OUR mineral-land laws need revising so as to provide definite title at the outset to the mineral deposits within any definite piece of land. The laws as they now stand, especially those applicable to lodes, breed uncertainty as to rights of possession prior to patent; and to my mind this is the worst feature of all, worse even than the apex bugbear. It is now almost impossible for anybody to tell with certainty what mineral rights exist within any area that is not covered y patent, or whether any valid rights exist at all. Our system is unique in permitting individuals to appropriate and exploit mineral lands of the public domain without notice of any kind to the Federal government, and to relinquish them without any ceremony at all. The result is a clouded record that cannot be cleared' up until each claimant is put to some sort of final proof. In order to accomplish this, new Federal legislation will be required. The requirements for a mineral survey and the proceedings for patent have always been cumbersome and expensive; and perhaps out of regard for the poor claim owner, who can ill afford the outlay for that sort of thing, the law does not require him to go through it unless he chooses to do so. Consequently, every active mining district has become encumbered with tangled groups of doubtful or conflicting locations, whose rights and boundaries, when any valuable ore is found, must usually be determined by lawsuits that are as expensive and as distressing as the stakes are high. So deeply has litigation entered into our mining system that a claim whose rights have never been disputed would probably be set down offhand, y a miner of the old school, as of no value. Think of the litigation over rights of possession on the Comstock lode-12 leading companies involved in an aggregate of 245 suits within a period of less than eight years! Ambiguous local records; the chance of erroneously placed or obliterated monuments; doubt as to the sufficient performance of the statutory annual labor; uncertainty as to prior conflicting or overlapping locations; anxiety as to the changing attitude of the Department of the Interior and the Forest Service-such considerations as these make an unpatented mining claim an unclean thing in the eyes of possible investors. Because no rock outcrops exist in the Cuyuna district, it is necessary first to make a magnetic survey with a dip needle, or possibly with a sun-dial compass, and determine the area or belt of magnetic variations and the maximum lines of magnetic attraction. A dip-needle survey is quicker to make, is sufficiently accurate, and will suffice. Regardless of how poorly defined the magnetic attractions may be, it is important that they be determined. Even if drilling has developed ore on an adjoining property, the survey should not be omitted. Iron-bearing formation is indicated by the magnetic attractions, but whether or not ore exists must be determined by drilling. The maximum line of magnetic attraction offers the best place to begin drilling. If no magnetic attraction exists, nearby developments are the only guide; and if these also are lacking, drilling is governed by guess. Test-pitting is not employed in exploratory work because the surface is too deep. Tunneling cannot be used because the topography is not suitable. Exploration shafts are a waste of time and expense, because from every standpoint drilling with churn and diamond drills is the most applicable method for exploratory work. Light drilling equipment only is needed. Rarely have heavier drills been required, for seldom do holes exceed 400 ft. in depth, and about 100 ft. of this is in glacial drift which is easy to penetrate. The deepest hole is 1023 ft. Because of the steep inclination of the strata and the narrowness of the orebodies, many angle holes have been drilled, mostly at 60' to 70" from the horizontal and against the dip of the formation. Angle holes are most advisable. If after initial drilling the beds are of shallow dip, vertical holes or holes of any angle can be used. The total cost of drilling a property is much greater if only vertical holes are used because more holes must be drilled to obtain the requisite information than when angle holes are used. Many tests for variation in angularity of a finished hole have seldom shown more than 2'; therefore, such tests may with safety be abandoned. Because the orebodies are generally about 100 ft. wide and cross a 40-acre tract at a slight angle, and as the dips are usually about 70"

During the year 1878-79, Anton Eilers, who was then interested in the lead smelting and refining business near Salt Lake City, Utah, made a somewhat radical departure from the regular practice at that time, which was to use but little lime in the slag, with a high percentage of iron. Lime was not only a cheaper flux than iron, but it enabled the metallurgist to make a more siliceous slag, an economical advantage in smelting where the smelting companies had to purchase either iron or lime to neutraiize the excess silica, and penalize the ore shippers accordingly. The larger amount of both lime and silica in the slag also made it of lighter specific gravity, and a better separation of the metals and mattes was secured. This change in the formation of slags for lead smelting was brought about by Anton Eilers, prior to the Leadville mining excitement of 1879.. We must also give Mr. Eilers credit for the general introduction of the hollow water-cooled cast-iron jacket for the blast furnace. Again referring to the use of more lime and less iron in the formation of slags, there is no doubt but that it prevents the formation of a great many so-called "sows" in the lead crucible, such as were made in the early history of lead smelting in the Rocky Mountains; these sows consisted of lead, iron, arsenic, sulphur, copper, and other metals, including gold and silver, mixed with unconsumed fuel, and often, after vain attempts to cut them up or melt them to a suitable size for handling, were buried in the slag dumps to get them out of sight. Another advantage derived from the adoption of high-lime slags when smelting ore containing arsenic is the production of less speiss (a byproduct heavier than matte, resulting from careless operation of the furnace, in the lead being driven out of the crucible and sows built up). This speiss, while usually not as rich in precious metals as matte made at the same time, is too valuable to be thrown away; but it is difficult to treat, and it was thrown away or piled on the slag dumps in the pioneer days of lead smelting in this country. Because of the necessity for taking regularly occurring open-flow tests in prorated high-pressure oil fields, much gas is turned to atmosphere by way of vertical vent lines leading away from the oil and gas separator. In the past, measurement of such gas has been accomplished by several methods, usually by use of the open-flow Pitot tube. The use of the closed-flow Pitot tube has been avoided apparently chiefly because the ordinary vent-line hook-up makes it necessary to apply the instrument closer to a bend, valve, or obstruction in the pipe than is recommended by rules of good practice. The many advantages that would result from the application of the closed-flow Pitot tube prompted investigation of the actual effect upon quantity rate of flow measurements computed from data obtained with the tube in a normal working position, which is closer to the tee at the base of the vent riser than is usually considered as giving highly accurate results. An effort Was first made to compare the results thus obtained to those under ideal conditions and at high velocities To make this comparison, knowledge of the characteristics of gas flowing at very high velocities is essential. Research for such information indicated that little or no work had been done that would give data necessary for such a comparison, therefore the problem was changed to a test designed to determine the relationship between quantity rates of flow as measured by an orifice meter and a Pitot tube placed at the center of a pipe eight diameters from a tee or ell at the base of a vent riser, through which gas is flowing under low pressures at very high velocities. To determine this relationship, a series of tests was run on a number of 8-in. iron-pipe vent riser., in which the Pitot tube data were taken at the position as stated above. Gas from a wet-gas gathering system was passed through an orifice meter setting and thence to atmosphere by way of the vents. Data were taken simultaneously from the orifice meter and Pitot tube from which computations for comparisons were made. The actual method of comparison is discussed later in this paper. RESEARCH is defined, scientifically, as a "sys- tematic investigation of some phenomenon, and also a search for hidden treasures." Chemists tell us that the hidden treasures of petroleum are far richer than the .products which have been best known to us. However, these secrets will be discovered only through intensive and systematic, as well as scientific, industrial research. Indeed, the scope of the subject is so great that such an intensive research program should be assumed by a centralized organization supported by the petroleum industry as a whole. Such organization would assume the responsibilities for investigation of new products and development of markets for such products. Gasoline, the chief product of the petroleum industry, has become a cheap commodity. The continual un-controlled overproduction of crude petroleum, the in-tensive competitive condition in the marketing of petro-leum products and the increase of refining efficiency and installing of cracking facilities, have all combined to lower the market value of gasoline. The lower cost of gasoline has all been passed on to the purchaser in the form of lower prices so that today the most important product can scarcely be manufactured at a profit. In other fields, manufacturing industries have diversified their products when faced by a similar situation. Thus, they have been able to widen their marketing outlook. Why cannot the petroleum industry employ the same tactics ? Right now we are hearing much discussion concerning the development of a wider market for existing petro-leum products and new products for existing or prospec-tive markets. For instance, we can cite recent develop-ments for use of propane, butane, and ethylene. Butane has been found to be an efficient and inexpensive re-frigerant, especially adapted to home refrigerating sys-tems. Propane and butane fractions of natural gasoline may be shipped under pressure and may be used as a substitute for acetylene in cutting torches in connection with oxygen. There is a possibility of substituting butane for gas oil in the carbureting of coal gas, as we know that butane contains practically the gas enrich-ment as the same volume of gas oil and should prove to be a superior product for this function. Ethylene, a hydrocarbon present in cracked gases, is finding an outlet for the artificial ripening of green fruits. The following table . shows the more general use of petro-leum products as now established.

INTRODUCTION A very important key to the success of an in-situ leach venture is proper choice of well field chemistry, in which type and concentration of oxidant plays a significant role. For proper design of well field and plant, an engineer must be able to estimate uranium production levels and their change with time. The rate controlling step in the uranium leach process is generally acknowledged to be the oxidation step (Goddard and Brosnahan, 1980; McKnight and Anthony, 1979; Mays, 1979). Uranium head grade is very dependent upon concentration of oxidant injected into the ore zone. If oxidant levels are too low, uranium production requirements will not be met; if levels ate too high, excess oxidant will be wasted in side reactions with gangue material and leach economics will suffer. To date, no reliable laboratory technique exists for generating data easily translatable to field conditions. Empirical correlations based upon lengthy field testing have been the major tools avail- able to the design engineer to date. During the past five years, FMC has developed lab- oratory techniques for studying uranium leach chemistry under conditions simulating as closely as possible the field situation. Both agitated batch and consolidated core leach procedures have been developed. Results of FMC agitated batch studies are described in detail in a companion paper (Carlson, et. al., 1980). This paper will focus on the technique developed for leaching consolidated undisturbed core under simulated down-hole conditions. Through use of a follow-up computer model (Winkley, 1980), generated data can be translated to expected field response, thus providing the design engineer with valuable information in a relatively short period of time. CHEMISTRY In addition to uranium (+4), other oxidant-consuming species present in uranium ore are iron sulfides and carbonaceous material. Iron sulfides are usually present in concentrations far exceeding those of the other two materials and, therefore, represent the major oxidant-consuming species present in uranium sandstone ore. Previous studies (Carlson, et. al., 1980) have shown that iron sulfides exist in both Texas and Wyoming ores as a mixture of pyrite and marcasite (FeSz); furthermore, uranium mineralization (existing as uraninite) was shown to exist as a fine granular material coating or imbedded in iron sulfide crystals and sand grains (i.e. quartz and feldspars). The production of petroleum in Venezuela during 1931 was approximately 118,767,000 bbl., a decrease of 18,904,000 bbl., or 13.7 per cent, compared with the previous year. This is the first break in production, which has risen steadily since 1920, and is attributable to restriction of output and drilling operations, in harmony with lessened demand, rather than to any real decline in potential production. Venezuela ranked third among the world's producers, having lost second place to Russia. The Bolivar coastal fields, which were extended approximately 14 miles southward during the year, continued to supply most of the oil. La Concepcion, Los Manueles and Quiriquire all showed marked increases. A new field of light oil was discovered on the north coast near Puerto Cumarebo, State of Falcon. Exports declined 15.7 per cent, from 137,377,000 bbl. in 1930 to about 115,800,000 bbl. in 1931. Crude oil in storage at the end of the year amounted to 7,450,000 bbl., a decrease of 2,150,000 as compared with 1930. Tankage utilized is about 40 per cent of the available space. A drastic decline in drilling activity reduced the number of wells completed in producing areas from 401 in 1930 to 116 in 1931. Only three wells were drilled in the Lagunillas field proper, but, the amount of closed-in production and proven acreage gave assurance of a satisfactory potential output. Of the 1580 wells drilled to the close of 1931 in the producing areas of the Bolivar Coast, 631 were active and 853 were closed in; 96 had been abandoned. The status of the active wells at the end of 1931 was as follows: flowing, 331; pumping, 99; gas-air lift, 201. Producing wells closed in numbered 452; workovers, 8; totally inactive, 393. Lago Petroleum Corp. and Venezuela Gulf Oil Co. placed in operation the first units of their electric power plants, the former at Punta Gorda and the latter at Las Morochas, and are replacing steam power in their operations as rapidly as possible. Compressor stations were also installed for use in connection with air-gas lift operations. A considerable volume of gas was treated in gasoline extraction plants, the tail gas being recom-pressed and utilized together with natural high-pressure gas, for stimulation of production.

HOW the Engineers' Memorial clock and carillon at Louvain has impressed the people of that city is indicated by the following letter sent by the Secretary of the University of Louvain to the Secretary of the United Engineering Society. We are still full of the memories of that splendid July 4, when we came into such .delightful contact with our American friends and more specially with the representation of the engineering societies of the United States. It was a great joy for all the members of the University to see those, American friends who have given to us such a splendid memorial in honor of- the brave men who fell in the Great War.

PROGRESS in health and safety in the mining field has been greatly affected by war conditions. Some of the instruments commonly used in ventilation and dust prevention work have been practically unobtainable. Much equipment, such as fans, has been purchasable only when it was possible to make positive statements to the effect that it was absolutely necessary for the production of definite quantities of materials essential to the war. Even then, long delays were usually experienced in obtaining such equipment from the manufacturers. These circumstances have, of course, not been conducive to the development of new and better methods, though attention has been directed by governmental agencies towards the recognition of existing hazards to which little attention had previously been paid.

REPORTS from smelters show that all were so occupied with the in- creased production called for during the first half of the year that little time was devoted to metallurgical developments. Improvements which have been made such as gas-firing and other alterations ill the reconstructed Hayden smelter, will require time for reporting. The labor situation at all plants held the most prominent place and put all other problems in the background. Coming events of considerable importance concerti the construction of two new smelters. The Chino unit of Nevada Consolidated which has long had its concentrate smelted at the El Paso plant of the American Smelting and Refining Co. is constructing its own smelter at the property in New Mexico. The newest Phelps Dodge development of the Clay ore body at Morenci, Ariz., will call for another new smelter.

In the study of the chemical reactions orcurring in the open-hearth furnace, it is frequently assumed that a condition of equilibrium between slag and metal is attained. In order to test this assumption it is necessary to have dependable operating data as well as an exact knowledge of the equilibrium state. Considerable progress has already been made in the study of slag-metal equilibria, notably in the earlier work of Hertyl and of Oberhoffer and Schenck2 and in the more recent researches of Krings and Schack-mann3 and of Koerber and Oelsen.4 None of these investigators, however, have employed basic slags comparable to those encountered in basic open-hearth practice, so that up to the present time our only information regarding the equilibria of these slags is based upon observations drawn from steelmaking practice in which there is little assurance that actual equilibrium was attained. The original plan of this investigation was to secure simultaneous slag and metal samples at intervals during the making of an open-hearth heat, recording the heat history in detail and obtaining complete allalyses of slag and metal, then to bring these slag samples into equilibrium with liquid iron in the laboratory induction furnace and thus to determine directly whether or not the observed relationships in the open hearth represent conditions approaching equilibrium. This plan was only partly successful. While slags were obtained from the open hearth under satisfactorily recorded conditions and these were re-melted in the laboratory under equilibrium conditions, changes in slag composition, which accompanied the remelting operation, were so great that the final slag from the induction furnace bore little resemblance to its open-hearth parent and the direct comparison was therefore abnndoned. The results, however, lie within a range of slag composition that is of interest in the making of low-carbon steel. As far as we are aware, they represent the first published laboratory study of equilibria involving slags that contain all the con stituents of basic open-hearth slag. Experimental Heats The first set of measurements on slag-metal equilibrium was made in the Research Laboratories of the American Rolling Mill Co, at Middletown, Ohio. This will be known as series A. The second set was made in the Metallurgical Rescarch Laboratories at Massachusetts Institute of Techology, and will be referred to as series B.
