As this is the age of reform, a uniform mining law for North America is a moot subject for discussion at this meeting of the Institute. The question is one of peculiarly technical and, in many respects, local character. We all appreciate the value of the metal-producing industries and recognize the necessity and importance of a well-considered and evenly balanced mining law as a branch of our jurisprudence either for the Provinces or the Dominion as a whole. Mining has taken its place as a foremost industry and legislation that seeks to control and govern it is the concern of not only the active miner but the citizens of the state. A law that, through its charitable measures brings into being the prospector, the pathfinder and superstructure of all mining activity and industry, protects his interests, safeguards invested capital, and encourages and enforces development, possesses at least the salient requirements of a businesslike Act. The manner of doing so is, I think, one of local and internal concern. May I be permitted to say without presumption that of the five mining codes, or Acts, that we have in the Dominion of Canada born and bred within the Provinces of British Columbia, Ontario, Quebec, New Brunswick, and Nova Scotia, some of them could be materially improved. In many respects they do not measure up to the times; they were no doubt creations of merit at the date of their birth but they have not been clothed in seasonable raiment as the years passed by. It is a stern fundamental principle that all natural resources are the inalienable property of the crown. If it is mineral land, then it follows for the protection of the state and the direct advancement of the occupant that the land should be developed as such. The method or machinery by which this must be accomplished is a matter of detail, not of principle. If the right to possession as a licensee depends on discovery, it is not inconsistent with the duty the crown owes to, the state that a grant in fee should pass to the discoverer if there is imposed, after patent issues, a requirement of continuous work or the alternative of an acreage tax sufficiently burdensome to make it unprofitable that the land should be held in an undeveloped state. If, this requirement is recognized, the mental distinction between a grant and lease ceases to exist. A

California had a record year in production and drilling activity, but the results have not been sufficient to keep up with the enormous increase in demand due to war activity. During the year, 164 dry wildcats were drilled, 80 dry wells in proved areas, 31 gas wells, and 1158 successful oil-well completions for a total of 1433 wells, compared with a total of 765 in 1942. With new discoveries of only 20,000,000 and production of 283,000,000 bbl. for the year, total reserves of California oil have decreased more than 250,000,000 bbl. However, revised estimates of the reserves of old fields indicate an increase in the state's reserves of I00,000,000 barrels. The completion of 1158 wells has served only to maintain the maximum efficient daily rate of production at 800,000 barrels. There is evidence in many fields that oil is being withdrawn too rapidly to obtain the maximum recovery, and more rapidly than is conducive to good production practice. Statistics for 1943 as compared with I942 are shown in the table in the next column, Supply and Demand Steadily mounting needs of the military forces and increased industrial consumption raised total demand for all petroleum products on the Pacific Coast to 914,000 bbl. daily in 1943. That all-time record demand was 149,ooo bbl. daily higher than in 1942 and 214,000 bbl. daily above 1941 demand. Despite restrictions due to shortages of critical material, crude-oil production was boosted from 680,000 bbl. daily in 1942 to 779,000 bbl. daily in 1943, the highest level in 15 years. However, the new crude supply plus natural gasoline production and imports from other states totaled only 840,000 bbl. daily, leaving a deficiency between supply and demand of 74,000 bbl. daily. That shortage had to be made up by withdrawals from inventories, which had been steadily depleted during the previous four years. Aboveground reserves, which totaled 159,574,000 bbl. on Jan. I, 1939, were down to ~8.000,000, bbl. at the end of 1943. Significantly enough, the greater part of that decrease occurred during the last six months of I9437 when more than 23,000,000 bbl. was taken from inventories of both crude and products. We rejoice that the world-war is ended. We are proud of the part played by the English-speaking peoples—all doing equal honor to the traditions they share in common. One of the compensations for the calamity of the past four years is the fact that the Briton and the American, striving together in the cause of human liberty, have learned to understand and to respect each other. The mother country entered the fight resolutely at the beginning, while yet unready to meet the carefully prepared onslaught of the enemy; then the sons from the overseas dominions rallied to the old battle-cry eagerly and effectively; and last, but not least, the stepsons came from across the Atlantic, speaking the same speech, playing the same game, and fighting in the same clean way. It was a great foregathering of those that use the language of Shakespeare and idealize the principles of liberty for which the friends and associates of Shakespeare stood sponsor three centuries ago.' At a time like this it is pleasant to dwell upon the fact that the liberal Englishmen who organized the Virginia company were the pioneers of self-government on the American continent. The Virginia Assembly, convoked in 1619, was the first example of a domestic parliament to regulate internal affairs on this side of the Atlantic.2 The Governor of Virginia, Sir Edwin Sandys, had been a pupil of Richard Hooker at Oxford and from that political teacher he and his friends had imbibed the idea of combining civil liberty with constitutional order. To this group of large-minded Englishmen, the American colonists owed their liberal charters and their successive triumphs over the royal prerogative. Let it be noted that the American colonists had to deal with James II and George 111, the two smallest minds in the list of British kings. Another historical note, more pleasant to record, is the connection between the two principal groups of American settlers. In 1608, when the Pilgrim fathers, William Brewster and John Robinson, led their Separatist congregation to Holland and there prepared the expedition to America, they were assisted by Sandys and the Virginia Council, who were willing to share their privileges with them. When the Pilgrims set sail in 1620 they had the promise, obtained by Sandys from King James, that they should have freedom of worship,

Log washers have been used for many years in the washing of clay iron ores, phosphate rock and manganese ores, but not until the past 15 years have they been employed to any extent in the preparation of aggregate materials and fluxing stone. For a machine of such importance where tenacious clay or soft rock must be eliminated, there are few data generally available. The purpose of this paper is to set forth the results obtained from several operations, together with a few suggestions for planning a specific installation. Where the material to be washed out consists of loose surface soil, silt, or small amounts of quickly soluble clay, there is little competition with other forms of washers, because greater power and maintenance are required for the operation of log washers, but where the foreign matter is a stiff clay, such as occurs with high-calcium limestones and in marginal gravel deposits, the ability of other kinds of washers to eliminate completely the hard clay balls is at least uncertain. Then the log washer comes into its own field, for with the breaking and churning action of the logs it will clean out the toughest clay. Even with material from the hydraulic dredge, if it contains tough clay, the log washer is desirable unless the gravel is subjected to a costly soaking and rehandling process. Recently there has been a considerable development in other types of machines to accomplish these results but it is not within the scope of this paper to make comparisons between competitive types, but to present the best obtainable data on log washers only. From the primitive design that gave it its name, a long log hewn from a tree, with paddles forged to shape from strap iron and attached by lag screws, the log washer has gradually been developed to the present all-steel type. As now manufactured, the log washer consists essentially of two built-up logs on which are mounted a series of paddles, carried by shafts fitted at the ends of the logs on bearings fastened outside the enclosing steel box, or trough, which is set at an angle of about 5" to 10" and into which the material is fed. This paper has been prepared with the principal objective of recording the results of the Bureau of Mines exploration of five major clay deposits in the Western Region. It is based mainly on data contained in unpublished Bureau of Mines reports. Acknowledgment is made to the Federal Geological Survey for its cooperative work with the Bureau of Mines, to the various State geological and mining departments, and other State and local agencies. Clay Exploration by the Bureau of Mines Much has been written and published on clays and clay deposits relating to their refractory, ceramic, and other qualities but such literature is lacking in analyses of the available alumina content of the clays and provides little indication of their possibilities as a source of alumina. With this new objective in view, a great many of the known clay deposits were reexamined and new ones discovered. The Bureau of Mines made preliminary examination of numerous areas in the western United States. Five of those most favorably indicated were systematically drilled, and in each a large amount of high-alumina clay has been found. These five major projects are Molalla and Hobart Butte, in western Oregon; Cowlitz-Castle Rock, in southwestern Washington; Ione, in California; and the Olson-Troy area in Idaho (Fig. I). Preliminary scout drilling was done in the Stockton deposit at Coeur d'Alene, Idaho; the White ware deposit near Lewis-town, Mont.; and 13 areas in the Spokane or eastern Washington region, where the most favorably indicated area, known as the Excelsior, is now being drilled more systematically. Preliminary drilling was undertaken in numerous areas adjacent to the major deposits and others more remote. As a result, large additional clay possibilities were found. The Clay Deposits The clay deposits under consideration are of the sedimentary or transported types, parts of which have been altered further by the agencies of weathering, ground water, or hydrothermal action. There are extensive deposits of residual clays in northern Idaho and in eastern Washington, but they have been found to be low in the available alumina and to contain much free quartz, mica, and unaltered feldspar. To be of value, they must first be subjected to beneficiation to remove these gangue minerals. The sedimentary clays have been derived largely from the decomposition, erosion, and transportation of granites, gneisses, schists, and basalts. At Molalla, some

Following the flowsheet from the primary crushing plant of Ray mines division through the final products sample mill, there are eight exhaust systems ranging in size from 12,000 to 30,000 cfm. Where possible, hood face velocities are kept around 500 ft per min, permitting branch velocities of 2500 ft per min. Tight-fitting enclosures are provided over all ore drops, crushing operations, and vibrating screens. All enclosures are exhausted either primarily or secondarily, except those around conveyor head-pulleys where the ejector effect of the falling ore creates sufficient indraft to abate dust dissemination. IN 1947 an Industrial Hygiene Department was organized to represent and assist the four western mining divisions in industrial hygiene problems. Department headquarters are located at the Utah Copper Division, Magna Plant, Magna, Utah, with a branch office at the Chino Mines Division, Hurley, N. M. The headquarters staff includes a director, a department secretary, an industrial hygienist, a supervising ventilation engineer, and two ventilation designers. To be in closer association with work at the Southwest properties, a field engineer at the branch office conducts field studies which include ventilation problems at the New Mexico and Arizona properties;i.e., the Chino and Ray mines divisions. Functions of the department are to discover and evaluate existing hazards and to develop protective measures, either by personal protective devices or by proper ventilation, depending on the nature of the contaminant. Other than dust counting, all air samples collected at the four properties are processed at the home office. If through plant surveys or by suggestion of management some type of ventilation or air conditioning is required, the problem is usually handled by the ventilation section of the headquarters department, where general arrangement or line drawings are prepared, showing hoods, ducting, and equipment. Some hood and special parts detailing is done at headquarters; otherwise, required detailing is done by the respective plant engineering departments. Prior to the design of industrial ventilation, either new projects or the revamping of old ones, a thorough survey is made of existing conditions. In so far as possible weighted average exposures are determined and adequate ventilation provided on the basis of maximum allowable concentrations of the contaminant in question, as well as medical case histories, if these are available.

To most mine operators, it seems evident that there is a drill-steel problem, although under certain conditions the amount of drill-steel breakage does not appear serious. What is at fault? It may be one or a combination of circumstances. The development of rock drills to the hammer-drill type in place of the old reciprocating piston drill, probably is one important cause for the greater steel breakage. Perhaps the manufacturers of drill steel have failed to realize what alloys are needed for this new service or have overlooked the changes in the art of rock drilling. Although suitable alloys are provided, they may not be SO handled in the manufacturing process as to be in the best condition to withstand the demands of rock drilling. The mine operator may be at fault in desiring to use the smallest possible drill-steel section in order that the gage of the drill bits may be correspondingly small and the amount of footage drilled per unit of labor may be greater; or the black-smithshop practice at the mines may need improvement. The miner who uses the drill steel may also require more intensive supervision and education. Again, the manufacturer of rock drills may have failed to study the types of blows the steel alloys will withstand satisfactorily and which their tools are delivering and so he may not know whether or not a different design of rock drill would equal or excel their present drilling speeds without treating the drill steel so severely. All of these hypotheses probably have their supporters. On the other hand, perhaps we are seeking too much service from drill steel and we need a fuller realization of the fatigue strains developed and should prepare to relieve these by a periodic heat treatment of the steels. However, we do not find any proof that any of these suppositions may be held responsible for the drill-steel breakage attendant to mining. The proposed investigation of this matter by the U. S. Bureau of Mines is fully warranted in the promotion of the conservation of labor and material, and the safety of the workmen. In reheating quenched steel to remove part of the hardness, the softening effect has generally been considered to be a function of temperature and time. The temperature effect is well known, and long before pyrometers were heard of the blacksmith was able to do a good job of tempering, by rule-of-thumb methods and experience in judging temperatures. Modern conditions, which demand steel that will withstand the severest tests, require that the heat treatment be carried out with every possible precaution to secure the best results obtainable. Pyrometers and heat-treatment furnaces of many types are on the market and improvements are continually being made so that it is now possible to regulate the temperature in heat treatment very accurately. There is still a question regarding the time that the steel should be subjected to treatment. It is customary with all operators to insure the desired temperature throughout the specimen and it is generally supposed that a longer treatment of a hardened steel produces a further softening but there are few published figures showing the exact effect of time of treatment at constant temperature. A search of the literature disclosed several brief statements that the tempering effect was a function of both time and temperature, but in no case were any figures given. The opinion is very generally held that the well-know tempering colors are accurate indicators of the degree of tempering. This is disputed by Brearley (The Heat Treatment of Tool Steel, page 102) who states: It has been said that the result would be the same in respect to both hardness and other properties whether the colors were obtained by a shorter heating at a higher temperature or a longer heating at a lower one. This, to say the least, is a very doubtful conclusion, and is certainly not borne out by mechanical tests on oil-hardened and tempered motor car steels which, after tempering for periods varying from 15 min. to 2 hr., show no very great bifferences. The present investigation had for its object the obtaining of some definite data regarding the effect of time, which might serve as a guide to those engaged in the heat treatment of steel. All important industries have certain basic principles in common which govern them and give them a family resemblance. In addition, each industry has a certain individuality due to some principle or principles which govern, or are accepted as governing, that industry and which is not effective in others. The customs and practices of an industry depend on these basic principles much as the corollaries follow a proposition in geometry. After the proposition is proved or is accepted as proved, the corollaries are seen to be true almost without additional evidence or proof. In many cases, the corollaries are more important in practical affairs than the proposition on which they depend. By continued application the corollaries may come to be accepted as law and the fact that their truth depends on the correctness of the fundamental proposition is forgotten or ignored. If it is discovered that an error was made in demonstrating the proposition and that the proposition is untrue, the corollaries are, in most cases at least, equally untrue. Considerable time may be required, however, to realize the fact that the corollaries have failed, particularly if they have been embodied in custom and law. For example, in the business of government the proposition that women are intellectually inferior to men was formerly considered, by most men at least, to be duly proved if not axiomatic. This propositiot was never embodied in law, but its corollaries—that the rights of the wife in property and even in her own children were inferior to the rights of the husband, and that women had no place in governmental affairs—were duly incorporated in law or so completely approved by custom that they had the effect of law. Developments of the past few decades have proved, to the satisfaction of the majority, that woman's intellectual inferiority to man had not been satisfactorily demonstrated, and that the proposition that she was inferior, although accepted for many generations, was untrue. It was not so great a shock to men to discover that this proposition was wrong as it was to find out that its corollaries were also untrue and that the laws embodying them were not good laws and were subject to repeal. Advance in the art of slag control has been very rapid in the past few years. The viscosimeter method for slag-reaction rate and composition, together with the phosphorus and other methods mentioned by Dr. Herty, allow the steelmaker to rectify and control the slag in the finish period of the heat with much greater precision that ever before. However, the steelmaker's problem is more complex, and in order to make steel of proper analysis in the most economical manner the constitution of the initial slag that has formed immediately after the lime is up in the furnace is of prime importance, as it is one of the factors that determine the carbon content of the charge as melted. Many heats melt with high carbon and some with carbon much lower than is expected so that, on the average, increased furnace time is necessary before reaching the finishing period. The problem, therefore, is to so regulate the slag-making additions that a suitable initial slag will be formed at once. Where all cold metal charges are involved, particularly where the iron and scrap are selected, this may be done with a fair degree of regularity. This regularity results not only in better conditions at the beginning of the heat and during the carbon drop, but also the need for smaller slag-modifying additions toward the end of the heat. The above has been well demonstrated by the work reported by Reagan in the past few years. Where large amounts of cold pig or hot metal are used, the problem becomes more involved. It is much more difficult for the steelmaker to be sure that for any given furnace the heat will form the desired initial slag. Observations of many heats indicate that the pig iron is a dominating factor in the constitution of the slag formed. The scrap is also a factor but in general could be roughly classified and a correction made therefor. The necessity, therefore, arises for a method of correlating the pig-iron charge and type of slag formed for any particular furnace, which resolves itself into a measure of those qualities of the pig iron which affect the slag. The amount of silicon, manganese, phosphorus and sulfur in the pig iron will probably have some effect on the type of slag formed, but

Colombia has an almost ideal situation with lespect to the world's markets, being only a short distance from the Panama Canal and the West Indies. The sailing distance from its Caribbean ports to New York is less than that from Tampico. Geographically, Colombia consists of three systems of broad mountain ranges separated by two long narrow valleys. The Cauca River valley separates the Western or Coastal range from the Central range. On the west side of the Coastal range are the Atrato and San Juan Rivers. The Central and Eastern ranges are separated by the Magdalena River valley. In the department of Santander the Eastern range divides, one branch continuing northward as the Cordillera of Perija, the other turning eastward across Venezuela as the Cordillera of Merida. Between these ranges is the great basin occupied by Lake Maracaibo. These valleys consist mainly of long narrow reentrants or tongues of Tertiary sediments between the older rocks of the mountain ranges. The late Miocene and younger sediments seem to have been deposited in separated basins, but the Cretaceous and possibly some earlier Tertiary strata were laid down more or less continuously over a great part of Colombia and Venezuela. These strata were subsequently folded into the present ranges. The deposition of the Cretaceous and of some of the Tertiary was in a great sea, the main land mass being in Brazil, with land probably along some of the cores of the present mountain systems. The sediments, except the Lower Cretaceous, vary markedly in character and thickness. An illustration is seen in the massive series of non-marine conglomerates and sandstones of the upper Magdalena River valley, near Honda, which are almost wholly wanting in the coastal sections where marine sediments prevail. The oldest rocks bearing on the search for oil are the black carbonaceous and bituminous shales, limestones, and cherts of the upper part of the Lower Cretaceous. These probably are the main source of oil in both Colombia and Venezuela. They include thick bodies of true "oil shale." Above the carbonaceous and bituminous beds, lies a series of many thousand feet of clastic sediments. The most noticeable and easily recognizable formation among these clastic sediments is the "coal-bearing series," which may be either upper Cretaceous or Eocene. The

I HAVE been asked to discuss "What Can be Done to Revive the Mining Industry," particularly from the standpoint of the copper industry. It is impossible to consider this problem, if in fact there can be one, from an isolated position. The mining industry is but a part, although a very important one, of that exceedingly complicated machine characterized as commerce, which comprises within its operation and functions the-multitudinous activities that, combined, make up the sum total of the production, manufacture, distribution, sale and utilization of goods and products resulting from the agrarian, industrial and commercial effort of mankind. We survey a world today with its disturbed mass of humanity permeated with discontent, passions loosened by brutal combat not yet brought under control, class hatreds aroused, national prejudices in a state of stimu-lated excitement, governments for the most part enfeebled, some destroyed to their foundations, with fragile structures raised in place of those that seemed enduring, and which have disappeared. A burden of indebtedness incurred in defiance of all economic law exists, to meet the exactions of which, levies of taxation that constitute a grievous burden upon effort and industry are exacted by the needs of those nations that are most favored, while printing presses are busy manufacturing currency that either has, or approaches, a negative value among those less favored. This picture, while not pleasant, is one that should be looked at squarely and carefully appraised in estimating the immediate future. For four years the world marshalled, and exerted without stint, its combined endurance, vitality and resource in an effort of destruction, which violated no less the orderly working of physical and economic laws than it did the conventions of social and civic relations. To have imagined that without travail the orderly processes that governed the relations of mankind could at once be reestablished and begin functioning, was, as has been demonstrated, fallacious; perhaps no more so than the error that is committed today by those opportunists who fail to take cogni-zance of basic conditions which must be remedied be-fore the world can resume its progress to a universally prosperous and satisfactory condition. Please do not gather from this somewhat unpleasant recital that I regard the future with gloomy foreboding or entertain pessimistic doubts, for, emphatically, I do not.

Colombia has an almost ideal situation with lespect to the world's markets, being only a short distance from the Panama Canal and the West Indies. The sailing distance from its Caribbean ports to New York is less than that from Tampico. Geographically, Colombia consists of three systems of broad mountain ranges separated by two long narrow valleys. The Cauca River valley separates the Western or Coastal range from the Central range. On the west side of the Coastal range are the Atrato and San Juan Rivers. The Central and Eastern ranges are separated by the Magdalena River valley. In the department of Santander the Eastern range divides, one branch continuing northward as the Cordillera of Perija, the other turning eastward across Venezuela as the Cordillera of Merida. Between these ranges is the great basin occupied by Lake Maracaibo. These valleys consist mainly of long narrow reentrants or tongues of Tertiary sediments between the older rocks of the mountain ranges. The late Miocene and younger sediments seem to have been deposited in separated basins, but the Cretaceous and possibly some earlier Tertiary strata were laid down more or less continuously over a great part of Colombia and Venezuela. These strata were subsequently folded into the present ranges. The deposition of the Cretaceous and of some of the Tertiary was in a great sea, the main land mass being in Brazil, with land probably along some of the cores of the present mountain systems. The sediments, except the Lower Cretaceous, vary markedly in character and thickness. An illustration is seen in the massive series of non-marine conglomerates and sandstones of the upper Magdalena River valley, near Honda, which are almost wholly wanting in the coastal sections where marine sediments prevail. The oldest rocks bearing on the search for oil are the black carbonaceous and bituminous shales, limestones, and cherts of the upper part of the Lower Cretaceous. These probably are the main source of oil in both Colombia and Venezuela. They include thick bodies of true "oil shale." Above the carbonaceous and bituminous beds, lies a series of many thousand feet of clastic sediments. The most noticeable and easily recognizable formation among these clastic sediments is the "coal-bearing series," which may be either upper Cretaceous or Eocene. The

I. A. Sirel—I would like to ask Mr. Sims what would the preferred hot metal analysis be as far as manganese and silicon are concerned if you used specially made iron for this process instead of basic iron. C. E. Sims (authors' reply)—A preferred composition would contain somewhat less silicon than the basic pig iron used in these experiments. High silicon requires a large lime addition. Lime must be added in sufficient quantity to neutralize the silica formed and to leave an excess for dephosphorization. Manganese presents almost no problem in operation. It is almost completely oxidized and, in burning, develops considerable heat. The evidence indicates, however, that, in continuous commercial operation, there will be an excess of heat produced, and the bath will need to be cooled in some manner as by the addition of scrap or by utilizing the energy for the direct reduction of ore. There do not seem to be any serious limitations on composition of pig iron. One heat was made with an iron containing 2.27 pct silicon and the phosphorus finished at 0.007 pct. In another, the iron contained 0.45 pct phosphorus which was lowered to 0.019 pct. This indicates considerable leeway in composition. D. R. Loughrey—We are all very much interested in the recent discovery of very large deposits of iron ore both in Labrador and in Venezuela. I would like to ask Mr. Sims if the iron ore at either or both of these places is such that it would lend itself to the manufacture of iron suitable for use in the turbohearth. C. E. Sims-—According to my information, those ores are not essentially different from ores now used in this country for making basic pig. They should, therefore, be adaptable to this process. D. I. Brown—You have spoken about the leeway, or spread in analysis of the various irons you can use in the vessel. I would like to have you tell us, if you can, about the different kinds of steels which can be made in such a vessel. The turbohearth process, or it might more aptly be called pneumatic openhearth, is a little different from that used in most Bessemer shops and in the one in which I worked. IN a previous paper§ the authors reported on the mechanical properties of a 65 per cent copper, 10 per cent manganese, 25 per cent zinc alloy as compared with similarly processed cartridge brass. Additional investigations by these laboratories, on higher copper alloys, have demonstrated that at lower zinc concentrations even larger amounts of pure manganese may be added to copper-zinc alloys without exceeding the single-phase solid solution limits, and that similar increases in tensile strength, yield strength, and hardness may be obtained without excessive decreases in ductility. Several compositions in this range showed also a decided color change with increasing manganese. The normal "brassy" color was considerably lightened and reduced to a faint yellow cast at 15 per cent manganese. With higher manganese contents the alloys were essentially white and similar in appearance to the nickel-silver alloys. From this work it appeared that it would be desirable to determine more completely the properties of the wrought and annealed white alloys. Accordingly, a more detailed study was planned of an alloy having the composition 70 per cent copper, 20 per cent manganese, and 10 per cent zinc. This alloy remained single-phase throughout the working and annealing cycles of the preliminary tests and appeared to be about the strongest of the white single-phase alloys. The project included also an investigation of additional alloys, deviating from this composition by 5 per cent of each of the three components to evaluate the effects of variation in composition; also a study of the properties of the central alloy made with silicothermic manganese. MATERIAL PREPARATION Electrolytic manganese, wirebar copper, and electrolytic zinc were used for the preparation of the alloys. Representative analysis of the electrolytic manganese seldom exceeds 0.01 per cent iron, 0.02 per cent sulphur and 0.02 per cent lead, with no silicon or aluminum. A typical sample of the silicothermic manganese metal contained 2 per cent iron, 0.81 per cent silicon, 0.i6 per cent carbon, and 0.36 per cent aluminum. Melting and alloying were performed in a high-frequency furnace with magnesia crucibles. Melts were deoxidized with small aluminum additions and cast into 25-lb. slab ingots. Care was exercised in deoxidation to avoid excessive amounts of residual aluminum, which has been found to have significant effects on alloys in this system. Three years ago, at the Philadelphia meeting, in February, 1881, the author had the pleasure of presenting to the Institute a paper on coal-washing machinery.* Since that time many new machines, with important improvements and labor-saving apparatus, have been introduced, the construction and description of which may be of interest to some of the members of the Institute. By referring to the above-mentioned paper, and more especially to Plate IV., representing a vertical section of a coal-washer, it will be noticed that the bottom of the plunger-box B is made level or horizontal, and supports a spring-buffer F for the purpose of limiting the down-stroke of the plunger P and receiving the impacts of the latter. Althongh the construction of the box, in view of these impacts, received from the start the proper attention (the bottom of the chamber 3 being made of three thicknesses of 3-inch planks, resting on 6-inch sqnare columns), yet, through careless working of the machinery, without the necessary water in the box, it proved in several instances not strong enough, and had to be changed. To prevent such interruptions in future, it became necessary to devise some means for relieving the machine from the impacts of the plunger altogether. This has been accomplished by the arrangement shown upon Plate I. of this paper, representing a new waesher; and not only has the difficulty been overcome, but also sorne other advantages have been obtained, as will be seen further on. The compartments +, A' of the separator-box have been set upon heavy cast-iron brackets B, leaving sufficient space below the bottom for the buffer F and the sediment-valve K. By means of the plunger-rod 6 passing through the stuffing-box s to the outside, and provided at its lower end with a shoe a, the impacts of the plunger are now transmitted from the buffer F directly to the foundation. At the same time a better guide for the plunger P in its up and down movement has been obtained. The plunger of the former machine had only the guide I and the yoke Y, whereas the new machine has an additional guide in the stuffing-box s, thus preventing wear and friction of the plunger against the lining of the box. ONE of the principal factors that have contributed to the hesitancy of design engineers to use metal-powder parts is the difficulty experienced in the determination of the mechanical properties of compacted components. Because standard test: methods cannot usually be applied in the inspection of such parts, and because adequate special test methods have not been developed, it has been considered desirable to investigate the methods that are applicable. These may then be included in specifications for metal-powder materials' and components in order that the design engineer may be assured that the subject parts possess the desired mechanical properties for satisfactory performance. It is known that direct relationships exist between usually nonmeasurable properties as tensile strength and elongation and shear strength and the angle through which compacts may be plastically deformed before fracturing. These correlations are valuable in the inspection of specific parts, but it is necessary to set up standards before they may be satisfactorily employed. Apart from the use of correlations, the number and character of the inspection methods that are applicable to almost all powder parts is limited to three-chemical analysis, density, and hardness. The last of these may or may' not be a pertinent characteristic, since the indentation hardness of many powdered-metal materials is so low as to have little significance. It is, however, occasionally desirable to use hardness measurements as an indication of the uniformity of the structure of pieces of a given type. Chemical analysis reveals very little about the physical properties of metal-powder compacts, since the unpressed powder is usually of a composition almost identical with that of the finished pieces. Density determinations are simple, to perform and have the advantage of being nondestructive in character. If the dimensions of a machine part are known (and usually they are), the average density may be determined by weighing a given number of pieces and dividing by the calculated volume of the parts. More accurate measurements may be made by the water-displacement method. , It. is recognized that mechanical properties of metal-powder materials are related to their density, but usually these relations are determined for only one type of powder, processed under a given set of conditions. Comparisons of the properties of compacts formed from different types of powders are made on the basis of compacting... pressures instead of density, and for. this reason the results obtained by using powders of different types appear widely variant.
