search is directed to testing Carboniferous rocks. In northeastern Yorkshire a single license covers structures in which the Permian limestone will be explored. In Scotland, southeast of Edinburgh, the company holds another single license where Lower Carboniferous horizons are the objective. Southern England Among the more important "indications" that led D'Arcy Explora-tion Company Ltd. to undertake a testing program in southern England was the discovery of sands in the Wealden (Lower Cretaceous) series of Dorset, impregnated with oil residues. Traces of oil and bitumen were also found in limestones of the Portland and Purbeck beds of the same area. In addition, traces of petroleum had been recorded from Upper and Lower Jurassic beds in borings, more especially those drilled in the course of coal exploration in Kent and Sussex, and an outcropping oil sand was known to occur in Wealden beds near Pevensey in Sussex. Besides these tangible proofs that at least some oil has been generated in this area, _the Jurassic beds, as developed at outcrop in Dorset and elsewhere, include considerable thicknesses of strata that may well be considered as possible source rocks of petroleum. A regional view suggested that these possible source rocks extended, without great thinning, beneath at least the southerly parts of the Weald of Sussex, the South Downs and still farther south beneath the English Channel. It appeared, and still appears, a reasonable conclusion that, where suitable structural conditions occur in this tract of country, an oil accumulation of commercial value may be found. Of the several possible anticlinal structures, those at Portsdown (Hampshire) and between Henfield and Steyning (Sussex) were selected as sites for the first test wells. Monazite placers in a region of the Carolinas ex- in 1951-1954 by the USGS are estimated to contain at least 53,000 short tons of thorium and 4600 short tons of uranium. None of these deposits is being mined. The 5200-sq mile area investigated extends northeast along the western Piedmont from the Savannah River in South Carolina to the Catawba River in North Carolina. Much of the region is 700 to 1100 ft above sea level. Gentle hills and broad interfluves give a local relief of 100 to 200 ft. This increases to 1700 ft at the west margin of the area where the east flank of the Blue Ridge is approached in South Carolina and the South Mts. are entered in North Carolina. This report is restricted to placers in the Piedmont. Monazite deposits in the Blue Ridge and coastal plain were not covered by the investigation. Monazite Mining in the Carolina Piedmont: Discovered in 1879 by W. E. Hidden,' the monazite placers in the Carolina Piedmont were first mined in 1886. The area was a major world source for thorium and the lanthanides until 1895, when Brazilian monazite entered the trade. Total output from the Carolina Piedmont has been nearly 5500 tons of monazite,2 but the placers have been idle since 1911, except for 48 tons produced between 1915 and 1917. Monazite mining was revived in the Carolinas in 1954 when a dredge operated by the Heavy Minerals CO. opened a fluviatile placer along Horse Creek in the coastal plain near Aiken, S. C. Geology and Mineralogy: Two recent papers",' have described the geology of the monazite placer district in the Piedmont between the Savannah and Catawba rivers; the general geology of the region has been reviewed by P. Tests show that 50 times the earth's normal field can exist near stacked drill rods. Protection against the effect of these strong fields can be obtained by means of a removable sleeve of common iron pipe. GEOLOGISTS and engineers working around a diamond drill rig have often had the opportunity to observe the magnetic attraction of drill rods pulled out of the hole for core removal. This is sometimes an amusing pastime, but this same magnetic force inadvertently applied to a compass needle can cause it to lose its polarity entirely or to become reverse polarized when placed in the immediate vicinity of stacked rods. The first recommendation, of course, would be to avoid the rods, but in surveying an operating drillhole this is not always possible; therefore steps must be taken to neutralize the magnetic effect of the drill rods. Early in the summer of 1949 the geological department of the New Jersey Zinc Co. undertook at Franklin, N. J., an extensive program of surveying the course of deep diamond drillholes. The majority of the holes were surveyed while in the process of being drilled, and considerable difficulty was encountered. A pattern for the deviation of drillholes had been established for the district from surveys in holes from which the drill rig had been removed. It was observed that a certain operating deep drillhole being surveyed did not fit this pattern. In the resulting confusion of repeated surveys and cementing a plug for wedging operations, the lower 1800 ft of the hole was lost. Because of this incident studies were initiated to determine the source of the difficulties and to develop safeguards against recurrence of faulty surveys. Using a hand magnet easily shows that the polarity of a compass needle can be reversed if rotation of the needle is hindered through tilting of the compass or clamping of the mechanism. Such experiments are not recommended, especially in the case of the clockwork type of instruments. A magnetized hairspring in a clockwork instrument will cause the compass card to assume a periodic motion which will not stop until the clockwork runs down. Routine check readings of instrument north before and after each survey are not always sufficient to catch instances of reversed polarity of the compass needle. Although the majority of instances probably take place while the instrument is being removed from the hole with needle in fixed position, it is demonstrable that a 'luggish needle, weakened during a previous test, can be reverse polarized

(written discussion).-There is no reason to doubt that the relationship between the rate of flow and the impelling force of all fluids can be expressed by a general typical equation . that takes cognizance of all relevant factors such as density, viscosity (or its reciprocal mobility) and nature of channel-walls. Most fluids that are commonly conveyed by flow in confined channels are so highly mobile that they may be considered non-viscous, hence for these fluids the factor of viscosity does not need to appear in the equation. Water is the outstanding example of this class of fluids and its dynamic behavior has been so thoroughly investigated that proven formulas pertaining thereto, be they rational or empirical, would naturally serve as prototypes for the other non-viscous fluids. As non-viscous fluids can be classed all gases and vapors, most unsaturated aqueous solutions, gasoline, alcohol, etc. Viscous fluids comprise those that have a sluggish flow such as most. oils, tar, molasses, etc., the high viscosity of which is due to shearing resistance between molecules; a force that must be taken into account in figuring the flow of fluids of this class.

There is an ever-increasing demand for furnaces with controlled atmosphere, due to the large quantities of steel being used in the automotive industry, such as the high-chromium stainless irons, the 18 Cr, 8 Ni stainless iron and low-carbon steel sheets. The difficulties involved in the annealing of such materials, if they are to be kept absolutely free from oxidation, are many. It is possible to bright-anneal these steels in small laboratory hydrogen furnaces, using specially purified hydrogen and taking some additional precautions. In the first place, the insulation, usually of alumina or magnesia, holds small amounts of water vapor, which it is almost impossible to remove completely. Secondly, there is always condensataion of water vapor in the cooling chambers of such furnaces, and with the continuous circulation of the hydrogen gas in the furnace, the water vapor is carried from the cooling chamber back into the heating chamber. This water vapor oxidizes the charge. Lastly, the supply of moisture is made sure by the diffusion of small amounts of air from the atmosphere into the furnace against the pressure of the hydrogen. The oxygen combines with the hydrogen and forms more water. Under such conditions there is little gained by using specially purified gas, because it becomes contaminated after reaching the furnace. Low-carbon Steel If a sheet of low-carbon steel is annealed in such a furnace at 750" C. and allowed to cool with the furnace, an adequate flow of purified hydrogen being maintained all of the time, the steel will come out with a very thin coating of blue oxide. If a similar sheet is annealed at the same temperature and quickly pushed into the cooling chamber, it will come out nearly bright, or perhaps with only the edges slightly discolored. It is difficult to get a piece of steel through a furnace of this type with an absolutely bright surface. This is due to the fact that there are always traces of oxygen or water vapor in the furnace. When the steel is allowed to cool with the furnace, it reaches a critical temperature where the affinity of iron for oxygen is greater than that of hydrogen for oxygen, and the steel comes out discolored. The ores now milled at the Midvale concentrator of the United States Smelting, Refining & Mining Co. come mostly from the company's mine in the Bingham district, about 18 miles west of Midvale. Custom ores from this same district and from other western mining districts are also milled at times. The Bingham ores consist of galena, pyrite, chalcopyrite, and sphalerite in a gangue of quartz, quartzite, limestone, and porphyry. The percentage of chalcopyrite is small, usually about 0.5 per cent., while the galena, pyrite, and sphalerite combined constitute about 60 per cent, of the total ore. These three minerals vary considerably in amount and, at times, all three are somewhat oxidized. The ores also contain gold and silver, the former being mostly in the pyrite while the latter is generally with the galena. The crystallization of the economic minerals varies from fairly coarse to extremely fine. The ores are carried to Midvale by the Bingham & Garfield and the Los Angeles & Salt Lake railroads or by the Denver & Rio Grande Western railroad, in 50-ton, steel, full dump cars. The milling problem is to recover the silver-bearing galena, the gold-bearing pyrite, and the chalcopyrite in a product suitable for the lead smelter and containing the least possible amount of gangue and sphalerite and then recover the sphalerite in a product suitable for a zinc smelter. The minerals are recovered partly by water concentration and partly by water concentration combined with electrostatic treatment. Gravity Concentrator The gravity concentrator has a capacity of about 465 tons in 24 hr. The mill buildings are of wood. The mill was built in 1905 to handle approximately 90 tons in 24 hr.; since that time several additions have been built and various changes have been made in the flow sheet. No outstanding example of an important producing unit operation exists in California today where the competitive drilling drainage feature is or was entirely eliminated We need not feel, however, that the thought of unit operation had its birth in 1924, when Henry L. Doherty named and sponsored it so strongly before the American Petroleum Institute and our own organization. No man or company in California ever drilled a wildcat well without exerting every possible effort to get all of the structure, so as to control drilling and avoid competition. Overproduction did not begin in 1923, so there has always been the wish to avoid it. In this state the practice of selling acreage around a wildcat has not been followed, except possibly in rare instances. The operator drilling the wildcat knew he must pay the bill alone, so he endeavored to get the benefit of his effort by tying up all of the land around his well and by so planning his different lease obligations as to avoid as much offsetting as possible. If he failed to get all of the land, it was because someone's price was too high, some other oil man also had the same idea and already held some lands, a competitor took leases away from him while his work was still incomplete, or (as was so often the case) the hidden structure when developed did not prove to be where the wildcatter thought it would be. The last named condition often led to a forced drilling campaign by the last leases secured and thus to serious drilling drainage problems. Ownership of the Land The land situation differs a great deal in various parts of the state. In the San Joaquin Valley, all the land is surveyed into sections and townships. Railroad land grants embraced a part of the land. In the areas that were developed at an early date, as at Kern River, Coalinga, McKittrick and the Sunset-Midway field, such land as the railroad company's diligent land department had been unable to sell for a song as grazing land still remained in its ownership. I ASK your permission to speak about a matter which is not of a specifically scientific nature, but more of a general-I might even say of an international-nature, and the international character which this city now presents must be my justification for introducing it. The Germans, very often, are thought to be an exceedingly warlike people, but I come to-day in the capacity of a peacemaker. Our German language is an original language; it is, therefore, a language in which it is impossible to change the meaning of a word at will. It may be, perhaps, easier in a combined language, as the English, to associate and to exchange meanings. Now, a word which we hear a great deal at the present day, is "Stahl," in English, "steel." This word means, in the German language, a substance which can be hardened. As the German literature, in relation to metallurgy, is the oldest of the modern world, this circumstance may give the German a right to ask for consideration. But I think, now, when the four languages, German, Swedish, French, and English, compete in rich metallurgical literature, it is very necessary to have uniformity in the nomenclature of iron, which would prove not only useful for science, but equally so for trade. For that purpose I propose to make the divisions of iron so that the word steel shall comprise a subdivision and not a primary division as formerly. Nature furnishes us iron mostly in the state of oxides, and if in any other condition, we must convert the ore into oxide before we can make iron. The oxides are always mixed with certain earthy substances called rock or gangue. The extraction of iron involves, therefore, the twofold process of the reduction of the iron, and im¬parting to it the amount of carbon necessary for technical purposes, and the separation of the reduced and carburized iron from the gangue. The reduction is always effected by carbon or carbonaceous substances (coke, anthracite, carbonic oxide, etc.), and the result is, according to the degree of heat employed, either malleable iron or a non-malleable iron. The process of making malleable iron in this way is called, generally, the direct process-in German, Rennarbeil. It produces the iron in a solid state with a fluid cinder. By this process our ancestors made all their iron, and it has been revived in various ways in modern times up to the process of Mr. Blair, so far as I know, always without commercial success. The

Zinc is made by the National Smelting Co. and its associates by both the horizontal retort process and the vertical retort process developed by the New Jersey Zinc Co. This paper deals only with the horizontal retort practice at Avonmouth. That the horizontal retort process does survive in all countries in some form or other is due to at least partial success in overcoming some of the inherent difficulties of the process. The horizontal retort furnaces ran into considerable difficulties when the product of the selective flotation of mixed lead and zinc ores became the normal material for treatment. It is necessary, therefore, to make some reference in connection with the process to the preliminary treatment of the ore prior to distillation.. Therefore we include some small reference to this aspect in our description. Furnace Design and Structure Of the types of furnaces in operation at the company's various works, those at Avonmouth are perhaps more typical of the trend to utilize large units, with a subsequent saving in costs, such as heating and supervision.

I ask your permission to speak about a matter which is not of a specifically scientific nature, but more of a general—I might even say of an international—nature, and the international character which this city now presents must be my justification for introducing it. The Germans, very often, are thought to be an exceedingly warlike people, but I come to-day in the capacity of a peacemaker. Our German language is an original language; it is, therefore, a language in which it is impossible to change the meaning of a word at will. It may be, perhaps, easier in a combined language, as the English, to associate and to exchange meanings. Now, a word which we hear a great deal at the present day, is "Stahl," in English, "steel." This word means, in the German language, a substance which can be hardened. As the German literature, in relation to metallurgy, is the oldest of the modern world, this circumstance may give the German a right to ask for consideration. But I think, now, when the four languages, German, Swedish, French, and English, compete in rich metallurgical literature, it is very necessary to have uniformity in the nomenclature of iron, which would prove not only useful for science, but equally so for trade. For that purpose I propose to make the divisions of iron so that the word steel shall comprise a subdivision and not a primary division as formerly. Nature furnishes us iron mostly in the state of oxides, and if in any other condition, we must convert the ore into oxide before we can make iron. The oxides are always mixed with certain earthy substances called rock or gangue. The extraction of iron involves, therefore, the twofold process of the reduction of the iron, and imparting to it the amount of carbon necessary for technical purposes, and the separation of the reduced and carburized iron from the gangue. The reduction is always effected by carbon or carbonaceous substances (coke, anthracite, carbonic oxide, etc.), and the result is, according to the degree of heat employed, either malleable iron or a non-malleable iron. The process of malting malleable iron in this way is called, generally, the direct process—in German, Rennarbeit. It produces the iron in a solid state with a fluid cinder. By this process our ancestors made all their iron, and it has been revived in various ways in modern times up to the process of Mr. Blair, so far as I know, always without commercial success. The

THE question of the proper valuation of mines of iron ore was suggested to me by the difficulties experienced in getting answers for the United States Census Office, while I was engaged in the work of collecting the statistics of mines in New Jersey and New York The answers to the questions relating to values of real estate of mine properties varied so greatly that it was necessary to revise them according to some general principles of valuation. Generally the returns of mine proprietors Seemed to be too low. There were, however, examples of what would be termed excessive valuation. The Subject appeared to be of practical importance, and led to the paper here presented. The following table of selected mine statistics is given, prefacing the discussion of the principles of valuation. It is in part made up of census returns and partly of data obtained directly from mine owners and managers. The mines which were Selected for the Several groups and mining districts include nearly all of those from Which the more full and carefully filled returns were received, and are also representative of their respective districts. Hence the averages obtained from them become good types of these groups or districts. The mines of New Jersey appear in Six groups, each containing from three to eleven mines, or, in all, thirty-four mines. The magnetic iron ores of New York are in four well-marked groups, and there are twenty-six mines in them. Then follow the red hematite mines of St. Lawrence and Jefferson counties; and, lastly, the brown hematite groups of Dutchess and Columbia counties, and those of the adjacent parts of Connecticut and Massachusetts. The whole number of mines represented by the table is eighty-eight, of which twenty-eight are hematite mines. The first column gives the value of the real estate; the second that of the plant; the third is the sum of these two, or the capital invested. Then follow the number of men employed, the amount of wages paid during the census year, and the value of materials used in mining and preparing the ores for market.* The seventh column gives the total expendi- * The value of materials is somewhat uncertain in many cases, as royalties are included under this head. DURING the past year or two considerable time and money have been spent in developing equipment for tubing large-volume high-pressure oil and gas wells without loss of production. That the efforts have met with success is proved by the fact that any properly cased well, regardless of its production or regardless of its rock pressure or working pressure, can now be safely tubed with no appreciable loss of production, provided experienced crews handle the new equipment. It is conceded that a far better gas-oil ratio can be secured by flowing a well through tubing of a proper diameter-the diameter of the tubing depending, of course, upon the volume of fluid and gas and the depth of the well-than by the more usual method of installing a choke at the mouth of the well. Where possible it is becoming the practice to bring wells in through tubing, though in the majority of instances this is not feasible. In many instances it has developed, after a well has been brought in through tubing, that the tubing installed is either too large or too small for the most efficient operation or that the well had not been drilled deep enough. The equipment described in this paper, in the hands of experienced men, permits the tubing of these wells after they have been brought in, with the size of tubing then determined by actual observation to be best suited for each particular well, and with no danger of the well getting out of control, of catching fire, of drilling itself deeper, or of any loss of production. The deeper the flowing production with the consequent future higher lifting costs, the more essential it is that the size of tubing used be such as to give the best possible gas-oil ratio. The ability to bring in these deep wells through the casing and then, immediately after their completion, regardless of volume or pressure, to tube them with the size of tubing that permits the most efficient use of the gas present will doubtless save many dollars.
