The New York Meeting this year will-be held from Monday, February 19 to Thursday, February 22. The Committee on Arrangements, the personnel of which is given elsewhere in this Bulletin, is making plans to duplicate the conspicuous success of last year's meeting in New York. The papers to be read at this meeting, it is believed, furnish material for interesting and profitable technical sessions and symposiums. The social features are being carefully planned since it is believed that these form an important part of such meetings; several functions are to be, given with the object of fostering the get-together, know-each-other-better spirit. Ladies are invited to attend this meeting and participate in the various affairs planned by the Ladies' Committee and by the Committee on Arrangements. This preliminary notice is given in order that members may make their plans now to be in Now York at the time of the meeting. Full details will be sent to the membership through the mails as soon as the program has been definitely fixed.

THE productive area of asphalt-bearing sandstone in Missouri is near the Missouri-Kansas state line near Nevada, the county seat of Vernon County about 100 miles south of Kansas City. While produc-tion thus far has been confined to Vernon and Barton counties, there are known deposits in adjacent counties. The area is served by four rail-roads: the Missouri Pacific, the Kansas City Southern, the Missouri-Kansas & Texas, and the St. Louis & San Francisco. The plant of the Reliance Rock Asphalt Corporation is in Vernon County, about 5 miles west of Nevada, at Ellis, a flag station on the Missouri, Kansas & Texas Railroad. A siding has been built to the plant so that the finished product can be loaded directly into railroad cars. The property consists of a lease of 240 acres in one block. All portions of the property not required for quarrying or processing the asphalt-bearing sandstone are used for farming by the fee owner. The entire tract is very flat so that there are no transportation difficulties from quarry to plant.

The June meeting was held on June 27, 1919, at 9.00 P.M., eight Directors, the Secretary and Assistant Secretary of the Institute, and eleven guests were present. An invitation was extended to Herbert C. Hoover to be a guest on his arrival in the United States. The President was authorized to appoint a committee to obtain a portrait of Herbert C. Hoover. The announcement was made of the receipt of $100,000 from the bequest of Dr. James Douglas, and the Finance Committee was authorized to invest this money and devote the income to the support and maintenance of the Library. The price of the Year Book was established at $2.00. S. A. Taylor was appointed delegate from the Institute to attend the dedication of the buildings of the Bureau of Mines at Pittsburgh. The President was authorized to appoint a committee to confer with the Development Committees of the other Founder Societies. Reports of the Treasurer and Finance Committee were presented and ordered filed.

IN recognition of thirty-one years' service as professor of mining in McGill University the friends of Dr. Porter gave him a complimentary dinner at Montreal, on Jan. 24. The affair was appropriately held under the auspices of the Montreal Branch of the Canadian Insti-tute of Mining and Metallurgy, George C. Riley presid-ing, and was made the occasion of presentation to him of a Canadian landscape painted by Maurice Cullen, and of a silver plate to Mrs. Porter. Among those speaking were Messrs. George E. Cole, F. D. Adams, Sir Arthur Currie, W. C. McBride, and J. G. Ross. Mr. Cole spoke of the large part Professor, Porter had played in the development of mining in Canada through training the men who had become the leaders in the work. More than 200 mining engineers graduated from the University during Dr. Porter's tenure of office and while not all of them had continued to practise their profession, as a body they had had an immense influence.

September steel production established a new record for a 30-day month with 9,034,000 tons. It was the highest of any month since March. Output of ingots and steel for castings was 535,000 tons more than was poured in August 1952, and 373,000 tons over the total for September 1951. Prime Minister Daniel F. Malan touched a gold button to start South Africa' a first uranium plant into production on the premises of the West Rand Consolidated Gold Mine, near Krugersdorp, Transvaal, 25 miles west of Johannesburg. Uranium oxide is being extracted from mine tailing after removal of the gold. Thirteen gold mines in the region are scheduled for uranium production. Defense Materials Procurement Agency signed an agreement-with the Bagdad Copper Corp., Bagdad. Ariz., for expansion of the firm's facilities to enable delivery of at least 27 million lb of copper a year and 91,0000 lb of molybdenite. It is said that the company will spend about E million on the expansion.

The following delegates were appointed to the National Conservation Congress on May 2, 3, and 4, 1916, in Washington, D. C. HENRY S.. DRINKER, a GEORGE OTIS SMITH, A. F. Lucas, - W. L. SAUNDERS, VAN H. MANNING. President Ricketts was appointed delegate to the dedication ceremonies of the new buildings of the Massachusetts Institute of Technology in June. W. L. Saunders was appointed delegate to the ceremonies in celebration of the 150th Anniversary of the founding of Rutgers College to be held in October. George C. Stone was appointed delegate to the meeting on Standard Screen Scale of the U. S. Bureau of Standards. George D. Barron and Thomas T. Read were appointed delegates to the Second National Exposition of Chemical Industries to be held in New York in September. It was resolved, that the Institute shall pay the transportation of the Secretaries of the Local Sections to and from the Arizona Meeting. It was resolved that certain general topics' should be selected for discussion at the next meeting of the Institute and a session devoted to each.

SINCE dad first took us to the ocean we have always seen a plump elderly gentleman who, with supine composure, floats over the crests spouting whale-like to the wonderment of small boys. Floating requires certain physical and mental characteristics that it takes many years to acquire. These are, in order of importance, confidence, beef, and complete relaxation. Possibly a rough parallel can be drawn between the mining industry and the dignified paunchy gentleman riding the billows. Mellowing in a downtown club he reminisces over his rough-and-tumble youth; when frontiers were being pushed to continental limits and the great mines were discovered on a first come first serve basis. Those were the days of the empire builders. They created the methods, made their own laws, and gambled their very lives on the outcome. For these efforts and sacrifices they shared in the great wealth which was made. There were no comparisons between the small and big operators because they all started small and those with the most financial know-how slowly merged into the big companies of the present.

Stanley C. Bullock, Captain, Royal Engineers, has been awarded the Military Cross. Charles L. Cantley was commissioned Lieutenant in the Fifth Royal Highlanders of Canada and went to France with the first Canadian contingent early in 1915, being Quartermaster of the Battalion. He went through the second battle of Ypres, Festubert, St. Eloi and the other engagements in which the Canadians were engaged up .to July, 1915, at which time he was promoted to the rank of Major. He was later ordered home by General Sir Sam Hughes, then Canadian Minister of War, and his services were loaned to the Nova Scotia Steel & Coal Co., suppliers of shell steel and forgers of shells in Canada. He continued with this company as chief officer in charge of munitions until the latter part of 1917, when he sailed for England with his old regiment. John D. Cooner was wounded on Apr. 9, 1918, by shrapnel, and is now in a hospital in Paris. He is getting along nicely. T. C. Gorman was killed in action in France on Mar. 18, 1918.

It has been suggested that grain boundary motion during creep is a two-stage process, i.e., sliding followed by migration. Wienbergl found alternate sliding and migration of aluminum tricrystals tested in shear. He concluded that curves of grain boundary sliding (G. B. S.) vs time were not reproducible from specimen to specimen. Couling and Roberts,' who worked on polycrystalline magnesium, found that sliding and migration were interdependent. They were able to correlate the amount of sliding with the number of sliding-migration cycles, i.e., the amount of migration observed metallographically. Rhines, Bond, and Kissel found that the curves of grain boundary sliding vs time were spasmodic but they did not find any migration of the boundary. Some recent creep tests on bicrystals of high-purity zinc (99.99 pct) help to elucidate the role of grain boundary migration in the G. B. S. process. S. F. EMMONS RESEARCH FELLOWSHIP. The movement was started by a number of the friends and admirers of the late S. F. Emmons, Economic Geologist of the United States Geological Survey, to perpetuate his name through a fellowship to be known as the ?S. F. Emmons Research Fellowship," and they have succeeded in raising some $13,000 for the purpose of carrying on research work in economic geology. The Committee in charge of this Memorial Fund has succeeded in obtaining the co-operation of Professors Kemp, of Columbia, Irving, of Yale, and Lindgren, of Massachusetts Institute of Technology, in the administration of this fellowship. These three gentlemen are respectively geologists of the institutions mentioned and are exceptionally qualified to determine in what direction the fund can be best administered. It is hoped that additional contributions will be forthcoming from many who have heard of this movement. Subscriptions are invited and may be sent to any one of these gentlemen, or to Benjamin B. Lawrence, Treasurer, No. 60 Wall Street, New York City.

THE Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. W. H. BLAUVELT (author's reply to discussion *).-The prevention of smoke from byproduct-oven plants is not as simple as would appear from Mr. Moss's statement. All well designed byproduct-oven plants are equipped with ample exhauster capacity, and the suction on the ovens is controlled by highly sensitive pressure governors that control the pressure within a fraction of a millimeter. Of course, this apparatus can get out of order, causing the batteries to smoke, but this does not often happen. As stated by Mr. Thompson, the smoke produced is made almost entirely during the time of charging the ovens, when they are cut off from the hydraulic main. The amount of smoke that escapes at this time is extremely small, compared with -the amount produced by a beehive-oven plant, but the mechanical difficulties in preventing any escape of smoke at charging time are considerable. ALEXANDER BURRELL Alexander Burrell, general manager of the Furnace Creek Oxide Copper Mining Co., and' a member of the Institute for 20 years, died suddenly at the Argo mine on Feb. 13, 1917. Mr. Burrell was one of the best known mining men in Montana. He was horn at Edinburgh, Scotland, Jan. 14, 1851, and came to Chicago with his parents in 1856. His father, who was a coppersmith, died soon after their arrival, and the ,son had few opportunities to gain an education in school, but was a natural student and was possessed of a liberal education acquired through self-teaching and through his constant reading and studying, particularly along scientific lines. It was this technical knowledge both of mining, and business, as well as his experience in the practical side of mining and his ability as an executive that won for him a high place in mining circles in Montana. Electrical Conductivity. - The subject of the relative conducting power of different minerals is one of minor interest.* In general most minerals, except those having a metallic luster among the sulphides and oxides, are non-conductors. Only the non-conductors can show pyro-electrical phenomena, and only the conductors can give a thermo-electric current. 437. Frictional Electricity. - The development of an electrical charge on many bodies by friction is a familiar subject. All minerals become electric by friction, although the degree to which this is manifested differs widely. There is no line of distinction among minerals, dividing them into positively electric and negatively electric; for both electrical states may be presented by different varieties of the same species, and by the same variety in different states. The gems are in general positively electric only when polished; the diamond, however, exhibits positive electricity whether polished or not. It will be generally agreed that the most important accessory to a rail haul operation is the railroad type locomotive crane. The oldest and still most common type is the steam crane, a self-contained steam power plant, coal fired, complete with boom and hoisting machinery and mechanical drive capable of propelling the unit on its own power at speeds up to 15 mph on the level, and hauling, if necessary, a car for transport of the objects being handled. Usually, for greater mobility and safety, this crane and flatcar are moved around the pit by a switcher locomotive. Crane capacities range from 25 to 40 tons, these loads being handled with the shortest radius of boom and with outrigger. Boom lengths are 55 to 60 ft long, usually with heavy lift main blocks at 40 ft boom lengths. Lifting capacities with booms at maximum radius are approximately 20 % of maximum rating. Free capacities, namely without outriggers, range from 65 (at minimum radius) to 55% (at maximum radius) of the above capacity values.

This paper describes the results of an underground coal mine trial installation of a shielded trailing cable. The cable was a three conductor, round, type SHC-GC and was installed on a shuttle car in a conventional room-and-pillar mining section. The purpose of the study was to evaluate proposed legislation that would require shielding on low-voltage trailing cables. Such legislation would require machine modifications to cable reels, packing glands, and couplers; increase cable splicing complexity; and necessitate additional splicing materials and training. Furthermore, fault location might be more difficult. Even though shielding will cause some problems for the mine operator, it can reduce electrical shock hazard to mine workers. This paper presents information that mine operators can use to solve most of the problems encountered if they are required to install shielded cables. The in-mine evaluation was funded by the US Bureau of Mines; however, the views and conclusions in this paper are those of the author and should not be interpreted as necessarily representing official policies of the US government.

A series of experimental investigations was carried out in situ and in the laboratory with special emphasis on the gassy seams of the Kozlu District, Zonguldak Coalfield, Turkey. The nature of firedamp emission in the return airways of coal faces together with the individual parameters affecting the phnomenon were studied and the observations are discussed. The residual methane content of the lump coal samples was determined by the volumetric method. All the evidence obtained from the field and laboratory results indicate that certain coal seams under production in the Kozlu District of the Zonguldak Coalfield are very gassy in nature. There are cases where in the return airways of some coal faces the total emission of methane reached up to 3300 cu ft pure methane per ton of coal mined. From the impressions gained in the course of the present work and from available literature, retention and emission of methane are basically large-scale phenomena, dependent on exogenous and endogenous parameters in coal mine, which may effect to a greater or lesser degree actual firedamp incidents.
