The following very cordial letter, addressed to the President of the American Institute of Mining Engineers by the President of the graduates of the School of Mines of Saint-Etienne, will he deeply appreciated by all American engineers and will perhaps be of use to engineers going "Over There." Members are requested to communicate the substance of this letter to friends or acquaintances in France: Dear Mr. President: Now that the American armies are crossing the ocean to come to our side in the defence of the liberty of the world, and the intellectual elite of your great country is very ably cooperating with us in this supreme struggle, we ardently desire to give them a whole-hearted reception upon their arrival on the shores of France. The representatives of your illustrious association will be more especially welcome among their French colleagues, and both at Saint-Etienne and at Pans, we desire that their sojourn he rendered comfortable and congenial in every way possible. In 1947, only a year after its own establishment, the Australian Bureau of Mineral Resources, Geology and Geophysics formed a Mineral Economics Section. Originally, this Section consisted of a mineral economist, four geologists and three auxiliary employees. Then, in 1954, it was reorganized into a professional body of six members, all mineral economists, one of whom was the chief mineral economist. At this time, a mining statistical officer from the Bureau of Census and Statistics was attached to the Section to bring about a closer liaison between these two agencies. The addition of another mineral economist in 1961 brought the Section's professional staff to its present strength of seven. In recent years, the Mineral Economics Section has gained considerable support by becoming part of the Mineral Resources Branch of the Bureau of Mineral Resources. This Branch, which has the general role of monitoring the performance of the mineral industry in Australia, has two other specialized sections- Mining Engineering and Petroleum Technology-which bolster and complement the Mineral Economics Section.

We are advised by Carrington Phelps, Secretary of the professional Classes War Relief of America, having offices at 33 West 42d Street, New York, that this organization is now prepared for active relief of professional men who have enlisted in military service or are assisting the Government in the civil service or in civil life, at the sacrifice of their usual sources of income. The organization has found that the main obstacle to such relief is the hesitancy of this class of persons to make known their needs. Relief cases have to be sought out; the organization has already found some but has asked the cooperation of the Institute to assist in finding as many more as may exist. It is suggested that the Institute can render useful service in this connection, first, by informing our members of this feature of war relief, by being on the alert to report those needing relief, and to make all possible inquiry after such cases. It is further desired that information as to all such cases be forwarded immediately upon their discovery.

CARNEGIE INSTITUTE OF TECHNOLOGY On May 27, twenty-five of the leading representatives of the coal mining industry of Western Pennsylvania met with President A. A. Hamerschlag, of the Carnegie Institute of Technology, with a view to bringing about closer relations between the Institute and the mining interests. It was felt that the advice of the men in the field was necessary for the proper training of young men for mining work. A resolution adopted at this conference, among other things, called for a board of mine operators and engineers to serve in an advisory capacity with the Carnegie Institute of Technology. As a result of the counsel and recommendations of the Advisory Board, the Carnegie Institute of Technology, in cooperation with the U. S. Bureau of Mines, has recast its four year course in Mining Engineering and has also established a two-year course in Coal Mining. To carry out this new program, there has been organized the "Cooperative Department of Mining Engineering" in the Division of Science and Engineering of the Carnegie Institute of Technology.

The fabrication characteristics and properties of phosphorized arsenical Lake copper have been compared with phosphorized prime Lake and phosphorized electrolytic seamless copper tubing, in a series of mill-scale tests employing commercial drawing schedules. Phosphorized arsenical coppers containing as much as 0.20 per cent arsenic were drawn with various reductions into 7/8and 3/8in. seamless tubing along with billets of the two types of arsenic-free copper. The effect of arsenic was determined by the average power required to draw given compositions and by the final properties of the respective materials in the annealed condition and after various degrees of cold reduction. Power consumption data show that no more power is required to draw arsenical coppers of this type than the arsenic-free copper. The result? of tensile tests indicate that arsenic increases the strength of cold-drawn tubing somewhat, but has no measurable effect on the properties of annealed tubing; the ductility of the tubing as evidenced by the elongation and other prescribed tests is unaffectetl by 0.20 per cent arsenic.

The Oregon School of Mines Society held its regular monthly meeting on the evening of October 23. This meeting was an informal reunion at which members gave accounts of personal experiences during the last three months. Many members of both junior and senior classes answered their country's call to arms and so did not return to college. The senior class is particularly well represented in the Army, as two men hold lieutenant's commissions and a third is already in France with a hospital unit. The junior class has also contributed men to various branches of the service. Plans for the regular meetings include discussions by members and lectures by outside authorities oil mining and allied topics. These meetings are open to the lower classes and all others interested. The Oregon School of Mines Society, composed of members of the junior and senior classes, has, joined with the sophomore and freshman relining students in purchasing a Liberty Bond under the name of the Miners' Club of 0. The method usually employed in accurate determinations of sulphur in pig-iron and steel is to treat a weighed sample of borings in a flask with muriatic acid, and to pass the gaseous products through an alkaline solution of lead or silver, which precipitates all the solphur of the sulphuretted hydrogen in the form of sulphide of lead or silver. The sulphide thus formed is subsequently oxidized by aqua regia, bromine, or other oxidizing agent, and the sulphuric acid formed precipitated in the usual way by chloride of barium. I have substituted for the alkaline metallic solution, a solution of permanganate of potash in the strength of one gramme of permanganate to 200 cubic centimetres of water, and find that it gives results quite as accurate as those obtained by using an ammoniacal solution of silver. By the employment of the permanganate it will be readily seen that there is considerable saving of time and work. In order to test the accuracy of the method, six samples of pig-iron borings were weighed out (about six grammes each) and treated identically

The smoker, Monday evening, was an unusual success. It was held in the beautiful gold room of the Congress hotel, which was very elabo-rately decorated with American flags. More than 500 were present. The gallery was filled with ladies, who responded to the request of the song leader and helped in many ways to grace the occasion. The enter-tainment, was a varied one and was original with the Chicago Committee, which deserves great credit for the unusual success of the event. Al-though it was mostly funmaking, Dr. F. B. Cottrell and George S. Rice of the Bureau of Mines gave some very interesting talks, illustrated by flags and moving pictures, of their trip through Europe since the armis-tice. Mr. Rice's talk dealt particularly with the demonstrative coal and iron regions and Doctor Cottrell's was devoted almost solely to that part of his trip in Northern Italy where he was investigating the application of volcanic steam to power purposes. This steam is derived from boracic-acid springs and helium is secured as a byproduct.

IF it be admitted that the use of the metric system of measurement is desirable, and that it will be well, as urged by one of our engineering societies, to show upon all our plans or drawings a metric scale in addition to a scale of inches, then it becomes important to introduce some ready means of drawing these scales. For many present purposes it is quite sufficient to space off and to draw them with the common dividers and the right-line pen, but if the number of drawings made or copied in an engineer's office, and upon which scales must be shown, is more than two or three daily, then some more mechanical or automatic means should be provided. For a great majority of detail drawings, a simple transcript of the surface of a good two-foot rule would answer every purpose, and probably the best comparative showing of the metric scale would be made by drawing a line of millimeters close by the side of the line of sixteenths. FRENCH steel makers are ready to support the Schuman plan. Pierre Ricard, vice-president of the French Steel Chamber syndicate, announced the industry's readiness to cooperate with the plan, which is aimed toward giving Europe an integrated steel industry. Steel men appear to have decided in favor of the plan because of its promise to unify the continent. Behind approval is the emphasis placed by French steel plant operators on continuation of the Franco Saar economic union. The French have an, abiding fear of German steel production potential. France is currently producing at an annual rate of 11 million tons, while Western Germany is producing 15.5 million tons of steel. The Saar output is placed at 3 million tons. French industrialists feel that as long as the marriage of French and Saar steel production continues, France can compete reasonably well with Germany. If Saar production should suddenly become part of the Western Germany total, it could result in an unequal competitive situation, giving Germany a production level of 18.5 million tons of steel annually, or 60 pct more than France.

All mining and milling enterprises must be based on adequate ore reserves. Reserves must be established by physical exploration, and the orebody should be of sufficient size and grade to insure recovery of capital invested in mine purchase, development, and mill construction and to provide a reasonable profit. Determination of these economic factors is so complicated, and present costs of mine development and construction so great, that analysis can be made only by competent persons qualified by experience in this field. What rate for maximum efficiency? Unfortunately, even today mills are built before deposits have been adequately outlined, and there are rusting monuments to such folly in nearly every mining region. Also there is a tendency to be guided by the philosophy that "if a little is good, a lot is better," which leads to the conclusion that mining at a given rate and making so much per ton will yield a profit of so many dollars per day. Consequently, why not build a mill to treat twice as much per day and make twice as much money?

Meeting of Sept. 25, 1914.-The Committees to have charge of the arrangements for the Annual Meeting in New York, Feb. 15 to 18, 1914, were appointed. It was voted that the Secretary of the Institute take up with the Chairmen of the Local Sections the question of arranging for the transportation to the meetings of the Institute of the members of the respective sections. The Board of Directors unanimously voted to extend to each and all of the members of the Local Committees of the Salt Lake Meeting its hearty thanks for their efforts which resulted in the very successful meeting. The President was authorized to sign the letter to the President of the United States in regard to the appointment of some representative of the mineral industry upon the Federal Trade Commission. An appropriation of $250 was granted to the Southern California Local Section. The By-Laws of the Utah Local Section were approved. Recently we read a short article which stated that Marcona Corp. was studying the use of 25,000-hp autogenous grinding mills for an iron ore project in Alaska. As if that weren't enough, they were going to dispense with the primary crusher and feed run-of-mine ore to the grinding mills which were to be driven by wrap-around seven-cycle motors. We see also that Bougainville Copper Co. will be grinding 90,000 tpd of ore in only eight 4250- hp ball mills. At Bougainville too, their float section will be the first large one to be completely equipped with the new 350-cu ft flotation cells. After a half century of relatively peaceful growth in the minerals industry, we are now seeing almost exponential advances in both equipment and plant size. At the same time, we are seeing a constant blending of hydro and pyrometallurgical techniques and processes into minerals beneficiation until the sample grind-'em-up-and-concentrate-'em plant is becoming a rarity.

With steadily increasing prices for imported oil, commercial production of oil from oil shale can become a reality in the near future. Presently we are importing about 43% of our oil needs and this reliance on foreign oil can be reduced by utilizing the vast resources of oil shale in the western US. The oil shale resources in Colorado, Utah, and Wyoming, averaging 0.06 m3/ton (15 gal per st) and occurring in beds at least 3 m (10 ft) thick, are estimated at 293 Gm3 (1842 billion bbl) of which only 97 Gdm3 (610 billion bbl) are recoverable with current technology. The full potential of this vast resource can be realized only if significant steps are taken toward improving mining and retorting technology and solving environmental problems. Oil shales with a grade of 0.08-0.10 m3/ton (20-25 gal per st) are amenable to mining and surface retorting; whereas lower-grade oil shales may be recovered by in situ retorting.

The search for metalliferrous deposits in the Labrador-Ungava Trough of Canada dates from 1929 when non-ferrous minerals were the main quest of prospectors in this area. Many gossans, resulting from the oxidation of sulfides, were located and examined but none of these led to any orebodies of commercial value. However, such investigations did much to arouse interest in this area and fostered further mapping and prospecting. Since this early period in the history of prospecting in the Trough, the presence of iron ore deposits and potential iron producing sites has commanded the center of attention of exploration personnel. The iron-bearing rocks of southwestern Labrador have in recent years come into prominence as possible sources of iron ore of the beneficiation type. Exploration and development work has been carried on in concession areas granted by the Newfoundland Government to the Labrador Mining and Exploration Co. Ltd. and to the Newfoundland and Labrador Corp. In the course of evaluating its holdings in the Wabush Lake area (Fig. l), Labrador Mining and Exploration Co. has conducted geological, geophysical and diamond drilling programs.

Herbert C. Hoover, who became a member of this Institute in 1896 and who is now one of its Vice-Presidents, is the man who in 1914 extended a helping hand to Americans stranded in Europe at the outbreak of the war, and who made it possible for many such travelers to return safely to their homes. When his countrymen no longer needed his services, he turned to the Belgians, whose need of food had been presented to him. Engineers have been among his assistants from the first, and it is because we believe that members of his own profession will still be particularly interested in his work that we thus mention it in the Bulletin. A Minute adopted by the Board of Directors of the Institute, in which the Belgian Kiddies, Ltd., is recommended to the consideration of the members, immediately follows the Proceedings of the Meeting of the Board of Directors. THE Hog Mountain mine is a pyritic-gold property in the north central part of Tallapoosa County, Alabama, at an elevation of 800 ft. in the southern Appalachian region. It is 13 miles by a good secondary road from Alexander City, a station on the Central of Georgia Railroad. Since its discovery in 1839, the mine has been worked intermittently. The records of past operations are few and are scattered over a long period of time; however, available information indicates a production of approxi-mately 12,000 oz. of gold prior to the present company's activities, which started in 1933. Additional 7844 oz. has been produced under the direc-tion of the present management. The ore from stopes has averaged 0.200 oz. gold per ton; the ore from development, 0.136 oz. gold per ton. Silver, copper, iron and sulphur are also present but to date are of minor importance. The grade of ore in comparatively narrow veins makes necessary extreme vigilance in the methods of mining.

THE purpose of mine-hoist safety con-trollers is to prevent hoists from being operated at speeds above those considered safe and expedient, to ensure proper accel-eration and retardation near the ends of travel, and to prevent overwinding. In other words, they are to safeguard the normal speeds and movements of the hoist-ing drums and cages. The object of this paper is to explain the fundamental principles of hoist controllers, and to aid in their selection, installation, and maintenance. There have been many designs of me-chanical hoist controllers, the basic ele-ments of which as ultimately developed consisted of a flyball governor and another movable member supported by a frame and arranged to move in a vertical, horizontal, or rotary direction, depending upon the particular design, the whole mechanism arranged to be driven in synchronism with the hoist drum. In case of overspeeding, inadequate retardation, or overwinding, a pawl or catch controlled by the governor would engage teeth or dogs on the moving member, which through mechanical con-nections would cut off the power and set the brakes.

Throughout the world nuclear power re- actors are being designed and constructed as the energy source for stationary power plants. They are built to power submarines, surface ships, and long-range aircraft and to provide small package power plants that can be set up with relative ease in outlying areas. Regardless of type, most of these plants are designed to operate at the highest permissible temperatures and with the greatest possible burn-up of fuel. On paper it is now possible to design a nuclear power plant that will out-perform all existing types of power-generating plants, and at costs which are attractive. Such plants, however, are not now being built, nor will they ever be built, unless major engineering advances are made in the realm of reactor materials. The reason for this is straight- forward enough. Although it is known that huge quantities of energy can be generated in nuclear fuels within short periods of time, as yet there are no construction materials capable of withstanding the severe conditions that would exist within a power reactor operating with ultrahigh output.
