AT elevated temperatures the oxide of silver is unstable in the air at atmospheric pressure, consequently no external oxide scale forms upon pure silver under conditions of high-temperature annealing. When small quantities of certain alloying elements are present in the silver, the formation of a thin external scale is possible' and in addition there may form a subscale composed of the oxide of the solute element precipitated within the body of the silver. Norbury2 and Leroux and Raub3 have reported internal oxidation (subscale forma¬tion) in alloys of silver with 2, 7.5, and 30 per cent of copper. The presence of the subscale is believed to be responsible, at least in part, for the objectionable "fire mark" in Sterling silver.4 Several other alloys of silver, after oxidizing heat-treatments, are known to exhibit undesirable polishing characteristics that may be the result of internal oxidation. Except for the absence of an external scale of silver oxide, it is to be anticipated that silver alloys will prove to be very similar in their oxidation behavior to the alloys of copper, the oxidation characteristics of which have been studied in some detail5,6 The present research confirms this anticipation. The oxidation of a series of 20 dilute alloys of silver has been studied metallographically; some types of subscale not encountered among the copper alloys have been found. Instances of internal oxidation in alloys of most of the metals of the I-b and VIII groups of the periodic system are on record, but evidence of this type of oxidation in alloys of the metals of the intermediate groups is lacking. A number of the metals of the intermediate group, among them cadmium, lead, tin, and zinc, appear to provide the conditions essential to subscale formation; i.e., they form oxides with a relatively low negative free energy of formation, they dissolve other metals that form more stable oxides, and, presumably, oxygen will diffuse through them. In a study of 4o alloys of these white metals only a few cases of internal oxidation have been found. The probable reasons for this difference in behavior will be discussed presently. Our task is to make a prospecting trip over the whole field of mineral economics which other lectures of this series will explore in detail. The old timers who really understand mining warn us that its economic aspects are often neglected, and this we find to be true. We shall try to show that mineral economics deserves recognition as a separate branch of economic science with urgent and distinctive problems of its own; that to cultivate it requires a fusing of the viewpoint of economics with that of geology and engineering; and that the help of both economists and technical men is needed in exploring its problems and in training workers in the field. To save time, we shall pass over the familiar subjects of production, consumption, and distribution which bulk as large in the market analysis of the minerals as they do in other commodities. The existence of these problems may be taken for granted and attention centered rather upon those that differentiate mining from other branches of industry. What then is the case for an economics of minerals? Why set up a new compartment in a branch of knowledge that is already well subdivided? Do not the established principles of economic theory apply here as elsewhere? In pleading for recognition of mineral economics one often finds that

CHAIRMAN JOHN BIRKINBINE :-Having been invited to preside at this session, the Chairman feels that the part he takes in discussions should be limited, although the subject presented is one of much interest to him and there are diverse viewpoints concerning methods of valuing expectancies from what may be considered " ore in sight," a term itself subject to various definitions. Estimates of quantities upon which valuations are made may differ without subjecting the estimators to criticism of unfairness if made by a prospective purchaser or by a seller, or if they are used as the basis for taxation. The hopes of the seller may influence a liberal allowance for estimated reserves, while the expectancies of a willing purchaser are less optimistic, and the tax assessor is expected to limit his consideration to the producing capacity of a mine, with possibly modest allowance for reserves. The knowledge that a property contains or yields mineral or the expectancy that it may be a producer of value adds to the estimate placed upon it by any of the above classes, and a just determination of this value is often a complex problem.

Within the last year or so, a great deal has been heard about Southern iron ; even the Eastern markets have felt the effect of the cheap Alabama ores and coals, and public attention has again been drawn to what is now getting to be an old story—the great mineral wealth of the South. The following paper is based on a report prepared several years ago for a special purpose; but since then, through association with Mr. C. B. Going in a large analytical practice and as chemists to the Queen and Crescent Railway, I have had opportunity to increase my material so greatly that the present paper is really a completely different work. I am under very great obligation to Mr. Going, without whose assistance my work would have been very incomplete, and have also been materially assisted by Mr. F. P. Dewey, of Washington, and a host of gentlemen connected with the railroads and furnaces of the South. The arrangement of this paper is not all that could be desired. Some localities of importance are very poorly represented, both in the description and the tables of analyses. This, however, was in most instances unavoidable, as the study has been done ill the intervals of professional work. This paper deals with work that has been carried on for over three years by the management and staff of the North Butte Mining Co. in an effort to standardize mining methods, to eliminate lost motion in the operating organization, and to improve the efficiency of the individual workman. Naturally, much of this work is an adaptation of ideas suggested by other mining operations or by practice in manufacturing and other productive industries. The studies, however, have developed some features that it is believed are new. Both new and adapted features are given in detail. The normal capacity of the North Butte mines is about 2000 tons per day. Hoisting is done principally through the Granite Mountain shaft, which is 3740 ft. (1140 m.) deep and equipped with an electric hoist capable of hoisting 200 tons per hour from a depth of 4000 ft. (1219 m.). The lowest stoping level is the 3400-ft. The Granite Mountain shaft is connected with the Speculator shaft, about 850 ft. (259 m.) south, and with the Gem, about 1150 ft. (350 m.) east, which are 3000 (914.4 m.) and 2000 ft. (609.6 m.) deep, respectively. These two shafts are equipped with reversible fans for ventilation. The Speculator has a steam hoist with a capacity of 150 tons per hour from the 3000-ft. level. The Granite Mountain shaft is concrete lined from the 1600-ft. to below the 3000-ft. level and gunited with cement from the 1600-ft. level to the surface. Sections of the Speculator shaft with a total combined length of 500 ft. (152.4 m.) are also concreted. There are approximately 36 miles (58 km.) of drifts and crosscuts in the mine, in which there are 15.2 miles (24.5 km.) of track. At normal capacity, about 75 stoping faces, 20 raises, and 30 sill development faces are working. Stoping is usually by the standard square-set method. CERTAIN adequately developed mining districts give complete three-dimensional patterns of ore bodies as clusters rising from roots in basement rocks with details controlled by structure of cover rooks. Examples are Goodsprings, Tintic, Bisbee, Leadville, Hedley, Eureka, Ely and Goldfield. In these and others the controlling structures in both basement and cover rock are elements of the neighboring regional structure and have been produced by rock movements in harmony with continental adjustments, which are usually steep tear faults in basement and thrust crumples in cover. Invariably the structures and movements in the districts have long geologic history and result from intersecting or superimposed deformations of different ages. Salt Lake districts show intersecting Uinta and Cordilleran elements; Colorado dis-tricts show intersecting pre-Cambrian and Tertiary elements, and Bisbee shows Tertiary superimposed on final Paleozoic folding. Thus the position of districts has been determined by the patterns of North American orogenic belts, which make cross-roads in Rocky Mountains and blocks of superimposed deformation in Sierra Nevada, northwest Coast and Canadian Coast Ranges. Essential function of repeated deforma-tion is to strengthen rock, as from shale to slate to schist to gneiss, and thus make it competent to carry channels to depth with or without addition of intrusives. The essence of a mining district is the presence of such competent rocks with long-lived, deep, penetrating breaks reopened to permit passage of heat and associated products from depths to surface. It is suggested that melts such as magmas; metamorphism up to and including granitization; alteration, such as orthoclase-quartz or quartz-sericite or garnet, and also mineralization, may all be by-products of such heat escape along channels made by tectonic forces at specific foci.

The. prospect of winning aluvinum from clay was recorded almost a century ago at a time when the metal was no more than a curiosity.$ As the industry developed, and it has probably developed faster than that of any other metal, the expanding need for raw materials was adequately met by the ample supplies of bauxite ore. As with the other metals older in industry, however, lower grade ores have gradually entered the raw-material field through improvements in ore dressing, insufficienoy of high-grade ore supplies, favorable geographic location, or national necessity for domestic supply. So with aluminum, or alumina, which has been established as the requisite intermediate, the time may have come when a satisfactory process, with favorable location and suitable raw materials, can hold a sound place both in metallurgy and economics. It is the purpose of this paper to describe the Ancor process and its proposed application in treatment of clay in a plant now under construction at Harleyville, South Carolina, by the Defense Plant Corporation. Development of the AncoR Process The Ancor process has developed through successive stages of laboratory investigation, pilot-plant demonstration using neph-eline syenite and pilot-plant demonstration using kaolin-type clay from South Carolina, and is now in preparation for unit trial on an operating plant basis using the latter material. The laboratory studies were carried out over a number of years in the laboratory of the American Nepheline Corporation in Rochester, N. Y., and for the same company in the ore-dressing laboratory of Beattie Gold Mines, Que. Ltd. at Dupar-quet, Quebec. Both companies are associated with Ventures Ltd., Toronto, and its associated American companies. The work was originally undertaken with a view to recovery of alumina and alkalies from nepheline syenite as an adjunct to the American Nepheline Company's established business in the glass and ceramic trades, but as a process developed the possibility of application to clay and other aluminous raw materials became apparent and the laboratory studies were broadened to include these as well. Under the more pressing impetus of wartime needs and possibilities, pilot-plant operations were undertaken at the Canadian Bureau of Mines Ore Dressing Laboratories in Ottawa, and for purposes of demonstration under joint sponsorship of the Canadian Bureau of Mines, The American Nepheline Corporation, and The Aluminium company of canada Ltd. The instrument for the rapid determination of carbon in steel, described in this paper, was developed originally to facilitate the operation of the pilot-sized open-hearth furnace in the Jones & Laughlin Research and Eevelopment Laboratory. In this small furnace, with its shallow bath, the drop in carbon is accelerated, and a rapid, reliable test for carbon content is indispensable. This problem becomes rather acute when it is desired to finish heats at a carbon content higher than can be estimated with any degree of accuracy by the fracture test. Several independent methods for determining carbon were investigated, therefore, and it was found that a relatively simple magnetic device could be made to give reproducible results. A laboratory instrument was designed and set up for the use of the furnace operators. It was tested exhaustively in the laboratory and was used with considerable success for following the carbon content in the furnace bath. As soon as sufficient data had been compiled to indicate that the instrument might have a wider application, a more rugged model was constructed and placed in the mill to be tested on commercial heats. Finally, about a year ago, instruments were furnished to the plant open-hearth shops, and these have been in use since that time. AFTER several years study, the Universal Atlas Cement Co. decided to rebuild its plant at Leeds, Alabama. The entire old plant, which was to operate during the new construction, was then to be scrapped with the exception of two kilns. The quarry was to be mechanized, new and larger kilns installed, with the most modern type of equipment all through the plant. Raw grinding operations at all of the Universal Atlas plants were dry. However, the dust hazard of this operation and the growing emphasis on occupational diseases made wet grinding attractive. Coal at Leeds is cheap, so that a slightly higher coal practice was unimportant. Power was cheap, so that waste-heat boilers were not desirable. Since new kilns were to be installed, these could be made long enough to make filters unnecessary. Wet raw grinding could be either the old practice of open-circuit compartment mills or closed-circuit grinding in accordance with metal-lurgical practice. The latter saved power and steel wear and saved initial investment. This had been demonstrated in cement plants. Also, the elimination of tramp oversize was a most important advantage. Ease of chemical control was another factor. Blending in the thickener, with elimination of slurry mixers had been found practicable. Therefore, if wet raw grinding were used at all, the advantages were clearly in favor of closed-circuit grinding. Detailed layouts of the most modern possible closed-circuit dry-grinding plant and of a closed-circuit wet-grinding plant were prepared, and careful estimates were made of initial invest-ment and operating costs. Full consideration of all the factors involved resulted in a decision to install wet closed-circuit grinding.

The industries engaged in winning minerals from the earth, because of their widespread dissemination, are faced with perhaps as wide a variety of labor-management problems as may be found in any other broad sphere of productive activity. Those problems are continually increasing in volume and complexity, and management has become aware of their growing importance. For the past quarter century at least, labor-management problems have largely been union-management problems. During this period tremendous assistance has been given labor unions through legislation and administrative and political action. In the United States, legislation favorable to unions has come about in the form of the now defunct National Industrial Recovery Act; the Wagner Act, most of which has been carried forward in the Taft-Hartley Act; the Norris-La Guardia Act; the Wage and Hour Law; the Walsh-Healey Act; and others. The result has been to transfer from the hands of management to those who direct the affairs of the unions a large share of control over the industry and to hamper in many ways the remaining control left to management. In the United States there are many examples of the power of unions to injure whole industries seriously with- out regard to the interests of management, the employes, or the public. This chapter deals with the various phases of labor-management relations as they affect the principal segments of the mineral industry in North America. To the greatest extent possible available data is presented pertaining to the unions involved, their relative strengths, labor law, compensation and fringe benefits of employes, working conditions, and related matters. As background, the historical development of union-management relations in the respective segments is included where possible. The existence of mineralized ground in the area near Lake Chelan has been known since 1887, when Major A. B. Rogers, a locating engineer for the Great Northern Railway, came up Lake Chelan to Railroad Creek in search of a pass over the Cascade Mountains. The steep mountainsides near the crest of the Cascades proved too difficult for railroad construction, and the project was abandoned. Upon his return to Seattle, Major Rogers apparently told his friends, the Denny family, about the large, red, oxidized patches he had seen on the valley walls along Railroad Creek. The Dennys, being true pioneers in spirit, grubstaked J. H. Holden to explore the area and to stake any promising mining ground, and thus began the chain of events that culminated in the construction of the plant that is now known as the Chelan Division of the Howe Sound Company. Holden staked the first group of claims in 1892. Soon afterward, A. H. Murdock, who was then a storekeeper in Chelan, and who is still living at Waterville, and his partner, W. P. Robinson, staked adjacent ground. These two groups of claims formed a substantial part of the mining property being worked today. During the period from the original staking in 1892 up to 1928, when the Britannia Mining and Smelting Co. optioned the property, many attempts were made to bring the property into production, through the formation of several stock companies and by examination and testing by engineers from several well-known mining companies. Although the Britannia organization optioned the property in 1928, not much was done until 1930, when a subsidiary was formed—the Chelan Copper Mining Co.—to explore further the possibilities of the ground. Some work was done during the next few years, but it was not until March 1937 that the Chelan Division of the Howe Sound Co. took over with a program of "full speed ahead," and active development of the mine and construction of the complete plant was begun, including docks, tug and barges, 54 miles of power line, 11 miles of road, mill, shop buildings and complete camp. Production began in April 1938, and has continued without interruption, except for regular change days and holidays and a six-weeks strike in 1939. This interval of time has seen the gradual evolution of a mine and mill originally planned for a rate of 1000 tons per day into a compact operation that last year averaged 2264 tons per operating day. This operation, although rather small when compared with the large copper producers of the Southwest, is important to the state of Washington for several reasons: It has provided employment for several hundred people continuously since construction days in 1937; it has helped materially in the war effort, through production of vital copper and zinc, without which no war can be won; and last, but not least, it has conclusively refuted the old pessimistic arguments that a successful mine would never be found in the Cascade Mountains of Washington. EXPERIMENTAL work on the concentration and agglomeration of low-grade iron ores was started many years ago at the Mines Experiment Station of the University of Minnesota by E. W. Davis and his staff. From these laboratory results and the work of 0. G. Lellep, consultant for the Allis-Chalmers Manufacturing Co., there were indications that the use of a downdraft continuous- grate furnace, patterned from a conventional-type sintering machine, would be practical. Consequently, a pilot plant was designed and constructed by the joint efforts of Allis-Chalmers Manufacturing Co. and Arthur G. McKee & Co. at Carrollville, Wis. Several years of work resulted in plans to build a large-scale pilot plant for commercial application. Such a pilot plant, built at Babbitt, Minn., by the Reserve Mining Co., was designed to produce 1000 tpd. Sufficient metallurgical and operating data were accumulated to permit the successful application to the design of a commercial plant of any desired capacity. Based upon this data, a pelletizing plant having a 3 ¾ million ton per year capacity was erected by the Reserve Mining Co. at Silver Bay, Minn. and started operation in October, 1955. Provisions were made in the design to permit future expansion to a capacity of 10 million tons per year.
