Discussion of the paper of R. H. RICHARDS and BOYD DUDLEY, JR., presented at the New York meeting, February, 1915, and printed in Bulletin No. 97, January, 191.5, pp. 67 to 72. R. H. RICHARDS, Boston, Mass.-I believe that the manner of working for efficiency in almost all lines is to study the conditions of highest efficiency, and then to measure what is being clone. We can then see how near we have approached the highest efficiency. Spigots in practice often use many times the water theoretically needed. There are places where that is necessary for safety reasons. There are, however, places where it is unnecessary, and in these places it seems to me that this work of Mr. Dudley's will be a great help to the mill man to arrive at the greatest economy of water and highest efficiency. PREVIOUS research has shown that cast molyb-denum has good ductility at room temperature if the metal is sufficiently pure. In practice, however, it is very difficult to reduce the impurity content of molybdenum to a few parts per million—the maximum content of impurities allowable to obtain reasonable ductility in coarse-grained molybdenum. Also, subsequent fabrication may reintroduce enough impurity to damage ductility greatly, unless extreme precautions are taken to protect the metal during working. The major impurities which embrittle molybdenum are oxygen, nitrogen and, to a lesser degree, carbon. It is reasonable to assume that the harmful effects of such impurities might be neutralized by small amounts of alloying additions. The desired alloying elements would be those which might fonn stable metal oxides or nitrides that would not be harmful to ductility, or thosewhich might increase the tolerance of molybdenum for oxygen and nitro-

There was once a speculative period of interest in small mining companies that is commonly referred to as "the uranium boom of the 50's." In the late 60's, there was a second mining stock boom: it centered around uranium and silver, when silver had reached a new high of $3.60. In the mid 1970Js, there may be a new boom in the making, and it appears that substantial public and institutional interest in mining equities will finally result in a viable long-term capital market rather than the boom-or-bust pattern of the 50's and 60's. The reason for Wall Street's renewed interest in mining is understandable: most mineral commodities have recently gone up in price. Domestically, these price increases have come in the wake of the inflationary spiral unleashed by years of unbridled government deficit spending and erratic fiscal and monetary policies. Internationally, of course, the biggest push for higher prices has come from third-world countries whose primary income derives from indigenous natural resources. Many of these countries-whose fiscal and monetary policies haven't been models of excellence either-have attempted to cope with the worldwide economic mess by forming cartels that could control the price of commodities. What's happened to petroleum is well-known; what's happened to copper, bauxite, phosphate, and uranium is part and parcel of the same syndrome.

Mining companies are unique in that they extract mineral resources and must therefore deal with ecological disturbances and other special problems. Like most enterprises, however, their primary motive must be to make money. The problem of mining investment starts with the question of what "make money" means. This article proposes an answer consistent with what economists call the theory of the firm and then applies it to two of the common, and perhaps unrecognized, problems connected with min¬ing investment. In essence, the concepts presented here call for thinking to terms of the income change associated with a given change it outlays or operating procedures To illustrate. ABC Distributing Co. has just discovered the power of advertising. It has raised its annual advertising budget from $25,000 to $50,000, and sales have, zoomed from 250.000 to 350,000 units. The company buy, for 50e per unit and sells at $l. This move has produced $50,000 of operating income for $25.000 in additional advertising expense. This looks great, so the next year the advertising budget goes up to $100,000. Sales go to 440,000 units. With 90,000 more units at 50[c] per unit, ABC sales are up by $45.000. Its advertising costs, however, went up $50,000.

As a result of the 1972 Buffalo Creek disaster, the Mining Enforcement and Safety Administration (MESA), now the Mine Safety and Health Administration (MSHA) initiated the draft of new federal regulations to deal with the mine waste impoundment and refuse pile problems. Public hearings were held and finally promulgated in October, 1976. As stated in 30 Code of Federal Regulations 77.214-216, the complete engineering design plan which is mandated by the regulations has to be approved by a coal mine health and safety district manager. During the past 18 months MSHA has gained considerable experience through the submission, review, and approval process. This report indicates the procedures, general design criteria and inspection requirements for submission of engineering plans to be approved. In particular, problem areas encountered most frequently by both operators and MSHA will be discussed. Only through diligent efforts by the operators, consultants and government, can we hope to accomplish the common goal to improve the safety of operations.

Locality and Geological Occurrence. The Alpine region of Southwest Colorado, comprising the San Juan and Uncompaghre Mountains, is composed of a deeply eroded sheet of acid eruptive rocks, overlying in part gneissic sehists, and in part limestones and sandstones, including portions of the Silurian, Devonian, and Carboniferous systems. The section is clearly and beautifully exposed along the Uncompaghre River from its headwaters to its exit from the mountains. The river's course from the town of Ouray towards the Los Pinos agency is due north, and four miles from Ouray, in this direction, the Uncompaghre receives from the east the Red Cafion Creek. Following up the narrow caftan we find the section through white.. sandstone in strata dipping to the north and west, and belonging either to the lower or middle Devonian system. Presently the steep cafion-liko character of the ravine gives place to more gentle slopes, and we have entered crystalline rock-porphyry. The contact is well marked, for the sandstone, to a depth of from six to ten feet, resembles quartzite, i. e., is semifused. Ascending still higher, a small

A methodology was developed wherein the increase in compressive strength, mineralogical changes, and pore water composition were studied simultaneously as a function of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. The specific data are applicable only to the material studied. But the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

The year 1941 was uneventful in oil and gas development in Missouri. No new pools were opened and several areas with promising structures, in the northwestern part of the state, were disappointing when drilled. In looking for an explanation of these failures, it is suggested that it will be necessary to find areas in which the lower beds of the Mississippian are upfolded, in order to obtain production in northwestern Missouri. To do this, geophysical exploration or test drilling far enough into the Mississippian beds to get cores or cuttings of definitely established age appear to be the best methods. Although not leading to new production, drilling in Missouri established two new state records, one for depth and another for the amount of rotary drilling. An important well† in sec. 24, T. 19 N., R. 11 E., Pemiscot County, in the southeastern corner of the state, was drilled with a rotary to 4740 ft., several hundred feet deeper than any previous hole. The total footage drilled by rotary rigs of various types was 31,135 ft. and that by cable tools, 29,166 feet. The total number of completions was 85, of which 18 were gas wells with an initial open-flow capacity of 12,528,000 cu. ft., and 67 were dry holes. Of the latter, 19 were drilled into Mississippian or older formations. Table I gives a summary of activities by counties.

The following communication was recently sent President Wilson by J. Parke Channing, Chairman of the Engineering Council: The transportation systems of our country are largely the creations of its professional Engineers. This statement can be made without disparagement to the statesmen, the financiers, the manufacturers, the lawers, the educators, the mechanics, the laborers and many others, who, with the Engineers, have contributed to the development of transportation. Through all stages of preliminary exploration, final survey, construction, upkeep and operation, in financial management, and in adjustment of the relations of transportation to the public, the genius and knowledge of the Engineer are essential. Not only in technical physical matters, but also in determinations of policy, his contributions have supplemented and must ever supplement those of other men. These declarations hold good for all the carriers of commerce, by rail, by highway, by water, by pipe-line, by wire, or by air. Hence, it follows that the body established by Government to regulate the commerce, the carriers and the ways of communication, embracing so many engineering features, should number among its nine members, men of engineering training and experience. Engineering Council, being aware of a vacancy on the Interstate Commerce Commission, begs leave to request the Chief Executive that in filling this vacancy, he give earnest thought to the selection of a man who, to his other qualifications, adds the training and experience of an engineer familiar with transportation problems.

HENRY M. Howe, Bedford Hills, N. Y. (communication to the Secretary.) +-Mr. Johnson's explanation, that the rounding of the graphite masses in oxygen-bearing cast iron is clue to their being in part re-precipitated after re-solution in forming carbonic oxide temporarily with that oxygen, is certainly most attractive and suggestive. It remains to be shown whether this rounding occurs also when 'the solidiification is too rapid to permit this process to goon. J. E. Johnson Might easily test this by casting a single ladleful of his oxygenated iron in masses of varying size. If' this present hypothesis is true, then the rounding ought to increase progressively with the size of the casting, and with the distance from the outside, that is to say with the time available for re-solution and re-precipitation. I question whether a like benefit is to be expected even on this hypothesis, from the oxygenation of steel. The spheroidizing of graphite does good because graphite itself is so weak. But the constituent which can be spheroidized in steel is its cementite, which is a source of strength. Lamellar pearlite, in which this cementite in effect forms long dendrites, is far stronger than divorced pearlite, in which these dendrites have been broken up into spheroids. Even the surfaces of contact between ferrite and cementite are probably sources of strength because of the amorphous iron which probably fills them.

In July 1946 President Truman approved the stock- piling act providing for the accumulation of stocks of strategic minerals in which this country is deficient. Congress also provided huge sums for the purchase of these materials to initiate the program. In order to meet anticipated stock pile goals it will be necessary for the United States to import very large quantities of 70 strategic materials, by far the largest items being minerals and metals. There are no priorities of relative importance in the list, as the lack of any single item may cause industry to fail in its part in national defense. Stock piles of material in a form as close as possible to the ultimate fabricated state represent not only the actual material physically on hand but also "canned" labor, transportation, smelting, refining, and all other steps. Central and South America, together with Canada and Newfoundland, in their normal capacity as sources of supply will be called upon to furnish a sizable pro- portion of the total requirements. No special measures should be arranged for this purpose; it will be more practical to make purchases in accordance with the availability of materials of desired quality, not by reference to geographic area. Much has been said in the past, and may be repeated in the future, concerning the desirability of hemispheric self-sufficiency-both from a resources and from a military security viewpoint. Growing demand for conventional crude oil in North America in the face of diminishing sup- ply is bringing about increased interest in synthetic fuels. With one commercial plant already in full production, another in the planning and engineering stage and still others being seriously considered, the Athabasca tar sands are proving to be a leading center of interest. Here, and in the closely related deposits, reserves in place total over 700 billion barrels.' When and if fully developed, Athabasca tar sands could make both Canada and the United States substantially independent of all off-shore supplies of crude for many years to come. Its product, a high-quality, low-sulfur synthetic crude, is beginning to enter the market place at a most favorable time. Oil Deposit The main body of Athabasca tar sands, about 250 miles northeast of the city of Edmonton, are centered in an area of something over 12,000 sq mi. The deposit runs as high as 250,000 bbl per acre and the average richness is placed at 100,000 bbl per acre. Of the over 700 billion bbl in place, 400 billion bbl of raw oil are considered recoverable from which 300 billion bbl of upgraded synthetic crude are expected to be produced.' In the deeper zones, thermal stimulation is considered the best approach to recovery, while in the shallow areas several surface mining techniques are deemed practical.

In 1972 a major renovation of the flotation and regrinding circuits was completed at Kennecott Copper Corporation's Chino Mines Division concentrator at Hurley, New Mexico. At that time a new lime distribution and control system was placed in operation. Lime is used to depress pyrite, and flotation at a high pH or alkalinity is required for optimum recovery of principal copper minerals, chalcopyrite and chalcocite with good rejection of the pyrite. Regrinding is also required to liberate chalcocite, much of which occurs as intimately associated chalcocite-pyrite middling grains. Accurate control of the lime addition is necessary to obtain both optimum metallurgy and minimum lime usage. At low pH levels, flotation cell control is difficult due to excess froth, but excessively high pH levels can go unnoticed because froth characteristics do not change from those experienced at the desired pH. With manual control of the lime addition, the desired pH can be exceeded for periods of up to two hours. Test Work Plant test work on a lime control system using conventional pH probes gave disappointing results with high electrode maintenance and poor control characteristics. For example, the rougher flotation cells are operated at a pH between 11.4 and 11.6 and the probes required cleaning at least once a day, and occasionally every shift. These high maintenance requirements were considered unreasonable for a plant-wide system using six or more control loops.

Manganese deposits discovered in Maine may solve one of the problems facing the steel industry today. Diamond drilling is scheduled to start in Aroostook County to determine whether the ore is of acceptable grade. The Bureau of Mines estimates the deposit contains several hundred million tons. If true, it means about a 30-year supply. The steel industry presently imports about 90 pct of its needs. Noranda Mines, Ltd., is planning a sulphur-iron plent for Ontario's Niagara Peninsula. Although contracts have not been signed, a substantial agreement has been reached with American Cyanamid, Ltd., whereby the Noranda plant would be constructed adjacent to Cyanamid's chemical plant at an estimated cost of million. The unit would treat approximately 100,000 tons of pyrite concentrate annually. San Manuel Copper Corp., wholly-owned subsidiary of Magma Copper Co., is asking the RFC for a $111.28 million loan for development of a copper orebody in Pinal County, Ariz. The property s said to be capable of producing 10 million tons of ore annually. San Manuel plans to construct facilities for processing 30,000 tons of ore and for smelting 800 tons of concentrate daily. An Aeromagnetic map covering 120 sq miles of the Wichita Mountain area in southwestern Oklahoma indicates a possibility of iron production from titaniferous magnetite deposits of the Raggedy Mountains, northwest of Lawton. The map shows an area in the north central part of the region which may prove favorable to further development.
