Through wide experience at numerous mills in the United States I have found that there is a decided difference of opinion among the producers of steel as to what constitutes commercially sound steel. Some metallurgists insist upon having, for certain grades of steel, a so-called "open steel," i.e., one which contains numerous blowholes of varying sizes, and consequently but little volume of true pipe, although a central intermittent shrinkage cavity often extends well down into the ingot. Such blowholes and pipe are expected to weld up during rolling or forging, because their surfaces are not oxidized. Even if this be admitted, included slag particles and a high degree of segregation are bound to be present in the product of such ingots. Blowholes are the result of an oxidized heat, and all heats, unless made or finished in the electric furnace, are oxidized more or less. Subsequent deoxidation, or rather degasification, either in the ladle or in the mold, or in both, is necessary to reduce or prevent blowholes. As is well known, a greater yield of billets or sheets is secured from the ingot by allowing the formation of blowholes, but this is undoubtedly obtained at the expense of the quality of the product. Decided segregation of carbon, phosphorus, and sulphur, as well as small included slag particles, undoubtedly exists throughout the greater portion of all so-called open steel, and cannot be removed by cropping. The first requisite for sound, homogeneous steel ingots and blooms is therefore, in my opinion, so to treat the steel in the furnace, ladle, and mold that "piping" steel is produced. The line of demarcation between harmful and so-called "harmless" blowholes is practically impossible to define. Is it not, therefore, the better and safer practice to use means for the elimination of blowholes and correspondingly reduce the segregation and allow the formation of a well-defined shrinkage cavity or pipe at the upper end of the ingot? With the relatively cheap deoxidizers available at the present time, e.g., ferro-silicon, aluminum and titanium, there is no commercial reason why all steel should not be thoroughly degasified. A degasified steel being provided, the method of freezing or solidifying the liquid steel into an ingot, and the subsequent working into blooms and thence into various products, is of great importance in reducing the crop or scrap portion of the steel, due to segregation and pipe. Engineers have long recognized the desirability of correlating the data obtained from small-scale slime-scttling tests with commercial work as carried on in large tanks. This need, though most apparent in designing new installations, frequently arises also in existent plants, since a large range of experimental work can be performed without interfering with regular operation. General Settling Phenomena In order to develop rational methods of laboratory testing, it becomes necessary to study the general phenomena of settling. Since it was desired to give the public the benefit of these methods at as early a date as possible, together with the knowledge of the general principles of slime settling necessary for a clear understanding of the laboratory tests, we have ventured to discuss the subject in so far as brought out by the work which we now have under way. We realize that certain of our preliminary conclusions may be subject to modification, but it seems probable that, with but few exceptions, the general laws enunciated will cover the settling behavior of all pulps encountered in metallurgical plants. However, it must be recognized that there is still a vast amount of work to be done upon certain phases of the subject; therefore, at this time we will attempt only a discussion of the behavior of ore pulps during the process of settling or dewatering, under certain given conditions. The use of fully grouted cables for ground reinforcement in underground mining is becoming widespread. Reinforcement design for this application has tended to be empirical although some two- dimensional design techniques have been developed. This paper describes a technique based on a model of the behaviour of cables placed across planes moving in shear. The model is three- dimensional and includes a simple model of the 'dowel' effect which arises from the bending of the cables. The model determines the shear resistance developed at a particular shear displacement assuming joint friction and cable parameters. Using data for twin 15.2mm dim. steel strand cables, and a concept of reinforcement efficiency, the application of the model to design wall support in open stopes is demonstrated. The examples consider the cases where major planar structures are known in location and orientation and where, as is more common is open stope development, mapping has indicated that a distribution of potential shear failure structures may be present. The actual location and orientation of potential shear planes is not known. These two cases highlight the underdesign of reinforcement that may arise if the distribution of orientation of potential shear planes is not considered.

As the radical element has secured control of the various local printers' unions of New- York City, 250 magazines have temporarily suspended publication rather than grant their demands. The actions of. these local unions have been repudiated by the officers of the different inter-national unions, who are seeking in every way to carry out their agree-ments with the publishers. The charters of the local pressmen's and feeders' unions have been revoked by the international officers and new local unions are being formed. Members of the typographical union are not, as yet, directly affected by the strike, but many of them are taking "vacations," which accomplishes the same purpose as the strike but without the odium. The Engineering and Mining Journal, with true engineering spirit refusing to admit insuperable obstacles, is sending out a two-page printed market bulletin, together with two typewritten pages, making an an-nouncement of its predicament and giving brief items of mining news. Thus s brought home to the members of the mining profession in a very direct way the pernicious results of unrestrained control of labor organi-zations-by foreign and un-American elements. No sermon on this sub-ject is required, as the facts themselves are sufficiently eloquent.

AN EXAMINATION of the Pachuca and El Oro. districts in July, 1920, although cursory and incomplete, disclosed facts of more than passing interest to the student of ore deposits; and inasmuch as the literature on these districts is limited and some of their features are little understood, a brief account may prove valuable as reconnaissance observations to be amplified by more thorough and competent observers in the future. Where no complete monograph of important mining camps has been published a partial presentation of the data is often useful, as it sometimes leads to fuller and more accurate descriptions, by stimulating discussion. The following notes are presented with the consent of Mr. A. F. Main, managing director of the El Oro Mining and Railway Co., whose fund of information and wide acquaintance with both districts alone made it possible to cover so much ground in a short time. I have also to acknowledge gratefully the aid of Messrs. C. A. Lantz and D: S. Calland of the Santa Gertrudis and Real del Monte companies, respectively, in connection with permission to inspect geological features of interest in their mines.

For blasting in coal mines the U. S. Bureau of Mines recommends that permissible explosives be used exclusively, that these shall be fired electrically, and that where feasible the working place shall be cut or sheared. These recommendations are made to promote safety and prevent mine explosions. Although permissible explosives are not flameless, their lower flame temperature and shorter duration of flanie make their use safer than that of nonpermissible explosives. Mixtures of air with both methane and bituminous coal dust, which are liable to occur in coal mines, may be ignited by coming in contact with any type of flame or spark of sufficient temperature and duration or by the firing of a blast. In a working place where a blast is to be fired, in addition to the use of permissible explosives, adequate ventilation for the dilution and removal of accumulations or outbursts of flammable gas should be provided. Bituminous coal mines should be rock-dusted as a means of rendering the coal dust harmless The efficient use of permissible explosives depends upon the proper preparation of the working place, standardized drilling, the strength characteristics of the explosive, and the use of a proper weight of charge. Experienced shotfirers should load, tamp and fire all holes. The major part of the information and data here presented is based on the results of efficiency tests made in large producing mines of Pennsylvania and Illinois. Bureau of Mines Report of Investigations, Serial No. 2697, describes how a standard method of blasting was worked out and put into operation in a mine in southern Illinois.' This paper contains a description of the methods worked out subsequently in another mine in that district. Descriptions of tests in two Pennsylvania mines are given in Bulletins 11 and 19 of the Carnegie Institute of Technology.2 These tests

INTRODUCTION The administrative processes of coal mines are becoming increasingly complex. As society evolves into a more complicated structure with greater emphasis on individuality, government regulations reach deeply into every activity in an effort to force individuals into a standardized mold. These contradictory pressures add an extra burden to the administration of a mining operation. Recent years have brought a substantial change in the skills needed by mine supervisors and managers. As a result, a better understanding of the administrative functions is necessary. The mine superintendent has the overall responsibility for the mine; for effective operation he must be sufficiently knowledgeable to oversee all the complex functions that make up the mine. This chapter does not cover all the administrative requirements because of the variation in mine operation and in company policies and organizational structure. It does attempt to identify the administrative functions that would be required at a large mine with a preparation plant. It is assumed that the mine operation is decentralized with very little duplication of functions at the organizational levels above the mine. Thus each function is assumed to be relatively complete at the mine and under the general supervision of the mine superintendent. The growth of human knowledge is an evolutionary process. Historically our separate sciences came into existence as people became interested in various apparently unrelated domains of phenomena, and in this manner we acquired the sciences of physics, chemistry, astronomy, biology and geology. As various of these sciences became established, cognizance of them came to be taken by the universities and in this manner there arose the traditional departments of physics, astronomy, chemistry, biology and geology of our American universities. As there was no particular rationality in the boundaries separating the various sciences, in the university departments the jurisdiction of each has assumed quite arbitrary limits. In the domain of earth phenomena the first science to grow up was that of geology, which arose originally from the activities of the collectors of rocks, minerals and fossils. Thus geology evolved as a descriptive science dealing with directly observable terrestrial phenomena for which elementary rational explanations were offered. The traditional treatment of phenomena by the science of geology has rarely been with more than an elementary regard for the fact that these phenomena were also phenomena of physics and chemistry. Since the latter part of the nineteenth century, a new approach to terrestrial phenomena has been emerging and becoming of so great a significance that it can no longer be ignored. This approach has been made by people trained primarily in the sciences of physics and chemistry, who have investigated terrestrial phenomena as constituting phenomena of their respective sciences. In this manner we have acquired the so-called "borderland sciences" of geophysics, the physics of the earth, and of geochemistry, the chemistry of the earth. Neither of these fields is new, having arisen chiefly at the hands of European investigators during the latter part of the nineteenth century. The European universities have long since given official recognition at least to geophysics, by the establishment of departments or institutes of geophysics, which are on a par with the university departments of the other sciences.

DAVE BARTLEY and Edwin F. Gray, miners, late of Shasta County, California, young, healthy, and "dead broke," arrived at Ely, Nevada, one evening in the summer of 1900. Before rustling jobs and going to work, they decided to look around the camp, and in pursuance of this plan they visited a number of claims owned by D. C. McDonald, Justice of the Peace and pioneer of the district. Among the claims he showed them were the Ruth (named after his daughter) and the Kearsarge. Both were regarded as possible gold or silver properties. For no very definite reason the two miners changed their plan and took a lease and option to buy the two claims for $3500. After the transaction was closed and the partners were alone, Gray asked Bartley what he thought of the ground. "If she's good for anything, it's copper" was the reply; and, so far as the records disclose, that was the first time that anyone ever thought of Ely or the Robinson mining district, as it was called, as a possible copper area. There were some slight surface indications of copper, but it is probable that the fact that Bartley had just come from a copper district had something to do with his predilection for a metal that was much despised around Ely. In any event, his hunch was good, and he spoke with the wisdom of an oracle. For thirty years prospectors had sought gold and silver around the camp. Several stamp mills and cyanide plants had been put up and a hundred shafts had been sunk, but fate had been indifferent in its rewards to the optimistic owners. Copper ore would have to be hauled by wagon, 150 miles down Steptoe Valley to the Southern Pacific Railroad, and there was scant hope of finding ore that would bear this cost. W. B. This paper presents the results of an investigation made in the metallurgical laboratory of Columbia University, New York City. The object of the investigation was to determine how the tensile strength, the elastic limit, and the size of the grain, of a pure medium-carbon steel are affected by heating to successive temperatures between 500° and 1300° C., with slow cooling therefrom. Since Dr. Sorby's first investigations into the microstructure of steel, the study of the subject has been continued by Professor Martens, Mr. F. Osmond, Professor Arnold, Professor Howe, Mr. A. Sauveur, Mr. J. E. Stead, and many others. Among many valuable and interesting papers I mention the following as having a special bearing upon this investigation.* " Microstructure of Steel," by Albert Sauveur, Trans., xxii., 546 (1893); Microscopic Metallography," by F. The analysis of the steel was as follows : C, 0.343; Si, 0.027; Mn, 0.221; I?, 0.0266; S, 0.0037 per cent.

The purpose of this paper is to introduce the subject of Stress-Corrosion Cracking at the Joint Symposium of the American Society for Testing Materials and the American Institute of Mining and Metallurgical Engineers. In this Symposium we are concerned with spontaneous cracking which results from the combined effect of high, prolonged stress, and corrosive attack. Stress-corrosion cracking may be considered a specific phase of the more general subject of the effect of high constant stresses in accelerating the rate of corrosion of metal products. The kindred subject of corrosion fatigue in which the life of a metal part under repeated stresses is reduced by corrosive attack is not a part of this Symposium. Likewise "creep," the failure of a metal part by high constantly applied stress, in the absence of a corrosive environment, is not to be included. How- ever, corrosive influences may have more effect on creep failures than is sometimes realized. The penetration by molten metals such as often occurs during tinning or soldering operations, or by mercury, frequently causes cracking when the part is stressed. Strictly speaking this is not stress-corrosion cracking. However, the committee has decided that this phenomenon should be included in the Symposium. The following outline has been prepared by request with the help of leading professors, business men, and social workers. It is arranged to cover 64 or preferably 96 class periods-four to eight month's work at the rate of two or three periods a week. More time would be desirable, but less time would be better than nothing. Certain topics must be omitted, especially if the assigned number of periods are lessened, where time is lacking. Many subjects are suggested in order to permit of choice and adaptation to local conditions; this is merely a suggestive outline. The course should be supplemented y engineering trips to study certain industrial conditions and the betterment work of selected companies-and social agencies. It should also be accompanied by brief surveys and practical service by students along the lines indicated. Reports and essays should be written. This is not a regular course in sociology and economics. It is a course in "human engineering" and should probably be directed by an engineering professor of large practical experience. Other members of the faculty, sociologists, economists, selected engineers, employers, labor leaders or others may be requested to lead certain periods, as desired. Care has been taken to avoid biased judgment in selection of topics and references.* * The authors of this outline have compiled an exhaustive list of references to books and periodicals relating to each group of topics. Lack of space prevents the publication of these lists in the BULLETIN, but they will gladly be supplied on request.-Ed.

Pulses from large underground explosions which traverse the rock beyond the "fracture" and "plastic" zones do not behave as a spherical elastic model. Observed attenuation is greater than that predicted by the elastic wave equation, and the pulse form changes in a different manner, i.e., it usually lengthens with the first power of the distance. To more clearly define a mathematical real earth-wave model, detailed analyses of the spherical elastic and the Voigt viscoelastic models have been made, and results compared with observed wave forms from large confined chemical and nuclear explosions. TRANSIENT SPHERICAL ELASTIC WAVES Scope of Investigation Transient elastic spherical waves were investigated in detail. However, an elastic model is not, in general, an exact representation of wave propagation in rock. An understanding of transient elastic waves is desirable for gaining insight into explosive-generated wave phenomena because it can be employed for comparison of more complex and realistic models, such as the Voigt model, or others which may simulate real earth waves. The study was concentrated primarily on the peak values of the radial wave parameters : displacement, particle velocity, acceleration, stress, and strain.

THE town of Rancagua, at the junction of the state and Braden Copper Co. railroads, is located 82 km south of Santiago, the capital of Chile. From Rancagua 70 km to the east, situated in the Andes at an elevation of 7000 ft, is the town of Sewell, the location of a millsite. Two and one half km east of Sewell by underground railroad at an elevation of 7500 to 10,000 ft is the Teniente ore-body. The history of El Teniente dates from the eighteenth century, when according to legend a Spanish lieutenant, or teniente, a fugitive from justice, escaped to the Andes and camped at what afterwards became known as the Mineral El Teniente. This man reputedly discovered a vein of high grade copper ore. The first official records date from 1819, when some exploitation was begun, and continue until 1870. The orebody was large and of relatively low grade and was beyond the capabilities of the small groups attempting to operate it. No effort was made to erect a concentrator until William Braden became interested in the property. In "Sorting Before Sizing " (a paper first announced at the Pittsburgh meeting, February, 1896, but delayed in preparation and now presented at the present meeting) it is shown that if slime-tables are to do their best work on slimes below 0.5 mm. or 0.05 inch in diameter, they must be carefully sorted or classified, and fed to a series of tables suitably adjusted to the different slime-sorts. The reason is that the coarser and finer slime-sorts require respectively different adjustments of the tables. Hence, if the two are fed together upon a table which has, as nearly as may be, average adjustments, fine galena, for example, will go into the tails, or coarse quartz into the heads, or both—losses which could have been largely prevented if the slime had been carefully sorted and each sort sent to its own slime-tables. As indicated in the paper just mentioned, the present tendency in this country is generally to do away with slime-sorting or "classification," and simply to take the overflow from the hydraulic classifier and divide it among the tables by means of
