The Nation's capital has one over- riding minerals-metals question: How long will prices and wages continue to move upward at the inexorable pace of the last year? Is the wage pattern to settle this year around 10%? The big industrial unions are coming into line, some of them later this year. Steel is standing in the wings for next year. Copper, steel, nickel and most other industrial metals have taken big hikes in their stride. Aluminum, which is making inroads into areas of industrial use formerly sacred to copper and some other metals, seems to be fighting to hold down its prices to attract customers from the higher-priced metals.

This paper discusses the development of surface coal mine planning programs for a microcomputer. A set of seven programs which were originally written for a large mainframe computer are described. The problems encountered in converting these programs to a micro with 52K of available core storage are discussed. A program for economic evaluation which is currently running on the micro is described and plans to convert other programs to the micro are detailed. In addition, we explain the microcornputer system we have assembled and give the rationale for each component. Problems we have encountered with this system are described for the benefit of others who may follow our path.

In 1978, a multidisciplinary team from the University of Arizona, the Mines Project Group, conducted a study to examine reclamation alternatives for a proposed open-pit copper mine. The cost of a waste dumping plan designed by a mining consulting firm was determined as well as the cost of dumping configuration prepared by the Mines Project Group. The latter dumps were designed to be more socially acceptable and aesthetically pleasing, in addition to serving more creative end land uses than the dumps designed by the mining consultant. One dump configuration designed by the interdisciplinary team was the least expensive plan of all the alternatives considered.

ABSTRACT A critical summary is given of the analytical procedures available to the engineer for the analysis of slope stability. The emphasis is on the various types of behaviour that have been measured in different rock types. A method of assessing the possibility of failure of simple three dimensional wedges is provided in an attempt to demonstrate how structural features can be included in a meaningful manner. An outline for theoretical design is provided that stresses the importance of carrying out a 'Back Analysis' of large and small instrumented failures so that realistic parameters of the rock mass forming the pit slopes can be obtained.

WHEN iron is dipped in molten zinc at temperatures in the range 840" to 930°F, the two metals react to form layers of Fe-Zn compounds which adhere to the iron. At the galvanizing tem- perature, the successive layers are:' y (Fe5Zn21), 61 (FeZn;), and 5 (FeZn13), in conformity with the Fe-Zn constitution diagram. Tests were conducted utilizing large flat jack devices placed in a vertical slot for high pressure loading of rock to measure in-situ properties of a rock mass. The high pressure flat jack devices were used as a site investigation tool to obtain rock mass properties. Tests were conducted before and after a 100 ton surface high explosive detonation test to assess explosive effects on the rock. It was conclusively demonstrated by these tests that meaningful flat jack tests could be successfully accomplished; also, a significantly different response of the rock medium was measured as larger areas of rock were loaded. Surface jointing was severely disturbed by the explosion.

PROBABLY the earliest concentration of iron ore in this country was carried on in the northeastern magnetite areas. Magnetic concentration was relatively simple and gave a concentrate that, after agglomeration, and in spite of being high in phosphorus because of the dry concentrating methods then in use, was satisfactory blast-furnace feed. Production from the northeastern magnetite area languished after the discovery and development of the Lake Superior ores, where there was seemingly an unlimited tonnage of high-grade ore, first the Michigan ores, and subsequently the still larger deposits of Minnesota. For years only the higher grade, direct shipping ores of the Lake Superior district were mined. Those of Michigan, and of the Vermilion Range in Minnesota, were hard ores and came principally from underground mines. The softer ores of the Mesabi came partly from underground mines, but mostly from the enormous deposits that could be worked by open-pit methods. The costs of ore from these open-pit deposits, even with the high initial cost of stripping, were so low that the underground mines of the Mesabi could hardly compete. The so-called Old Range ores, of Michigan and of the Vermilion Range of Minnesota, were hard and lumpy, and opened up the burden in the blast furnace, therefore making possible harder driving with greater output. Also, some of these ores were of such grade and physical characteristics that they were suitable for charge ore in the open hearth. These ores, therefore, commanded a price premium, and could compete with the softer, finer, but cheaper, Mesabi ores. The big tonnage reserves, however, are on the Mesabi, and it is these big open-pit deposits that constitute our stock pile of iron ore, from which we are drawing so heavily during this war period. On the western end of the Mesabi the ore was found to be high in silica, and not suitable as furnace feed. This paper describes the use of the magnetometer, under geological direction, in exploration of the Sudbury nickel district. The writer's experience at Falconbridge has led him to the belief that only through detailed work, and by careful correlation of both geological and geophysical results, can geophysical prospecting methods be applied successfully to mining exploration problems. It is hoped that the basic technique described in the paper will be found to have general application. Introduction Within the past 20 years, geophysical methods of prospecting have become solidly established in the field of petroleum exploration. They have not, however, been similarly adopted by the mining industry, although mining is a far older craft and should be the more advanced in its technique. While, therefore, it is almost a routine matter to have geophysical surveys performed in a new area being tested for oil, a new metal-mining district is usually teeming with prospectors and promoters long before the technical man appears on the scene. Even then, only the more primitive engineering methods are customary in the early stages of exploration. Three factors are chiefly responsible for this situation, The first is the difference between oil pools and ore deposits in their geological modes of occurrence. While most of the known metallic ore bodies have been found outcropping at the surface, petroleum deposits are characteristically buried. This does not mean that all ore deposits outcrop, but neither does it mean that we should rely on "wildcatting" to discover blind ore bodies. The second factor is the relative scale of metallic lodes and accumulations of petroleum. In areal extent, a metal-bearing vein deposit is typically a much smaller geological feature than an oil pool. Presenting a narrower target, it requires closer shooting to score a direct hit. And finally, there is the need, in mining work, for close correlation of the known local geology with geophysical observations. This becomes of increasing importance as the size of the objective diminishes. A geophysical disturbance on a large enough scale will be detected under almost any circumstances and by almost any technique; without benefit of geology, however, the significance of a local anomaly may easily be misread. Campaign at Sudbury In the Sudbury nickel district of Canada, new deposits of nickel and copper have been discovered recently by magnetic methods, under geological supervision. A campaign of exploration, designed to encompass the district eventually, was set in motion in the spring of 1935. After six years, a new and important Ore body has been discovered and its continuity established to 1000 ft. in depth; several areas have been eliminated; and a number of possibilities remain to be tested. This has been accomplished with the expenditure of less than $$I50,000-—including the cost of all diamond drilling. Commencing in 1922, each year a lecture has been presented to the Institute of Metals Division at this February meeting. The range of subjects has been very- broad. Some speakers have dealt with the most advanced work in the very heart of the science of physical metallurgy. Others have stimulated our imaginations by discussing the most recent progress in related fields of science. Others have told us of the latest art, which is at any moment of greater practical importance than the latest science, of metals. I feel that this broad precedent in the choice of subjects will justify my choosing to talk about some of the prosaic details of how, during the last generation, industry has effectively organized research to accelerate progress in our own and all other fields of science and related art. A number of years ago I visited one of this country's well-known research laboratories and had the pleasure of chatting for a few minutes with its equally well-known director. Being particularly interested at the time in the organization problems connected with industrial research, I broached that subject. My host stated in effect that he didn't believe in organized research. He was, of course, resorting to a rhetorical hyperbole. to pain: out the danger of overorganization which can so easily drift into regimentation and destroy individual initiative. Actually nearly all of us, much as we cherish our personal freedom of action, believe in organization because the history of progress in every field of human activity has been a history of men learning to work together, to cooperate, to create an efficient division of labor. We use organization to achieve this coordination. At the same time our form of organization must not stifle individual initiative or it will prove a deterrent rather than an aid to accomplishment. Research, too, must be organized for greatest achievement but especial skill and care are perhaps needed to avoid stifling the initiative of the individual workers. I have, of course, followed with keen interest and much benefit the vast amount . that has been said and written on this subject in the past twenty years but I still find new stimulation in discussions with my good friends working in this field. It is my hope that this discussion may serve a like purpose. It would be ungracious not to make due acknowledgment to the many able contributors to this particular phase of human progress, but their very number and the great volume of their writing makes it impossible to trace to any one individual a particular significant and valuable idea. I shall content myself therefore with this general acknowledgment and with acknowledgment of the specific debt that every research man owes to those who have so ably kept before the public, and in particular before industrial executives, the place of research in the modern scheme of things' Because of the legitimate publicity thus given to research, the day is past when any

Of the several characteristics of a coal that influence its suitability for use in a given piece of burning equipment, the clinkering and slagging characteristics of the ash of the coal are highly important. They determine the maximum rate at which the coal may be burned on a stoker or in pulverized form without difficulty from damage to metal parts, from erosion of refractory walls, or from stoppage of gas passages by accumulation on the tubes. They also determine the minimum rate at which a slag-tap furnace may be operated without difficulty in removal of the ash in fluid form. Need for a Better Criterion In common with other producers and users of coal, the Northern Illinois Coal Corporation has long used the available methods for the measurement of the clinkering characteristics of coal ash, chemical composition and fusion temperature of the ash, as criteria for the selection of coal that would suit the particular requirements of its customers. These two available criteria have greatly helped in the problem of selection but it is unnecessary to dwell upon the fact that they are not completely adequate for the purpose. The composition of the ash and its clinkering tendency vary widely over the company's mining area. In a certain period, some years ago, an unusual amount of severe clinkering of the ash of coal shipped made extremely acute the need for a better criterion of the clinkering that might be expected. It was also desirable that the criterion result from a reasonably rapid method, so that the clinkering characteristics of the coal would be known before shipment. Complaints on the severe clinkering of the ash came from only a fraction of the output of the mine but the occurrence of the clinkering seemed quite unpredictable. Of the several characteristics of a coal that influence its suitability for use in a given piece of burning equipment, the clinkering and slagging characteristics of the ash of the coal are highly important. They determine the maximum rate at which the coal may be burned on a stoker or in pulverized form without difficulty from damage to metal parts, from erosion of refractory walls, or from stoppage of gas passages by accumulation on the tubes. They also determine the minimum rate at which a slag-tap furnace may be operated without difficulty in removal of the ash in fluid form. Need for a Better Criterion In common with other producers and users of coal, the Northern Illinois Coal Corporation has long used the available methods for the measurement of the clinkering characteristics of coal ash, chemical composition and fusion temperature of the ash, as criteria for the selection of coal that would suit the particular requirements of its customers. These two available criteria have greatly helped in the problem of selection but it is unnecessary to dwell upon the fact that they are not completely adequate for the purpose. The composition of the ash and its clinkering tendency vary widely over the company's mining area. In a certain period, some years ago, an unusual amount of severe clinkering of the ash of coal shipped made extremely acute the need for a better criterion of the clinkering that might be expected. It was also desirable that the criterion result from a reasonably rapid method, so that the clinkering characteristics of the coal would be known before shipment. ' FINE-GRAINED " steels have been standard products for many years. This paper describes an investigation of the effects of some of the more common grain-growth; inhibitors used to produce these steels. The properties, response to heat-treatment, and the deoxidation practice necessary to produce "fine-grained" steels have been the subjects of numerous papers. It has been shown that a substantial quantity of' aluminum is necessary to produce this type of steel, and it has been indicated that titanium and zirconium produce a similar result. For some time there was a lively argument between those who felt that aluminum refined the grain and those who felt that aluminum oxide was the effective agent. This argument subsided with an apparent victory for those promoting aluminum oxide. Most of the work on grain size has divided steels into two broad classifications based upon McQuaid and Ehn's original carburizing test at 1700°F. or some similar test at this temperature. If the steel coarsened at this temperature, it was coarse grained, while if it did not it was fine grained. Quantitative data concerning how much a certain amount of aluminum raised the coarsening temperature and affected the properties, all other factors being constant, are very meager. Similar information regarding titanium and zirconium is practically nonexistent. The published information on aluminum yields some quantitative information. Epstein, Nead and Washburn' gave the first quantitative information on the amount of aluminum necessary to prevent grain growth at 1700°F. They showed that the addition of a pound to a pound and a half of aluminum per ton (0.05 to 0.075 per cent) would assure steel that would not .coarsen during a McQuaid-Ehn test at 1700°F. Herty, McBride and Hough2 reported that a steel containing 0.020 per cent acid-soluble aluminum coarsened between 1742° and 1832°F., while steels containing 0.016 per cent and 0.017 per cent acid-soluble aluminum coarsened between 1652~ and 1742°F. compared with similar aluminum-free steels that started to coarsen at 1580°F. Herty3 also showed a marked improvement in low-temperature notched impact resistance with increasing acid-soluble aluminum up to 0.030 per cent. McQuaid4 compared the coarsening of steels containing 0.011 to 0.204 per cent total aluminum and found a maximum coarsening temperature at 0.098 per cent aluminum. He had no samples between 0.015 and 0.098 per cent aluminum. Houdrement5 found a marked decrease in coarsening temperature with aluminum contents above 0.50 per cent. Kinzel, Crafts and Egan6 found that aluminum and zirconium improved thy low-temperature impact resistance of a low-alloy steel, while titanium was detrimental. Manganese has long been considered one of the United States' most important strategic raw materials. Its indispensabil-ity in steel manufacture makes it vital to the nation's industrial life. Coupled with this indispensability is the fact that domestic producers have not been able as yet to supply more than a small part of the nation's manganese needs; consequently the United States has had to depend upon such distant foreign sources as the U.S.S.R., British India, the African Gold Coast and Brazil for the major portion of its ore. The great bulk of the mineral is consumed in the form of ferromanganese, an alloy that averages 80 per cent manganese and 20 per cent mainly iron and carbon. Manganese is used as a deoxidizer and desulphurizer in steel manufacture. By combination with the residual oxygen and sulphur of the bath, it helps to produce a clean, sound metal. Approximately 14 lb. of manganese, it is estimated, is used in making one ton of steel. For standard-grade ferromanganese, the ore should have a minimum of about 48 per cent Mn and preferably more. Beneficiation methods have not yet been developed for making the immense low-grade deposits in the United States salable at prevailing prices. Dependence upon foreign sources thrust the United States into serious difficulties during the World War. At the start of hostilities in 1914, the nation was obtaining about four-fifths of its ore from the Eastern Hemisphere. Domestic production had been negligible, amounting to only 3000 to 7000 tons a year. As the war continued, shipments from the East, endangered by sea attack and blockade, dwindled rapidly. Imports from Brazil mounted. In this grave emergency, the United States, starting almost from scratch and under the stimulus of high prices, succeeded by 1918 in producing a peak of 3II,000 tons, about 35 per cent of its consumption that year. Since the war, the United States has depended upon foreign sources for more than nine-tenths of its high-grade ore. During 1936, 1937 and 1938, imports for consumption averaged 736,000 tons a year. During the same period, domestic shipments averaged 21,000 tons a year. Of the imports, the U.S.S.R. accounted for an annual average of 280,000 tons, the Gold Coast 208,000 tons, India 74,000 tons, and Brazil 72,500 tons. But India and Brazil, which in 1936 ranked third and fourth in the list of importers, were displaced in 1937 and 1938 by a new and much nearer source—Cuba. From less than I per cent of United States imports in 1931, the island republic increased its shipments to more than 27 per cent in 1938.
