Since its organization, in July, 1917, the War Minerals Committee of the Institute, of which William Y. Westervelt is chairman, has been studying important phases of the mineral industry and its relation to winning the war. From this has come a realization of the imperative need for more definite coordination than is possible without direction by some governmental agency. No privately controlled industry can have the detailed knowledge of war needs or the control of all its supplies and markets necessary to effect the adjustment of its activities for war purposes. PRODUCTION at Aguilar started in 1936 and by 1942 the mine had reached a peak of 25,000 tons a month. Present production is only about 60 per cent of this capacity because of difficulties in railroad transportation and the rationing of fuel oil brought about by the war. In the early years, cut-and-fill stopes were tried, but square sets were found to be the most practical method in the southern section of the mine, where blocky, treacherous ground and greater mining widths are prevalent. Square sets and opencut mining were the rule until 1942, when it became increasingly difficult to get mine timber. The ore beds in the northern section of the mine were found amenable to cut-and-fill stoping as the rock was firmer and the veins narrower. At present 69 per cent of the ore comes from cut-and-fill stopes, 27 per cent from opencut, and only 4 per cent from square-set stopes. Massive galena and sphalerite with comparatively little quartzitic gangue constitutes the higher-grade ore. The gangue minerals that can be detected by eye in low-grade ore are rhodonite, wollastonite, and pyrrhotite. Wall rocks range from shale to quartzite, with occasionally a little limestone.

THE over-all picture of safety in mining has been encouraging during the past few years, and in mining activities as a whole the trend in accident occurrence is downward. This is the more noteworthy when the type of labor used in mines during the war period is taken into consideration. The drafting of young mining employees into the armed services and the departure of others for work in other war industries took a heavy toll of young, husky, active men. Their places were taken in large part by older men who returned to the mines, or by inexperienced men with little if any knowledge of mining. Despite the lack of labor and especially of skilled labor, and the difficulty of obtaining new equipment as well as maintaining and replacing worn or broken equipment, and numerous other difficulties the mining industry not only reached and maintained maximum production but made the increase with little if any sacrifice of safety. The production of oil in Mexico during 1945 was 43,402,852 bbl., or a daily average of 118,912 bbl. In March 1938 most of the oil properties were taken over by the Mexican Government and since then have been operated by Petroleos Mexicanos, an agency of the Government. The variations in the production during the last 8 years have been due to- fluctuations in the export market demand for Mexican oil rather than to the productive capacity of the fields. High-grade cobalt concentrates were produced from the complex Blackbird ore with very good recovery in continuous pilot-plant operations in which a low-grade bulk cobaltite-pyrite flotation concentrate was roasted in a multiple-hearth furnace to oxidize the pyrite selectively. THE following article covers the history of a metallurgical campaign, commenced in March, 1905, at the mines of the Socorro Gold Co., in the so-called desert region of Yuma county, Arizona. The results obtained were simply a function of necessity, as will be seen from the description of the local economic conditions and the character of the ores treated. The mines and mill of the Socorro Gold Co. are located near the small village of Harrisburg, about 60 miles from Congress Junction, Arizona, which, at the time this work was undertaken, was the nearest railroad station, and from which all supplies were brought by wagon through the desert, at a cost varying from $10 to $15 per ton in addition to the railroad freights. Wood, the only available fuel, cost $7 per cord. Water for all purposes was pumped to the plant from a well in the valley about 4 miles away. Under the Arizona law, a working-shift is 8 hr. Wages were $6 per day for foremen and mill-men, $4 per day for blacksmiths and engineers, $3.50 per day for miners, and $3 per day for shovelers and trammers. The ore consisted of quartz, in which, above the 250-ft. level, the iron-minerals were largely oxidized and some free gold was visible; below that level few traces of oxidation occurred, and pyrite constituted the principal mineralizer in the quartz, together with occasional pockets of galena and a few eccentric specks of covellite. The 20-stamp mill was equipped with plates for amalgamation, and three Standard tables for concentration. The tails from the tables were elevated by a centrifugal pump to a launder, by which they were conveyed to a 60-ton cyanide-mill for further treatment. WHEN lead production began to recede from the peak productions of 1929 many plants took advantage of the curtailed operations to make necessary improvements and repairs about the plant. The art of drilling tunnels is still in its infancy, although it is 70 years since the first tunnel driver was put into operation. (It was used to drive 6000 ft of tunnel under the English Channel.) But during the next 60 years neither government agencies nor private enterprise could find much of a future in tunnel drivers. It was difficult to justify the heavy investments, labor was opposed to the machines, and there had been some spectacular failures. In the last ten years, however, there have been changes. Tunnel drivers are being tried with increasing frequency-in spite of the fact that a large number of them have had to be abandoned on site.

After a series of experiments covering a period of about three years, extending from the spring of 1912 to the spring of 1915, a 2,000-ton leaching plant for the treatment of the accumulated copper concentrator tailing was built and put into operation. During the experimental period, the first step was that of laboratory experiments or beaker leaches. Having reached the same conclusions as P. Somasundaran in some experiments with amine hydrochlorides, I would like to offer more direct evidence of the interfacial adsorption mechanism based on surface tension measurements and adsorption studies.' This evidence was derived from flotation tests carried out in a Hallimond tube at neutral pH and 60°C. IT is evident from Professor Louis' remarks that he holds a different opinion on certain phenomena connected with a specific type of surface subsidence from mining than is held by many engineers in the United States. The question which appears to be at issue is whether or not the line or plane of "draw" produced in ground movement resulting from extraction of pillars may, under certain conditions, be vertical or even inclined toward the workings rather than inclined for- ward over the unworked mineral, as it is universally agreed occurs in mining by the longwall advancing method. In discussing this case it is well to take the simplest condition, such as specified by Professor Louis, of a flat bed, whether it be coal, iron or other mineral, where the overburden is stratified rock and where there is no overlying quicksand. Professor Louis says in effect that his experience is that the ultimate angle of draw is always positive and inclined 5" to 15" from the perpendicular over the unwrought mineral. My experience under Illinois coal-mining conditions is that .'where longwall advancing is used the draw is always positive as Professor Louis describes it, but that in extracting of panels by withdrawal of pillars, the ground movement is manifested, after the first roof' beam break, by the forming of an unstable dome over the goave. Then subsequently, by the falling of individual slabs from the under side, the dome gets larger and higher until it breaks through to the surface of the rock., Up to this time, arch stresses buttress the rocks above the solid coal or mineral. When, however, after. the dome breaks through and the central hole - #enlarges so the arch is no longer sufficiently supported -the stratified rocks cantilever out .from over the solid unworked mineral and tend to break off in masses triangular in vertical cross-section, until the broken loose material, sliding down against the solid rock, .has such a thrust that it balances the tendency ,for the solid stratified rock to break away and slide toward the excavation.

The flotation and, more importantly, the depression of calcite has been extensively studied, especially in terms of collector, pH, and metal ions. A basic laboratory study was undertaken to determine the effect of metal cation, pH, and hydrosol concentration on the flotation of calcite. Results indicate that at constant pH and soluble-silicate and metal-ion concentration, flotation of calcite decreases in the order: [ ] In the case of metal-silicate hydrosols, a higher pH of formation results in higher calcite flotation recovery. Data are insufficient to permit any conclusions regarding the behavior of mono- and trivalent ions. Possible theories to explain the foregoing observations are developed in the paper.

Vibration and air blast noise from blasting were evaluated during a research program sponsored by the US Bureau of Mines. Blast variables were studied wing small scale model (SCM) tests to evaluate specific variables as well as interactive effects, followed by experiments with production blasts at the surface coal mines. Experimental data showed that the primary variables affecting the ground vibration amplitude are the charge weight per delay and the length of delay interval. Blast variables having a significant effect on the overpressure amplitude include the charge weight per delay, the length of delay, burden and spacing, stemming amount and type, direction of initiation, charge depth, and amount of detonating cord and cover.

Dr. James Douglas, who is memorialized on another page of this Bulletin, who held a place in the affections and regard of Institute members second to that of no other living roan, left in his will the sum of $100,000 for the maintenance of the Library of the American Institute of Mining Engineers. This is in addition to the $100,000 which Dr. Douglas gave during his lifetime. We believe that it is Dr. Douglas' wish that the library, the great means by which the benefits of Institute membership may be extended to those distant from headquarters, should be maintained by the Institute at the highest possible level of efficiency and serviceability.

The massive Pb-Zn-Ag sulfide ore body is originated at the contact between the porphyry (footwall) and volcanic (hanging wall). The ore zone is folded and refolded, which results in two different structural geometries of the individual ore bodies. This requires both shrinkage and cut-and-fill mining methods. Strong bedrock resists caving after shrinkage stope completion, so high stress zones are developed below and above the mined area. The cut-and fill system has a limited destressing mechanism, where the stope walls with a backfill exhibiting stress close to a primitive one. This results in closure deformation of the open stope walls, yielding deformations of crown pillars and roof falls of the wide stope backs.

THE third annual Joint Western Mining Convention, held at Los Angeles, Sept. 10 to 13 inclusive, was a notable success both as to attendance and interest. Registration the first day amounted to 201, and the total crept up to 347 before the close. The American Institute of Mining Engineers was well represented, approximately 80% of those registered and most of the speakers being members. This illustrates largely the amount of interlocking membership and the reason for holding at one time and place meetings of the several related organizations. The plan has proved so successful that it is probable that Spokane will extend an invitation for next year that seems likely to be accepted. It is proposed that the convention be timed so as to permit visitors from the East to stop there Oct. 3 to 5, en route to the American Institute of Mining Engineers meeting at San Francisco, Oct. 7 to 9. Simultaneously, it is expected that the Petroleum Division will hold its fall session at Los Angeles, the two streams of travel meeting in San Francisco, just before departure of the party of engineers traveling to Japan to attend the World's Engineering Congress. The Los Angeles meeting opened Monday morning with a general session under the auspices of the Western Division of the American Mining Congress with Philip Wiseman in the chair. After a series of short responses to the welcome extended, Charles W. Merrill discussed the needs of the western mining industry. A complimentary luncheon to members and delegates followed.
