A GROWING uneasiness in the oil fields indicates that doubts are arising as to the efficiency of the present technical, economic and legal arrangements affecting production. Recent documents of the federal government, debates in state legislatures, editorials in the daily press and statements of oil company executives re-echo the notion that the present methods of producing oil satisfy neither the business man nor the public. Such intimations are of utmost importance, since oil is a vital clement in modern industry and dependence upon it increases as new uses develop. SECTION I-PRESENT SCHEME OF COMPETITIVE EXPLOITATION IS WASTEFUL The oil industry has convinced itself, for very good reasons, that the present scheme of competitive exploitation results in losses, both in terms of quantities of oil and in terms of profits. The story of these losses is familiar enough, and it is necessary only to distinguish and summarize briefly certain factors that are of importance to the following argument. Oil pools are exploited under a competitive economic system based on private ownership and contract; the hope of profits attracts capital and enterprise, and competition is supposed to serve as a regulative factor. Whether such a scheme of industrial organization works is partially dependent on the ability of the producer to withhold or produce is commodity as he sees fit, in accordance with the dictates of market demand.

However, use of longwall systems during the past 10 years has increased much more slowly than was anticipated. I HAVE frequently stated that while the chemical composition of steel is important, yet even greater importance is connected with the mechanical and heat treatment of the metal. During the past year I encountered such a positive example of that fact that I deem it worth putting upon record. A prominent railway system divided an order for open-hearth steel rails between two steel works, both of which are under the control of the one corporation; giving to one about 18,000 tons, and to the other 7,500 tons of the same section and to be made under the same specifications. The rolling results obtained in the two mills varied so widely that a study of the figures is intensely interesting and serves to illustrate the advantages obtained by careful ingot casting, and, quite as pertinently, the possible benefits of careful subsequent heating and rolling with moderate reductions in the rolling process. The smaller order was rolled complete in four installments during the same months that the larger order was being made in six separate installments; but, to permit of exact comparisons, the totals of the four installments (completing the order with the mill which I will call A) are given with the totals of the first four installments of the larger order, made by the mill designated as B. MANY are the salts produced. by Nature in various regions and parts of the world, as Pliny shows in his History. Likewise, many are the differences among things that are salty and from which salt can be extracted, as, for instance, all the lyes from any kind of ashes and the urine of all animals. But because these are not things that give men the useful elements necessary to life, I shall omit speaking of them in detail with the exception of some of the more notable ones, and I shall tell you that I find that men proceed in only two ways in order to have a sufficiency for their needs. One is that of extracting it from the salty waters of the sea itself, or from springs, with a certain technique [34v] adapted to the places, either by congealing or by evaporation; and the other is that of mining it from the earth. The latter salt is clear and beautiful, and it is mined from mountains, already made by Nature in the form of stone without the aid of art. The effect of the height of a retaining-wall-supported berm on the slope stability of an idealized mine-tailings dam was investigated. The material in the dam was idealized as a two-layered system with the phreatic surface delineating the boundary between the layers. In each layer the tailings were assumed to be homogeneous and isotropic. The effect of variation in height of the berm was examined for tailings dams with three different, commonly occurring slopes. The stresses and displacements were obtained using the finite element method. An incremental analysis technique was employed to simulate sequential construction of both the tailings dam and the retaining-wall-supported berm. A one-dimensional element was used to represent all interfaces and discontinuities in the finite element model. Assuming a hyperbolic model, the nonlinear stress-strain relationship for the tailings was approximated using the method of successive increments. The stresses obtained in the finite element analyses were used in conventional slope stability analyses assuming circular failure surfaces. The results of the study show that the use of a retaining-wall-supported berm is an effective means of improving the stability of a tailings dam. This increased stability is greater for dams with steeper slopes. In addition, the increase in factor of safety is particularly notable for berm heights less than 25% of the height of the dam.

GEORGE F. COMSTOCK,* Niagara Falls, N. Y. (written discussion?).¬I have recently had the pleasure of reading Mr. Miller's interesting paper, and would like to call attention to a reference to this subject which apparently has escaped his notice. It is an abstract of a German research on the subject of nitrogen in steel, and appeared in the Iron Age of Feb. 17, 1916, page 432. Photomicrographs of needles such as Mr. Miller found in his welds are given, and their identity is discussed. The conclusion reached is that the needles are slip lines due to the brittleness of the ferrite crystals caused by their absorption of nitrogen. The deformation necessary to develop the slips is supposed to be accomplished either in cutting or polishing the microsections or by cooling strains after welding. It seems very reasonable to expect that nitrogen would he absorbed by steel in either electric or oxy-acetylene welding, and the reference I have mentioned gives instances of many unusual structures resulting from the presence of considerable nitrogen with carbon in steel. But the nitrogen is .rapidly given off from steel by ordinary annealing in air, hydrogen or vacuum, and this would explain the disappearance of Mr. Miller's needles after annealing. I think the conclusion that the needles are cementite might well be revised in view of this German work on nitrogen.

HUDSON MAXIM, Brooklyn, N. Y.-Immediately after the creation of the Naval Consulting Board, Admiral Strauss, Chief of the Bureau of Ordnance of the Navy, told members of the Board that the most important problem for the scientists to solve was erosion in large guns. The Navy, for years, had been working on the problem with marked suceess, but there was much yet remaining to be accomplished. As Chairman of the Committee on Ordnance and Explosives of the Naval Consulting Board, I communicated with several experts in the manufacture of steel, principal among whom was Prof. Howe. He generously agreed to help in every way possible, and the work that he has done and the time that he has spent upon it can he appreciated only by reading his paper. Prof. Howe asked for some rings. from a, certain 14-in. gun which Admiral Strauss had mentioned in particular, and in which, he had informed us, at each shot the bore of the gun, was enlarged about 0.001 in.,' and that after a relatively small number of rounds it was considerably eroded. It has puzzled scientists for a long time to account for the peculiar erosive effect produced by the powder gases in a gun, arid: what Prof. Howe has done in his paper is worthy of Sherlock Holmes. He is a veritable Sherlock Holmes of science.

This paper deals with the phenomenon of water held in a leach dump due to capillarity. Water is shown to be retained in the fine pores of the ore as well as in the interstices between the rock and soil particles. Upon drainage, Chino leach dump material shows two distinct capillary systems and a double capillary curve is often obtained. Both the igneous and the sedimentary rocks composing the leach material are shown to have appreciable porosity but little permeability. Fluid flow is, therefore, restricted to the interstices between the rock and soil particles. The irreducible water saturation for the aggregate is found to be 884 for the -48 mesh material and 235 for the448 mesh to one inch material. The composite sample of minus one inch dump material had an irreducible water saturation of 52 percent. The irreducible water saturation in the fine pores of the ore was found to be between 73 and 76 percent. Very coarse pores or channels between large rocks exhibit essentially zero capillary retained water. The presence of fine material in a dump can cause high water saturations to be retained and these saturations may be mistaken for perched water tables. Perched water tables can be drained but capillary water will be retained. Capillary pressure data can aid in distinguishing between perched water tables and capillary retained water.

Minimum creep rates of nickel samples were measured in the stress region of 2.5x107 to 2.8xl0 dyne per sq cm and the temperature region of 400° to 1100°C. The creep rate seems to be proportional to (stress) at stresses below 7x10H dyne per sq cm. The activation energy of creep is approximately 65,000 cal per mol. IN a recent theory' of steady-state creep which is based on Mott's dislocation climb mechanism, the following creep equation was derived for creep in polycrystalline metals (if where K is creep rate, Q the activation energy of self-diffusion, S the entropy of activation of self-diffusion, L' the grain size, L the subgrain size, b the length of the Burgers' vector of a dislocation, u the shear modulus, u the stress, a the critical shear stress, M the density of active Frank-Read sources, v the vibrational frequency of a vacancy, and kT has its usual meaning. This equation predicts a creep rate which depends on the stress through a power law at low stresses. At high stresses the creep rate increases much more rapidly with stress. AMONG the feldspar-rocks there are certain types which occur constantly in different areas-viz., the aruphibolitic plagioclase- rocks and the granulitic rocks Composed of quartz and alkaline feldspars. Among the latter soda: granulites as well as potash are met with; also the corresponding gneisses occur. GROUP I.-THE ORES OF THE ARCHEAN CRYSTALLINE SCHISTS. The Rocks. The ore-bearing rocks of the ore-province of central Sweden are chemically and petrographically unlike the more monotonous gneiss- and granite-areas which surround them. On the whole, they constitute a quartz-feldspar formation in which purer quartzitic rocks, limestones, " skarn " rocks, and ore-bodies are very subordinate members. (Skarn is the Swedish name for rocks of varying composition, mostly consisting of lime, magnesia, iron, and alumina, silicates of the pyroxene, amphibole, and garnet groups; as secondary minerals, epidote, chlorite, biotite, and talc occur. The skarn is scarcely an independent rock but is connected with the ore-deposits. It is formed through an interchange between the silica of the quartz-feldspar rocks and the basic constituents of the ore-formation.) ASH in coal has always been regarded as an undesirable substance, as the heat content of a coal decreases in direct proportion to its ash content. It represents so much inert material that has to be transported, handled when the coal is burned, and finally disposed of. W. R. Roberts, in an address before the Engineers' Society of Western Pennsylvania, Pittsburgh, on Sept. 29, 1925, said that on an annual output of five hundred million tons of coal, a reduction of 3 per cent. of ash means fifteen million tons of refuse and a decrease of $30,000,000 in freight charges. Ash also often prevents efficient utilization of the coal through the formation of clinker caused by the melting of the ash constituents when subjected to heat. The mineral constituents of coal may be of such nature as to make the coal unsuited for specific uses, as for instance, high-sulfur coal for making metallurgical coke. While the usual proximate analysis of coal gives the amount of ash, it gives no information as to the nature and composition of the ash nor of the mineral constituents from which the ash is produced. For the efficient washing of coal to remove ash-forming constituents it is desirable to know the composition and distribution of the ash-forming constituents. Obviously such information is also desirable for the most efficient utilization of coal.

This case study compares the actual production figures for the No. I and No. 2 copper orebodies of the Société Miniére Louvem, Val d'Or, Quebec, with the preproduction estimates and a postmortem geostatistical estimation using kriging techniques. The deposits considered are small subvertical sulphide orebodies which were mined from August 1970 to April 1973, producing 648,000 tons at 2.04% Cu versus the 1968 computed reserves of 671,000 tons at 2.51% Cu (with 20% dilution), thus showing a 25% overestimation of the copper contained. The postmortem geostatistical estimation based on the same 44 D.D.H. intersections available in 1968, shows 2.24% Cu (no dilution), compared to 3.23% Cu (no dilution) given by the conventional section method. Block by block kriging techniques were used, but within the ore contours as determined by the geologist. In this case, Characterized like many sulphide deposits by highly dispersed sample values, geostatistical kriging techniques permit a more realistic estimation of the metal contained within a given volume, than the conventional methods which overestimate it. This study has been conducted by the Mineral Exploration Research institute (IREM-MERI) for SOQUEM, and is one of the few case studies released with all pertinent data. More postmortem of this kind are required for geologists and geostatisticians to improve their methods and their "batting average".

The ancit-process of the Eschweiler Bergwerks-Verein, an affiliate Company of ARBED S.A., Luxembourg, was developed in its principles by the Dutch State Mines, Limburg, in the mid-50's with the aim of producing a smokeless domestic fuel on the basis of low volatile hard coal. In 1967, the EBV erected a 10 t/h large- size pilot plant along these principles in the Aachen mining district and further developed the acquired know-how. In hardly 10 years more than 650 000 t of ancit briquettes with unit weights between 17 and 100 grams were produced and in the meantime stream rates of over 85 % of the yearly utilization hours have been reached. In more than 10 blast furnace trial runs involving substitution rates up to 100 p. c. ancit have proved the suitability of ancit as a metallurgical fuel both for a burden with a high and a poor iron content. Construction work for a minor process-step to enable processing of coal with a higher content of volatile matters is finished and first results are expected by summer this year. A pilot plant with a 30 t/h capacity working on a low-volatile coal basis is being planned. Engineering and construction are supervised by MecanARBED. Luxembourg, as responsible contractors.

While mining silver at Butte in 1882, Marcus Daly is reputed to have told his partners in The Anaconda Silver Mining Co., "It looks rather gloomy. The vein is running into copper." Recently, The Anaconda Co. authorized an $11 million expenditure to be made over the next five years to ensure their "running into copper" at deep levels for many more years. The new development program is designed to permit both deeper and more widespread selective mining in "the richest hill on earth" by means of additional shaft-sinking, reactivating closed mines, and establishing new haulageways and centralized hoisting facilities. Historically a deep level selective mining camp, Butte will now continue its uncommon use of three main types of mining methods at one camp-selective mining, block caving, and open pit mining. It was thought by some people that the construction of the Kelley shaft and the subsequent beginning of block caving operations in 1952-outgrowth of the Greater Butte Project-signaled the end of stope mining of high-grade ores at depth. This feeling became more pronounced when, in 1957, the Berkeley open pit commenced operations. During recent years, the tonnage of ore mined selectively underground has decreased, but the new program will maintain the position of selective underground mining in the overall picture of the Butte operations for many years to come.

The Hasancelebi iron deposit in Eastern Turkey is a very low grade (average 20% oxide) magnetite body consisting of 720 million longtons of proven reserve at a 10% cut-off limit. The ore-bearing scapolitic oclcs cover an area of approximately 4300m x 300m, and the thickness of the outcropping deposit exceeds 300m. Prefeasibility project studies revealed that a one degree decrease in a 45° final slope angle of the proposed pit would require excavation of approximately 10 million cubic meters of excess waste material, for a projected pit bottom 300 meters below the valley floor. There- fore, determination of the final slope angles of the open pit was considered to be the most important task in the feasibility analysis of this project. In this investigation, the main emphasis was given to collection, compilation and evaluation of the engineering geological, hydrogeological and rock mechanics data of the highly fractured and weathered rocks. Due to the presence of intense fracturing, the rock wedge analysis method was used for projected 30m-high benches and the circular failure analysis method was used for the stability of the projected final pit slopes. The proposed bench slope angles ranged between 60° and 80°, whereas the projected final slope angles varied between 30° and 48°, depending on the slope heights and groundwater levels.

For various reasons I have not specified the locality where the research indicated in the following pages was undertaken. It will suffice to say that it was on the grounds of a villa once remote from, but now completely surrounded by, its neighboring city, and in close proximity to an industrial establishment of great extent and importance manufacturing many kinds of steel articles and employing upwards of thirty chimney-stacks for power and process work. The problem was to discover the cause or causes of the mortality to trees and plants on the place, and to trace these causes to their origin. Before undertaking this experimental work, the bibliography accompanying this paper was compiled and studied. It appears from an examination of the careful scientific work performed by the ablest French, German, and English chemists during the last 25 years that they are unanimous in assigning the principal—in fact, the overwhelmingly predominant— cause of the destruction of vegetation to sulphur oxides, resulting either from direct oxidation of sulphur in oil of vitriol works, etc., or from the oxidation of the sulphur from the minerals associated with commercial coal. Schroder and Schertel showed in 1884 that the sulphates deposited upon the leaves are not injurious to the plants; and Freytag proved that free sulphuric acid could not be found

In 1978, Anschutz Mining Corp. began efforts to develop the Madison Cobalt Project in southeast Missouri. Preliminary metallurgical studies indicated that intermediate grade cobalt products, suitable for shipment to existing refineries, could be recovered from the sulfide mineralization of the ore body. However, tolling and freight charges were significant, as the refineries were located outside the US. These refineries would not satisfy the goal of strategically insulated production of superalloy-grade cobalt. The acquisition of proven, readily available refinery technologies was then evaluated. However, licensing costs were substantial and the "proven" technologies were not directly applicable to the unique chemistry of Madison materials. Faced with these challenges, Anschutz, in conjunction with the Colorado School of Mines Research Institute, embarked on an effort to develop a sulfate-based separation and refining process. CSMRI performed bench-scale and continuous pilot experiments on solutions generated through other pilot campaigns conducted by Lurgi, Hazen Research, and Sherritt Gordon. The results indicated that cobalt could be selectively extracted from sulfate media using a new generation of organophosphates. The solvent extraction system produced a solution suitable for electrolysis of high-purity cobalt. Preliminary cost studies indicated the novel process was competitive with other refinery systems. Plans to develop the detailed engineering-design information required to commercialize the process were abandoned when the price of cobalt collapsed to less than $17.64/kg ($8.00 per lb).
