To those who are in a position to carry the thought to a conclusion; I would like to present a theory for the cause of blisters in galvanized sheets. Blisters that are caused from piping and shrinkage cavities will not be considered because the reason for their formation is entirely obvious. Blisters that occur periodically with no apparent system of ocation, number, size or grouping, and then disappear with no. apparent change in manufacturing method, are the ones to which this theory would apply. Examination of blisters of the latter type has shown that they contain hydrogen gas at atmospheric pressure, and that occasionally traces of oxide or sulfide are found on the inner surface of the blisters. These two characteristics have led to the rather general idea that hydrogen gas generated in pickling, and that iron oxide supposed to be inherent in the ingot and causing weak spots were, in some manner, responsible for the development of blisters in galvanizing. The theory which I wish to advance is that these blisters are caused by moisture that has penetrated the steel after the annealing operation. This moisture comes from the atmosphere, or from pickling or washing and when it is suddenly expanded into superheated steam in galvanizing, the increase in volume is so great that it cannot escape with sufficient rapidity through the small opening where it entered as moisture.The pressure so generated forces the sheet apart along those lines of lamination ;hat may be found in practically all flat sections of steel rolled comparatively cold. The increase in volume. from moisture to steam at 800° F. is 2244 times the original volume of the moisture. The pressure generated by ;he moisture heated to 800° F. and entirely confined would be enough to expand or explode any container. This would explain the source of sufficient pressure to cause a sheet to blister.

Horace F. Lunt, York, Montana* :—Two years ago I visited the region described by Mr. Jennings and assisted in the examination of a somewhat similar group of deposits in the White Mesa sandstone on the Navajo Indian Reservation, 125 miles north of Flagstaff and 50 miles east of the Kaibab plateau. There, the Triassic red sandstone is less than 200 ft. thick, and is overlain by a stratum from 200 to 250 ft. thick of white sandstone, which gives the name of " White Mesa" to that locality. The white sandstone shows all phases of crossbedding in great complexity, and evidently marks a period of oscillation and subsidence of the water, or an elevation of the land, at the close of a geological epoch. The prevailing color is white or gray, but occasionally it is red. In structure, it is composed of well-worn grains of quartzsand, from which most of the cementing material has been leached out, leaving it soft and friable. Possibly the cement was ferruginous, as is indicated by occasional traces of red color. The copper-deposits consist of a replacement of the cement of one particular cross-bedded stratum of the sandstone by chrysocolla, having also at times various quantities of tenorite in grains or masses. Some specimens of the ore contain as much as 32 per cent. of copper. Generally the copper-deposits are a few hundred cubic feet in size, and no strict line of demarcation is shown between them and the surrounding sandstone, the bluish-green color of the chrysocolla gradually fading into the white of the sandstone. The ore is apparently associated with small vertical crevices or fissures. Some of the deposits show a distinct vein-structure, while others do not. The origin of the ore is not very clear. A prototype equipment has been designed and built for the digital recording of well logs on magnetic tape at the same time that the regular film recording is made. The format of the digital tape produced is such that it can be used directly at the input of the ZBM 704, 7090 or other models of ZBM computers which accept digital magnetic tape. This apparatus has been used for the experimental field recording of dipmeter tape logs which were subsequently computed by means of an ZBM 704 or 7090. In this paper the equipment and the digital tape are described briefly, and their application to the computer-interpretation of dipmeter data is discussed. A principal element in the interpretation of the dipmeter log is the correlation of the three microresirtivity dipmeter curves to determine the depth displacements between them. Several correlation methods for computer use are considered, with particular attention to their sensitivity to error and their consumption of computer time. The tape data were used to compute information content of the dipmeter microresistivity curves in terms of their frequency spectra. The results show that the sampling rate used in recording the digital information is quite adequate and illustrate a use of the digital tape in evaluating the characteristics of new tools. Some examples of field results are shown. It can be foreseen that, when digital tape recording becomes available for general field use, a whole new realm of possibilities will be opened up for the processing of other well logs through computations, which hitherto were not feasible because they were too laborious and time-con.sunzing. INTRODUCTION The last few years have seen a revolution in the design and production of data-processing equipment. Stored-pro-gram digital computers have progressed from a research curiosity to the basis of a major industry. There are now hundreds of such machines in daily use in the United States. With the acceptance of a technique that was, in fact, already clearly described by John von Neumann in 1945, the last decade has seen great strides in the development'of components, reliability, programming systems and, most spectacularly, in the sheer number of machines built and in use. In 1957 there were enough digital computers available to the oil industry to justify the suggestion that it would be worthwhile to investigate the possibility of using these machines in processing well log data.' The first result of this investigation was the appearance of what may be referred to as the input-output bottleneck. Well logs are customarily recorded on film. To get these data into a machine required then (and still does): a time-consuming semi-automatic reading of the film; conversion of the log data to digital form; and recording these digital data in some medium acceptable for computer input, such as cards, magnetic tape, or punched paper tape. However, the recording, reading, and re-recording could only result in deterioration of the data. Therefore, it was concluded that the fist step should be the development of a new, more direct recording technique supplemental to the film recording, which would provide easy access to the digital computer. There are many solutions to the problem of recording log data in an easily recoverable form. After careful consideration it was decided to adopt the boldest solution which, it was felt, was also the most elegant. It was decided to record well logs directly, in the field, on magnetic tape in such a way that this tape could be used without further modification as an input to the IBM 704 or 7090 computer. To realize practical field recording of magnetic tape logs, it became necessary to develop in a rather small package, an analog-to-digital converter, a tape recorder, and the necessary multiplexing and control circuits to allow the simultaneous recording of a multiplicity of logging signals. The magnetic tape recording was to be made simultaneously with the conventional logging operation in such a way as not to interfere with it. Along with the development of hardware, it was necessary to begin development of interpretation techniques and machine programs that would exploit the power of the digital computer. Here, again, there is a long list of possible applications. After much consideration it was decided to concentrate on the interpretation of the dipmeter log as a first application. It is the object of this paper to describe in some detail the developments sketched in the last three paragraphs.

Since publication of the First Edition of "Basic Open Hearth Steelmaking," in 1944, this book has been a major reference on the subject of steelmaking. The Second Edition of 1951 was so fundamental that it has retained its general usefulness to the present date. However, recently some of the material has been updated in connection with the writing of a companion book, "Electric Furnace Steelmaking." The sponsor of these two books, the Physical Chemistry of Steelmaking Committee, has felt that the new material should be made equally available to purchasers of either book. Accordingly the subject matter of Chapters 14, 15, and 16 of this new edition is duplicated by corresponding chapters in "Electric Furnace Steelmaking." It was also recognized that the use of oxygen in the open hearth and in the new basic oxygen processes represents a major development that should not be omitted from any basic reference. Thus the major new feature of this Third Edition is the supplement on "Oxygen in Steelmaking." The cooperation of the Iron and Steel Division's Acid Converter and Basic Oxygen Steel Committee (now merged to form the National Open Hearth and Basic Oxygen Steel Committee) is specifically recognized. In addition to the authors of chapters listed elsewhere, it should be noted that Arthur B. Wilder was the Committee Chairman. Although the changes in the Third Edition are important, the Committee cannot overlook the classic character of the Second Edition. This edition was edited by W. O. Philbrook and M. B. Bever in collaboration with H. B. Emerick and B. M. Larsen. It is anticipated that the Third Edition will maintain the value of the book until the current rapid changes in all basic steelmaking processes stabilize themselves sufficiently to justify a complete revision of the entire text in Part I. The experienced service of Wesley Burr in incorporating the new material in the index is also recognized.

Gold has been mined in the state of Georgia for over 100 years, and although the total production is nearly $18,000,000, the output has declined to an insignificant figure in recent times. The increase in price of gold has brought about a revival of interest in this district, with the result that an electrical survey was undertaken in the McDuffie County gold belt to see whether new quartz veins could be discovered. The problem of locating quartz veins electrically has only rarely been attempted by geophysicists, because of technical difficulties. New improvements in apparatus and field procedures, the most recent of which is the designing of the Ground Comparator, now make possible the differentiation of quartz veins and enclosing rock. This instrument is designed to eliminate the effect of ground contact resistances, and measures the ratio of potential drops between successive stations. These are transformed into resistivity ratios, the highly resistant quartz veins manifesting themselves by sharp breaks in the resistivity-ratio curves. Surface variations of resistance are eliminated by a special technique. Electrical surveys were made on two properties about 40 miles west of Augusta, Georgia. A reconnaissance of the Woodall and detail work on the Hamilton required about. 13,000 ft. of electrical profile. Typical profiles from each are given, with the results of trenching certain of the electrical indications. Comparisons are made between the reactions due to veins several feet wide and those from small quartz stringers. Instances are cited where the electrical profiles were used to trace extensions of known veins, or to establish their nonextension. The discovery of several veins is described, most of which were barren, but of which at least two showed gold in encouraging amounts. The field of application of the Comparator to the prospecting for metallic and nonmetallic minerals, and to the study of various geological problems, is discussed at the close of the paper.

THE accuracy of the silver-assay depends in great measure upon a careful regulation of the heat of the muffle during the process of cupellation. At the beginning of the operation, a relatively high temperature is required to " open " the lead buttons, that is, to clear off the black film of oxide that covers the surface of the metal button immediately after fusion has taken place. The muffle is usually closed up until the buttons are uncovered. As soon as a clear, free surface of molten metal is exposed to the oxidizing action of the air, the temperature should immediately be lowered to the minimum temperature at which the formation and absorption of litharge can progress freely, and the buttons still be kept from " freezing." The process, under satisfactory conditions, will be characterized by the formation of rings of litharge crystals (" feathers," as they are styled), on the cupel, about the oxidizing globule; and the nearer these rings of litharge crystals call be made to approach the central oxidizing globule without interfering with the freedom of oxidation and absorption, the smaller will be the volatilization of silver, and consequeiltly the greater the degree of accuracy attained. This minimum heat must be maintained uniformly during the oxidation of the lead; and just as the last of the lead is disappearing, and the button is preparing to l blick," the temperature of the muffle should be allowed to rise so that the last traces of lead will be driven off. This regulation of the heat calls into play all the skill of the assayer, and requires a vigilant eye, able to distirlguish between the slightest variations of temperature of the muffle, assisted by a nice adjustment of fuel and draft. With a few cupels in the muffle at one time, the proper heat for each cupel can be maintained by roughly approximating the proper temperature, and then moving the cupels backward and forward in the muffle; but this is gene-

EHRENBERG was the first to publish and direct attention to the peculiarities of the diatomaceous deposit of Richmond; but how and by whom he was supplied with the material for his microscopical investigations, is not generally known; but we may presume W. B. Rogers, formerly State Geologist of Virginia, furnished the material, and may have given the geological position or horizon. O£ these facts we have no available evidence, nor have we any estimate of the thickness of this stratum of diatomaceous or infusorial earth. At the request of a member of this Institute, I have investigated the subject, and offer the following facts as the result, derived principally from information supplied by Mr. John Ott, of the Southern Fertilizing Company, Dr. William Taylor, State Chemist, C. Peticolas, microscopist, Captain Robert H. Temple, civil engineer, Major C. M. Bolton and Mr. C. M. Smith, civil engineers, and formerly engaged in constructing the tunnel under Church Hill, in Richmond. The city of Richmond is generally described as being built on seven hills. This is not the fact, geologically speaking. Originally, there was an immense plateau of land, about two hundred feet above tide, in which a deep excavation was made from the west to east by the James River cutting down to the granite. Opening southward and meeting the valley of the James are various ravines and gullies, in the principal of which are Shockoe and Gillies Creeks. The formation is tertiary, subdivided into all the classified divisions, but at the present moment no one has been found to make this section a special study. Rogers's early classifications and diagrams, with all their imperfections, are the only published records, and the printed editions are long since exhausted. In a paper written for the Boston meeting of February, 1888 (Trans., xvi., 693), on "Some Recent Improvements in OpenHearth Steel Practice," the writer described the reducing agent used by the Carbon Iron Company as "a peculiar graphite from Cranston, near Providence, R. I." Upon an application pending at that time, a patent has since been issued as number 259,795, to Mr. Matthew Graff, for the use of solid carbonaceous matter in the form of coke, charcoal, gas carbon, bituminous or anthracite coal, ground to the size of coarse sand and then coated with a mash of lime, magnesia, clay, or other material of a like character, as an agent to reduce metallic oxides. An amount of this prepared carbonaceous matter equal to from 25 to 30 per cent. of the weight of the ore treated is required to perform the complete reduction. The idea is that the carbonaceous matter is protected against rapid combustion by a suitable coating of some inert material, so that, in effect, its action as a reducing agent will be similar to that of the Cranston graphite previously used, allowing the solid carbon to remain without combustion in intimate mixture with the iron oxide at a temperature sufficiently high to reduce the ore and in some cases to melt the matrix in which the iron is held. In the present practice of the Carbon Iron Company, the use of graphite, except for the formation of bottoms of the reverberatory furnaces in which the reduction is performed, has been entirely abandoned, and " retarded coke," as it is called at the works, has taken its place. Five hundred and fifty pounds of Connellsville coke is ground in a pan to 16-mesh fineness, or is taken in the form of ordinary coke-dust, and made into a hollow basin on the mixingfloor ; and seven bucketfuls of a wash composed of equal parts of lime and fire-clay, mixed in water to the consistency of thin cream,

David H. Browne was born June 8, 1864; at Hollymount, County Mayo, Ireland. At the age of 16, after going through the Londonderry Academy; he came to this country, and entered the University of Michigan, where he was graduated in 1885. He began his scientific practice as chemist, under F. A. Emmerton, in the laboratory of the Joliet Steel Co., after which he served some time as chemist at the Ludington mine, Iron Mountain, Mich. But in 1888 he went back for a year to his alma mater as instructor in inorganic analysis. Those who knew him feel sure that he would have been an efficient and popular professor; but his ardent temperament could not brook the rnonotony and confinement of the class- room; and in 1899 he went to work at the Andrews and Hitchcock blast-furnaces, at Hubbard, Ohio, where he remained until 1891, when he entered as chemist the service of the newly organized Canadian Copper Co., operating in the Sudbury district, Canada. This was the beginning of his special professional life-work. For twenty-six years he devoted himself to the numerous and complex problems successively arising in connection with the metallurgical treatment of the nickel-copper ores of Sudbury. One of his notable achievements was the development of an electro-lytic process for the separation of nickel and copper in the ores referred to. This method was successfully employed for several years; but when the Canadian Copper Co. was absorbed by the International Nickel Co., the cheaper Orford process owned by the latter was substituted. . A still more permanently important piece of metallurgical progress credited to Mr. Browne was the successful firing of reverberatory smelting-furnaces with powdered coal-a measure which had been desired, dreamed and attempted by others, but which he was acknowledged as first to put in practice on a large scale. A USEFUL and very ingenious idea was surely that of the inventor of AN a short way of extracting gold and silver from the sweepings of all those arts that handle them as well as every particle that smelters of ores might have left in the slags, and also that in some ores themselves. This is done without using great labor in smelting but by the sole means and virtue of mercury. To do this, first make a large bricked pan of stone or wood and arrange a millstone inside which rotates in the hollow of this pan like that of a flour mill. In the hollow of the pan put some of your material containing gold after it has been crushed well in a mortar and then washed and dried. Grind it in the said mill, moistening it meanwhile with vinegar or water in which sublimate, verdigris, and common salt have been dissolved. Then enough mercury to cover these materials is poured over them. They are agitated inside for an hour or two, by turning the mill either by hand or with a horse, depending on the device that you have arranged. Remember that the more the mercury and the material are rubbed together in the mill the more it can be believed that the mercury absorbs the substance that the materials contain. Finally, thus prepared, the mercury is separated from the earthiness with a sieve or by washing and thus the mercury is retrieved. Then, make it rise with a little cucurbit or pass it through a purse and there will remain at the bottom the gold, silver,. copper, or whatever metal you placed in the pan under the millstone to be ground. Wishing to know this secret, I gave to the one who taught it to me a ring with a diamond worth twenty-five ducats, and I also pledged myself to give him the eighth part of whatever profit I should gain from this

Discussion of the paper of. C. L. DAKE, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 103, July, 1915, pp. 1429 to 1436. A. C. LAWSON, Berkeley, Cal.-It appears that our bog-iron ores are due in a large measure to the activity of certain iron bacteria, and a paper dealing with this subject that makes no reference to that particular agency strikes me as rather curious. C. L. DANE, Rolla, Mo.-Mr. Lawson's criticism that this paper makes no reference to the activity, of iron bacteria is scarcely true. On p. 1430 I stated: "Certain bacteria precipitate iron by building the hydrated oxide into their body cells," and again, "There are many other means by which, under special conditions, iron may be precipitated in nature. Oxidation, evaporation of CO2, and iron bacteria have been held to be the most important." Thus the activity of bacteria receives as extended mention as the action of any other agency in precipitation of iron. The paper makes no pretense of covering exhaustively the origin of bog ores, but, as its original title suggested, refers to Some Principles Controlling the Formation and Distribution of Bog Iron Ores. Mr. Lawson seems to have entirely missed the main thesis of the paper, which attempts to establish some relation between glaciation and abundance of bog ores now forming. Unfortunately, I have no immediate access to the literature of the subject, but my best recollection is that the data regarding iron bacteria throw no light whatever on the cause of bog ores being so much in ore abundant within the limits of the glaciated regions, and being reported much less frequently from the tropics. This lack of data is suggested in the following (p. 1434): "It has already been shown that bacteria aid in the precipitation of iron. Whether tropical conditions increase or decrease the activity of such bacteria is unknown."

his volume records the "clay symposium" that featured the geology side of the Annual Meeting of the Institute at St. Louis, February 19-22, 1951. The symposium consisted of four sessions held under the joint sponsorship of the Geology Subdivision and the Industrial Minerals Division AIME and the Society of Economic Geologists. Its main purpose was to define or outline certain problems of clay and laterite genesis, and the papers herein, which were presented at the first three sessions, deal for the most part with individual deposits or special problems. The fourth session was a seminar concerned almost wholly with a discussion of "problems." The discussion follows the papers in the volume. The clay symposium was not the work of an appointed committee. It was thought up and inspired by John J. Collins, who so ably supervised and co- ordinated the mining, geology, and geophysics program for the 1950 annual meeting of the Institute. After requesting Dr. A. F. Frederickson to get material together on clay and laterites for the St. Louis meeting, Mr. Collins visited Dr. Frederickson and discussed this project with him in greater detail. By that time their interest and enthusiasm had spread to others in the field. The Geology Subdivision, the Industrial Minerals Division, and the Society of Economic Geologists by common consent turned over the organization of the program to Dr. Frederickson. Mr. Collins continued in active touch with Dr. Frederickson and gave him every assistance. Dr. E. C. Harder and Dr. W. D. Keller read all the material comprising the symposium, and their comment was made available to Dr. Frederickson, who did much to put papers and discussion in final shape for publication. To the Karl Eilers Memorial Fund--one of the Funds that enables the Institute to publish books of this kind, to the authors of the various papers, to the contributors to the discussion, and to Messrs. Collins and Frederickson the Institute and readers of this book are indebted.

IN view of the recent findings of a pronounced ordering of atoms in s phase alloys containing elements of the first long row of the periodic table (and including molybdenum),l it is of interest to resolve the question of ordering for s phases containing second and third-row elements. Examples of the latter have been provided recently by Greenfield and Beck2 and two of them, Re-Cr and Ru-Cr, would appear to be favorable for a study of ordering by X-ray diffraction methods because of the considerable differences in the scattering factors concerned. In addition, s phase is found to occur in the Os-Cr system, where the difference in scattering factors is even larger. Accordingly, X-ray powder intensities have been measured in an attempt to learn the nature of the ordering, if any, in these three v alloys. Since there is no reported work on intermediate phases in the Os-Cr system, an exploratory investigation was made in this system, and it was found that, in addition to the s phase, the phase with the A-15 or ß-W structure also occurs. Specimen Preparation—The alloys were prepared by compressing mixed powders of —200 mesh size and sintering in an atmosphere of pure dry hydrogen. All alloys were rapidly cooled from the annealing temperature to room temperature in a stream of cold dry hydrogen in a water-cooled chamber. Table I lists the sources and purities of the starting materials, as well as the details of processing for each of the alloys investigated. Intermediate Phases in the Os-Cr System—In the absence of information on intermediate phases in the Os-Cr system, it was suspected that this system would resemble that of Ru-Cr, where a s phase, RuCr2,2 and a phase with the A-15 structure, RuCr3,3,4 have been identified. The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also. I do not agree with the conclusion implying that the main goal for state companies is to capitalize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondent government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

A bar of solder of a grade even as low as 30 per cent. tin and 70 per cent. lead, passed through a buffing machine, will show a surface practically identical with that of a bar of second-quality or reclaimed tin. The buffings, on chemical analysis, will prove to be almost pure lead. According to the best practice, solder is made in the following manner. Virgin pig lead is first melted, and when it is thoroughly liquefied, virgin pig tin is added, together with a small amount of flux; the latter is for the purpose of bringing to the surface the so-called "liver," consisting of impurities that may have remained in either the lead or the tin as a result of incomplete refining. The combined material, when completely liquid, is thoroughly stirred for some hours, and is then cast into small pigs. Just before casting, and continuously during this operation, the molten metal yields dross, consisting largely of the oxides of lead and tin; this should be carefully skimmed off. After the pigs have cooled, they are taken to a smaller kettle, remelted, and cast into the desired shape for use; or if wires, ribbons, etc., are to be made, the solder is cast into slugs suitable for extrusion and rolling. During this second operation, the skimming of dross should be even more carefully done than at first. Hand mixing has proved to be the only reliable method for the production of the best quality of solder, irrespective of its percentages of lead and tin. DEVELOPMENTS in engineering during the past decade, particularly as applied to marine construction, mining machinery and other purposes in which corrosion offers a serious problem, have created a large demand for a non-ferrous metal highly resistant to corrosion and at the same time useful in general construction work as a substitute for steel without materially decreasing the factor of safety or increasing the weight of the various parts over that ordinarily used in the case of mild steel. To obtain the combination of desired properties many compositions have been proposed and used with excellent success, but at the present time probably the most popular and most widely used combination is the non-ferrous alloy commonly called manganese bronze. This is nothing more than a high brass to which have been added, by the proper method of alloying, comparatively small percentages of aluminum, iron, or manganese with the definite purpose in view of strengthening the alloy and rendering it more dense and close-grained than the average yellow-brass casting. In the manufacture of manganese bronze a great deal has been said about the importance of using only the highest grades of raw material and the beneficial or detrimental effects, as the case may be, of various impurities, as well as the importance of adding the ingredients according to various formulas proposed; but in most of these cases the literature on the subject has dealt principally with the manufacture of this alloy from virgin metals And raw materials of the highest purity. It is the purpose of this paper to deal particularly with the possibilities that lie in the proper development of methods for manufacturing such an alloy by more economical methods than those which have usually been discussed in other literature on the subject. .Although oil Production in West Texas in 1939 reached the highest figure for any year since the inauguration of proration, drilling activity continued in the decline that had commerlced the previous year. Production totaled 79,469,341s bbl. of oil during 1939 as compared with 71,257,541s bbl. in 1938 and 75,743,000 in 1937. The number of wells completed in 1939 was 1850, compared with 2045 in 1938 and 2806 ill 1937. Several factors combined to cause the decrease in drilling activity, principally the contiriued increase in the length of time required to obtain a return of invcstment and the scarcity of important new discoveries during the past two years. Of the 1850 completions 1638 resulted in oil wells, 4 were gas wells, 168 were dry holes and 40 were abandoned locations; 1990 new locations were made during the year. The ratio of dry holes to producing wells completed was one dry hole to each 9.75 oil wells, compared with one dry hole to each 7.48 oil wells completed during 1938. This large decrease in dry holes was due to a marked decline in the number of wildcat wells drilled, there having been only 120 wildcat completions during 1939. In addition to the lessened exploration work, the deeline' in activity was largely accounted for by the slowing up of operations in the older pools of Ector, Howard and Winkler Counties. Ector County, which had led West Tcxas in 1938 with 622 new oil wells, furnished only 485 producers in 1939, but was still the leader for the West Texas district. The largest gain in activity was in Yoakum County, whew 350 oil wells were completed in the Denver-Wasson field against 152 during 1938. Development: Iron Ore In Peru Utah Construction Co., of San Francisco and a Peruvian Government corporation have signed an agreement for development of a large iron orebody in Peru. Most tests show 60 pct iron or better. Most of the ore is magnetite. Although ore will be shipped mainly to Eastern U. S. blast furnaces, shipments to the West Coast may develop as the orebody opens up. The construction firm indicated three American steel companies have shown interest in the project. The orebody is located 300 miles south of Lima and about 15 miles from the coast at the same longitude as New York City. Allen D. Christensen, executive vice-president of Utah Construction noted that the distance is shorter between Peru and the East Coast. The ore deposit measures about four to five miles in one direction and 10 miles in the other. As many as 15 outcroppings within these limits have been reported. Several of the outcroppings are thousands of feet long by several hundred feet wide, Christensen said. Shipments between 100,000 and 200,000 tons of ore per month are projected by the company. Cost of opening the mine to production may go over $5 million, Christensen said. It would include building of docks for ocean going vessels, housing, and heavy duty mining and processing equipment. The contract with the Peruvian government gives Utah Construction six to eight months for additional tests and a 20 year concession for mining the orebody. Peru will collect royalties on all ore. The company will also supply about 300,000 tons per year for an electric furnace to be installed by the Peruvian Government at Chimbote. No steel is produced in Peru now. Utah Construction formed the Argonaut Mining Co. last year, and was shipping iron ore from British Columbia to Japan at a rate of more than 50,000 tons a month, before winter weather decreased operations.

All persons, actively engaged in your profession, must have a natural interest in the subject of weights and measures. All members of the engineering profession have to do with operations of weighing and measuring—some with measuring more than weighing, and some with weighing more than measuring—but all with both of these processes to a greater or less degree. Methods of weighing and measuring have improved constantly from the earliest times and have kept pace with the advance of other technical processes. It is, therefore, believed that you will be interested in a few remarks concerning some of the more recent advances in relation to the establishment of decimal standards of length and mass in this country. Before speaking of this, I will refer very briefly to some facts which may not be very generally known regarding our customary system of weights and measures. Although the yard is universally accepted as the unit of length, and the pound as the unit of mass, it is not generally understood, I believe, just in what respect the yard is the unit of length, or the pound the unit of mass. That is to say, it is not generally known in what degree these units have been legalized by Acts of congress. Doubtless, many of you are familiar with the facts which I will briefly recapitulate. The Constitution of the United States authorizes Congress to establish a system of weights, measures and coinage. The establishment of a system of coinage, as you know, was one of the first acts of the government, and the system then adopted is certainly one of the most perfect, if not the most perfect, that the world has yet seen. But, although Congress had the power to establish a system of weights and measures, it has never yet seen fit to exercise this power; that is to say, Congress has never yet
