Minnesota is involved in planning controversies related to taconite and potential copper-nickel mining. Mine facility planning includes the Reserve dining on-land tailings disposal issue and the potential for a new copper-nickel mining district. Both provide a unique opportunity for innovative planning in the attempt to be responsive to public and private interests. Concerns that emanate as a result of mineral resource activities include environmental protection, land use competition, land exchanges, highway and utility extensions, and legal constraints on public or private lands. The purpose of this newly-developed planning approach is to anticipate such issues and provide a rational information base for dealing with them. The result will be a framework plan for guiding public planning, and an impact assessment for reviewing the implications of industrial project proposals. The approach uses a computer-stored resource inventory of natural and cultural information. Geographic data is mapped and entered into a computer storage and retrieval system. This enables systematic analysis of mineral resources along with environmental and land use considerations. Computer mapping describes the relationship of each activity and allows identification of potential conflicts; it also shows geographical extent in the form of statistical compilations. Resource data is being collected and compiled using a standard metric grid (Universal Transverse Mercator). Individual cells are 100 m. squares and represent areas of about 2.5 acres. The study area contains about 145,000 cells. Data inventories are being compiled in 25 natural and cultural resource categories. Geologic variables include Bedrock Geology, Taconite Reserves and Potential Resources, Depth to the Duluth Complex Contact and two soil inventories. Topographic and hydrologic variables include elevation, slope, slope orientation, surface hydrology, and watersheds. There are also 6 biological data variables and 7 land use inventories.

AT the McGill concentrator of the Nevada Consolidated Copper Co., all flotation operations have been carried out in Forrester cells since November, 1926. In respect to cost of operation, the new cell has proved to be superior to the Callow, which it supplanted, and its incorporation in the flow sheet has resulted in a marked improvement in the metallurgy. Before citing the advantages of the new machine over the old, it should be explained that the Forrester has not only replaced the Callow, but it has made possible the elimination of a number of tables as well. When Callow cells were in use, table concentration preceded flotation. The ball mill pulp was elevated, by means of air lifts, to roughing Wilfley tables situated two floors directly above the flotation floor. On an intermediate floor were additional tables which cleaned the concentrate from those above. The finished table concentrate constituted approximately 60 per cent. of the total mill production, and contained about 40 per cent. of the recovered copper. The table tailings were returned to the classifiers, the overflow from which went to the flotation cells and the oversize to the ball mills. As soon as the Forrester cells were installed, this tabling operation was discontinued. The ball mill pulp now discharges into the classifiers direct, without the intermediate tabling. It was impracticable to employ the present flow sheet when Callow cells were in use, for the reason that unless the greater part of the heavy mineral was first removed, it accumulated on the mats and adversely affected the flotation operation. By tabling ahead of flotation, it was practicable to maintain the concentrator at 10 to 20 per cent. greater capacity (depending upon the pyrite content of the ore) than was possible by flotation alone. This was due to the necessity for finer grinding in the latter case. Even though the table concentrates contained only 6 to 8 per cent. copper content, the low smelting costs made it advantageous to operate at high mill capacity, at the cost of low grade of product.

Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

There was a decline in the Italian oil production in 1933 and also in the footage drilled. A total of about 194,500 bbl. of crude oil was produced in the Emilia district of northern Italy from the same fields in production as in 1932. New drilling to the extent of 80,700 ft. failed to find new production to compensate for the decline in old wells, and no new fields were discovered in spite of an active exploration campaign by the government-owned company A.G.I.P., which has just completed the first year of a five-year exploration program. This company drilled a total of about 33,000 ft. The majority of its tests were drilled in the Po Valley upon locations selected by geophysical methods. This company is changing over to the rotary system for all future wells. It produced about 16,600 bbl. of oil from wells near Salsomaggiore and in the Po Valley. The Petroli d'Italia, which operates the old fields of Montechino, Valleja and Gratera south of Piacenza, has been doing normal development drilling in the endeavor to extend its present fields. Also it was drilling two exploration wells in the Torino district. It drilled a total of about 13,930 ft. and produced approximately 12,645 bbl. of very high-grade oil (specific gravity about 0.765). The Societa Petrolifera Italiana was occupied chiefly in exploratory drilling in the endeavor to extend its producing fields at Salsomaggiore and at Vallezza, south of Parma. It was also drilling one exploration well at Rile dell7Olio near Voghera on the line Milan-Genoa. It drilled a total of 33,849 ft. and obtained a production from its two fields of 165,273 bbl. It also produced 123,220 gal. of casinghead gasoline from Vallezza field absorption plant.

AS you have seen, I have hitherto demonstrated to you the methods for bringing to their proper and pure bodies all metals of any kind of ore that you have found and mined. If these did not now serve human needs all these operations with so much expense and labor would have been profitless and in vain. Therefore I recognize that it is necessary in speaking to touch upon all their operations and to teach you to ma& use of the metals according to the works needed. There are, for instance, some metals that would serve poorly for certain works when reduced to their fineness and perfection. Also, many artificers, in order to avoid expense, are content with having a larger quantity of metals and do not care so much about their perfection. For this reason they willingly accept mixtures of one metal with another, for example, of silver or copper with gold, of copper with silver, and likewise of tin or lead with copper. Tin is accompanied by lead to avoid spoiling its nature completely. All this, however, is done with a definite proportion by weight and not by chance. These admixtures, as I have told you in another place, are called in gold, carats, and in silver, leghe. This, in fact, means nothing but the association of one metal with another, indeed, a soiling of their purity and fineness, to which they have been brought with so much hard effort and labor. But now leaving this discussion, I shall tell you in the present book as briefly as I can, in order, first of the alloying of gold with silver or copper, and then of that of silver with copper.

One of the greatest improvements in drilling equipment has been the development of hard facing metals which are welded by electricity or by acetylene to form a facing which protects the steel of the bit from abrasive wear. The main desirable characteristics of hard facing metals are resistance to abrasive wear, resistance to shock and perfect bond with underlying metal. Resistance to abrasion offered by various metals shows many anomalies. Compounds containing carbon, silicon and boron are the most important hard substances. Carbon, as diamond, silicon carbide and especially the carbides of iron, chromium and tungsten are the outstanding hard products in common use. Tungsten carbide is probably the most commonly used. It is made in the electric furnace and it is important to get the right amount of carbon and the correct crystalline structure in order to obtain the greatest hardness and greatest resistance to abrasion. It may be obtained in three main divisions: wrought, cast and casehardened. Insert hard metals are common. The method of application varies, but it is generally welded to the bit, placed in channels or in drilled holes and covered with a hard surfacing metal. Robinson' has given a very complete article on the use of inserts. Gregg and Küttner2 has discussed the metallography of tungsten carbides and given a good bibliography of the subject,. The time and expense of large-scale testing, together with variations in results, led to the development of a laboratory testing machine for determining the abrasive-resisting qualities of different metals. This machine consists of a motor-driven 40-grain, alumina-base corundum wheel, 8 in. dia., rotating at 30 r.p.m. It is run wet and dressed with

The War Department is appealing to skilled workmen and scientifically or technically trained men to enlist in any one of a large number of engineering troops needed for immediate action in France. Any registrant under the selective service law, who has not actually been called to service, may be immediately inducted into an engineer organization at his own request. Application for induction should be made to the Chief of Engineers, giving a complete statement of the applicant's qualifications. Any man who is physically qualified, between the ages of 18 and 21, or between 31 and 40, may voluntarily enlist for an engineer organization, provided he proves to the recruiting officer that he is experienced or skilled in any engineering trade, or is a handy main who is' especially suited for engineering work. There are about 600 recruiting stations in the United States, and an officer at any one of these will enlist a candidate for an engineer organization if he is suitable. Enlistment is in the grade of private. Subsequent promotion to the rank of non-commissioned officer is secured by merit. It is intended to fill many of the vacancies which will occur from time to time among the commissioned officers by selection from the ranks. A few of the special services, of most interest to mining and metallurgical workmen, urgently needed by the army, are as follows: Crane Operating and Maintenance Regiments; Depot Detachments; Electrical and Mechanical Regiments; General Construction Battalions; Mining Regiments; Quarry Regiments; Battalions for the construction, maintenance, and operation of railways; Road Building Battalions; Sapper Regiments; Supply and Shop Battalions; Surveying, Ranging and Map Reproduction Regiments; Water Supply Companies; and many others. EARLY in November attention was focused on the interchange of views between Paris and Wash- ington with respect to the proposed examination of Germany's capacity to pay. It appeared finally that the limits imposed by the French were too narrow and consequently the conversations were discontinued. In Germany there were stirring events. Hitler, with Ludendorf in the open, attempted a coup d'etat in Bavaria, but failed quickly and ignominiously. The former crown prince re-entered Germany, with the sanction of the republic, and took up his abode at his castle in Silesia. On Nov. 13 Chancellor Stresemann informed repre-sentatives of the Rhineland and the Ruhr that those territories thenceforth must shift for themselves politically, economically and financially, the federal treasury being no longer capable of caring for unem-ployment in the occupied territory. This was equiva-lent to putting the burden of supporting the people of that region upon. France and Belgium. There have been negotiations toward the creation of a Rhenish-Westphalian state, independent of Prussia, but under the sovereignty of the Reich. Failing to receive a vote of confidence at the end of this month, the Stresemann Ministry resigned. President Ebert considers it may be necessary to create a government independent of Parliamentary authority. The Ruhr Industrialists have signed an agreement with France until April 15, 1924 by which they have agreed to pay back coal taxes for the first ten months of this year, and deliver 18 per cent. of their production as reparations until the expiration of the agreement. The British government found itself in a precarious position with respect to support and a dissolution of Parliament was announced, with a general election to occur early in December.

Developments in oil refining were so varied during 1938 that a refiner had to be alert or be left behind. The long-talked-of conversion of oil refining into a true chemical industry using petroleum as a raw material was hastened, particularly in the realm of motor-fuel manufacture, by the increased understanding and use of catalytic processes. The petroleum refiner's vocabulary has been extended to include alkylation, cyclization, aromatization, and isomerization. There are other devel: opments of a similar nature, but these are now considered commercially feasible under proper conditions. New Equipment Less expensive equipment and processes encouraged new construction and replacement. Estimates of money spent in the United States on building new plants and remodeling existing installations during 1938 place the sum at not less than $200,000,000, a noteworthy amount in a year marked by a business recession. The commercial application of small-scale catalytic polymerization of refinery gases made one of the latest advances available to the smaller operators, who usually are faced with unit installation and production costs higher than the large refinery enjoys. Competition was thereby fostered. Outstanding in this respect was the construction of two or more polymerization plants in small refineries at extremely low installation costs, with amortization measured in months instead of years. Houdry Processes Bursting like a bombshell late in the year was the disclosure of the extent of the development of the Houdry processes of catalytic cracking, viscosity breaking, gasoline treatment, desulphurization, and polymerization, said to be applicable to almost any raw petroleum stock and yielding gasoline of exceptionally high octane number. This process is claimed to be particularly adapted to once-through cracking of aliphatic hydrocarbons, and when combined with any of the conventional thermal

The extreme difficulty of obtaining a short and, at the same time, exact method for the determination of gold and silver in copper-materials has been well illustrated in "Assays of Copper and Copper-Matte," and its discussion, by Dr. A. R. Ledoux and other leading authorities on this subject.* Two general methods were used by the numerous assayers who took part in the symposium initiated by Dr. Ledoux, and whose results are given in the paper and discussion. One of these is the dry or fire-method, consisting of scorification and cupellation, the former being repeated if the percentage of copper is very high, all slags and cupels being assayed and the results so obtained added to the ordinary assay; and the copper retained by the silver buttons being determined and deducted from the combined weight of the buttons obtained from the assay of the original material, the scorification-slag, and the cupel. The other is the wet or combination-method, which, while not involving so much work, requires a longer time. Briefly, it is as follows : The material to be assayed is dissolved in nitric acid, the solution is diluted, and the fine undissolved gold is collected by means of sulphate of lead, formed by the addition of lend acetate and sulphuric acid to the solution, After standing from 12 to 24 hours, the precipitate is filtered off, and the silver in the filtrate is precipitated as a chloride or bromide, and collected by means of sulphate or bromide of lead. The solution containing this precipitate in suspension is again allowed to stand until the precipitate has settled. It is then filtered; both precipitates, containing the gold and silver, are dried, ignited and scorified, either separately or together, and the result is cupelled in the usual way.

Although lateritic ore deposits are relatively flat-lying, surficial ore bodies, the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist. Laterite is a soil formed under tropical conditions resulting in the concentration, within the soil zone, of certain trivalent metals-principally iron and aluminum, but also, locally, nickel and manganese. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of partially altered bed rock or saprolite. Whereas bauxite generally is confined to the lateritic zone, some nickel deposits occur in both the laterite and saprolite zones. The evaluation of bauxite and lateritic nickel deposits thus has both similarities and differences. These ores have been formed by supergene, soil-forming solutions moving downward through zones of widely varying permeability within the weathering rock. Because the permeability varies widely, both vertically and laterally, the extent of weathering may vary greatly within short distances. Because the weathering process varies widely, the degree of metal concentration may also vary widely. It is not at all uncommon for a laterite to change, within a few centimeters, from a virtually valueless rock to a high grade ore. Moreover, the depth of weathering, and hence the depth and form of the ore profile, vary greatly. Obviously, for this type of deposit, a few grab samples or a few drill holes are virtually worthless. The evaluation of such a deposit requires a sophisticated statistical study based on thousands of carefully selected samples. As a rule of thumb, the cost of evaluating a large bauxite or lateritic nickel deposit will be about one cent per ton of ore in the ground. Thus, the cost of evaluating a several hundred million ton deposit may be considerable.

THE attempts of British investigators to arrive at definite knowledge concerning the nature of the nitrogenous constituents of coal have been mainly made through studies of the behavior of coal on carbonization and gasification. There have been carried out numerous determinations of ,the distribution of nitrogen in the products of carbonization under laboratory and large-scale conditions; and by a careful consideration of the extent to which nitrogen is liberated, say as ammonia, at different temperatures and under different conditions of operation as regards atmosphere, it has been possible to form some general notions as to the nature of the nitrogenous compounds present in the coal, and at the same time to arrive at clearer ideas as to what are the important operative factors in determining the ammonia yield under working conditions. This work has been spread over many years and is summarized below. The difficulties of connecting the results in such a way as to allow of the nitrogenous constituents of the coal being described in terms of specific organic structure are great. They arise, for example, in the carbonization process, because the phenomena of decomposition observed at any one temperature can only refer to compounds decomposing at that temperature, each of them with a previous history of chemical transformations occurring at lower temperatures. To put it in another way, the compounds occurring in the coke at any stage are not in the least likely to be those present in the original coal. The same difficulty, in a milder form, occurs when the method of differential solution is attempted. There is always the preliminary question, almost impossible to answer, as to how far the separation by the use of the solvent has involved some form of decomposition of the original compounds. In the following summary, an attempt has been made to bring together results obtained by British workers.

INTRODUCTION Nuclear waste has been generated since the time of the Curie's and continues to be generated worldwide at an ever-increasing rate as the world will (and should) rely more and more upon fission (and hopefully fusion) for power. Also, the needs for strategic weapons will also generate so-called defense wastes. The largest class of high level nuclear waste (HLW) is spent fuel, the tail end of the nuclear reactor fuel cycle. At present, spent fuel is stored at the reactors producing it or at a few accepting places for away-from-reactor storage. All such storage facilities, as presently constructed, will begin to run out of usable storage space during the next decade or so. Congress enacted and President Reagan signed into law in early 1983 the National Nuclear Waste Policy Act of 1982. This law provides for the permanent isolation of nuclear waste in deep geologic repositories. The Act sets 1998 as the date at which the first repository should be operational. This date is extremely ambitious, and the Department of Energy (DOE), which is charged with the responsibility of constructing and operating repositories, admits that this date will slip by at least a few years. The Act also provides for licensing of repositories by the Nuclear Regulatory Commission (NRC) in a fashion very similar to nuclear power generating reactors. This requirement imposes a very special rigor on the analyses, investigations, designs, construction, and operation of repositories so as to assure the protection of the public and the environment from radioactive contamination. In addition the states and affected Indian Tribes must be consulted, especially concerning siting, and, needless to say, no one wants a HLW repository in their back yard.

To the members of the A. I. M. E., who have given much and risked all to fight "Over There" with pick, or gun, or brain, and to the members who have chosen the sometimes more self-denying duty of remaining at home to help produce metals for fighters: Your experience in foreign lands has bred in you that spirit of internationalism which will soon be infused into every corner of our country by virile lads thrilling from a great experience in an old, yet new, land over the seas. To them the East will not seem as far from the West as it was, nor the North from the South. Sectional jealousies will seen despicable to one who has fought for a great ideal shoulder to shoulder with real men of other nations. And they who have willingly sacrificed much on the altar of service will have little patience with an egotist, be he laborer, tradesman, capitalist or engineer. The problems which peace brings to us are more difficult than those of war and their solution requires not only cool heads, tolerance, and wise judgment, but the "getting together" of sections and classes and individuals. The triumph of justice over individualism, represented by the draft law, must be repeated, for there are "slackers" in peace Is well as in war, and the spirit of self-denial expressed in response to Liberty Loans, Red Cross, and Welfare drives and Food Administration appeals must live. We have only just begun to learn how to serve. It is often claimed by our members that the engineer is not given, in the community at large, the recognition which his training should merit; that his reward is not as great nor his service as welcome as it should be. In both the Flat River district of southeast Missouri and the Joplin district of southwest Missouri the lead concentrates are of very high grade, free of arsenic, antimony and bismuth, and contain no gold and very little silver. The general practice in both districts is to smelt the concentrates containing 70 to 85 per cent lead on Scotch hearths, to recover 70 to 85 per cent of the lead, and then smelt in a blast furnace the slag formed in the Scotch hearths to bring the total recovery of lead from lead concentrates to over 97.5 per cent. At the lead smelter of the St. Joseph Lead Co. at Herculaneum, Mo., no Scotch hearths are used. In the other smelters in the district the blast furnace plays a minor role to the Scotch hearth . The concentrates produced from the Flat River district are either table concentrates or flotation concentrates containing: Both types of concentrates are received at Herculaneum in box cars after being sampled. Great care is taken in weighing and sampling of cars of concentrates and in the determination of moisture and lead contents. The concentrates are unloaded into bins by an adaptation of scoop grain unloader. Four men unload and sweep a 40 to 45-ton box car of concentrates in 30 minutes. The same grade of concentrates is received each day and no metal-bearing fluxes are available. The problem is to get as high a recovery as possible as cheaply as possible from the high-grade lead concentrates produced by the company's concentrating mills. Sintering The bulk of the sulphur is removed from the concentrates and the fine concentrate particles are agglomerated by double roasting on typical Dwight and Lloyd sintering machines.

Chief among the varied problems facing the mine-manager is that of vein-structure and origin, which is highly important as a guide to successful discovery and development. If metalliferous deposits can be traced to the intrusion of waters along definite lines, then is there something tangible for him to study. But when he is told by a geologist that metalliferous deposits are due to some other cause, like magmatic differentiation, while not perhaps discouraged, he is impressed with a vague sense of new worlds to be conquered. In 1897, while manager of the War Eagle mine at Rossland, B. C., where, previously, the ore-bodies had not been supposed to occur as veins, I suggested to visiting members of the Canadian Geological Survey that, perhaps, the structure of the pyrrhotite-bodies of that mine, which had been proved to occur along well-defined fractures, might throw some light on the similar deposits of Sudbury, then held to be basic aggregations from the original magma. Later investigation has at least provoked discussion of this last deduction, questioning its correctness and suggesting that, perhaps, the deposits are actual veins. The following extract from a paper by J. E. Spurr' is quoted, because it sets forth Mr. Spurr's theory of the quartz-occurrences of the Silver Peak mines, which will be discussed in this article. It also graphically describes the attendant geological features. THE Iron and Steel Division and the Institute of Metals Division are laying plans for a rousing meeting the week beginning Sept. 21 in the land of the bean and the cod-at Boston. The two divisions are collaborating with the American Welding Society, the American Society for Steel Treating, and the Iron and Steel Division of the A. S. M. E., to have technical sessions of widespread interest and social affairs that will compare with the best of previous years. In connection with the meetings an exhibition of production and testing equipment, heat-treating equipment, furnaces, welding equipment, and metal products will be held on Commonwealth Pier all week, where those attending may see the latest developments in the field of their own work.

The Taconites Are Ready, the editorial appearing on P. 933 of the September issue, has provoked comment from several informed engineers to the effect that the indicated profit margin was considerably exaggerated. The cost figures in the editorial, taken from the Congressional Record, were characterized as inaccurate by some correspondents. The theme of the story was, however, substantiated in the announcement (P. 1023, October) that Republic and Armco had joined forces in a $160 million project for taconite development. NO other man now on the Institute's Board has a record of long service to his professional society comparable with that of Karl Eilers. He joined in 1888; he was a Councilor as far back as 1909, a Vice-President as early as 1912, and for the last ten years has been continuously a Director and Treasurer. It seems fitting, therefore, that he is the only member of the present Board that is also an Honorary Member of the Institute. Karl Emrich Eilers was born near Marietta, Ohio, Nov. 20,,1865, which makes him 71 years old. Columbia School of Mines gave him his E.M. in 1889, after which
