If a bar of wrought iron or steel is suddenly cooled from a bright red-heat, the contraction which then occurs is considerably greater than the expansion previously caused by heating the bar, so that its final length is considerably less than its initial length. Mr. Thomas Wrightson has investigated this phenomenon,* and has shown that not only does this permanent contraction occur on sudden cooling, but, if the heating and cooling be repeated, say fifty times, a further permanent contraction occurs at each successive cooling. In Mr. Wrightson's opinion, this contraction cannot be explained on mechanical grounds, and he ascribes it to some molecular change caused by sudden cooling; but I think that we need not invoke mysterious molecular changes to explain this phenomenon, which appears to me to be due to very simple and purely mechanical action. Let us consider the cooling as divided into two periods, in the first of which the exterior or skin of the bar becomes almost completely cooled, and hence tends to contract almost to its initial dimensions, while the still hot arid plastic interior contracts but little; in the second period the already cool skin remains nearly constant in temperature, and hence tends to contract but little, while the interior cools from a comparatively high temperature to the ordinary temperature, and hence undergoes great contraction. The excess of the contraction of the skin over that of the interior during the first period tends to make the bar bulge in the middle of its length. This, as well as the decrease of density which occurs, Mr. Wrightson correctly explains. The interior of the bar just sufficed to fill the skin when both were in their initial condition, before being heated at all. At the end of the first period, the volume of the still hot interior is more than the now contracted skin can hold while maintaining its initial shape; and the effect is much the same as when we powerfully blom into a soft India-rubher Lag of the shape of the skin of the bar—it bulges, and tends to approach the spherical shape, in which the ratio of surface to

Cooperative education for engineers is based on the premise that theory and practice are inseparable in training men for the engineering profession, and the two must be advanced simultaneously in order to train men most successfully and efficiently. The teaching of theory obviously should be done by the college but the practice must be obtained in the field where the application of the theory is made. The ideally trained engineer is one that knows theory, can apply the theory to practice, can direct, and work with, his fellow men. The old four-year plan of training engineers does a fair job of teaching the underlying theory of engineering but neglects entirely the training necessary for application of the theory, except through laboratory experiments, and the training in adjustments necessary to direct and work with men. An engineer, like a lawyer, doctor, dentist or other professionally trained man, cannot practice until he has had practical experiences that give him a knowledge of the other phases of his profession. The doctor serves as an interne, the lawyer reads law in the office of a practicing attorney, and the engineer must enter the profession as a laborer or as an apprentice, unless he has had the advantage of a cooperative education. Cooperative education provides the opportunity for the coordination of practical and theoretical training for the engineering profession throughout the period of training and thus eliminates many that are unfit to enter the profession, giving them an opportunity to seek other fields for which they may be better fitted, and reduces the overhead in industry that results from a large turnover of men not fitted for the profession. The Cooperative Plan Cooperative education in engineering is no longer an experiment. It was inaugurated at the University of Cincinnati in 1904 by Dean Herman Schneider, and has worked successfully ever since. Over twenty schools offer this type of education and many thousands of young men have had the opportunity to receive their technical training under this plan. Under the cooperative plan a student attends class for a period of eight weeks, then enters industry for eight weeks, maintaining this schedule

THE principal use of barium sulphate is as an inert paint pigment.. For this purpose, the ground material is used both in its natural and in its artificial forms. Probably the largest amount is used in the production of a chemically precipitated pigment called lithopone which consists of 70 parts of barium sulphate and 30 parts of zinc sulphide. An enormous tonnage-of this pigment is at the present time being used in the manufacture of interior flat wall paints of the oil type, such paints having almost entirely supplanted the use of corroded white lead which was at one time used for interior painting. The more dense nature, lower price and sanitary value of lithopone was responsible for this change. Lithopone is, moreover, used to a large extent in the manufacture of oil cloth, shade cloth and linoleum. Its whiteness makes it of particular value for this purpose. Barium sulphate is also used of itself in admixture with other pigments in the manufacture of prepared paints. The chemically precipitated form of barium sulphate, which is generally called blanc fixe, is also used for this purpose. Much controversy has raged in the paint world over the question of inert pigments such as barytes, silica, asbestine and china clay. These pigments are probably called inert because they have no chemical action upon the linseed oil in which they are ground to produce paints, and on account of the fact that they become transparent in oil. It is well known that in the manufacture of paints, opaque white pigments, such as basic carbonate white lead, basic sulphate white lead, zinc oxide etc., are generally used as the grinding base. These base pigments, when ground in oil, react therewith to some slight extent, and they produce white paints which have excellent biding or obscuring value. The inert pigments so-called, when ground in oil and spread out into a thin film, form transparent coatings which have no hiding power. It has been contended, therefore, that the use of barytes or similar inert pigments in paints is resorted to simply for the purpose of cheapening the cost of the product.

THE earlier struggles in petroleum geology were directed to solving the origin and method of accumulation of petroleum. We are now fairly well agreed on those subjects. Most of us think that the great mass of petroleum commercially produced comes from plants or animals, or possibly from both. We are confident that the oil was not produced where it is now found but has accumulated in reservoirs of various kinds. The types of reservoirs are certainly variable but they just as certainly follow definite geologic laws. Some of these types of reservoirs can be determined from surface study; others cannot. We know, too, that these types of reservoirs (largely structures such as anticlines, domes, and terraces) are much more widespread than the oil pools. In other words, there are many places where good sands and good structures exist but where oil is not found. It is the purpose of this paper, therefore; to attempt to analyze, from a regional standpoint, some of the conditions that control the presence or absence of oil pools and to group them in a regional way, hence the term "Petroliferous Provinces." The paper lays no claim to presenting new facts but attempts to group and classify the information that so many have expressed again and again. The essential factors for an oil field are petroleum, a reservoir material, and conditions under which the petroleum can enter the reservoir but cannot escape except through the drill holes. The paper will first discuss the source of petroleum as it occurs in definite regions, then the regional arrangement of reservoir strata, and finally the areal arrangement of structures. To have petroleum, there must be a source. Since living matter is considered the source of the petroleum, geological conditions must, have been such that living organisms were abundant. Arid regions on the earth's surface have not given rise to living things-in sufficient abundance to produce oil; similarly, too cold regions and saline inland lakes. THE Duquesne property of the Callahan Zinc-Lead Co. is about 20 miles east of Nogales, in southern Arizona. One mine is near the mill, but most of the mill feed is hauled in by truck from a number of small mines. The same sulphides are found in all the ores, in general, but the amounts vary considerably. All ores contain silver, copper, lead and zinc minerals but one mine ships ore high in silver and lead and low in copper and zinc; while another mine ships ore high in copper and zinc, and low in silver and lead. The common sulphides are galena, carrying most of the silver; chalcopyrite; sphalerite, carrying iron in solid solution; and pyrite, in a gangue consisting of limestone, quartz and garnet. Mineralization, is fairly coarse. At the present grind of about 66 per cent minus 200 mesh most of the sulphides are liberated. A small amount of chalcopyrite is locked up with the sphalerite and cannot be liberated at an economic grind, and the copper carried into the zinc concentrate with the sphalerite accounts for the comparatively poor recovery of copper in the copper-lead concentrate. PRODUCTION OF TWO CONCENTRATES The milling problem, which was complicated by the extreme variation in the grade of the feed, was first attacked with the idea of producing a silver-copper-lead concentrate and a zinc concentrate, both with satisfactory grades and recoveries. By February 194I, it was felt that these objectives had been attained, when the grades of the various products and the recoveries were as shown in Table I. [ ] A rough outline of the flowsheet and reagents used is as follows: Minus ¾ -in. feed to a 7-ft. by 36-in. Hardinge ball mill working in closed circuit with a 36-in. Wemco classifier. The classifier overflow passes to the second cell of an 8-cell bank of No. I8 Special Denver Sub-A flotation machines (volume, 22.5 cu. ft. per cell). A rougher concentrate is removed from the second to the fifth cells inclusive, and returned to the first cell, which is the cleaner. With imperfect instruments it is impossible to make accurate surveys; the results are inaccurate maps, with their attendant consequences. The design of the writer is to describe an improved form of tripod head, and certain defects in an English transit and a miners' dial, with the method taken to remedy the defects of the transit. When the present transit superseded the surveyor's compass, there was one special objection brought against it, and with some show of reason ; namely, that the tripod of the compass with its ball and socket motion, allowed a quicker levelling-up (and, consequently, more work) than mas possible with the transit. To this objection it was replied, that the ball and socket would not allow the instrument to be levelled with the same degree of precision that could be attained with the levelling screws, and that if time was sacrificed greater accuracy was attained. Nevertheless, it is a wellknown fact that in this country, and especially in England, the compass or miners' dial holds its ground solely from its rapid adjustment. Ever since the introduction of the transit, efforts have been made to give to this instrument the same facility of levelling possessed by the compass or dial, and the same means have been tried, i. e., a ball and socket motion, since a modification of this in some form was the only method that would answer. The upper part of a transit is, however, much heavier than the corresponding parts of a compass, and, therefore, requires more binding power, which cannot be obtained with an ordinary ball and socket joint. It has been a study with instrument-makers to combine the facility of these two tripods —the quickness of the ball and socket with the steadiness and accuracy of the screws; but in all attempts in this direction the ball and socket of the compass has been literally followed, the entire stability of the instrument depending upon the friction of the ball in its socket. During the year 1939, Mexican production totaled 42,479,000 bbl.; a daily average of 116,381 bbl. or a little over 2 per cent of the estimated world production. The Mexican Government operates 100 per cent of the refining branch of the industry, 100 per cent of the domestic distribution, 96 per cent of the crude production and 92 per cent of the total exports. No discussion of the Mexican petroleum industry in 1939 is adequate without reference to the "expropriation" of the foreign-owned oil properties in Mexico by executive fiat on March 18, 1938. The forcible seizing of the properties culminated a long series of efforts on the part of the Mexican Government to obtain control of the oil properties developed through foreign initiative and with foreign capital in Mexico. The heart of the issue is whether the Mexican nation or any nation may with impunity confiscate the legally acquired properties of American citizens. The Department of State of our Government has in its communications to Mexico emphasized the fact that its "expropriation" of American properties was confiscatory because Mexico had failed to make "adequate, effective and prompt compensation"; that the taking was no less confiscatory "because there may be an expressed intent to pay at some time in the future," and that, consequently, "Mexico has assumed and continues to assume to exercise a right without compliance with the condition necessary to give such exercise a recognizable status of legality." Mexico has professed its willingness to pay for the oil properties but at the same time through its Supreme Court it has declared that the owners or lessees do not have the exclusive right to extract and dispose of the oil in the subsoil. This is a reversal of the Mexican position with respect to oil as set forth in the Mexican mining laws, affirmed by Mexican Supreme Court decisions, and as clarified in the Warren-Paync and the Morrow-Calles agreements, as well as in diplomatic correspondence. THE mining press, as well as certain federal and state bulletins, refer from tine to time to. the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head. of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days,' in which case the compensation shall run from the time of the injury."

Progress in the art of amalgamation in recent years has been negligible, partly because a copper plate, though it occupies extensive floor space, requires frequent attention and invites theft, is a simple piece of apparatus that gives visible results; partly because the impression prevails that amalgamation is too primitive a process to merit consideration by an up-to-date metallurgist. Both these objections can be overruled. Plates can and will be superseded by more efficient, theft-proof amalgamating units. Improved methods of application other than by settlement or by impact, neither of which is effective for removal of fine gold, will be developed, and the process given wider opportunity. As A. F. Crosse aptly remarked, neglect to utilize amalgamation when free gold can be recovered thus is comparable to the decision of a storekeeper to deal only with credit customers. Usual practice is to follow amalgamation with cyaniding. Rarely is attention paid to the possibility of reversing the order—of extraction of the fine gold first by cyaniding; the coarse, subsequently, by amalgamation. Such a sequence avoids the alleged hazard that amalgamated gold particles may be unacted upon by cyanide, whereas cyanided gold particles are readily amalgamated. Research has indicated, however, that the mercury coating on a gold particle is easily soluble in cyanide solution, probably because such coating is a compound of gold and mercury. Comparative-test results at one plant, of cyaniding a ground concentrate before and after amalgamation, showed total extractions of about 90 and 100 per cent, respectively, indicating high solubility of the mercury-gold particle, if present, or the advantage of preliminary impoverishment before cyaniding, or both. The contention that a loss in residue from an amalgamation-cyanidation plant is occasioned by presence of amalgamated gold that escapes action by solution is not supported by adequate evidence. The function and scope of mercury as an aid to extraction of gold by cyanide is deserving of attention. It is a powerful desulfurizer. IT has always seemed to me that there is a certain similarity between the work of the mining engineer and that of the doctor of medicine-each has very often to be governed in his actions by conditions which he cannot. see. It is not necessary to detail the unseen conditions with which the mining engineer or geologist has to deal-the further extension of orebodies; the existence of new ones, the throw of a fault, the probable change in grade or character of the ore with advance of the workings, are a few of the conditions which the mining engineer has to determine as well as he can from the deductions he is able to make from what he can observe. Just so the physician is often confronted with conditions that he can not observe. Probably less than half of human ills make a manifestation at the surface of the body from which definite and certain conclusions can be drawn. The diagnostician must observe various things and, from these observations in combination, conclude what 'his course should be to bring about the cure of the trouble. Both professions would be assisted immensely by any agency that would permit them to look below the surface, something that would make more certain the diagnosis which each is called upon to make. The physician has had such an agency since 1895, when Röntgen discovered the X-ray; which, by making possible shadowgraphs of the osseous portion of the human body, advanced immensely the diagnosis of bone lesions. Later, with improvement in the technique and more understanding in the interpretation of what the photographic plate shows, other portions of the human anatomy could be examined and at the present time there is hardly an instance of internal disorder to which the aid of the X-ray is not called. Some organs are made opaque by administering mineral substances; in, other cases, conclusions are drawn from barely perceptible shadows on the photographic plate. Generally the surgeon's knife is directed with exactitude to the seat of the trouble and so not only is the difficulty revealed but the necessity for an exploratory' operation is averted.

My attention having been called several years ago to the possibility of increasing the yield of coke per ton of coal, as obtained in certain bee-hive ovens, I called the attention of the Institute to the matter at the New York meeting in 1899. I have had occasion since to witness the indifference with which this matter is ordinarily considered, and, on the other hand, the marked improvement which comes from even a most perfunctory effort in that direction; and I am almost tempted to say that nothing in connection with the coking of coal is at present so important. There are other factors, which are fundamental and necessary; but they have been considered already ; while the question of yield is, as a rule, absolutely ignored, or some figure is taken as the result of a special burning of one or two ovens, and the assumption is made that the whole battery is yielding at that rate. The uncertainty of this assumption I may illustrate by saying that, in my own observation, the burning of a single oven in a battery frequently gives, by actual weight, as much as 69 or 70 per cent. of merchantable coke, while the battery as a whole was yielding only an average of 63 per cent. Only from careful records, checked at least once a month, of the weight of the coal going to the ovens and the weight of coke produced, can any correct idea of the actual yield be gained, or methods be modified so as to produce good results; yet, as a rule, the crudest estimates are usually the only available data. In many cases there are reasons for this loose practice. The coal is mined by measurement; the payment for drawing the ovens is in proportion to the amount of cod which goes to them; and, not uncommonly, the royalty is so much a ton of coke, not of coal. In the cyanide process, gold and silver are dissolved from crushed ore as double alkali-metal cyanides, from which they may be precipitated by such positive metals as sodium (amalgam), aluminum, or zinc, or by electrolysis. Two extreme conditions may be noted. Some works, especially slime plants practising decantation, use a relatively large volume of solution—possibly 4 or 5 tons per ton of ore—nearly all of which may require precipitation, so that the solutions handled are of much lower value per ton than the ore. On the other hand, in some leaching plants it is possible to extract with very little solution, and to percolate some of this more than once through the charge before precipitation, so that the solution to be precipitated may be much less than half the weight of ore, and proportionally richer. Solution intended for further use need not have all its precious metal removed, but any that has to be thrown away should be impoverished as far as is economically possible. In spite of certain advantages possessed by other precipitants, zinc in some form has been almost universally used.. In some of the first attempts to utilize cyanides as gold solvents, a "piece or plate of zinc" was suggested as a precipitant, but extension of surface was early recognized as a desideratum. . Macarthur and the Forrests adopted a "metallurgical filter" of zinc shaving, turned from disks or rolled sheets. They had previously experimented on other forms of zinc, ax! Mscarthur records having tried zinc dust, which had of course been long known as a general reducing agent. It had also been known and used as a precipitant of precious metal from plating and photographic solutions, and comminuted zinc had been patented for recovering copper, etc., from ore leaches. Other inventors proposed the virtual making of zinc powder by the attrition of balls of zinc, and by similar means, during the passage of a stream of gold-bearing solution. Sulman claimed the use of zinc dust, or fume, in a special apparatus, effecting a more or less regular feed of dust and solution by means of intermittent siphons; the mixture or "emulsion" (as it is still called) rising with diminishing velocity through an inverted cone in which it

J. C. WRIGHT.-The problem of organizing and maintaining a vocational class for those employees who are engaged in the mining industry depends on several most important factors. The first is the sympathetic cooperation of employer and employee; the second is to find the subject matter that must be presented to these men; and the third is to find the instructor who can present that subject matter. This is perhaps the most difficult, for we usually find a man who knows the material that is to be presented but is not a teacher or does not know how to organize his material. The man must know the subject matter from the standpoint of absolute contact with industry in order to be a successful teacher. I have come into contact with two kinds of schools organized in connection with mining occupations. In one type the instruction leans very largely toward elementary subjects, arithmetic, reading and writing and spelling; it is not of such a character as to help or improve the working man in his occupation in the sense that we are attempting when we speak of vocational education. In the other type of school, an engineer is usually employed as a teacher. He immediately begins to give the things with which he is most familiar and the instruction becomes such as only those who possess a high-school or college education, perhaps, are able to receive. In between these two schools is the school we are trying to, promote, a school that will meet the needs of those employed. MARGUERITE W. This vocational education can do; for it can supply many of those deficiencies in upbringing and. environment that make for the discontent and restlessness of our varied classes of unskilled labor: the Anglo-Saxon mountaineer; the Southern negroes who have crossed Mason & Dixon's line by the thousands, "searching satisfaction for our minds;" and the still greater number who have sought across the sea America, "the promised land.

The United Verde Extension mine is located in the Jerome mining district, on the eastern slope of the Black Hills, approximately northeast of the town of Jerome, Yavapai County, Arizona. The ore deposit may be termed a replacement in Yavapai schist. This schist is one of the oldest formations in the district, being probably of volcanic origin, and has been folded and faulted and contains intrusions of diorite and quartz porphyry. It is believed that the mineralization followed the porphyry intrusions and replaced the country rock; this was followed by erosion and a period of secondary enrichment, all completed in pre-Cambrian time. Later sediments of sandstones and limestones, to the depth of approximately 600 ft. (182 m.), were laid down, followed by volcanic flows. Faulting and erosion again took place, resulting in the present complicated arrangement of the strata. Prospecting, therefore, is very difficult, because the sediments practically cover the mineralized areas. This necessitates the sinking of deep shafts, cross-cutting, and, in some instances, diamond drilling to learn something of the various relations of the different formations and the occurrences of intrusions associated with ore deposition. The locating of new orebodies, therefore, is beset with innumerable difficulties. EARLY MINING METHODS The two orebodies constituting the principal resources of the company are known as the small orebody and the Bonanza, or large orebody. These are about 150 ft. (45 m.) apart, and while they appear to be distinct orebodies may later prove to be connected. The character of the ore, the general associations of the porphyries adjoining the orebodies, and other characteristics, both in the ore and general environment, are very similar. The small orebody was the fist to be discovered and was mined for some time before the Bonanza was found. At first, a large amount of ore was extracted by means of development work, but as the smelters treating this class of ore were located from 60 to 400 mi. (96 to 643 km.) away, only the highest grade yielded a fair profit and it became necessary to do selective mining. The main workings

For years the geographical isolation of the Southern iron-ore district from the great producing centers in the North and East enabled it to meet its conditions and solve its own problems without regard to the practices and policies of other districts, but during the past few years distances have been shortened, practices and wages are being standardized, and these changing conditions have brought new problems to the South. Development of Pig Iron in the South The development of the pig-iron business in the South was very slow during its early years, gained speed rapidly in the latter part of the nineteenth century, reached its peak in 1918 and was on the decline before the depression that began in the latter part of 1929. The first blast furnace in Alabama was built at Cedar Creek in 1818, the year before the state was admitted to the union. In 1830, Daniel Hillman was sent from Tuscaloosa to found an iron works in Roupes Valley, where rich pockets of brown ore were numerous. He built a forge on the site of what later became Tannehill furnace and called it the Roupes Valley Iron Works. There pots, pans, plows, and horseshoes were made of metal from his Catalon forge; shaped by a large hammer operated by water power. Daniel Hillman died in 1832 and the ironworks lay idle until 1836, when Col. Ninion Tannehill bought the property, rebuilt the forge and, using slave labor from his plantation, operated and enlarged the works. By 1845 he had built two crude furnaces and did a flourishing business in ovens, skillets and kettles, which found a good market all over the South. In 1855, the plant was sold by Colonel Tannehill to Moses Stroup, an experienced ironmaster from Pennsylvania. He tore down the old furnaces and built a new plant, the ruins of which stand today (Fig. l). This furnace plant operated continuously until it was destroyed by Northern troops in 1865. It was never rebuilt, so that the shell in the picture is the same furnace that made many tons of guns and shells for the Confederacy during the war period.

The good work of the surveys supported by the different branches of the government needs little mention to geologists but is underappreciated by people at large. Geologists and engineers realize their usefulness and yet even from this group one hears occasionally an undercurrent of discontent about their work or the distribution of it. The very fact that discontent arises within and without this group and has drawn attention of legislative bodies of the country in the present time of stress means that a large number of people do not receive or do not realize that they receive benefit from these public works. This seems to be a clear indication that more than the relations between government surveys and the mining industry is involved and that if the mining industry is interested in continuation of the work of these surveys on the past scale they must consider the other survey divisions and their activity. Also, relations between government surveys and certain specialized types of mining have not been as close as they should be. I have been employed in almost the entire range of fields offered to geologists and have studied closely the feeling of people towards geological service. Recently it has been a pleasure to be closely associated with men who were as deeply interested in civic welfare and affairs of state as in the financial success of a large industry developing natural resources. Previously I had seen service in a national survey, a state survey, summer employment by a large mining company exploring new property and detailed geological work for a large corporation. Major responsibility as a college instructor has left me free to view each of these assignments in unprejudiced fashion and at the same time study the relation of government surveys to large natural resource industries, average industrial and construction work and service to nongeologists and laymen. Considerations Governing Geologic Public Service Three groups of people must be satisfied by the surveys if dissatisfaction is to be dispelled. First there is a large group of people who pay taxes to support the government activities and must receive some service

Geophysical methods of prospecting taken as a whole do not seem to offer much promise to a young man planning to enter them in the future. They have come to stay, to be sure, and they will continue in at least moderate use for a long time. Domestic use of those methods presumably is at a maximum at the present time. Geophysical prospecting is expensive; the effects of the law of diminishing returns in efficiency in finding prospects can already be recognized. Small oil companies, independent oil operators, and royalty buyers have been doing much geophysical work. But in face of the increasing costs of discovery of prospects and in face of the probably decreasing favorability of the prospects discovered, I expect to see a sharp drop in their use of geophysics within the next 10 years. The major oil companies and the larger small oil companies will continue to use geophysics indefinitely, but it seems doubtful whether the very extensive domestic campaigns of a few companies will be maintained for many years, certainly not for 10 years. The use of the geophysical methods in foreign countries has not yet reached its peak, and probaby will continue to increase for several years. That peak level of activity will probably be held for 10 years, although the site of maximum activity will shift from country to country; by the end of 25 years from now, I should expect the foreign use of the methods to have leveled off to one-fourth to one-half the peak level. Foreign service in geophysics does not seem to offer an attractive career, except for men of exceptional disposition. Young men just out of college, who are willing and who can afford to spend three or four years having a fling at adventure before settling down, will find it attractive, but when their tour of foreign service is over, they probably will have harder work finding a job than when they were seniors, and their foreign experience will count for little, except for further foreign service. A few men, mainly the higher men, will have headquarters at civilized or semi-civilized cities and towns or at permanent oil-company towns, and can

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.
