INTRODUCTION The Tsumeb Mine is situated in the northern part of South West Africa, approximately 335 air miles north-east of the port of Walvis Bay on the Atlantic Coast, and 240 air miles north of Windhoek, the capital of South west Africa. The mine came into operation in the early 1900's and has operated continuously since then except during the two world warm and the depression years of the thirties, Tsumeb Corporation purchased the property in 1947, installed a new plat, and ham built a modern tom. In addition to the concentrator which began operations in 1948, a copper smelter was started in 1962 and a lead smelter in 1963, Tonnage of ore treated in the concentrator has varied through the years, reaching a maximum of 70,000 tons per month with a current mined tonnage of approximately 50,000 tons per month. Copper concentrates, lead concentrates and zinc concentrates are produced, and for a number of years the production of a germanium enriched concentrate was an important feature of the operation, Both copper and lead concentrates are smelted in Tsumeb, while the zinc concentrates are shipped overseas. Ore change, and the installation of the smelters in Tsumeb have necessitated modifications in the concentrator operation. This is an era of "expansion;" and, conformably with the change in commercial conditions, the function of the mining engineer, as well as that of his confréres in many other professions, has also expanded. From the position of an engineer, limited to the determination of technical questions, the engineer of to-day has come to assume an economic importance in those branches of industry dependent upon engineering skill for their development. He is indeed an engineer of limited usefulness who does not go further professionally than to submit a purely technical report on subjects presented for his consideration. While he has the same responsibility as formerly in the solution of the technical problems involved, he is further expected to supplement his report with advice on the financial and commercial aspects of these problems. For the great majority of problems presented to the engineer ultimately involve the determination of the pecuniary relations of the propositions under consideration. The great corporation lawyer no longer earns his fee by merely submitting his opinion as to the legal issues involved in law-suits affecting the corporation; he now assumes charge of the entire legal work, including both the organization of the corporation and the maintenance of its legal status thereafter. Prediction of ventilation needs in long range mining projections requires serious consideration when formulating those projections. Predicting the behavior of the ventilation system of an old, complex mine poses an especially provocative problem. Air-flow around and through mined-out areas via bleeder systems, leakage flows through stoppings or other air control devices, and the use of multiple fans all add to the basic complexity of a ventilation system and make predictions of ventilation changes very difficult. Fortunately, the task of making ventilation decisions can be greatly assisted by ventilation surveying and computer simulation. The Nemacolin Mine of Jones and Laughlin Steel Corporation, located in Southwestern Pennsylvania, is one such old mine which used the computerized approach successfully. A mine-wide pressure-quantity survey was used to obtain realistic values for airway resistance factors. These values, together with network topology, formed the basic input for computer simulation. Results from this simulation indicated that air quantities generated at critical airways by the model were generally within a couple of percent of those measured in the actual survey. It was then concluded that the model was acceptable for practical application, and it was used immediately for studying the effects on the ventilation system of changing the blade settings of fans. Additionally, the model was modified to incorporate projected mine development and used to predict future ventilation.

INTRODUCTION The current study is part of the U.S. Department of Energy's (DOE) on-going subsidence research program. The long-term objective of the DOE program is to develop analytical methods of subsidence prediction applicable over a broad range of geologic and mining conditions encountered in the United States. The DOE currently has several contracts in progress to develop a sound data base that can be used in the development of predictive models. Dames & Moore is currently under contract to DOE to collect and analyze detailed subsidence and hydrologic data from a coal mine employing longwall mining methods in the Eastern Coal Province. Work under Contract No. DE-AC22-80PC 30335 began in October of 1980 and will continue through September of 1984. The contract includes monitoring of two adjacent longwall panels. This paper summarizes the surface monitoring work that was performed through February of 1982. Mining of the first of the two panels (3 off 3 north) was completed on February 3, 1982. Results of the surface monitoring through completion of this panel are presented and discussed. SITE DESCRIPTION The mine being studied is located in eastern Ohio. Fuel-oil, natural gas and coke oven gas, producing the higher temperatures of open-hearth current practice, have been gradually displacing producer gas the lowest cost fuel for open hearth operations. The lower temperatures of combustion products from producer gas is caused by nitrogen dilution. Practical Application of Combustion Thermochemistry One pound of carbon burned to CO produces 3,960 B.T.U. and one pound of carbon burned to C02 produces 14,140 B.T.U. The second unit of oxygen uniting-with gasified car-bon (-CO) produces (14,140 - 3,960) 10,180 B.T.U. which is;(10,180 - 3,960) 6,220 B.T.U. more heat than produced by the first, unit of oxygen forming CO by uniting with solid carbon. A review of the relative combustion heating values of commercial gaseous fuels reveals CO requires a minimum of air for combustion, and because of minimum nitrogen dilution and the high thermal release from CO higher temperature combustion products are produced from CO than from natural gas or from coke-oven gas under similar combustion conditions. Inert nitrogen diluent lowers the calorific value of fuel gas and its diluting effect is cumulative in lowering the temperature of the products of total, combustion. It is not only logical but, practical in partial combustion, converting bituminous coal to gas, to generate the gas, with reduced nitrogen dilution.

Reagentizing at elevated temperature, reported in the past as beneficial for the flotation of hematite using oleate, is studied here as a function of collector concentration, solution pH and ionic strength at various levels of conditioning temperature. The study revealed strong interactions between variables; particularly, the effect of conditioning temperature was found to strongly depend on the ionic strength of the solution. Thus, while an increase of conditioning temperature at lower ionic strengths or that of ionic strength at lower temperatures resulted in an increase of both flotation and grade, an increase of the former at higher ionic strength or that of the latter at higher temperatures caused a significant decrease in both responses. These observations have been explained in terms of the increased chemisorption of oleate at elevated temperatures and the temperature effect of ionic-strength on the salting out of the oleate from the bulk solution. The above effects which were first observed during Hallimond cell flotation tests were subsequently tested with Denver cell using low-grade iron ore. The results obtained using the two test procedures were in agreement with each other. The implications of these effects and interactions for process control of optimum flotation performance must be noted since variation in the levels of the above parameters are likely under plant conditions.

In February of this year at the Washington, D.C., hearings of the Interior Department on the Alaska pipeline, the author was amazed to hear speaker after speaker oppose not only pipline construction but any development whatsoever in the State of Alaska. In one case, a man objected to development in Alaska because his neighbor in Maryland had cut down some shade trees. Another man recited at length from the poems of Robert W. Service. While it seemed inconceivable that such thoughtless opposition should have any effect, a check with the offices of some congressmen showed that mail was largely against any development of Alaska. In the barrage of words and redundant phrases directed against Alaska, it is difficult to find a thought worthy of study. Fortunately, there is a statutory guide towards resolution of the problem of development versus non- development. This law, the Environ- mental Protection Act of 1969, has indeed given much of industry the jitters; copper smelters see no way to comply with the new sulfur- emission standards, the Alaska Department of Highways estimates that the Act has nearly doubled the cost of planning and engineering for highway construction. In spite of these and many other troubles and costs, the Act provides a sound legal basis for defeating nihilistic emotions and, since Alaska is relatively undeveloped, adoption of environmental safeguards will be simpler than correcting longstanding abuses.

Simulation is a tool useful in the evaluation of the probable effect which various changes may have on the performance of time-dependent systems. This is especially true as far as rail transportation in mining is concerned. The VPI-OCR RAILSIM program is a computer program designed specifically for solving a broad range of problems encountered in the design of haulage systems of new mines as well as in the operation of haulage systems in existing mines. This program is one of several computer applications for evaluating mining systems developed at the Virginia Polytechnic Institute and State University under contract with the Office o f Coal Research of the U.S. Dept. of the Interior. The RAILSIM program uses Monte Carlo techniques to introduce variability in the occurrence of events such as would be observed in real systems. Data are required to describe the haulage network, locomotives, stationary facilities, and other miscellaneous parameters. Output from the program lists measures of performance that are useful in assessing the capabilities and limitations of given system configurations. The output information may cover many shifts of operation to indicate the broad range of variation and interaction which can occur as the system responds to varying levels of demand for service. The RAILSIM program was tested extensively in mining operations. The results of some of these tests are used to illustrate the usefulness of this program.

THE time is no longer when a man can act as an independent unit; the appreciation of the interdependence of one man upon another has emphasized the importance of the social unit. Epidemics have made us recognize that even a man's health is not distinctly his own to control as he pleases. The physical examination of workmen previous to employment started with an effort to prevent the spread of tuberculosis, for tuberculosis may be .detected in its early stages and cured. But it was soon found that many other diseases were detected and the saving of lives made possible. The physical examination does not mean the elimination of the unfit-on that basis it would utterly fail- but rather the measuring of a man's physical fitness and placing the man where he can do the best for himself, his fellow worker, and the company. Industry as a whole cannot expect to live up to the standard of physical examination set for the army, nor should it expect to do so, for in all branches of industry there are types of work that do not require -the same amount of endurance as does army work, and the placing of men with physical limitations in the work for which they are' capable permits a higher average of physical fitness for the work requiring physical excellence.

Attention has been turned recently to the exploration and development of certain large blanket-deposits of brown iron-ore in Cuba. The most conspicuous of these to-day, and the one upon which the most light has been shed, is the Mayari deposit, situated about 15 miles south of Nipe bag. Here the Spanish-Aniericau Co. has sole control over 18,500 acres of ore-bearing lands, reported by its engineers to contain 500,000,000 tons of ore. The necessary plant and equipment, with docks and railways, is now under construction for the early marketing of this ore. A similar deposit, and undoubtedly the next to be exploited, is the ore-field at Moa bay, where from 13,000 to 15,000 acres of ore-lands, immediately adjacent to the shores of an excellent harbor, have been generously covered by numerous mining-claims, practically all controlled by four large interests;. This deposit is now estimated to contain approximately 350,000,000 tons, on the basis of dried ore ready for shipment, a figure which may be increased when the western limits of the ore-deposit have been more accurately defined. WHEN reviewing the progress made in mining geology for the year 1953, one might say that not much has been accomplished and, indeed, in a subject such as economic geology not much progress should be expected in the 10 months of the year which elapsed before this article was prepared. This seeming lack of progress, however, disappears when the facts are investigated a bit. There undoubtedly are more economic geologists at work than ever before. It is probably not an exaggeration to say that more geologists are now employed by a single company in the Lake Superior district than were employed in the whole district 20 years ago. In most mining districts geologists are busy with numerous problems of production, development, and exploration and some give an occasional thought to the scientific problems of the science, or rather the art, of mining geology. In fact, this very intense activity of mining geologists is one reason why progress seems slow; they do not have time to write up results of investigations. There is also a great amount of work being done which is not released because of company policy. Conditions have improved very much in recent years but mining corporations, in general, have some distance to go before attaining par with the petroleum industry in this respect.

The four papers making up this symposum have been prepared especially for those who have no knowledge of seismograph prospecting. To many people mathematics is a formidable subject, and many are discouraged from studying seismograph prospecting under the mistaken assumption that the mathematical requirements are severe. In the papers presented here there is not a single mathematical equation. We believe that considerable competence in dealing with some of the most important problems of this work can be attained without any mathematical training whatever. At the present time, there is a real need for interpretation of results by persons thoroughly competent to bring geologic experience and imagination to bear on data that are subject to multiple interpretation from a strictly physical viewpoint. Likewise, those charged with the responsibility of planning seismograph exploration campaigns would do well to become familiar with as much as possible of the technical aspests of the work. They would then be in better position to judge of its success in individual cases. It has often been said that the seismograph is a new structure-finding tool for the geologists to use. Using a tool and using its product are two different things. One does not use an automatic screw-threading machine when he buys a box of screws at the hardware store. Neither does the geologist

An Interstate Mining Commission organized in Raleigh, N. C., on April 27 still has no offices, no budget and only four members, but it could spell the beginning of the end for the state-to-state environmental control variations that have lately been con- founding the mining industry. Established by Kentucky, North Carolina, Oklahoma and Pennsylvania, the new organization is committed to protecting land, water and other resources through improved strip and other mining practices. In pursuit of this end, it has broad authority to study all mining activities affecting the environment and to recommend improvements in mining practices and in laws regulating the mining industry. The Startup The Commission was created under an interstate Mining Compact enacted in the 1960's by the legislatures of the four member states. According to the rules of this Compact, the Commissioners in the new organization are, ex officio, the governors of the member states-namely, Chairman Louie B. Nunn (Ky.), Vice Chairman Robert W. Scott (N.C.), David Hall (Okla.) and Milton J. Shapp (Pa.). Each Commissioner, however, must appoint an advisory body to counsel him in matters relating to Commission business and delegate one member of this body to act as his alternate. Each advisory body must include representatives of mining, conservation and other public and private interests.

EUGENE COSTE, ? Calgary, Alta.-Evidently in Argentine they have a petroliferous province just east of the Andes where very much the same conditions exist as are found on the east side of the Rocky Mountains and in the plains adjacent. It strikes me, though, that the same mistake is being made in Argentine in the exploration for oil as was made in Alberta, Canada; viz., drilling the wells too .near the seepages in the belt in the eastern part of the petroliferous province, too near the mountains. This same mistake was made in Alberta, with disastrous results; viz., only fissure production was found. The strata so near the mountains are tilted at a very strong angle, such as is described in this paper, and the dislocations are intense. On the other hand, we have found that when we get 100 or 200 mi. away from the mountains we get into oil and gas belts which are very prolific. So far our fields in Alberta have been gas, but in Wyoming, as you know, they get many thousands of barrels a day. I have no doubt that conditions in Argentine are exactly similar but that they have so far kept too near the mountains and that they want to explore the belts farther east to obtain better results.

THE year 1924 showed even less drilling in Kentucky and Tennessee than the preceding year. The operators in this section, however, are anxious to resume development work and are only waiting for a higher market for crude oil before starting such a program. In Kentucky, during 1924, 1605 wells were completed, the combined initial daily production of these wells being 25,599 bbl. Of the total number of wells drilled 1176 were oil wells, 61 gas wells, and 368 were dry holes. The average initial production of the oil wells was 21.8 bbl. per well. In Tennessee, 28 wells having an initial daily production of 1199 bbl. were completed during 1924. Of these, 3 were oil wells, 6 were gas wells, and 19 were dry holes. The initial production of the three oil wells was 400 bbl. Of the total number of wells drilled in Kentucky in 1924, 73 per cent. came in as producing wells; and of those drilled in Tennessee, 10 ½ per cent. came in as producing wells and 20 per cent. as gas wells. In Tennessee, during 1924, wildcatting dropped off considerably and only about one-half as many wells were drilled as in the preceding year; in Kentucky, on the other hand, there was only a slight curtailment in drilling, there being 1943 wells drilled in 1923 as against 1605 in 1924.

Capital, as represented by mineral resources, is being exhausted rapidly without possibility of identical replacement. The public must be discouraged from thinking-why worry about the bank balance so long as there are plenty of blank checks? Instead of each man, woman, and child being owners of a mineral capital of $89,000 as former Secretary Ickes once stated, they are really the guardians of a mineral reserve which, when harvested, cannot be reproduced. The proper use of this material is the basis of modern civilization and military power. The best American institutions cannot be maintained or transmitted to our children unless this trust is guarded. It is unfortunate that more attention has not been focused on the fact that this country is headed for a have-not status in the family of great nations if some- thing is not done to preserve its mineral heritage. It is the privilege of the United States now to champion and implement democracy because it is industrialized and can get at its raw materials. A high price is being paid every day in mineral depletion for the privilege. No one can eat his cake and have it too. The United States still must face world-wide economic competition and, perhaps, World War III. In the final analysis all wealth comes from the ground, whether plant, animal, or mineral. Value is in-

This field is geologically of much interest. It is small, hut with some seams of unusual thickness, the main one being as much as thirty-eight feet thick. The quality of the seams, as also of the associated beds of shale and sandstone, in several instances changes to a remarkable degree within short, distances. The strata dip at inclinations that carry the coal to depths of 3000 feet or more; heavy faults cut up the district, and the New Glasgow conglomerate, of disputed age, separates it from the Upper Carboniferous measures, in which no seams of workable thickness are known. This coal-field offers to the geologist much ground for study and peculation. The commercial value of the field is affected by its restricted area, the varied quality of its coal, and its advantageous position in the mainland, with railway connection and home markets, offset by the physical difficulties which make the cost of production high. It has been so long a habit with us to speak of our resources of coal as boundless, that any adverse comments, or insinuations that avoidable loss in working is a national loss, hare hitherto fallen on idle ears. THE subject assigned is rather a broad one but it, is doubtless expected that it will be dealt with as applying to metals and alloys and not to the ob-taining of metals from their ores. The liberty will further be taken of confining the matter discussed to copper and some of the copper alloys. Everyone is familiar with copper, at least everyone who attends the meetings of the A. I. M. E., so no gen-eral description of the metal is necessary. There are still to be recognized two classes of copper and each of these has some sub-divisions. The two general classes are electrolytic and fire-refined copper. Since there is some misunderstanding about these materials, definitions are in order. Electrolytic is just what the name implies. It may and it should be very pure but with high current densi-ties or very impure anodes, or both, impurities such as antimony, tellurium and lead may be carried over to the, cathode. Any one of these, or a combination in which they occur, are alike fatal to good working quali-ties in the resulting metal. Of course, these metals are not supposed to be deposited with copper, but slimes containing them may be 'occluded. in the deposited cop-per or held in rough cathodes if not washed with suffi-cient thoroughness.

An evaluation of the economics of mining the deep, thick oil shale deposits of the central portion of the Piceance Creek basin, Colorado, U.S.A. is presented in this paper. For the analysis, a modified large scale underground mining system developed by Cameron Engineers, Inc. and the Gas Combustion retorting process developed by the U.S. Bureau of Mines were used to determine capital investment and annual operating costs. A modified risk analysis computer program was then used to calculate DCFROI’s for various grades of oil shale and selling prices of partially refined shale oil. Sensitivity analyses were performed to quantify the affect of bonus bid payments, operating costs, capital investment, and all costs on DCFROI. In addition, a probabilistic evaluation was made to determine the risk involved in obtaining desired rates of return. Results of the economic evaluation indicate that for current selling prices of crude oil a high risk is involved in obtaining a DCFROI of 15%, unless only higher grades of oil shale are mined. However, mining only the higher grade oil shales, 125 l/mt (30 gpt) and above, would effectively reduce the potentially mineable resources by 90%. Risk can also be reduced through higher selling prices of shale oil. Sensitivity analyses indicate that the capital investment has a three times greater effect on required selling price than total operating costs.
