FOR two days preceding the Colorado Mining Association annual meeting, officers representing all interests of the lead and zinc producers hammered away at remedies for the ills of the industry behind closed doors at the University Club in Denver. For once in the stormy history of the industry, large and small producers alike came to agreement with an automatic sliding scale stabilization import tax. The proposal set forth in full on the following page, is not new being merely an amplification of the tariff arrangement whereby tariffs are imposed when the price drops below ceiling. Its advocates claim that it is simple, automatic, and flexible. It will give stability to the industry without subsidies and since no government bureaus will be required to administer it, there will be no cost to the taxpayer.

The ripper is not a new tool. In fact, it dates back as far as the Roman Empire. The Roman's ripper-mounted on wheels and shaped something like a plow-was pulled by oxen and was used to loosen the earth for the shovelers and basket carriers building the Appian Way. There are records of rippers being used in this country in railroad construction between 1860 and 1880. The tractor-mounted ripper, introduced a little over ten years ago, extended the capability of the ripper because of greatly improved maneuverability and the additional weight which could be brought to bear upon the ripper tooth. Increases through the last ten years in tractor weight and horsepower further increased ripper capability until now, in some geographic areas, hardly any rock is unchallenged by them.

MINERS have observed for many years that as pillars are removed in mining operations the pillar adjacent to those mined out frequently shoes evidence of being compressed. Although this has been known for a long time, little or no information is available concerning how far from the mining area the pillars are affected in this manner, or how great is the magnitude of the compression, or concerning the manner or char-acteristic way in which the compression acts, as the mined-out area approaches the pillar under consideration. The writer made a study of pillar action in the Mona mine of the Arkwright Coal Co., partly to get some quantitative data on the deformation of coal-mine pillars. The study was not completed but it seems best to present the information that was obtained.

THE problem of establishing practical techniques for evaluating natural corundum ores arose from the desire to improve the existing purchase specifications for crystal corundum procured by the Federal Government for stockpiling. Such purchase specifications had been developed for a large number of products, including minerals and ores considered to be critical and strategic because of the country's dependence on foreign sources of supply. It will be apparent to anyone considering the subject of purchase specifications that the determination of whether or not a submittal meets the specifications is a prime consideration. Consequently satisfactory specifications for minerals should not only incorporate physical, chemical, and mineralogical requirements that are practical but should also establish the means by which both buyer and seller can be assured that materials meet stated requirements.

Resource and coal quality estimates of three coal deposits in the Western United States were estimated by kriging, a geostatistical method that yields unbiased estimates with maximum achievable precision. Derived geostatistical models were used in kriging to estimate the tonnages of the deposits and to derive contour maps of thickness, structure, and sulfur content. Where data were available on quarter-mile spacing, kriging was used to obtain detailed information applicable to mine planning and design. Where data were sparse, kriging was used to do a preliminary evaluation of total resources. Geologic studies were required to correlate the individual coal beds and to identify complicating conditions such as the presence of faults, burnt zones, channels, and regional changes in thickness and elevation. Where these conditions were identified, they were explicitly integrated into the estimation procedure.

MATERIALS containing very large amounts of porosity, in the order of 50 to 90 vol pct, are extremely difficult to evaluate according to conventional mechanical behavior tests. This is usually a consequence of their low strength and brittleness, and the difficulty of preparing standard test specimens. A simple fatigue test has been developed and used successfully on porous nickel sheet materials requiring no specimen preparation; it could also be used for configurations other than sheet or plate. Samples of the sheet. 2 in. sq and about 0.025 in. thick, are placed in a vessel that is evacuated to about 50 f Hg by a mechanical pump. BENEFICIATION of the manganese oxide ores at Three Kids Mine near Henderson, Nev., has evolved over a period of years. Commercial application of the process is on a secure basis, and an effective working hypothesis has been formulated to help solve the problems encountered in flotation. An outstanding difference between the Manganese Inc. operation and other flotation processes is the necessity for high recovery of slime mineral values. Part of the manganese minerals in the Three Kids ore deposit occurs as primary slime or as minerals that are easily slimed by grinding. High recovery of this slime portion is essential to an economic over- all manganese recovery. The aim of much of the research at Manganese Inc. was to recover these slimed and finely ground minerals by flotation.

Senator Henry M. Jackson t D. Wash.) recently tossed a live grenade into the hardrock mining industry with proposed legislation to change provisions of the law governing Federally owned mineral values. Title Two of the measure would place hardrock mining agreements on a leasing basis similar to that which has applied to oil and gas since 1920. Known as the "Public Domain Lands Organic Act 01 1971" or S.921, the bill would monitor exploration by heavy machinery which ran destroy fragile ecology without any requirement for restoration or rehabilitation." Jackson said. Abandoned mining claims, lie continued, dot the public domain, "casting clouds upon the title to property which belongs to all the people.” and a minerals leasing system is "the most practical way of achieving the proper balance."

THE increased demand for iron ore has necessitated a re-examination of ore-bearing lands on which the presence of water previously has indicated hazardous and expensive operating conditions. In view of the importance of iron ore production to the national economy and defense, the Ground Water Branch of the U. S. Geological Survey, in cooperation with the state of Michigan, began a study of mine drainage in the Iron River district in 1945, and later extended the work to the Marquette district. The purpose of these studies was to define the principles involved in the movement of surface and ground water toward the mined areas, with the hope that the information obtained in the research would lead to the development of methods of water control and to a reduction in the total mining costs.

Nchanga Consolidated Copper Mines, Ltd., is one of the four mines operated by the Anglo American Corp. in Northern Rhodesia, now the independent nation of Zambia. Today Nchanga is the second largest single producer of copper in the world, accounting for more than 200,000 long tons of copper annually at a monthly milling rate of 430,000 tons of ore. The average mill-head grade is about 5.20% total copper, of which approximately 60% is copper sulfide. The remainder, referred to as "acid soluble," is copper oxide. Nchanga mines three separate orebodies varying in grade and sulfide-to-oxide ratio. Ore is processed in two separate grinding circuits feeding into three separate flotation circuits. A fourth flotation circuit treats leach plant residue for additional recovery of sulfides.

The work presented in this paper is part of an overall research programme into the problem of stability of main access roadways driven in Coal Measure strata. Data about the post-failure behaviour of rocks are generally of a qualitative rather than quantitative nature. This investigation represents the initial part of a long-term research project aimed at quantifying the post-failure properties of Coal Measure rocks and to investigate their effects on tunnel stability. The results of tests conducted to evaluate the post-failure strength characteristics of Coal Measure rocks under uniaxial and triaxial stress conditions are presented. Empirical failure models are proposed to define the triaxial intact and residual failure properties of these rock types. The application of such data to closure prediction techniques of underground excavations are outlined and discussed.

Since coal is one of the largest cost items in the production of electricity, its analysis for heat value and composition has been the subject of intensive study. Sampling started with crude hand methods, out of the railroad car or barge or from moving conveyor discharge, and progressed to reliable mechanical in-plant sampling systems. The mechanical system takes its sample from a falling stream of coal such as a conveyor discharge or crusher discharge hopper. But this has a disadvantage in that the identity of the coal is lost. Coal is shipped to the user in train-loads, often made up of shipments from various mines. When the cars are dumped into hoppers and the coal conveyed to the power station, the various shipments become mixed because residual coal remains in hoppers and chutes.

The US Bureau of Mines is currently engaged in research to characterize complex, low-grade western phosphate rock and to develop methods for economic recovery of phosphate, as part of a government effort to assure an adequate supply of fertilizer minerals. Western phosphate varies from soft, friable, altered phosphatic shale to hard, tightly cemented, unaltered phosphate rock. To supplement current methods of beneficiation (normally restricted to sizing), the USBM has developed a flotation procedure that includes depression of phosphate minerals with H2SiF6 and anionic flotation of carbonate minerals, followed immediately by cationic flotation of silicate minerals. Tested on several different ore types, the procedure has yielded phosphate concentrates that range in grade from 28 to 31% P2O3 with a phosphate recovery factor of 60 to 70%.

There are no hard and fast rules for building tailing dams, and each case has to be analyzed individually because of special conditions encountered at each location. Certain criteria are used for building dams at Climax, Colo., where they must be placed in rather steep mountain valleys on foundations that are practically impermeable. The tailing is relatively coarse, and a coarse fraction stays near the berm where it is deposited, while most of the fines flow with the water to the pool. Thirty years experience has led to certain design for toe dams, decanter lines and towers and tailing dams. A new tailing disposal area, started at Climax in 1958, will ultimately have a height of 495 ft and impound about 300 million tons. The following applies to the construction of this new tailing area.

Strictly speaking, the process the authors have described is countercurrent only in the sense of particle-bubble contact. That is, as solid particles and air bubbles pass through the column, the leanest flotation feed (the tailing) comes in contact with the greatest concentration of mineral-free bubbles. Electrical requirements in surface mining can be divided into three categories: main substation, plant power, and pit distribution. A main substation may vary from a 500-kva transformer supplying 480-v power to motor-driven pumps and conveyors, to a 50,000-kva substation serving a large beneficiation plant or a large strip mining operation. Regard- less of size, it should be designed with the realization that a failure of the main substation will totally shut down the operation. Location of a main substation usually is a compromise between expense of running the incoming high-voltage transmission lines and the voltage drop of long secondary runs. Based on a geological survey for immediate and future areas of excavation, the main substation should be located as near to the center of load as possible.

There is an extensive literature relative to gas, oil, and the more solid hydrocarbons; but when it has all been digested and summarized, the resulting information is far from being satisfactory. The problems which have received the most attention are naturally those which relate to the successful exploitation and utilization of the deposits. From what is known of their geologic occurrence, theories have been formulated and rules laid down for the guidance of prospectors. The technology of the products has been made the subject of special chemical investigations.
