The six countries which make up the European Economic Community-Belgium, France, German Federal Republic, Italy, Luxembourg and The Netherlands-are populated by about 170 million consumers. Their economic abilities and their standard of living have increased at a high rate during the past few years. Consequently, the policies and trade practices adopted by the group will have International repercussions within the nonferrous Industry whether or not other nations are eventually admitted to the group. Considering the hopeful prospects of only a few months ago, it is surprising that we must now face up to the fact that Great Britain and Norway, in particular, will achieve membership status only after prolonged and difficult negotiations, if at all. However, this is but one of many factors that should remind us that the Common Market is yet in its formative stage and has by no means reached maturity.

EVERY mathematical statement of a measure of anything (as distin-guished from a count) is followed by a qualification always implied if not explicity stated--that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accu-racy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applica-tions-and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this ques-tion of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not, readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject them-selves. There is great need for more widespread understanding of what has been discovered and how it applies to the use of laboratory coal tests. What follows is an attempt to condense into a few pages the results of the major investigations so far reported, and to explain their meaning in simple nontechnical language, with the addition of some recent illustrative experiments.

A sequence of 250 unconfined compression tests were completed on a common marine shale indicative of the overburden strata of east- central Ohio. The samples were of a light gray clay shale of Pennsylvanian age. The shales considered are obvious layered materials with distinct bedding planes. For this reason there is sufficient evidence to consider this material as anisotropic in nature. With a properly chosen reference coordinate system this anisotropy can be reduced to a layered orthotropic characterization. This implies that the mechanical properties can be specified with regard to principal material directions. With this nature in mind a systematic study of the combined influences of strain rate and moisture conditioning was initiated. Of particular interest is the variations in unconfined ultimate compressive strength with variations in the controlled parameters of strain rate, moisture conditioning level and direction of testing. Results of this particular phase of the program are presented.

Diatomite is a siliceous, sedimentary rock consisting principally of the fossilized skeletal remains of the diatom, a unicellular aquatic plant related to the algae. Thus, it has been formed by the induration of diatomaceous ooze, and consists mainly of diatomaceous silica, a form or variety of opal which is first formed in the cell walls of the living diatom. Diatomaceous silica is not generally regarded as a synonym or the equivalent for diatomite, although it has been so used at various times. Accurately, diatomaceous silica is the preferred name for the principal mineral component of which the rock, diatomite, is composed. The terms diatomaceous earth and kieselguhr are used as synonymous with diatomite. The designations tripoli, tripolite, infusorial earth, etc., were used at one time but are now obsolete. With the changing nomenclature, these terms that were at one time correct when proposed and used for generations would be considered incorrect if used today in the light of current knowledge. The designation diatomite is reserved for those accumulations of diatomaceous silica that are of sufficient quality, size, and minability to be considered of potential commercial value. Processed diatomite possesses an unusual particulate structure and chemical stability that lends itself to applications not filled by any other form of silica. Foremost among these applications is its use as a filter aid, which accounts for over half of its current consumption. Its unique diatom structure, low bulk density, high absorptive capacity, high surface area, and relatively low abrasion are attributes responsible for its utility as a functional filler and as an extender in paint, paper, rubber, and in plastics; and as an anti-caking agent; thermal insulating material; catalyst carrier; and chromatographic support; polish, abrasive, and pesticide extender to name a few representative applications. The United States is the principal producing country, although diatomite is found in numerous other locations. Geology Composition and Morphology Diatomaceous silica qualifies as a. mineral of organic origin in much the same way that aragonite and collophane do. The silica of the fossilized diatom skeleton closely resembles opal or hydrous silica in composition (SiO2 • nH2O) .4, 12, 203 The silica is of acute biological significance, not only for the cell wall component, but also for the basic life process.45, 51 Without silica, cell development ceases .31 In addition to bound water, varying between 3.5 and 8%, the siliceous skeleton may also contain, in solid solution, or as part of the Si02 complex, small amounts of associated inorganic components-alumina, principally-and lesser amounts of iron, 46, 49, 55 alkaline earths, alkali metals, and other minor constituents.59, 63, 67 Boron is reported to be an essential element for diatom growth .52, 58 Since diatomaceous silica is not pure hydrous silica but contains other intimately associated elements, there is good reason to consider it a distinct type or variety.4 Associated with the diatomaceous silica, and integrated as part of the diatomite, may be variable amounts of organic matter, soluble salts, and particles of rock-forming minerals that were syngenetically deposited or precipitated with the diatom frustules. Sand, clay, carbonate, and volcanic ash are typical common contaminants. Other contaminating minerals may be present, such as feldspar, mica, amphiboles, pyroxenes, rutile, zircon-the result of weathering, then transporting, and subsequent redeposition of surrounding land masses. Two great discoveries of this century have diminished the dangers of fiery coal-mines,—the sifety-lamp, conceived in 1815 by Sir Humphrey Davy and successively improved by many engineers, such as Clanny, Marsaut, Mueseler, Fumat, etc., and safety-explosives, the appearance of which is comparatively recent, hut which, thanks to the persevering labors of several technical commissions (especially the French commission on explosives), and of the manufacturers and experimental users of these powders, appear likely to play, in the protection of the miner, a part as important as that of the safetylamp itself. Brit while it is true that by the use of a safety-lamp of approved form, and the exclusive employment, with all prescribed precautions, of these new explosives, complete security should be assured, even in highly fiery atmospheres, experience has shown that the imprudence of workmen, or the bad condition of a lamp, may nullify these protective means, so that it ought to be the constant care of the engineers of fiery mines to dilute the fire-damp by good ventilation so far as to maintain always and in all parts of a mine a proportion of this gas below the lower limit of explosiveness belonging to a mixture of air and methane. Good ventilation still remains the best preventive of explosions from fire-damp, and since, even with a rational and well-controlled mine-ventilation, the volumes of air traversing galleries and rooms are liable to vary within wide limits by reason of open doors, falls of rock, or other accidental causes, it follows that but a few thousandths of fire-damp should be left in the normal atmosphere of the mine-workings, so that a considerable

Mexico has been famous for its silver-mines ever since the Spanish conquest; but in respect to gems, although many varieties occur, yet only a few have been obtained in any important amount. Considering the extent of country in Mexico and ill the adjoining States of the Central American Republics, and the richness of mineral wealth that must surely exist there, our present knowledge of the occurrence of precious stones is remarkably small. The great prevalence of igneous rocks would lead us to anticipate the future discovery of many localities of gems and ornamental stones, when fuller scientific exploration shall have taken place.* At the present time the only gem-stone that is systematically mined in Mexico is opal, and the only important ornamental stone is tecali, the so-called Mexican onyx. There are those in the Colstrip, Mont., area who can still remember the opening of the Rosebud mine in 1923. For 35 years it was a steady employer of 80 or 90 residents who produced coal for the railroad. In 1958, though, mining ceased as diesel locomotives supplanted steam engines. The mine was purchased in 1959 by Montana Power, the parent of Western Energy Co., and production resumed in 1968. Long Construction Co. was chosen as operator of the mine equipment. At that time, reserves appeared virtually unlimited. The thick Rosebud seam coursed through alternate sections of railroad holdings and federal land-then came the federal moratorium on coal leasing in 1971. About the time Western Energy completed the special leasing procedure to extend reserves from an existing mine, a new federal monkey wrench was thrown into the works with passage of the Surface Mining Control and Reclamation Act of 1977.

Do these words from two generations ago apply to oil shale? The United States has been blessed with deposits that can yield synthetic crude oil at a cost competitive with natural crude oil-under present economic conditions and with existing technology. Yet, the oil shale program is cockeyed because of the artificial obstacles that have been placed in its path "under the supervision of man." But more about this later. Introduction STRIPPING is the name given to the process of removing clay, rock, or other cover from deposits of coal or ore. In this paper it is intended to cover the methods used in carrying on this operation in the anthracite coal regions of Pennsylvania. In doing this, attention will be chiefly devoted to those methods wherein practice in different sections of the region differs, or is susceptible to change or improvement, though it is intended to give as complete data as possible concerning all stages of the operation. The data from which this paper has been prepared have been collected and submitted by a committee representing the larger users of stripping methods, of which committee the writer has acted as chairman. Data and assistance have also been obtained from various mining men, engineers, contractors and manufacturers of stripping equipment, to all of whom our appreciation is clue.

To separate minerals on a small scale according to their specific gravity, heavy liquids are used, but because of high costs and health hazards they cannot be used in large scale plants. In order to substitute heavy liquids, finely ground solids like magnetite and ferrosilicon mixed with water and clay for the required specific gravity are employed. The clay present in the medium acts as a stabilizing agent since the coarse heavy media solids would sink very fast to the bottom of the container if they were mixed only in water. The optimum amount of clay varies for different processes, but it is generally between 3-6% by weight concentration of solids. As the pseudo-plastic nature of polymer solutions has excellent suspending properties, investigations were conducted at the Institute of Mineral Research to ascertain whether polymers could be used commercially as suspending agents for finely ground heavy media.

THE writer of this article has not attempted to write a technical paper; on the contrary, he has tried to express in "steel-plant English," for steel men, a viewpoint drawn from his practice and experience. It is not his thought that it shall be taken as the "last word" in the making of this class of steel, or that good rimming steel cannot be made by any other practice. The paper was written to serve as the basis of a discussion from which it is hoped much benefit may be derived. The paper deals only with rimming steel made by the open-hearth process, and with the lower carbon steels, such as sheet and tin bar, rivet stock, skelp, etc., although good rimming steel as high as 40 to 50 carbon can be made by having good open slags and giving proper attention to working and tapping temperatures.

In the study 208 heavy mineral concentrates (pan samples) from Jameson Land, East Greenland, are considered. Each concentrate has been analysed (by spectroscopy) for the content of (approx.) 25 elements. Furthermore the exact sampling position and the geological characteristics of the environment have been registered. In the study is shown how different multivariate methods combined with geological knowledge of the area can be used in the interpretation and classification of the data. Special emphasis is put on the problem of finding reliable expressions for the background level of the element concentrations in the area. This is done by means of severel discrimination procedures. The other main subject is a demonstration of the applicability of isoscore maps - originating from factor analyses - in the evaluation of the co-variability of the data, and thus give another way of classifying the individual samples according to the content of different elements.

Michiquillay deposit is porphyry copper type with over 500 million tons of 0.70% Cu ore. In order to reflect the true nature of the orebody as to shape and value distribution and to compensate for insufficient data in the outer perimeter and lower portion, "Triangular Interpolation Method" is used in the computation, wherein block grades are determined by "Plane Regression". The results thus obtained are compared with the data from additional investigation and are found to match well with each other. Aside of total Cu, assays of Fe, S, MoS2 and geological data such as alterations, rock types, faults, mineralogical compositions are also stored in the computer. By this system, their distribution and relation to alteration become clear and classification of ore into types affecting recovery become possible. The outputs of this system make clear the characteristics of the orebody and furnish valuable geological data on the orebody.

Control of artesian ground water has played an important role in the development of Texas Gulf Sulphur's phosphate mining venture in eastern North Carolina. To facilitate dry mining methods, 60 million gpd of fresh water is pumped through wells from a limestone aquifer underlying the uniform flat-lying ore section. Hydrologic information revealed from pumping tests has been used in successfully developing a depressurizing system. Computer assistance is used to plan well patterns. High volume pumping has lowered water levels in water wells over a large area in the Coastal Plain without detrimental effects on water quality in the aquifer. Cooperative effort between mining firms will be required to control the ground water as new mines are developed in the district. An intricate observation -well system is monitored regularly over the wide area of pumping effect to ensure that gradient reversals have not caused salt water encroachment.

A new theory for three dimensional collapse of conical liners shows why the two dimensional theory may offer a good approximation. Shaped charge design parameters and rock target properties were investigated to determine their effects on penetration and breakage. Penetration in dolomite is somewhat similar to that in steel, but copper does not have markedly better penetration capabilities than brass. Several metals, liner thicknesses, cone angles and standoff ranges for each were investigated. Effective standoff is greater for aluminum than more dense metals. Optimum geometry appears to approximate that for metal targets. Resistance to penetrations was greatest for a red granite and dense siliceous rocks, and least for dolomite and porous sandstone. Hardness and compressive strength appear to be two important conventional proper- ties. The first order law does not apply to the rocks tested. Dolomite may be drilled with shaped charges, the holes sprung and round blasted successfully.

The Alabama flake-graphite industry has flourished only in times of war when importations of foreign graphite for crucible use have been greatly curtailed or cut off. World War I was a boom period and in 1918 some 30 plants produced 7,795,475 Ib. of flake graphite. The industry languished following the war and no graphite was produced from 1929 to 1939. The Federal Bureau of Mines began investigating the Alabama graphite deposits in 1940 and worked out modern recovery methods that were applied to production during part of World War 11. A prospecting program disclosed reserves of over 25 million tons of graphtic schists. In 1942 the War Production Board authorized the enlargement of the only plant then producing flake graphite and the construction of two new plants. Production of flake graphite from these three plants in 1943 is estimated at 8,100,000 lb. Increased imports from Madagascar late in 1943 shut down one of the new plants and curtailed production at the other. Alabama flake graphite has not yet been able to compete with Madagascar graphite for use in the manufacture of any but small graphite crucibles. The future of the industry must depend on meeting the higher carbon content demanded for other uses. Introduction The flake-graphite deposits of Alabama are confined to a narrow belt extending for about 60 miles southwest from the northeast corner of Clay County across Coosa County to the edge of the Coastal Plain in Chilton County (Fig. I). The continuity of the beds is broken by a 10-mile gap between Millerville in Clay County and Goodwater in Coosa County. The Clay County beds extend about 27 miles northwest of this gap, with a width of 3 to 4 miles near Millerville and of less than a mile at the northeast end. The Coosa-Chilton are? is about 33 miles long with a fairly consistent width of 2 to 3 miles. Geologically the graphite belt lies near the northeast boundary of the outcrop of metamorphic rocks of the Ashland series, a complex group of intensely folded and faulted beds of pre-Cambrian age composed mostly of quartz-mica schist, in which the mica is predominantly muscovite; garnet-mica schist, in which biotite is more common; and hornblende schist. Flake graphite is found in commercial quantities only in the quartz-mica schist. The best graphite, both in quantity and quality, is found in schist cut by numerous small pegmatite stringers along the planes of the schistosity. The pegmatites themselves contain little graphite, but the adjacent country rock is normally rich. . The schist was derived through the recrystallization of shale during the intrusion of the pegmatites, the graphite being derived from amorphous carbon in the shale. The intrusion of the pegmatites, and therefore the size and quantity .of the graphite flakes, seems to have a structural control.

TOQUEPALA is a porphyry copper deposit in which mineralization is localized by a large breccia pipe formed in dose genetic relation to intrusive rocks. The deposit is in southern Peru, 55 airline miles north of the small city of Tacna and the same distance inland from the port of 110. Quellaveco and Cuajone, geologically similar deposits, lie 12 and 19 miles north of Toquepala. Chuquicamata is 400 miles to the south. The deposit is high on the southwestern slope about 20 miles from the crest of the Cordillera Occidental of the Andes Chain. It lies in a mountainous desert where the steep southwesterly slope of the Andes is dissected by a succession of rapidly downcutting, deep canyons. Local topography is moderately rugged with a dendritic drainage pattern and an elevation of 8000 to 14,000 ft. Volcanic peaks along the crest of the Cordillera rise over 19,000 ft.
