Hostility is a characteristic of the environment in underground mines. Nature opposes man's efforts to remove mineral deposits, and this condition is recognized when mining is described as winning minerals from the earth. Evidence of this conflict is the action of natural forces to close excavated passageways. In many mines, this behavior of the surrounding environment is an ever-present and ever-changing problem despite much research and empirical study. Geological conditions change abruptly and may result in rock bursts, the inrush of water, or variations in rock hardness. Although aspects of these problems will become intensified as the rate of mining increases, they are not considered in this discussion. Emphasis herein will be on the changes in the atmospheric environment. Men underground work in an ever-changing, alien, ambient atmosphere. Many conditions are encountered that will affect their health and safety unless properly controlled. Potentially explosive gases are released from minerals as they are mined or enter from the surrounding earth. Some mining methods generate noxious gases. Natural processes and diesel equipment can steal life-sustaining oxygen. Airborne dust may cause lung diseases when breathed by miners in excessive amounts and by affecting visibility, introduce safety hazards. Deep mines pose heat problems that may be aggravated by high-speed mining. The deleterious effects caused by these changes, and their mitigation, are subjects of this discussion. THE UNDERGROUND ATMOSPHERE Health and safety problems from changes in the underground atmosphere have been apparent since the beginning of mining. Alleviation of these problems has been by ventilation with normal air from the earth's surface that flushes away the vitiated mine atmosphere. The objective is to provide atmospheric conditions essentially similar to those that man is accustomed to on the surface.

WOOLSEY McA. JOHNSON, Hartford, Conn. (written discussion).¬When ;we regard the number of British thermal units running into the billions that-must be applied to metallurgical slags in the United States, we cannot but conclude that the physical chemistry of-slags is a very important subject when measured in dollars and cents. A further contemplation of the subject shows us that it has been hitherto treated in too purely a practical manner. It is needless to comment at length on the cost of these heat units and on the cost of fluxes to produce these metallurgical slags, for, it amounts to tens of millions of dollars annually. Accordingly, this research is of value to the country. But we must,all balance our results against our efforts. Therefore, while the speaker is unwilling to criticise unduly this meritorious research, lie does criticise it in the interest of the profession for the reason that it seems to him too highly theoretical. The article is much too, scientific to produce results at a minimum cost. Let us explain our meaning. It has been said that there are always two sides to a question. It may be further said that there are always three sides to a question, the two extremes and the middle ground. In any industrial research there are the highly theoretical side, the purely practical side, and the theoretico-practical side. To study a slag and be practical in the studying, there is something needed that represents in the laboratory (or in microcosm) what actually happens macrocosmically in the blast furnace. There is such a thing as the art of metallurgical research occupying the middle ground between theory and practice.

IT is well known that many properties of a given metal vary with the size of grain or cell. For most industrial purposes, where high ultimate strength and high elastic limit are desired, the manufacturer tries to produce a. fine-grained structure. For some purposes, for example in transformer iron, a coarse-grained structure is desirable. The terms fine-grained and coarse-grained are used only in a relative sense. For example, a fine-grained cast copper might have grains 100 times larger than coarse-grained high-speed steel. Similarly, a fine-grained steel rail might have grains or cells 100 times larger than coarse-grained wire, which was made of steel from the same heat. In some metals, the change in grain size is more appreciable than the changes in any of the properties determined by the tensile test. Furthermore, in metals which have been annealed or subjected to high temperatures, grain size may prove to be a better indication of the life of the metal in use than the tensile test. One of the authors was able to supplant the tensile test with grain-size determinations in the control of. metal for a specific use, the latter determination being more indicative of. the life of the metal part than the tensile test. A grain-size determination with a tensile test is, of course, more valuable than either singly. At present there is a decided dearth of data on actual grain-size determinations in metals, and consequently a corresponding lack of ability to interpret the determinations after they are made. It would be desirable to have correlation made between grain size and properties of metals, comparing thousands of determinations. In this way, grain-size determinations might be interpreted in much the same manner that tensile tests are now.

In the past few years many men, including technically trained engineers, have been asphyxiated in metal mines, coal mines, tunnels and surface wells where a few relatively simple precautions with regard to ventilation and air testing would have saved them. Death from mine gases is analogous in some respects to death from poison and from drowning. The respiratory passages of a victim who has breathed oxides of nitrogen from burning explosives are badly irritated and a few hours or even a day after exposure he may develop a quick and fatal pneumonia; if, however, he enters without respiratory protective apparatus an atmosphere deficient in oxygen (a condition that may occur in unventilated or poorly ventilated parts of all underground mines) he collapses and if not rescued dies more quickly and surely than a lone nonswimmer who falls suddenly into deep water. An example of an atmosphere virtually without oxygen was demonstrated by an air sample taken by a Bureau of Mines engineer wearing oxygen breathing apparatus in a Cripple Creek shaft some years ago, during the recovery of the bodies of two victims of asphyxiation; analysis of the sample by the Pittsburgh laboratory of the Bureau showed the presence of 18.40 per cent of carbon dioxide, 0.27 per cent of oxygen, and 81.33 per cent of nitrogen, although the atmosphere apparently was clear and normal. In a mine one can pass from good, breathable air to an atmosphere that will kill as quickly as one can dive from a board to deep water below. Some Instances of Asphyxiation by Gases in Metal Mines The following typical examples of comparatively recent instances of asphyxiation in metal mines were taken chiefly from reports of various kinds of the U. S. Bureau of Mines.

A party, consisting of George I. Adams, of the United States Geological Survey, A. H. Purdue, of the University of Arkansas, and Ernest F. Burchard, was engaged, during the summer of 1902, in the study of the zinc- and lead-deposits of Northern Arkansas. An extensive report on this field is now in preparation. The following preliminary statement of results and conclusions is made in advance of the final publication, which will be accompanied by detailed geologic maps and other illustrations and a fuller treatment of the subject. Location.—The Northern Arkansas field embraces Marion county and adjacent portions of Boone, Baxter, Newton and Searcy counties. Outside of this area there are a few scat tered mines, notably in Sharp and Lawrence counties. The mining development lies north of the Boston mountains, in what is known as the Ozark Plateau. The country has a broken surface, as a result of dissection by streams, and there are numerous exposures of the mineral-bearing horizons in the valley slopes. This has greatly facilitated prospecting. History.—Lead-ore was discovered in Northern Arkansas by the early explorers and pioneers, and at first was utilized for rifle-ballets. Later, it attracted considerable attention, and in the '50's was smelted in the vicinity of Lead Hill. There was a revival of the industry during the "70's, but the cost of transportation was so great that it was practically abandoned. Zinc-ores at first attracted little attention, probably because they were not so well understood. Before the Civil War, however, some zinc was smelted. In the '80's, prospecting was carried on generally throughout the field, and resulted in finding zinc at so many places and so readily accessible that

The mining laws relating to winding-ropes in some of the German provinces are very strict, and severe tests have to be periodically made to see that the ropes in use come up to the prescribed standard. A few notes on the method of testing the ropes and the results obtained may be of interest to the members of the Institute. Permission must be given by the Inspector of Mines to put up a winding-plant; and previous to installation a full report made by the manager, clearly setting forth all details of the shaft, the pit-head, engines and appliances appertaining thereto has to be sent to the mining officials. Accompanying each subsequent report, further details, such as the name of the firm supplying the rope, construction, quality of steel, date of installment, weight per meter, length, particulars of the safetycatches, cages, etc., must be given. At least one spare rope must be kept at ever? shaft ready for use in case of emergency. The rope must hang in the shaft, with cage attached, not less than twenty-four hours before it is used for winding; and it must have undergone a severe test in the manner hereafter described. The laws prescribe that when a rope is continually in use it must be tested every three months; but if the rope is only used every few days it must be tested at least every six months, in the presence of the superior officer; and notification of the date of testing has to be sent to the Bergrath two days before the test is made, in order that he can personally superintend the operation if he chooses. Should winding have been stopped for a long time, it is not necessary to test every six months; but before the rope can be used again it must be tested.

Resources for Freedom, a report by the President's Materials Policy Commission, commonly termed either the Paley report, after its chairman, or the PMPC report, was issued in June 1952. The data collecting and assembly work for its preparation were done in 1951. The statistical base in most cases was 1950. It reviewed our economy and predicted what it will be in 1975.* The bases for the predictions were given. Consideration was given not only to statistical data and trends but also to technological changes taking place and likely to take place in the ensuing 25 years that will affect our economy. The supply of raw materials was studied and predictions made as to the availability of supply and the sources in 1975. One of the industries covered was iron and steel. For the most part the report did not attempt to provide a curve showing annual growth for any industry or commodity. It contrasted 1950 with the probable status in 1975. Interpolation between these dates is difficult and the Commission did not intend that it be used for short interim intervals. It is possible in 1958 to show the actual changes from 1950. The magnitude of the changes illustrates the agreement with some interpolation of the Paley report. Statistical comparisons can be general only because the Commission did not postulate a linear change. A study of the iron and steel industry will show if the general predictions have been realized or if gross errors were made. This paper is concerned with such an analysis. It is concerned with the production and consumption of crude, not fabricated products. It attempts to bring various facets of technical and statistical information on the industry up to date.

MEASURES appropriate for the control of the silicosis hazard in mining cannot be formulated precisely, but sufficient has accumulated during the past quarter century to permit the suggestion of useful, though partly empirical, rules for its alleviation. The industrial hygienist today recognizes that the peril incurred by the inhalation of harmful dust is a function of two variable factors-the degree of harmful exposure and the specific susceptibility of the exposed individual to pulmonary injury. Control of the danger arising out of prolonged contact with pernicious air- borne particulate matter is consequently best exercised by influencing both of these recognized variables. Obviously the problem has two broad aspects-one, medical; the other within the province of the engineer. I-FACTORS COMPRISING THE DEGREE OF INDIVIDUAL SUSCEPTIBILITY Thorough investigations conducted among miners who have labored for years in the presence of recognized silicosis hazards usually reveal an impressive difference in the injury incurred by men whose exposure to dust has been nearly identical. After a quarter century underground, one individual is short of breath and incapacitated with miners' complaint, while a fellow workman suffers no pulmonary embarrassment and is in good health. Physicians ascribe this oft-observed difference in reaction to individual susceptibility and express a universal regret when they deplore the fate that chose to make the predisposed youth a miner rather than a farmer. To trust the health of miners to fate at the present time is even more unfortunate, because many of the factors that influence man's susceptibility to dust are known, and can be accurately determined by competent medical methods. Among the most important factors comprising susceptibility to injury by dust are the anatomical peculiarities of the individual's respiratory mechanism, his physiological response to the inhalation of dust, his previous dust exposure, the existence of pulmonary infections or other pathological processes in his lungs, his age,

The original power-plant of the Standard Company has been described* by Mr. T. H. Leggett, late president and manager of the company; but since the presentation of his paper considerable additions have been made, which will be found interesting because of the engineering features involved and of the attainment of a high degree of flexibility with the inflexible, two-wire, alternating system of electrical transmission. Although these additions have been completed during the last year, they constitute, to a large extent, only the carrying out of plans that belonged to the original conception of the installation. The regular operation of the water-power through the winter proved very difficult; there was a considerable length of ditch to be kept open, and, as the stream is small and any freezing night may stop the whole flow of water, there was the .additional trouble of having no reserve to draw upon. The rule for the winter is, that after a night of hard frost water begins to move in the canon before noon on all but the coldest days. To obviate the nuisance of the anchor-ice, and to make available all of the water, a dam of sufficient height to impound several days' run of water has been built across the canon, 3875 feet above the power-house, and provided with pressurepipe well below the surface. In place of the 1571 feet of pipeline from penstock to power-house, there has been substituted a line 3875 feet long to bring water direct from the dam. The dam is of logs, cribbed up in squares of about 12 feet, ballasted with earth and rock and sheathed on the water-face with 3-inch plank.

Two dilute nickel alloys in each of the systems Ni-Al, Ni-Ti, Ni-Cr, and Ni-Si u:ere internally oxidized at 700° to 900°C for time periods up to 100hr to establish the oxide particle size, depth of oxide penetration, and the change in oxide particle size with depth. Fine (-270) mesh alloy powders were then intevruzlly oxidized, hydrogen sintered, compacted, and extrmded, yielding bar stock for tensile tests at room temperature and creep-mpture tests at 815° to 1093°C. Recrystallization studies were made up to 1400OC. ReCENT studies have clearly indicated that oxide dispersion strengthened alloys exhibit outstanding elevated temperature properties, espe- cially in long-time tests. Certain structural parameters must be observed to achieve optimum properties, namely, micron or submicron interpar-ticle spacing, submicron oxide particle size, and a high level of stored energy.'-5 A number of processes have been utilized to obtain the desired structures, but certain of them appear to offer greater promise. Thus far the most promising method is the internal oxidation of dilute alloys consisting of a relatively noble solvent metal and a readily oxidizable solute element.3'6)7 Several important principles governing internal oxidation have been established in earlier studies;' however, these principles are as yet not adequate to permit alloy development studies. Much of the earlier work was performed on relatively coarse wires or in idealized systems. As a result, there are still a number of unanswered questions which require considerable additional work: a) How does oxide particle size change with depth of penetration of the oxide? How does this vary with the specific type of solute element? b) What is the effect of solute content on the average oxide particle size?

Gentlemen of the American Institude of Mining Engineers.—As you well know an application is about to be made to Congress, by the American Society of Civil Engineers, for the appointment of a cornmission composed of persons skilled in the production and use of iron, steel, and other structural materials, whose duty it shall be to test the strength, elasticity, and other quatities of such materials ; not simply the substances used as such, but the members of large structures composed of such materials, of the forms and sizes in which they are actually used. As I understand, the papers that will be read here to- night will have for their object to show the necessity for such tests, and therefore the necessity for the commission asked for. As the representative of the Society of Civil Engineers, I have to thank you, gentlemen of the Mining Engineers, for the great zeal with which yon have taken up this subject, and seconded the efforts of the Civil Engineers; or, perhaps I ought rather to say, initiated the efforts to get a suitable commission appointed to obtain most vitally important information which it is admitted on all hands we do not now posses. In drawing up the memorial to Congress, in connection with some of the ablest and best informed of our Society, and in all the discossions on the subject, I have been struck with the emphasis with which the confession is made, that so little is known of the strength of the larger-sized members constantly used in building structures of the magnitude which the present requirements of the country now demand. METALLURGISTS have, in the past ten years, overcome many difficulties of high zinc in lead blast-furnace slags. This problem was brought to the front at the close of the late war, by the price obtained for lead and the high cost of labor, fuel, and flux. The Port Pirie plant of the Broken Hill Associated Smelters, Australia, early in 1919 had increased the zinc oxide in its blast-furnace slags from 13.5 to 20 per cent., at the same time reducing the iron oxide in the slag from 33.5 to 25.6 per cent. These results were obtained by the following proceduret the addition of granulated slag to the roaster charge, 10 to 12 per cent., improved conditions of the crushing and mixing and roasting of the constituents of the sinter. By experiments and improve-ments the practice at this plant has developed a normal slag that carries 22 per cent. zinc oxide, and at times runs as high as 33 per cent. zinc oxide, with only slight furnace trouble. The granulated slag is used not, only as a diluent to the sulfur in the roaster charge, but also on account of its value as a slag-forming material and on account of the physical properties it imparts to the finished sinter. The ore is mixed with flux and given a double roast. All the first roasting is by sintering with the Dwight & Lloyd machines. The final roasting is performed partly by Dwight & Lloyd machines and partly by H. & H. pots. The charge to the blast furnaces consists chiefly of the final sinter, slag shells, siliceous and non-bearing sulfur, lead ores. High blast and ore columns are the practice. The greatest care is taken to obtain in the final sinter as low a sulfur content as possible.

The attempts of British investigators to arrive at definite knowledge concerning the nature of the nitrogenous constituents of coal have been mainly made through studies of the behavior of coal on carbonization and gasification. There have been carried out numerous determinitions of the distribution of nitrogen in the products of carbonization under laboratory and large-scale conditions; and by a careful consideration of the extent to which nitrogen is liberated, say as ammonia,. at different temperatures and under different conditions of operation as regards atmosphere, it has been possible to form some general notions as to the nature of the nitrogenous compounds present in the coal; and at the same time to arrive at clearer ideas as to what are the important operative factors in determining the ammonia yield under working conditions. This work has been spread over many years and is summarized below. The difficulties of connecting the results in such a way as to allow of the nitrogenous constituents of the coal being described in terms of specific organic structure are great. They arise, for example, in the carbonization process, because the phenomena of decomposition observed at any one temperature can only refer to compounds decomposing at that temperature, each of them with a previous history of chemical transformations occurring at lower temperatures. To put it in &other way, the compounds occurring in the coke at any stage are not in the least likely to be those present in the original coal. The same difficulty, in a milder form, occurs when the method of differential solution is attempted. There is always the preliminary question, almost impossible to answer, as to how far the separation by the use of the solvent has involved some form of decomposition of the original compounds. In the following summary, an attempt has been made to bring together results obtained by British workers.

It is a pleasure for me to keynote this first Western Regional Minerals and Coal Conference here in the Black Hills of South Dakota. It is pleasing for two main reasons. First, Homestake Mining Company has been associated with the Black Hills since 1875 when gold was discovered following Custer's trek through the Hills during 1874. Second, the future mineral development of the Black Hills will depend, to a great extent, on minerals and metals covered in this conference. The metals and minerals that are featured in this conference have unique similarities--and important differences--and therefore, will be of great interest to all who are involved in our industry in this area of the country. Precious metals have always been, and likely will always be, subject to political influence; they are only partially affected by the demands of our industrial economy. Energy minerals, while more directly affected by industrial stimulus, are also politically sensitive. In this regard, the need for a minerals policy affecting the energy sphere has been made very clear to us in the last five years. More importantly, the lack of a national policy and purpose relating to our total future energy needs has severely affected the overall economy and security of this country. Very briefly today, I would like to outline for you my thoughts on the future of these most important minerals. I will start by a discussion of precious metals, primarily my favorite precious metal, gold. A brief history of gold will be helpful in setting a perspective for forecasting its future although it is difficult to give a brief description of a metal that has been prized by man for over 6,000 years. The ten years, 1879 to 1888, inclusive, have been notable in the history of iron-making for the great rise during the latter part of 1879 and the earlier half of 1880; for the maximum of production in 1882 ; for the gradual decline and the reduced product through 1883,1884 and nearly to the end of 1885; then, for the recovery through- 1886 and 1887; and the extraordinary outputs of our iron furnaces during the last three years. The price of pig-iron might be taken as an index to the condition of the iron-mining industry, and if represented graphically, they would shorn approximately parallel curves. The mining industry cannot always respond quickly to a rise in price and an increased demand for ore; nor can its production drop simultaneously with sudden falls in price of iron and of ore. Hence, the irregularities of the one are not reflected in the other. The statistics of the iron mines collected by the United States census, for the year ending June 30, 1880, exhibit admirably their condition at that time. The reports received from mine owners and managers, of the production for the year 1888, furnish the basis for a comparison and supply data for some notes on the changes in the iron-mining industry in New York which have taken place in this period of time. The iron-ores of New York may be grouped in the following districts: I. The Highlands of the Hudson (magnetites). II. The Lake Champlain and Adirondack Region (magnetites). III. St. Lawrence and Jefferson Counties (red hematites). IV. Clinton and Wayne Counties (fossil-ores of the Clinton Group). V. Dutchess and Colnmbia Counties (limonites). VI. The Hudson River (carbonates). VII. Staten Island (limonites). The ores of the first and second districts, as enumerated, are almost exclusively magnetites; those of the third and fourth are hematites;

At the Buffalo meeting in October, 1898 (Trans., xxviii., 865), our Secretary, Dr. Raymond, in speaking of the obstacles he had encountered in securing contributions to the Transactions from members in practice, said : " It is the disinclination of many members to communicate incomplete or partial or preliminary results. They are going to write, ' some day,' a thorough and monumental paper; and meanwhile they prefer to communicate nothing.... It is the difficulty to which I have just referred that I have encountered in a wide correspondence with members, undertaken for the purpose of securing contributions of fact and opinion concerning the special subject of this discussion.... Almost none of them seem to recognize the value of preliminary, incomplete and indecisive reports of practice, as laying the foundation for a thorough' inquiry." This remark was made in immediate reference to a discussion concerning blast-furnace tuyeres; but, notwithstanding this appeal from the Secretary, little has been recorded regarding the distribution, the penetration, and the pressure of the blast at the tuyeres and inside the iron blast-furnace. I am therefore encouraged to contribute the following incomplete and crude observations of the blast-pressure inside the hearth. At the suggestion of J. H. Frantz, the general manager of the Columbus Iron & Steel Go., a test was made at the East furnace of the company to determine whether there was any difference in blast-pressure at the different tuyeres. The apparatus used for this test was not sensitive enough to give accurate results. It consisted of a small pressure-gauge mounted on a 3/8-in. gas-pipe. A hollow plug, fitting into the peep-hole of the tuyere-cap, prevented the blast from blowing-out during the test. The test-pipe was held in place by means of the handle on the outer end.

Before the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed, the men being paid monthly. In some cases, fairness to the employee was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines. Changes in Stoping Methods Early in 1916, W. B. Although the earliest use of rubber-tired haulage was in Illinois in 1936, the first unit of this type of equipment used in West Virginia was shipped into the state in 1938. All units placed in West Virginia mines have been of the shuttle-car type. The Katherine Coal Mining Co., at Lumberport, W. Va., was the second company in the United States to install shuttle cars and the Gay Coal and Coke Co., at Mt. Gay, W. Va., was the first company in the country to install the thin-bed type of shuttle car. On Oct. 8, 1940, nine companies in the state were using 41 shuttle cars, of which 10 cars at three mines were of the thin-bed type. All shuttle cars of the low type were in the southern fields and all of the high type were in northern West Virginia. At that time several units were in the process of delivery. The data in this paper were collected in the field by Mr. Schroder in connection with graduate work on mechanical loading of coal in West Virginia by mobile loaders. In the course of his field work he visited five mines in the state that were using shuttle cars. All of these mines were in high-volatile coal beds of strong structure. The more pertinent data obtained at the mines visited are given in Table I. The maximum distance of shuttle-car haul is the distance between the transfer station and the farthermost place. Tonnage per loading unit per foot of bed thickness is to some degree a measure of relative efficiency, especially if the different operations are working the same bed or have somewhat similar conditions. Before the present company was formed, in 1916, each group of mines comprising the old organizations made its detailed daily and monthly mine cost records along the lines used before the consolidation; that is, there was no attempt made to standardize and compare the stope costs of all mines. The general cost sheets for all mines, however, were standardized, and cumulative labor cost sheets were compiled in the general superintendent's office. At most of the mines, a daily record or distribution sheet for each working place was kept, showing the number of men, hours of drilling, hours of timbering, hours of tramming, cars of ore, cars of waste, sticks of powder and feet of fuse. This information was kept by each shift boss and entered on the distribution sheet by him or, at some mines, by a tram boss. The superintendent solved his own problems under the direction of the general superintendent, but without coming in touch with other superintendents, either through records or general conferences. Probably 95 per cent. of the stopes were square-set worked by day's pay; there were some back-filling and shrinkage stopes. Many of the development places, such as shaft sinking, station cutting, drifting and raises had always been run by contract. These contracts were given, for no definite period, at so much per linear foot and were measured monthly, or when completed, the men being paid monthly. In some cases, fairness to the employee was not maintained. On the whole, there was no standardization. There were no stope contracts, because of the objections of the Western Federation of Miners to general contracting in the mines. Changes in Stoping Methods Early in 1916, W. B.
