THE modern smelting and refining of copper is distinctly an American development. The present demand for sound and perfect castings for rolling is due to the development of American industry. Prac-tically every article made from sheet metal or, for that matter, from any form of metal is made by mass produc-tion methods. Faulty material disturbs the orderly sequence of operations and in addition requires expen-sive inspection and unbearable rejection of finished product. This demand, therefore, is positive and will have to be met. Some mines produce ore that can be smelted and re-fined without the electrolytic process into satisfactory copper for the wrought metal industry, and some of these ores carry small amounts of impurities that are of use in hardening and toughening the copper. Most of the copper ore mined contains impurities that must be removed and, fortunately, precious metals which are separated at the same time make this re-moval profitable. The modern electrolytic refineries have their methods so well under control that the product meets all re-quirements without question if properly fire refined and cast. The "if" in this case is important, because there is evidence of carelessness or want of control at times in the material from some of the producers. It is nec-essary that the melted cathodes should be saturated with oxide to dispose of sulfur and that the copper should then be poled to the proper pitch or set. Sometimes statements leak out to the effect that it is unnecessary to oxidize completely the molten cathodes and a little less rabbling saves poles, which are expensive. The re-sult is that the rolling mill gets porous castings and produces seamy or slivered sheets or strips. The condition of the molds, their temperature, and the temperature of the metal are all important to good copper cakes, wedges, or wire bars. Cracked, and burned molds leave rough places and porous spots. Molds which are out of shape, or cracked, make shrink-age cracks which gap open when the castings are hot-rolled. Dampness means porosity. Drops of oil mean porous or honey-combed areas. Poor or irregular dress-ing means mold wash in the castings. Cold copper or slow pouring means cold sets.

The hydrometallurgical processing of an impure zinc oxide fume is described. Flowsheet includes roasting for fluorine elimination and countercurrent leaching to produce a neutral sulphate solution. This solution is combined with zinc sulphide leach solution for subsequent purification and electrolysis. Novel to the neutral leach step is the use of automatic pH control. THE electrolytic zinc plant of the Hudson Bay Mining and Smelting Co. Ltd. was erected in 1929-1930 to process zinc sulphide concentrates produced from ore mined at Flin Flon, Manitoba. Since 1930, production of high purity slab zinc has been continuous. In May 1951, construction of a fuming plant was completed and operations were started to recover zinc from copper smelter reverberatory slag. A second zinc-bearing material in the form of an impure zinc oxide fume was then made available for treatment. Coincident with the construction of the fuming plant, additions were made to the electrolytic zinc plant to recover the zinc in the fume as slab metal. The original plant capacity of 70 tons of slab zinc per day was steadily increased up to May 1951, at which time the daily production averaged 130 tons. With the advent of the fuming plant and the processing of zinc oxide fume, production was stepped up to the present capacity of 190 tons per day. Of this, approximately 48 pct is contributed by the processing of zinc oxide fume. This additional source of raw material has allowed a 20 pct cutback in mining and milling operations, thereby adding considerably to the life of the Flin Flon mine. Zinc sulphide concentrates are treated by the usual hydrometallurgical method. Details of this operation and plant were described by Carr and Reikie in 1935' and Kent in 1951.8 The impure fume is treated in two operations. First, it is roasted to eliminate fluorine. Next, it is subjected to a countercurrent leach with spent electrolyte to extract the zinc as a neutral zinc sulphate solution. During this leaching step, soluble impur-

This paper deals with an experimental study in the use of a preagglomerated burden as a means of increasing the production of sinter. The effect of a wide range of sinter burden was studied, including concentrates produced by a flotation process. Some of the important characteristics of a sinter bed are discussed along with the strength and reducibility of the sintered product. In recent years the use of sinter in blast furnaces has become increasingly important across the country—largely because of the demand for more hot iron from existing plant capacity and the increasing amount of fines in the burden materials available to the blast-furnace operator. Rickard, Denver, Colorado: The observations made by the author concerning the treatment of gold-bearing ores, deal with the subject only briefly and in a general way; but, coming from an authority, they invite comment. In stating the fact that a " finely-divided condition " is a necessary characteristic of ores containing free gold, the author must be refer ring to those mining districts only with which he himself is ac quainted. The statement would not be true of certain gold-mining regions in America and Australia. The ores of some Californian mines and the mill-stuff treated at certain of the mills of Clunes and Ballarat in Australia, and of Otago in New Zealand, contain the gold in a free but in a coarse state. Moreover, "reduction to fine sand and flour" is not required by certain ores, even though the gold be in a finely-divided condition. In such cases the gold becomes de tached from the quartz before the gangue has been pulverized into particles as small as those in which the gold occurs. The dry-crushing of free-milling gold-ores is onknown in the new mining regions of the world. It is not clear whether the author has in mind any European district in which such a process is in actual use. If he has, a description of the method and the results obtained would be very valuable. Dry-crushing is, other things being equal, twice as slow and twice as expensive as wet-crushing. In the case of free-milling gold-quartz it serves no purpose, since such ore does not carry sulphides which contain any large percentage of value, and which, by being slimed, may carry away part of that value. The dry-crushing of a free-milling gold-quartz would be considered an absurdity by an American metallurgist. If the ore contain "free gold only," why submit it to a further treatment, such as concentration, after its passage over the amalga mating-plate ? What does the author propose to concentrate ? Again, why anticipate the treatment of tailings by the McArthur Forrest, or some other process ? The satisfaction felt by a mill-man in saving gold by a subsequent treatment of the tailings from his mill appears to me to be like that of the man who shoots at a rabbit,

DETERMINATION OF SILICA OXIDE iron ores usually are found in intimate association with silica and phosphorus compounds. Their quantitative separation and purification sometimes present difficult problems to the chemist. Silicic acids may represent various degrees of dehydration. They are exeedingly weak, but combine with metallic oxides and form some of the most stable oxides in nature, the silicates. When iron ores are treated with hydrochloric acid, they yield practically all their iron. However, apart from rare exceptions, varying amounts of insoluble residues of silica, alumina, lime, magnesia and compounds of phosphorus, sulphur, titanium, chromium and others will be left. If the oxides of silicon, aluminum and titanium are present in small quantities, the insoluble residue is generally very small, but the presence of these oxides is more usual in larger quantities. Therefore, only a special treatment can break the bond between these elements. Ore Residues Acids remove the soluble constituent of the ore, leaving the insoluble residue, which chemically is rock or gangue and must be treated accordingly. Alkali carbonates are used frequently to break up the residue, but other fluxes have also been recommended, such as a number of lead and boron salts. The introduction 0f these salts, which offers certain advantages, requires, however, their removal before the other constituents can be analyzed, and this elimination is sometimes difficult. Usually in quantitative analysis silicates are dissociated by fusing them in a platinum crucible with sodium carbonate, thereby forming sodium silicate, Na2SiO3, sodium aluminate, Na2Al204, sodium titanate, Na2TiO3, and carbonates of other elements. All the carbonates are soluble in hydrochloric acid, but also some silicic acid is formed that must be rendered insoluble. To this end the solution is evaporated several times, as the first evaporation still leaves as much as 5 per cent of the silica soluble. Even after a number of evaporations, minute quantities of silica may be found with the iron and alumina present. Perchloric Acid as an Agent for Dehydrating Silicic Acid Perchloric acid, HC104, (60 per cent), has been used for years as a solvent, but few chemists have used it to dehydrate silica. It is derived from anhydrous perchloric C1207, which is most unstable and dangerous. Perchloric acid is a strong oxidizing agent, which boils at 203°C. It is more effective in rendering silica insoluble than any other known agent, and most rapid in action. The conservation of mineral resources as a public policy question has received a great deal of attention in the area of petroleum and practically no attention in other mineral areas, except, of course, soil and water. Some insights into mineral conservation problems and how these problems can be approached in the social decision-making process are significant. THE MEANINGS OF CONSERVATION Conservation means many things to many people .2, 11 Too often it is a label attached to a proposed program or policy to add respectability and to gain public acceptance. It is a term applied to specific resources in some contexts and to resources generally in other contexts. The oft-quoted comment of President William Howard Taft that conservation is something everybody is for, no matter what it means, succinctly illustrates the confusion over both the meaning of the concept and the policies required to implement a conservation program. This confusion goes quite deep and is more than a matter of semantics or emphasis. For example, the efficient exploitation of a mineral deposit which might be applauded as good conservation in terms of that mineral, might well result in destruction of or harm to the environment which might be viewed as bad conservation. Economics provides some tools to help solve this sort of problem, but there may be fundamental differences in value systems among groups in this society, so that ultimately society must collectively make a subjective political choice as to what is good or bad conservation policy.a An Economic Definition of Conservation The economic concepts of conservation have more relevance and are more easily applied to minerals than to many other natural resources. This does not mean that economics goes all the way in understanding mineral conservation, but at least it provides a framework for analysis which later can be altered to include noneconomic variables. Perhaps the greatest confusion in discussing mineral conservation arises in attempting to relate purely physical concepts with economic concepts. An economist is interested in maximizing or conserving values; he is not interested in maximum physical recovery or utilization. He wants to know the costs and benefits of using, or not using, resources. The economic theory of mineral-resource conservation can be labeled variously as the theory of exhaustion, the theory of resource exploitation, the theory of resource utilization, or simply as a special case of the broad theory of capital.4,28 Consideration of these labels illuminates the concerns of the econo-

Equipment for treating lead ores was added in 1905 to a copper plant which the United States Smelting Refining and Mining Co. had built in 1902 at Midvale, Utah, about 12 miles to the south of Salt Lake City. By 1906 the lead section of the plant had been rounded out and consisted of a 90-ton gravity concentrator, fifteen hand-rabbled reverbera-tory roasting furnaces, six blast furnaces, a briquetting plant for handling flue dust and fine ores, a regulus furnace for concentrating the low-grade matte made in the blast furnaces, and a baghouse. The copper section was later abandoned and the plant has been operated for many years exclusively as a lead smelter. Some 45 years had elapsed at the time this plant was built since the first attempts to smelt lead ores in the West, and lead smelting had become a large and profitable industry but fundamentally little that was really new had been developed, which could be embodied in a plant built in this period. Principles and tools to work with had remained much the same as those borrowed earlier from European practice. Capacities had been increased and there were mechanical improvements but hand charging was still in vogue and there was little attempt to recover suspended particles carried out with the furnace gases, beyond settling in flues, which usually was only partly effective for recovery of the coarser particles. Satisfactory roasting and preparation of the fine components of the charge were still partially solved problems. The Midvale plant of 1906 may be regarded as more or less typical of the smelting plant of this period for treating complex western lead ores as distinguished from the recovery of lead from the simple lead ores to the eastward. The operation of a concentrating mill directly in conjunction with a lead smelter was, however, not common practice. The ores treated in this plant have from the beginning come from mines owned and operated by the company or have been custom ores purchased in the territory tributary to the plant. The treatment of custom ores is an important service to the small producer who does not have sufficient tonnage to warrant a plant, and serves to increase the tonnage of the operator of large properties, thereby helping to reduce

Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment-of-royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them. Certain American operators bclieve that desulphurizing in the ladle offers a means of increasing blast-furnace and open-hearth yields with the possibility of improvements in quality of the steel. In fact, several producers have experimented with practically all of the known desulphurizing agents, including both standard grades of the alkalies and special preparations that have been offered from time to time during the past several years. Some of these are regularly being used today in large-scale commercial operations, with good results. Also, it is the practice to treat off-sulphur casts in the blast-furnace ladle at a number of plants. It is not known, however, that anyone in the steel industry (American) has ever adequately equipped a plant for desulphurizing blast-furnace metal in an efficient manner as regular operating practice. The purpose of this paper is to illustrate the importance of correct equipment and proper handling for obtaining uniform and efficient results. As will be shown, at the temperature of molten iron the alkalies are instantly neutralized by any free slag present, dissipating their desulphurizing value. Entrained silicates are rapidly washed out of the metal bath by the highly basic soda slags and will be satisfied ahead of desulphurizing reactions with FeS. More or less of the reagent will always be used up through reactions with the refractory lining. Desulphuriza-tion will be limited to the action of the free alkali then remaining in the slag. Causes for the erratic results generally found with desulphurizing tests in blast-furnace transfer ladles would include, among other things, variations in the quantity of furnace slag coming down with the metal, and differences in the percentage of kish and entrained silicates in the different casts. As the alkalies instantly unite with any free slags or silicates present, these, with any kish coming off, both dilute the reagent and reduce the surface contact between the slag and metal, thereby retarding the desulphurizing reactions.

It seems to me that uniformity of mining law in North America must of necessity start with uniformity in each country. I understand that the Provinces of Canada have the right to make their own individual laws and conditions, to prescribe the terms under which the prospector or the applicant for mineral titles may secure the same. That is not true of the states in the United States. In this country, the Federal Mining Law was made applicable to the public domain, which, at the time of the adoption of this Act in 1872, was chiefly west of the Missouri River; it is impossible to locate a mining claim in most of our eastern states. It is true, however, that there are certain holdover rights, mostly obsolete, arising from the fact that at the time of the formation of the Confederation of States, the land that belonged to each state became the property of the Federal Government. I am not quite correc-t in that, it was sometime after the adoption of our Constitution, I think it was 1778, but those rights were largely, by agreement, surrendered to the Federal Government; but it is a fact that the great acquisitions of territory in the West, with the single exception of Texas, were of domain that came into the possession of the Federal Government and our Federal Mining Law applies to that territory. No state has the right to (by legislative enactment) enlarge upon the rights given by the Federal Mining Law, governing the acquisition of mining claims in its territory, within its boundaries. Each state, however, may, and some of them do, limit somewhat the rights given to the prospector. For instance, the Federal Mining Law provides that a claim may be taken, staked upon the public domain, of 600 ft. in width and 1500 ft. in length. Some of the states, like South Dakota and Colorado, have at times said "that is an excessive amount of land for a single mining claim; we will therefore limit it to 300 ft. or 200 ft. in width." There is, therefore, not any direct and immediate need for uniformity of mining laws in the United States, such as there might possibly be if it were considered at all desirable upon the whole in Canada. The initiation of mining rights under the Federal Mining Act is the act of discovery of valuable mineral in place, referring now to the lode mining claims, but the same is true of the placer claim. Although a number of articles appeared during the war advocating the use of cadmium in lead-tin solders, very little information of value can be found in the literature regarding the properties of solders containing cadmium. In most of the published articles the cadmium seems to have been considered merely as a partial substitute for tin in a tin-lead alloy rather than as an essential constituent of a ternary alloy. The primary object of the substitution of cadmium for tin was to lessen the amount of tin required, at a time when the latter was scarce and high-priced, and thus to produce a cheaper solder. While this object was accomplished, the new properties resulting from a change from a binary lead-tin alloy to a ternary lead-tin-cadmium alloy were not given proper consideration in many cases. For the past few years, the American Smelting & Refining Co. has been marketing a very considerable amount of cadmium in the form of lead-tin-cadmium alloys for use as solders for certain special purposes, and the successful use of these solders suggested that if more extensive knowledge were available concerning the properties of lead-tin-cadmium alloys of various compositions their field of usefulness might be materially extended. The investigation described in the present paper was undertaken to obtain this information and, by means of tests under conditions approaching those of practical use, to determine the suitability of cadmium solders for various purposes. Characteristics and Requirements of Solders in General General Physical Properties.—When cast into bars, solder should present a smooth and bright appearance free from oxide inclusions and bubbles. Ductility should be as great as possible without sacrificing tensile strength, and vice versa. Hardness and specific gravity are not of any great importance. Melting Characteristics.—The melting or solidification range is important. This statement applies both to the extent of the range and to the actual temperature at which complete solidification occurs. A rather narrow solidification range is desirable in soft solders in order that solidification may take place quickly. The plastic flow of .molybdenum was studied in compression at temperatures below the ductile-to-brittle transition in tension. It was found that molybdenum is ductile in compression at all temperatures down to —196°C. The yield strength continues to increase with decreased test temperature below the tensile ductile-to-brittle transition temperature range. Difficulty was encountered in correlating the experimental data obtained with existing theories of plastic flow. THE body-centered-cubic metals as a group show a rapid and very large increase in yield strength with decreasing test temperature.' It is of fundamental importance to the understanding of the mechanism of plastic flow that this general characteristic be examined carefully. Unfortunately, brittle fracture in low-temperature tensile tests prohibits the measurement of flow properties at very low temperatures. By using compression tests, fracture can be suppressed and the plastic flow of the bcc metals can be studied far below their tensile ductile-to-brittle transition temperatures. Molybdenum was chosen for this experiment and plastic-flow data were obtained down to —196°C.

W. P. Blake, Shullsburg, Wis.: I desire to express my admiration of Prof. Posepny's memoir, and particularly of the charming manner and spirit of the introduction. With respect to his mention of the ore-deposits of Missouri and Wisconsin, reference may be made to my paper presented at this meeting (Trans., xxii., 621)) showing the existence of dislocations and breaks in the bedding, and their apparent close relation with the localization of the ore-deposits as claimed by Dr. James G. Percival, and also so claimed by Dr. Jenney in his paper before us (Trans., xxii., 171). I have in my paper given reasons for believing that the zinc- and lead-ores in the strata above the compact Trenton limestones were formed by lateral secretion and concentration from above downwards, substantially as shown by Prof. J. D. Whitney, and not by the ascent of solutions through the fissures, as Prof. Posepny (p. 304) seems inclined to believe. In regard to the contemporaneity of the ore and the rocks, and in favor of a later introduction of ore through fault-fissures, Prof. Posepny (p. 310) cites the influence of these fissures. In my paper, already referred to, I have endeavored to show how faults may have influenced the deposition of ore without being themselves channels for the flow of mineral solutions, and how they may have caused the contemporaneous formation of metallic sulphides from sea-water in the body of a forming rock; the faulting fissure being formed at an early period in the foundation rocks, and probably continuing to be a plane of break and movement in the deposits of later formation.

This paper describes the development of a generalized integral-Wofile method for the analysis of heat transfer dwing solidification. The method is extremely flexible, and can be applied to a wide range of situations. This flexibility has been achieved by characterizing the solid metal layer in terms of two parameters, and by developing two simultaneous nonlinear differential equations for these parameters in terms of the heat fluxes crossing the boundaries of the solid layer. The use of these equations is illustrated in a series of examples which involve the solidification of pure metals at zero superheat cooling under different conditions. The simplicity with which the method can be extended to treat more complicated jwoblems is illustrated in a further example which involves natwal convection effects in the liquid metal. ThE rate at which molten metal solidifies in an industrial casting process, and the structure of the cast product, are both controlled by the rate at which heat can be removed from the casting. A knowledge of heat transfer rates is thus essential to the control of the process and to the control of the structure and soundness of the final casting. Heat transfer rates during real solidification processes cannot be predicted by formal mathematical techniques, however, because nonlinear boundary conditions are involved. Approximate methods are normally used, and these have included electrical and hydraulic analogue techniques, finite difference methods, and the integral-profile method. Considerable effort has been devoted to the development of the first two techniques, but the integral-profile method has been used very little so far. This is unfortunate because the method is capable of providing relatively accurate solutions for the heat transfer equation during solidification without involving large amounts of computer time. A further advantage of the method is its flexibility, although this is not apparent from the integral-profile solutions that have been developed to date. These solutions have been derived for the solidification of molten metal at zero super-heat under cooling conditions involving either a constant heat flux from the cooled surface;' a constant heat transfer coefficient at the surface,'-3 or a specified variation in the surface temperature.4,5 A generalized integral-profile method is presented in this paper which can be used to predict unidirectional solidification rates under a very wide range of more realistic cooling conditions. The use of the method is illustrated in a series of problems involving pure metals, or skin forming alloys, solidifying at zero super-heat. However, the principal advantage that this method has over the previous integral-profile methods is the ease with which it can be extended to treat more complicated solidification problems. This is illustrated by considering a problem in which super-heat is liberated from the liquid metal by natural convection during the solidification process. In the final section of the paper the generalized method is compared with previous methods used to predict solidification rates and its extension to more complicated solidification problems is briefly discussed.

In fact, several producers have experimented with practically all of the known desulphurizing agents, including both standard grades of the alkalies and special preparations that have been offered from time to time during the past several years. Some of these are regularly being used today in large-scale commercial operations, with good results. Also, it is the practice to treat off-sulphur casts in the blast-furnace ladle at a number of plants. It is not known, however, that anyone in the steel industry (American) has ever adequately equipped a plant for desulphurizing blast-furnace metal in an efficient manner as regular operating practice. The purpose of this paper is to illustrate the importance of correct equipment and proper handling for obtaining uniform and efficient results. As will be shown, at the temperature of molten iron the alkalies are instantly neutralized by any free slag present, dissipating their desulphurizing value. Entrained silicates are rapidly washed out of the metal bath by the highly basic soda slags and will be satisfied ahead of desulphurizing reactions with FeS. More or less of the reagent will always be used up through reactions with the refractory lining. Desulphurization will be limited to the action of the free alkali then remaining in the slag. Causes for the erratic results generally found with desulphurizing tests in blast-furnace transfer ladles would include, among other things, variations in the quantity of furnace slag coming down with the metal, and differences in the percentage of kish and entrained silicates in the different casts. As the alkalies instantly unite with any free slags or silicates present, these, with any kish coming off, both dilute the reagent and reduce the surface contact between the slag and metal, thereby retarding the desulphurizing reactions.

Leasing is not a new phenomenon. Experts have identified its origins as early as biblical times. It is a method of finance that has grown rapidly and is now used in most countries, including those of South East Asia, South America, the Middle East and even the People's Republic of China. Internationally, the leasing world divides fairly easily into two groups and this is determined, by and large, according to whether a country has Anglo-Saxon origins or not. Most of the Anglo-Saxon countries have seen tax-oriented leasing become a sophisticated means of financing the acquisition of large and costly items of equipment and large projects. Countries such as France, Spain and Japan have a highly developed leasing industry but it is not tax-oriented. This paper will not address leasing of this kind. LEASING - THE CONCEPT Wide acceptance of leasing as an alternative for financing capital equipment has grown with the recognition by the users of equipment that it is use and not ownership that generates profits. Whilst this seems obvious, memories of repossession of assets during the Depression and attitudes towards leasing as "last resort financing" have raised strong philosophical resistance that has only recently begun to be overturned. A financial lease is a commitment by way of contract between a user of equipment (lessee) and a financial owner (lessor) under which the lessee makes a series of payments in return for use of the equipment. The lessee is acquiring economic value associated with ownership but not ownership of the equipment itself - that remains with the lessor. A lease is a method of financing the use of an asset; other methods finance the assets themselves. It is the taxation aspects that then become important. The lessee is giving up some or all of the taxation benefits of ownership such as depreciation and investment tax credits. The lessor claims these benefits, as he is entitled to do as owner, and takes them into consideration when determining the level of lease payments that are necessary to generate his required rate of return. These lease payments are, of course, lower than they would have been without those taxation benefits. The lease payments themselves are fully tax deductible. This is tax shelter leasing. The lessor is acquiring taxation deductions that are applied fully and immediately against his other taxable income so as to reduce the amount of tax he is to pay to the revenue authorities. It is this concept that makes financial leasing work. Governments provide incentives by way of tax concessions to encourage capital investment. Governments presume that prudent capital investment will offer employment opportunities, generate sales and streamline economic activity. These, in turn, will lead to the collection of government revenue. It makes no difference at all whether these incentives are claimed by a commercial or industrial owner/user or by a financial owner who makes equipment available for use by industry. Rather, the issue is to ensure that if an incentive is available, it is used so as to achieve its desired results. No greater or lesser incentive is available for leasing and leasing does not misuse the taxation aspects of equipment ownership. The critical issue is whether the full value
