In the year 1820 a commission, assisted by Sr. C. Fernando de Ainada, was appointed by Sr. Jose Ramon Mila de la Roca to report on the condition of the mining region of Parral, in the State of Chihuahua, Mexico, where in recent years the mines of Batopilas have reached an important development under American management. The object of the inquiry was to provide Sr. De la Roca with facts to support a project for reopening mines that two centuries before had produced a large amount of silver. Although this plan failed, many facts of interest in the history of the mines were presented.. Much of the report dealt with questions that had only local application or were restricted to the conditions of labor and equipment in the opening of the nineteenth century. The historical part is presented in the following paragraphs: Abstract of the Report. Notwithstanding the difficulty of forming a just estimate of the system of mines in this mineral group in the valley of Senor Sail Jose del Parral without an examination of each of them, that which we shall say in a general way will suffice to convey an idea of their value and of the urgent necessity of reopening them. If this is undertaken, we believe the results will be of the highest consequence to the Republic, as well as to this immediate locality. The group of the Villa del Parral covers the mineral territory in which the village of that name was located. We cannot expect, within the limits of this paper, to treat this subject exhaustively, but will endeavor, in the following, to present it in as concise a manner as is consistent with a clear exposition of its importance. Ores of titanium, titaniferous iron-ores (that is, iron-ores containing a notable amount of titanic acid, TiO2,, say not less than 5 per cent., generally 10 to 20 per cent., and frequently more, up to 40 per cent. or thereabout), occur all over the world in immense quantity, " in mountain masses," constituting in some localities, as in Sweden, Norway, Canada, the Adirondacks (N. Y.), in North Carolina and other States of the Union, the geological formation itself, the igneous rocks having, in many places, been so permeated with the metallic oxides as to justify their being called iron-ores. As a rule they are Bessemer ores, quite free from phosphorus and sulphur, though not invariably so. When the percentage of titanic acid is very high, that of the iron is low, but the proportions do not necessarily vary in the same ratio; that is, a rich ore may contain more titanic acid than one lower in iron. The percentage of iron varies, being as low as 35 to 36 per cent. in real ilmenite. It is more generally not less than 50 to 55 per cent., reaching often an average of 58 to 60 per cent., and as high as 63 to 65 per cent. (San Francisco Meeting, September, 1915) DURING the year 1878-79, Anton Eilers, who was then interested in the lead smelting and refining business near Salt Lake City, Utah, made a somewhat radical departure from the regular practice at that time, which was to use but little lime in the slag, with a high percentage of iron. Lime was not only a cheaper flux than iron, but it enabled the metallurgist to make a more siliceous slag, an economical advantage in smelting where the smelting companies had to purchase either iron or lime to neutralize the excess silica, and penalize the ore shippers accordingly. The larger amount of both lime and silica in the slag also made it of lighter specific gravity, and a better separation of the metals and mattes was secured. This change in the formation of slags for lead smelting was brought about by Anton Eilers, prior to the Leadville mining excitement of 1879. We must also give Mr. Eilers credit for the general introduction of the hollow water-cooled cast-iron jacket for the blast furnace. Again referring to the use of more lime and less iron in the formation of slags,. there is no doubt but that it prevents the formation of a great many so-called "sows" in the lead crucible, such as were made in the early history of lead smelting in the Rocky Mountains; these sows consisted of lead, iron, arsenic, sulphur, copper, and other metals, including gold and silver, mixed with unconsumed fuel, and often, after vain attempts to cut them up or melt them to a suitable size for handling, were buried in the slag clumps to get them out of-sight. Another advantage derived from the adoption of high-lime slags. when smelting ore containing arsenic is the production of less speiss (a by-product heavier than matte, resulting from careless operation of the furnace, the lead being driven out of the crucible and sows built up). This speiss, while usually not as rich in precious metals as matte made at the same time, is too valuable to be thrown away; but it is difficult to treat, and it was thrown away or piled on the slag clumps in the pioneer clays of lead smelting in this country.

The problem of increasing blast-furnace efficiency through diminution of flue-dust production while operating with burdens consisting largely of fine ores has of recent years attracted the attention of metallurgists, whether directly or indirectly interested in the economies of iron smelting, and the various methods evolved from theory or practice have been submitted to wide discussion. After the very thorough and, at that time, exhaustive view of the whole subject, which was afforded to the industry by the meeting of this Institute in February, 1912, the subject was again taken up at the meeting of the Verein deutscher Eisenh?ttenleute at D?sseldorf in December, 1912. While American and German conditions are not entirely identical, it may be of interest to give here the words of the gentleman summing up the discussion at the Diisseldorf meeting: " The chief advantage offered by the use of briquettes lies in the fact that disturbances in the furnace, caused mostly by the presence of fine ores in the burden, are avoided, and that blast pressure can be considerably reduced. The resulting economies cannot be overrated, as, with lower blast consumption per ton of product, the installation will be able to take care of increased production. In consequence of lower pressure and speed of blast, heat is more efficiently utilized, flue gas temperature is lowered, and coke particles are less liable to be carried along with the flue dust, of which considerably less is produced. Finally, by increased regularity of operation and higher temperature in the lower parts of the furnace, the quality of the product is improved. The question of briquetting iron ores has grown to be one of the most important in the iron industry, and it is not any more a question of what is the cost of briquetting a ton of ore, but what, in using ore briquettes, is the cost of production of a ton of iron." Metal chlorides were formed by reacting metal oxides and calcium chloride; the effect of additions to the reaction mixture was studied. It was found that by use of proper additions, metal chlorides could be prepared from mixtures that were not reactive under ordinary conditions. ManY recent metallurgical developments involve the use of chlorine or chlorides as primary reagents; good examples are found in the production of ductile zirconium and titanium by reduction of their chlorides with magnesium. Various methods of preparing metal chlorides are used and many others have been proposed. Some chlorides are formed by the direct combination of a metal or alloy with chlorine. Other processes react chlorine and metallic oxides; carbon or other reducing agents are usually employed to reduce the metal oxides and so promote chlorination. Metallic chlorides have also been produced by the exchange of chlorine between metal oxides and a chloride, such as sodium chloride. This type of reaction was the basis for the old process of chloride roasting in which metal ores were roasted in the presence of salt. Soluble chlorides thus formed

No more important question has come before the coal industry in the past decade than the prevention of stream pollution by mine drainage; especially in Pennsylvania, where large areas of coal land have been developed. It may be thought that the problem of labor or lack of transportation outweighs in importance that of stream pollution. We can see possible remedies for labor and transportation problems but there is no known satisfactory solution of the mine-drainage problem. The subject has been given little serious attention, for, until recently, it has been little understood; but in the past year it was brought to the attention of the coal-mining industry by the introduction, in Congress, of several bills designed to prevent the discharge of acid waters from mines or other sources into navigable streams, or their tributaries. The first legislation proposed was the Applebybill, H.R.7369, designed particularly to prevent the oil pollution of coastal waters. It contained the following provisions, which the coal men regarded as referring to the coal industry. It shall be unlawful to throw ... any refuse matter of any kind ... into any navigable waters of the United States or into any tributaries of any navigable waters from which the same shall float or be washed into such navigable waters. The chemical, steel, paper, and other manufacturing industries, as well as the mining industry, objected to this clause, the miners claiming that it would prevent the discharge of waste or mine drainage into any waters of the United States, for all streams or tributaries finally reach navigable waters. The next bill introduced was that of Congressman Briggs, H.R. 7430, an amendment to Section 13 of the Pollution Act of March 3, 1899. The original act referred chiefly to oil and oil refuse, but it provided also "that no material of any kind should be deposited on the bank of a navigable water, or tributary, which might reach the waters and interfere with or

I REGRET that I am unable to present this subject in definite form and detail. All I shall attempt at this meeting is to lay before you some curious facts, the bearings and explanations of which must be reserved for future consideration. I hope before the next meeting to have carried experiments far enough to furnish a more important contribution to the science of iron metallurgy. The Wickersham process consists in the introduction into the molten metal, as it runs from the furnace, of air from the hot blast. Mr. Samuel Wickersham is the originator of the plan, as applied in practice, although Mr. Martien had the idea a long time ago, and, I believe, went to England about it. But at that time Mr. Bessemer was coming before the public with his invention, which engrossed the attention of iron-masters, and Mr. Martien accomplished nothing. The principal difficulty in our experiments at Dunbar was to get a practicable runner or trough, through which the molten metal should pass, and in which it should be exposed to the action of the Mast. The runner we used was ten feet long, and perforated on the sides to permit the entrance of the air-currents. When we used a cast-iron and fire-clay runner, the heat was so great that before we were more than half done with a run, the lower part of the runner was melted, and we had a magnificent Fourth of July display of fireworks until the blast was shut off. We had to abandon fire clay. The runner with which we have had the best success is made of wrong- ht-iron tubes, 29 inches in diameter, attached to a wrought-iron frame, and lined with a mixture of crushed conglornerate (quartz) and a little fire clay to give it cohesion. The wrought-iron shell curves inward over the upper edges, so as to catch and throw back into the current the flying sparks and particles of metal thrown out by ebullition. With this we have been able to run 12 to 14 tons at a heat with great ease. Mr. Wickersham has since prepared this material (pounded quartz) into a shaped brick or tile, with the necessary perforations for the passage of the air, which promises to answer every requirement for steady working. INTRODUCTION The impact of taxation differs substantially from state to state in a complex fashion that depends on both the physical characteristics of a mineral deposit and on the price of the mineral commodity relative to its costs of production. A comparative analysis of the tax structures of eight states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wisconsin) showed wide variations in rates of return for any given type of mineral property, with no state having either the most burdensome or least burdensome tax structure under all circumstances. Three hypothetical mineral operations were analyzed: a producing open-pit copper property, a non-producing underground platinum operation, and a non-producing underground gold operation. None of them corresponds exactly to an existing property. Each of these property types is further defined to have ore feed grades at three different levels, leading to three potential profitability levels, referred to in this paper as "economic", "marginal" and "subeconomic". Thus the differential impact of state tax structures is measured for mineral properties of different types, as well as for different profitability levels. Montana is used as the base case. This study does not address the topic of corporate structures or tax consolidation. There are no costs assumed external to the operation of the deposit (e.g. exploration to locate additional deposits). Two types of analyses were performed for this study. The first calculates the total cumulative tax payments in each state using all applicable taxes (including U.S. federal income taxes and examines the resultant differences in discounted cash-flows rate of returns DCFROR's amoung the eight states. The second is a sensitivity analysis that examines each type of state tax separately (i.e. state income, property, and severance taxes) in order to isolate and examine the differences in tax payments that are due to the difference in rates and methods of computing specific types of taxes in each state. The results of this study serve to illustrate the complex nature of interactions among various taxes. For example, property tax is a deduction in calculating severance tax in some state. Changes in property-tax and severance-tax payments both enter into the calculation of state and federal income-tax liability. This, in turn, could change the timing and usage of tax-loss carry forward amounts and investment tax credits. Additionally, the physical characteristics of a property, the method and costs at which the mineral will be extracted, and the profitability level at which each property operates will affect tax treatment. Each mineral operation was evaluated at three different predetermined profitability levels, referred to using the terms economic, marginal and sub-economic. These three profitability levels are defined by the ore feed grades of the primary commodity that yield in constant terms, approximately an "economic" 18% DCFROR, "a marginal." 10% DCFROR, and a "sub-economic" 5% DCFROR, respectively, under the Montana tax structure. In the analyses, the mining and processing parameters for each of the three types of properties were assumed to be identical for each of the eight states. It was assumed that each operation produces at full operating capacity throughout its life. This implies the level of mineral commodity demand will support the inferred commodity price, such that each operation will be able to sell all its output. The analyses performed for this study were done using a comprehensive economic evaluation simulator that is used in the Bureau of Mines, Division of Minerals Availability MAS program to perform DCFROR analyses. All economic evaluations performed upon these data (see appendix 2) were in constant January 1981 dollars. Volcanic origin was among the first of the theories advanced to account for the occurrence of the salt domes of the Gulf coastal plain, northern Louisiana, and eastern Texas, and it is still being re-stated in various forms by the most recent contributors to our knowledge of the geology of such deposits. Argument has been largely by analogy and attention has repeatedly been called to the Mexican oil fields, particularly those of the Tampico-Tuxpam region, because of the occurrence of oil in close proximity to volcanic plugs in those fields, an occurrence supposed to have some resemblance to the common occurrence of oil in the salt domes of the United States. The author, having spent several months of the past year in a general study of salt domes and in a detailed study of certain domes in the United States, and having been acquainted for some time with the exploration of similar domes in the Isthmus of Tehuantepec region, Mexico, and with the general geology of the Tampico-Tuxpam region, Mexico, has reviewed the various theories of volcanic origin for salt domes which have been advanced to the present time. The purpose of this paper is to present such review and to discuss the supposed Mexican analogy. Review of Volcanic Theory R. Thomassyl who had visited the Five Islands of Louisiana between 1857 and 1859, in 1860 described them with some care, noting their distinct character, alignment, and similarity, and ascribing to them a volcanic origin. The lack of a continuous operating balance in petroleum refining, which is analyzed in this paper, is by no means a feature solely of this division of the oil industry. Serious disequilibria of a capital as well as an operating nature exist both in the producing and marketing departments, while problems in the former and to some degree the latter are complicated by political involvements. Attention has previously been directed to the unstabilizing influence of present proration formulas in stimulating unnecessary drilling.' While equilibrium in petroleum refining operations has been fairly well maintained in the past decade, examination of departures may prove fruitful. Economic analysis is the application of time and motion study to the functioning of management, rather than labor. Properly applied it may reveal changes in policies that would increase the utility of the properties and facilities of the industry for stockholders, employees and the public, while contributing a stabilizing influence to the general economy. The study of economic equilibrium is essentially one of measurement and interpretation, requiring adequate data and the development of a technique of analysis that employs statistical and mathematical methods as a supplement to the broad descriptive phase of economics. Economic equilibrium in petroleum refining is a dual concept. It embraces both the over-all balance between total storage and total demand for major products and the internal balance between the demands and inventories of the various products. The latter is the more complex of the two for it is concerned with proportionating the supplies of the several products stemming from the joint source to the demands for the individual products which are subject to wide variations. All the products are essentially nondurable goods, and they are used both by producers and consumers but in varying proportions. Motor fuel is very largely a consumer's good, while residual fuel oil is almost entirely a producer's good, the other products falling between these extremes. The peculiar-

THIS is an attempt to bring together some of the knowledge of the .coal-forming conditions obtaining during the Pennsylvanian period in the Western Interior Coal Province, to sketch briefly the present extent and character of the coals produced, and to show the beginning of cor-relation of beds over wide areas. Coals of later age than the Pennsyl-vanian are not included and, for reasons that will appear later, little attempt is made to cover the districts of eastern Oklahoma and western Arkansas, and northern Texas is omitted entirely. GEOLOGICAL CONDITIONS The conditions that made possible the formation of large coal beds in the United States were most favorable in the Pennsylvanian period, formerly known as the Upper Carboniferous. The geological conditions can be determined from the records, but not the reasons for them. Preceding the Pennsylvanian was the Mississippian, formerly known as the lower Carboniferous and still later as the sub-Carboniferous. Dur-ing this time, large bodies of limestone were deposited and at the close f the Mississippian they were warped upward and for along period were eroded. Then there began a period of subsidence, more or less inter-rupted at times, during which the Pennsylvanian strata were deposited (see table on page 2). " These consist of sandstones, limestones and shales, with occasional coal beds: At the beginning of the Pennsylvanian there was subsidence, which allowed the sea to extend over the eroded Mississippian surface to the north and east, extending over eastern and central Texas, a large part of Oklahoma, with a projection into Arkansas, over Kansas and part of Nebraska, all the northern and western part of Missouri, a large part of Iowa except a strip in the north, most of Illinois, practically all of Ken-tucky, northern Tennessee, most of Indiana, all of the eastern part of Ohio, practically all of West Virginia, western Maryland, the west end of Virginia, and a large part of Pennsylvania. THE places where, yesterday, oil was unknown contain tomorrow's fields. Unquestionably, some states that now yield little or no oil have great potentialities, and developments in these states, although perhaps of less immediate interest than those in regions where great pools now exist, may easily be of greater ultimate importance than the results of exploration closer to known fields. Not long ago, Montana had only a quarter of an oil pool, and that was regarded by many as an accident that had strayed from Wyoming. More recently, the northern line of Louisiana was a dead line that would not be crossed by any Louisiana operator who valued his reputation for sanity. Within the past few months, Colorado has shown that it is far from being a negligible factor in the oil supply of the Rocky Mountain states, and it is now known that western Kansas, long shunned by many reputable geologists and operators, should be reckoned with. There may be a vast difference between what a wildcat well yields and what the well signifies. The fact that no commercial production is encountered may be lamentable and may well be disastrous to an individual or a company, but the same well that spells ruin to one may convey to another the information that will result in opening a new field. In presenting the conclusions, in this paper, the writer recognizes fully the possibility of erroneous deductions, particularly since he has had contact with only a few of the wells that are mentioned. Information comes principally from the scout. maps and files maintained at the Geological Survey by M. E. Latimer and G. K. Drach, without whose cooperation this summary would not be possible, supplemented by some personal contact and second-hand information gained by. conversation and correspondence. However, it is felt that the data contain few errors, and that the conclusions are at least reasonable.

Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment of royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them. BINGHAM has produced 6 per cent. of this country's copper. In total production, it ranks fourth among the copper camps of North America, the order being Butte, Michigan, Bisbee, and Bingham. In its annual production, it held that same rank until 1919, when its production was exceeded by the combined production of the Globe-Miami district of Arizona. Bingham has also been a lead camp of the first order. Utah ranks third among the lead-producing states, and its production comes largely from three camps which, in the order of their productivity, are: Bingham, Tintic, Park City. Bingham's silver production is important, but it does not rank high as a silver producer. Utah owes its rank as first among the silver-producing states to Tintic, a camp 40 miles due south of Bingham. The United States Mineral Resources reports a total production from Bingham for the period 1865-1920 having a gross value of $528,043,432. Bingham is on the eastern flank of the Oquirrh range 30 miles south-west of Salt Lake City, from which it can be reached in an hour by auto, or by the Denver & Rio Grande or the Bingham & Garfield railroads.. The automobile route is a paved road across the floor of Great Salt Lake Valley, through farming country. The Bingham & Garfield railway leaves the level of Great Salt Lake at the northern end of the Oquirrh range, and in 20 miles it climbs 2100 ft., and deposits the traveler upon a shelf cut in the side of Bingham Canyon below most of the mines, which are farther up Bingham Canyon and its tributary Carr Fork. Below lies the town, a narrow ribbon running for a couple of miles along the bottom of a canyon 2000 ft. deep-an almost impossible site for a community numbering, in prosperous times, 5000 to 7000 inhabitants drawn from all quarters of the globe. Up the canyon and down, and beneath the steep slopes nearby, and beneath the town itself, are the mining operations of over half a century.

This investigation was undertaken to evaluate the effect of a dispersed phase in a iron upon the strain hardening and the stress dependency of dislocation velocity as inferred from the strain-rate sensitivitv. Experiments were made in a-iron specimens with controlled amounts of carbon and/or A12O3. They were tested at various temperatures between 195' and 373 'K under a variety of conditions oj-concentration, strain rate, and quench aging. The resulting yield strength, flow strength, and strain hardening increased with addition of Al2O3. The parameter m, measured from changes in strain rate, was xsed to describe the stress dependency of the dislocation velocity. m was found to increase with additions of A12O3, increasing carbon in solution, and with increasing temperature. When applied to a recent model for yielding based upon dislocation multiplication and velocity characteristics, the values of m alone did not successfully predict yielding for the materials of this investigalion, but had to be adjusted with a consideration of the number of unlocked dislocations nucleated heterogeneously at discontinuities or inclusions. The change of yield strength with Al2O3 Interpar-ticle spacing appeared to obey a theory of Orowan. EVER since the concept of dislocations has been introduced to explain plastic deformation in crystalline materials, the origin of dislocations and the source of the number of dislocations required to account for plastic deformation have been persistent questions. Ruling out the possibility of homogeneous nucleation,' Gilman2 drew attention to the various cases of heterogeneous nucleation as the source of dislocations, whereas Frank and Read3 introduced the Frank-Read source. However, Gil-man found that the Frank-Read sources did not play a dominant role in the deformation of LiF crystals, but that small precipitates are often, if not always, associated with the nucleation of dislocations. In LiF crystals, however, most of the dislocations arose through the multiplication of moving dislocations in a mechanism described by Koehler4 and Orowan,5 Thus, relatively few precipitates could account for a large number of dislocations. DURING the past five years we have probably witnessed greater technological advances than in any similar period. Industry and science have steadily marched ahead. The makers of iron and steel products have watched with great interest the development of stream-lined trains, faster and safer airplanes, the entirely new science of air-conditioning and the widespread use of stainless steels. Since 1930, we have witnessed the erection of the world's largest suspension bridge, the largest and fastest ocean liner and the spectacular Boulder Dam, while even greater things are planned in these particular fields. Other indus-tries, too, have been moving ahead rapidly. This advance in a few years has been caused primarily by the fierce competition of the depression. Now, more than ever, is the emphasis placed upon quality and service. Makers of southern merchant pig iron have been no exception and have been confronted with increasingly strict chemical specifications and with much greater stress on physical characteristics than ever before. For example, sulfur in the iron must be held very low, competition demanding that it be in the 0.020's and low 0.030's; silicon content must be held within a very narrow range, and definite requirements of phos-phorus and manganese are an essential part of the specifications. Physical characteristics are becoming of increasingly greater impor-tance. The introduction of triple-skimmed, slow-cooled iron several years ago was the first step in this direction. Now there are a few customers who buy iron by chemical analysis and physical appear-ance, having found that the analysis alone is an insufficient guide to their requirements.

While the late 1960's are known as the years of the public recognition of impending environmental crises, the 1970's will be known as the decade of public concern for improving the quality of that environment. One of the major environmental concerns is the temporary disturbance resulting from coal surface or open cast mining. Increasing energy demands in the U.S., a doubling of electrical power consumption each decade during the present century and the projected needs for the remainder of the century are indications that coal surface mining as a major extractive industry will continue. Coal and lignite, prime energy resources and extremely abundant in these United States, in the face of seemingly limited gas, oil and uranium reserves, are both destined for expanded future use. Presently some extremely serious technological and environmental problems are associated with the development and use of nuclear power. It is true that the extraction and use of coal as an energy fuel poses disruptive problems for the environment, but the solutions to many of the problems are known or can he solved within a reasonable time framework Certainly our national well-being and continued survival as a free nation within the world community automatically dictate the continued use of the coal resource for energy. Concurrently, those engaged in coal surface mining, with the temporary disturbance of the land and water resources, must also realistically conclude that public concern for maintaining and improving the quality of the environment will not diminish. Although as ecological, economic, social and aesthetic elements of cost-benefits and human desires are more adequately understood, a more rational and reasonable public and governmental attitude hopefully will result.
